This magazine contains articles on a wide variety of subjects, as do most technical magazines. Several years ago the engineering societies of Colorado turned over to the Public Library of Denver their technical libraries and the Public Library now has a Technical Department serving engineers This library has been enlarged and is supported by the state as well as the engineering organizations of Colorado A bimonthly New Books List is sent out from the Technical Department to all engineers on the mailing list. Books will be lent for the cost of transportation The Technical Department endeavors to keep a file of all state and some foreign publications on mining, geology and engineering Effort will be made to borrow from other sources, any publications which are not on file. THE purpose of this paper is to make public record of new information in regard to the sustaining power of artificial mine-roof supports (not timber props) the result of investigations recently made in the anthracite coal fields of Pennsylvania. First.-By the "Scranton Mine Cave Commission," appointed to investigate the mining conditions under the City of Scranton. Second.-By the "Pennsylvania Mine Cave Commission," appointed by the Governor to investigate the general subject of mine caves in the anthracite region of Pennsylvania. Third.-By the personal researches and tests made by the author in an effort to secure a better artificial mine-roof or surface support. During the progress of the work of the Scranton Mine Cave Commission, the Engineers for the Commission, Messrs. Conner and. Griffith, being aware of the general lack of exact information in the engineering profession as to the strength of the ordinary artificial mine-roof or surface support, and particularly the stronger kinds, such as mine cogs, rock piers, etc., had tests made at the. Fritz Engineering Laboratory at Lehigh University, to determine the sustaining power under various compressions of the several kinds of artificial mine supports in use in the anthracite region of Pennsylvania. A report of these tests was included in the report of this Commission, which was published as Bulletin No. 25 of the United States Bureau of Mines, Washington. A similar series of tests, more extensive and more elaborately-planned, were subsequently made for the Pennsylvania Mine Cave Commission at the U. S. Government Testing Laboratory at Pittsburgh, Pa. The report of this Commission was made to the Governor, but has not yet been published.

THE section delegates assembled Monday morning with the incoming president, W. H. Bassett, in the chair and F. W. Bradley as vice-chairman. The secretary called the roll and urged the delegates to become familiar with the activities of the Institute. He explained the allotment of funds to local sections and the uses to which these funds may be put. He also announced plans for travel by Mr. Bassett and asked the delegates to confer with him as to meetings en route. An invitation was extended for all section delegates to attend the Directors' dinner Wednesday evening. He suggested that local sections hold a meeting once a year under the auspices of each division of the Institute. He further explained the system of choice of publications by members. The question of licensing of engineers was brought up, and the consensus of opinion among the membership was asked for. Because the matter is controversial, no official action has been taken and it was suggested that the' local and State sections act separately in this regard. A. B. Parsons, the assistant secretary, next spoke. In his remarks he indicated surprise that many prominent mining men still did not belong to the Institute, and urged that section delegates make up a list of such prospective members and send it in to the office for study by the New York staff. Sam Leber (General Electric Refractory Metals Laboratory)—I think that the authors should differentiate between the curved grains obtained by swaging and the crumpled grains produced by drawing. This can be seen most easily in the transverse sections of Fig. 2d, and is also apparent in Fig. 2c. This difference in structure indicates that the mode of deformation shou1d affect the texture, since the cylindrical texture should be maintained or even increased by the curved grains developed by swaging. Drawing, on the other hand, crumples the grains. This should convert the cylindrical texture into a normal fiber texture. This has been substantiated by a comparison of tungsten wires fabricated by similar drawing and swaging schedules. Although cylindrical textures have been detected in drawn iron wires, they were weak in comparison to tungsten wires which included swaging as part of the fabrication process. It should also be noted that large curved surfaces developed by swaging are concentric with the surface. The postulated (100) surface of these crystals would be confirmed by a (100) cylindrical texture, as was observed in tungsten. The preservalion of the (100) cylindrical texture by swaging would maintain the <100> direction in the radial position required for easy flow. This might provide a partial explanation for the decreased rate of work hardening observed in the swaged wire. J. F. Peck and D. A. Thomas (authors&apos; reply) — The authors appreciate Dr. Leber&apos;s comments on the differences in textures, microstructures, and properties of swaged and drawn wires. The evidence of the prominence and persistence of the cylindrical texture in swaged bee wires seems quite consistent with our microstructural observations and interpretations. We are presently engaged in further work to correlate the development of texture and micro-structure in drawn bee metals.

THIS paper reports a study of the reactivity of 950°F and 1650°F cokes as measured by relative rates of reduction of iron oxides at temperatures up to 2200°F. Previous work cited shows general acceptance of the theory that reduction by carbon is a gaseous reaction, and that kind and character of carbon as well as particle size have measurable effect on the velocity of reaction. As will be shown, the data obtained in this study con firm those conclusions. The work was not designed to examine iron oxide reduction equilibrium, but if reaction velocity be defined as the speed with which "a reaction tends to approach conditions of equilibrium," the data here presented may be considered as a study of reaction rates, and the relative degree of reduction to metallic iron as the measure of reactivity.

The author presents a history of the development of the Port of Long Beach from its beginning in 1905 to the present construction of a new bulk loading facility. In describing this new facility, emphasis is placed on such aspects as rail car and truck handling, gravity yard, rotary car dumping, bottom dumping, car dumping equipment, feeding and conveying, ship-loader-stockpiler, stockpiling and reclaim, dust control, and construction problems. Development of the Port of Long Beach, Calif. (see Fig. I), began in 1905. In that year private Long Beach interests acquired 800 acres of marshland in the Inner Harbor area and initiated a program of channel dredging and land reclamation. Efforts to establish a municipal port began a short time later and culminated in the opening of Pier 1 in 1911. An event of even greater significance to the port future also occurred in 1911. This was the tideland grant enactment by the state legislature that conveyed to the city of Long Beach all of the state&apos;s rights in the tidelands located within the city boundaries. The grant stipulated that all revenue produced from the tidelands be used for the development of navigation, commerce, and fisheries. During the next 15 years up to 1926, the port&apos;s commercial growth was steady, although relatively slow. During this period, several fundamental steps in the development of a major harbor were accomplished. These included the creation of the Board of Harbor Commissioners in 1917, the dredging of the Inner Harbor and entrance channel to accommodate deep draft vessels, and the correction of a serious silting problem through construction of the Los Angeles River Flood Control Channel. These efforts bore fruit during the ensuing 10 years in the establishment of more than $30,000,000 worth of industrial plants and private marine terminals in the Inner Harbor. Commerce over municipal wharves also increased more rapidly, and it became necessary to start the development of the harbor in a seaward direction. In 1936, oil was discovered in the harbor area, and the first Harbor Dept. well was brought in 2 years later. It soon became evident that the city of Long Beach would receive substantial revenue that, under the terms of the state grant of 1911, must be used in the development of the port. It was further realized that to properly guide and coordinate such development, a long range comprehensive plan was essential. The Board of Harbor Commissions contracted with G. F. Nicholson and J. F. Collins, consulting engineers, for the preparation of such a report that was completed in 1940. The Nicholson-Collins report proposed the development of an East Basin, between the entrance channel and the Los Angeles River, and a West Basin in the area now occupied by the Long Beach Naval Shipyard. Twenty full-size berths were to be provided in the East Basin and more than fifty berths in the West Basin. The report recommended extensive modern terminal facilities for handling waterborne cargo. Attention was given to improvement of the street and highway system to give better vehicular access and to avoid congestion within the port. To a large extent the recommendations of the Nicholson-Collins report were followed in the subsequent development of the East Basin. This development was greatly accelerated by World War 11, with its need for increased oil production and additional shipping facilities. The wartime and immediate postwar construction was largely concentrated on Pier A, with the development of Piers B, C and D following in more recent years. An important factor in the planning of these piers was their dual function as oil drilling sites and cargo piers. The Navy&apos;s acquisition of the West Basin area made it necessary to depart from the Nicholson-Collins plan and find other areas for future expansion. At the present time only one Inner Harbor Port-owned area having protected deep water frontage remains undeveloped. This is the property fronting on Channel 2 in the Inner Harbor acquired in December 1957, from Pacific Dock and Terminal Co. The growth of the port has been in a southerly direction since the construction of the Long Beach Naval Shipyard in the West Basin area. Recent extension of Piers F, G and J into the ocean follows typical port construction methods developed during the expansion of the Middle Harbor during the last 20 years.

INTRODUCTION Because large aqueous suspensions of various fine solids originate during the beneficiation of ores, the Mining Industry constantly requires efficient and feasible dewatering methods. Among the techniques currently in use (1,2), filtration (vacuum, press) and centrifugation are fairly expensive and thus are limited to use with more valuable materials. Furthermore, installations of reasonable size produce only moderate outputs. Therefore, tailings from ore dressing plants are usually treated by sedimentation or settling techniques with a tailings dam as the ultimate sedimentation basin (3). Apart from growing environmental and economic questions, the solid product obtained from the tailings dam basin has in most cases, a rather high moisture content and a persistent semi-fluid consistency. Thus, it is difficult to transport and use further. On the other hand, the solids may be utilized as a filling material, fertilizer, etc. providing they are dry enough and properly granulated. Demands for an improved technique are met to a great extent, by the technique presented in this paper. AGGLOMERATION OF FLOCCIJLATED SLIMES Origin and Qualitative Description of the Process Phenomena of consolidation and pellet formation in flocculated fines were first observed by Yusa and Gaudin (4) while studying rheological properties of flocculated kaolinite. On this basis, methods of separating liquid from solids have been worked out (5-7) and many possibilities for application have been suggested (5,6). Yusa termed the technique "wet pelletization&apos;&apos;.

Repeated failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes: excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would not readily move towards the intake; and, most important of all, closing of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently increasing the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which call be considered dredge-able, in which stones more than 12 in. in diameter are not frequently encountered. II. An Effective Suction-Dredge. In harbor-operations, much larger stones are handled by suction-dredges. The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe, gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. DIRECT subsidies for mine production in this country began as an outgrowth of wartime &apos;price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

Q: It is May 1961 at Bill Wrather&apos;s Washington house. Bill, think back to your first job after college. Wrather: Perhaps I ought to go back a little bit further than my first job. I entered the University of Chicago with the idea of studying law. My intention was to take a 4-yr liberal arts course and superimpose a law degree on that. But during my undergraduate work I fell under the influence of R. D. Salsbury. He decided I had some talent as a geologist and influenced me to take a geological course. Nevertheless, I did not give up the idea of law. While in school I took a spell of typhoid fever and almost died. The doctor recommended outdoor exercise, so a geological job seemed logical. W. H. Emmons was a graduate student in the University and he interceded with Dr. Hayes of the USGS. I went on the payroll as assistant packer at $60 a month. I had one of the most glorious summers I ever spent in my life. That fall and the following year I took law courses and became thoroughly convinced that I was cut out for a geologist rather than a lawyer. I finished up my law work in 1908 while waiting for a job with Bill Emmons, who was doing a careful study of Goldfield and Tonopah.

THE object of the present investigation was to discover a physical basis for rank differentiation of coals, particularly the coals of the Illinois basin. Vitrain1 was selected as the most appropriate coal material to use in the investigation, because of its homogeneity and ease of acquisition and handling. Previous Investigations.-Hoffman and Jenker2 have shown that their index of reflection is a characteristic of coal rank and that the Leitz slit microphotometer may he used in determining the different intensities of reflection. Zhemchuzhnikov3 measured the luster of several Russian coals with a color analyzer and found that the degree of luster was indic-ative of rank. Luster-volatile matter curves based on data from Sucan and Donetz coals were satisfactorily used for determining the rank or volatile content of other coals after the luster strength was determined. In 1934 Fisher4 reported refractive indices of 1.76 for bituminous vitrain and 1.87 for semibituminous vitrain. Investigation of Angle of Polarization.-Early in the present investiga-tion several determinations of the refractive indices of the vitrains were made by immersing the minus 150 plus 200-mesh powder in oils. It was found that all the samples fell within the range 1.6 to 1.8. However, difficulty was encountered in securing oils in this high index range that were closely enough spaced to separate some of the coals. The writers made a number of determinations of the angle of maxi-mum polarization from the polished surfaces of the vitrains and derived their refractive indices by the procedure described in the follow-ing paragraphs.

MAGNETITE mining and milling in the Eastern States in 1939 showed considerable improvement over 1938. For the first eight months of the year production of magnetite proceeded at a normal rate but operations were stepped up in the last four months owing to increased domestic demand. In New York, the Republic Steel Corp. operated the Witherbee-Sherman mines at Mineville throughout the year. Chateaugay Ore and Iron Co. operated their low-phosphorus mine at Lyon Mountain for the first seven months, but on Aug. 1, Republic Steel took over this mine -and have since operated it. In Pennsylvania, the Bethlehem Steel Co, operated the Cornwall mine continuously. In New Jersey, Mt. Hops and Scrub Oak were in operation all year. The Washington mine went into production on Nov. 1 and the Richard mine on Dec. 1.

THE death, on May 6, 1908, of Dr. Hermann Wedding, Privy Mining Councilor of the Kingdom of Prussia, and Professor of the Metallurgy of Iron and Steel at the Royal Mining Academy of Berlin, was a loss keenly felt by the whole metallurgical world. Not alone in his native land, but also in foreign countries did he enjoy an esteem of which the title of honorary membership in the American Institute of Mining Engineers, the United States Association of Charcoal Iron-Workers, and the (British) Iron and Steel Institute bears eloquent testimony. Hermann Wedding was born March 9, 1834, in Berlin. At the suggestion of Dr. C. J. B. Karsten, the veteran father of Prussian metallurgy and author of the first German text-book of the metallurgy of iron, lie turned his attention, after gradu¬ating from the gymnasium, to mining and metallurgy. In 1853, he began a practical course at the Malapane iron-works, in Upper Silesia. Subsequently, he studied at the Berlin Mining Academy, and received from the University in 1859 the degree of Doctor of Philosophy. A journey which be made to England, somewhat later, led to his undertaking a German translation, with revision and additions, of John Percy&apos;s classic treatise on the metallurgy of iron and steel, the publication of which, in successive installments, stretched through many years. In 1863, lie published, as a thesis in connection with his "Assessor&apos;s examination," an essay, entitled The Results of the Bessemer Process for the Production of Steel, and Its Prospects for the Rhenish and Westphalian Iron and Steel Industry, which revealed such ability and knowledge as to secure for him a call to the chair of metallurgy in the Berlin Mining Academy.

Methods for determining permeability presented by W. D. Kruger3 in a paper entitled "Determining Areal Permeability Distribution by Calculation" have considerable merit. They can be expected to contribute significantly to analysis of flow in heterogeneous systems. Some rather subtle yet important conditions must be met, however, to assure that the computed permeabilities are correct. The conditions which insure a unique permeability distribution may have been overlooked in the method as proposed and presented in the subject paper. The subtlety of the special requirements may permit good agreement between computed and measured pressures in the reservoir; but the computed permeability may still be in error. The general theory and discussion of the requirements for a unique determination of the permeability distribution are presented elsewhere in more detail.7&apos;8 Accordingly, only major features will be presented here in the notation of Kruger. GENERAL DESCRIPTION OF REQUIREMENTS A brief mention of the route to be followed in showing the special requirements may be helpful. The equation to be solved is a quasilinear, first-order, partial differential equation in the unknown permeability. This equation can be solved through an extension of Lagrange&apos;s method by reduction to a system of subsidiary ordinary differential equations. Through consideration of the identity of one of the Lagrange subsidiary differential equations with the stream function, a special interrelationship can be shown. The interrelationship has special significance with respect to the boundary condition. If the boundary function satisfies part of the subsidiary differential equation, no unique solution for the permeability distribution exists. In the physical problem this requirement for uniqueness indicates that the permeability measurements used as a boundary condition can not be along a stream tube. The boundary condition must be along a line, or series of lines, which completely traverse the region and pass through every stream tube.

LEADING off the Thursday morning session on Non-metallics was C. E. Heinrichs&apos; paper, "Phosphate Flotation, Its Place in the Technology and Economics of the Phosphate Industry." Mr. Heinrichs also presented a closely related paper, "Milling Methods and Costs at the No. 2 Concentrator of the Phosphate Recovery Corporation," by H. S. Martin. The first of the papers points out the great significance of flotation to the phosphate industry, inasmuch as flotation practically doubles the potential recovery, thereby decreasing production costs and increasing reserves materially. The second paper describes three such plants, two of which are in Florida, the third being at Wales, Tenn. Operating characteristics and costs are reviewed. Answering inquiries from the floor, Mr. Heinrichs said that the adoption of a new parallel-shell dryer, from 60 to 80 ft. long, instead of the old single-shell countercurrent dryer, had increased the unit drying capacity over 300 per cent and had reduced the drying cost to less than 25c. per long ton of dried product. The initial moisture is from 15 to 18 per cent and the final about 2 per cent.

H. F. MOORE and W. J. PUTNAM (author&apos;s reply to discussion?).-The writers are inclined to question whether it has been experimentally established that steels will endure an indefinite number of repetitions of low range of stress. It is difficult to see how such a conclusion can be reached except by extrapolation from test data,. and such extrapolation always gives results of questionable value. From the viewpoint of the designer and the user of steel the writers believe that the exponential formula, which gives results on the safe side of what test. data we have, for steel subjected to tens or hundreds of millions of repetitions is a safer

The present mine at White Pine has been extracting low grade copper ore by mechanized room-and-pillar methods for approximately eleven years. Increasing depth of mining is decreasing the extraction ratio. It is desirable to mine a higher grade product by extracting values only and increase recovery of the available natural resource. These factors led to the consideration of a caving method such as longwalling. GEOLOGY The White Pine orebody consists of two mineralized shale horizons separated by a relatively barren zone of shale and sandstone. These gently dipping sediments lie at the base of the Nonesuch shale formation and are of late Precambrian age.
