FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

An extensive study was made of the aging characteristics of alloys based on the 80 pct Ni-20 pct Cr composition hardened with aluminum and/or titanium, each up to 4 pct. Aging was followed by means of hardness and hot electrical resistance measurements as well as by X-ray and microscopy. Stress rupture tests at 1500°F were utilized as a check on the predicted behavior. THE titanium and aluminum hardened Ni-Cr alloys, exemplified by Nimonic 80 and Inconel X, constitute one of the more important groups of alloys developed to meet the demand for materials retaining their strength at elevated temperatures. For service in the temperature range 1200" to 1500°F, these alloys offer high creep resistance. With increasing service temperature, however, the strength of the simpler Ni-Cr base alloys falls off rapidly so that above 1500°F there is a significant loss of strength. The present investigation was undertaken with the hope that a better understanding of the factors controlling the precipitation hardening of these alloys would make it possible to increase the useful service temperature range. Primarily this investigation involved the study of the effects of titanium and aluminum on the hardening and the subsequent softening at elevated temperatures. The titanium and aluminum contents were each varied between 0 and 4 pct by weight at a constant nickel to chromium weight ratio of about 4:1. (Except when otherwise stated, all compositions are expressed on a weight basis.) The major part of the investigation was confined to alloys with less than 0.06 pct C. Recently several papers dealing with the identity of the microconstituents in the titanium and aluminum hardened Ni-Cr alloys have been published. Using X-ray analysis of the residues from anodic dissolution, Rosenbauml was only able to identify carbides and nitrides in Nimonic 80 and Inconel X. However, since Rosenbaum worked with alloys in the hot rolled rather than in the aged condition, his results are inconclusive. Recently Hignett' reported that the hardening of Nimonic 80 was due to the controlled precipitation of Ni,(TiAl) having the cubic Ni3A1 structure. Taylor and Floydv-" published the results of an investigation of the nickel-rich corner of the Ni-Cr-Ti, Ni-Cr-Al, and Ni-Ti-A1 systems. In the Ni-Ti and the Ni-A1 systems the hexagonal Ni,Ti phase, 7, and the cubic Ni3A1 phase, -y', respectively, exist in equilibrium with the nickel-rich solid solution. The interatomic distances in the basal plane of Ni,Ti and the octahedral planes of the matrix are almost equal, thus explaining the Wid-manstaetten type structure formed when Ni,Ti precipitates from solid solution. When Ni:,Al precipitates from solid solution, it appears usually in globular form, often dispersed along rows corresponding to definite crystallographic directions. The 7 and phases are also the only intermetallic compounds which occur in the nickel ternary alloys with up to 25 pct Cr and 10 pct Ti or Al. Taylor and Floyd found that Ni,Ti takes practically no nickel, chromium, or aluminum into solution. Nial, on the other hand, dissolves a considerable amount of chromium and titanium and some nickel. Up to three out of every five aluminum atoms could be replaced by titanium in Ni,Al. This substitution caused a slight increase (less than 1 pct) in the lattice parameter. With respect to the effect of variation in the titanium and aluminum contents on the high temperature strength of Nimonic 80 type alloys, Pfeil, Allen, and Conway" reported that an 80 pct Ni-20 pct Cr alloy containing 0.20 to 0.30 pct A1 had the highest creep resistance when the titanium content was kept between 1.65 and 2.75 pct. Experimental Procedure The materials used for this investigation were electrolytic nickel, electrolytic or low carbon chromium, sponge titanium and 2s aluminum. IN THE Alumni catalogue of Amherst College and with the Class of 1848 is recorded the name of Louis Palemon Ledoux, who on graduating studied for the ministry at the Union Theological Seminary in New York and was ordained by the Presbyterian church. Louis Palemon Ledoux entered college from Louisiana and, as his name implies, was of French ancestry. His departure from the traditions of his forebears in register-ing in a Protestant college and later becoming a Presby-terian minister brought about some alienation from his family which, however, softened with the passage of years and disappeared between later generations. In time the Rev. Louis P. Ledoux was married to Kate C. Reid of New York City and was stationed for a year at Newport, Ky., where on Nov. 2, 1852, his oldest son Albert Reid Ledoux was born. The next year, the family moved to Monroe, Mich., where for two years the young clergyman was pastor of the Presbyterian church. A call to Richmond, Va., then led them to live from 1855-1858 in the, Virginia capital, but the father became afflicted with what was then regarded as a mysterious ailment, malaria, and to escape it migrated in 1858, when the young boy Albert was a little over five years old, to Cornwall-on-Hudson, and became pastor of the Presbyterian church in the lower village near the river. In 1861 he was honored with the degree of D.D. from the State Uni-versity of Indiana. Some years later throat trouble compelled the Rev. Dr. Ledoux to give up preaching and led him to establish a school for boys, known as the Storm King School, above Cornwall, on the slopes of Storm King Mountain. As a boy Albert Ledoux roamed the woods of Storm King and became deeply attached to this .wonderful hillside, commanding as it does an extended view of Newburgh Bay to the north and the remoter reaches of the Hudson. In his later years he built his home on its slopes and continued to roam its woods for his recreation. In later years, also, the writer used to look each October for the fringed gentian which Dr. Ledoux gathered in some secret nook to wear in his lapel. In the Storm King school, Albert Ledoux and his brother Augustus Damon, seven years younger, were educated and entered the School of Mines of Columbia College.

MANY investigators have attempted to determine the true nature of the internal changes taking place during aging. Merica, Waltenberg and Scott1 were the first to propose a theory of age-hardening. They attributed the age-hardening of duralumin to the precipitation of minute particles of the compound CuA12. Later Zay Jeffries and R. S. Archer2 augmented the above theory by suggesting that the small CuA12 particles acted as "keys" causing "slip interference." Many other investi-gators3 have devoted much time to the mechanism of age-hardening, some corroborating the "precipitation" and "slip interference" theory, others coming to different conclusions because of effects that to them seemed unexplainable by the early theories; e.g., the increase of electrical resistance upon aging, the fact that no change in lattice parameter could be detected during the early stages of aging even at elevated tempera-tures, and the fact that the density did not change as would be predicted. In 1932, Merica revised4 his earlier precipitation theory to take care of these presumably anomalous effects. This revised theory, the "knot" theory, assumes that substantial age-hardening occurs before actual precipitation of solute as discrete particles. The assumed mechanism is one of diffusion of solute atones into groups forming distorted regions which act as "hard" spots and cause slip interference. These "knots" are assumed to have approximately the same lattice arrangement as the solvent.

THE MIDLANDS of England contain large areas of important oil lands, which, however, will not become of commercial importance for at least 5 years, because the ownership of the oil has become a political issue. In Great Britain, except in certain special areas, all minerals, except for gold and silver, belong to the surface owner. The leasing of minerals on the large estates is a very complicated business, as the family solicitors have many forms and formalities that must be observed. In the case of one of the large estates, the principal revenues of which for several hundred years have been from coal leases, the average time between the agreement on terms for a coal lease and the signing of the same has been 8 years. In 1916, one coal lease on this estate had been pending for 15 years, and was still unsigned, although the important terms had been agreed upon 15 years previously. Under war conditions, and considering the extreme importance that the production of petroleum in England would have had, such delays could not be tolerated. Most of the British landlords, relying on the almost, universal opinion of their own countrymen that there were no commercial deposits of petroleum in Great Britain, were prepared to give all their oil rights to the government, but they feared that such action might establish a precedent with respect to coal. For years the Labor Party and extreme radicals have protested against the payment of royalties to landlords on coal. The government, therefore, introduced a bill taking over all the oil rights and providing for the payment of a small royalty to the landlords, to safeguard the principle of compensation in case the coal mines should ever be nationalized. The provision of this bill, with respect to the payment of royalty to landlords, was defeated by a vote of 44 to 35 in a night session of the House of Commons on Oct. 25, 1917, when most of the members were absent, but when a group of labor members and extreme radicals were present. The resubmission of the point to the House of Commons was prevented by the labor members of the coalition government, who reminded the cabinet that the agreement

AT the Wednesday morning session on Mine Ven-tilation, D. Harrington's report of the committee on metal mine ventilation was presented. He said the only paper which had been received was one from Nevada, although a number had been promised. Mr. Harrington gave instances from his experience where it had cost less to operate ventilating fans during idle periods in mines than the expense of replacing timber, which was destroyed by fungus during the period when the mines were not ventilated. He referred particu-larly to a metal mine in Michigan and a copper mine in the Southwest where this condition had been found in parallel tunnels, one of which had been ventilated after work had ceased and the other had not been. Mr. Harrington also referred to the fumes after blasting operations in mines operating in large bodies of sul-fide ores. By installing mechanical ventilating devices, these conditions had been greatly improved. He re-ferred also to a recent instance where an ignition of sulfide ore-dust had resulted in an explosion which killed three men and burned a fourth severely. Methane had been found in some gold mines and also in tunnels for city water-supply, and as a result coal-mine inspec-tion methods had been adopted. In one instance the contractor had changed from 40 per cent gelatine ex-plosive to a permissible explosive. A daily gas sample was taken. Nitrogen had been found in some of the mines, and CO, gas had been found in some of the Cripple Creek mines where a fan had been installed to maintain pres-sure on the working faces. It was found by experiment that the oxygen was absorbed by the rock particles, which led to a relatively greater percentage of CO. Coal-mine splitting ventilating methods had been used in some places. Miners' consumption had been made compensable in Ontario, and there is a large threat-ened charge now standing against metal mine oper-ators in the Province of Ontario. Mr. Harrington re-ferred to some of the literature, especially the recent book on ventilation by W. S. Weeks of the University of California. He suggested, however, that a better title for the book would have been "The Physics and Mechanics of Metal Mine Ventilation," since it was especially valuable in this field.

By executive order of the President, dated June 25, 1918, the investigation of matters relating to gas warfare, which had been initiated by the Director of the U. S. Bureau of Mines early in 1917, and had been continuously maintained and improved since, that time, was transferred to the recently created Division of Gas Warfare of the War Department. On the occasion of this transfer, both the President and the Secretary of War took occasion to speak most highly of the efficient service that had been rendered by the Bureau of Mines. It gives us great pleasure to reproduce here a letter from the President and from the Secretary of War, bearing on this subject and also to append a brief review of the work of the Bureau of Mines, prepared by its Director, Mr. Van H. Manning. The White House, Washington. June 26, 1918. MY DEAR MR. MANNING: I have had before me for some days the-question presented by the Secretary of War involving the transfer of the chemical section established by you at the American University from the Bureau of Mines to the newly organized Division-of Gas Warfare in which the War Department is now concentrating all the various facilities for offensive and defensive gas operations. I am satisfied that a more efficient organization can he effected by having these various activities under one direction and control, and my hesitation about acting in the matter has grown only out of a reluctance to take away from the Bureau of Mines a piece of work which thus far it has so effectively performed. The Secretary of War has assured me of his own recognition of the splendid work you have been able to do, and I am taking the liberty of enclosing a letter which I have received from him, in order that you may-see how fully the War Department recognizes the value of the services. I am to-day signing the order directing the transfer. I want, however, to express to you my own-appreciation of the fine and helpful piece of work which you-have-done, and to. say that this sort of team work by the bureaus outside of the direct war-making agency is one of the cheering and gratifying evidences of the way our official forces are inspired by the presence of a great national task. American University from the Bureau of Mines to the newly constituted and consolidated Gas Service of the War Department, which you are considering, I am specially concerned to have you know how much the War Department appreciates the splendid services which have been rendered to the country and to the Army by the Department of the Interior, and especially by the Bureau of Mines under the direction of Dr. Manning. In the early days of preparation and organization, Dr. Manning's contact with scientific men throughout the country was indispensably valuable. He was able to summon from the universities and the technical laboratories of the country men of the highest quality and to inspire them with enthusiastic zeal in attacking new and difficult problems which had to be solved with the utmost speed. I do not see how the work could have been better done than he did it, and the present suggestion that the section now pass under the direction and control of the War Department grows out of the fact that the whole subject of gas warfare has assumed a fresh pressure and intensity, and the director of it must have the widest control so as to be able to use the resources at his command in the most effective way possible. The proposal does not involve the disruption of the fine group of scientific men Dr. Manning has brought together, but merely their transfer to General Sibert's direction. In October 1945. R. F. Farris. in an AIME paper entitled Method For Drtermining Minimum Waiting OIL Cenzent Time, presented a method for caiculating the minimum WOC* time required in oil well cementing operations. Briefly. this method consisted of shutting in a well. after the cement had been placed and noting the time required fur the wellhead pressure to reach a. maximum. This time was then multiplied by a factor of 1.5 to determine when the cement had reached sufficient strength to support the weight of the casing. As a result of this work, a number of areas have reduced their WOC time ~Wuirements with the subsequent saving of considerable rig time. The tests conducted by Farris were, for the most part, conducted under cementing temperatures in excess of 70°F. This was done because in the overwhelming majority of cases. cementing temperatures are in excess of 70°F (only in tile northern part of the country. primarily in the Rocky Mountain ares. in cementing surface casing are temperatures below 70° F. encountered, and such temperatures occur only during the winter months). The Stano-lind Research Laboratory since that time has performed a number of tests both in the laboratory and in the field to evaluate this WOC factor when cemeriting temperatures are lower than 70°F. The results of these tests indicated the need for greater WOC time in areas affeaed by abnormally low cementing temperatures. These tests indi.cated that a woc factor of 2 (Time from start to mix cement to maximum wellhead pressure x 2 = Time to drill plug) will allow sufficient time for the cement to develop adequate strength. A field test under abnormally low cementing temperatures (surface temyerature 35°F., mud discharge temperature <70°F. and cementing depth 500 ft.) in the Rangely Field, "* using the WOC factor of 2, indicated the time to drill the plug as 45 hours. Well conditions preventing getting back into the well until a 48-hour WOC time had elapsed. At this time, the plug drilled firm to hard indicating that the cement had reached its final set. It is contemplated that during next winter additional field tests will be performed to further check the results of the laboratory and field tests conducted to date,

Previous to 1915, zinc refining had not become a general practice among the zinc smelters in the United States. Such refining as had been carried on was confined chiefly to remelting very high-leaded zinc, such as third-draw metal from the retort furnaces, and slab dross, and hard spelter from galvanizing pots. In this remelting operation, the lead and iron were settled out and the refined spelter obtained graded fifth class, ie., Prime Western. Owing to the presence of lead in most zinc ores, the bulk of the spelter produced by direct smelting is of this Prime Western grade. Careful selection of ores of low lead content gave purer grades of spelter, z.e., Brass Special and Intermediate; and smelters which could secure ores carrying practically no lead produced high-grade spelter. Thus, in general, the grade of spelter produced by any smelter was predetermined by the purity of the ore it could obtain. The needs of the warring nations of Europe for enormous quantities of cartridge and other high-grade brass resulted in such a demand for the purer grades of spelter that the available supply of lead-free and low-lead ores could not produce the quantity required. Prime Western grades went begging, so to speak, while high grades sold at times from 5 to 15 c. per pound over the Prime Western market. The great demand, coupled with the wide market margin, which permitted the inherent costs and losses, resulted in the conversion of the lower grades into higher grades by processes of refining. These conditions also accentuated the development and size of the electrolytic plants, which were being worked out at the time this increased demand for pure grade of metal occurred. The electrolytic process, where available, produces a higher grade of spelter from impure ores than does the fire process; a large portion of those impurities in the ore, which by the distillation process would be carried into the spelter, are removed in the leaching of the ores and the purification of the solutions. The refining process, adopted at a number of smelters for the purpose of converting low-grade spelter into grades suitable for bras4 was that of redistillation.

Before National Lead built an industrial plant on its Fredricktown property, some 100 miles south of St. Louis, a 750x500-ft area on the proposed site was investigated by electrical resistivity, seismic refraction, and churn drilling. Data were accumulated to prepare an isopach map of the overburden and to determine soundness of the dolomite bedrock and the depth to bedrock at fixed points. The site was on a gently sloping hillside. Elevations above sea level ranged from 760 ft in the northwest corner to 820 ft along the eastern edge, giving a total relief of 60 ft. There were no major drainage features, but in the northern part of the plant site there was an indicated depression area which later was interpreted as reflecting subsurface conditions in the bedrock. No rock was exposed in the entire plant site area; the surface was characterized by soil and overburden. GEOLOGY Prevailing geology in the area of investigation was relatively simple—Bonneterre dolomite overlain by residuum. The red overburden was that derived from the weathered Bonneterre. Some chert was present, interpreted in the general area as a weathering of both the Bonneterre dolomite and younger sedimentary rocks such as the Potosi dolomite. During the period of actual measurements the residuum varied from moist near surface on the western edge of the proposed site to dry near surface on the eastern edge, and for this reason overburden resistivities ranged from low on the west to high on the east. Seismic velocities were low, since the material was not well packed. The bedrock encountered was dolomite, specifically the Bonneterre of Upper Cambrian age which, according to McQueen,&apos; consists of an upper dark gray member and a lower light gray member. These have been further divided into four zones, in ascending sequence a dark gray, sandy argillaceous dolomite; a dark brown or black, fine-grained dolomite: a light gray, finely crystalline, compact dolomite; and, at the top, a dark brown, finely crystalline, compact dolomite. In the area of investigation the upper two zones were encountered in the drilling tests as constituting the bedrock. The dolomite varies widely in porosity, which is low in the dense, fine-grained layers. In this area, therefore, both electrical resistivities and seismic velocities were high. Fracture zones in the Bonneterre are nearly Geology, and may extend to some depth, causing considerable deep weathering. It was realized that over deep fracturing the apparent resistivities

Evidence of a strain-induced precipitate reaction abozle 500°C was determined from pronounced cyclic-hardening effects, increase inflow stress, inter granular fracture, drastic decrease in low-cycle fatigue resistance, and loss in tensile fracture ductility, as well as through electron-microscopy examination. It was found that strain rate as well as temperature had a pronounced effect on these observations. A parameter of the form P = T(7.95 - log ip) was determined, which was directly related to the ductility, defined either as the true strain at fracture in the case of simple tension, or as 2N 1/2 ? E p in the case of cyclic plastic strain. A highly satisfactory comparison of the cyclic life as measured and as computed from the ductility predicted by this parameter was obtained for a range of temperatures from 400° to 650°C and for crosshead speeds of 0.002 to 0.2 in. per min. MANY metals subjected to sustained loading at elevated temperatures derive resistance to creep from solid-state reactions of various alloying constituents. These reactions can be many and varied, and occur as a consequence of time and temperature according to reaction-rate principles. Strong evidence exists that many of these reactions are influenced by plastic strain, the argument being put forth that dislocations act as sites for nucleation and growth for the new phase.&apos; Many examples can be cited where plastic strain during transformation influences the structure, and as a consequence affects the properties.2 The low-alloy steels serve as particularly good examples for investigating the effect which aging reactions have on resulting properties. Alloying elements such as carbon and nitrogen, and carbide formers such as manganese, chromium, molybdenum, and so forth, can, by the particular aging reaction which occurs, produce strengthening effects at various temperatures, and so endow strength to the alloy over a broad range of temperatures. These effects have been systematically studied by Glen both during creep3 and for constant strain-rate tension testing.4,5 The work of Glen is of considerable interest in connection with the present study, particularly in regard to the effect of various alloying additions on the true stress-strain curve and on fracture ductility at various elevated temperatures. He has shown that strain-age hardening occurred during plastic straining, which was quite specific both to the temperature of the test and to the alloying element involved. When strain-age hardening was noted at a particular temperature, a .minimum in reduction of area was also obtained. Provided the temperature for the minimum reduction of area exceeded 300°C, all minimum ductility fractures were found to be inter-crystalline in nature. For carbon steels containing molybdenum, two minima in reduction of area were noted, one occurring at 200° to 250°C, the precise temperature depending on the percentage of molyb-

It is with sincere regret that the members of the Institute will have heard of the death, on March 17th last, at Terre Haute, Ind., of Professor Charles 0. Thompson, A.M., Ph.D., President of the Rose Polytechnic Institute of that city, and for many years pre viously the head of the Worcester County (Mass.) Free Institute of Industrial Science, and in 1881 and 1882 one of the managers of this society. To us he was chiefly known by the excellent character of the work which he had performed, as a recognized leader among the technical educators of the country. He was a constant, and interested atten dant at our meetings, seeking to acquaint himself not less with all that was noteworthy in the practical attainments and developments of the branches of industry represented by our membership, than with such such facts as would be of service to him in shaping or guiding a wise course of instruction in the institutions of which he had charge. We shall not soon forget him, or the genial courtesy of his manner, or his ready words and thoughtful comments. Charles Oliver Thompson was born September 25th, 1836, at East Windsor Hill, Conn., where his father, Rev. William Thomp son, D.D., was professor in the Connecticut Theological Seminary, since removed to Hartford. The son was fitted for college under the late Paul A. Chadbourne, and entered Dartmouth College in 1854. He was graduated in 1858 with honors. In all the studies of his course he had maintained a high rank, but showed marked proficiency in chemistry and mechanical philosophy. In 1861 he received the degree of A.M., followed by that of Ph.D. from his own college in 1879, and from Williams in 1880. In September, 1858, the year of his graduation, he became principal of the Peacham Academy, Vt., remaining in that position until November of 1864, though during that period he devoted several months to practical work as a surveyor and civil engineer. Thus his experiences were developing the qualities which, later on, fitted him to carry out so successfully the plans of the thoughtful projectors of a new system of technical education, along a path before untrodden, but which the test of time and the indisputable proof of success have shown to be both wise and fruitful.

ENGINEERS are the key men in our war program today. Upon the technical knowledge and skill of the engineer and upon his administrative and executive abilities rests the entire success for the production of vital materials of the war. Naturally the work load of the engineering examining unit of the U. S. Civil Service Commission has increased greatly since our active participation in the war. At present, over 550 separate requests for certification of eligibles are received by the engineering unit per week. These represent more than a fourth of the total requests received for personnel by the Commission&apos;s central office at Washington and represent a recruitment work load of three to four times that carried by the whole Commission previous to January 1940. These requests represent a minimum of a thousand vacancies to be filled each week, while an average week will produce, at present, approximately 1400 vacancies and a weekly maximum may approach well over 2000 vacancies.
