I. INTRODUCTION. WHEN so much has been written upon a subject on which so little definite information is available as upon this, some reason must needs be assigned for adding to the volume of literature. A sufficient reason is found in the probable great future importance of China as a producer of mineral wealth. The present undeveloped state of mining in the Empire is due to many causes, among which the most important are the relatively simple needs of the population, the lack of transportation-facilities, the inelastic regulations governing the industry, and the superstitious reluctance of the people to make excavations which might disturb the spirits of the earth and air, or of ancestors. Iron is the metal most in demand, yet the needs of the population, until recently, only made necessary a production of approximately 0.5 lb. of iron per capita per year. The present annual production of iron for domestic consumption, in the United States, is nearly 600 lb. per capita. The curious state of development of transportation in this interesting country has been a greater handicap upon the mining industry than upon any other. The point upon which it hinges is the absence of a road-system. Except for a few military roads, now almost impassable, there are no roads in China; that is to say, there is no land which is set aside as a right of way, belonging to the commonwealth. Throughout the agricultural districts, generally speaking, the entire area is in private ownership, and the lines of travel are between fields. The oil man, like the miner, is an American business man in which this special characteristic is even more pronounced. It may be because he has been an explorer and is more nearly like those pioneering Americans who explored, developed, and built these United States.

T HE Executive Board of the American Engineering Council held its fourth meeting at St. Louis on the first anniversary of the organizing conference which met in Washington on June 3,1920. Representatives of a number of the leading engineering organizations in the vicinity of St. Louis were present by invitation. The members of the Executive Board were guests of the Associated Engineering Societies of St. Louis. They were given a delightful ride about the city and were entertained at the Glen Echo Country Club at dinner. The special committee that had been appointed to draft resolutions to Mr. Hoover submitted the following, which were adopted : WHEREAS, our President, Herbert Hoover, has been appointed Secretary of Commerce in the Cabinet of the President of the United States, and WHEREAS, in consequence of his acceptance of this high public office, he has deemed it necessary to tender his resignation as President of The Federated American Engineering Societies.

The demand for crude oil on the Pacific Coast during the year 1945. was so acute that the California crude supply had to be augmented by tank-car imports from the Texas and Rocky Mountain fields. Crude imports reached a high of 64,800 bbl. per day during June, with a total of 14,259,000 bbl. imported during the first 11 .months. The U. S. Navy also implemented the crude output from California pools by drilling and completing approximately 300 wells in the Naval Petroleum Reserve No. 1 (Elk Hills), from which an established production of 65,000. bbl. per day was reached in late February and maintained until Aug. 17, 1945, when it was reduced to its preprogram level of 15,000 bbl. per day. Even with the conclusion of the Pacific war on V-J day (Aug. 14), the military petroleum product requirements have permitted little material reduction in output of California crude to prewar rates. During the year, a total of 327-760,000 bbl. of crude was produced, or 19 per cent of the total crude production within the United States during the same period, as compared with 310,996,000 bbl. or 18.4 per cent of the nation's crude production in 1944.

DR . JOHN A . CHURCH, in his treatise on the Comstock Locle 1 gave a full and clear account of the conditions of the mine during the period of greatest activity. The difficulties in the way of deep mining at that time were excessive water and high temperature. The drainage of the mines taxed the financial resources of the mining companies, and the high temperatures restricted the capacity of the miners for underground labor. In spite of these difficulties exploratory work was continued until the financial burden of removing the water became too great. The companies then restricted the work to the upper levels. The years 1883 to 1886 marked the period of cessation of deep mining. For 12 years thereafter mining was confined to the levels above the Sutro tunnel; and, while the question of drainage was more or less agitated, nothing of importance was done until the formation of the Comstock Pumping Association in 1898. Since that time successive levels have been drained until, at present, on the north-end mines, a depth of 700 ft. below the Sutro-tunnel level has been reached. Mining is now carried on in the Ophir mine from the 1,700- to the 2,200-ft. levels, and a winze is being sunk to make connection with the 2,300-ft. level (the 2,450 ft. of the C. & C. shaft). In 1903-the Ward Shaft Association was formed to undertake the draining of the Central and Gold Hill group of mines, and at the present time a depth of 2,500 ft. has been reached in the Ward shaft. The situation at the Ward looks promis¬ing, and the 3,000-ft. level may be reached in the near future. It is proposed to establish a large pumping-station on this level, and then begin the opening of known ore-bodies and the prospecting for new ones. The main factors which have contributed to the successful solution of the drainage problem are the Sutro tunnel, the use of the hydraulic elevator as a sinking-pump, the concentration of pumping-units, and cheap electrical power. The question of high temperature and its control still remains as a minor but important problem. The temperatures encountered in the new workings are as great as those in the earlier periods. The Comstock was considered the hottest group of mines in the world, and I am not aware of similar conditions in any other mining-district. A water-temperature as high as 160° F. has been reported from the Ward shaft, and temperatures below the Sutro tunnel are very high in many instances.

ACCORDING to the records, Phelps Dodge made its original entry into the production of copper in the oldest copper mines of Arizona at Morenci in 1881. The ore body now being mined as the Morenci open-pit, as outlined by churn-drill holes, diamond-drill holes, and underground workings, is estimated to yield 230,000,000 tons of ore averaging 1.06 per cent copper. This development will add 2,500,000 tons of copper to the 900,000 tons already produced in the district. Some five years ago preliminary development of the ore body began, with big-scale production planned including the erection of a new treatment plant to be built near the mine. Inasmuch as the Morenci open-pit was an entirely new project this required the grading of roads, establishment of mining benches, construction of railroad grades, building of railroad tracks, erection of shops, as well as the purchase of the necessary equipment to satisfactorily and economically maintain the schedules of production forecast. Along with the preparation of the main ore body it was also desirable to mine and deliver to an experimental mill a relatively small daily tonnage of typical ore.

With the rapid acceleration of the cost of shovel dippers and major standard shovel clipper rebuild components, maintenance management at Kennecott Copper Corp.'s Bingham Canyon mine initiated a dipper maintenance and rebuild program. The program focused on extending the service life of the shovel dipper, reducing field labor in maintaining dippers, and lowering shovel dipper rebuild costs. While comprehensive evaluation of the program is still underway, preliminary benefits of the program indicate: •Reduced field ,gelding for shovel dipper field maintenance, •Fewer dipper rebuild units entering the shop, and •Reduced dipper rebuild costs per unit.

SOVIET RUSSIA reserves must be stupendous. In 1937 I. M. Goubkin placed the reserves of all categories it approximately 48 billion barren which was about twenty billion horn Is in excel:, of all the oil produced in the world since 1857. It is not unlikely in fact it is probable, that these huge stores of petroleum may ultimately be proven to exist within the present boundaries of the U.S.S.R. The size of the country is almost beyond imagination it is 2.7 times as big as the United States. Great sedimentary basins exist in all its different geological provinces, much of which are entirely untested and barely prospected. Oil in commercial quantities is actually produced from formations in every period from the Devonian to the Pleistocene. In the Emba region alone, 300 salt domes are known with an estimate of 700 still to be found. Only 22 of the 300 have been drilled and all showed oil. Of the 22 domes drilled six are now producing. DEPRESSION in all lines of the mineral industry except gold, which began in 1930 and continued, even worse, through 1931, had its effect on ore concentration. Construction was limited to the completion of plants already begun. Every possible economy was adopted. Changes and improvements involving expense were postponed. Research was largely abandoned. Operations became highly efficient and costs were cut down, although this did not necessarily mean a lower cost per ton because of the greatly reduced capacity at which mills were run. Lower metal prices caused the operators to seek the optimum ratio of concentration and grade of concentrates looking toward maximum economic recovery; that is, net profit. In the crushing field no marked changes occurred. The Symons cone crusher for intermediate work is in use almost everywhere. Its manufacturers claim that 900 machines have been installed in 21 countries, replacing two previous steps of crushing and yielding a product sufficiently fine to form a satisfactory feed for rod mills and ball mills. A new Telsmith crusher has appeared which has curved jaws something like the Symons cone and consequently the same advantage as the latter.

The paper describes efficient and effective methods of automatically controlling sand pump installations. Particular reference is made to liquid-level controls actuating variable speed pump-driving units. Included is a discussion of various combinations of equipment, with schematic drawings. HERETOFORE many sand pump installations in the mining and metallurgical field involved guesswork as to the size of the pump and then simply direct-connecting it to a constant speed motor which was often large enough to do twice the work required. Considerable thought was given to mill location in an effort to avoid as much pumping as possible. Hillside design of mills with gravity flow of tailing was much to be desired. Power costs were low, construction was relatively cheap, and labor in many places meant nothing in comparison to the values derived from the ores being treated. Today most of these conditions are reversed. Ores are becoming more complex with lower values per ton of ore treated. Power is more expensive, construction is higher, and labor definitely takes a very important place in the profit and loss statement. Each piece of equipment incorporated in the design of a new mill is selected to provide highest efficiency based on careful metallurgical analysis of the ore to be treated both in good and poor markets. Each is designed with its flexibility in mind and with provision for adjustments in its performance to meet actual conditions in the operation of the mill. Sand pumps have taken an important position in mill design. Operators the world over are relying more and more on the performance of a sand pump in the efficient operating of their plant. Many ordinary jobs are being done today with pumps driven through adjustable pitch diameter V belt drives in order that changes in pump speed can be made easily to meet actual operating conditions. Operating costs have long since proved the folly of operating a pump at too high a speed for the volume and head to be overcome. Metallurgical results have shown the benefits derived from a smooth flow as contrasted with a surging flow from an uncontrolled pump. Construction costs have risen to such an extent that surge bins and other means formerly employed must be omitted from today's flowsheet. Several installations of considerable size and involving the use of automatic pump speed control have proved the adaptability of such controls since they were placed in service in recent years. In the following presentation each system discussed and illustrated schematically has been installed in one or more instances and has proved itself reliable and definitely economical from the standpoint of capital investment, operation and maintenance. The assay or estimation of the total gold content of an ore presents little difficulty, when circumstances permit of securing a thoroughly representative sample. The general practice has been fairly standardized, and such errors as occur in the results obtained are for the most part attributable to the methods of sampling rather than to those of assaying, while duplicate assays made by skilled workers usually agree closely. When it is a question of estimating the "free" or amalgamable gold of an ore, as opposed to the total gold, there is but little uniformity in the methods employed by different workers, and often equally little in the results obtained when duplicate determinations are attempted, no satisfactory standard method having been generally adopted. The methods in use are of two general types—"panning" and "amalgamation." Panning For the estimation of the value of the visible gold by panning or washing, a weighed sample may be taken, ranging from an ounce to several pounds; a kilogram or 2 lb. is a favorite quantity for laboratory tests, while a prospector often uses a full miners' pan, say nearly 20 lb. or 10 kg. In the case of rich quartz, ground to about 30 or 40 mesh, a Mexican horn is convenient, using 1 to 8 02;. of material, and a 6-in. frying pan is favored by many prospectors in dry districts. Bateas, plaques, and dishes of various patterns are used for the same purpose. With these, fairly close results may be obtained by using for ocular comparison standards consisting of weighed amounts of gold of similar character as regards purity, fineness of division, and the general shape of the particles, which standards are preferably obtained from gold of the same locality, or the same deposit, as the ore or gravel being tested. Men working in one particular district sometimes become surprisingly expert in thus judging the value of an ore by the eye, the weights of both ore and gold being guessed. On the other hand, many have been led to overestimate the value of ore and gravel from unfamiliar localities, where the gold has been very finely divided or of unusually high silver content, and a novice may

(written discussion).-This paper reminds me that when I had an option on a Nevada mine, where the only orebodies assayed $4 gold, I went to San Francisco to learn the cost of putting broken ore in a 25-ft, vein on the mine cars, and sought Mr. Alfred Wartenweiler, who said "There is not a mine in California that can tell what it costs to move ore in the stopes." When building small mills in the mountains, and with only 30 or 40 employees, by entering in a log at night the work performed by each man, I have been able to plot the costs with the accuracy shown in this paper, and very good discipline it is. Cost of new construction and repairs is carefully kept by most companies, and is compiled after completion; probably the outlay of labor and material in pieces of work sufficiently important to call for blueprints is estimated beforehand, but numberless odd jobs of construction and repairs are so itemized. . Might it not be worth while, at a large plant, to have these smaller daily tasks described in advance in a central repair office, and then let inspectors look over the job, report time and material needed, and enter it in sufficient detail in proper ledgers, the men then being sent to accomplish it, and reporting when finished? The forecasts would soon be made quickly and correctly and would give the head mechanic, carpenter, and electrician easy supervision of their men, and the results could be seen at a glance by the managers.

WITH the large amount of metallurgical re- search work now being done and the constant effort of the engineer to effect economies of operation, I think it is a safe prediction that the next few years will see a great change in the handling of mine products. The well-managed mine, with sufficient ore reserves to warrant the necessary plants, will increasingly call upon the metallurgist and chemist for the solution of its problems. Shipping sorted ore or concentrate to the nearest smelter will not be the course followed. From ore to metal, or at least to a product directly salable to the consumer, will be the practice followed. As a consequence, mine managers will be increasingly interested in metal trade problems. By metal trade I mean the buying, selling, shipping, handling, and all the practices, forms and customs that go to make up the trade.

The utilization of rotary kilns, of the well-known cement type, for the preparation of iron ores for the blast furnace, has become of considerable economic importance within the past 10 years in certain localities, notably those where the native ores are lean. Such kilns may be used simply for the agglomeration of ores too fine to be charged into the blast furnace (i.e., ores whose, loss in the dust catchers is excessive, and whose fineness is detrimental to the working of the furnace), or for the desulphurization of lump and fine ores the sulphur content of which does not exceed 6 or 7 per cent. The desulphurizing action can be combined with that of agglomeration provided the kiln is sufficiently large. Other processes have been developed for the same purpose, but while I am not able to draw a comparison between them by reason of lack of sufficient data, it is safe to say that the kiln, if properly dimensioned for the character of ore to be treated, will compare favorably in its results, both as to economy and quality of product, with any other process. It is not, however, as well adapted for the treatment of flue dust as is a sintering operation, on account of the large percentage of fine coke contained therein. Any combustible entering the kiln at its feed end renders the process very much more expensive and unsatisfactory on account of the difficulty of controlling the temperature, also because of the rapidity with which long "rings" form, due to the increased heat at the cooler end of the kiln. The greatest value of the kiln at present is in the treatment of pyrites cinder; that is, the residue from pyrites ore after the extraction of the greater part of the sulphur. This cinder, while high in iron content, has too much sulphur remaining in it to be allowed to form a large part of the blast-furnace burden, without further treatment. It will range in metallic iron from 42 per cent., representing a very low-grade cinder from a domestic pyrites, to 64 per cent. of the residue from the best Spanish ore, and the corresponding silica content will vary from the maximum of about 25 per cent. to 11/2 per cent. The residual sulphur depends largely on the type of burner used in the original desulphurization. In general, the leanest original ores retain the greatest amounts of sulphur. In modern practice the percentage of sulphur in the cinder is rarely as great as six, and seldom lower than one and one-half. Average analyses for iron, silica, and sulphur of the cinders that have come under my personal observation are as follows:

• A new curriculum for combined liberal arts-engineering education has been announced by 6 middle western colleges. The plan involves three years of ;study at one of the 5 liberal arts colleges and two years and a summer of 'engineering work at Case; graduates receive both the A.B. and B.S. degrees. * A new kind of mining is being pioneered by a pest Virginia coal operator which enables four men to produce 800 tons of coal a day. The machine that makes this possible is a giant auger, 5 ft in diam and 100 ft long. Together with the carriage in which it is moved about, it weighs 60 tons. A mobile, but separate power plant of 1000 hp drives it. ' * The Sorel smelter, which will reduce Allard Lake titanium ores, will utilize five 6-electrode rectangular electric furnaces. Furnace hearth size will be about 18x50 ft, and the furnace will smelt about 300 tons of ore per day, producing 100 tons of iron and 130 tons of 70 pct Ti02 slag. The furnaces will be fed continuously by gravity from charge bins, and tap at intervals of 4 hr or more. Slag will be transferred to a high speed casting machine, using cast iron molds, then crushed for shipment to pigment producers. The iron will be treated to reduce its sulphur content to 0.03 to 0.05 pct, and then cast into small pigs or ingots for shipment to steel mills. • Flying of North Africa's first airborne mangetometer survey was completed this month, covering approximately 20,000 sq km in north central Tunisia for Gulf Exploration Co.'s program there. Mapping was completed in less than 30 days. •Yore than 9000 employees of 11 electric companies are enrolled in a 6-hr program that successfully informs workers on the principles of the American economic system. The course is given by the Middle West Service Co. which claims that before and after employee opinion polls show that the course instilled a better understanding of free enterprise and consequently a favorable response to it. •According to a report issued by the American Geological Institute there will be 2865 graduates in geology, including advanced degrees from U.S. colleges in 1950. This supply of geologists compares with requirements for 1278 at the professional and subprofessional levels. The report contains a detailed statistical study of the supply and demand situation for geologists in the 1949-50 period. •The dark cloud of over-production in the bituminous coal industry has a silver lining, according to Natural Resources Notes. Closing marginal mines, mostly strip and truck mines, will result in lower average costs and higher quality of the coal still produced. The producers that will then constitute the industry will be properly equipped and adequately financed to carry forward an intensive campaign to holdd and increase the markets for bituminous coal. •A light, compact, highly reliable blasting machine which does not rely for its effectiveness on the operator's skill is being tested by the Army Engineers. Operating under all climatic conditions from -65 to 125F, the 50-cap machine consists of a springwound do generator and is waterproof.

It is claimed that the first mining of copper by Americans in Arizona was done at Ajo, near the Mexican border, in 1854,* a year after this region had been added to the United States, under the terms of the Gadsden purchase. A group of adventurers, organized at Los Angeles under the name of the Arizona Mining & Trading Company, came, to the district. This party of prospectors consisted of 20 men, led by Major B. Allen, J. D. Wilson, and William Blanding. † They went first to Yuma, where the party divided, some of them going southward into Mexico while the remainder took the trail to Tinaja Alta, where they heard of the copper deposits of Ajo, which is 85 miles southeast from Yuma.‡ They found attractive outcrops of copper ore, and set to work energetically, but their operations suffered many interruptions, because that part of the country was still controlled by the Mexicans, who were uncertain about the exact position of the new international boundary. The Mexicans tried to expel them, but they held their ground. The first shipment of ore, consisting of native copper and cuprite, came from what is now the western end of of the New Cornelia workings; it was hauled in ox-carts to San Diego, 400 miles across the desert. § Later shipments were hauled to Yuma and floated on barges down the Colorado river to the Gulf of California, whence the ore was loaded on

THE American oil 'industry has reached the critical stage where the demand exceeds the supply with no hope of permanently bettering the situation through the development of new fields in the United States. Remedies may be sought along three lines: 1. Securing a foreign source of supply. 2. Curtailment of the use of oil and its derivatives. 3. Improvement in methods of recovery (including the recovery of shale oil), refining, and utilization. The oil companies with proper government support will push the acquiring of foreign territory; the price of oil and oil products will enforce a curtailment in use; it remains for the producers and refiners to brings about improvements and economy in recovery, transportation and refining; the general public must be instructed in utilization. The solution of the problem, therefore, rests largely in the hands of the technologists of the industry -the drillers, engineers, geologists, chemists, etc. Only through an exchange of the ideas of the individuals who are conducting the industry will its technology be advanced. , Among the agencies at work to bring about this result are the United States Bureau of Mines, the American Petroleum Institute, and the A. I. M. E. The Bureau of Mines has a trained staff of experts, maintains experiment stations and a field force of technologists, and issues many technical papers helpful to the industry. The Petroleum Institute is a clearing house for useful statistics and is now. organizing a research division under the able direction of Doctor Manning, but its principal field of activities is in the realm of co¬ordinating ?the financial and commercial activities of the` oil' companies.' It remains for the American Institute of Mining and Metallurgical Engineers to organize the individual technologists of the industry and provide them with means of exchanging and disseminating ideas through meetings and publications. It is the aim of the Petroleum Committee of the American Institute of Mining and Metallurgical Engineers to foster this exchange of ideas among oil men by enlarging the membership of the Institute among the field and office technical forces of the oil companies and thus arouse their interest in the vital problems of the oil business.

The Iron and Steel Committee of the American Institute, of mining and Metallurgical Engineers held a joint session with the American Foundrymen's Association during the Annual Meeting of the Institute in February, 1928, for the purpose of discussing blast-furnace operations and the character of pig iron and castings. Dr. Richard Moldenke presided. H.. H. Sweetser, who was named on the program as the presiding officer of the session, was unable to be present, but sent a letter in which he said: " The meeting we had here last year and the meeting held in Chicago last June showed a desire on the part of blast-furnace men and users of pig iron to get the facts regarding the influence on castings made from pig iron produced in blast furnaces under varying conditions of temperature, mixture and local furnace operations. It has been my hope that at this Round Table we might he able to formulate a series of tests that, would give us the desired information. "Several independent blast-furnace investigations have. been, and still are being, carried on in different sections of the country. The furnaces investigated include a southern furnace, a middle-west furnace, a western furnace and a Chicago district furnace. The results so far show distinct characteristics for each of the four furnaces. It is possible that a furnace in the eastern part of the United States would be different from all the others. "It is hoped that a plan of action can be worked out at your meeting today whereby the IT. S. Bureau of Mines will be able, to carry on more extensive work in connection with the research departments of the different iron and steel companies and the big consumers of pig iron.
