Much attention and publicity has been given, during recent years, to grinding, classification, flotation, and thickening. The various technical papers, and symposiums held to discuss these important phases of milling, have contributed to a better under- standing of the fundamental principles and operating variables involved. Another important part of milling- to the flotation operator-is a treatment step to which frequently too little attention is given-" conditioning," or the treatment the ground mineral pulp receives before it enters the flotation machines. Conditioning" is a hackneyed and frequently misused term, commonly employed to describe the pretreatment of surfaces of minerals in ore pulps or mill pr6ducts prior to froth flotation. In general, such pretreatment is for the purpose of changing the flotation characteristics of these mineral surfaces to enable them to respond in some desired predetermined manner when subjected to flotation. Taggartl states that the function of conditioning is "either to insure selective collector coating of one mineral species while another species is not; or to take such steps as will compensate for departure there from."

On December 31, 1959, there existed in the United States 15,993 slot-type coke ovens capable of producing 81,447,700 net tons of coke. These ovens were concentrated in 74 coke plants in 21 different states. As of the same date, there were 7448 beehive ovens in existence at 45 plants in the states of Pennsylvania, Virginia, West Virginia, and Kentucky. Total annual capacity of the existing beehive ovens was 4,368,800 net tons, but only 5148 ovens with a capacity of 3,131,600 tons were in operating condition. It is interesting to compare the average dimensions of slot-type ovens built during recent years with the 30 ft x 5 ½ ft x 16 ½ in. ovens erected at Syracuse, N. Y. in 1892. A composite oven built according to the average dimensions of all those erected between 1954 and 1958, for instance, would be 39 ft long. 12 ft high, and 18 in. in width. The coal capacity would be 16 tons as against the 4.4 tons which could be charged to the Syracuse ovens. Of the 15.993 slot- type ovens in existence at the end of 1959, by far the greater number were built by the Koppers Co. whose total of 11,280 ovens included 7891 Koppers- Becker and 3389 Koppers ovens. Of the remainder, there were 3260 Wilputte, 1350 Semet-Solvay, 63 Otto, and 40 Simon Carves ovens. By-product coke oven plants are usually classified either as furnace or merchant plants. According to the definitions used by the US Bureau of Mines, the former are "those that are owned by or financially affiliated with iron and steel companies whose main business is producing coke for use in their own blast furnaces. All other coke plants are classified as merchant. They include those that manufacture metallurgical, industrial, and residential heating grades of coke for sale on the open market; coke plants associated with chemical companies or gas utilities; and those affiliated with local iron works, where only a small part (less than 50 pct of their output) is used in affiliated blast furnaces." The annual coke capacity of the merchant plants during 1959 was 10,393,000 tons. However, the by-product oven of today is essentially an appurtenance of the iron and steel industry, rather more than 87 pct of total by- product coking capacity being concentrated at furnace plants. This was not always so. There was a time when the merchant plants played a much greater part in meeting the US demand for coke and gas. High noon for the merchant plants was reached during the early 1930's. By 1932 there were as many by- product oven installations being operated by the merchant sector of the industry as by the coke divisions of the iron and steel industry (44 of each), and in the same year the merchant plants produced 46.5 pct of all by-product coke made in the country. Since that time their contribution has drastically declined. In 1940 merchant plants were responsible for only 23.2 pct of total US production, and by 1950 their number had decreased to 30 plants which turned out 18.5 pct of the total by-product coke made. At the end of 1959 only 20 of the 74 existing by-product oven installations were merchant plants. They ac- counted for 12.5 pct of the year's production, or 6,849,786 net tons. This percentage has remained fairly constant since 1954. There are several reasons for the decline of the merchant coking industry. For example. On the grounds of economy, quality control, continuity of supply, and so on, the iron and steel industry usually prefers to control its own mines and carbonize its own coal at or near to the blast furnace rather than rely on independent operators for metallurgical coke. As the steel companies have enlarged their own coking facilities, so has the need for coke obtained from other sources declined. Furthermore, not only has the steel industry increased in self-sufficiency by building mare coke ovens during recent years, but it has also progressively improved the fuel efficiency of its blast furnaces. During the years 1947-49 the average coke consumption per ton of pig iron was 1892.8 lb. During 1958 the corresponding figure was 1613.4 lb. There are many individual furnaces where still better results are being obtained, and further reductions in the average may be expected. Perhaps the greatest threat to the merchant coking plant has been the fantastic increase in the use of natural gas and petroleum products for purposes which manufactured gas once served. So deadly has the com- petition from natural gas and oil been that it has almost eliminated by-product oven installations owned by public utilities. In the peak years of the early 1930's there were 23 such public utility plants. In 1960 only two were left. One of these, owned by the Citizens Gas and Coke Utility, was at Indianapolis, Ind.; the other was the plant operated by the Philadelphia Electric Co. at Chester, Pa. In recent years an important function of the mining engineer has been the appraisal of the value of mining-properties required by those planning consolidations of a number of' individual operations. In no field of productive industry have the economic results attainable by consolidation been more clearly shown than in the mining-regions of the United States. In many important mining-centers unification of ownership of the most valuable properties has already partially or completely been attained, and, in other districts, projected absorptions and consolidations await only favorable financial conditions for their consummation. The iron-ore districts of the Lake Superior region, the coal-mines of Colorado, of Wyoming and of Utah, the anthracite mines of Pennsylvania, the Connellsville coking-coal mines, and large areas of bituminous coal-land in Pennsylvania, in Ohio, in the Indian Territory and in other portions of the United States, are now largely controlled by a few corporations operating on a large scale, or by a number of corporations working in harmony because of an affiliation and interleaving of interests. The tact of keen financiers and the diplomacy of men of great administrative ability are the chief operative forces in conceiving and accomplishing such consolidations, but in formulating and maturing them, the services of the mining engineer are often required to supply the facts upon which they must be based. For this purpose the expert is expected to furnish full and complete reports covering the quantity of ore, coal or other mineral available, its value per ton, cost of mining and treatment, etc. In reporting upon gold-, silver-, lead-, zinc-, copper- or iron-

THE title of this paper, I understand, was suggested by professional mining engineers as an opportunity for someone to pose problems rather than to offer solutions for them, but the paper will merely attempt to pose some of the production problems of the mineral aggregates industry in such manner as to create professional interest in their solution by the mining engineer, geologist, geochemist and the metallurgical engineer versed in mineral-dressing technique. DEFINITION OF MINERAL AGGREGATES "Mineral aggregates" may be defined as fragments of any rock or mineral used to supply bulk or volume or substance for a given purpose. For example, mineral aggregates are used in portland-cement concrete to provide bulk with the expenditure of the least feasible amount of cement binder. Mineral aggregates are used without portland cement or bituminous binder in highway and railway roadbeds to provide substance, to carry loads. Mineral aggregates are used in filters for water and sewage, to provide substance for the liquid to trickle through. These are only a few typical uses of mineral aggregates. For all these uses, strength, toughness, resistance to abrasion, and durability are usually prime requisites; so, while theoretically mineral aggregates may be of any mineral composition, what really is desired is a mineral composition as nearly inert under the conditions of use as anything of earthly origin can be. EXPLORATION AND POSSIBILITIES OF DEVELOPMENT The distribution of deposits of mineral aggregate is universal, since almost any part of the earth's crust can be used; even the top soil is sometimes used in stabilized surfacing for highways or airport runways. Nevertheless there is ample opportunity for exercise of the talents of the mining engineer and the geologist in finding the particular deposit that will be most economical to develop, keeping in mind such considerations as: (1) quality and mineralogical characteristics of the material; (2) size and permanency of the market; (3) final cost of opening and development of the deposit; (4) selection of location of plant; (5) methods and costs of distribution of the product in comparison with both present and possible future competition; (6) selection of the proper type of operating equipment; (7) estimation of probable waste products and their disposal. These are typical but there are other considerations also. Because profit margins are far smaller than in any comparable mining operation, it is all the more logical to assume that a higher degree of expert knowledge is desirable to make a success of a mineral-aggregates business. SCRAP metals to the value of more than a billion and a half dollars were recovered in the United States in 1939 for further use in industry. Few people have any true conception of the magnitude of the secondary-metal industry as related to that engaged in the production of the primary, or virgin, metals; of its importance, particularly when a shortage of primary metals exists, as at present; or of the advance that has been made in standardizing and improving the quality of its products. Of the iron and steel produced in the United States in 1939 (the data used in this article are largely taken from Bureau of Mines reports for that year) just over 50 per cent came from scrap and slightly less than 50 per cent from ore. Of the principal nonferrous metals-aluminum, anti-mony, copper, lead, nickel, tin, and zinc-63 per cent came from domestic ores and 37 per cent from scrap. Fig. 1 presents graphically the relative tonnage and value of primary and secondary production of ferrous and nonferrous metals. In this chart only purchased secondary metals are considered, the figures being exclusive of "home" or "plant" scrap which amounts to rather large figures in the iron and steel industry. Incidentally, the chart shows that from the tonnage standpoint the iron and steel industry is some twenty times larger than the nonferrous industry, though with regard to the value of the product the ratio drops to about two to one.

I HAVE been asked by the Chairman of the Engineering Education Committee to outline what the engineering colleges would like the mining companies to do with the young engineer just, out of college. It has been suggested that, because my own personal experience has been almost entirely within the coal industry, I handle this subject from that view- point. Many thoughtful engineering educators are today wondering what effect the present employment policies of many industrial companies are going to have on the young man just starting out in his profession. Since before the World War large industrial concerns, such as those in the electrical and mechanical industries, have gone to the colleges to interview 'likely graduates until today there has developed in most of our engineering colleges, especially in the eastern part of the country, what appears to be a lively competition on the part of these companies in bidding for the young graduate engineer. The employers of mining engineers, with one or two exceptions, have not yet begun to enter this competition. It remains to be seen how serious this situation will become, how it will affect the training of other engineers, and what effect, if any, it will have on the mind of the young man about to enter college who may be inclined to take up mining engineering, but who gains the impression from this well advertised employment service just mentioned that there is no opportunity for him in the mineral industry as com- pared with the opportunities offered in say civil, mechanical, and electrical engineering.

AFTER more than fifty years of investigation and continuing failure in service, a satisfactory mechanism to explain stress corrosion cracking in homogeneous alloys is still lacking. The relative chemical activity of grain boundaries and adjacent grains, inferred from the boundary structure, has been used to explain intergranular cracking in a brass.' This concept is probably correct as a general hypothesis, but it requires much more extensive development in order to explain satisfactorily the observed phenomena. For example, the specific function of the solute in an alloy must be considered, because intergranular failure does not occur in pure metals,' which are structurally similar to homogeneous alloys. Also, in this connection, an inter crystalline fracture path in binary copper alloys can be changed to a transcrystalline path by relatively small ternary additions.' The fracture path in ß brass is predominantly transcrystalline,' in contrast with an inter crystalline path in a brass. Whether the two different fracture paths are the result of a difference in composition, crystal structure, or the state of long range order is unknown and cannot be determined with ß brass, because only the ordered state can be obtained at room temperature. The study of chemical activity at structural sites in the Cu-Zn system is restricted by the formation of opaque films in an ammonia environment in which stress corrosion cracking is generally observed. Furthermore, both components of the alloy are chemically active and the interpretation of observations is therefore relatively complicated. The Cu-Au system is a better choice for the purpose of studying structural factors. In particular, CuAu is very susceptible to cracking in ferric chloride and opaque films are not formed in this solution; it may be obtained in different states of long and short range order; and, finally, only copper is oxidized in dilute ferric chloride, which considerably simplifies the chemical problem. To provide information necessary for a more general explanation of stress corrosion cracking in homogeneous solid solutions, the following structural factors have been investigated in a Cu-Au alloy having a composition corresponding to Cu,Au: 1) the effect of long and short range order; 2) the structural sites from which copper is removed from the annealed and cold worked polycrystalline alloy; and 3) the effect of annealing time and temperature on structural reactions in the cold worked alloy. Experimental Procedure A Cu-Au alloy of nominal Cu3Au composition was cast from cathode copper and high purity gold and fabricated into sheet and wire. Chemical analysis for copper and gold indicated 48.92 wt pct Cu and 51.01 pct Au. Quantitative spectrographic analysis indicated 0.01 pct Ag, 0.002 pct Pd, 0.001 pct Pb, and 0.002 pct Fe, with traces of magnesium, silicon, and zinc. Presumably most of the remaining 0.055 pct corresponds to the limits of analytical precision. Heat treatments of wire and sheet were conducted in argon or vacuum. NOVA SCOTIA is sharing in the rapid advance of the mining industry that is one of the remark- able features of Canada's recent progress. The production of coal and gypsum has increased rapidly, and there has also been a marked development in the mining of gold, salt, zinc, copper and other minerals. Coal, the basis of the principal mining industry in the Province, was discovered by the early explorers on the shore of Cape Breton Island, and used by the garrison at Halifax as early as 1749. The first government record shows total annual sales amounting to 1668 long tons in the year 1785, while last year production was 6,643,000 long tons. The principal mines are discussed in a separate paper by Alexander L. Hay1.

REPUBLIC STEEL CORP. and Armco Steel Corp. have joined in a $160,000,000 project for the production of iron ore from Taconite in the Lake Superior mining region. The two companies announced acquisition in equal shares of 100 pct ownership of the stock of Reserve Mining Co., which controls a vast deposit of magnetic Taconite iron ore on the eastern end of the Mesabi range in Minnesota. Through Reserve Mining the two companies will build a plant for manufacturing high grade ore from Taconite near Beaver Bay on the north shore of Lake Superior. The first announcement calls for about a $60,000,000 plant which will be built as soon as plans are completed and will have an annual capacity of about 2,500,000 tons of iron ore pellets. AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

I. INTRODUCTION. DURING the past 50 years the attention of mining-men has been turned to Africa, and within the past decade prospecting-expeditions sent into Central Africa have resulted in the opening-up of several mines. Having recently spent two years in the Belgian Congo for the Société Internationale Forestiere et Miniere du Congo, it is our purpose to outline briefly the mining-conditions in that part of Central Africa. Before it became, in 1908, a Belgian colony, this region was known as the Congo Free State. II. LOCATION AND AREA. The Belgian Congo lies in southwestern Central Africa, west of the continental divide, is illustrated in Fig. 1. It has a coastline of but 20 miles on the Atlantic, but widens rapidly eastward to points 5° north and 14° south of the equator. Its area is 908,000 sq. miles, which is almost one-quarter that of the United States and Alaska, or more than one and one-half times that of Alaska. Stated in other terms, its area is nearly one-third that of the United States, exclusive of Alaska and the insular possessions, or more than that of all the United States east of the Mississippi river. THE greatly enlarged demand for small sizes of seamless copper tube which has recently occurred, due particularly to the rapid growth of the electric household-refrigerator industry, has emphasized the superiority of phosphorized to tough pitch copper for the purpose of producing this commodity. In the manufacture of this material exceedingly heavy reductions by cold drawing are employed, customary practice involving as much as 90 per cent. reduction of cross-sectional area in four runs without intermediate annealing. Although this superiority has long been recognized by tube makers, no quantitative expression of it has heretofore been published. It is believed that the data herewith presented mill serve this purpose. Recent investigators are not in agreement as to the relative mechanical properties of copper containing small amounts of oxygen as compared with copper containing sufficient oxygen to produce that condition known as tough pitch. Hanson, Marryat and Ford1 found that "oxygen has a relatively small effect on the properties of copper." Johnson, on the contrary, states "it cannot be denied that it (tough pitch copper) is inferior to deoxidized copper . . . where severe mechanical manipulation is concerned." These authorities in the reports of their investigations, as might be expected from their conclusions, do not present data of a character requisite to a conclusive determination of the question.

AS applied to coal, the term processing is subject to many interpretations. To some it means preparation of coal for the market by mechanical means such as crushing, sizing, washing, or treating with oil or chemicals to eliminate dust or improve combustion quality. To others it means conversion of the coal to other commodities as in carbonization to produce coke and by- products, or to liquids by application of the hydrogenation process. I prefer to classify the various forms of mechanical treatment under the heading of beneficiation and apply the term processing to those methods of treatment that destroy the coal sub- stance through distillation or hydrogenation.

The little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map, Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90" in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. History. On the discovery of the silver-lead bearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of about 3 miles east and 5 miles west of the town. TUNGSTEN serves mankind in two major roles. The first of these is represented by the tungsten filament of the incandescent electric lamp, a common article of commerce. In the field of hard alloys it plays its second substantial part. A fortunate combination of physical properties in this metal ac- counts for its efficient service as a source of illumination. Tungsten melts at about 3400°C, has a relatively low vapor pressure and at the same time sufficient strength, both hot and cold, to serve satisfactorily as filaments, which may range in diameter from 0.060 to 0.0005 in. In the early days of the incandescent lamp, the pioneers realized the importance of using a substance of high melting point for the source of light. The metals osmium (mp approx. 2700°C) and tantalum (mp approx. 2850°C) were both employed to some extent. Tantalum actually attained some commercial importance in this field because it could be drawn into small wires of appreciable length. DUCTILE TUNGSTEN WIRE Before the year 1908, tungsten was considered a nonductile metal, since no one had succeeded in overcoming the brittleness so typical of the unworked metal at room temperature. The methods employed today in producing ductile tungsten wire were developed over a period of years. IN a recent paper1 the authors presented information on a refinement of the Rohn type of creep test with data on pure iron that exemplified the behavior of the apparatus. The present paper extends that work to nickel and cobalt and to the examination of the comparative high-temperature properties of two widely used commercial alloys. Careful attention has been given to the effect of plastic deformation in decreas-ing creep rate, using the elementary metals iron, nickel and cobalt for purposes of analysis. In any, endeavor to develop new materials for high-temperature service one soon encounters a real problem as to the sort of test to be employed in evaluating the commercial possibilities of the alloys. At one time it was considered satisfactory to determine the tensile strengths at elevated temperatures and to use these values as a criterion for the commercial application of the alloys. More recently the proportional limit has been used as a means of classification. Data obtained from a form of bend test has also shown promise as providing a "merit index" of high-temperature serviceability.2 Koerber and Pomp3 state that since the influence of testing time is small, the high-temperature yield point of steel furnishes sufficiently reliable and concordant values up to about 350° C. THE ease and promptness with which the public as a whole becomes accustomed to and takes advantage of the work of the engineer, using the term in a broad sense, is almost startling. Surprise at, and fear of radical innovations in transportation and private service quickly give way to blasé indifference, followed instantly by all manner of criticism that these things are not better constructed and managed. Does the street car stop a few minutes on a switch?-summon the State Commission. Is the Overland Express fifteen minutes late on a three thousand mile run?-Congress is memorialized to make the great railroad companies attend to their business. Does central not respond instantly when we take down the telephone receiver?-anathema!! Do the electric lights go out for a minute or so?-the darkness is illuminated by caustic sarcasm and other kinds of spoken English consigning all engineering and engineers to perdition; everyone apparently forgetting how steep the hills were before the days of street cars, how far away San Francisco was before the days of the locomotive, the telegraph and telephone, and how difficult it must have been to study by the light of a tallow candle.
