Does mine-sampling show the commercial value of a coal, and if so, how should it be done? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on this subject, and the results seem to furnish an answer to the questions propounded above. Sampling for the Geological Survey Coal-Testing Plant. In organizing the work of the testing-plant, it was decided that coal in car-load lots only would be accepted for testing, also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sam¬ple from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory, which was established in connection with the plant and operated under the direction of Prof. N. W. Lord, of the Ohio State University, Columbus, Ohio. Mine-Sanmhling:-Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations which were adopted for mine-sampling was that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine. .

Owing to circumstances which are entirely unavoidable, the cost of rendering to Institute Members the services which they have been ac-customed to expect from the Institute has increased enormously, especi-ally during the past year. The cost of printing has increased 20 per cent. and another 30 per cent. is expected. There is no recourse; the Institute must pay this or cease publishing. The increase for supplies and office force will be very great. Justice to our employees, whose cost for living expenses has risen by leaps and bounds, demands an increase in. wages, wholly aside from the fact that the employees need not and will not stay. The Institute is, therefore, faced with the alternative of greatly re-ducing its service to the members or else of asking from them a small increase in clues. An amendment to the Constitution has been offered by the members increasing the clues to $15 per year, which cannot become effective until 1921. This still leaves us as the engineering society with the lowest annual clues, except only one, whose dues are $15 per year. To help meet the immediate emergency, the Directors have exercised the authority vested in them by the Constitution and By-Laws and requested the members to pay $3.00 for the Transactions to be issued during the year 1920, which is very much less than the cost of publication. It is the opinion of the Board that the members will prefer to pay this slightly additional expense rather than to have the Institute take a backward step in respect to the services which it is rendering, and which has been increasing constantly in amount, as well as in unit cost, during the past seven or eight years.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.

Meeting of June 26, 1914.-The President was authorized to appoint Advisory Committees to co operate with the United States Bureau of Mines. The President announced the appointment of Edward H. Benjamin and W. C. Ralston as additional members of the Committee on Arrangements for the San Francisco meeting, 1915. H. T. Van Ells and Judd Stewart were appointed to represent the Institute on a joint committee of several technical societies to consider the standardization of graphical methods for the presentation of statistics. The President announced the appointment of H. Foster Bain to succeed Edward H. Benjamin, resigned, on the Committee of Management of the International Engineering Congress, 1915. The Secretary was authorized to issue a new circular advertising the sale of back Transactions and to sell back Transactions, bound in cloth, at a price of $35 for 46 volumes, provided sufficient orders were received to warrant the special binding. The sum of $177.50 was contributed to the San Francisco Local Section. Upon recommendation of the Committee on Membership, 70 Members, 4 Associate Members and 7 Junior Members were elected to their respective classes; there was also one change of status from Junior Member to Member.

(communication to the Secretary*):—Mr. Meissner announces early in his paper that one of its purposes is the discussion of my paper entitled, Notes on the Physical Action of the Blast-Furnace,' with which he disagrees in part; and as the second stage of the discussion of this important subject has centered around his paper, some reply by me may not be amiss. Unfortunately, Mr. Meissner has not indicated a single statement or conclusion in my paper that he wishes to controvert; but as there is evidently a difference of opinion between us I will disregard this fact, and will discuss those conclusions of his that seem to me not to be justified by the facts of general practice, or even by the data which he produces to support them. BACKGROUND Homestake Mining Company began milling operations at the Bulldog Mountain Mine near Creede, Colorado in 1969. The Bulldog Mill, rated at 350 tpd, produces a bulk flotation condentrate assaying about 180 oz/T Ag and 20% Pb, from heads of about 16 oz/T Ag and 2% Pb. The circuit is straightforward with two-stage grinding to 1-5% plus 65 mesh, followed by rougher and cleaner flotation. Reagents used are Z-6, Z-11, Aerofloat 242 and Aero Promoter 404, with an Aerofroth 65-MIBC mixture for a frother. Additional information on the geology, mine and mill are available in references (1) and (2). A flow sheet for the mill and CIP plant together is attached as Figure 1. Final flotation tailings normally vary from 1.5 - 2.0 oz/T Ag. These tailings are cycloned to produce sand for underground backfill. After cycloning, the sands are repulped and given a final scavenger float. This sand scavenger recovers a small additional amount of silver which recycles back to the main flotation circuit. The tailings are recycloned and pumped to the mine or, if the mine cannot accept sand, to tailings. The majority of the silver in the flotation tailings exists in the fine fractions; cycloning upgrades the slimes and lowers the assay of the sand. The sand, after scavenging, typically assays 0.5 oz/T Ag, and the slimes assay about 3.0-3.5 oz/T Ag. AS good health is the most important asset in life, the development of healthful conditions should be the one common meeting ground of agreement between management and labor. Health should not be a subject to be pulled apart, shoved around, or bargained about. Differences of opinion may exist in the procedure and techniques employed in approaching the goal of maintaining the health of workmen, and in the method of increasing the ultimate profit of the employer by improved working and living conditions. Such matters are doubtless appropriate subjects for discussions between the interested parties, but techniques are only tools. If an employer fails to remedy a hazard or a menace which contributes to poor working condlions, this constitutes a legitimate grievance. It should not be necessary, however, nor is it desirable that fundamentals of health maintenance become matters of collective bargaining, any more than should the principles of management and engineering. I have been especially concerned during the last few months with the propaganda in collective bargaining negotiations throughout the country for including in union contracts a given number of days of sick leave with pay. S EVERAL FACTORS have brought about a vastly greater interest in the gold-mining industry in the last two or three years. Outstanding is the fact that there is an open market at a fixed price for all that can be produced. a condition that holds for no other commodity. Costs of production have decreased greatly, owing to lower prices of supplies and equipment and lower wages. Improved metallurgical processes and equipment are also available. To big new gold district is being opened up but virgin ground is being prospected with some success in many of the more remote parts of the world and right here in the United States many old properties are being reopened 111 the light of present condition<, tailing dumps are being re- worked, and profitable leases taken on abandoned property. Many of the men who are becoming interested in gold are mining engineers whose experience has all been with base metals heretofore: some are engineers with no mining experience; some are not engineers at all but men who cannot find profitable employment in their usual field of activity and are attracted by the age-old lore of the yellow metal. Some are business men with a little money and an idea that under present conditions gold mining offers a safer investment for it than most other kinds of business. It is to those more or less inexperienced new- comers in the gold-mining industry that this article i4 ad dressed. Those who are connected with the large gold mines or who have had rears of experience with the small ones will find in the following pages little or nothing of interest but it is hoped that the newer generation of small mine operators, on whom the healthy growth of the industry depends so much, may find here some helpful hints.

THE real and permanent advances which take place in any industry are for the most part slow evolutions which frequently develop and grow almost imperceptibly from clay to clay. A meritorious idea may and generally does require long and patient development and commercial application under a variety of conditions and in a number of localities before it emerges as standard and generally accepted practice. There must be not only technical perfection but also economic advantage. Thus a cross-section taken at any particular time of an industry may reveal little that is distinctly new and yet there may have been considerable progress. During the past year there has been little that is new in milling and yet there has been real progress; some problems have been solved and some of what we may term the newer developments have become more firmly, established.

THE experiments of which the results and significance are set forth in this paper do not by any means cover the whole subject of the heat-treatment of the material referred to, yet they constitute a contribution to that general subject, rather than to the special department of annealing. The material here considered is acid open-hearth steel, containing from 0.50 to 0.80 per cent of carbon, with a nearly uniform percentage of other elements. This class of steel is rapidly increasing in commercial importance. It is even rumored that the rail-specifications of some railroads will hereafter require open-hearth steel. Yet this particular grade seems to have received less study and description from the standpoint of the metallographist than many others. The investigation here described was directed to the following points:-Steel containing about 0.50 per cent, of carbon : 1. The structure as related to the temperature, at the same rate of cooling; 3. The structure and physical properties as related to temperature at different rates of cooling; 3. The structure and physical properties as related to different finishing-temperatures and different rates of cooling; 4. The bearing of these observations upon the statement of Prof. Albert Sauveur.1

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, &apos;leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? OF all the machinery used in mining work, mine cars are probably the most abused. They are hauled through water and muck, up hill and down grade, whipped around curves, bumped and jerked, and exposed to the ravages of the weather. However, as a general rule their lubrication is not altogether neglected. The mine operator may not heed the extra drag that a frozen conveyor bearing gives, but he is all too aware of the increased load that faulty mine car wheels put on his power plant. When the circuit breakers begin to fly, and when his mine loco- motives come out with only half the cars that they were able to carry a month before, then neglected mine car wheel lubrication becomes apparent, and woe to the person responsible.

It is rather gratifying that in the field of the manufacture of refractories, in which, as a whole, foreign practice has surpassed us, the United States stands pre-eminent in the making of silica brick. In some instances European manufacturers have refused point-blank to credit the possibility of making to such specifications as are Common with us, until the actual completed shapes were shipped for inspection. But both the manufacturer and consumer in foreign lands are now frankly learning from us, and benefiting by our advanced practice in this field, as is evidenced by the orders placed here and the efforts put forth abroad to come up to the standard of American-made material. In no metallurgical operation has the employment of silica brick spread with such leaps and bounds as in the building of plants for the carbonization of coal, particularly in the byproduct coke oven. Today, in practically all types of oven, the structure above the floor level (except the facings) is of silica, while in the recuperative and in some regenerative types, its use is extended to that portion of the oven below the floor as well. By reason of the fact that there are a number of classes of refractories of higher silica content than the usual so-called fire-clay brick, there is sometimes a misunderstanding as to the class of material referred to as "silica" brick. We here refer only to a brick having a silica content of 94 per cent. or more and made usually from quartzite rock with a small percentage of lime as a binder. The term "silica" brick is sometimes rather loosely applied to brick from highly siliceous clays, or to a quartzite refractory of mingled fire-clay and quartz rock; but such products are not considered in this discussion. : Materials The rock from which practically all high-grade silica brick are made is a true quartzite or metamorphosed sandstone, variously known as

MINING conditions in Mexico during the current year have been most unfavorable, synchronizing with conditions in the United States, but the outlook for the near future is improving. The chief difficulties met with are because of the following conditions: severe drop in prices of metals; high smelting rates; high prices of supplies; inadequate means of transportation; low efficiency of labor. In comparison with pre-war prices for metals it cannot be said that prices are low, particularly for silver, which recently has gone to a level that would have been considered exceedingly good in 1912. But conditions have changed so greatly that only the most favorably situated properties can operate without loss.

Operating and research personnel at U.S. Steel&apos;s Pilotac concentrator have evolved specifications for magnetic separators suitable for use in beneficiation of Mesabi magnetic taconite. These specifications were developed as a result of investigations into the operating and metallurgical problems at the Pilotac concentrator over a period of some ten years. This paper discusses primary magnetic separator specifications, but much of the information is also pertinent to secondary and tertiary magnetic separators. Of particular significance is the proposal of a new basis for specifying the magnetic field which includes consideration of both field strength and field gradient. Other areas of discussion include flowsheet service, operating conditions such as drum speed and pulp level, tank configuration, magnet strength including field gradient, sleeve bearing design, designation of corrosion resistant materials and other details that result in a metallurgically efficient machine that has low repair and maintenance requirements. The mechanical and metallurgical design of magnetic separators at the Pilotac plant, Minnesota Ore Operations, United States Steel Corp. has progressed from the original single-stage, belt-type machines to the present multiple-stage, drum-type units, In ten years of operation, the plant operating and research personnel, in consultation with manufacturers, have made design changes to improve mechanical, electrical and magnetic features to meet process needs as flowsheet designs developed and to incorporate new permanent magnet materials as they became available. Separator specifications were an end result of this effort. The latest specifications which were developed for the Minnesota Ore Operations&apos; plant were not all-inclusive listings; they covered only those points indicated by plant experience. For example, magnet pole piece design and dimensions were not stated. The manufacturers were given freedom to use any design as long as the field pattern was as specified. The selection of the items to be included in the specifications was undoubtedly influenced by particular conditions at Pilotac such as composition of plant water, concentration characteristics of the ore, repair and maintenance facilities available and the research programs that had been conducted. Only the developments leading to the specifications for a primary or "cobber" magnetic separator are presented in this paper. However, the same general concepts are used to specify secondary and tertiary separators. The areas of interest discussed include flowsheet service, tank configuration, magnet design, bearings, materials of construction, and some minor mechanical details. FLOWSHEET SERVICE The primary magnetic separators in the Pilotac Concentrator flowsheet are located after the first stage of grinding as shown in Fig. 1.

THE zinc-smelting industry of the United States has grown very rapidly in recent years and bids fair to outrival that of all other countries in the future. On account of the geographical situation of the chief ore-supplies, the industry may be divided into two main groups, the eastern and the western. The eastern and older group includes the works of Pennsylvania, New Jersey and Virginia, which practically control their own ore-supply. The western group includes the works of Illinois, Missouri, Kansas, Wisconsin and Indiana, which do not control their own ore-supply, but are compelled to buy the ore in the open market. It is for this reason that the western zinc-smelting industry has been undergoing continual changes since its inception 40 years ago. During the early discoveries of lead- and zinc-ore in the lead- and zinc-districts of Wisconsin and northern Illinois, the zinc-ore (sinithsonite or " bone " as the miner calls it) had no value and was considered waste; but later, when this ore was found in large quantities, it attracted the attention of metallurgists, which finally resulted, during the early sixties, in the building of the Matthiessen & Hegeler Zinc Works at LaSalle, Ill., the pioneer zinc-works of the West. A few years later, zinc-ore was discovered associated with the lead-ore in Jefferson county, southeastern Missouri, which started the industry at Carondelet or South St. Louis. Still later, the discoveries of zinc-ore in the lead-ore region, first&apos; at Granby and then around Joplin, lead to the introduction of the industry in the southwest Missouri and Kansas districts. At first the development of the industry was slow, but it progressed steadily and it is now one of the leading metallurgical industries of the middle West.

(New York Meeting, February, 1912.) ELECTROSTATIC separation of ores in its present form is generally known as the Huff&apos; process from the name of Charley H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead.& Smelting Co., in Platteville, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Much credit is due to the above-mentioned company for its initial venture, and for its assistance in applying the process to field use. Prior to 1908 electrostatic separators had been installed and operated (but for a comparatively short time, however) in a number of places; some under the patents of Mr. Dolbear by himself and associates, and some under the patents of Lucien I. Blake and Lawrence N. Morscher, by W. G. Swart, mining engineer, of Denver, who has always been a courageous advocate of electrostatic separation. Due to the difficulties experienced in the generation of the electrical charges, the primitiveness of the separators, the wooden construction instead of iron as at present, the lack of control of the electrical fields and other difficulties overcome by the later inventions of the Huff Electrostatic Separator Co.,

STEADY advance has been made in the art of lead smelting and refining during the year. The bringing of natural gas to the Salt Lake valley has led to its adaptation to lead smelting operations. The Tooele plant of the Anaconda Copper Mining Co. has put into practice the high blast pressure and constant volume for lead blast furnaces, which we understand was first advanced by John F. Austin. It would appear that within limits, capacity is nearly proportional to the volume of air. If the charge is dense, a constant pressure, as in the old practice. did not get much air through the charge and the furnace slowed up. The constant volume idea makes the charge smelt at the same rate as if the charge were porous. The cost of a little additional power insures capacity operation at all times.

This investigation was undertaken at the suggestion of Prof. Henry M. Howe, of the Department of Metallurgy, Columbia University, who, in a letter to the author, dated October 23, 1900, wrote as follows, suggesting the subject of this dissertation : "The extraction of silver from copper mattes by either the Ziervogel or the Augustin process depends upon converting the silver into silver sulphate by means of the sulphuric anhydride evolved from the decomposition of ferrous sulphate and cupric sulphate, which are formed during the roasting operation itself from the iron and copper sulphides present. "It occurred to me, some time prior to the autumn of 1897, that these processes might be made much easier by adding to them, at the proper stage, ferrous or cupric sulphate, or both, in the form of green or blue vitriol. That is, instead of having to rely solely on our ability to generate these sulphates in this very delicate roasting operation, my idea was that we could add a small quantity of already-prepared sulphate at the proper state of roasting, viz., at or before the period when the solphatizing of the silver occurs. The comprehensive audit of the accounts of a mining company is extremely important in its relations to the legal situation and obligations of the corporation, the personal liability of the directors, and the interests of the investing public. A consideration of the subject as affecting the professional duties and fixing the responsibility of a mining engineer engaged in the expert examination of a mine or in charge of mining operations, is equally important, though this phase of the question is not often presented systematically.

In a laboratory study of grinding and classification&apos; of silica sand, a satisfactory means of producing the medium-fine specification sand desired by producers of flint-glass containers was developed. The best procedure consisted of ball-mill grinding and double classification, which gave a properly sized sand containing less iron than the feed.
