IN view of the many articles that have been written on the proper classification of mining systems without so far having produced any particular tangible results it might seem that the subject is hopeless of solution. I do not believe that is so, and my intention in contributing the following outline is to present a slightly different viewpoint. Too much attention is often focused on unnecessary details and not enough on general principles. Too much attention and emphasis is often given to the system employed at one particular mine or in one particular district. In addition, names that are entirely misleading are applied to mining systems, and their adoption by the coming generation perpetuates a condition that needs clarification badly. The following classification is the result of several years of practical experience in mining and also several years' practice in teaching the same subject. It therefore represents a broad picture of the entire field of mining systems from the viewpoint of the miner as well as the teacher. It seems that the difficulty in the past has been in reconciling these two viewpoints. The need of such a reconciliation requires no explanation.

The rates of nucleation and growth at various temperatures in U-0.45, 1.1, and 1.35 at. pet Cr alloys were determined, providing a qliantitative proo-f that the transformation under study is controlled by nucleation and diffusional growth. The linear relationship, log NV US 1/T2, suggests that the nucleation of the alloys is probably controlled by the classical law of nuclei formation. The established linear relationship, log G us 1/T, in the three alloys suggests that growth in each alloy is controlled by bidimensional nuclei formation. It was established that both the rate of growth and the rale of nucleation are retarded by chromium. Using classical formulae, sApN and sApG (the ß/a apparent interphase energies) were calculated from the nucleation and growth results, respectively. It was found that their values are of the same order of magnitude. However, why sApN is unaffected by the addition of chromium, while sApG increases with it, needs further clarification. In the last few years, an appreciable amount of research has been conducted into the mechanism of the ß —a transformation in uranium and uranium alloys. Recently, Burke1 reviewed the published work concerned with this transformation. He concluded that in dilute uranium alloys it is firmly established that, at high temperatures in the a range, ß decomposes by a diffusional process. However, he based his conclusion either on experiments dealing with the over-all transformation,2 or on qualitative results.3 It was felt that a better insight into the mechanism of transformation could be gained from the quantitative measurements of growth and nucleation rates, which we aimed to carry out in the present work. In a previous work,4 we have shown that a rim of a grains is formed during isothermal transformation at the high a range. The thickening of this rim with time was used for measuring the rate of growth in U-0.45 at. pet Cr.5 This method was also used in the present work for two more alloys. For meas- uring the rate of nucleation, a method of quenching and macroetching was developed to allow differentiation between a grains formed during isothermal transformation at the upper a range and those formed after quenching, Fig. 1. WEBSTER, Philadelphia, Pa.:-I would like to call ,attention to the fact that the results of the ordinary tension and bend tests do not always give us the information we want even if we figure out the amount of work done. You want a bending test of sufficient width and full thickness. In the case of eyebars, for instance, I have had experience with a 10- by 1-in. eyebar which gave perfectly good results in a full-size test of the finished bar. The 10- by 1.5-in. and 10- by 1.75-in. eyebars from the same heats-of steel were absolutely worthless in full-size tests. The narrow bending tests from all these bars gave good results. Bat after going into the matter fully, we found that if pieces about 3 in. wide and full thickness were used for the. cold bending tests, the heavier material would not stand this test, but failed. That is, in order to check the quality of the rolled bar you should have a wide piece of full thickness for cold bending, as the narrow pieces give misleading results. J. E. Y. :-I would like to ask if there have been any tests made to compare the results of Charpy tests with the true dynamic test similar .to the Wohler test, except that the piece is subjected to a tensile or compressive stress and to alternating stresses in addition, at the same time. This seems to me to approach more nearly than any other test to the conditions of actual service. where the piece is under a fixed initial stress plus a highly variable and often alternating stress. Some tests were made on this plan in England within a year or two. The test piece was Subjected to either a tensile or compressive stress of known amount and simultaneously to alternating stresses in addition. Such a. test as this gives information which we cannot get by a tensile test or even from the tensile strength multiplied by an. elongation. Such tests, however, are exceedingly tedious and require long periods of time in order to obtain valuable results. If material could be subjected to these dynamic tests and the same material to the. Charpy shock test, and if some reasonable qualitative relation could be established between the results of the two tests, then we could assume that the shock test, which is so simple and easy to make, was a measurably accurate test of the dynamic qualities of the material. Empirical equations for surface tension of propane and normal butane as functions of reduced temperature are obtained from experimental data. Another correlation relating surface tension to enthalpy of vaporization is given for these two compounds. In addition, new paracbor numbers are calculated for the normal paraffin hydrocarbons. These numbers are utilized for the calculation of interfacial tension of two-component systems as functions of pressure and temperature, using a modified form of Weinaug-Katz equation. The experimental data for two binary systems are approximated by the correlation. From these results it is found that the interfacial tension in the high-pressure region remains extremely low at large pressure decrements below the critical pressure. Thus, it appears that condensate systems may have flow characteristics almost like single-phase conditions even though the pressure is within the two-phase region. Experimental data have shown that interfacial tension divided by density difference approaches zero as the critical pressure is approached. A calculation of wetting-phase saturations indicates that the saturation gradient at the two-phase contact becomes increasingly abrupt as the critical pressure is approached. DISCUSSION Prediction of the surface and interfacial tension of the light hydrocarbons and of two-component hydrocarbon mixtures at various temperatures and pressures may be made if other physical properties are known. Extensive experimental work on single-component and binary systemsl is the basis for the correlations outlined in this paper. Interfacial tension is defined as the specific surface-free energy between two phases of unlike fractional composition, while surface tension is defined as the specific surface-free energy between two phase:; of the same fractional composition. The usual definitions relating interfacial tension to a liquid-liquid interface and surface tension to a gas-liquid interface are not clearly defined when the critical region is included, and there is no sharp distinction between a gas and a liquid phase. Interfacial tension is probably the most important single force that makes one-half to one-third of the total oil actually in place in a reservoir rock unrecoverable by conventional gas-drive or waterflood methods. A rough estimate of this figure for the United States is 100 billion bbl. Interfacial tension presently is used by petroleum engineers in the estimation of saturation gradients at the gas-oil contact and at the oil-water contact. The data in this paper should prove useful for estimates of reserves involving gas-oil contacts. Relative permeability undoubtedly is influenced by interfacial tension, for sufficiently small values. These data should be useful in determining how small the values are In addition, these data should eventually add to our fundamental knowledge of surfaces. At the critical point, all surface excesses approach zero and the thickness becomes very large. SINGLE-COMPONENT SYSTEMS It has been observed1 that the following relationships are good approximations to the physical properties of propane and n-butane.

It has been customary at our opening sessions, for the presiding officer to address you on the general development of one or another of our several professions, or upon some important feature of Mining or Metallurgical Engineering. It is somewhat embarrassing to his successor that our former President, Dr. Raymond, expert as he is in every one of these professions, has been accustomed to keep them all, in their turn, prominently before yon. In selecting for this occasion a subject necessarily connected with iron and steel, I have thought that a review of these manufactures, with reference to some of their more pressing needs for improvement, will be more timely than a general or statistical paper. I shall endeavor to confine my remarks to a few specific defects of practice and management, and to their equally specific and more or less developed remedies. That serious defects exist; that they must be remedied ; that the manufacture is indeed already on the verge of transition, will be generally admitted. But it cannot be revolutionized all at once, however desirable the technical results might he, for that would bankrupt the business at large. We cannot afford to pull down and rebuild all our blast-furnaces that do not make a ton of pig iron with 25 cwt. of fuel; nor to replace all our hand-puddling furnaces with revolving ones, even if we could select the best revolver. Although the soft steels promise to supplant iron for most structural purposes, there are neither money nor present market to warrant all at once replacing our iron works, or half of them, with steel works. Since, then, these manufactures can neither stand still nor be suddenly metamorphosed, their managers are saying to one another: " We must feel our way into larger development; we must work gradually into better practice; we must improve a little at a time."

With the use of polymer solutions in secondary recovery operations, the need has developed to understand the mobility control mechanism. This study investigated mobility control by considering both permeability and rheological effects. Experiments used a high molecular weight, partially hydrolyzed polyacrylamide polymer. Flow studies took place in reservoir and Berea cores having zero oil saturation. Effective size of the polymer flow unit was inferred from Nuclepore filter tests. Clay studies indicated the particle size capable of decreasing the core permeability. Flushed permeabilities measured the approximate core permeabilities with flowing polymer solutions. These permeabilities were considerably lower than original values. With mobility data and the flushed permeability, maximum effective viscosities were determined for polymer solution flow in a core. Effective viscosities showed that rheological properties play an important part in mobility control with polymer solutions. The study showed that permeabilities decrease and stabilize with polymer flow. At the lower permeabilities, high shear rates exist in the cores. Because of the pseudoplastic character of the polymer solution, the high shear rates caused low effective viscosities. This condition pointed to the inefficient use of the potentially high viscosity of the polymer solution at low shear rates. INTRODUCTION In the oil industry, a great deal of interest is being shown in the use of polymer solutions for secondary recovery and a number of polymer floods are being performed in the United States.1 Some of these floods have become commercial while others have been reported as failures. A number of floods are still in progress and remain to be evaluated. With the advent of polymer flooding, the need developed to understand the mobility control mechanism in porous media. Rheologically, the polymer solutions behave as pseudoplastic fluids. Investigators have studied the rheology for this type of non-Newtonian fluid in porous media?-6 Results have also been reported on the ability of polymer solutions to decrease mobility.7-10 Some investigators indicated that polymer solutions show a different rheological behavior in cores than on the viscometer.7,8 This study is representative of an initiatory investigation on mobility control with polymer solutions. Some effects are considered on a qualitative basis. Mobility control is considered from the standpoint of both permeability and rheology and, to the extent possible, permeability and rheological effects are considered separately. Results show that mobility control occurs from a reduced permeability caused by polymer retention and an effective viscosity determined by the average shear rate in the core. In this respect, rheological behavior is as important in mobility control as permeability. PROCEDURES A high molecular weight, partially hydrolyzed, polyacrylamide polymer was used in the investigation. Solutions of various concentrations were made with this polymer in different types of water. Some solutions used distilled water and others used tap water. The tap water contained approximately 500 ppm dissolved solids. As used in this paper, concentrations in ppm refer to parts by weight solute to one million parts by weight of solvent. In the tap water, calcium and magnesium accounted for from 60 to 80 ppm of the solids, the remainder being mostly sodium chloride. All solutions contained a bactericide, and anti-oxidants and antiprecipitants were added to the tap water. Capillary and concentric-cylinder* viscometers determined the rheological properties of solutions. The capillary viscometer is described elsewhere.6 Berea and reservoir sandstone were used as core materials for this investigation. Cores were 1 in. in diameter by approximately 2 to 3 in. long. Prior to mounting, the Berea cores were heat-treated for 3 hours at 850F. This treatment decreased the water-sensitivity of the clays in the cores. The reservoir cores were cleaned with solvent and

POWDER metallurgy has been established for some time as a novel method for manufacturing a great variety of articles generally specialties that could not be made conveniently by any other method. In this category are such parts as porous hearings cutting tools of sintered carbides, and electrical contacts in which the metallic constituents do not tend to alloy in the proportions employed. The industry, however, is now at a stage where it has begun to manufacture articles that can and have been made by other methods. Thus, powder metallurgy is now preferred technique for the production of numerous machine parts characterized by high strength, accuracy of configuration, and substantial lack of porosity. Manufacture of such machine parts from metal powders has no doubt been stimulated by the war, although the trend in this direction has been apparent for several years. In any case, quantity production of high-density precision pieces by ponder metallurgy is now in full suing in the United States, and such production can and should continue to expand during and after the war.

Methods and results of measuring three basic parameters for ground stability control, ground pressure, strata movement, and geomechanical properties of mine rock are presented in this paper. It is found that these parameters can be measured in situ by simple and practical techniques with nonsophisticated and inexpensive instruments. Specifically, a drillhole dilation technique employing a cylindrical hydraulic borehole pressure cell (CPC) was used to determine the modulus of rigidity. Premining ground pressures were determined by pressure convergence tests with a combination of one CPC and two pre-encapsulated flat hydraulic borehole pressure cells (BPC) installed in a single drillhole. Abutment pressures and pillar loading were monitored with BPC's. Differential strata movements and bed separations were measured with self-recording 10-anchor-point extensometers. Roof-to-floor convergence was measured with self-recording convergence meters. Some applications of these in-situ-determined parameters to mine design and ground stability control are also discussed.

IV. THE BOUNDARY BETWEEN STEEL AND IRON. It would be well to decide on a definite carbon-content to serve as a boundary line between ingot-iron and ingot-steel, between puddled-iron and puddled-steel, and between any other varieties of wrought-iron and weld-steel. Two plans have been considered. One is to draw this line at 0.32 per cent. of carbon or its equivalent in other elements, for the reason that this carbon-content appears to correspond to the critical point, 0, in the diagrams of Roberts-Austen and Rooze-boom.8 This has the merit of corresponding to a definite physical boundary. The other plan is to draw the boundary at 0.20 per cent. of carbon, because this is a convenient place to separate the important classes " soft steel " and " half-hard steel," so that if this point was adopted "ingot-iron " would be synonymous with "soft steel," and " ingot-steel " would be the equivalent of the two classes, " half-hard steel " and " hard steel."

THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

Josephtown Smelter employs the St. Joe-developed electrothermic process for producing zinc metal and zinc oxide. The process uses resistance-type electric furnaces. Flow of current through the sintered ore and coke charge develops the energy required for smelting at the reaction sites. To produce zinc metal, the furnace off-Gases bubble through a large "U"-tube filled with molten zinc which condenses the zinc to liquid; the metal is then mechanically cast into slabs. To produce zinc oxide, the furnace vapors burn in air and the resultant powders are collected. The smelter comprises three distinct circuits. One circuit produces American Process zinc oxide and high grade metal; another circuit produces tailor-made alloys of controlled lead and cadmium content; the third circuit produces prime western zinc metal and feedstock which is refined into special High grade metal and French Process zinc oxide. The roasting circuit utilizes multiple-hearth furnaces for deleading the zinc concentrates; fluid bed and suspension roasters are employed for desulfurization. Sintering produces a hard, porous furnace feed. The flexible smelting process is adaptable to consuming various kinds of secondary material. Extensive residue treatment accomplishes high overall zinc recovery. Smelter by-products include sulfuric acid, cadmium, and mercury.

The investigation herein described was carried out for the purpose of studying, both by chemical and metallographical means, the extent of over-oxidation of steel that can be accomplished by excessive overblowing in a Bessemer converter. 111 addition there are appended some results of basic open-hearth and crucible steels. Remarks on Chemical Methods. The test block used was hemispherical in shape, 4.5 in. in diameter and 2 in. thick. Drillings for analysis were obtained by drilling through the entire solid part of the block, carefully avoiding all cracks and blow-holes and mixing these drillings thoroughly. Drillinga were carefully examined for scale and the finest were gone over with a microscope to be sure all scale from whatever source had been removed. Oxygen was determined by the well-known method of Ledebur, modified according to Cushman,1 with, however, the removal of the preheating tube, which was found unnecessary. This method has been found to give concordant results. Blanks run from 0.0003 to 0.0006 g. Duplicate determinations varied not more than 0.001 to 0.003 per cent. It seems to be generally supposed that the hydrogen method gives only that oxygen which is combined with iron. Whether this be true or not, the content of oxygen existing as iron oxide no doubt predominates sufficiently, so that the result obtained is sufficient to indicate whether the steel is over-oxidized or not. We are well aware that the oxides of manganese and chromium, when existing alone, are not reduced by hydrogen at a red heat. It is suggested that the difference in ease of cross-slip among the fcc metals determines the relative amounts of [111] and [100] wire texture which occur in each metal. Since the ease of cross-slip is controlled by the stacking fault energy, it turns out that the amount of [111] texture should increase as the stacking fault energy increases. Arguments and existing data are presented to support the above suggestion. THE fcc metals generally have a dual texture, [11 and [loo], after wire drawing. As yet no fundament explanation exists concerning the variation of the amounts of each texture among the metals. Barrett&apos; has compiled data which show how the relative amounts of each texture vary from 100 pct [Ill] in the case of aluminum to 25 pct [l1] for silver. In this paper it is suggested that the value of stacking fault energy plays a major part in determining the amount of each type of texture. The double texture has its origin in the classical rotation of a single crystal under tension. An equilibrium position of the crystal is one in which three or more equivalent slip systems are operating simu taneously. Most crystals, initially, tend to rotate toward the [1ll] or the [l00] pole depending upon its initial orientation. This single-crystal behavior is essentially the same as the rotational behavior of the polycrystalline metal as worked out by Taylor.2 The next point to consider is whether the [Ill] or [100] orientation is more stable. There have been many discussions of this question3&apos;" which, in general, have lead to the conclusion that 11111 is most stable. For example, Pickus and Mathewson 4 suggested that a [Ill] texture produces more effective flow becake the [ 110] slip direction makes a smaller angle with the [111] than with the [loo]. A crude statistical argument will be presented which again favors the (1111 orientation. In order to maintain a pure [loo] wire texure, slip must occur in equal proportions in four of the six possible <110>slip directions. In order to maintain a pure [Ill] texture, slip must occur in equal proportions in only three of the six <110>directions. Since the <110> directions are the only slip directions in a fcc metal and if it is assumed that each of these six directions is equally probable, then the relative probability of a [1ll] texture vs a [l00] texture may be calculated. The statistical weight of a particular texture is the multiplicity of a texture times the probability of obtaining any one. The statistical weight for [Ill] is

THERE have been many recent studies of nonequi-librium alloy structures using specimens which have been formed by rapid solidification.&apos; The general methods for achieving nonequilibrium structure utilize high velocity impingement of a liquid metallic droplet(s) and one or more substrates of relatively high heat conductivity. Specimens formed by current popular techniques are small and have various forms of irregular geometry which severely limit their use for many measurements of physical or mechanical properties. As a result of geometric limitations most research has been restricted to X-ray diffraction, electron microscopy, and to a small degree, electrical resistivity. Recently several attempts in mechanical property evaluation have been reported.2,3 A technique for casting large quantities of regular, rectilinear, continuous metallic fibers has existed for a number of years.4 We have utilized this technique with some slight modifications to produce nonequi- librium alloy structures. The phases in Fe-C alloys over a wide composition range have been studied after splal quenching from the liquid state. Binary alloys containing 0 to 5.1 wt pel C as /cell as a large number of ternary Fe-C-Si alloys with 2.5 to 5.0 wt pct C and 0.3 to 5.1 wt pct Si were attlong those sludied. Olher Fe-C-X alloys, zcilh X being Co, Cr, ,Wn, Ni, and Ru , were also inrestigated after splat quenching. At high carbon contents, a new hcp phase (designaled 6 phase, but different from e carbide) is retained upon splat quenching. The .fraction of this phase varies up lo 97 pcl for a Fe-4.K-1.9% alloy. The composition of the E phase ranges from about 3.8 10 4.8 wt pet C, and the corresponding laltice parameters increase linearly ulith carbon content, while the c/a ratio remains essentially conslc~nl. The E phrtse appears to he a solulion of carbon in E iron, the latler being nornially found only at high pressures. It is deduced that the unit cell of the E phase corresponds to the formula Fe12C3, and llzal il is relaled to tlie ordered slruclures 0.f 6 iron carbide and c iron nilride. The E phase is compared and contrasted to the olher known carbides and nitrides of iron and nickel. These high-carbon aus-tenites can be partially tm?zsforttled lo tnartensile hy severe deformation in the temperature range of — 190 to -50°C. TECHNIQUES for splat quenching from the liquid state have been utilized in numerous recent investigations to produce metastable phases in a variety of alloy systems. Among the several ways of splat quenching, the shock-tube method appears to yield the highest cooling rates1-3, 7, 8 and was adopted here. Estimated cooling rates attained in the present experiments ranged from 10&apos; to 10 80Cper sec.&apos; As a part of a research program on interstitial al- loy phases, the Fe-C system was selected for splat-quenching studies. It was hoped that splat quenching would allow high metastable supersaturations of carbon to be retained in solution. Also of considerable interest were the conditions governing the occurrence of the various intermediate phases upon solidification. The alloys investigated included both binary Fe-C compositions as well as six ternary Fe-C-X alloy systems. The known phases in the Fe-C system are summarized in Table I.* Only the ferrite and graphite are ent investigation.14 and is described in detail herein Table II summarizes corresponding data on Fe-N phases, which are also of interest here because of their similarity to the Fe-C phases. EXPERIMENTAL PROCEDURES Alloys were prepared by melting the elements. 99.9 pct purity, in an inert gas nonconsumable electrode arc furnace. The buttons. weighing about 5 g. were remelted twice. were then fragmented. and their interior surfaces were examined for uniformity: if any doubt existed. they were remelted again. Chemical analyses were performed on all the alloys. the accuracy being about k0.05 wt pct. At high temperatures, carbon-containing alloys react with alumina crucibles as follows: If the atmosphere in the splat-quenching furnace does not contain sufficient carbon monoxide the alloy can be depleted of carbon and contaminated with aluminum. Calculations and experimental observations showed that 50 to 100 torr CO partial pressure effectively blocked the above reaction in all the alloys investigated. The splat-quenching equipment in Figs. 1 and 2 provides for evacuation and back-filling with CO-Ar mixtures. The furnace is capable of operation up to 1650°C. and the gettering action of the graphite heating element reduces the oxygen partial pressure in the furnace atmosphere to below 10-5 torr, thus preventing oxidation of the specimens.

One interested in the Pittsburgh seam should not fail to read the exhaustive and authoritative paper by Eavenson2 presented in 1938. As Allegheny, Fayette, Greene, Washington, and Westmoreland Counties contain practically all the reserves and furnish nearly all of the production from the Pittsburgh seam in Pennsylvania at the present time, this area only is intended when reference is made to the Pittsburgh seam in Pennsylvania. On much of the seam in Greene and Washington Counties, which contain a large proportion of the total reserves, insufficient data are available to determine the detailed characteristics of the seam with any degree of finality. It is hoped that the data presented here will fairly well indicate the probable characteristics. Economic Importance of the Pittsburgh Seam The Pittsburgh seam in Pennsylvania is of primary importance as a coal resource, not only because of its substantial reserves but because it contributes such a large proportion of the coal used in the country and an even larger proportion of that used in the manufacture of coke. Mr. Ashley3 placed the estimated recoverable reserves (1935) of the Pittsburgh coal bed in Pennsylvania at 7,500,000,000 tons.* Although a considerable portion of this tonnage is not now suitable for coking coal, because of its high sulphur content, undoubtedly the supply of coking coal will last for many years and that not suitable for coking will furnish industry with an ample supply of energy. In attempting to assess the contribution of the Pittsburgh seam to total coal production and to that of coal used in making coke, one finds that the statistics published annually by the U. S. The Freeport Sulphur Co. built a portable crusher in 1944 that solved a problem that none of the crusher manufacturing companies contacted were able to do. Two of these crushers have now been in service for 6 years, giving satisfactory service in handling a million tons per year, and having a capacity of over 2000 long tons per 8-hr shift. These machines reduce ton size blocks of sulphur to 12 in. and also feed the conveyor system at the rate of 350 long tons per hr per machine.

The annual report of the Secretary of the Southern California Local Section for the year ending May, 1919, says that the Section was called upon to give all the assistance possible for the different Liberty Loan drives, for the Red Cross drives and not only in the canvass of our membership, but the canvass of all of the mining companies represented in this city. The committee on the Red Cross drive on which we were represented raised a larger proportion of the total amount than any other in the city. The subscriptions for Liberty Bonds from the members of our&apos; Section that were credited to the Committee of the Joint Technical Societies exceeded in amount the subscription from the members of all the other technical societies combined. Members of our Section slid splendid and efficient work throughout the first half of the year at the Red Cross headquarters in this city, and under the leadership of A. B. W. Hodges and F. B. Close, systematized the work of handling the enormous quantity of material that passed through that organization. Mr. E. A. Montgomery directed the canvass of the mining companies of this city in the bond drives, and the Executive Committee did its part in solicitation among the mining engineers. The Section, together with the local sections of the American Chemical Society, American Institute of Architect, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and the local Engineers and Architects Association, forms what is called the Joint Committee of the Technical Societies. of Los Angeles. The honor of having the first president of this combined organization of engineers was given to us with, the election of Mr. Seeley W. Mudd. Upon Mr. Mudd&apos;s entering the service, Mr. George A. Daman of the Electrical Engineers was elected to the position and served splendidly during the latter part of the year. It devolves upon this Section to be represented upon this Joint Committee by three members, and it is our duty to supply a speaker once in six weeks to address the engineers in attendance at the weekly luncheon. During the year not a few of the most prominent men of the engineering professions have spoken upon subjects of the greatest interest to us all. Had it not been for the organized team work in the engineering profession available through this Joint Committee, there would have undoubtedly been passed in the recent session of the legislature of this state a bill for licensing and registering all professional engineers in this state, which, in the opinion of your Executive Committee and a large proportion of the membership of this Section, would have fallen far short of either protecting the engineer or protecting the public from impostors. That the public is awakening to the importance of what our National Society represents in the profession of mining engineering can be well inferred from the increasing number of inquiries your Secretary receives regarding the reputation of mining engineers. The necessary qualifications which a membership in the Institute requires and the membership of an engineer in this National Organization is more and more a criterion as to the ability of an engineer who represents himself as such, to the general public.
