T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

Louis D. MILLS, San Francisco, Cal. (written discussion *).-The principle involved in the Crowe vacuum precipitation process is so elementary and the apparatus required is so simple, that the whole subject affords scant material for a technical discussion. As. one prominent Colorado metallurgist recently remarked when asked to contribute to this paper: "The Crowe process is the biggest step forward since the early clays of the cyanide process, but there is nothing to write about; just put it in your mill and try it." The writer confesses to a similar feeling, but having been closely identified with the process since its inception in 1916, he is perhaps in a position to at least comment on the theory involved and to record some of the results that have been achieved in actual practise. In practising the Crowe process, the solutions to be precipitated are first vacuumized in a suitable dispersion tower; that is, thin films of the liquid are subject to the action of a vacuum within a receiver. SINCE my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7,000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection-and visit each working

The war emergency has affected every phase of industry. The gas and coke-oven companies have sought faithfully to discharge their responsibility in this critical period and have willingly modified their operations where possible to meet the ever increasing demands made upon them. Our company made commitments for blast-%urnace coke for war purposes which necessitated a reduction in coking time in order to produce the amount required to meet the new demands. At the same time there were certain customers of long standing, who had been supplied with foundry and egg-sized coke produced on fairly long coking periods, who also were engaged in war work and whose patronage we desired to retain. Coke produced on short coking rates from the coal mixture we were then using would not have been satisfactory for these customers. The average width of our ovens is 19¾ in., which is a little wider than the more modern ovens of the present day. They were originally designed to give somewhat cool tops in order to produce a rich gas. This necessitates carrying the heats a little on the warm side so that the tops will be fully carbonized. A reduction in coking time, as is generally known, is accompanied by a reduction in the average size of the coke produced. This is due to the greater shrinkage that takes place at the higher temperatures required to carbonize the charges in a shorter time. The net result is that the coke is more cross fractured and longitudinally fractured and breaks up into small sizes on handling. The cokes produced from the better coking coals seem to be more susceptible to fracture at high temperatures than those from poorer coking coals. A coal mixture that produces a beautiful foundry-sized coke at 30 to 36 hr. may yield a product at 18 hr. that would be so badly fractured as to be unsatisfactory for foundry practice. Coking Characteristics OF Coals Our problem was to find some economical innovation and develop a method that would enable us to reduce the coking time and still produce a coke satisfactory to our foundry trade. However, before discussing the results of our present operations, it might be well to present a few observations on the coking characteristics of coals in general. Most coke-oven operators carbonize a blended mixture of coals. It may consist of a single high-volatile coal with a single low-volatile coal, or of a combination of several high-volatile and low-volatile coals. Medium-volatile coals of the Eagle seam are used for the production of high-grade foundry coke. Medium and high-volatile coals are often blended with one or more low-volatile coals. The possibilities are almost infinite, but the combinations are limited by such factors as cost and facilities for handling multicoal mixtures, and by other practical considerations. Every coal has characteristics that make it blend better with a particular coal or coals in preference to others. This property has

IN contemplating the prospects of natural gas being transported from the fields where it is produced to such distant points as Philadelphia, New Jersey, New York City, and New England, let us review the advance that natural gas has made and the projects currently scheduled for construction. This may give us a perspective of the point in the long-range development of the natural gas business in which we now find ourselves, and some basis for judging the further expansion of the industry. Authentic statistics of the total marketed production of natural gas in the United States have been compiled by the Bureau of Mines since the year 1906. The growth of the business is indicated by the following data on marketed production for each ten-year interval since 1906:

I have the honor to submit herewith the report of the Secretary for the year 1915 showing the principal activities of the Institute: Meetings.-The 110th Meeting, including the Annual Business Meeting, was held in New York City, Feb. 15 to 17, 1915. The full report of this meeting is given in Volume LI of the Transactions. The number of papers presented was 53, and the attendance was 357 members and guests. The 111th Meeting was held in San Francisco, Cal., Sept. 16 to 19, 1915. Sixty-eight technical papers were presented, and the attendance was over 400 members and guests. Local Section.-A new, strong Local Section of the Institute, with head-quarters in Arizona and known as the Arizona Section, was formed during 1915. Barium can be purified by equilibration with titanium. The melting point of barium was found to be 726.2° i 0.5 °C. The room-temperature lattice parameters of BaTe and Bask are 7.004 * 0.002A and 6.600 * 0.002A. Melting points for BaTe and Base were found to be 1510° * 30°C and 1830° ± 50°C, respectively. HIGH-purity barium and its compounds are difficult to prepare because of the reactivity of barium with the atmosphere and the large heats of formation of the compounds. Purification of barium by vacuum distillation,' and the preparation and properties of barium oxide2 and barium sulfide3 have been reported. However, little has been done on the homologous compounds barium selenide and telluride. PURIFICATION OF BARIUM Distilled barium obtained from King Laboratories was used as the starting material. The analysis supplied with the metal showed the presence of: 0.4 wt pct Sr, 0.001 pct Mg, 0.02 pct F, 0.003 pct Cu, 0.005 pct Na and less than 5 x 10-3 wt pct of any other metallic impurity. Analyses for oxygen and nitrogen were not available. Since there is evidence4 that any barium nitride present in the starting material may decompose on distillation producing nitrogen which can contaminate the distillate, further purification was performed. At elevated temperatures, any nitrogen and oxygen present in barium should be removed by reaction with titanium. Assuming that the solubility of oxygen in liquid barium is negligible near the melting point of barium, any oxygen present will be in the form of BaO. Removal of oxygen from molten barium is expressed by the equation: BaO(S)+ TixOy(S) = Ba(l)+ TixO(y+1)(s) where Ti,Oy and TixO(y+1) are solid solutions of oxygen in titanium. At 1000°C, the change in free energy for this reaction is negative for (y+1)/x +y+1) x (100) 17.5 at. pct O.5 Since reaction with commercially pure titanium (containing 0.07 wt pct oxygen) results in a free energy change for the reaction of -19 kcal per g-atom, slight solubility of oxygen in barium would not hinder the oxygen removal. Since comparable thermodynamic data are not available to permit calculation of the partition of nitrogen between liquid barium and titanium, a similar quantitative relationship cannot be obtained. However, on the basis of work by Kubaschewski and Dench,5 complete removal of nitrogen from liquid barium can be expected. Since the melting point of barium is depressed markedly by small additions of nitrogen,' the change in melting point during reaction of barium with titanium was used to follow the purification reaction. MELTING POINT OF BARIUM A 50-g sample of barium was sealed by arc welding under argon into an all titanium crucible provided with a thermocouple well. The melting point of the sample was determined by thermal analysis, using a Pt/Pt-10 pct Rh thermocouple which was calibrated according to National Bureau of Standards specification6. The crucible was then heated for 48 hr at 950°C in vacuum and the melting point redetermined. This procedure was repeated until three successive thermal analyses agreed within ±0.5oC, the limits of error of the analysis. The melting point increased from an initial value of 720.0°C to a final value of 726.2°C. Analysis on samples quenched from 950°C gave a solubility value of 0.004 wt. pct Ti. Assuming that the titanium-barium phase diagram is similar to those of titanium-magnesium7 and titanium-calcium,8 the solubility of titanium in liquid barium decreases with decreasing temperature. Therefore, the solubility of titanium in liquid barium should be less than 0.004 wt. pctat the melting point (726oC), and the effect of dissolved titanium on the melting point would be negligible. Addition of up to 3 wt pct Sr does not significantly change the melting point of barium,7 so that the effect of the 0.4 wt pct Sr in the starting material will also be negligible. The value of 726.2" ± 0.5C obtained for the melting point of barium can be compared .with a determination carried out by Keller and coworkers in low-carbon steel crucibles,' who obtained a value of 725± 1C, using barium purified by fractional distillation. The higher value obtained in the present investigation is indicative of the effectiveness of titanium in removing traces of nitrogen. The subject of this chapter is the formulation of analytical methods that may aid in the rational design and determination of the stability of engineering structures in competent brittle rock materials. By an engineering structure in rock, we mean any (1) excavated sub- surface opening, (2) open surface structure, or (3) system of openings in rock that is virtually self-supporting-that is, not requiring artificial systems to carry structural stresses.

The following discussion was suggested by an experiment of Mr. Krom, the Manufacturer of air-jigs, to illustrate the superiority of air over water as a medium of concentration. The paper is written in the interest of no system of concentration, but simply to test the experiment, and, perchance, to add something to the general fund of information on the subject. To speak of testing an experiment by a theoretical discussion, may seem a misuse of terms, but the theories concerning falling bodies and the resistance of fluids are pretty well crystallized into laws, which may properly be used to show where experiments which seem to refute them were improperly performed, and that instead of refuting they only corroborate. It is well known that a sphere of galena & inch in diameter, and a sphere of quartz 1/2 inch in diameter, are equal falling in water ; that is, these two spheres, being placed together in a column of water at rest or in motion, will practically remain together, filling or rising together, or remaining in suspension. Recent economic and environmental setbacks have not slowed Occidental Oil Shale, Inc.'s program aimed at the commercialization of oil shale. In fact, the firm expects to have a 795 MI (500C) bbl) per day production unit working by the end of 1976. The key to Occidental's ambitious program is an in situ method that extracts the valuable oil by retorting the shale in place. The process will require practically no water and will leave the spent shale in place underground. Additionally, all plant operations are to be located within the mine. These factors thus serve to make the operation attractive from an environmental viewpoint, in contrast to proposed conventional schemes which call for extensive underground mining, crushing and grinding at the surface, and construction of a massive surface retorting facility.

MEASUREMENTS Of the rate of decomposition of austenite at constant temperature are commonly represented by plotting the percentage transformed on linear coordinates against time on either a linear or a logarithmic scale, a method that yields a curve that in shape resembles an integral sign (Fig. 1). A graph of this kind is not always convenient because extrapolation to the beginning or end of the transformation, or even interpolation, may be uncertain unless there are a large number of observations, which seldom happens; furthermore, the degree of consistency of a set of measurements is difficult to judge from such a curve. It is desirable therefore to find some mode of plotting, or even better to find a standard variety of graph paper, that gives a straight line instead of the integral shape. The straight line has many advantages; the number of readings required to fix the position of the curve is greatly reduced, interpolation is easy and rapid, extrapolation can be carried out with greater confidence and, finally, the consistency of the measurements is readily estimated from the scatter of the points. The last advantage is particularly valuable when the data are obtained by direct microscopic examination alone, because they are influenced by the skill of the observer in estimating the relative size of areas, possibly also by undetected inhomogeneity of the specimen. A search for ways of representing the observations as a straight line yielded two methods which are described in this paper. The paper also includes an account of some interesting relations brought to light in applying these methods to the available experimental data. Usually the best way to derive such a method of plotting is to base it on established principles of chemistry and physics, as has been done, for example, for the temperature variation of the equilibrium constant of a chemical reaction. But so little is known of the mechanism of the decomposition of austenite, and so little is available in the way of well established background for changes of this kind, that it is simpler to rely upon purely empirical means. THE Franklin Laboratory was designed mainly for the analysis of the products from the two concentrating mills situated at Franklin and Sterling Hill, the most important determinations being the zinc, iron, manganese, lime, moisture and silica contents of the ores. Within the last 4 years, however, it has been found advisable to examine most of our supplies, and therefore additional space and equipment was allotted for the examination of such substances as oils, greases, soaps, alloys, fuels, paints, explosives and water. The building as shown in elevation (Fig. 1) and plan (Fig. 2) consists of a main or routine laboratory, an experimental laboratory, a water FIG. 1.-WEST ELEVATION. analysis room and the other accessories such as stock room, library, sampling and drying rooms and office. The main laboratory is further divided into a balance room and zinc analysis room. As the greater part of our determinations are volumetric, good light is a very important factor and with this in view the interior walls of the building were constructed of white enameled brick laid in Keene cement. These also have the additional advantage that they give a clean and attractive appearance to the room. The windows are large, being 76 by 44 in. and even on very dark days the light is good throughout the whole laboratory. Most underground mining operations are dependent on pumping installations to keep the mine unwatered. The reliability of such installations is obviously of paramount importance. The volume of water to be handled is often considerable, and the total head is relatively high. In these cases, both capital cost and operating expense of the pumping installations will become significant factors in overall mining costs. To insure reliability and to keep efficiencies, and hence operating costs, within acceptable limits it goes without saying that mechanical maintenance of a mine pumping installation must receive scrupulous attention at all times. Large mine pumping installations today almost invariably use multistage centrifugal pumps, since positive-displacement units would not be economically competitive except under very unusual conditions of small volume combined with extremely high heads. Centrifugal pump maintenance, under ideal circumstances, would be confined to parts subject to normal running water, i.e., bearing surfaces, stuffing box packing, and shaft sleeves. Under adverse conditions, however, metal may be lost from the wetted surfaces of a pump by erosive or corrosive action of the pumped fluid, and maintenance costs can easily attain enormous proportions.

When austenite first forms from aggregates of cementite and ferrite, it is not homogeneous.' This inhomogeneity, consisting of both undissolved carbide and carbon concentration gradients, has a profound effect upon the characteristics of the austenite-pearlite reaction. The rate of formation of pearlite is increased by the presence of inhomogeneities2,3 and because of this (when the inhomogeneity is sufficiently pronounced) the hardenability of the steel is reduced.4,5 In addition to this kinetic effect, inhomogeneities will cause the direct formation of spheroidite from austenite at temperatures just below the Ael.6-11 The present report attempts quantitatively to evaluate the effect of inhomogeneity upon the rate of the austenite-pearlite reaction, presents a method of determining the austenitizing cycle necessary to obtain "practical homogenization," and considers the effect of inhomogeneity on hardenability. Effect of Inhomogeneities on Reactions Near Ae1 Few quantitative data are available representing the effect of undissolved carbide or of carbon concentration gradients upon the rate of the austenite-pearlite reaction. In procuring such data it is necessary to separate the effect of undissolved carbide from that of grain size, and this is not an easy task. The solution of carbide is always accompanied by an increase in the grain size, both effects contributing to the retardation of the reaction rate. It has been possible to make this separation and to obtain data that are independent of the grain size by the use of steels that differ only with respect to their tendency toward grain-coarsening. Steels C and D in Table I are such steels. These steels have been studied previously ;l,2,12 they differ only with respect to deoxidation practice; C was deoxidized with silicon while D, teemed from a portion of the same heat, was deoxidized with additional auantities of aluminum in the mold. C therefore is what is normally termed a "coarse-grained steel" and D is a, "fine-grained steel." These steels can be compared at the same grain size by heating c to a low temperature and heating D to an elevated temperature, producing a structure of austenite plus residual carbide in the former while forming homogeneous austenite in the latter; in such

This paper presents evidence of the general occurrence of methane in a large number of the coal fields of the United States and substantiates the apparent unnecessary differences in the ventilation requirements and codes in the various states, as was brought to the attention of the Committee on Mine Ventilation of the American Institute of Mining and Metallurgical Engineers at its Pittsburgh meeting in October, 1925, by J. A. Garcia. The data in his report have been compiled from the files of the Gas Laboratory of the Pittsburgh Experiment Station of the Bureau of Mines and represent samples collected throughout the various states and submitted for analysis by its engineers, also by mine operators and State mining departments, since 1911. Several thousand analyses were available but most of them were rejected because they represented abnormal conditions, undefined place of sampling, special investigations, or duplications in the same mine. Only those samples were included which, without reasonable doubt, were ascertained to fall within three major classes, namely, main return, air splits, and face and rooms of live workings. In the case of air splits, and face and room samples, only the one which contained the highest percentage of methane found in a given mine was taken. OCCURHENCE OF METHANE IN COAL MINES OF THE UNITED STATES Obviously it is not feasible to present the detailed analytical data here and accordingly these data have been compiled into groups in a manner which it was thought would bring out clearly their significance. These are shown in Table 1 which includes the analyses of 310 samples of return air of approximately the same number of coal mines in 19 states. Because of changes in ownership and names the exact number could not be ascertained. The table also includes 337 samples from air splits and 263 from the face and rooms of some of the same mines represented by return air samples and from other mines in these states. A total of more than 400 mines are represented by Table 1.

INTRODUCTION The tremendous capital investment required to produce a low grade ore deposit demands a reliable answer to the question: "How much does it cost to drill a well to produce the uranium that geologists have indicated is there in the ground?" However, you will find the answers given will be many and varied, depending on whether they come from the operating company, the drilling contractor, a geologist, a reservoir engineer, purchasing agent, or whoever. Each generally considers only a limited area of the total operation. The operating company usually depends upon the drilling contractors, service companies, and consultants to supply expertise. Because it is often difficult to see the "whole picture" or even to agree upon what the "whole picture" is, planning a well program and its costs is often done piecemeal. Frequently, costs "saved" in one area of the program are needlessly spent in another, because the effect of one area upon the other was overlooked. Since the drilling fluid is such an influential part of the drilling program, it should be given utmost consideration when planning the overall program. As W. D. Lacabanne wrote in 1954: "The drilling fluid system is understandably called the heart of the rotary oil drilling rig. Any other type of rotary rig.... should benefit by the incorporation of mud fluids in the drilling scheme." And G. R. Gray mentions that "The driller recognizes the drilling fluid as one of the useful tools available to solve drilling problems." However, in minerals drilling, only in recent years has the drilling fluid been considered as more than a tool to get through special problem areas. Although there are many similarities between drilling for oil and gas and drilling for minerals, the differences in the drilling equipment used justifies designing specific fluids for the minerals drilling industry. NL Baroid/NL Industries, Inc. has been a leader in introducing such fluids and in providing technical know-how to the minerals drilling industry. The purpose of this paper is: (1) to discuss the selection of drilling fluids to meet specific drilling conditions during both exploration and production and (2) to show the interrelationship among factors present in the exploration and production phases that influence total well costs. DRILLING FLUIDS FOR DRILLING PROBLEMS The drilling fluid is a tool that can be used to improve drilling performance by improving hole cutting, cleaning, stability, and formation productivity. Properly formulated and maintained drilling fluids enable the drilling operation to be carried out with increased efficiency and lower total (overall) costs. However, it should be noted that not all drilling problems can be solved by even the most carefully prepared and maintained drilling fluids. Of the many possible drilling problems encountered in a well before reaching target depth, this paper will discuss only those most likely to be present in the shallow [61 to 610 m (200 to 2000 ft)] drilling operations in South Texas. LOST CIRCULATION Loss of circulation is the most common problem encountered in drilling. Because the losses occur under varied conditions, it is often difficult to determine the exact causes. "Lost circulation" or "lost returns" means the partial or complete loss of drilling fluid to voids in the formation. "Loss of water" while drilling with water may take place into any permeable section and should be distinguished from "water loss" or filtration of fluid through the filter cake of mud solids laid down on a permeable formation. "Loss of water" can frequently be stopped by the addition of colloidal sized clay particles such as high yield bentonites, whereas "water loss" may be controlled with organic polymers. Subsurface conditions that lead to loss of circulation can be classified as: (1) natural fractures, (2) induced fractures, (3) unconsolidated or highly permeable formations (loose gravel), and (4) cavernous formations (crevices and channels). Loss of circulation may occur whenever the borehole pressure exceeds the formation pressure. The greater the differential pressure, the more likely it is that circulation may be lost. To stop loss of whole mud, voids must be bridged so that a filter cake can be laid down on the permeable section. The plugging material must be of the proper size and shape to offer greater resistance to the fluid flow around it than the flow up the annulus. A plugging composition that satisfies these requirements may not be able to be handled by the small rig pump available.

THE official title of our topic for today is "Resources of Metals and Other Strategic Minerals," but in accepting the invitation to open this discussion I claimed the privilege of being allowed to talk about problems other than resources for the two reasons that a great deal has already been said about resources and because we can never discuss them with the degree of certainty that an engineer likes. Resources are uncertain for many, reasons. One is that we do not know what is in the earth. It is four thousand miles to its center and although oil wells 1 ½ miles deep are becoming common and engineers are now talking of drilling holes 2 miles deep, even when they do they will have advanced only one two-thousandth part of the total distance. Only a relatively few mines are over a mile deep as yet. We know certainly that it is comparatively expensive to work at such great depth, but it would be a very foolish man who would assert it will be' impossible, one or two hundred years from now, for engineers to obtain from great depths mineral supplies that are now being obtained at or near the surface. As long as- I can remember I have been hearing that our petroleum resources were in imminent danger of speedy exhaustion, and yet the yearly output is now of the same order of magnitude as the total resources were once estimated, with ' the cry of over-production the loudest it has ever been. Tapping progressively deeper and deeper sources of supply, has produced this result. Even in the thin layer that we are now working much-exploration still remains to be done. .

Because of the strict requirements on the quality of limestone that are dictated by the users, the operator was compelled to find new approaches to produce a product of uniform and acceptable quality. The raw material is controlled and monitored every two minutes by a special computer in order to ensure its quality. The required minimum and maximum quality constraint had an adverse effect on performance and consequently cost. In order to improve this performance, a Monte Carlo simulation model was developed and tested for the optimal truck allocation. The input data is based upon the distribution of equipment performances and costs.
