THE essential differences expressed by the different speakers participating in this symposium concern merely the relative emphasis placed on the subjects that are commonly included under the term "geophysics" and the branches of science that form the basis for investigations in this field. In order to appreciate the present situation it may be profitable to briefly refer to a few historical matters. One can find almost countless descriptions of geological phenomena long antedating the introduction of the title of "geology," which has been credited to Richard de Bury in the fourteenth century. Interpretations, when they were offered, were generally pure speculation. Only toward the close of the eighteenth century do we find theories developed as the result of observations and tested by additional observations. It is difficult to select and give proper credit to the individual who was particularly responsible for turning geology into a distinctly observational science. William Smith, who has been called the "Father of English Geology," certainly represents the period when observation was the only method used. As he traveled through the British Isles, "sometimes 10,000 miles in a year," he was continually making notes of his observations. Geikie says: "His plain, solid, matter of fact intellect never branched into theory or speculation, but occupied itself wholly in the observation of facts." William Smith, with others of his time, definitely laid firmly the foundations on which modern geology has been built. Field and laboratory observations can no longer be said to constitute the sole basis for geologic contributions but we have not laid aside the methods of Smith and his followers. It is folly to underestimate the fundamental value of the observational part of geology in the present. The objection to purely observational geology is that it is mainly qualitative and not quantitative, general and not specific. No one can deny this charge and probably there are few who do not welcome every method or process whereby we can put aside generalities for definite established values. Physics is the science that has particularly come to the aid of the geologist in this respect. CONTRIBUTIONS OF PHYSICS It is not the intent of the writer to enumerate or to evaluate all of the contributions to geologic advance in the field of physics. A few only are used for the purpose of illustration. When Clarence King, Director of the United States Geological Exploration of the Fortieth Parallel, invited Ferdinand Zirkel to study 2500 thin sections of rocks collected from the western United States, the use of the microscope came into general use. Zirkel's report was published in 1876. He was not the first to use transmitted light for microscopic rock determination, some work having been done by Henry Clifton Sorby and others some years earlier, but he was the first to put into general use this method. Several statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and econonly of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the waterworks conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

Coal mine bumps are normally associated with pillar mining under moderate or deep cover. Severe bumps at Sunnyside, however, have not been confined to pillar lines. Many have occurred in virgin development and in localities a long way from active pillar workings. As early as 1918 bumps in virgin territory were attributed to the faulted structure in the Sunnyside area.1 Sunnyside is an old property, mined for more than 60 years. Both man-made and natural conditions contribute greatly to bump occurrences, and loss of life and great destruction of workings have resulted from some unusual bumps in recent years.

LIEBERMANN.-As mentioned in my paper, a special investigation was made on the effect of dirt on the track, for the -express purpose of educating mine operators to the advantage of keeping their tracks clean. As to the benefit of clean tracks to the saving in battery consumption, that can be easily determined if the rate of discharge is known under existing conditions, that is, on dirty tracks. The tests have shown that tracks covered with coal dust cause an increase in draw-bar pull of about 30 per cent. The battery discharge table will show the capacity corresponding to the new rate of discharge and will thereby disclose the possible saving in battery consumption. The difference between dirty tracks and clean tracks will be found large enough to have an appreciable effect on the size of the storage-battery locomotive, and for a locomotive of any given size it may mean

These are exciting times for the coal mining community. Although the industry is in the middle of a healthy boom, there are strong forces tending to counteract or at least temper the rate of growth. There are many pushing and pulling factors of interest to mining people, and a few salient ones will be mentioned here. Primarily because of a tremendous demand for energy, a demand that can't be met by other fuels, the coal industry is in boomsville. Another contributing factor to this situation is the increased overseas demand for metallurgical coal. These demands are being counteracted by a lack of people, the lead-time required to develop new capacity and wildcat strikes, among other things.

oriented crystals of iron and iron with 3, 5, and 6.25 pct Si were rolled to reductions of 10 and 70 to 97 pct at room temperature. Similarly oriented crystals were deformed in tension. Dislocation substructures of the deformed crystals were observed by transmission electron microscopy to determine the effect of silicon on the formation of substructures. Pole figures were obtained to relate orientation changes to substructure. When rolled 10 pct, the iron crystals and the 3 pct Si-Fe crystals formed cells, 1 and 0.2 u in diameter, respecliuely. Cells were absent in the higher-silicon crystals. Extended dislocations and possible stacking faults were observed in the 6.25 pct Si-Fe crystal rolled 10 pct and annealed at 650°C. The stacking-fault energy was estimated to be 20 ergs per sq cm. Rolling to 70 pct resulted in the formation of sub-bands (0.9 µ wide) ill the iron crystals and transition bands (containing 0.2-µ-wide subbands) in the 3 pct Si crystals. No subbands formed in the 5 pct Si-Fe crystal until it was ankzealed. SliP occurred on (112) planes ill tension. The slip traces on the 3 pct Si crystal were wary while those on the 5 pct Si crystal wvere straight. The strain-hardening coefficient for the 5 pct Si crystal was nearly zero. Cells did not form, at least at elongations up to 10 pet. The results suggest that cross slip of iron is restricted by additions of silicon beyond about 3 pct possibly by formation of immobile extended dislocations. IN a previous paper' the authors described the substructures developed in (100)[001]-oriented crystals of 3 pct Si-Fe which were rolled to reductions of 10 to 90 pct at room temperature. At low reductions (10 to 20 pct) cells, approximately 0.2 to 0.3 ja in diameter, were formed. The cell walls consisted mainly of edge dislocations. With increasing reduction (up to 50 pct) the cells were seen to elongate in the rolling direction. In certain regions of the crystal there were significant reorientations which were characterized as rotations about an axis normal to the (100) or rolling plane. These regions were called "transition bands". The regions in which there were no reorientations were called ('deformation bands". At reductions of 60 to 70 pct the elongated cells in the transition bands became sub-bands separated by low-angle tilt boundaries with angles of disorientation of about 2 deg. The elongated cell structure in the deformation band was replaced by a general distribution of dislocations. It was noted that the width of the subbands in the transition bands remained 0.2 to 0.3 µ; i .e., the width of the subbands was the same as the initial cell diameter for reductions up to at least 70 pct. From this, and from considerations of the mechanism of formation of the transition bands,' it was concluded that the subbands evolved directly from the initial cells. In order to check this conclusion, it was decided to examine the relationship between initial cell diameter and width of subbands produced by large rolling reductions. Cell size is known to be dependent upon the temperature of deformation.2,3 However, preliminary experiments with 3 pct Si-Fe crystals indicated that the change in cell size with increasing temperature of deform,ation was not sufficient for the present purpose. On the other hand, cell diameters generally reported for iron deformed at room temperature2'3 range from 1 to 2 p, a factor of 3 to 10 larger than the cells in 3 pct Si-Fe rolled to 10 pct reduction,' indicating the possibility of a marked dependence of substructure (at least in terms of cell size) on the amount of silicon in iron. Thus, the investigation was enlarged to include the study of the effects of varying silicon content on substructure in lightly rolled as well as in heavily rolled crystals of iron and iron with 3, 5, and 6.25 pct Si. The crystals used in this study all had the same orientation, (100)[001], with respect to rolling plane and rolling direction. These were rolled to reductions of from 10 to 97 pct and the substructures determined by electron transmission microscopy in both the rolled state and after annealing. In addition, stress-strain curves were obtained from (100)[001]-oriented crystals of iron and 3 and 5 pct Si-Fe to determine the effect of silicon on tensile properties. The dislocation substructure of the tensile specimens was also determined for Samples pulled to 2 and 10 pct elongation at room temperature for comparison with the substructures produced by rolling. 1) EXPERIMENTAL PROCEDURE Crystals with 3, 5, and 6.25 pct Si were prepared by annealing 0.012-in.-thick sheets of high-purity Si-Fe in purified argon at 1200°C to effect growth

INTRODUCTION Direct reduction processes reduce the various commercial forms of iron oxide (pellets, concentrate, fines, etc.) to metallic iron at temperatures lower than that of molten iron. Thus, this technology includes practically, all iron reduction processes other than blast furnaces and electric pig iron furnaces (whose output in terms of world production is negligible). The product of these processes which is known as direct reduced iron (DRI), or sponge iron, is primarily used as a source of metallic iron in steel-making operations. Interest in DRI, which has been significant since the early 1960s, increased significantly in recent years with the rapid growth of DRI installed capacity throughout the world. The importance of the subject for the Circum-Pacific region stems directly from the influence that DRI has on iron ore consumption and on future steel development for this region. Although there is widespread agreement that electric furnaces will continue to increase their share of global steel output, and especially so in the countries of the Pacific Steel community, some doubts exist about future scrap supplies being adequate to support growth at past rates. The authors believe that such doubts are soundly based. As this paper points out, the total supply of all metallics used in electric furnaces may not be adequate to support the extrapolated rapid growth in electric furnace steel production. This paper seeks to provide perspective on the global and Circum-Pacific prospects for DRI in light of recent energy price developments and the current recession. In this regard, the demand for DRI within the context of recent evolutionary patterns in steel-making, the outlook of DRI supply in terms of prevailing production costs, and the prospects of new technology are discussed. THE DEMAND FOR DRI Although several reports published in the last 10 years predict high rates of growth in DRI, the subject remains a controversial one. Significant growth has indeed occurred, but not to the extent anticipated in the studies summarized in Table 1. The substantial difference between previous expectations and present reality can be ascribed primarily to: (1) lower growth in steel production than formerly anticipated; (2) numerous cancellations of DRI facilities that were previously announced; and (3) a fundamental and probably irreversible change in the economics of DRI production. Note that DRI capacity at the end of 1980 was about 16 million tonnes, a significantly lower figure than any of the projections above. In addition, DRI production was only about half of capacity, reflecting the abnormally low rates of capacity utilization in this industry. [ ] Before examining the current outlook in steel, it is pertinent to note that the market for DRI is usually different in the industrialized countries of the West from that in developing countries. In the former, the available infrastructure and industry's diversification extends DRI's potential markets to numerous steelmaking, foundry, and other industrial applications, although competition from scrap and other forms of metallic iron is constant. Scrap is generally available in these countries and, therefore, DRI competes with it in electric furnace steelmaking, basic oxygen steelmaking (as a coolant), cupola foundry operations, or as an additive in the metallic charge for open hearth and blast furnaces. On the other hand, DRI in developing countries is often allocated exclusively to domestic electric furnace steelmaking or, when capacity exceeds domestic captive requirements, to export. Notwithstanding quality considerations, DRI is being and is likely to continue to be used predominantly as a source of metallics in iron and steel-making. Other uses of DRI, such as in copper cementation represent a marginal market in terms of overall tonnage and can be ignored at this point. Therefore, DRI demand is-determined by the overall availability of metallic scrap in its various forms--a function of steel production and its probable evolution. The Global Steel Outlook Given the present recession, an objective appraisal of the long-term outlook for steel is particularly difficult. Hematite-magnetite ore bodies at Iron Mountain, Missouri, have produced nearly 9 million tons of iron ore concentrates since 1844. The ore minerals occur principally as open-space filling in fractured and brecciated andesite porphyry with very minor replacement of the wall rocks. The enclosing rocks are Precambrian in age and consist of a series of dacite, rhyolite, and andesite flows aggregating about 2000 feet in thickness. All of the ore is in andesite and the mineralization is Precambrian in age. The shape of the ore bodies, the breccia character of the ore, and the gangue mineralogy are believed to be unique. One of the two main ore bodies is crudely dome-shaped with a tendency for development of concentric mineralized shells; the other is an elongated lense in plan but hook-shaped in cross section. Both have strong linear elements striking northeast, east-west, or northwest. Various modes of origin for the structures and for the tension breccias have been suggested, but none is completely satisfactory. Hematite is the main ore mineral; magnetite is subordinate. Important gangue minerals are andradite, quartz, calcite, actinolite, apatite, epidote, and chlorite. Although some evidence favors injection of an iron-rich melt, other evidence suggests ore formation by a high temperature, water-rich solution.

I. INTRODUCTION VOLCANIC origin. was among the first of the theories advanced to account for the occurrence of the salt domes of the Gulf coastal plain, northern Louisiana., and eastern Texas, and it is still being re-stated in various forms by the most recent contributors to our knowledge of the geology of such deposits. Argument has been largely by analogy and attention has repeatedly been called to the Mexican oil fields, particularly those of the Tampico-Tuxpam region, because of the occurrence of oil in close proximity to volcanic plugs in those fields, an occurrence supposed to have some resemblance to the common occurrence of oil in the salt domes of the United States. The author, having spent several months of the past year in a general study of salt domes and in a detailed study of certain domes in the United States, and having been acquainted for some time with the exploration of similar domes in the Isthmus of Tehuantepec region, Mexico, and with the general geology of the Tampico-Tuxpam region, Mexico, has reviewed the various theories of volcanic origin for salt domes which have been advanced to the present time. The purpose of this paper is to present such review and to discuss the supposed Mexican analogy.

Members of the Society, it is a very great honor for me to be here today and to have the opportunity of telling you about some things that have been accumulating in the back of my mind for some time. Before attempting to do so, I should acknowledge my debt to the many people who are responsible for my presence here this afternoon. To do this properly, however, would consume much of my allotted time and I will therefore mention only two men, both of whom were directly involved in the discovery of the Henderson ore body. The first of these was Robert Henderson, now dead, who at the time the work was going on was vice president of Western Operations of the Climax Molybdenum Co. Truly, he provided the environment that permitted the exploration program to function effectively, and the deposit appropriately bears his name. The second man I meant to mention was resident geologist at Urad at the time of the Henderson discovery. I think I should explain right here that the Urad ore body and the Henderson ore body, although entirely separate, are closely related deposits, and that both are located at Red Mountain in Clear Creek County, Colo.

Vesta No. 4 and 5 mines supply most of the high volatile coal required for Jones & Laughlin's by-product coke plants. Until 1944 all coal produced in these mines was loaded by hand. Pressure to mechanize at Vesta was brought on by the manpower shortage in World War II, and in 1943 a decision was made to change to mechanical loading. It was the opinion of those concerned that by use of selective mining the coal would be clean enough to be processed by the existing preparation plants. At that time coal cleaning at Jones & Laughlin consisted of hand picking the larger sizes at the mine tipples and wet washing at plants located at the Pittsburgh and Aliquippa Works. A typical section of the Pittsburgh seam as it occurs at Vesta is shown in Fig. 1. The 14 to 16 in. of drawslate immediately over the coal is too soft to be used for roof and must be taken down, leaving the rooster coal just above for roof. In selective mining an attempt is made to mine the coal under the drawslate first and then load out the drawslate separately as refuse. In full seam mining slate and coal are shot down at the same time and loaded out.

THE following paper has been prepared to meet a demand for a concise review of the California oil industry. It is based largely upon information secured during the course of the senior, author's professional activities, and upon data obtained during the course of investigations for the U. S. Geological Survey and the U. S. Bureau of Mines. Considerable information has been obtained from other sources, and to those who by publication or otherwise have contributed, the writers extend their thanks. GENERAL STATEMENT In 1912 the United States produced 63.25 per cent. of the world's production of petroleum, Russia, its nearest competitor, yielding only . about 19 per cent. The production in 1912 reached 222,113,218 barrels (or 29,615,096 metric tons), compared with 220,449,391 barrels in 1911. The average price per barrel in 1912 was nearly 74 c., as against nearly 61 c. in 1911. The total value, therefore, increased 22.20 per cent., or $163,802,334 above the value for the previous year. These figures of production include pipe-line runs, independent railroad shipments, oil piped direct to refineries, and the crude oil consumed as fuel in oil production. The production does not include oil in storage in the field which has not been sold.

On the assumption that stress or strain relaxation occurs as the result of a thermally activated process, equations are derived relating to tensile experiments that give the strain as a function of the time under the condition of constant stress, and the stress as a function of the time for constant strain. It is demonstrated that if the strain-rate equation i = previously proPosed by Kuhlmann., is used as a starting point, then the relaxation of strain at constant stress may be expressed by the equation c = (-RT/(Y) 1tz tanh (t + is the strain capable of being relaxed at any given instant. Similarly, it is shown that the relaxation of stress at constant strain may be given by a = (-RT/B) In tanh (t + t0)/27, where a is the instantaneois value of the relaxable stress. The fact that these relationships reduce to well-known empirical equations at both large and small values of the stress Or strain is also shozcn. The present theory is shown to agree well with experimental data obtained from tensile elastic aftereffect experiments on a zirconium specimen prestrained at 77 k as to make it strongly anelastic. It is also demonstrated that elastic aftereffect data obtained using torsional specimens ?,Lay agree reasonably well with the equation derived for the case of tension. RELAXATION experiments are often employed as a means of studying metallic deformation mechanisms.' The simplest and most commonly employed techniques involve stress relaxation at constant strain and strain relaxation at constant stress. In general, however, investigations of this nature have been seriously handicapped in the past by a lack of suitable equations giving the time dependence of the relaxing variable over an interval that extends from small strains up into the region where internal-friction experiments become strain-amplitude dependent. This paper presents a derivation of such a set of equations for the case where the time-dependent part of the strain is anelastic or recoverable and the specimens are loaded in simple tension. The relaxation of strain under the condition of constant stress will be considered first. Let us assume that strain relaxation occurs as the result of a reversible thermally activated process that occurs at a number of relaxation centers lying in an elastic matrix. Then, following Kuhlmann,2 we may express the rate of strain relaxation as follows: where C is the strain rate, AFx the free energy of activation of the process controlling strain relaxation, a, the effective or average resolved stress at the relaxation centers, u an activation volume, R the universal gas constant, T the absolute temperature, > a factor with dimensions of a volume that accounts for the strain contribution of a successful operation of a unit process, N the number of relaxation centers per unit volume, and v the Debye frequency. The first term on the right of Eq. [I] represents a strain rate in the direction favored by the stress, while the second term represents the rate in the opposite direction. It is implied in Eq. [I.] that both F and v are symmetrical with respect to the two basic directions of operation of a relaxation process. Eq. [I] may also be written where and S and Q are the activation entropy and activation energy, respectively, of the relaxation process. In the following, A will be considered a constant. This is compatible with a set of experimental conditions where the relaxation rate is controlled by a single basic reversible process in which it may be assumed that the temperature dependence of the product ?Nv is negligible in comparison with the temperature variation of the exponential term. It is also implied that v, 7, and N do not depend strongly on a, . In deriving a relationship for the strain as a function of the time from her equation, equivalent to Eq. [2], Kuhlmann2 chose to consider only the limiting cases where the time was either very small or very large. It will now be shown that it is possible to integrate Eq. [2] to obtain a single equation valid over a wide range of strains if the concept of relaxable strain is introduced. The use of this quantity, which is the difference between the instantaneous value of the strain and the value of the strain at complete relaxation, represents the primary point of departure of the present theory from that of earlier workers. Let us express the effective stress at the relaxation centers in terms of strain. Dear Sir: In conversation here with Mr. Sales, who is much interested in the work of the Committee on Mining Geology, he made a suggestion which you may be interested to hear. He, and many of us, are interested in papers along our lines of special activity, as they appear from time to time in the Institute Transactions, and often take these papers with us into the field. It appears that the work of special committees which are being formed is likely to result in a much greater number of available papers than the Institute has ever before been called upon to publish. This year's Transactions, for instance, have to be published in two volumes. Why would it not be a good plan, instead of printing heterogeneous volumes, to classify the papers into several volumes, under main headings such, for instance, as iron and steel, precious metal mining, and mining geology ? The behavior of slime-sized particles in a flotation cell is neither well documented nor well understood. In general, slimes (or 'fines' as they will be alternatively called in this chapter) have been either ignored, eliminated, or treated empirically. Recently, however, some good experimental and theoretical work has been done that leads qualitatively to a clearer understanding of the problems involved. Fines are small particles that, owing to their smallness, behave differently from larger particles of the same material. The smaller the particle, the larger is its surface-to-mass ratio. The difference in the surface-to-mass ratio for a micron-sized particle and a centimeter-sized particle is 10,000 to 1. For our purposes we shall arbitrarily define any particle less than 10 µ 10-3 cm) as being a fine. This is generally considered the upper limit of colloidal-sized particles. Recently, the field of colloidal chemistry has successfully used the concept of the double layer to explain dispersion and flocculation of fine particles in a static system. Flotation, however, is a dynamic system due both to the turbulence of the liquid and to the coursing of the bubbles through the cell. Further more, a flotation system is a heterogeneous system in which there are a number of different types of particles which interact with one another. A further difficulty is that no two flotation systems are the same for minute quantities of a variety of common chemicals will alter the behavior of the system. These reasons make reproducible experimental results that can ex- plain fine-particle behavior difficult to obtain. In spite of these experimental difficulties, millions of tons of ore containing a large amount of fines are successfully floated every year. For example, at the Morning mill of American Smelting and Refining Co., a galena concentrate that was 42% -6 µ and a sphalerite concentrate that was 33% -9 µ were floated leaving a tailing that was 27% - 9 µ.l Ores that contain fines can generally be divided into two classes. In the first are those in which the valuable mineral tends to slime, such as galena and hematite. In the other class, one or more of the gangue minerals forms the slime; a typical example is barite. Though the problems due to the presence of fines are often the same in handling the two classes of ore, the method of handling them is different because of economic considerations. Nonmetallic mineral flotation is particularly affected by slimes, by either slime-coating effects or excessive reagent consumption. Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world's resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

The past year in the petroleum industry was one of overproduction, rising inventories, low prices, and meagre to vanishing profits. This outcome was the result of a long period of intensive and uncompensated effort on the part of both financial and industrial interests, to stimulate supply on the theory that the primary problem facing the petroleum industry was the development of an adequate reserve of raw material to protect a large and ever-growing investment. The stimulus was applied in various forms and through diverse channels: capital had long flowed into the industry in excessive amounts under the attraction of large expected profits; the price level for crude petroleum had persistently been influenced by speculative considerations, with the result that prices declined slowly in periods of flush production and were quick to advance in anticipation of statistical improvement, thus maintaining a superfluous degree of stimulus on wildcatting and on drilling; speculation in inventories had led to the unsound, or at least unusual, business practice of accumulating huge stocks of oil; and, above all, the industry had directed the potent force of technology to the expansion of supply and achieved radical results in accelerating oil discovery, speeding up the rate of oil extraction, and enlarging the recovery of gasoline and lubricating oils from the raw material. In short, the economic conditions of 1927 were exactly those to which the objectively driven enterprise of the petroleum industry had long been directed; and the undesirable financial consequences arising therefrom reflected no lack of success in what had been set out to be achieved, but rather the failure to have established concurrently the necessary means of economic control to prevent the immediate conversion of reserves into current supply, and likewise the oversight in neglecting to apply the technological force to the enlargement and diversification of the market for petroleum products. Perhaps, when viewed in its longer perspective, 1927 will stand out as the turning point in the economic policy of the petroleum industry, when the technique of rationalizing production made its initial claim for recognition.
