The following delegates were appointed to the National Conservation Congress on May 2, 3, and 4, 1916, in Washington, D. C. HENRY S.. DRINKER, a GEORGE OTIS SMITH, A. F. Lucas, - W. L. SAUNDERS, VAN H. MANNING. President Ricketts was appointed delegate to the dedication ceremonies of the new buildings of the Massachusetts Institute of Technology in June. W. L. Saunders was appointed delegate to the ceremonies in celebration of the 150th Anniversary of the founding of Rutgers College to be held in October. George C. Stone was appointed delegate to the meeting on Standard Screen Scale of the U. S. Bureau of Standards. George D. Barron and Thomas T. Read were appointed delegates to the Second National Exposition of Chemical Industries to be held in New York in September. It was resolved, that the Institute shall pay the transportation of the Secretaries of the Local Sections to and from the Arizona Meeting. It was resolved that certain general topics' should be selected for discussion at the next meeting of the Institute and a session devoted to each.

9.1-1. Description and Basic Function. A conventional railroad haulage system for a surface mine performs the function of transporting the ore and/or waste out of the pit to a crushing plant or dump. Trains consisting of a locomotive and gondola or side-dump care suitable for loading by power shovels are used. Gondola cars are restricted to hauling ore as a rotary dumper is required to unload them. Side-dump cars are more versa- tile, being satisfactory for carrying both ore and waste; but because of their additional dumping mechanism they are likely to be more expensive to maintain (12). Also they weigh up to two times as much as a flat-bottom car of the same capacity, and, therefore, fewer cars can be hauled per train. Standard-gauge track is most commonly used. Track systems incorporate temporary track of low quality in areas where moves are frequent and permanent track of high quality on main lines. Rail haulage enabled open pit mining to establish its reputation, for efficiency. Prior to World War II it was the principal type of transportation used in large pits. Other successful surface mine haulage methods have been developed since that time. These have served to supplement railroad transportation, permitting selection of a method that is best adapted to the peculiar requirements of each mining project. 9.1-2. General Applicability and Controlling Physical Conditions. For handling rough rock, the shovel-train system is unexcelled (6). The ideal application is in a physically large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported distances in excess of three miles. SEEPAGES Of oil in Ecuador have been known for many years. The locality first to receive attention, and still worked in a modest way, lies on the north shore of the Santa Elena peninsula, between La Puntilla and Salinas. Operations were first conducted largely by local capital. Later, foreign companies acquired large blocks of land, where they have done considerable drilling. For details concerning present drilling activities in Ecuador, we are indebted to Leon Price, an American resident engineer of Ecuador. The information solicited, came to the author through the office of the American Consulate,' with permission to use it. The coastal plain bordering the Province of Tumbes, Peru, continues to the northeast, but narrows on passing the Zarumilla River. From this, point northward it widens toward Santa Rosa. In fact, the pampas, as shown on the official Wolf map, correspond fairly well to the areal extent of the coastal plain as far as Guayaquil. This is shown in a general way on the accompanying map. The author understands that the Guayaquil embayment is bordered on all sides by the coastal plain, as recognized at Tumbes and farther southwest, and that it can be followed without a break as far north as Palmar. This view is supported by the mapped area regarded by Mr. Price as favorable or possible oil territory. Moreover the islands in the Gulf of Guayaquil are the same geologically as the coastal edge, being composed of Tertiary sediments. The author understands also that Tertiary formations occur north of Palmar. According to a report by Mr. Cardon, of Guayaquil, Tertiary sediments are exposed in the region of San Francisco and extend to and beyond Pta. Calera. There is also reason to believe that at least the lower part of the valley of the Santiago River is occupied by Tertiary sediments, which probably border the coast line and extend into the River Mira basin, and into Colombia.

The paper discusses the effect of aeration and agitation on grade and recovery of molybdenite. A series of factorially designed flotation tests were carried out in a "Leeds Automatic Laboratory Flotation Cell." Analysts of flotation results indicate that molybdenite has fast floating and slow floating components. The rates of fast floating components, which do not create a problem inflotation, could be varied by changing agitation or airflow rates. However, the rate of slow floating components was stable and was only a function of residence time. Aeration has a significant effect on the grade of MoS2 and only a slight effect on the recovery of MoS2. Agitation has a slight effect on the grade, but does not effect the recovery of molybdenite. The implications of the results on the design of flotation cells and control and optimization of the existing circuits are also considered.

The solid inclusion cell for absolute in situ stress measurement has been found to give reliable results in coal. The cell is described briefly, along with the methods of installing, overcoring and taking readings in underground coal mines. The validity of the cell performance is demonstrated by reference to the stress-relief curves obtained during overcoring and a three-dimensional B.I.E.M. analysis of the installation to test for stress anomalies deriving from the geometry of the overcoring groove-borehole-cell arrangement. Case studies of two stress measurement projects using the cell are presented for coal mines in New South Wales, Australia.

Extensive reclamation experience in the midwest dates from the 1930s with trees, from the 1950s with pastures, and from the 1970s with row crops. Superior growth and productivity of mined land over unmined land can be shown for forest and pasture, related to type of rooting medium after mining and kinds of plants gown. Superior reclamation to crops is actively being studied. Recent regulations have greatly altered the potential for superior growth of trees, pastures, and crops.

(communication to the Secretary*):¬Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible,", not-withstanding that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combustion-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term ." combustible" was an advance to be credited to the engineer .rather than to the chemist, because the latter, not having to do with the interpretation of analysis in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression " pure coal," which is short, simple, convenient, and technically correct. ANTHRACITE in 1943, in common with the coal industry as a whole, passed through a year of wage negotiations that seemed endless. In the early months discussion of the United Mine Workers' demands was taken up and carried on continuously until May, finally reaching an impasse when the Union refused to continue at work, while submitting their demands to the War Labor Board. Thus a strike threatened, averted by the Federal Government taking over the industry, effective May 1, by order of the President. An office of the Bureau of Mines was established in Wilkes-Barre under the direction of J. J. Forbes, Mineral Production Security Division, as regional manager, who conducted operations until September, 1943, when the collieries were turned back to the operators. But the miners did not agree with the War Labor Board's award rendered in the fall, resulting in a recurrence of the previously threatened strike. again averted by Government control. In addition to the major upsets, a number of individual suspensions occurred at various mines. In spite of these drawbacks, to which might be added the difficulty of obtaining equipment and the scarcity of man power, the industry by November was only little less than a million tons short of the previous year. and in all probability, finally produced but little less than in 1942. This little less. however, was greatly missed in the market.

IN processing magnetic taconites several steps of crushing, grinding, classification, and magnetic separation are required to produce a 60+ pct Fe concentrate. Usually the final concentrate is in a slurry form of 55 to 70 pct solids by weight and is further characterized by a particle size of 60+ pct -325 mesh. In taconite plants already completed or under construction the conventional method used to obtain pellets suitable for blast furnaces is to filter the concentrate slurry, ball the filter cake, and then harden the green pellets in a traveling grate or in a vertical shaft furnace. Large tonnages must be handled in minimum floor space, with reduced maintenance and lowest possible operating cost. Filtration must therefore achieve two objectives: 1) high filtration rate-in terms of pounds of dry solids per hour per square foot of filtration area-at a low filtrate solids concentration, and 2) a filter cake moisture that will always permit efficient balling within the normal fluctuations of plant operating conditions. If moisture contents are too high, balling may be impossible or result in a mushy ball without enough green strength for the firing operation.

Polychlorinated biphenyls were the basis of non-flammable askarel dielectric liquids wed in electrical equipment made between 1929 and 1978. Although PCBs were widely used in mine electrical equipment, the toxicity and environmental persistence of this chemical led Congress to ban its manufacture and use. Bureau of Mines Information Circular 8838 summarizes the regulations imposed by the EPA on the use and disposal of PCBs, and describes the limitations of available substitutes. Recent changes in the regulations will impose additional requirements on the use of PCBs by the mining industry. This paper is an update of the material presented in the Bureau of Mines information circular.

Jasper County lies just north of the geographical center of Georgia, bounded on the west and north by the Ocmulgee River. The county seat, Monticello, is approximately 65 miles east-southeast of Atlanta and 40 miles north of Macon. It is served by the Macon-Athens branch of the Central of Georgia Railway Co. and by five paved highways converging from adjoining county seats. Farming and lumbering are the principal local occupations. About half the county is covered with pine and mixed hardwoods; a large part of the forested land is owned by the Soil Conservation Service of the Department of Agriculture in its Piedmont Land Utilization Project. The topography is one of gently rolling field and forest with occasional hills rising 100 ft or more above the creek beds. Though annual rainfall is in the neighborhood of 60 in., most of it falls in torrential downpours of short duration which tend rapidly to erode the red soil and convert the country roads to greasy tracks of red mud. History The pegmatites of Jasper County produced a small amount of mica in World War I. In World War 11, our Government's search for this strategic mineral brought to Georgia B. C. Burgess, then Southern Manager of Colonial Mica Corp., subdivision of Metals Reserve Corp., who noted on State Highway 83 the presence of pegmatitic material used as road metal. In 1944, after severing his Government connection and returning to private practice, Mr. Burgess investigated the source of the pegmatitic material noted on his previous visit and discovered that graphic granite pegmatite had been mined for the road metal. He secured mineral leases from the Soil Conservation Service and from private owners and began preliminary development work. By 1946 he had uncovered enough pegmatite to warrant an enterprise to undertake economic development of the feldspar. In March 1947, he conveyed his leases and interest to Appalachian Minerals Co., remaining with it as Vice President and General Manager. This company has carried on additional development, removing overburden by bulldozer and drilling the pegmatites uncovered. A modern and efficient feldspar grinding plant to produce 20 mesh feldspar for the glass industry was completed and placed in operation May 1, 1948. A laboratory study of the effects of physical and easily measured rheological properties upon dynamic filtration was carried out. The purpose was to determine the factors affecting dynamic filtration and thus learn how to control this important property. The recommended procedure for determining the amount of fluid loss prescribed by API Code RP 29 "Field Procedure for Testing Drilling Fluids,"' is very useful for mud conditioning purposes, but inadequate for comparing filtration properties of different muds under dynamic conditions. Where dynamic filtration control becomes important for purposes such as logging and coring, other means of evaluating filtration properties are needed. A special device and testing technique were developed to provide reliable data on filtration characteristics of different fluids under dynamic conditions. Liquid saturated rock samples were drilled with a microbit, and the amount of connate liquid displaced by the fluid being investigated was measured. The empirical testing procedure was considered reliable. A large number of laboratory-prepared and field-mixed dritling fluids with a wide range of physical properties were studied. These properties included: (I) shape of consistency curves, (2) apparent viscosity, (3) plastic viscosity, (4) yield value, (5) density, and (6) API filter loss. Test results indicate that very little, if any, trend could be established between changes in these fluid properties and dynamic filtration. INTRODUCTION During the process of drilling, excessive loss of liquid from the mud to the formation is undesirable for many reasons. Filtration can reduce production-zone permeability, cause sloughing of formations, affect electric log curves, and render the fluid data obtained from cores unreliable. Thus, it is very important that we gain a knowledge of the factors that control filtration. It is generally agreed that in any type of filtration (static, dynamic, or combinations thereof), the mechanics of filtering depend in great part upon the composition of the fluid. Moreover, it is also true that the physical and rheological properties are influenced by the composition of the fluid. Indirectly, then, it was hypothesized that a relationship existed between dynamic filtration and physical-rheological properties, two effects of a common cause—fluid composition. This paper discusses an attempt to relate filtration-while-drilling to physical and easily measured rheological properties. It is believed that the results of this study may prove useful to others in the industry who are working on the problem of understanding filtration. The industry accepted practice for determining fluid loss from drilling mud is described in API Code RP 29. The practice is to measure the amount of filtrate that passes during a given interval of time from a quiescent drilling fluid under applied pressure through a piece of filter paper. This is primarily a test of static filtration properties. Other investigators have studied filtration under dynamic conditions. Williams5 and Pro-kop5 studied radial filtration and filter-cake buildup by circulating fluid through a porous cylinder under conditions similar to actual mud flow. Nowak,4 Krueger,3,4 and Vogel3 studied the effect of filtration upon permeability by flowing mud past the face of rock Samples. In their tests, the bit action was simulated by mechanical scrapers that kept the filter cake from building up. Ferguson and Klotz2 studied three types of filtration: static, dynamic, and beneath-the-bit. They investigated each type separately, using a model well in which bottom-hole hydraulics and mechanics were closely approximated.

ALTHOUGH the nomenclature of the chemical tools of flotation is probably familiar to you, it will do no harm to review it; . In order to make the terms more real I have employed an illustration which likens flotation to an old-fashioned balloon ascension, such as we witnessed in boyhood at the county fair. The mineral to be floated is the aeronaut, conspicuous in his gilt-spangled tights, who is to be separated from you and me and the other small boys who are standing about, said boys being the g-a-n-g-u-e, or g-a-n-g, as we would have spelled it. The oil film surrounding the bubble is the counterpart of the silken fabric of the balloon, and bubble and balloon will rise for. the same reason, namely. that the fluid outside it is heavier than the fluid within. In flotation reagent nomenclature the material of which the bubble is made is called the "frother.",

Sulfur pressure measurements above FeS in equilibrium with iron have been carried out by the Knudsen orifice method. A comparison is made of the weight loss of the cell per unit time obtained in the above experiments, that calculated from Richardson and Alcock's measurements of the S2 pressure above FeS in equilibrium with iron, and the dissociation constant for diatomic sulfur from spectroscopic and thermal data. EXTENSIVE equilibrium measurements have been made to determine the sulfur potentials of a great many systems of metallurgical interest.' In order to confirm their reliability, to supply data which may be of use in further thermodynamic calculations, and to establish the reliability of the Knudsen orifice in obtaining accurate thermodynamic values at high temperatures, the present investigation on the pressure of the gaseous species above FeS in equilibrium with iron has been carried out. The Knudsen orifice method has been used for these pressure measurements. Experimental The apparatus and general technique for this investigation are the same as that reported for the determination of the vapor pressure of silver.' To reduce the residual gas pressure in the evacuated chamber, a titanium getter, maintained at run temperature, was introducbed. Several types of Knudsen cells were used—platinum, zircon, and fused silica. The orifice in the zircon cell was fashioned with a small diamond wheel. The same precautions were used in this investigation as were employed in the work on Mo2S2.3 The FeS-Fe mixture was prepared by heating a sample of pure FeS,, supplied by K. K. Kelley of the Bureau of Mines, with excess iron powder, cp grade, obtained from the Fisher Scientific Co. These two substances were heated in a closed Armco iron crucible at 960°C, held in a vacuum of less than 10" mm Hg for 24 hr. The mass was then removed from the cell and ground in an agate mortar. In this form it was charged to the various Knudsen cells. Heating the Knudsen cell for an additional two days was sufficient to obtain constant rates of weight loss of the cell. The data obtained in this investigation are recorded in Table I. To establish whether or not a sulfide of iron is volatile at these temperatures, 0.7646 g of the FeS-Fe mixture, described above and containing 69.2 pet Fe, was placed in the zircon Knudsen cell. Run Nos. 103 to 109 were performed on it. After the completion of these runs, the total amount of iron left in the cell was obtained by chemical analysis. It contained 0.537 g Fe, compared to 0.529 g in the original charge. Thus, there was an apparent gain in iron of 1.5 pet. This is attributed to unknown experimental error, and the conclusion is that no sulfide of iron is volatile. The vapor pressure of pure iron4 is about one thousandth that of the sulfur pressure' at these temperatures. The vapor pressure of iron inside the Knudsen cell will be almost exactly that of pure iron, since in the iron-rich phase the percentage of sulfur is of the order of 0.025 pet.At this low percentage of sulfur Henry's law is probably obeyed by the sulfur. Thus, the iron will obey Raoult's law. In any event, the vapor pressure of iron will be lower than that of pure iron and, since the vapor pressure of pure iron is negligible compared to the pressure of sulfur, the weight loss of the cell due to the vaporization of iron should be negligible. Since neither iron nor FeS is volatile to an appreciable extent, the total weight loss of the cell must be due to the vaporization of sulfur. From January 1, 1965 through July 5, 1970, the very difficult potash ore body of Texasgulf Inc. near Moab, Utah was mined by conventional methods. The mine was gassy, the temperature was high and structural conditions precluded a satisfactory or economical extraction ratio due to the undulating configuration of the ore horizon. In 1966, 67, and 68, alternative mining methods were considered, among which was solution mining of the ore body. Cost studies indicated that the use of crystallizers to evaporate the large amounts of water attendant to solution mining offered no chance of economic success. In 1969 additional testwork and cost studies were carried out utilizing solar evaporation. These studies showed economic potential and justified additional investigation. As a result of these studies, Texasgulf now gathers potash solids from these solar evaporation ponds, (Fig. l), after pumping them from the underground mine as brine. The investigations were concentrated in four basic areas : (1) area evaporation rates and crystal growth habits; (2) underground solution tests including heat transfer rates; (3) accelerated evaporation tests to provide material for metallurgical testing, and (4) tests of evaporation pond lining materials and application techniques, along with area surveys to ascertain if sufficient earth was available in the near vicinity to con-

The paper of Gifkins and Snowden considers the interesting but difficult problem of determining the stress dependence of secondary (steady-state) creep at low stresses. These authors have concluded that at stresses below 250 psi (2 x 107 dynes per sq cm) the secondary creep rate of lead is proportional to the stress (viscous creep) and is not proportional to the stress raised to about a fifth power. The experimental data considered by them were obtained on tests conducted at room temperature and at 50°C. The lowest stress employed was 50 psi (3.5 X 106 dynes per sq cm). The authors pointed out the main difficulty in determining the stress dependence of creep at low stresses. The creep tests must be run for very long lengths of time. However they made no estimates of when an experimental creep rate determination must be rejected because it does not represent a true steady-state or minimum creep rate. In order to be certain that a creep curve is within the steady-state region, the total creep strain should be of the order of 0.1 to 0.2. For a creep test of a year's duration this requirement implies that a secondary creep rate smaller than about 10-3 per hr cannot be measured reliably. The corresponding creep rate for a 10-year test is 10-6 per hr. The creep rates of the tests that were considered by the authors to prove the existence of viscous creep were of the order of or less than 10-6 per hr. One can conclude reasonably that this data does not prove unambiguously that large strain steady-state creep rate of lead is proportional to the stress in the stress range of 50 to 250 psi (3.5 x 106 to 2 X 107 dynes per sq cm). Another technique can be used to obtain the stress dependence at low stress levels. The creep rate is a very sensitive function of temperature. The creep rate can be increased by very large amounts merely by increasing the temperature. We carried out steady-state creep tests on lead single crystals25 at temperatures up to 320°C. We were able to obtain creep rate data down to stresses as low as 35 psi (2.5 x 10' dynes per sq cm). Our smallest creep rate was 8 x 10-5 per hr. Thus we obtained large strain, steady-state creep rates to even lower stresses than were considered by Gifkins and Snowden. No evidence was seen for viscous creep. The creep rate was proportional to the stress raised to about a 4.5 power down to the lowest stresses. Since there is no reason to believe that changing the temperature should change the stress dependence of steady-state creep, we feel that large strain viscous creep does not occur in the stress range quoted by the authors for lead single crystals or large-grain polycrystalline samples of lead. This conclusion does not imply that viscous creep may nat occur in a lower stress range or in the same stress range for fine grain material or at creep strains very much smaller than 0.1. Support by the U.S. Office of Naval Research is acknowledged. Authors' Reply R. C. Gifkins and K. U. Snowden We thank Dr. Weertman for his discussion and although, as we hope to show, we do not agree with his reservations, we do concur in stressing the importance of ensuring that creep rates are reliably obtained. Dr. Weertman appears to be content to accept n = 1 for low stresses with fine-grained material but not for single crystals. We believe our results show that the former result cannot be accepted without also accepting the latter. We will also show that the probable errors in our minimum creep rates are insufficient to alter our conclusions, that the criterion proposed by Dr. Weertman is arbitrarily restrictive and his alternative experimental approach possibly invalid. 1) A principal result of our Fig. 1(a) is that n = 1 for polycrystalline specimens at room temperature and 50°C for stresses below -250 psi. There was evidence that crystal slip and grain boundary sliding contributed approximately equaily to the overall strain in this low-stress regime. This implies that either a) grain boundary sliding controls slip within the grains or b) both grain boundary sliding and crystal slip independently occur according to mechanisms which give n = 1. Alternative a does not seem acceptable, so we were forced to consider b. This led us to reexamine work on bicrystals by Strutt and Gifkins and plot curves Fig. l(b). Previously Strutt et al. (loc. cit.), had merged these points with others using the Zener-Holloman parameter and thus, we now believe, had been led to overlook the behavior where n = 1. Curves C and D in Fig. l(b) did appear to confirm the hypotheses that n = 1 for crystal slip at these low stresses and the sliding curve F was similarly of the expected form. It was comparatively easy to find a quantitative theory to account for n = 1 for sliding and the similarity of curves C and D to curve F (all obtained from the same set of specimens) led us to feel that the single-crystal curves were valid. 2) We believe the secondary creep rates for both the polycrystalline and single-crystal specimens to be in error by factors c2. In Fig. 6 creep curves for polycrystalline specimens of lead(1) and lead(II) are reproduced as curves a and b, respectively, and curve c is for a single crystal at 100 psi. It is clear that, although the attainment of secondary creep rate takes 2 years for a and 150 days for b, thereafter the curve is linear for periods of 7 and -1 year, respectively. The single crystal has a linear portion commencing after 20 and extending to 90 days.
