All shall be equally entitled to the privileges of membership, excepting that no member of any class whose residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the class of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain Members.

In 1978, a multidisciplinary team from the University of Arizona, the Mines Project Group, conducted a study to examine reclamation alternatives for a proposed open-pit copper mine. The cost of a waste dumping plan designed by a mining consulting firm was determined as well as the cost of dumping configuration prepared by the Mines Project Group. The latter dumps were designed to be more socially acceptable and aesthetically pleasing, in addition to serving more creative end land uses than the dumps designed by the mining consultant. One dump configuration designed by the interdisciplinary team was the least expensive plan of all the alternatives considered.

THE annual meeting of the Arizona Section was held at the Pioneer Hotel in Tucson on Dec. 10, 1951. Registration and ticket sales for the social functions started at 8:00 am and lasted throughout most of the day. There were 489 registrations, consisting of 216 members, 64 students, and 209 guests. Chairman Harrison Schmitt opened the Mining Geology Div. meeting and a short business session was held at which Dr. Charles Anderson of Prescott, Ariz. was elected chairman and Seton Williams of Tucson was elected secretary for 1952. Dr. B. S. Butler was program chairman with R. B. Mulchay as co-chairman at the technical program. Eldred Wilson spoke on Oxidation and Water Levels at Some Arizona Mines. George Kiersch spoke about Economic and Engineering Significance of Ground Water Localization in Limestones - Big Bend Country, Texas. Harrison Schmitt gave The Definition and Use of Terms in Mining Geology. These talks were followed by discussions. E. N. Pennebaker, A. D. Wandke, and H. Schmitt gave informal talks on foreign trips made during 1951, the meeting was then adjourned.

Conquista, the uranium mining and milling complex owned jointly by Continental Oil Co. and Pioneer Nuclear, Inc., has begun operations in Falls City, Texas. The mill has been designed to produce 1.5 million lb of U3O, from 600,000 tpy of ore mined. Currently, the plant processes a maximum 2000 tpd of ore. Mine Planning Texas ore deposits are small and scattered in comparison to other uranium mining districts. Those to be mined at Conquista range from a few acres to more than 100 acres in size. Ore thickness ranges from a few inches to over 15 ft, and depth from less than 20 ft to more than 170 ft below ground surface. Distance from the mill ranges up to 35 mi.

J., June 19, 1889, the Institute has been called once more to mourn the loss of a name from the fast diminishing list of those who constituted its membership in the first year of its existence. This paper outlines a well proven and highly successful approach for eliminating many of the problem and frustrations often experienced in plant startup. The approach was developed over a period of 25 years during which some 90 plants were commissioned. This paper discusses startup from the contractor’s perspective and highlights the requirement for detailed startup planning, careful coordination during the project final construction phase, and thorough checkout of equipment prior to introduction of feed. Performance of these services has demonstrated a valuable opportunity exists for the contractor to assist in the training of the plant operating personnel.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships that tie the critical variables to the safe useful life of a trona mine layout and observations made in 140 production areas where the variables were researched over a 15-year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

The objective of the mission was basically to study the utilization of engineers and engineering technicians and their interrelationship in the Soviet Union. Beginning with their graduation from the engineering institutes and technicums, we hoped to learn how the graduates started out in industry, what their training on the job was, what sort of work they did, and how they worked themselves up within their profession. However, it turned out that, as our host was the Ministry of Higher and Secondary Education, most of our visits were to educational establishments. Our itinerary covered Moscow, Leningrad, Kharkov, Rostov, Baku, and Tashkent, with a side trip to Samarkand. In all, we visited 13 technical institutes, three technicums, and five industrial plants or enterprises, as they are called there. Our trip was one of only four weeks. Our observations were limited by the few cities and enterprises we were permitted to visit. Nevertheless, we did come back with some definite impressions and conclusions which we feel should be of interest to engineers, educators, and those concerned with the relative economic and technical power of the USSR and the U.S.

APPROXIMATELY 5,788,000 long tons of crude ore was produced by the Eastern magnetite industry in 1946, or a drop of 26 per cent compared -with 1945. Decrease in production -throughout the industry varied from :8 per cent for the mine with the lowest reduction to 49 per cent for the mine -with the highest reduction. At the Chateaugay mine, operated by :the Republic Steel Corp. at Lyon Mountain, N. Y., 426,900 long tons of crude ,ore was produced, yielding 129,500 long tons of concentrates or a reduction of 46 per cent compared with the previous year. Owing to a strike the mine was closed down from Jan. 21 to July 29. At the Mineville mines, also operated by Republic Steel, output was 755,000 long tons of crude ore or a reduction of 49 per cent compared with 1945. The yield from the crude ore production consisted of 51,500 long tons of lump ore and 380,000 long tons of concentrates. The Mineville plant did not operate from March 17 through July 28, on account of the strike. The Fisher Hill mine, which produced 93,000 long tons of crude ore, included in the above figures, has not operated since March 17, 1946.

The Board of Directors, at its meeting on March 22, 1918, extended an invitation to the American .Institute of Metals to become the Institute of Metals Division of-the American Institute of Mining Engineers in accordance with the terms of By-Law VII. This invitation was presented to the membership of the American Institute of Metals for letter ballot, and, at the meeting of the Board of Directors of the American Institute of Mining Engineers on April 26 191 ,it-was reported that the replies had been in favor of accepting the invitation. Lead concentrates from Kuroko (black ore) mines, which contain 4-7% Cu, 55% Pb, 3-777, Zn, and 0.5-0.9% As, are pretreated by a hydrometallurgical process before electric furnace smelting with other lead resources from Kuroko. The hydrometallurgical pretreatment involves sulfuric acid leaching in the first stage and ferric leaching in the second stage. This paper describes the short history of lead recovery from Kuroko and the performance of laboratory tests and pilot plant and commercial operations.

Demand fob Motor Fuel, 1936 During the year just closed the domestic demand for gasoline exceeded 481 million barrels. This compares with 434,810,000 bbl. consumed during 1935 and indicates an increase of 10.46 per cent. Export shipments amounted to 27,831,000 bbl. while in 1935 they totaled 30,613,000 bbl. Total demand, therefore, was 509,422,000 bbl., or 9.16 per cent above the 465,423,000 bbl. of 1935. Following are the figures for several years: Already we are supplying gasoline domestically and as foreign shipments at a rate almost 25 per cent greater than our low level of 1933. ILMENITE, rutile, zircon, and other heavy minerals are found in small amounts in the sand that covers most of Florida. Small enriched deposits occur on the beaches and coastal dunes. One beach deposit east of Jacksonville was worked during World War I and another near Vero Beach during World War 11. Both ceased operation when the resumption of imports reduced prices.

The age of specialization has made man increasingly dependent on a larger number of different metals and minerals. Overexploitation during World War II and lavish squandering of irreplaceable mineral wealth in the past has resulted in the rapidly approaching exhaustion of some of the major domestic ore sources. History clearly points out that the United States cannot continue to be a world power on an "import to survive" policy. A constructive program of development and appraisal of the nation's mineral wealth, including the planned conservation of her resources, must be adopted. Strictly speaking, conservation of minerals must mean the orderly exploitation of our resources and the prevention of waste in use, with due regard for the future. Real concern for the future may not extend beyond a few generations. Eventually science and invention should take care of the problems arising from shortages of some minerals, and the national defense aspects of domestic deficiencies can be provided for by stock piling and other measures. Early conservationists had this viewpoint; but with a rapidly developing industry and population, a farsighted policy that would deny full realization of immediate ambitions became unpopular. Consequently, the politically minded conservationist broadened the concept to include "prudent use of resources" and brought under the conservation umbrella

WHEN your good secretary was kind enough to ask me to speak tonight I was rather reluctant to do so lest it be just another case of a man who has been abroad inflicting himself on his friends. So if anybody wants to walk out on me it will be perfectly all right. In the matter of statistics, geography, geology, and the like, you can get more from an encyclopaedia than I can tell you. For that reason I want to restrict myself to mentioning just a few personal impressions of that great country, Australia. About ten days ago I met the professor of mining from the University of Adelaide. In our conversation, which ran into a discussion of the relative characterstics of the two countries, he asked me whether it was fair to think of Australia as a land of strikes and not think of the United States as the home of murderers, bootleggers, and gangsters. At any rate those are the things most prominently played up in the news from the respective countries, so you can see how distorted our conceptions can be.
