The Committee on Evaluation of Coal for Blast-furnace Coke reports progress in the working out of the problem of evaluation. There has been no full meeting of the Committee but there have been several conferences with two or more of the members present, and the different members have expressed themselves freely on the five points that have been under consideration since the meeting of the Committee in New York on Feb. 16, 1932. The need of a method of coal evaluation, not only of coking coals but all other kinds, is obvious. Under NRA it becomes imperative that coals of the same size from the same seam be priced according to their variations in quality, especially in reference to cleanliness in respect to freedom from extraneous ash-forming materials. In looking over the correspondence that has passed between members of our Committee, it is evident that much of the confusion and misunderstanding would disappear if we could realize that practically all of the variations in value of coal from the same seam of coal are due to variations in the amounts of extraneous materials that are contained in the coal as it passes over the scales for shipment. It is not now a question with our committee as to the differentials in value, or in prices, between different kinds of coking coals or between noncoking and coking coals; our present problem is to arrive at the method for determining the scale of values of the coal from a certain coal seam according to the increase or decrease of extraneous ash and moisture from a predetermined base line adopted for that particular coal. The five points mentioned above are the same as discussed at the meeting in February, 1932, except that the temperature for determining the moisture content has been changed from 212" F. to 221" F., at the suggestion of Dr. A. C. Fieldner. The points are: 1. It is proposed that the coal industry adopt as a base line for evaluating all coals the analysis of the coal as it passes over the neighing device that determines the tonnage of coal bought and sold. 2. It is proposed that the Committee on Evaluation of Coal for Blast-furnace Coke approve the adoption of the base line for Pittsburgh seam coal presented by F. A. Jordan at the annual meeting of A.I.M.E.

Magnitude and Econonmic Importance THE magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when we consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."1 A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right.

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the amount of these endowments totals more than $637,000. An active effort is being made to increase the endowment funds of the Institute through a standing committee, of which Henry Krumb is Chairman, and of which the other members are: George D. Barron, Cleveland E. Dodge, John V. N. Dorr, Howard N. Eavenson, D. C. tackling, Harvey S. Mudd, Wallace E. Pratt, Milnor Roberts, and Wilfred Sykes. This committee believes that there exists a tremendous opportunity for the Institute to be of evergrowing service to the public, to the mineral industries, and to the 'profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light.

EVERY English-speaking mining, engineer or geologist knows that some terms used by his profession are not rigid but vary regionally; for example: what is called a vein by some, is called a lode by others and is known as a reef to their Australian colleagues. There are parallels in, the German language. Since, in addition, the meaning of some words may change considerably in 450 years-and other words may disappear completely-and not only the terminology but the concepts of a science are subject to drastic changes over such a long period of time, translating the Bergbüchlein posed some interesting problems. Old German texts and glossaries such as C. T. Delius' Anleitung zu der Bergbaukunst (1773), Minerophilus' Neues and Curieuses Bergwercks-Lexicon (1730), and H. Veith's Deutsches Bergwörterbuch (1871) proved useful sources of information when defini¬tions of obscure terms were needed. The task of translating was made even more challenging by the author's personality. As Ulrich Rülein von Kalbe was primarily a physician, his information must have been mostly secondhand. Since the nomenclature of the miners of Saxony, where he gathered his material on silver ores, undoubtedly varied from that of the German miners in Hungary, for instance, who probably supplied him with data on gold ores, it is not astonishing that he is not consistent in his use of some expressions. To give an example: there is every indication that Flöz and schwebender Gang (see footnote p. 21) are used interchangeably in spite of his occasional disapproval of such usage. It is obvious that he was an educated man with a questing and active mind and, although he apologizes-not wholly sincerely, one might suspect-for the simple

(San Francisco Meeting, September, 1915) THE interest which has been aroused in prospecting for oil in the foot hills of southern Alberta, and in the oil possibilities of the known gas fields situated in the less-disturbed areas, called for a much closer examination of the structure, thickness, and composition of the underlying rocks of the region than had -hitherto been made. The areal geology of the larger part of the great plains was outlined by Dawson, McConnell, and Tyrrell, between 1881 and 1885. The foothill area was not critically examined at that time, owing to the time which would have been required for its proper study and the difficulty that was found in recognizing in the foothills the divisions which had been adopted in the mapping of the formations of the plains. This was clue in great measure to the paucity of exposures in continuous sections of the lower divisions of the Upper Cretaceous. Since the pioneer work on the plains was published, the beds which form continuations south into Montana have been critically examined. The Canadian beds arch over the end of a flat anticline which rises to the south; and two sections in Montana, one on each side of the anticline, help to explain some of the difficulties previously encountered in the mapping of the measures found in the foothills. The index map, Fig. 1, shows the area studied, and its relation to southeastern Alberta, and to Montana.

AT the New York meeting of the American Institute of Mining-and Metallurgical Engineers held in February, 1926, W. H. Bassett and J. C. Bradley presented a paper entitled "Exudations on Copper Castings."§ The purpose of the present paper, as the title suggests, is to call attention to somewhat similar phenomena which the authors have encountered in brass and bronze. From a study of the examples given, a more-or-less speculative theory of "inverse segregation" is advanced. PROTUBERANCES ON ADMIRALTY BRASS In the rolling mill of the Scovill Manufacturing Co., there have been found quite commonly bars of certain alloys which had a sort of shaggy roughness on the surface due to slight metallic protuberances. No special attention was paid to these until some bars were found on which these protuberances were heavy enough at the bottom of the bars to produce a blistered appearance. A sample of the protuberances was milled off the surface of the bar illustrated (Fig.. 1a) and upon analysis was found to contain 66.66 percent. copper, 4.02 per cent. tin and .03 . per cent. lead, whereas the average composition of the bar was 70.21 per cent. copper, 1.21 per cent. tin, and .01 per cent. lead. A sample of the shaggy-rough protuberances at the -very top of a bar was also analyzed and was found to contain 2.45 per cent. tin, indicating that it was probably of the same origin as the blistered areas. These results were not entirely unexpected for previous analyses of this alloy had -revealed that the surface was richer in tin than the rest of the bar. This, of course, is contrary to what we would expect from a consideration of the equilibrium diagram and has been called "inverse segregation."

Knoop hardness measurements were carried out on large grains of iodide titanium containing different amounts of oxygen. For each oxygen content the hardness is recorded ainingas a function of the crystal orientation and of the angle 4 between the indenter diagonal and the projection of the C (hexad) axis in the surface. The results can be expressed by the following relation; hardness = n-k cos 2ø, where n and k are constants for a given oxygen content and crystal surface orientation. A NISOTROPY of hardness is a well-known phe-nomenon and has been reported for many metals.1-3 At the present time, however, such information is not available in the literature for titanium. Consequently, a systematic study of the simultaneous effects of oxygen content and crystallographic orientation on the hardness of titanium was undertaken in this laboratory. Evaluations of oxygen content in titanium are frequently carried out through hardness tests. Although such procedures may be justified in small grain specimens, the results of the present investigation indicate that the anisotropy of hardness should be taken into account in the case of coarsegrained specimens as well as in the case of pronounced preferred orientation. Materials and Experimental Procedures Iodide titanium, 99.99 pet pure and containing of the order of 0.002 wt pet O, was used throughout this investigation. The metal was arc melted in an argon atmosphere and cold rolled into strips 1/16 in. thick. These strips were subsequently recrystal-lized and strain annealed in vacuum (10" mm Hg or better) at 850°C in order to produce crystals varying in diameter from 10 to 25 mm. Oxygen was introduced into selected large crystals by heating at 700°C in an atmosphere of pure oxygen under an observed pressure of approximately 50 mm Hg. Each sample was subsequently annealed in vacuum at 850°C for 100 hr, in order to homogenize the oxygen content throughout the specimen. It was found that longer annealing was not necessary, for no change of surface hardness in a given direction was detected after prolonged annealing. The oxygen content was determined by the difference in weight of the specimens before and after the oxidation-annealing cycle. The accuracy of oxygen determination is within ±0.1 mg in samples weighing 0.5 to 1 g. A vacuum fusion analysis of oxygen was performed on several samples and gave results in good agreement with the ones obtained by the weight change. It should be emphasized that expected weight losses through evaporation of the metal in vacuum at 850°C' are many orders of magnitude lower than the precision of these measurements. Following the annealing treatment, both oxidized and unoxidized crystals were carefully polished. All detectable traces of surface cold working were removed by repeated polishing and etching. Laue back reflection X-ray patterns were taken for each crystal for the purpose of determining the orientation and ascertaining the absence of substructures detectable by this method. Hardness measurements, using a 1 kg load, were subsequently carried out on a Tukon hardness tester equipped with a Knoop indenter. The Knoop indenter was used throughout this work because indentations obtained by means of a Vickers indenter are considerably distorted due to the anisotropy of the elastic constants in titanium. The total footage drilled was 23,83134 ft., of which 12,802 1/2 ft. was by cable tools and 11,029 by rotary. Four of the dry holes were drilled into Mississippian or older beds.

MEETING OF SAN FRANCISCO SECTION Twenty members were present at the meeting of the San Francisco Section, May 20, 1919. Chairman Bradley being in Alaska, vice-chairman, T. A. Rickard, presided. Prof. Frank H. Probert gave a short account of the activities of the governmental commission, consisting of himself, George S. Rice, and F. G. Cottrell, which recently visited Europe, and studied the coal, iron, salt, and chemical industries. When the work is finished reports will he issued. He gave a resume of the history of. the changes in nationality of Alsace-Lorraine and 'described the importance of the region for coal, iron, and potash. With the return of these provinces France will have an annual output of more iron ore than she has coke to smelt it with; hence, the importance of the Saar coal field. With these new mines France will take the predominant position in the iron and steel-industry formerly held by Germany. Many details were given of the devastated mines of France, and of their former value, production and the destruction that overtook them. Noteworthy is it that much of the damage was done as late as Oct. 28, 1918, for the express purpose of ruining the country industrially. The damaged area of the Valenciennes coal basin embraced twenty-four concessions, three were damaged by artillery bombardment, but have resumed operations since the' armistice, nine had their surface: equipment destroyed by battle, pillage, and sabotage, while twelve concessions at the eastern-end of-the field suffered from wilful, systematic destruction. Of the 285 shafts in the district, 172 were flooded either by: turning surface streams into them, or, by wrecking the cuvellage; thus, admitting water and quicksand from the water-bearing strata above the coal measures. Two hundred and thirty-five surface plants were damaged, many of them to such an extent that they must be scrapped. These properties gave employment to 135,000 men before the war and, even admitting the remote possibility of getting workmen, the terrible destruction and devastation makes housing and living a difficult problem. It will probably be from 3 to 5 years before the mines are drained and information obtained as to underground conditions; to attain the pre-war output may require from 12 to 15 years.

It was not for the purpose of asserting any superior knowledge or authority, but simply of clearing up, in greater detail, some points casually mentioned in Mr. Scott's able paper, that the writer entered, some two years ago, into the discussion which that paper initiated. In such matters there is always room for differences of judgment, as well as for additional data, which may modify or complete the conclusions even of the best authorities. Those who are immersed in the duties of practical administration or work in the field, and who, being remote from the great scientific national libraries, are obliged to rely on their private collections, and to supplement them by their recollections of earlier studies, labor under special disadvantages in such a discussion; and it must be to the scientific and engineering world a matter for gratitude that Mr. Lyman has been willing to give the benefit of his advantages in this respect. Mr. Lyman would, however, doubtless at once disclaim the conclusion that his masterly summary constitutes " the last word " on this subject, and welcome further evidence, comment and criticism, such as the various contributors may continue to offer. This, therefore, is the motive, and must be the excuse, of the introduction by the writer of the following observations. THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

Fox some time it has been more or less recognized within the industry that a scientific control of flowing wells would result in increased production and a greater ultimate recovery of oil. About two years ago it was proposed by the writer that this control should follow principles worked out by him while handling large air-life operations. In the case of wells that had ceased to flow where a large quantity of liquid was present, the use of these principles would result in a large increase of production by using compressed air or gas to flow the well; in the case of a well flowing naturally it would take the form of controlling the gas associated with the oil, resulting either in immediate increase of production or in a reduction of the gas consumed per barrel of oil, and in both cases would result in a greater ultimate recovery from the sand. The Roxana Petroleum Corp., appreciating the advantages to be obtained by a scientific application of the principles of the air lift to oil wells, recently engaged, for a limited time, the services of the writer to work out some of the problems involved. The work was carried out at Braman, Garber and Tonkawa in Oklahoma, and at Oxford in Kansas. Following some suggestions of the writer a well was also equipped by the Roxana company at Smackover by A. S. Field.

A SEMI-AUTOMATIC hoist has been installed at the 2966 station of the Copper Queen mine, since neither the bulk of supplies handled nor the number of men engaged in developing the 3100 level justifies the constant attendance of two cagers and two hoist operators. The connecting service shaft between the 2966 and 3100 levels is actually a two-compartment raise. Below the 2966 level the shaft is 7x13 ft-slightly oversize to permit downcast ventilation and provide space for the 16-conductor flexible control cable. The raise extends 52 ft above the 2966 level for a 3-ft diam head sheave. Another 3-ft sheave is mounted as an idler between the hoist and head sheave, eliminating the need for an inclined cableway. The main compartment serves as a cageway; the other compartment provides a manway and space for service lines. Since vertical travel is limited, rope speed is of minor importance.

IN the past few years several papers have appeared dealing with different aspects of the oxidation of dilute alloys, especially with respect to the formation of internal oxides or subscales. Subscale has been defined1 as that layer or zone of oxide particles precipitated in a matrix of metallic metal in which the oxide particles are dispersed uniformly and occur by diffusion of the oxygen inward from the metal surface. Alloys composed of a solvent metal more noble than the alloying elements are subject to subscaling or internal oxidation. In these alloys the solute must be present in such quantities that if the alloy is exposed to an oxidizing atmosphere at elevated temperatures, the rate of diffusion of the oxygen into the metal will be greater than the rate of diffusion of the solute outward. There is a composition range of the iron-silicon system that falls into this classification. Knowledge of the nature and rates of oxidation of iron-silicon alloys is of great commercial importance, but very little information of this nature is available. Darken2 recently has made calculations to show the limits of concentration of silicon for which subscales are produced in iron-silicon alloys; however, the main thesis of his paper was to analyze and to explain the already existing data. The purpose of this paper is to present the effect of com position, temperature, time, and atmosphere on the type of scale-metal layer obtained and to give some qualitative indication of the effect of these variables on the rates of oxidation. Since this paper is a study of silicon steels that are available commercially, extremely low-silicon and high-silicon alloys are not included. EXPERIMENTAL PROCEDURE The alloys used in the experiment were taken from heats of silicon steel that ranged in analysis from 0.70 to 5.8 per cent silicon. This composition range takes in most of the commercial silicon steels. In Table I are listed the compositions of alloys used. Other than iron and silicon, the alloys normally contained approximately the following impurities: carbon, 0.03 per cent; manganese, 0.07; phosphorus, 0.008; sulphur, 0.02; copper, 0.07; tin, 0.01, and from nil to a trace of chromium, nickel and copper. All of the alloys used were melted in open-hearth furnaces, except where otherwise noted, and were hot-rolled to 0.100-in. plate. Samples approximately 1/2 in. square were then cut from these materials. So that the surface conditions of the samples used for oxidation would be standardized, each sample was ground through 000 emery paper immediately before oxidation. Two different techniques were employed in carrying out the oxidizing treatments. One consisted simply of heating the samples with free access to air. It is powered by a 20-hp Wisconsin air-cooled gasoline engine, through a single reduction gear and flexible coupling. The machine operates a 4-in. auger with a detachable cutting head, as shown in Fig I. The auger length is 3 ft 4 in. and the cutting head averages 7 in. The unit has a drilling capacity of 100 ft and can drill an average prospect hole in less than 15 min. The weight of the motor is used for the thrust feed for driving the auger and head down, aided by the spiral shape of the auger. The rate of downward motion—i.e., the feed—is regulated by a handwheel. The string of tools is withdrawn from the hole by a gear train controlled by a hand-operated clutch. Everyone in the coal industry from top management to the preparation engineer is vitally interterested in recovering as much salable coal as possible from the run-of-mine product. Coal losses from a preparation plant occur in the solid refuse material being discharged from the plant and in the bleed-off slurry from the water circuit. The refuse is generally hauled from the plant in solid form by trucks, conveyors, or aerial trams to the refuse or culm banks or it may be crushed and transported by hydraulic methods to refuse ponds or dams. The loss of coal in refuse material and the extent of this problem has been covered in another paver.' The loss of salable coal in the plant bleed-off slurry is one of the water circuit problems in coal preparation plants. Slurries originate at various places in the processing circuits and are usually disposed of by transportation to waste ponds known as slurry ponds. Even though the combustible material discharged as slurry and refuse from the plant is labeled a loss, the loss must only be considered temporary. There is a tendency at the present time to examine refuse and slurry losses and to reprocess these materials to recover valuable coal. Slurries from eight bituminous coal preparation plants in central and western Pennsylvania have been sampled and examined to determine the amount of recoverable coal in each. Examinations of the samples were made to determine the tons per hour of solids and the gallons per minute of water in the slurry; the size, ash, and sulfur analyses of the solids; and the sink-float characteristics of the larger solids. The extreme fines (—325 mesh material) from one of the samples has been examined further to determine the micron size fractions as well as the ash and sulfur content of the micron sizes. Collection of the Samples: Field trips were made to each of the plants where samples were obtained and discussions held with the preparation engineer prior to sampling. The flowsheet of the plant operation was studied and a time-period selected to obtain a representative sample. At least 20 1-gal samples of total plant bleed-off suspensions were collected at each plant in increments over designated periods belived to be typical of the plant flow Three of the samples were obtained from plants in the Pittsburgh area. Each plant supplied information on the capacity, operating time, type of cleaning equipment used, water and material balances, and auxiliary equipment. From the time required to collect given amounts of slurry and from the amount of solids in the slurry, total solids discharges from the plant were calculated and compared with the plant flow. Ash and sulfur analyses of the total solids were also checked, at some plants, with company figures. In all cases where checks could be made there was reasonable agreement between company figures and those reported here. Analysis of the Slurries: Representative fractions of properly agitated samples were examined in the laboratory to determine the specific gravities of the slurries. The solids and water were separated by filtration to check the weight of each so that the percent of solids in the pulp could be determined. From the resulting data, presented in Table I, it may be seen that the percent solids in the slurries ranges from 2.8 to 39.0 and the amount of solids from 2.61 to 45.61 tph. Size Analysis of Solids: Representative fractions of the slurries were permitted to settle and the clear water was removed by siphoning. The solids were then wet-screened at 28, 35, 48, 65, 100, 150, 200 and 325 mesh. Results of the size analyses are presented in Table 11. These results indicate the extreme variation of sizes and in most cases the degree of fineness of the solids. The amount of —325 mesh ranges from 22.5 to 84.5 pct and the amount of+200 mesh from 8.3 to 69.1 pct.
