New Mexico retained its position as the sixth largest oil-producing state for the year 1937 with a total production of 38,484,630 bbl. This was an increase of 11,680,184 bbl. over the 1936 production of 26,804,446 bbl., or a gain of 43 per cent. The production for Lea County during 1937 was 35,961,056 bbl.; for Eddy County, 2,136,251 bbl.; and for northwestern New Mexico (San Juan and McKinley Counties), 387,323 bbl. The average daily non-marginal well allowable for Lea County on Jan. 1, 1937, was 92 bbl.; at the close of the year it was 67 bbl. The average daily pipe-line runs were less than the allocations of the New Mexico Oil Conservation Commission, but slightly in excess of the state allowables recommended by the United States Bureau of Mines. The average daily production for the year was 105,437 barrels. The total number of completions in the state was 742, of which 638 were oil wells; 19 hydrocarbon gas wells; 5 carbon dioxide gas wells and 80 dry holes. Of the dry holes, 46 were in proven fields. Of these 46 dry holes, 13 were in the Artesia-Grayburg-Jackson-Maljamar area, Eddy County, two in the Getty Extension field, Eddy County, 11 in the Red Mountain field, McKinley County, three in the Rattlesnake field, San Juan County, and nine in the Aztec-Bloomfield area, San Juan County. There were only eight dry holes in the proven fields in Lea County. Southeastern New Mexico Lea County.—The Monument field was the largest producing field in Lea County, with 10,945,788 bbl., closely followed by the Eunice field with 10,927,929 bbl. The Hobbs field, formerly the largest producing field in Lea County, was relegated to third .place, with 7,292,522 barrels. Drjlling during the year closed the gap between the northern part of the Eunice field and the southern part of the Monument field. The wells in this area were relatively small, because of decreased porosity in the lime. The greatest activity in Lea County was in the Monument pool, with 199 completions, 197 being oil wells, one a gas well and one a dry hole.

GENERALLY speaking, the production of other metals in Mexico fluctuates with that of silver. The first commercial discovery of mineral was in Taxco, Guerrero, in 1552. Five years later, the patio process was introduced at Pachuca, by Bartolome de Medina. In 1884, the main line of the Mexican Central R. R. was completed and a few years later, the National railway. In 1907, the patio process, after 350 years of successful operation, was replaced by cyanidation. Soon after the completion of the railroads, smelters were built at various points and provided means of treating ores that could not be treated by any of the processes existing at that time, such as patio, lixiviation, or pan amalgamation. As a result, a number of mines were developed along the railroads and even far \ out in the mountains. In order to facilitate the shipment of this ore to the smelters, purchasing agencies were established, which for a time were very profitable; most of these agencies are now permanently closed.

SO much has been written recently about the use of silver to replace scarce metals that certain facts about silver and its uses should be of interest. Figures for the production and use of silver, taken from the Handy & Harman annual reviews of the silver market, are given in Table 1. It will be seen that the rate of production has remained fairly constant and has been affected in recent years by the production of base metals, of which silver is a by-product. In each of the years 1937, 1938, and 1939, the U.S. Government acquisitions alone exceeded the entire world production, the difference, of course, being made up by imports of previously accumulated stocks. In 1940 and 1941 the U. S. Government acquisitions plus the United States and Canadian uses in the arts and industries exceeded the Western Hemisphere production. The U.S. Government pays a premium price for silver newly mined in the United States, at present 71.11c. compared with the price of 35'/8c. for foreign silver, with the result that the current U. S. production is not used commercially for the arts and industries. At the time this is written (June 1942) there is much uncertainty as to the future effect of this situation.

ACCEPTED current practice for A the valuation of mineral property is based upon Hoskold's theory and valuation tables first published in 1877, and popularized by Herbert Hoover's "Principles of Mining" issued in 1909. In more recent years the procedure has been developed further in the course of the extensive valuation work required for Federal taxation purposes. The 1-aluation of oil and gas properties and of mines is based upon the same principle-the estimation of the present worth of future net revenues. However, in valuing oil and gas properties the method used for discounting future revenues differs somewhat from that adopted for mines, owing principally to the nature of the re- source. production from oil and gas properties usually declines from year to year, whereas coal and ore de- posits are adapted to a more uniform rate of output.

In taking up this subject it is first necessary to define our terms. Efficiency, in its engineering usage, means the ratio between actual and theoretical results, and efficiency-records thus involve the use of scientifically determined standards with which all results are compared. Scientific management is the methods used in increasing efficiency, and includes the use of efficiency-records. Efficiencj-records do not alone constitute scientific management, but they are necessary to it, and any so-called system of management which is not based upon standards and standardization is fundamentally wrong. An efficient management and efficiency-methods in management are not the same thing. There are some people who have an instinctive genius for management and accomplish results without exactly knowing how they do it. Such a manager may obtain a very high efficiency without the aid of scientifically determined standards. On the other hand, it sometimes happens that poor results will accompany the use of efficiency-recorcis, due to a weak or indifferent management, which fails to make use of the information acquired. Efficiency-records are only a tool, and like other tools are worthless unless used. The ordinary cost-sheet and production-statement do not go far enough. They tell what has been done, but give no information as to how well it has been done. It is true that the man who is familiar with the industry and the plant in question may draw inferences and form a general idea of good work or bad work, but it can only be a very general and hazy idea. Comparisons with previous records or records of other plants are unsatisfactory, since there is nothing to show the cause of the differences. Efficiency-records supply this need. They compare actual

FOLLOWING the presentation of the papers by Messrs. Mahan and Butler, the discussion printed below ensued. A. C. LANE* With particular reference to the New England con-sumer, I entirely agree with Mr. Mahan that intelli-gent marketing methods will do a good deal, but there is more than one way of improving them. For instance, coal can be shipped best to New England about this time of year-after the storms of the winter and before the movement of crops in the summer. For that reason there ought to be seasonal freight rates. This will be agreed to by most coal men if you will ask them, especially those who are connected with large concerns like the Metropolitan Coal Co., and yet they do not get seasonal freight rates partly because the railroads are afraid if they once reduce them they will never have a chance to get them back again. But it would be an improvement to have seasonal freight rates. Another thing: When we are buying in New England we want really a certain amount of heat value in our coal. There is no great advantage in our buying ash, nor is there any particular advantage in the railroad shipping ash and clogging the circulatory system of the body politic any more than clogging the circulatory system of the physical body. It would be desirable if the wholesaler, and to some extent the retailer, could guarantee the amount of ash or sell their coal on heating value. If you are interested in that you will find some interesting charts, in "Anthracite Coal Costs Analyzed," a pamphlet issued by the Anthracite Coal Consumers Association, Inc., New York City, as to rates from various and sundry points for bituminous and anthra-cite coal from the field to New York, Buffalo and Chi-cago. Here in New England they are both up against the competition of oil. About 3 or 3 1/2 bbl. oil will do the work of a ton of coal. One of my millionaire friends who is well posted on the situation is putting oil in his Commonwealth Avenue house because it is the most economical. Moreover, we can get Welsh coal from across the water (and help equalize this matter of exchange with Europe) in close competition with Penn-sylvania coal.

Residual oil in watered-out reservoirs is a tremendous reserve which has been unrecoverable by established production methods. A study of the new recovery methods indicated that the forward combustion urocess might- recover oil from such reservoirs; however, no thermal recovery operating experience in a watered-out system was available. The Delaware-Childers pilot thermal test was undertaken to test the feasibility of thermal recovery in this watered-out reservoir. The pilot test consisted of a 2.22-acre, inverted five-spot in the 600-ft deep Bartlesville sand. The reservoir in the pilot area had a porosity of 20.6 per cent, a permeability of 118 md and an average sand thickness of 45 ft. The reservoir contains a 33' API, 6-cp oil. Combustion was started Nov. 22, 1960. The initial air injection capacity was 750 Mscf/D, but it was eventually increased to 2,000 Mscf/D. The test was surrounded by an active water flood; therefore, water production was initially high, but decreased as the heat wave moved toward the producing wells. Oil-bank arrival at an individual well was indicated by a drop in GOR and WOR, and an increase in oil production. Combustion-front arrival was evident at three of the pilot producers, and they were plugged. Cumulative oil production from pilot area wells war over 12,000 bbl. Operational difficulties were negligible and only conventional equipment was necessary. The combustion efficiency of this test averaged over 80 per cent. Results from coring showed that the leading edge of the combustion front tended to be wedge-shaped but a nearly complete sweep of the reservoir was eventually obtained. An isopach map based on evidence from 10 core holes and the existing wells showed that 126 acre-ft had been swept by the heat wave. Using this swept volume, an air requirement of 15.7 MMscf/acre-ft was calculated. It was calculated that 275 ,STB/acre-ft was consumed bv the heat wave. INTRODUCTION There is a large amount of oil remaining in reservoirs that have been water flooded. A study of ways to recover this oil showed that the forward combustion process might be applicable. Results from a number of forward combustion tests have been reported in the literature, but none of these tests were conducted in a watered-out system. The Delaware-Childers pilot thermal test was initiated in 1960 to define the operating characteristics of underground combustion in this watered-out Bartlesville sand reservoir, The purpose of this paper is to present the pilot test results in detail. FORWARD COMBUSTION PROCESS The forward combustion process consists of initiating combustion in the formation surrounding an injection well and driving this heat wave through the formation toward offset producing wells. As the combustion front progresses through the reservoir, oil and formation water are vaporized, driven forward in the gaseous phase, and recon-densed in the cooler part of the formation. These distilled liquids, water of combustion and gaseous combustion products, form a bank or three-phase region ahead of the burning front. This bank pushes mobile reservoir fluids toward the production wells. The rate of movement of the combustion front is controlled by the rate at which the nondistill able residue which serves as process fuel can be completely burned off the sand. The production performance from a heat wave conducted in a watered-out oil reservoir will differ from one conducted in a dissolved gas-depleted reservoir because of the difference in fluid saturations. The primary depleted reservoir contains connate water saturation, relatively high oil saturation and some gas saturation. The watered-out reservoir contains a highly mobile water saturation, residual oil saturation and little gas saturation. As the combustion front moves forward in either type of depleted reservoir, it drives the distillable oil, the water in place and the water of combustion ahead, and burns the nondistillable portion of the oil. THE failure, or disintegration, of concrete in structures, even when the cement, sand, and coarse aggregate used have passed satisfactorily all tests and inspections, is not uncommon. Such failures occur even when proper methods of mixing and placing have been used and where, weather conditions were correct. In these cases, the origin of the trouble must be sought in the cement, therefore some additional mode of determining the quality of cement must be employed. The problem is to find a simple, usable; easily applied method that will supplement the standard tests. The solution of this problem in-volves a knowledge of the chemical composition of Portland cements, also of their constitution (or componental composition), as the behavior of a cement, when gaged, is dependent on the physical and chemical characters of the compounds of which it is composed, the proportions existing between them, and the fineness of grinding. It is likewise essential to know the character, behavior, and composition of the hydration, products of Portland cement. The most promising method of attack makes use of chemical, mechanical, and petrographic methods. Chemical, by determining quantitatively not only the usual constituents, but the carbon dioxide and water. Mechanical, by determining the fineness with the air analyzer,1 which separates into fractions of various grain dimensions all of that portion, which in the ordinary sieve test passes the 200-mesh sieve and constitutes at least 75 per cent. of the total cement. These fractions may be further studied chemically and petrographically and micrometric measurements made of the grains. Petrographic, by the method of immersion, and by making thin sections from test pats of both neat cements and standard` mortars.

By using the U. S. Steel oxygen sensor to measure the oxygen content of the steel, deoxidation practices have been developed for silicon-killed fine-grain steel produced by the basic oxygen process. Measurements of oxygen content taken at final turndown are related to the amount of the aluminum addition to the ladle necessary to obtain the desired aluminum analysis for proper grain refinement. In comparison with heats deoxidized by the standard approach, which is based on carbon content, the heats deoxidized according to the oxygen-sensor-based schedule showed a 25 percent decrease in variability from the desired aluminum content. As more heats of a particular grade are made, it is expected that improved quality will result in decreased rejections and better analysis control. Sensor-based deoxidation schedules are also being developed for semikilled, rimmed, and capped steels.

THE International Nickel Co. of Canada Ltd. operates five underground mines and an open pit. Four of the mines, the Frood-Stobie, Creighton, Murray, and Garson, are on the south range of the Sudbury Basin, map above, within a radius of 10 miles of the city of Sudbury, Ontario. The fifth mine, the Levack, is on the north range of the Sudbury Basin, 30 miles to the northwest of the city. The open pit is operating on surface ores of the Frood-Stobie orebody.

A comprehensive solution is offered to the problem of dust emissions at belt conveyor transfer points. Details of enclosure design are discussed and a straightforward procedure for calculating required dust control exhaust volume is presented. Many design variables are taken into account which heretofore have been commonly ignored or inadequately considered. These include belt widths, belt speeds. enclosure openings, material flow rate, material bulk densities, material lump sizes, height of material fall, material temperature, and ambient air temperature. All of these questions are handled by means of a "fill-in-the-blanks" type of calculation form, permitting quick, reliable solutions by relative "non-experts."

In 1931 the Philadelphia Company acquired by lease several coal mines in southern Greene County, Pennsylvania. These mines were known as the "Dora," "Seventh Pool" and "Rosedale" mines in the Sewickley seam, and the "Rosemary," "Seventh Pool" and "Warwick" mines in the Pittsburgh seam. All these mines are in the immediate vicinity of Greensboro, Pa., with considerable river frontage on both sides of that village. The mines in each seam are contiguous and to some extent the properties in the two seams lie one above the other. In 1938 the property known as the "Sandy Run mine," in the Sewickley seam, adjoining the Dora mine, was purchased from the Fredericktown Coal and Coke Co. Altogether, by purchase and lease, the company gained control of approximately 3400 acres of coal land in Greene County, from which it was estimated that some 20,000,000 tons of coal could be extracted. Geology of Warwick Properties Both seams of coal outcrop along or near the river on both sides of the town of Greensbgro. They lie on the eastern slope of the Lambert syncline, near the southern end of the axis, consequently the predominant dip of the seams is away from the river, so that development for river handling has the unavoidable disadvantage of adverse grades for haulage to the outside. Predominant grades away from the river at right angles to the "butt" cleat of the coal average about 2.25 per cent dipping in a westerly direction, but local dips occur, which are considerably greater. Predominant grades parallel to the river and at right angles to the "face" cleat of the coal average about one per cent dipping in a northerly direction. Both seams of coal lie in the Monongahela formation, the Pittsburgh bed being the bottom measure of the formation and the Sewickley bed lying about 90 it. above. Approximately midway between the two lies the Redstone coal bed, which is generally thin and of erratic occurrence and therefore of little commercial value. It is mined only locally where it attains sufficient thickness. Sewickley Bed The Sewickley bed is commonly called the "five-foot" or Mapletown" seam, because in Pennsylvania it reaches its greatest thickness and has been mined most extensively in the vicinity of the village of illapletown, approximately one mile west of Greensboro. In the early development of the Warwick properties, which occurred near the river, the seam had an average of 5 it. 2 in. in height. As development proceeded away from the river, however, the height gradually decreased until the average height of the present workings is about 4 ft. 6 in. B.: The recent cable I sent you for a transfer of $200,000 was the outcome of the diligence and perspicacity of our group which, as you know, is laboring under severe hardships here in Rondônia. I only mention the latter difficulties in passing because no reply has been received to our urgent appeal for money. As much as I detest appearing to plead for more attention than you feel called upon to pay to our forgotten mission, I can assure you that it would be in the best interest of the company for you to do so. The fact is, we have been able to outmaneuver the competition and have succeeded in securing pesquizas on some of the most promising cassiterite gravels. We have not been able, up to now, to do much bulk sampling (for lack of funds) but our preliminary panning shows great promise as you can see from the enclosed assay sheets.

The reverse transformation of bcc martensite to the fcc phase was studied in an Fe-33.95 wl pct Ni alloy by nzeans oj dilatometry, melallography, and electron microscopy. Upon "slozc" heating (-1°C per min) length cJmnge us temperature plots showed u gradual contracLion over the temperature range 200" to 280"C ,followed by a more abrupt contraction beginning a1 -280°C. Howet,ev, zchen the heating rate was increased -4°C per tnin, no gradual contraction was observed and only the abrupt contraction starting at -2BO"C was found. Thus on slower heating- the AS "temperature" for the subject alloy, unlike the MS temperature, is better defined as a range of temperatures. Both optical and transmissiorl electron microscope observations showed that some of the martensite plates exizibited a partial loss of transformation twins during reversal. The midvib region of the martensite plates disappeaved relatively early duirng the reversal. Metallographic observations slowed that the earliest detectable stage of the rezlerse tvansforrvration begins (axd Moues inulardly) at The Martensens i te - parent interface. At higher temperatirres, the. formation of martensitically reversed jcc plates within the bcc martensite plales was observed. It is concluded that the reverse transformation consists of a diffusion less process (martensitic); but this is ps-obably aided by a prior or simultaneous dijjusiorz-comltvolled process, at leasl in the case of slower heat-ing' experiments. ALTHOUGH numerous investigations have dealt with the parent-to-martensite ("forward") transformation (fcc — bcc) in Fe-Ni alloys, comparatively little is reported on the ("reverse7') martensite-to-parent transformation.'-4 Even though such reverse transformations have been studied in detail in some nonferrous systems, one of the difficulties of studying the reverse transformation in most ferrous mar-tensites is that the martensite decomposes by tempering during heating. However, carbonless Fe-Ni alloys do not exhibit this difficulty since the transformation in these alloys is completely reversible. The present investigation represents an attempt to shed more light on the nature and mechanism of the martensite-to-parent transformation. 1) EXPERIMENTAL PROCEDURE 1.1) Alloy Prepatation. Fe-Ni alloys of compositions near 34 wt pct Ni were prepared from zone-refined iron (99.994 wt pct Fe) and high-purity nickel (99.999 wt pct Ni) by induction melting in recrystallized alumina crucibles in an argon atmosphere, with prior vacuum evacuation to 10"3 mm Hg. The alloys were homogenized by induction stirring in the molten state for 5 min. After solidification, the alloys were further homogenized in evacuated quartz capsules for 96 hr at 1230°C. 1.2) Dilatometry. Slices of the ingot were hot-forged (750°C in air) into approximate rod form and these specimens were then hot-swaged (750°C in air) into long cylindrical rods 0.55 mm diam. From the rods, specimens about 1 in. long were cut. These were then vacuum-annealed for 24 hr at 1200°C, cooled to room temperature, and subsequently transformed to martensite in liquid nitrogen (whereby about 40 pct transformation was obtained). Dilatation measurements were made by observing length changes in a vacuum dilatometer with an externally mounted LVDT sensing element. 1. 3) Preparation of Electron Microscope Specimens. Slices of the ingots were cold-rolled (with intermediate vacuum anneals) to -0.020 in. Out of these rolled sheets, specimens (about 1 by 1 in.) were cut. These were then vacuum-annealed, transformed to martensite by cooling in liquid nitrogen, and subsequently heated from room temperature to various temperatures to effect either partial or complete reverse transformation. These specimens were then chemically polished to 0.002 in. in l:l HsOz (30 pct) and &PO4 (85 pct) solution, and thinned to electron transparency in an electrolyte consisting of 150 g CraOs, 750 ml glacial acetic acid, and 30 ml ~~0.~ Observations were made with a 100-kv Hitachi HU-11 electron microscope equipped with an HK-2A tilting device. 1.4) Optical Microscopy. Metallographic observations were made with a Leitz MM5 metallograph on the same 0.020-in. sheet specimens as were used for electron microscopy and on bulk specimens which were 0.2 in. or more on a side. The chemical thinning solution when cooled below 20°C also served as an etchant for this alloy. Observations of surface relief were made with a Zeiss interference microscope employing a Thallium light source of wavelength 0.54 p. Specimens for interference studies were prepared by two-stage polishing on Buehler vibromet polishers using 0.3 and 0.05 p alumina abrasives. 2) EXPERIMENTAL RESULTS 2.1) Comparison of the MS,AS, and Af Tempera-tures wTth Previous Re sults. The AS aLd Af tempera -tures of several Fe-Ni alloys were determined dila-tometrically. The MS temperatures of the same alloys were determined by continuously lowering the temperature using a mixture of isopentane and liquid nitrogen and observing the highest temperature at which a prepolished specimen showed surface upheavals. For the present the As temperature is defined as the temperature at which an abrupt decrease in length occurs in the dilatation plot. During the past eight years, in trying to estimate world consumption of petroleum and related products, the authors have been unable to account for all the supplies available in any one year. There has remained at all times a balance, which at first was thought to represent almost entirely additions to stocks in foreign countries. But as this discrepancy continued year after year-over 148,000,000 bbl. in 1937—it became unreasonable to conclude that corresponding additional foreign storage capacity was continuously being made available. It became therefore clear that the balance in question was due to other causes than to additions to stocks. Last year Mr. A. G. White, Chief Economist of the Petroleum Economics Division of the United States Bureau of Mines, pointed out to one of the authors that an unknown and important factor in consumption of petroleum and related products is to be found in the requirements for military purposes in foreign countries. This paper is the result of Mr. White's timely suggestion. There are no reliable data available either on the storage capacity, and therefore oil stocks, or on the petroleum consumption for military purposes in foreign countries. This information is so closely related to national defense that its divulgation is forbidden. One can therefore but surmise as to these facilities and needs in line with the relative strength of the military land, air and sea forces of the various countries. The authors have assumed many of the component factors that go to make the tables herein presented, such as fuel consumption of fighting ships in relation to tonnage and horsepower, gasoline consumption of air fleets in relation to number of planes, and the consumption of petroleum products by mechanized armies; but in making these assumptions they have availed themselves of the advice and counsel of those whose wide experience in these questions make their views authoritative. The Verde mining district is in Yavapai County, in north-central Arizona. Jerome, the principal town, has a population of 6000 and the two important mines of the district—the United Verde and the United Verde Extension—lie almost within its limits. Perched high on the southwest side of the Verde valley, at elevations of 4800 and 5500 ft. (1463 and 1676 m.) respectively, both mines have long tunnels from their lower levels through which the ore is hauled to the smelters. Clarkdale, the smelter town for the United Verde mines, lies in the Verde valley 4.1 miles (6.5 km.) distant in an air line from Jerome and at an elevation of 3560 ft. The two towns are connected by the standard-gage railroad of the Verde Tunnel and Smelter R. R., a subsidiary of the United Verde Copper Co. This road is 11 miles long and has a compensated grade of 4 per cent. At Clarkdale it connects with the Verde valley branch of the Santa Fe railroad. Clemenceau, the smelter town for the United Verde Extension mine, lies 3.5 miles (5.8 km.) in a southeasterly direction from Clarkdale, at an elevation of 3420 ft. It is connected to the Verde Valley branch of the Santa Fe railroad at Clarkdale by the Arizona Extension R. R., a subsidiary of the United Verde Extension Mining Co. The portal of the haulage tunnel, at an elevation of 3757.5 ft., is also connected with the smelter town by 4 miles of standard-gage track belonging to the same company. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the highest peaks of the Black Hills, which bound the valley to the southwest. Two lava-capped mesas, known as "Mingus" and "Woodchute mountains," form the culmination of the Black Hills. That part of the Old Black Hills mining district which lies between their crests and the Verde River is now known as the Jerome, or Verde, mining district. If the smelter towns are not included, a strip about 7 miles long by 3 miles (11 by 5 km.) wide, embraces practically all of the properties belonging to the Jerome district. BEFORE the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed; the men being paid monthly. In some cases, fairness to the employee, was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines.

ENGINEERS as a group are often criticized because they have been responsible for the development of many technical improvements only to allow the administration of them to pass into the hands of others who may have little understanding of how they operate and little competence in their use. These criticisms are not always justified. There are many engineers who have shown themselves to be great administrators in addition to being great creators or builders, and more and more one sees the engineer demonstrating unusual administrative ability as he moves into the executive ranks. The last five or ten years have seen a new movement developing in this country-a movement brought about through the recognition by business statesmen that successful business administrators and executives just cannot be expected to develop like Topsy, that the management of a company must deliberately take steps to cultivate the proper climate or environment for growth if it wishes to provide an adequate and capable succession of executives in the future. This movement has taken on a number of names-Management Development, Executive Development, Personnel Development-but are these not actually misnomers? Can we develop anybody? In the strictest sense of the word, the author doubts that anyone can change any other person, at least, not much. The change must come from within. Perhaps this movement should be looked at not as a program of developing people but as one of giving people an opportunity to develop themselves. In the Humble Oil & Refining Co. there is an Executive Development Program; maybe it might better be called a Program of Development for Executives.
