Strategically situated in almost the heart of the leading fertilizer-consuming area of the United States, Tennessee long has ranked second only to Florida as a phosphate-producing state. Since 1932 its share of the national output of phosphate rock has increased steadily, and in 1937 its production mounted to an all-time record. More significant even than the increase in tonnage are the forward strides in technology. The Tennessee Valley Authority's research program has led to quasicommer-cia1 operations using hydroelectric power to manufacture concentrated phosphatic fertilizer that is used to further the farmer education program designed to streamline the fertilizer business and halt the appalling waste of farm land by soil erosion. Even more stimulating to chemically minded imaginations is the production of elemental phosphorus by a private company that not only has succeeded in extracting it from the phosphate rock in electric furnaces but actually has contrived to capture it and to transport it safely in tank cars. New values have been created for low-grade phosphate deposits, and the economic life of reserves has been lengthened while the waste of former years goes back into the mills for recovery of its values by modernized methods. Tennessee's phosphate-mining industry dates from the discovery of blue rock in Lewis County in December 1893. Its known reserves are of the order of 101,500,000 tons, which compares with the production of 825,099 tons in 1937; that is, 21 per cent of the phosphate-rock output of the whole nation. The total output reported from 1894 until July 1. 1938, was approximately 19,000,000 tons. Offcial estimates of reserves are overly conservative and evidence submitted before a joint Congressional committee in November 1938 places "probable" reserves at more than 6,000,000,000 tons.

THE high tension belt conveyor is introducing a new and tremendously expanded era of low cost bulk material handling. High tension belt conveyors are generally those installations involving very long centers, high lifts, or drops, in which the belts are stressed up to their maximum tension values, and further, where the belt construction provides tension capacity far beyond what is possible with conventional belt constructions. With these high tension installations, the magnitude of the forces involved demands careful refinement of accepted design practice in order to achieve optimum balance of all factors. No attempt will be made to evaluate the relative merits of belt conveyor haulage with other means of transportation. For present purposes, it is assumed this has already been done in favor of belt conveyor. Neither will any attempt be made to evaluate the various conveyor belt constructions now available or to balance the advantages of various types of mechanical equipment. It is also assumed that the basic haulage information on which the conveyor design is based is accurate and complete. A sustained maximum, uniform load on the belt at all times must be achieved through proper feed control and the use of adequate surge storage to level the peaks and valleys of any varying demand for the material being handled. General Belt Capacity Considerations The belt conveyor capacity tables published by various belting and conveyor equipment manufacturers vary to a considerable degree, and the ratings given are quite conservative. Of necessity, these published ratings are based on the handling of average materials under average conditions. In applying a high tension belt, all possible capacity from the belt must be obtained in order to hold its width to a minimum and thereby limit the initial cost. Two factors are involved, loading to maximum cross section area and traveling at a maximum practical speed. Belt Loading: Proper treatment of the loading of the belt will result in maximum cross section to the load, and published capacity ratings can be exceeded, sometimes by appreciable margins. On the 10-mile conveyor haul used in the construction of Shasta Dam, California, although the rated capacity of the belt line was 1100 tons per hr, at times the system handled peak loads of 1400 tons per hr, almost 25 pct better than the rated capacity. One of the large coal companies has been able to exceed rated capacity by as much as 50 pct. Loading conditions which must be controlled are: 1. Large lumps must be scalped off and rejected or the load must be primary crushed before being placed on the belt. 2. The material weight per cubic foot must be accurate, must be known for all the materials being handled, and must be known for the complete range of conditions of the individual material being handled. Long centers and high lifts magnify small differences into serious proportions. 3. Uniform feeding to the belt is most important. Various types of feeders are available, which can be used to place a constant predetermined volume of material on the belt, or, where an appreciable range of material weight exists, through electrical control actuated by current demand, to place a predetermined uniform tonnage on the belt. One long slope belt in a coal mine in Pennsylvania is being fed at three separate stations with the controls so arranged that whenever the maximum load is going onto the belt from the first station, the other two stations automatically cut out. Whenever the load from the first station drops back, the other two stations again automatically cut in. 4. Careful design of the chutes and skirts is necessary to get the load centered on the belt with a minimum of free margin along each edge. Some free margin at the edge of the belt is necessary to prevent spillage, but if the load can be kept accurately centered, this free margin area can be reduced, and more material can be carried on the belt. What can be accomplished in this respect will vary widely, depending on the nature of the material being hauled. The chute and skirt design must also protect the belt. 5. The design of chutes and skirts should also get the load traveling in the same direction and close to belt speed, so that the load comes to rest on the belt as quickly as possible. The design of the chutes and skirts is worthy of careful study, and after a system is put into operation it should be experimented with to get the best results. Belt Speed: High belt speeds should be used in high tension work. Obviously, high belt speeds enable haulage on a narrower belt, reducing initial cost. The thermodynamic properties of liquid Mg-Ge alloys have been determined between 1000°and 1500°K by an isopiestic method. Germanium specimens, heated in a temperature gradient and contained in covered graphite crucibles of special geometry, were equilibrated with magrtesium vapor in closed titanium tubes. The crucible design allowed free access of magnesium vapor to the samples during the equilibration to form alloys of magnesium and germanium, but prevented magnesium losses from the crucibles on quenching the titaniuin tubes to terminate the experimental runs, thus preserving the equilibrium alloy compositions. The activities and partial molar enthalpies of magnesium and the integral thermodynamic properties of the system were calculated from the experimental data. THE Mg-Ge phase diagram' shows one congruent melting compound, Mg2Ge, of essentially stoichio-metric composition, two eutectics, and very limited terminal solid solubilities. Very little information is available on the thermodynamic properties of the Mg-Ge system. The free energy of formation of Mg,Ge was recently deter-mined2 by a Knudsen cell technique in the temperature range 610° to 760°C. The standard enthalpy of formation of Mg,Ge was measured calorimetrically by Bever and coworkers.3 The present study was undertaken as part of a general investigation of the thermodynamic properties of the homologous series of Mg-Group IVB systems, i.e., Mg-Pb,4 Mg-Sn,5 Mg-Ge, and Mg-Si. An isopiestic technique was used which was developed by the authors5 for investigating the thermodynamic properties of liquid Mg-Sn alloys. Specimens of the nonvolatile component, contained in covered graphite crucibles, are heated in a temperature gradient in an evacuated and sealed titanium reaction tube, and equilibrated with magnesium vapor of known pressure. The method employs crucibles of special geometry which preserve the high-temperature equilibrium composition of liquid alloys having a highly volatile component such as magnesium on termination of the experimental runs by quenching the crucibles to room temperature. EXPERIMENTAL PROCEDURE First reduction germanium of 99.999+ pct purity (Eagle-Pitcher Co., Cincinnati, Ohio) and 99.99+ pct magnesium metal (Dominion Magnesium Ltd., Toronto, Canada) were used. The graphite crucibles were machined from high-density (1.92 g per cu cm) graphite rods (Basic Carbon Corp., Sanborn, N.Y.) which had a maximum ash content of less than 0.04 pct. The non-reactivity of graphite with germanium at the temperatures used in this study had been previously established by Scace and Sleck.6 The experimental procedure has been previously described in detail.5 The selection of a particular crucible geometry for a run was determined by a combination of imposed experimental conditions, the principle being that more tightly covered crucibles were required to preserve alloy compositions during quenching when higher magnesium pressures and higher specimen temperatures were used. Depending upon the composition range of the equilibrated alloys the source of the magnesium vapor was either pure magnesium or a two-phase mixture of Mg2Ge + Ge-rich liquid of known magnesium pressure. The experimental runs can be divided into the following three groups on the basis of crucible geometry and magnesium source material. Crucibles with Small Holes and Pure Magnesium Reservoirs. The crucible dimensions were identical to those of the Mg-Sn investigation5 except that the hole diameters were reduced to 0.010 in. because of the higher temperatures and higher magnesium pressures involved in the Mg-Ge system. During an equilibration run, magnesium vapor diffused from the reservoir to each specimen through the small holes, one drilled through the crucible lid and two others drilled through graphite baffles positioned vertically inside the crucible between the lid hole and the specimen. Since the magnesium pressure was high, i.e., in the range 117 to 277 Torr, during the equilibration time of approximately 24 hr, equilibration was not impeded by these holes. A specimen composition at equilibrium was fixed by the relative temperatures of the specimen and the reservoir, and by the thermodynamic properties of the system. Upon brine quenching the titanium reaction tube to end a run the vapor pressure of magnesium above the liquid alloys decreased exponentially with decreasing temperature, and the small cross-sectional areas of the holes (4.9 x 10"* sq cm) drastically reduced magnesium losses from the crucibles. Because of its low vapor pressure, germanium losses from crucibles during a run were at most 0.2 mg for pure germanium and correspondingly less for the alloys. This crucible geometry satisfactorily retained the equilibrium alloy compositions on quenching for magnesium-rich (from 3 to 33 at. pct Ge) alloys provided their temperatures were below the melting

The study of the energy used in crushing operations has advanced from a period of perplexing confusion to one of greater clarity. Only within the last few years has any true conception of the work in crushing been possible, owing to the chaotic state of theoretical knowledge. For some 20 years a controversy existed between those advocating the Rittinger law and those advocating the Kick law. The Kick law now appears to be definitely out of the picture, and crushing efficiency may be based confidently on the Rittinger theory. There also seems to be a generally crystallized conception as to the meaning and nature of sub-sieve material. There is needed a simple, direct method for determining surface on a crushed ore product, and also a simple and accepted method for size determination on minus 400-mesh material. The Crushing Law The Rittinger(l)‡ theory of crushing was advanced in 1867 and the Kick(3) theory in 1885. While the Rittinger theory might have been accepted without much question and actually had been accepted by many investigators, a serious doubt as to its validity was raised by Stadler(10) who upon purely theoretical grounds proclaimed the Kick "law" as the true law of crushing. According to Rittinger the energy required in successive steps in reduction increases geometrically, while according to Kick the energy increases arithmetically. These "laws" therefore are at variance, and the establishment of the true law was recognized as of first importance. Many simple experiments have been made to demonstrate the application of the Rittinger theory to crushing, and it would seem that its simplicity should favor its acceptance. Experimental evidence, however, was not convincing, as no reliable data could be obtained on the finer material from a crushing or grinding operation. Gates,(13) Bell,(19)

IN the nonferrous sessions this year, magnesium wiggled its way into a dace of prominence such as it has never before enjoyed. This was evidenced not only by the number of papers presented on that metal but by the attendance at the meetings. The atmosphere permeating these magnesium meetings was similar to that which exists in a family with a new baby. Everybody crowded around to see what it looked like and then wondered whether it would be a success and credit to the family. Well. magnesium appeared to be a vigorous youngster, full of life, and raring to go. A close relative of maenesium named " aluminum, although much more grown up, also attracted much attention. THE problem of sheet metal formability is one which has received a vast amount of attention during recent years. In spite of the great amount of study and experimental work which has been devoted to this problem, many of its fundamental aspects are still not well understood. No generally satisfactory test has been developed which is capable of providing a reasonably adequate evaluation of sheet metal formability, particularly in borderline cases. Anomalies persistently arise in which a lot of supposedly satisfactory material exhibits excessive breakage when formed. This lack of suitable technological tests greatly hinders the design of new parts and the substitution of new materials in parts of existing design, frequently necessitating considerable costly trial and error experimentation on an actual production basis. When, at the beginning of World War II, it became apparent that mass production methods of forming would be required in the aircraft industry if the large numbers of military aircraft needed were to be supplied, renewed attention was focussed on the problem of sheet metal formability. It was widely recognized that the formability requirements placed on sheet metals had been steadily increasing in severity through the years, especially as greater and greater emphasis was placed on streamlined designs with the resultant freer application of doubly curved surfaces. The recent advent of several new high strength aluminum alloys of more limited formability than some of the older alloys also served to emphasize the need for new approaches to the problem. It seemed evident that progress in the technology of sheet metal forming would depend to a great extent on the development of more reliable criteria for the evaluation of formability. Although the problem is admittedly very complex, the most logical approach appeared to be through studies of the fundamental material properties of sheet metals, especially under complex stress conditions simulating those prevailing in actual forming operations. Most previous investigations have failed to make full use of existing knowledge of fundamental material properties, and in many instances have attempted correlations with properties which are now recognized as being ambiguous in nature. This investigation was undertaken, therefore, with the aim of developing methods for the study of the flow and fracture of sheet metals under combined stresses, and of making use of such methods as might be developed in

The entire production of Colombia for 1927 was that from the Tropical Oil Co. concession. Production was approximately 14,000,000 bbl., of which 12,081,000 bbl. were exported from the Mamonal terminal of the Andian National Corp. near Cartagena. The balance represents that refined and used or marketed within Colombia. As production in 1926 was only 6,443,540 bbl., the increase has been more than 100 per cent. This is partly due to the looping of the pipe line from the concession to the coast, and the resultant increase in capacity to 50,000 bbl. per day, and also to increased domestic sales. The refinery at Barranca has been doubled in capacity, and it is understood is now handling 5000 bbl. of crude daily. This gives the producing field a potential outlet of 55,000 bbl. daily. The Tropical Oil Co. completed 82 wells in 1927, with one abandoned for drilling difficulties. The average daily initial production was 1136 bbl. per well. The largest well is reported to be No. 173 La Cira, rated as 5000 bbl. initial. Most of the wells were drilled on the Infantas and La Cira structures, the latter located en echelon to the northwest of the main Infantas anticline, and separated from it only by a low saddle. Drilling operations on the Llanos fold, also en echelon with Infantas but to the southeast, and at San Luis, bearing about the same relationship to the Umir Hills uplift, are still more or less in the exploratory stage. The four structures mentioned cover approximately 15,000 acres, on which there are at present 223 producing wells. Drilling has been better than 92 per cent. successful since starting operations on this concession. Allowing 15 acres per well, which is 50 per cent. more than good practice in the Mid-Continent fields, there is thus room for 1000 wclls, which at the recent rate is a 10-year drilling campaign. This does not take into consideration the known deeper oil zones, which have not been prospected, but which are uniformly petroliferous at their outcrops to the eastward. It is estimated that with the enlarged pipe line capacity, as well as increased domestic consumption, the production for this country will be about 20,000,000 bbl. for the current year of 1928. This paper summarizes the data on the oil-shale deposits of western Colorado, Utah and Wyoming. It is based on published reports by the U. S. Geological Survey, on the results of core drilling and sampling by the Bureau of Mines, on the drill cuttings from the Genera1 Petroleum well, on a recent unpublished report by the Geological Survey on the geology of Naval Oil-Shale Reserves No. I and No' 21 and from information supplied by geologists of private companies who have investigated the Green River formation. The paper also contains a revised estimate of the grade and tonnage of minable thicknesses of oil shale of western Colorado. Introduction The oil shales of the Green River formation of Colorado, Utah and Wyoming comprise an important natural resource for the production of synthetic liquid fuels. The oil shale in western Colorado generally is more amenable to exploitation, apparently richer, and probably more persistent than in Utah or Wyoming. Work is now being done by the Bureau of Mines near Rifle, Cola. to ascertain the best procedures for mining the oil shale, producing shale oil from the oil shale, and converting the oil into more salable products. As a part of this program, holes were drilled and cores were taken of the oil shale on Naval Oil-Shale Reserve No. I. In addi- tion, drill cuttings were obtained from a well drilled through the Green River formation by the General Petroleum Co. about 18 miles northerly of the Naval Oil-Shale Reserve. Geology During middle Eocene time a broad, shallow body of water, now called Uinta Lake, covered northwestern Colorado and east-central Utah; a similar lake, known as Gosiute Lake, was in southwestern Wyoming Each of these contemporary lakes was bounded by high hills; the drainage was to the south. The Green River formation was laid down as sediments in the bottoms of these lakes. It is 3000 ft thick and has been divided into the following four members:

AT the Vesta mines of Jones & Laughlin Steel Corp. on the Monongahela River, 35 miles south of Pittsburgh, JCM Joy continuous miners and 6-SC shuttle cars are used for pillar extraction in the Pittsburgh seam. The entire output of the mine goes into coke production for blast furnace operation. Because this coal, which has high metallurgical qualities, is close to the place where it is ultimately used and because supplies with these properties are being rapidly depleted, complete recovery is essential wherever possible. With the introduction of the continuous miner into the Vesta mines, therefore, it was necessary to plan a project which would facilitate development and provide for future total recovery. Use of continuous miners under varying conditions has necessitated changes with regard to roof action, method of development, method of pillar attack, and innovations in mining. In the following pages these changes will be discussed. Prior to the introduction of continuous miners the Pittsburgh seam at the Vesta mines averaged 72 in. of mineable coal, overlain with 12 to 16 in. of draw-slate, which weathers on exposure to air and is not firm enough to be held in place. Immediately overlying the drawslate is a wild or rooster coal, very irregular in thickness, varying from 12 to 30 in. Above the rooster coal the strata consists predominately of shales or lime shales and sandstone. Just before the introduction of continuous miners in the Vesta mines, however, a definite change took place in the character of the roof structure overlying the coal seam, see Fig. 1. Thickness of laminated roof immediately overlying the rooster coal varies with localities and introduces a problem in roof control. In fact, a set of eight main entries being developed in Vesta NO. 4 mine entered an area with so difficult a roof structure that management considered abandoning the section altogether. In this locality the roof consisted of thin alternate layers of roof coals and shales, with an occasional irregular seam of slick slate, the whole being laced with slips, and the coal itself being cut by clay veins and spars. In an effort to overcome some of the difficulties, roof bolting was introduced in 1949. This made it possible to recover coal from an area which otherwise would have been economically unmineable. There have been very few roof bolt failures. When conventional machines were replaced by continuous miners there were changes in the development of butt entries. By these changes it was hoped: 1—to speed development, 2—to provide as much solid coal as possible for the machine on retreat, 3—to avoid the necessity of crossing entries already driven, 4—to facilitate ventilation, 5—to provide a roadway for shuttle car haulage which would eliminate the necessity of running through doors or curtains, 6—to provide better roof control by increasing the distance between the center lines of entries, and 7—to provide more coal when the machine was in position to load.

Although the earliest use of rubber-tired haulage was in Illinois in 1936, the first unit of this type of equipment used in West Virginia was shipped into the state in 1938. All units placed in West Virginia mines have been of the shuttle-car type. The Katherine Coal Mining Co., at Lumberport, W. Va., was the second company in the United States to install shuttle cars and the Gay Coal and Coke Co., at Mt. Gay, W. Va., was the first company in the country to install the thin-bed type of shuttle car. On Oct. 8, 1940, nine companies in the state were using 41 shuttle cars, of which 10 cars at three mines were of the thin-bed type. All shuttle cars of the low type were in the southern fields and all of the high type were in northern West Virginia. At that time several units were in the process of delivery. The data in this paper were collected in the field by Mr. Schroder in connection with graduate work on mechanical loading of coal in West Virginia by mobile loaders. In the course of his field work he visited five mines in the state that were using shuttle cars. All of these mines were in high-volatile coal beds of strong structure. The more pertinent data obtained at the mines visited are given in Table I. The maximum distance of shuttle-car haul is the distance between the transfer station and the farthermost place. Tonnage per loading unit per foot of bed thickness is to some degree a measure of relative efficiency, especially if the different operations are working the same bed or have somewhat similar conditions. (communication to the Secretary*). -Mr. Addicks's account of the behavior of the nodulizer at Chrome on blast-furnace flue dust leads me to outline what has been done so far upon the application .of the same apparatus to fine sulphide concentrates. As Mr. Addicks states in his paper, the conditions prevailing in the test kiln at Yorktown in the demonstration I made for him upon Chrome material were strongly oxidizing; so much so that the sulphur was roasted down to less than 1 per cent. It is therefore to be expected that the first test made upon sulphide ore a short time after this, in which Ducktown green ore fines were used, did not show very promising results. Although the Ducktown ore contained only 13.52 per cent. of sulphur its gangue was quite fusible, and the intense heat generated by the oxidation of. the extremely fine sulphide particles slagged the mass, bringing about a condition approximating that of a Brückner roaster in distress. During the spring and summer of 1912, the writer kept working upon different schemes to cut clown this slagging. Two successful methods were finally worked 'out embodying opposite principles, one promoting oxidation of the finer particles and the other retarding. their oxidation. In the early part of the present year the writer succeeded in interesting the Braden Copper Co. in nodulizing, with the result that an extensive series of tests were made at Yorktown upon oil-floated concentrates covering quite a wide range in analysis. These tests led to trials in the Chrome rotary on the part of the U. S. Metals Refining Co. of Minerals Separation concentrates which they had in stock, and later to test runs to check up the Yorktown runs on Braden concentrates. The large-scale tests checked up with the Yorktown tests in every way (except fuel consumption, which was, however, correctly predicted), and led to the Braden company's decision to adopt the process at Braden. The fuel consumption upon oil-floated concentrates is not over 6 gal. per ton and in many cases is less. The action in the furnace is independent of the sulphur content, and there is actually less tendency to form nose rings in the Chrome rotary than upon flue dust. It is believed that the improvements entering into the design of the Braden kilns will cut down the nose-ring trouble to where it will no longer be a drawback to the process.

In recent years, the advantages of tempered martensite as a microstructure for steel parts have been well established. For parts that must not fracture brittlely when loaded at high rates, at low temperatures, or under conditions of combined stress, tempered martensite is especially desirable. One of the factors that determine whether a steel part will have a martensitic structure after heat treatment is the hardenability of the steel. Despite the large amount of recent research, there are still many unsettled basic questions concerning hardenability and its relation to chemical composition, and, indeed, considerable disagreement among investigators in the field. Much of the uncertainty that beclouds the existing knowledge of hardenability arises from the fact that hardenability is still a wholly empirical concept, and has not been quantitatively related to the more fundamental knowledge of isothermal decomposition of austenite. Hardenability is, essentiaily, a measure of the time required for small percentages of austenite to decompose, during continuous cooling, to pearlite, bainite, proeutectoid ferrite, or proeutec-toid carbide. In the practical heat-treat- ment of steel, also, the decomposition of austenite is usually not isothermal but rather during cooling, or, in general, is not at a single constant temperature. Thus, both hardenability and practical heat treatment involve anisothermal decomposition of austenite. In a previous publication1 the author and his collaborators outlined the principles that govern the relations between isothermal and anisothermal decomposition of austenite, and reviewed the experimental information available in 1945. To avoid repetition, familiarity with that article (Paper I) will be assumed, and attention given primarily to work carried out or published since 1945. The method generally employed was explained in Paper I: anisothermal transformation is studied through investigation of the effect of holding austenite at one temperature upon its subsequent decomposition at another temperature. Both temperatures are below the stability range of the austenite. This paper is confined to studies in which only a small amount of transformation occurred at the first temperature. This is the only case of importance in practical heat treatment when an essentially martensitic structure is sought. Materials and Procedure It was necessary to use different steels for the studies involving proeutectoid ferrite and for those involving proeutectoid carbide, beeause the two constituents have not been found to form in the same steel. The necessary funds have been provided for the award in 1915 of three prizes, respectively of $50, $30, and $20, for the best essays, or other papers, submitted in competition by Junior Members and Members of Affiliated Student Societies. The following rules for the competition are therefore established in accordance with the instructions of the Board of Directors May 22, 1914: (1) A competitor for the President's Prizes must be, at the time of submitting his essay, either a Junior Member or a Member of an Affiliated Student Society of this Institute.

The outstanding event in the California petroleum industry during 1931 was the continuance of curtailment of crude oil production, which directly reduced drilling and well repair activities. Although all objectives were not attained, a very close balance between supply and demand was maintained during the period of maximum requirements, but the decline in intercoastal and export shipments caused an overproduction during the last half of the year, which indicated that California production would necessarily suffer further curtailment after the end of the year. A new peak in potential crude oil production of 1,187,600 bbl. per day was reported in August and at the close of the year the California potential was 1,069,000 bbl. per day, the shut-in light oil amounting to practically 425,000 bbl. per day and the shut-in heavy oil amounting to about 150,000 bbl. per day. Fig. 1 depicts these conditions and also shows the production and curtailment situation since the inception of proration in California. The December, 1931, potential figure of 1,069,-000 bbl. per day was arrived at after the most careful deliberation by a number of committees, selected to check the potential of practically every well in the state. Continued overproduction in the first three months of 1931 and the inadvisability of building more storage, together with the inability to obtain the proper amount of curtailment in town-lot fields, such as Long Beach, Santa Fe Springs and Playa del Rey, prompted the major oil companies to inaugurate a price reduction in crude oil. This cut caused prices to reach the lowest levels since 1915, and instigated the formation of an oil sales agency, composed of independent operators, which is known as the Oil Producers Sales Agency. The purpose of this organization is to procure a market for its members at reasonable prices, advise them of market conditions and aid them in controlling the amount of oil available for sale. Marketing of oil produced by members began on June 1 and independents controlling" about 160,000 bbl. per day of production had become members by the end of the month.

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.
