EDUCATIONAL trends as reflected in curricular changes are of interest and importance in engineering educa¬tion both as matters of record and as considerations for the future. The data on which the evidence of this report is based were obtained by sending questionnaires to all schools in the United States granting the undergraduate degree in mining engineering, metallurgy, or metallurgical engineering. The questionnaire had two parts, one inquiring as to the general nature of revisions made or planned, and the other asking for information on specific courses added to or dropped from the curriculum, or given more or less time than formerly. The frequency with which curricular changes are made, even in normal times, is notable. Although it was expected that the period since 1939-40 would show numerous revisions, it was somewhat surprising to find that of 62 mining or metallurgical curricula in existence in 1939-40 and reported in the present survey, 58 had been revised or are shortly to be revised, 52 having already been changed during this period. Moreover, approximately half of the mining schools that have already revised their curricula, and probably a similar proportion of the metallurgical schools, are about to make further important changes.

The author has shown, by .practical experiments, how the rate of cooling steel in the mold governs ingotism, segregation, the formation of dendrites, and the distribution of intergranular material; and the resulting effect these conditions have on the physical qualities of the steel before annealing, after annealing, and after forging. The paper also describes how the structure of steel is affected by the design of the mold and the method of pouring. It is shown that the various constituents of carbon steel segregate differently under different rates of cooling. For the classes of steel covered in this paper, it is concluded that the best physical structure and the most uniform chemical composition is obtained by pouring the steel at a low temperature and solidifying as rapidly as possible in the mold. MUCH time has been devoted, by metallurgists, to the study of steel after solidification and remarkable strides have been made in the heat treatment of steel, but less knowledge is available of the thermophysical, activity of the constituents of steel prior to solidification in the mold. It is known that certain elements added to steel produce marked changes in physical properties, also that other elements added to steel produce similar changes, but we have only meager knowledge as to how these elements combine in steel under different conditions of solidification. It is not sufficient to know, from chemical analysis, that a certain element is present in steel. We should know how this element is in combination with the other elements and whether the combination is such as will give the greatest physical properties. Certain elements go into solid solution with the iron, while others segregate to the grain boundaries and combine with the impurities collected there. Until it is known where an alloy produces the most beneficial effect and a means, is determined for controlling its physical location by altering solidification conditions, or otherwise, we will not obtain the maximum value from our alloys.

AMERICAN participation in the World Engineering Congress in Japan will be generous. Nearly seventy papers have been prepared and for- warded for printing and the A. I. M. E. is well represented in the list. At our San Francisco meeting four of these will be briefly reviewed by the authors for the benefit of those who are unable to go on to Tokyo. They constitute a group dealing with the present economic status as seen by engineers of the world's iron, coal, petroleum and non-ferrous metals. Messrs. Leith, Smith and Tryon, Requa, and Probert have written papers that constitute a notable series. Messrs. Jeffries, Sweetser and Kinney, and other Institute members have written papers dealing more closely with technologic progress. The latest list of delegates and members is printed below, names of A. I. M. E. members being set in italics.

The key to disagreements between Blackburn's findings and mine is the word equilibrium". My work attempted to define the equilibrium diagram of the titanium-rich end of the Ti-A1 system. It can readily be shown that Blackburn's conclusions are based primarily on the examination of structures substantially removed from equilibrium. The diagram presented in Fig. 16 is properly labeled a "phase diagram". However, it appears that Blackburn either does not understand or does not accept the difference between "phase diagram" and "equilibrium diagram" as defined in the Metals Handbook.17 The conflict lies not in Blackburn's data but in his interpretation of it, and his use of "transformation", "phase diagram", and "equilibrium diagram" as synonymous terms. I share his view that the light microscope is much inferior to the transmission electron microscope for the study of transformations; but this fact does not render the light microscope useless or untrustworthy. The difficulties experienced with the Ti-A1 system have not been due to the limitations of the light microscope, but rather to the extreme sluggishness in achieving equilibrium at temperatures below 1000° C. Were it not for the light microscope employed with polarized light, the twin phase syndrome' might still be unrecognized and, as a consequence, still adding to the confusion of Ti-A1 investigations. (Ref. 1 should read ... Contract No. N161-25952 ... vol. 236.) Other, more sophisticated techniques, including electron transmission, simply confirm the erroneous tentative conclusions drawn from observations of structures due to the twin-phase syndrome. By the standards of most of the investigations of the Ti-A1 systems, seven of the fifteen compositions investigated by Blackburn were seriously contaminated with oxygen. The writer has found that 0.1 wt pct 0 shifts the a + Ti3A1 boundary to 1 at. pct lower A1 content at 700°C. At constant aluminum content, this corresponds to a temperature shift of the boundary of +25°c.18 Blackburn advises that the first group of alloys contained 0.1 to 0.15 wt pct 0, bur he does say whether the analyses were performed on as-received material or on specimens in their final state of heat treatment. This is especially important considering the 20-mil-thick starting materials. If specimens had been annealed in the two-phase a + 6 region it would have provided an indication of the final degree of oxygen contamination since up to about 12 at. pct A1 the boundaries of this region are well-defined for low-oxygen alloys. Blackburn questions the capability of light microscopy in determining phase boundaries in the Ti-A1 system. I submit that the a/a + Ti3A1 boundary in Fig. 1 of Ref. 1 over the composition range from 10 to 18 at. pct A1 was determined by dilatometry and supported by electron diffraction. Specimens of alloys containing 8, 10, 12, and 14 at. pct A1 were aged at 550°C for 1000 hr (under stress of 5000 psi to accelerate the tendency to equilibrium) and then fractured in tension at room temperature. Collodion was applied to the as-fractured (unetched) surface and, when stripped, carried away particles identified by electron diffraction as Ti3A1. STRATIGRAPHY structure and closure of the Paloma field are discussed, with some details regarding the present state of development. The Paloma anticline, a large dome modified by faults, is the largest single closed dome in the southern San Joaquin Valley without surface outcrop or topographic expression. It owes its discovery to geophysics. Of nine wells drilled to the Stevens sand, seven are productive. The ultimate productive area may approximate 3000 acres when the limits of the field are determined.

Three of the world's largest phosphate deposits are located in the USSR. These have an estimated reserve of 2,600 million short tons of elemental phosphorus. The best known lies in the Khibiny Massif, an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. The Khibiny Massif is north of the Arctic Circle in the Kola Peninsula at a latitude of 67° 30' north and a longitude of 35° 30' east. It is connected by rail to Murmansk, 100 miles northwest, and Leningrad, 900 rail miles south.

The failure, or disintegration, of concrete in structures, even when the cement, sand, and coarse aggregate used have passed satisfactorily all tests and inspections, is not uncommon. Such failures occur even when proper methods of mixing and placing have been used and where weather conditions were correct. In these cases, the origin of the trouble must be sought in the cement; therefore some additional mode of determining the quality of cement must be employed. The problem is to find a simple, usable, easily applied method that will supplement the standard tests. The solution of this problem involves a knowledge of the chemical composition of Portland cements, also of their constitution (or componental composition), as the behavior of a cement, when gaged, is dependent on the physical and chemical characters of the compounds of which it is composed, the proportions existing between them, and the fineness of grinding. It is likewise essential to know the character, behavior, and composition of the hydration products of Portland cement. The most promising method of attack makes use of chemical, mechanical, and petrographic methods. Chemical, by determining quantitatively not only the usual constituents, but the carbon dioxide and water. Mechanical, by determining the fineness with the air analyzer,' which separates into fractions of various grain dimensions all of that portion which in the ordinary sieve test passes the 200-mesh sieve and constitutes at least 75 per cent. of the total cement. These fractions may be further studied chemically and petrographically and micrometric measurements can be made of the grains. Petrographic, by the method of immersion, and by making thin sections from test pats of both neat cements and standard mortars. INTRODUCTION This paper describes the underground environmental planning parameters developed for Pancontinental Mining Limited's Jabiluka uranium deposit. The deposit is located 230 km east of Darwin in the Alligator Rivers region of the Northern Territory, Australia. The deposit is situated within land subject to an Aboriginal land claim, adjacent to a National Park and within a proposed extension to that National Park, as well as being close to a long- established Aboriginal reserve. In addition, being the first large underground uranium mine planned in Australia, the environmental considerations, both on surface and underground are considerable. Pancontinental is committed to the highest practicable standard of environmental management in the operation of the mine. In addition, Government regulations and requirements are particularly stringent by world standards. The underground environmental problems are discussed later in the paper with emphasis placed upon radiation aspects, both gamma and radon daughters, and dust. Consideration has also been given to heat and humidity due to the location of the deposit in a sub-tropical region 12° south of the equator. The paper explains how these environmental factors influence the design and selection of stoping methods. GEOLOGY AND ORE RESERVES The Jabiluka Two orebody is completely overlain by flat-bedded Kombolgie Sandstone with a thin layer of surficial colluvial sands. The orebody occurs in an east-west striking folded succession of Lower Proterozoic metasedimentary rocks of the Cahill Formation. Uraninite and pitchblende constitute essentially all the uranium mineralisation and are contained in the four lithological series, as shown in Fig. 1. - ,Upper Graphite Series - Main Mine Series - Lower Mine Series 1 - Lower Mine Series 2 The succession at Jabiluka has been folded and forms an east-south-east striking, asymmetric syncline-anticline which dips south and plunges to the east. A major fault bisects Jabiluka Tw8 having a north-south trend and dipping about 80 to the west. A near vertical tourmaline granitic pegmatite dyke up to 30 m in thickness has intruded the Jabiluka Two orebody at the western end. Current drilled ore reserves for Jabiluka Two are 52.0 million tonnes at 0.39% U308. Included in these reserves are 1.1 million tonnes of gold ore at 10.7 g/tonne. A large proportion of the orebody can be mined in thick sections (over 80% of tonnage) either as single sections or by bulking a number of thin sections which are close together.

Heats of high purity iron containing 3.1 pct Si and be -tween 0.0003 and 0.0295 pct N were prepared by vacuum melting ad then pouring while in a nitrogen atmosphere with the pressure between 0 and 90 psi. Strip from a heat with 0.0184 pct N underwent complete secondary recrystallization during the final anneal. Heats with less nitrogen had too few Si3N4 particles to restrain normal grain growth, and the heat with higher nitrogen had too many particles to allow complete secondary recrystallization. In the hot-rolled structure, Si3N4 precipitates only at the grain boundaries, with the consequence that annealing after hot-rolling diminishes the ability to subsequently undergo secondary recrystallization. In contrast to this behavior, ALNprecipitates uniformly in the hot-rolled structure. Under 1 atm of nitrogen, Si3N, in 3.1 pct Si-Fe dissociates between 900" and 950°C; the solubility of nitrogen increases from 0.0010 pct at 900" to 0.0030 pct at 1200°C. The solubility of nitrogen in Si-Fe has been the subject of many investigations. Corney and Turkdogan1 heated a 2.83 pct Si alloy in nitrogen and found the solubility, under 1 atrn of nitrogen, to be 0.0019 pct at 900°C. They claimed that Si3N4 did not form in the alloy above 705°C in 1 atrn of nitrogen. Fryxell et al.2 heated samples of 3.25 pct Si-Fe containing 0.0025 pct N over a range of temperatures and then analyzed for total nitrogen by vacuum fusion and for nitrogen in solution by a modified Kjeldahl technique. At 900°C, they reported the solubility of nitrogen in equilibrium with Si3N4 to be 0.0011 pct. pearce9 found the solubility of nitrogen at 900°C under 0.95 atrn of nitrogen to be 0.0017 pct in a 3.06 pct Si alloy. He reported that Si3N4 does not form above 770°C in 1 atrn of nitrogen. Although internal friction measurements have given somewhat higher values for the solubility,4-6 if the solubility of nitrogen is as low as has been reported by most investigators, and if Si3N4 is stable up to at least 945°C at 1 atrn pressure of nitrogen as reported by Seybolt,7 a small amount of nitrogen in properly processed Si-Fe should be effective in promoting secondary recrystallization. The requirement is that in the final heat treatment there be enough small, well-dispersed particles of Si3N4 to restrain normal grain growth. Fast8 has obtained secondary recrystallization by nitriding high-purity 3 pct Si-Fe after hot-rolling to a thickness of 0.118 in., followed by processing to 0.012 in., and annealing. A large amount of nitrogen, 0.076 pct. was introduced during the nitriding heat treatment, but he has since reported9 that "a few hundredths of a percent" is sufficient. Small amounts of aluminum10 or vanadium" nitride are capable of promoting secondary recrystallization. Heats containing as little as 0.010 pct A1 or 0.042 pct V and from 0.006 to 0.009 pct N underwent complete secondary recrystallization at final gage, whereas heats with lesser amounts of aluminum or vanadium did not.l2 To be reported is the behavior of nitrogen in high-purity 3.1 pct Si-Fe, and the relation of this behavior to the ability to undergo secondary recrystallization. PROCEDURE Ingots weighing 1 lb were made by vacuum melting high-purity electrolytic iron (A104, Glidden Co.) and high-purity silicon (Monsanto Co.). The latter was used in preference to ferrosilicon to insure a low aluminum content. The design of the melting furnace permitted pouring with the furnace atmosphere either below or above atmospheric pressure. Accordingly, at the completion of melting, nitrogen was admitted to the desired pressure and the heat then immediately poured. The ingots were sound, with no indication of porosity. In Table I are listed the heats investigated, the nitrogen pressure at pour, and the nitrogen and oxygen contents as determined by vacuum fusion with a platinum bath at 1850°C, a procedure which insures measurement of the total nitrogen.13 In addition, all heats contained 3.1 pct Si and not more than 0.002 pct C, 0.003 pct S or 0.005 pct Al. It was subsequently found that the quantity of nitrogen contained in the heats in Table I does not necessarily represent that obtained under equilibrium conditions. For example, the ingot poured immediately after 1 atrn of nitrogen was admitted to the chamber contained 0.0093 pct N, whereas an ingot poured 3 min after the nitrogen was admitted contained 0.021 pct N and another poured after a 6-min delay contained 0.029 pct N. While some bleeding of the hot top occurred in the latter instance, the ingot when examined in cross section appeared sound. The ingots were heated to 1325°C in hydrogen and rapidly rolled to 0.080 in. in 3 passes. The roll speed of the final pass was reduced so as to increase the quenching effect of the rolls. The hot-rolled pieces were processed both as-hot-rolled and after heating for 3 min at 900°C in hydrogen. After cold-rolling to 0.026 in., the strips were heated for 2 min at 900°C in hydrogen, then cold-rolled to the final gage of 0.012 in. IN a previous article preliminary experiments were described, indicating the possibilities of a quantitative spectroscopic method for the determination of small amounts of lead in copper, which would be accurate and rapid, and could be carried out in the refining plant by one not skilled in chemical analysis. The present paper deals with the development of the method in the factory, giving the details of apparatus and its standardization, and presenting a comparison of the accuracy of the method with that of the standard electrolytic determination. Application of diffusion laws in the customary form to experimental studies in binary metallic solid solutions has shown the diffusion cocfficient to vary with concentration for all systems investigated. The factors determining this variation have not been ascertained. However, the question of whether the diffusion coefficient would become a constant, independent of concentration throughout a single phase if the concentration gradient in the diffusion equation were replaced by an activity gradient has been an attractive subject for speculation. Wagner¹ derived an expression for the force acting on a diffusing particle in terms of the chemical potential. This was also the approach chosen by Jost2 in his monograph. From a somewhat different point of view, Eyring3 and his co-workers have used activity gradients when dealing with diffusion in concentrated nonideal solutions. The only actual test with experimental data is that given by Darken,4 though this is more qualitative than quantitative. Many others opposed the application in any way of thermodynamic concepts to kinetic phenomena, including diffusion processes. A rigorous examination of this principle requires good data expressing the relationship between activity and concentration for solid solutions for which reliable diffusion work has been done. The literature provides such information only for the interstitial solution of carbon in gamma iron (austenite) and for the substitutional copper-zinc solutions (alpha brass). Activity data for carbon in austenite at 800°C and 1000°C are available from the recent work of Smith5 on the equilibrium of hydrogen-methane and carbon monoxide-carbon dioxide mixtures with gamma iron. Combining these with the diffusion studies of Wells and Mehl6 makes possible a quantitative test for this interstitial solid solution. The vapor-pressure determinations for zinc over brass by Hargreaves7 allowed the calculation of activities in this system over a wide range of temperatures and concentrations. Extensive investigation of diffusion in this substitutional solid solution has been carried out by Rhines and Mehl.8 Activities in Brass9 If the vapor phase of zinc is assumed to behave as an ideal gas, any solid or liquid solutions that are in equilibrium with the same partial pressure of zinc at the same temperature have the same thermodynamic activity of zinc. In order to assign a numerical value to the activity azn, it is necessary to choose some standard reference state to which an activity value of unity is arbitrarily assigned. It is customary to choose the liquid or solid state of the pure material. Then azn is defined numerically by

E. D. HYMAN*—How much sorting of scrap is done ? G. E. JOHNSON (author's reply)—We do practically no sorting. We charge "run of mine" scrap to the furnace. The unmeltables, mostly iron, are in such demand today that there is no difficulty in disposing of them. It may soon be desirable to sort out from the unmeltables as much of the brass as possible. J. J. BRUGMAN†—We have somewhat similar problems in the secondary aluminum business. What is your method of removing the unmelted material from the furnaces? Why have you such an apparently small space in which to charge your materials? Do you find that you have to seal that opening, or can you have it open and continuously charge at one end and pull out the other ? G. E. JOHNSON—Our means of melting scrap is efficient only to the extent that we use the waste heat from the vaporizing chamber to do the job. It is a batch process. We open the charge door and place the scrap on the hearth by hand shoveling. The door is then closed during the melting down period. After the melting is complete, the opposite door is opened and the unmeltables are raked out. The doors are approximately 3½ X 4½ ft and are not sealed during the process only closed. They are nominally tight. Some metal is oxidized in the process. We have visualized a means of conveying the materials through this melting unit with the metals that are melted trickling out during its travel. T. H. WELDON‡—Mr. Johnson, in line with the last question, is it necessary to seal the furnace between the melting down and the vaporizing unit, or have you got an inverted syphon in the bottom of the chamber? G. E. JOHNSON—That was one of the first things we encountered. We had to have a sealed opening, and it is a molten metal seal. You have indirectly asked me another question, which was: "Do you have to seal up the melting unit?" I would say we should exclude as much air as possible, although we are not too efficient in doing that. We allow the melting unit doors to be open when we charge and when we remove unmeltables. You can readily see that that would lead to the idea of having a controlled atmosphere in the melting unit, and I think this would do a more efficient job of melting the scrap. T. H. WELDON—How often do you charge the furnace? G. E. JOHNSON—We charge the melting unit, and rake out the unmeltables, about every hour. H. R. HANLEY*—Are any provisions made for controlling the rate of oxidation for the production of various size particles for certain characteristics of the zinc oxide product? G. E. JOHNSON—Yes, there are many. You are getting pretty much into the fine points of zinc oxide manufacture. Some of us still think we have something to learn about that. In general, this muffle furnace as I have described it to you produces a rounded particle of zinc oxide which is generally formed by a rapid oxidation of the zinc vapor, followed by rapid cooling. We have gone to the other extreme in some of our experiments. We have changed the furnace to produce a type of zinc oxide, such as we thought was peculiar to American process zinc oxide, by controlling the temperature at the point of oxidation and maintaining that temperature for a much longer period of time than we do when we make the rounded shape. There are other relationships that this furnace readily provides. One of the important factors is the ratio of air to zinc vapors. We can vary that by varying the air supply to the baghouse, or vary the rate at which we are vaporizing the zinc by the simple expedient of regulating the temperature over the carborundum arch. We have a number of variables that permit us to produce all of the grades of French process zinc oxide from lead-free up through the highest grades of seal oxides. There are many controls that we can apply to the operation. What I have said is but a brief condensation. K. MORGAN*—Can Mr. Johnson give us some idea of the fuel consumption of the furnace ? How much oil does he use per ton of zinc distilled? I am also interested to know what sort of heat transmission he gets through the arch? What is the thickness of the tiles used to construct the arch? Some time ago we built a small furnace for a different purpose, using a carborundum arch, and we found that the reflectivity of the molten zinc surface was so great we had to use a very high arch temperature. We found we made an improvement by having a layer of carbon on the surface of the zinc. Has Mr. Johnson had any experience on these points ? Does he make any sort of insolu-bles which he leaves in the furnace which he cannot tap out ? G. E. JOHNSON—I believe your first question was the fuel consumption. If I recall, somewhere in this paper there is a test that I quote. I believe we used 800 gal in a given period of time. Offhand I cannot translate that into tons of metal. I might also state that we have this understanding; that the carborundum arch, as the temperature becomes higher, becomes more efficient in heat transmission. As a matter of fact, I believe it is at about 2600°F or higher that the highest efficiency of heat transmission becomes available. We have calculations that I cannot quote from memory which indicate that the carborundum arch does a really very fine job for this type of furnace. THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.

TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.

THE sums given in the accompanying table are those actually paid for material and labor up to about August, 1875; but, as some parts of the machinery were not wholly completed at the starting of the works in September, 1875, the statement cannot be taken as an absolutely correct note of the total cost. A complete description, with engravings of the building and machinery, was given in Engineering, April 26th, 1878, in a paper by Messrs. A. L. Holley and Lenox Smith, to which convenient reference may be made. A detailed list of the construction accounts has been given in a paper, by the present writer, in vol. vi, Transactions of the Institute. A summary is given in the table of the items in each class which enter into the total cost, and also a note of the proportion which each of these items forms of the whole. A concise view may thus be obtained of the facts embodied in the statement, as a whole, even though it cannot lay claim to completeness in showing the entire or final cost. An urgent suggestion has reached the writer from a distant country that such statements of cost to be really most serviceable should give the details in days of labor, in weight of iron, and in number of brick, and to this an assent is most cordially yielded. It is true, however, that the mere labor of copying and compiling these details to such a degree of minuteness, would be very great, and, in any event, the probable difference between the plans of an existing establishment and one projected, would be so wide as to render even so complete a statement of cost of little more real service than the approximate notes given herewith.

Curtailment of production of crude oil, to the extent of effecting an approximate balance in supply and demand, was a problem confronting the oil industry in California throughout the year 1930. At the beginning of the year, with drilling operations only slightly checked, the California industry faced a steadily increasing potential production, an actual production in excess of market requirements and stocks of crude oil and refined products which had reached staggering proportions. During the year, the intensive development of the Playa Del Rey field and extensions to several oil fields, together with flush production from numerous large wells from both new and old fields, caused a steady increase in the state's potential production to a record peak in November of 1,186,000 bbl. daily. Despite the burden of this steady stream of flush production and the handicap of incomplete cooperation in several fields, curtailment successfully lowered the trend of crude oil production in California, except for the period of an open-flow test to determine actual potential production in several important fields in February. Under the curtailment programs in effect, the state's production of crude oil for the year was reduced 22 per cent. under the production of 1929 and even slightly under the production for the years 1927 and 1928. The total stocks of crude oil and refined products were reduced 2.7 per cent. during 1930, as compared to an increase of 30 per cent. in total stocks of all products during 1929. Drilling operations were reduced 28 per cent. as compared to drilling activities during 1929. Voluntary curtailment of drilling programs by many operators, particularly the major companies, accounts for the greatest portion of the reduction in drilling activity. The decline in drilling activity at Santa Fe Springs and in the east-side fields of the San Joaquin Valley was more than offset by development in new fields and extensions to deeper zones of old fields. There were 755 new wells completed during 1930, as compared to 910 completions in 1929. At the close of the year, 220 wells were drilling in the oil fields of California, 9 of which were being drilled in search of deeper producing horizons.

Since the sudden revival of the air or gas-lift and its extensive use in the oil fields, many questions have arisen as to principles and as to their application under the conditions actually encountered in the field. Much has been written regarding both theory and practice, especially on the air-lift as applied to lifting water. Many statements have been made as to the use and benefits of the gas-lift, some of which are reasonable but many of which are unreasonable, many specialty makers claiming to have devices which operate in almost miraculous ways and even to generate energy nature never possessed. These claims are often based upon incomplete or inaccurate data. A review of the literature discloses many valuable articles, but it also discloses the need for setting out more clearly the different practical ends sought, and for working out specific engineering principles upon which to formulate the design and operation of gas-lifts to meet the desired ends within the limitations of field conditions. A check on some of the published information has revealed basic errors in the sources of data upon which conclusions have been predicated and has led the writers to doubt the value of a large part of the compiled data. The writers have concluded, therefore, that it will be opportune to direct discussion to the sources of error in the data now being collected, to recommend for consideration by the engineers some methods of collecting and correlating data, and to point out some of the factors relating to the application of the air-lift principle to oil production as dictated by the different economic ends sought, and the limitations of working conditions that may be met. Until these several considerations are clearly understood by the engineers, and the unreliable data have been sifted out and dependable data substituted, there seems little chance of evolving satisfactory engineering control for the air-lift. In the following pages no distinction will be made between gas-lift and air-lift, as they are generically the same.
