THE presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Egleston1 reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the. mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn).

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into water-courses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appropriative water titles. But by far the most profound impact on western water law was made by the gold- seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the-miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.' They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.'In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State.""

THE plan of organizing a summer class of students of the School of Mines, for the practical study of mining and miner's work, received at the outset the following cordial indorsement : I have thought over the plan proposed by you of taking the students to the mines during the summer, and of having them actually take part, under the direction of skilled workmen, in all the various kinds of mining work; and of using them as a carps of engineers to make Inside and outside surveys, particularly with a view to the detailed study of the geology of the mine. I have no hesitation in saying, that if the students have been previously instructed in the theoretical part of their studies, by lectures and practice during the winter, the plan would be an admirable one. Of course experience will suggest modifications of detail. From the work you have done at our mines this spring, I feel sure that you would be perfectly competent to carry out your plan, and I shall gladly aid you in any way I can. "Yours, sincerely, T. B. Coxe." The plan of the proposed summer school thus indorsed by Mr. Coxe was adopted by the trustees of Columbia College, and an appropriation of one thousand dollars, or so much thereof as might be necessary, was voted for the experiment. A volunteer class of thirteen students was formed, and the first summer school was held at Drifton, in July and August of that. year (1877). The following extract, from an editorial notice in the Engineering and Mining Journal, of August 11, 1877, will give an idea of the 'organization of the school and the work required of the students. "The students, on reporting to Professor Munroe, were divided into squads of two or three men each, and on Monday, July 2d, were assigned to the Care of skilled miners, selected for the purpose by the mine boss, for instruction in gangway work. Half of the students worked in the morning and the other half in the afternoon, one squad at a time with each miner. The times of going and coming to and from work were so arranged that each student spent four to four and a half hours in the mine each day. MARINGER and schwopel have investigated the internal friction of high-purity molybdenum. After light tensile deformation, they observed internal-friction peaks at about 230° to 290°C, 310" to 370°C, and 820° to 870°C, which they have attributed to the interstitials carbon and nitrogen, and to stress relaxation across grain boundaries, respectively. The electron-beam melting technique has been successfully applied to refractory metals including molybdenum. By this technique single crystals and higher-purity levels than those of commercial molybdenum are readily obtained. Since electron-beam processed molybdenum possesses such desirable qualities, it seems reasonable to determine: u) if internal-friction peaks do exist in these single crystals, and b) if so, whether or not these peaks can possibly be attributed to the motion of specific interstitials. The molybdenum crystal used in this investigation received four melting passes in the electron-beam furnace. This crystal was about 11 in. long and had an orientation 4 deg from the [loo]. The process of making wire consisted of grinding the crystal rod to a diameter of 0.040 in. and then electropolishing to a final diameter of 0.030 in. Since Maringer and schwopel have indicated that the peak at 230" to 290°C may be due to the presence of carbon, the wire was cut into two equal lengths and one length was carburized prior to the internal-friction measurements. The critical condition necessary for the controlled addition of carbon proved to be a difficult problem. Therefore, a simpler nonequilibrium method was used. This consisted of carburizing at 2000°C in graphite powder to obtain a case, annealing at higher temperatures in vacuum to partially dissolve carbon into the molybdenum, and then removing the remaining case by dissolving it elec-trolytically. After this treatment, metallographic examination of a small section of the specimen revealed carbides in the matrix. Vacuum fusion and carbon analyses for both the virgin (as melted) and carburized specimens are given in Table I. I DESIRE to call the attention of the Institute to two deep vertical shafts, which are now being sunk in Schuylkill County, Pennsyl¬vania, about 1 1/2 miles north of Pottsville. These shafts are of interest to the mining engineer, not only on account of the novelty of the method of sinking adopted, which promises to produce a revolution in that branch of mining engineering, but also as examples of the manner in which such work should be undertaken. The Mammoth or E Vein of the anthracite coal-measures in that part of the Schuylkill region near and north of the town of Pottsville lies at a great depth below the surface, and has, in consequence, never been worked in that locality.

There are those in the Colstrip, Mont., area who can still remember the opening of the Rosebud mine in 1923. For 35 years it was a steady employer of 80 or 90 residents who produced coal for the railroad. In 1958, though, mining ceased as diesel locomotives supplanted steam engines. The mine was purchased in 1959 by Montana Power, the parent of Western Energy Co., and production resumed in 1968. Long Construction Co. was chosen as operator of the mine equipment. At that time, reserves appeared virtually unlimited. The thick Rosebud seam coursed through alternate sections of railroad holdings and federal land-then came the federal moratorium on coal leasing in 1971. About the time Western Energy completed the special leasing procedure to extend reserves from an existing mine, a new federal monkey wrench was thrown into the works with passage of the Surface Mining Control and Reclamation Act of 1977.

The great additional clue given to professional books by adequate alphabetical and analytical indexes has been recognized from the beginning in the publication of the Transactions of the American Institute of Mining Engineers The bust ten volumes, edited by Dr Thomas M Drown, the secretary, were provided with indexes, as well as tables of contents Moreover, he included in Vol V (published in 1877), a consolidated index of Vols I to V , inclusive, and, at the triune of his resignation in 1884, he had prepared a similar index of Vols I to X , inclusive, which was published in the following year The indexes of the annual volumes from Vol XI on were made much more extensive than their predecessors Casual mentions, as well as important discussions, were included, the geographical localities of mines of works alluded to in the text were added in the index, and numerous cross-references were introduced, with the purpose of making it easy for the student to discover at once what the Transactions contained, either of thorough treatment or of hints and clues to further inquiry, concerning any topic, locality, or person within their scope In order to extend the advantages of this larger scheme to the earlier volumes a consolidated index of Vols I to XV , inclusive (published in 1888), was prepared by compiling the several annual indexes and introducing additional items for those preceding Vol XI Vol XX , issued in 1892, contained a similar consolidated index for Vols XVI to XX , inclusive, in 1897, a sepal ate index-volume, covering Vols XXI to XXV, inclusive, was published, and on 1902 appeared another for Vols XXVI to XXX These four indexes, for Vols I to XV, XVI to XX, XXI to XXV , and XXVI to XXX, respectively, bound together into a book of about 950 octavo pages have constituted for the last five year s a consolidated index to the Transactions which they cover-with the single difference that the book had to be consulted four times, where a single comprehensive index would require to be consulted but once This disadvantage, however, was relatively small, compared with the great convenience of finding by four trials m one book what would otherwise call for 30 separate searches in 30 books Moreover, the possession of the one might be most useful to a student who did not possess the 30, by indicating to him what they con-

FEW men are better known in fuel engineering circles in the Middle West than the present Chairman of the Coal Division of the A.I.M.E. - Julian Elnathan Tobey. Now vice-president in charge of engineering of Appalachian Coals Inc., of Cincinnati, he has served that pioneer regional marketing agency since Aug. 1, 1934, when he became manager of its engineering department. His duties have included field promotion work in the interest of use of the agency's coals from eastern Kentucky and Tennessee, south western Virginia, and southern West Virginia in new plants of all types. He has been especially interested in certain industries which have shown an alarming tendency to change to natural gas or hydroelectric power; also in the development and practical application of small stokers and other mechanical equipment.

A commercial deposit of white kaolinite clay contained in the sandy overburden of the Cambrian Gatesburg formation in Central Pennsylvania was successfully mapped by combined SP and resistivity methods and results were checked by drilling. Resistivity minima in the range between roughly 2000 and 3500 ohm-meters coupled with second-order SP maxima of 50-60 mV contrast were found to characterize commercial white kaolinite clay beneath not more than 30-40 ft. of sandy overburden in the area stdied. This investigation supports the hypothesis, established previously, that certain SP phenomena may reasonably be ascribed to diffusion and membrane potentials produced by interaction of clay lenses, sandy matrix, and ground waters. The success of this test proves that this prospecting technique can assist in locating clay deposits in sandy overburden derived from the weathering of sandstones and carbonate rocks such as the Cambrian formations of Central Pennsylvania. In a recent paper, Gross and Moore (1959) described broad self-potential minima above the outcrops of the Cambrian Gatesburg formation. These "first-order" SP anomalies, of 220-350 mV contrast (Figure 7), are related to the peculiar sandy residual soil covering the Gatesburg formation. Small positive ("second-order") peaks of 50-60 mV contrast are superposed on the bottom or flanks of the first-order troughs. They appear to be related to lenses and layers of kaolinite clays within the sandy Gatesburg overburden. Both first-order and second-order anomalies show a characteristic inverse relationship with apparent resistivity profiles in most cases. An explanation in terns of liquid-junction and shale potentials was advanced. According to this working hypothesis, shale potentials are generated: 1) at the contact of the sandy Gatesburg overburden with the more argillaceous soils of surrounding formations; 2) at the boundary of clay lenses contained in the sandy matrix of that overburden. Concentration gradients between interstitial infiltration waters and perched water tables within the Gatesburg overburden are believed to give rise to the liquid-junction potentials. In order to test this hypothesis further, a detailed study was carried out of a second-order positive anomaly on the property of the Woodbury Clay Co. at Mines (Blair County, Pa., Hollidaysburg folio of the U.S. Geological Survey). A second aim was to establish if combined SP and resistivity surveys are suitable as a practical method for delimiting favorable areas in which commercial kaolinite clay de~osits may be found by drilling. Drilling control was provided by the Woodbury Clay Co. PROCEDURES Instrumentation used for SP measurements was the same as described in the paper mentioned. For resistivity surveys, a direct-current voltmeter-ammeter device built by Georator Gorp. of Manassas (Va.) was used in combination with non-polarizing electrodes from the same manufacturer. Power was supplied by one to six 45-volt, heavy-duty B-batteries

Surface coal mining productivity in the US and Illinois has declined since 1969. The US Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions, such as overburden preparation and stripping, reclamation, and coal handling, from 1970 to 1982. Statisical analysis techniques, including multiple regression were used in the study.

THE use of coal-dust fired reverberatory furnaces, or indeed of reverberatory furnaces of any description, was for the Canadian Copper Co. a matter of necessity, and not of choice. For 20 years smelting had been done in blast furnaces alone, and with the Herreshoff furnaces used prior to 1904 there was no trouble in treating fine ores. But little flue dust was produced, and this, following the time-honored custom, was wetted down and put back with the charge. Whether the flue dust really smelted, or whether it was worn out by being chased around in a circle, was a problem that troubled no one. With the installation of modern blast furnaces and high-pressure blowing engines, in 1904, flue dust commenced to assert itself. Evidently more dust was made than could be smelted, but so many vital problems engaged our attention at that time that this minor question was pushed to one side. In 1906, the details of blast-furnace smelting and the conversion of matte had been worked out to a satisfactory conclusion, and the ever-increasing piles of flue dust and fine ore on the stock yard demanded serious consideration. Numerous experiments in sintering, briquetting, mixing with converter slag, forming blocks of flue dust with green-ore fines and cement, and so on, were undertaken. None of these showed much promise. Our problem, was still further complicated by the question of treating converter slag. The ore was basic, the slag was not needed as a furnace flux, and it was felt that under these conditions the old method of pouring slag in molds and resmelting in the blast furnace was an unnecessary expense. If the converter slag could be settled in basic-lined reverberatory furnaces, in which at the same time flue dust and green-ore fines could be smelted, two problems might thus be solved.
