Y.-The results stated by Rey and Brevers are so startling that they are of great interest, as the concentration of a low percentage of cinnabar by differential flotation yields a high-grade concentrate in the presence of either arsenical or iron pyrite. The authors say: "Cyanide can thus be used to depress arsenopyrite and make a good cinnabar-arsenopyrite separation. A cinnabarpyrite separation could probably be effected in the same way." Corrosive sublimate at the present price of mercury would be a very expensive reagent but the expense would be justifiable if a high rate of concentration could be obtained with a high extraction. On my request, special tests were made in the Punitaqui mill in Chile along the line suggested by the authors, without any improvement of either grade or extraction. As the recovery of the cinnabar in a complex sulphide of chalcopyrite and pyrite gave unsatisfactory results, I had tests made at the testing laboratory of the American Cyanamid Co. at Stamford, Conn. As these tests turned out to be highly satisfactory, not only at Stamford but later at the mine, they are presented here. Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

Abstract-Lead cake, a zinc smelter flue dust residue, consists primarily of lead sulfate. Characteristic properties of lead cake were determined in order to aid the understanding of reaction mechanisms involved in bismuth removal from lead cake by sulfuric acid digestion. Sp gr (specific gravity) measurements, surface area measurements, and photomicrographs revealed that the particles of lead cake are quite porous and seem to consist of an agglomeration of submicron grains (0.4 pm) fused together in a manner similar to cement clinker. Analysis of experimental rate data, which was independent of particle size, indicates that the dissolution reaction involves two distinct, rate limiting steps. The initial stage of reaction appears to be limited mainly by intergranular diffusion of the reactant, hydrogen ion, while the latter stage of reaction appears to be controlled by diffusion of soluble reaction products through the reaction product layer of the individual grains.

Over the last several years, unfavorable economic and political pressures on open-pit mining have placed the industry in a generally defensive position. As a consequence, there have been changes in the traditional organizational and production methods to increase operating efficiency. For example, staff groups that were once used almost exclusively for production support are now being organized as mining/environmental specialists. These specialized groups are responsible for obtaining mining permits and insuring compliance with existing permit requirements. Permit issurance and renewal continues to grow as a major budget item in open-pit operations.

In late May, at its final session in Nairobi, Kenya, the UN Conference on Trade and Development (UNCTAD) narrowly rejected the US proposal for a new International Resources Bank suggested by Secretary of State Henry Kissinger. The proposal was defeated by a roll-call vote of 33 to 31, with most of the nay votes cast by communist countries, and with 89 of the less-developed countries abstaining or absent.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

We have developed a new wireline hydrofracturing technique for in situ stress measurement which eliminates the need for drill rig and drill rod and renders the tripping of the straddle or impression packers continuous, fast, and inexpensive. Wireline conductors facilitate the use of downhole pressure transducers. We have confirmed the suitability of the new technique by testing it in a deep hole near the Monticello Reservoir, South Carolina. Our measurements indicate two local stress fields, one of them apparently linked to the impoundment-related induced seismicity.

The President shall do and perform such other duties as may from time to time be assigned to him by resolution of the Board of Directors of the Institute. II. ORDER OF BUSINESS. At each business meeting of the Institute the order of business shall be as follows: 1. Reading of minutes of preceding meeting. 2. Report of the President. 3. Report of the Treasurer. 4. Report of the Secretary. 5. Election of Directors. 6. Reports of Standing Committees. 7. Reports of Special Committees. 8. Special Orders. 9. Miscellaneous business. This order of business may be changed at any meeting, by a vote of a majority of the Members and Associates present. At all sessions of the Institute, other than business meetings, the order of proceedings and the time of adjournment shall rest in the discretion of the presiding officer. III. SECRETARY OF THE INSTITUTE. The Secretary shall keep a record of the proceedings of all the meetings of the Institute, He shall be custodian of the corporate seal, of the minute books and of all the legal documents belonging to the Institute. He shall have charge on behalf of the Institute of all correspondence. He shall notify all Officers and Directors and all members of committees of their election and appointment; shall issue notices of all meetings of the Board, and of the annual and other business meetings of the Institute; and shall, in calling special meetings of the Directors, specify the objects of such meetings. He shall act as clerk at all the meetings of the Board of Directors and at all meetings of the Institute. The Secretary shall be custodian of all technical or scientific papers submitted to the Institute for its consideration and shall have general charge and supervision of the editing and proof-reading of all material published by the Institute, and of the distribution thereof. The Secretary shall be the custodian of all back numbers of the Transactions and other publications of the Institute. There shall be kept under his direction an account in ledger form of all such back numbers. He shall on the first day of January of each year submit to the Library Committee a statement of the number of copies of Transactions, magazines and other publications printed during the preceding year, giving the number distributed and remaining undistributed; also a statement covering additions to and withdrawals from the total stock of Institute publications, with the number remaining on hand at date of statement.

Through a unique Department of Commerce program a group of US mining equipment manufacturers spent 18 fruitful days in the, Far East, meeting with government and industry leaders in Thailand, Indonesia, and the Philip¬pines. The US Mining and Exploration Equipment Semi¬nar Mission, held April 3-20, 1979, was sponsored by the Special Activities Group of the Commerce Department's Office of International Marketing. The program included a series of technical overview papers presented by the manufacturers, aimed at promoting the sale of US products and services throughout the world.

A study was made of the United States Bureau of Mines chlorine-oxygen leaching process for complex sulfide concentrates. The investigation sought to determine the kinetic order and mechanisms involved in the reactions between galena and sphalerite with chlorine. The influence of copper on the extraction rates was also studied. It has been shown that the rates of reaction of chlorine in aqueous solutions with sphalerite and galena are both zero order at 373 K with rate limiting step being the chemical reaction. Addition of cupric chloride increased the extractions of both lead and zinc.
