THE demand for improved materials for high-temperature service has increased during the last few years. Iron,- nickel,- and cobalt-base alloys have been investigated extensively and many alloys with outs'tanding high-temperature strength have been developed. Considerable research has been directed toward improved methods of processing these alloys. The vacuum furnace as a tool for the purification and improved control of high-temperature alloys has been studied extensively and production units are in operation. The research covered by this paper studied the effects of casting in air, vacuum, or argon upon the elevated-temperature properties of two nickel- and two cobalt-base alloys. The alloys investigated were Stellite 31, He 1049, Udimet 500, and Guy Alloy. MELTING AND CASTING PROCEDURES Two heats of each of the four alloys under investigation were melted and investment cast under the following conditions: 1) Stellite 31 was melted and investment cast in air and in vacuum, with an argon atmosphere for pouring. 2) He 1049 was melted and investment cast in air and in vacuum, with an argon atmosphere for pouring. 3) Udimet 500 was melted and investment cast in vacuum with and without additions of zirconium and boron. 4) Guy Alloy was melted and investment cast in vacuum and in argon. The heats were all melted in induction furnaces equipped with preformed magnesia crucibles of 50-lb capacity. The air-melting furnace was powered by a spark-gap converter of 40 kw capacity. The vacuum-melting furnace was powered by a motor-generator set of 100 kw capacity. The argon heat of Guy alloy was melted in the vacuum melting furnace under an argon atmosphere. Virgin materials were used for preparing all heats except the air heats of Stellite 31 and He 1049. The charge for the air heat of Stellite 31 was a commercial blend of shot. DESTRUCTION of the plants, machines, utilities, tools, materials, and other essentials for peacetime living penalizes not only the owners of the materials destroyed, but the world as a whole. Specifically, the fundamental fallacy of any proposal for the in- discriminate destruction of the German industrial system is that it fails to differentiate between the wartime and the peacetime economy of the Reich. We are for one simple, clear objective-an effective industrial means to keep Germany from starting another war. This objective should not be con- fused, especially before the war is even won, with the appropriate punishment of Germany or with the international arrangements for the long future to be made around the peace table by the representatives of the Allied Nations after victory is achieved. This paper, therefore, does not deal with broad, complex postwar questions of diplomacy and international policy. "Unconditional surrender" implies disarmament of the German armies, the surrender of all arms, munitions, air- planes, and other ordnance material in stock piles or in process. It also should include the elimination of all German war production facilities, such as ordnance plants, munitions plants, and submarine works, and the control of raw materials required by war industries.

Discussion of the paper of CHARLES E. WEAVER, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1419 to 1427. MILNOR ROBERT, Seattle, Wash.-A year ago at this time, 12 wells were being drilled for oil in western Washington. Some excitement attended the operations; many thousand acres of land were leased to oil companies and stock was widely advertised. The location of the wells may be described by referring to the conclusions in Dr. Weaver's paper, in which the State is divided into four areas. In the area described first, which includes the Cascade Mountains and eastern Washington, where conditions are decidedly against the existence of commercial oil fields, no new drilling was reported. In the second area, the Puget Sound Basin, where conditions are unfavorable, but to a less degree, five wells were being drilled. The third region, covering certain parts of southwestern Washington, contained four drilling wells and several others projected or beginning operations, in spite of the absence of petroleum seepages. None of the wells mentioned is fully active today. On the western side of the Olympic Peninsula, along the Pacific Ocean, are three wells which have been the scene of operations for the past two to three years. The region they are prospecting contains seepages of light oils and is the fourth area described in the paper. The difficulties of transporting both men and supplies to the well sites have delayed operations and brought the costs up to high figures. The drilling of these three wells is interesting on account of the presence of oil in nearby seepages and its occasional appearances in the material penetrated. A. C. The geological conditions on the Peninsula are not similar to the conditions in California, and it would not prove to be a continuous belt of oil-bearing territory from there to here if oil should be found at either end.

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. Pollution control will be of utmost importance in the 1970's. In this area, the mineral process engineer has a special competence to understand and remedy many pollution situations. There is an old adage that goes, "Build a better mouse- trap and the world will beat a path to your door." Would that it were so, but the reality of the situation is such that, just as a supplier must sell his machine, a professional man must sell his competence. It is a sad but true fact that mineral processing engineers have not done a very good job in selling their extensive competence in the control of a broad range of pollution problems. Recently one of our students visited a paper pulp mill where he was shown a foam fractionator used to remove paper pulp fibers from plant discharge waters. "Foam fractionator hell, that's a flotation cell!'' was his comment. Ah so, it would appear that large numbers of technical people consider themselves experts on "foam fractionation" Or is it that we have been very remiss in demonstrating the usefulness of our equipment and processes and our professional competence to solve, these pollution problems?

In the case of The Eureka Consolidated Mining Company v. The Richmond Mining Company of Nevada, recently tried at San Francisco, California, the real defendant was the Richmond Consolidated Mining Company, of London; but this being a foreign corporation, holds its mining property in Nevada through the Nevada corporation of similar name, in which the London Company owns all the stock, except the few shares necessary to " qualify" the American directors. The trial would naturally have taken place in the Circuit Court at Carson City, Nevada, and before a jury. But by stipulation of the parties, the case was tried in San Francisco, before Hon. Stephen J. Field, Justice of the Supreme Court of the United States, Hon. Lorenzo Sawyer, United States Circuit Judge of the Ninth Circuit, and Hon. E. W. Hillyer, United States District Judge, for the District of Nevada. The hearing began July 23d, 1877. The witnesses occupied two weeks, and the argument of counsel three days. Very eminent lawyers were engaged on both sides; for the plaintiff, Messrs. Solomon Heydenfeldt, R. S. Mesick, John Garber, and H. J. Thornton; for the defendant, Messrs. S. M. Wilson, Thomas Wren, and J. J. Williams. The court held the case under advisement until August 22d, when Mr. Justice Field delivered its unanimous opinion in favor of the plaintiff. The action was a complaint in ejectment, and an appeal was taken to the United States Supreme Court. The questions at issue between the Eureka and the Richmond Company in this suit, comprised several points in the construction of the mining law of the United States, and its relation to the customs and regulations of the mining districts, which possess an importance and an applicability far beyond the limits of the case in which they arose. Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. Societe Miniere & Metallurgique de Penarroya Noyelles-Godault works are located in the northern part of France. The complex includes a lead smelter, a zinc smelter, shops for production of manufactured products and all necessary general services. The zinc smelting complex described in this paper was designed in 1959 to replace an old horizontal retort distillation furnace and was first operated in May 1962. It includes: - a sinter plant producing the zinc sinter for the Imperial Smelting furnace : zinc, lead and bulk zinc-lead concentrates are sintered on a Dwight-Lloyd machine with a working area of 80 sq.m. Cadmium sludges are treated by the wet method in a separate plant for recovery of cadmium. Sulphur dioxide contained in gases goes to a gas washing tower and is subsequently made into sulphuric acid in a plant with a capacity of 550 m.t. per day. - a smelting plant where the process developed by Imperial Smelting Processes Ltd. is applied : the blast furnace which was modified in 1967 has an area of 17.5 sq.m. at the tuyeres level and a section of 24 sq.m. at the top of the shaft. It has a theoretical zinc capacity of 100,000 m.t. per annum. Air blast is heated by means of covers up to the theoretical temperature of 950ºC. Zinc produced is either directly cast into slabs for sale as standard 'good ordinary brand' zinc, or sent to a refining plant where the New Jersey process designed to produce 'special high grade' zinc is in application. Mixes of zinc containing various amounts of lead, cadmium or aluminum are prepared to customer specification in a mixing plant.

WHAT are known as insulating firebrick are lightweight firebrick with low thermal conductivity designed primarily for use in direct contact with furnace gases. These are a recent development in the refractories industry, and are really an outgrowth of the type of insulating brick suitable for use behind refractory walls developed by the insulation manufacturers. To differentiate between these two types of brick, the manufacturers have recently agreed upon the use of the term "Insulating Firebrick" to apply to the type of brick suited for use in direct contact with furnace gases, and the term "Insulating Brick" for the type suitable for use behind refractory walls. Insulation was applied to steam pipes as far back as 1900. This was a low-temperature insulation, the most common type being magnesia blocks. The next development was applying insulation to the outside of furnace walls, a service which necessitated an insulating material of higher temperature resistance. Natural diatomaceous earth, both in the powdered and brick form, was used; this was efficient and is still used extensively for backing up refractory walls where the inner surface temperature of the insulation does not exceed 1600° F.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

IN the latitude of Lima, the broad uplifted block that forms the Andes is made up of a complex sequence of folded and faulted sediments and volcanics, broken by large and small bodies of granitic rocks and porphyries with which the principal mineral deposits are closely associated in both time and space. The intrusives are a final episode in the geologic history as revealed by the consolidated rocks, for after their emplacement and after the formation of the primary ore deposits in and about them the record is simply one of long continued erosion and uplift.

With the inauguration of open-pit copper mining in Bagdad, Ariz., plans were formulated for a large scale leaching operation. Dump stockpiling was started almost immediately, but actual production was not initiated until spring 1961.

Supported by the vigorous capital investment of the heavy and chemical industries and by the ever-increasing demand for durable consumer goods in the past decade, Japan has now emerged as the world's third largest steel producer, surpassed only by the United States and the Soviet Union. In 1968, the crude steel production is expected to exceed 50 million tons; the per capita steel consumption at that time will reach 886 lb, approaching the level of Western Europe. Characteristics of the Japanese steel industry is the high dependence of raw materials on overseas sources. Before World War II the industry relied on North China and Manchuria for coking coal, and on middle China, Hainan Island, the Philippines and the Malayan Peninsula for iron ores. After the war, the major sources of iron ores were shifted to the Philippines and the Malayan Peninsula, supplemented by shipments from the United States, Canada, India and Goa. The United States, in addition, became the primary source of coking coal.

As used in geophysical exploration, the term overvoltage applies to secondary voltages set up by a current into the earth which decay when the current is interrupted. These secondary effects may be measured by pick-up electrodes. The term induced polarization has often been employed to describe this same phenomenon. In its own operations Newmont Exploration Ltd. commonly uses the word pulse. The basis of this method in prospecting is that metallic particles, sulfides in particular, give a high response, whereas barren rock, with certain exceptions, gives a low response. Overvoltage has been tried in searching for many types of mineral occurrence but has been most successful in outlining the widespread disseminated mineralization associated with porphyry coppers. History:' Newmont Mining Corp. has been interested in overvoltage since 1946, when Radio Frequency Laboratories of Boonton, N. J.. drew the company's attention to phenomena observed in the laboratory. At the instigation of A. A. Brant further model studies were undertaken, and the first tests were performed in 1947. Tests at San Manuel, Ariz., in 1948 were very encouraging, clearly demonstrating that the method could be used to distinguish scattered sulfides at depth. H. 0. Seigel followed up the San Manuel work with a study to determine the phenomena involved.'

THE particular field of application of machines utilizing air cur¬rents as the primary separating medium is in the cleaning of the fine sizes of bituminous coal. Approximately 12,000,000 tons of bituminous coal were cleaned by air machines during 1940. They have not found any application for cleaning anthracite. Since the development and introduction of the first successful com¬mercial pneumatic oscillating machine for cleaning bituminous coal in 1916, by the Sutton, Steele and Steele Co., Dallas, Texas, and the Ameri¬can Coal Cleaning Corporation, formerly of Welch, W. Va., four other successful pneumatic coal-cleaning machines have been developed and introduced to the American coal-mining industry: 1. Peale Davis: "Pneumo-Gravity" machine, 1924. 2. Arms "Concentrator," oscillating table, 1924. 3. Heyl and Patterson oscillating table, 199.7. 4. "Stump Air-Flow," pulsating air jig, 19391. Out of these five developments only the Sutton, Steele and Steele, or American Oscillating, and the Stump Air-Flow Jig remain on the market. They are the predominating pneumatic coal-cleaning machines in use in the United States. HISTORY OF AMERICAN TYPE SEPARATOR The first successful American machine, the CJ table (Fig. 1) was developed by the Sutton, Steele and Steele Co. The SJ table was the first standard model designed specifically for the cleaning of coal. It was installed in the original Crane Creek plant, owned and operated by the American Coal Co. at McComas, West Virginia. This plant was designed by The Roberts and Schaefer Co., Chicago, Ill., working in cooperation with the American Coal Cleaning Corpora¬tion, which had taken over the patent rights and sale of the pneumatic separators. William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.
