The work of Americanism is getting under way slowly but surely. The purpose of the Auxiliary is to build for all time and it therefore wishes to lay its foundations securely, feeling that the true understanding and adoption of the ideals of Americanism are the safeguards of our country from the perils of anarchy, and the bond of union between labor, brains, and capital. We hope to have reports from several directors to print next month and here append the report of the Director for the New York Section, Mrs. W. Y. Westervelt.

THE elements silicon and germanium are not metals within the usual, intuitive association of the word, nor are they so within a stricter definition based on the electronic binding. Two properties associated with metals are plasticity and high electrical conductivity. These elements crystallize in the diamond cubic structure, an arrangement apparently not very favorable to slip, and are therefore brittle rather than ductile. Their electrical conductivity is not like that of metals the atoms are locked together by the covalent bond, which in pure and perfectly arranged material leaves but few electrons free to act as electrical carriers.† In further contrast to metals, their electrical conductivity can be greatly increased by raising the temperature. Yet silicon and germanium are not ideally nonmetallic. They are hard, solid, and possess a metallic luster. They exhibit that peculiar brand of electrical conductivity conveniently termed "semi- conduction," wherein, as shall be seen, lies much of their importance. Both, but silicon in particular, are important components in real metallic alloys and the methods of their reduction and preparation lie clearly in the province of the metallurgist. From their duality of physical and chemical properties, silicon and germanium, along with such elements as boron, diamond, gray tin, selenium, antimony, and arsenic, are considered semimetals or metalloids. Endurance strengths at 10' cycles, fatigue-hardening rates, and endurance strength/0.2 pct proof stress ratios have been determined jbr a range of Cu(Ni), Cu(Si), and S.R.0. Cu(Au) solid solutions. Some douht is cast on simple cross slip models of fatigue hardening in view of opposite composition dependencies of hardening displayed by Cu(Si) and Cu(Au). The temperature dependencies of hardening also are the opposite of predictions made on the basis of a cross slip model. A correlation apparently exists between the fatigue strength/0.2 Pc~ proof s1.re.s~ ratios and rates of fatigue hardening. An increase in PS/PS due to alloying or temperature change is accompanied by a decrease in hardening rate, and vice versa. In recent years there has been much interest in the determination of the dislocation structure of fatigued metals and alloys. The accumulated evidence, e.g., Refs. 1 to 5, suggests that the structure may be dependent on the stacking fault energy, 7, of the fatigued metal in the same way that fatigue hardening rates have also been shown to apparently depend on u .6' 7 The above research followed the various earlier theories relating crack nucleation to ease of cross slip, e.g., Refs. 8 to 131 so "ggesting that y may indeed be the parameter of principal significance in all facets of the fatigue process. However, comparatively little attention has been paid to correlating engineering fatigue data with observations of the above type. Certainly, it would be useful if potential engineering fatigue performance could be assessed from a knowledge of easily determined alloy properties, and the present research originated from this standpoint. TO investigate the widest Possible range of 7 would require the use of two solvent bases, e.g., aluminum and copper, but a reasonable coverage can be provided by copper-based solutions alone. Therefore, it was decided to work with Cu(Ni) and Cu(Si) solid solutions, the approximate stackillg fault energies of which are given in Table I. The y range extends from low, Cu(7.5 at- Pet Si), to moderately high in Cu(2-5 at. ~ct ~i) and two of the Cu(Ni) alloys. The values listed in Table I should be regarded as qualitative only, being derived as follows. Dillamore and smallman14 quote a value of 85 i 30 erg.cm-2 for the stacking fault energy of pure copper, based on an earlier value due to Howie and swannl5 corrected by Brown's formula.'' Since the ratios (alloy)h(pure copper) have been reported17,18 for Cu(Ni) alloys containing up to 30 pct Ni, approximate ) values for these alloys can be computed, and a rough estimate of 7 for Cu(50 at. pct Ni) obtained by extrapolation. The relatively low y value obtained in this way for Cu(50 at. pct Ni) coincides with the observation of Nakajima19 that the stacking fault probability is a maximum at this composition. Likewise, the y values for the three ~u(~i) alloys are estimates based on values given by Swann and Nuttingo corrected on the basis Of Brown's estimate that the true 7 values are probably 2.3 times greater than those originally computed. In addition to the above alloys it was decided to investigate short-range ordered (s.R.O.) CU(AU) alloys containing up to 25 at. pct Au. This last alloy has been shown to have a well-defined planar arrangement of dislocations when deformed,21,22 probably due to cross slip being restricted by the S.R.O. Engineering fatigue data was to be represented by the determination of endurance strengths, and these were to be correlated with fatigue hardening and mechanical property data. EXPERIMENTAL I, order to study the desired properties and property changes, the following alloys were prepared: Cu(2.5 at. pct Si), Cu(5.0 at. pct Si), Cu(7.5 at. pct Si), Cu(5.0 at. pct Ni), Cu(25.0 at. pct Nil, Cu(50.0 at. pct Ni), Cu(5.0 at. pct AU), Cu(15.0 at. pct AU), Cu(25.0 at. pct AU). The copper and gold were zone-refined, while the silicon was semiconductor grade. The nickel was of 99.95 p,t. purity.* All alloys were induction-melted in a *Kindly supplied by the International Nickel co. helium atmosphere, appropriate precautions being taken to avoid segregation in the Cu-Au series. Rod stock was obtained by rolling and swag,ng. A few Bridgman single crystals were grown for fatigue-hardening studies, but most material was machined into polycrystalline fatigue speciments of the design shown in Fig. 1, and into polycrystalline tensile and fatigue-hardening specimens of simple cylindrical design. ALBERT SAUVEUR, Cambridge, Mass. :-I believe that I have the privilege, this instant, of opening one of the most important, significant and far-reaching discussions ever held before this Institute. I believe that our talk this morning will be heard far and wide, not only on this side of the water, but also on the other side. Everywhere, in short, where steel is manufactured. I welcome the opportunity of expressing my mind in regard to the production of sound steel ingots, a subject about which I entertain some very decided opinions. I shall not attempt to discuss the relative merits of the various processes that have been described. I shall, on the contrary, confine myself to a general consideration of the important questions before us. So intensely do I feel regarding the production of sound steel ingots that I have put my remarks on paper in my desire to present my Views.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.

Pulsifer presented a paper on The Metallurgy of Aluminum and Magnesium; it was discussed by C. H. Clapp and F. A. Linforth. J. C: Horgan presented a paper on The Manufacture of High Explosives and their Use in Metal Mines; it was discussed by C. W. Morse, J. J. Carrigan, and C. W. Goodale. The matter of reformed spelling as proposed in a circular letter coming from Palo Alto, Calif., was discussed, after which the Secretary was instructed to write to Secretary Stoughton and ask that when the matter is opened for discussion in New York he present the emphatic protest of the Montana Section against the alleged reforms in spelling. The study and use of low-carbon manganese steels have been curiously neglected in the general history of developments in alloy steels. Hadfield1 made an extensive study of manganese-iron-carbon alloys about 1886, which culminated in the wide application and use of Hadfield austenitic manganese steel. His alloys were nearly all high in carbon, as compared with the steels discussed in this paper, and he found a marked tendency toward brittleness in the alloys of medium and low manganese content, that is, below 7 per cent. manganese. As a result, there has been a widespread prejudice against the use of manganese steels containing between 1.0 to 3.5 per cent. manganese with comparatively low carbon. Steels of this composition have never been studied adequately in comparison with other alloy steels, and have had litttle use in practice. In a very recent paper by Sir Robert Hadfield2 the following statement appears: 6L... manganese-iron alloys with little or no carbon do not seem to offer any practical employment; they only become valuable in the presence of quite high percentages of carbon, 0.90 to 1.50 percent." The results of the present investigation are so contrary to the findings of Hadfield that the writers feel fully justified in presenting the preliminary report incorporated in this paper. New York Meeting, October 16 and 17, 1913.-The One Hundred and Sixth meeting of the Institute for the reading and discussion of professional papers will be held in New York City, on Thursday and Friday, October 16 and 17, 1913. Headquarters will be at the Institute office in the Engineering Societies Building, 29 West 39th Street. The sessions will be held in one of the assembly rooms of the building. Because of the many valuable papers on iron and steel obtained with the assistance of the Iron and Steel Committee, which papers could not appropriately be presented and discussed at the Montana meeting, this October meeting of the Institute is held for the purpose of reading and discussing these papers, most of which will be printed and distributed in advance. The members of the following societies have been invited to attend the meeting, and several have accepted and declared their intention of taking part in the proceedings: American Society for Testing Materials, American Iron and Steel Institute, American Society of Mechanical Engineers, American Society of Civil Engineers, American Institute of Electrical Engineers, American Foundrymen's Association. The meeting will be conducted under the auspices of the Iron and Steel Committee, and the latest revised program of the proceedings will be found on page xi, under the notes of this Committee.

The week of Sept. 22, will be a week of convocation of societies in Chicago with the exposition of Chemical industries. The American. Institute of Mining and Metallurgical Engineers will occupy the stage for most of the week, American Ceramic Society meets on Wednesday, the American Electrochemical Society on Thursday, Friday, and Saturday, and the Technical Association of Pulp and Paper Industry from Wednesday to Saturday. There will also be a symposium upon Safety in the Plant and Mine under the chairmanship of M. L. Leopold, Safety Engineer of the U. S. Bureau of Mines, and in the evening after this sleeting-which will occupy an entire afternoon-there will be shown a series of motion pictures of safety work in plant, field-and mine. The motion picture program will consist almost entirely of films now being made. Even in motion pictures, the Exposition is outstanding as the place of introduction to the public of the newest and most recent developments. Each improvement of the projectoscope in motion-picture projection has been reserved for first public demonstration at the Exposition. Mention cannot be made of the new exhibits that are engaged for the Exposition, other than to say that the electric furnace will be in operation. These will give, probably for the first time, men of science an opportunity to see and compare the various designs and judge them for the various work to which they are applicable.

SUMMARY. The supports account for over 501 of the total expenditure for a longwall face. The success and economics of a face depend upon the optimum selection of type and density of the supports. Empirical solutions involving uncertain safety factor are replaced by a geo-mining approach developed at OMRS in which the support resistance is defined by the stability index of the roof rock mass and the failure pattern of the immediate roof. The paper gives the methodology adopted to define the support resistance for Alkusha colliery longwall face of Jharia coalfield (India). The stability index of the roof mass varied from 218 to 520 for the individual beds and 1100 to 1374 for the immediate roof mass. The exact support resistance for the condition was found to be 42 t/m2.

Sec. 1. This Division shall be known as the Institute of Metals Division of the American Institute of Mining and Metallurgical Engineers. Sec. 2. The object of the Division shall be to furnish a medium of cooperation between those interested in the metallurgy, fabrication and uses of the nonferrous metals and their alloys; to represent the A. I. M. E. in so far as nonferrous metallurgy is concerned, within the rights given in A. I. M. E. By-law XI., Sec. 1, and not inconsistent with the Constitution and By-laws of the A. I. M. E.; to hold meetings for social intercourse and the discussion of nonferrous metallurgy; to stimulate the writing, presentation and discussion of papers of high quality on nonferrous metallurgy; to reject or accept such papers for presentation before meetings of the Division. Article II—MembeRs Sec. 1. Any Member, Associate, or Junior Associate of the A. I. M. E. in good standing may become a Member, Associate or Junior Associate of this Division upon registering in writing a desire so to do, but without additional dues. Sec. 2. But no one who has been continuously indebted to the A. I. M. E. or to this Division for more than three months shall be entitled to vote or to receive publications to which, as a member of the Division, he would be entitled. Article III—Funds Sec. 1. The expenditure of the funds reccived by the Division shall be authorized by the Executive Committee of the Division. Article IV—Meetings Sec. 1. On the 27th day of March last, the day on which the Florida sessions of the last meeting of the Institute began in Ocala, occurred the death of one of its most distinguished honorary members, Bergrath Franz Posepny, of Vienna, formerly professor of the science of ore-deposits in the mining school at Przibram, Bohemia. Prof. Posepny had greatly increased his fame among American mining engineers, besides laying the Institute under special obligations of gratitude, by the elaborate, brilliant and suggestive treatise on " The Genesis of OreDeposits," which he contributed to the International meeting, held at Chicago, in 1893. This essay, constituting the first complete publication of the substance of his course of lectures at Przibram, enriched and perfected by the matured results of his investigation and reflection down to the date of its cornpletion, was a free gift of almost unprecedentecl value to the society which had distinguished him by honorary membership. In estimating the generosity of the author, it must be borne in mind that the copyright of such a work, the fruit of years of study and of practice as an instructor, is of no little value to a European professor, and constitutes one of the legitimate rewards of his (otherwise not highly-paid) labor. THE hot-milling process for reconditioning rock-drill bits is not new. It has been employed by a few mines for years and in the past decade it has been widely adopted, as its advantages have become better known. Because of the extensive commercial development in England and Canada of machines to operate on this principle, general acceptance has been largely in the British possessions and until recently has been chiefly in the field of conventional steel. In the past two years there has been a definite trend toward hot-milling of detachable bits in Canada, t but only in the past year has any considerable attempt been made to build special machines for this type of work. Generally a machine designed for con-ventional steel has been used and special holders employed to manipulate the bit. As early as 1934 at least one operator in the United States had adapted hot-milling to conventional steel with a substantial saving in resharpening costs. Several other operators have taken it up but there has been no widespread adoption of the method in this country by users of conventional steel. This may be partly explained by the fact that until recently no American manufacturer produced this equipment and operators have been obliged to build their own hot-millers or import them. Several years ago a few machines were built in Seattle, Wash-ington, and operated in some mines in the northwest, but, for reasons not generally known, the effort was abandoned.

This is probably because severe particle breakage occurred and pressure drops changed substantially with time. A quantitative statement of the relationship of pressure drop to the parameters of the system is desirable for lignite since, unlike higher rank coals, lignite slurries are thixotropic. The present investigation was undertaken to quantify the pipeline behavior and required continuous monitoring of pressure drop and size distribution.

WHEN diamond drilling was introduced in the Rhokana mines in 1939 it was used principally for pillar removal and for completion of the upper portions of shrinkage stopes which were being affected by increasing pressure. This method of drilling long blastholes proved so successful that it was extended gradually to cover stoping, pillar recovery, and hanging cave work. BY 1949 virtually all the ~roduction of Mindola and Nkana was being obtained by this method. At the present time 87,500 ft are drilled each month by the 80 diamond drills in daily operation. Responsibility for control and issue of diamond drilling equipment and crowns, as well as tabulation of all performance figures, was taken over by a sPecially formed Roto drill department, which also investigated the problems encountered with this new method. To assist this department a fully equipped test chamber, Fig. 1, was established underground where performances of various types of machines and equipment could be studied under conditions as nearly uniform as possible. Since the establishment of this department, which was eventually taken over and incorporated into the study department, considerable experimental work has been done on every aspect of the subject. The problems can be classified broadly under four headings: improvement of drilling equipment, crown design, machines, and stoping layouts. One of the major problems with drilling equipment has been to eliminate vibration. Owing to flexing of rods in the hole, severe friction is set up on the back end of the 'Ore barrel and On any high spots in the rods, inducing harmonic vibration in the string of rods and causing the crown to chatter against the face. This not only causes premature crown failure but also reduces penetration speeds and increases wear on the machines and rods used. In the early days, when only holes of EX size were drilled, vibration was largely overcome by periodic greasing of rods and core barrel during each run, but with the change-over to the larger BX hole it became obvious that application of grease by hand was inefficient and time-consuming, and attempts were made to perfect a self-lubricating core barrel. A series of these core barrels was made up and tested and a number of the latest type were used under normal operating conditions, but although footages up to 120 ft were drilled without refilling the overall performance was inconsistent, and the idea was shelved in view of the success of the stabilizer rods referred to later in this paper. At the same time tests were made with barrels 5 ft and later 6 ft long instead of the normal 2 ft. Although a slight improvement was noticed, greasing was still necessary. It was found that rod vibration increased as the core barrel became worn, and in an early test chamber experiment crowns drilled with a worn core barrel averaged 95 ft with a diamond loss of 4.76 carats, whereas the same type of crowns with a new barrel averaged 228 ft with a diamond loss of 3.13 carats. until then all BX drilling had been done with B-sized rods, but during a test on a string of BX-sized rods it was noticed that vibration was negligible. Because of the larger surface area of metal bearing on the sides of the hole, however, the friction and resistance of rods of this size rendered them impracticable on any but the most powerful of the machines, The use of stabilizers spaced evenly along the rods was the next logical step, and for this B couplings, see Fig. 2, were set with three tungsten carbide inserts 1 in. long placed around the periphery equidistantly and at an angle of 45" with a right hand lead. These were placed immediately behind the core barrel and then at 12-ft intervals, as it was found that vibration still occurred when the stabilizers were more than 15 ft apart. The effect of these stabilizers was immediately noticeable; holes were drilled with a minimum of vibration, penetration speeds were improved, and as it was no longer necessary to grease the rods there was a marked decrease in the overall drilling time for each hole. While tests were being made with the stabilizer comeb periodic were taking place with a set of tapered threaded rods, and because there was marked improvement in efficiency it was decided to incorporate the stabilizers and tapered threading in all new rods ordered for Rhokana. The feature of these rods is that only four full turns are required to tighten the coupling as against nine for the present type of B rods. Also, as they are self-centering it is virtually impossible to crossthread them. The performance of the nine 5.5 m diameter x 6.4 m mills (18 x 21 ft) initially installed at Bougainville Copper Ltd. did not meet the laboratory and pilot plant derived design expectations as measured by Bond Work Index. During the post-commissioning period, inefficient grinding of coarse material resulted in a build-up of large circulating loads and led to reduced throughputs because of pump and cyclone overloading. Installation of larger pumps and cyclones and development of an improved circuit control philosophy alleviated materials handling problems and permitted higher tonnages to be attained. Since 1977, plant throughput has been increased by installation of three additional mills. These are 0.9 m (2.9 ft) longer than the other nine and have a higher capacity. Developments in classification and mill speed-up, together with a finer ball mill feed size and substantial improvements to mill availability (99% in 1982) have further increased plant capacity. There is a continuing emphasis on improving grinding circuit efficiency in terms of throughput/grind. Current development work includes trials of graded ball charges, different liner profiles, and assessment of scalping/regrind proposals.

Fleming were appointed to represent the Institute at the Second National Industrial Tax Conference, which was held in New York City on Oct. 22 and 23. After reading the report submitted by the Committee, Mr. Norris and Mr. Fleming addressed the following to the Tax Committee of the National Industrial Conference Board: The tentative report of the Tax Committee of the National Industrial Conference Board was received too late to make it possible to lay it before the Board of the Institute, and the undersigned themselves have not had sufficient time to digest its interesting contents and recommendations carefully. So that we desire to make it clear that the comments we make on the report are the expression of our personal opinion only. In the first place, we feel that the Committee which drew this tentative report is entitled to the commendation and thanks of the country for what has been manifestly a work of tremendous labor and for the able and conservative report which they have presented.
