Primarily, this report presents the results of direct efficiency tests which were conducted on the 200-hp Coal-Pak, hot water generator, No. 3 unit, at the Otterbein College heating plant in Westerville, Ohio. Also included is a comparison of fuel consumption of the old plant with that of the new plant, a comparison of efficiencies obtained by the indirect method on a 300-hp Coal-Pak, and the cost of gas vs coal to show the savings effected by the latter. Tests were conducted with ten different bituminous coals selected by Mr. S. A. Frye, business manager at Otterbein College. The coals, of ten different suppliers, from four different states and eight different seams, represented competitive products economically available to the heating plant. The tests were conducted by the usual plant personnel which consisted of the plant superintendent and two assistants. No outside supervision of any kind was given during the tests. The tests were made from Dec. 13, 1960, through Mar. 4, 1961. During this period, 300.03 tons of coal were burned in the No. 3 unit. This tonnage represented 25.5 pct of the total coal requirements for the 1960-61 season. Operation during the period was typical for the comfort heat load which the plant supplies. Of the 78.12 operating days, the boiler was on bank or holdfire 14.31 days, or 18.32 pct of the time. The length of individual bank periods varied from 2 hr to three days. Run periods varied from about 2 hr to 7.26 days. DESCRIPTION OF PLANT AND HEATING EQUIPMENT The new Otterbein College heating plant, completed in the summer of 1957, is located in a 50x50 ft boiler room on the lower level of a combination maintenance building and heating plant. The building is situated away from the main college complex on a hillside, which allows for on-grade delivery of coal to the three bunkers. The bunkers are located directly above and connected with the individual stoker hoppers. Fig. 1 shows an in-plant view of the Coal-Pak installations. The No. 3, hot water, unit is at the extreme right. The heating plant consists of three 200-hp Coal-Paks. Unit No. 1 is operated at 4 psi and carries the steam heating load of 14,000 sq ft EDR (steam) installed in two buildings. Provision has been made to convert these buildings to hot water heating at some future date. Since the unit under maximum load conditions operates only at about 50 pct steaming capacity, a heat exchanger was installed to convert steam to hot water. Thus, during light loads in mild weather the unit can be employed more efficiently to supply both steam and hot water and eliminate the need for operating either of the two hot water units. Units No. 2 and No. 3 serve a hot water heating circuit for a large group of 21 buildings of the College. These boilers deliver hot water at temperatures up to 200°F to the various buildings through distribution lines in tunnels. The present calculated maximum heat loss for the College is 15.195 million Btu per hr. The Coal-Paks have individual design capacities of 6.700 million Btu per hr. Table I lists the design date for the Coal-Paks. The No. 3 unit was chosen as the test unit, primarily because of its bunker location at the far end of the delivery ramp. Because of this location any excess coal above bunker capacity could be conveniently stored and isolated from the adjoining bunkers. Each bunker has a capacity of 30 to 35 tons of coal. GROWING use of basic slag in the agricultural industry is of special interest and importance to the iron and steel industry of the Birmingham district, providing an increasing outlet for this by- product. Such use of basic slag was first developed in England about fifty years ago where it soon became wide- spread. About twenty years ago the Tennessee Coal, Iron & R. R. Co. began its production in the United States after exhaustive tests had demonstrated its high value here as in Eng- land. It is particularly valuable on heavy clay and acid soils, improving their physical condition, increasing their alkalinity where that is desirable, and providing soluble phosphate and small amounts of manganese to soils deficient in these respects. Its use in agriculture is growing as its advantages are becoming more widely known.

J. T. Pullon, Rowangarth, Roundhay, Leeds, England :— In discussing Mr. Lee's paper, I wish to call attention to the fact that Mr. B. II. Thwaite (who was heard here yesterday on the subject of the application of blast-furnace gas for the production of power, of which he was undoubtedly the pioneer) read, at the Engineering Congress in Glasgow in 1901, a paper on the profitable utilization of power from blast-furnace gases,' in which he suggested the diversion and cleaning of the whole of the waste gases coming from the blast-furnace and their utilization for power-production, so as to obtain, with proper manipulation, from 4 to 6 times the efficiency of present methods. He suggested also the heating of the stoves with producer-gas of a higher and therefore more suitable calorific value, so as to maintain them in a constant state of maximum efficiency, free from dust, and to avoid the irregular working of the furnace, besides obtaining a maximum supply of air-blast, of 15 or even 20 lb. pressure, by means of internal-conibustion blast-engines driven by the cleaned waste furnace-gases, with a surplus of gas left for other uses. Since that time, in view of the necessity of having a stand-by plant, immediately available, in case of strikes or other reasons causing the banking or blowing-out of the blast-furnace, he has developed, as an addition to his other types of producer, a high blast-pressure gas-generator, producing a gas identical with, or somewhat superior to, blast-furnace gas; and in which all the ash of the fuel is turned into fluid slag, which is available for, the production of slagwool. The gas is a little richer in carbon monoxide than average blast-furnace waste gas, and has only from 1 to 3 per cent. of hydrogen. Under a cooperative agreement between United States Bureau of Mines and the Truax-Traer Coal Company, some operating-scale experiments have been made with the cyclone thickener in the preparation plant of the Shamrock No. 1 mine at Kayford, West Virginia. These tests were made with a 14-in. cyclone of the type developed by the Dutch State Mines in Limburg. It was applied experimentally to the thickening of solids in washery water to obtain performance data to show the range of sizes that may be recovered and other operating characteristics that would indicate the field of usefulness of this device in coal preparation practice. This is a progress report only. It covers results obtained in a series of 17 tests of the operation of what has been considered a unit of commercial size operating on suspensions of fine coal mixed with a relatively small amount of freeimpurities. The underflow material, after further dewatering in centrifuges, is a marketable grade of coal.

Small cracks in a plane normal to the axis of steels are found to be prevalent around the water hole of drill steels that have been in service for an unknown period of time. Cracks are not found on the exterior surface of the steels nor to any noteworthy extent even in the water holes of new drill steels. Undulations and serrations are found in the surface of the water hole in new steels; it is in the bottom of such defects that cracks appear to develop in used steels. The occurrence of the more serious of these cracks at the point in the steel to which it has been heated for forging or hardening is thought to account to a great extent for failures in that region. DURING the past, year, we have investigated the cause of 88 per cent, of the failures by breakage near the bit end of some 1-in. hollow, hexagon, drill steel used in a metal mine. This breakage in the region of the bit end of the steel was peculiarly interesting because we have been led to believe that breakage is most prevalent at the shank end of drill steels near the place where the steel is gripped in the chuck of the machine. Records from the mine showed, also, that the breakage was much more frequent in the short lengths of large gage than in the longer steels; this is shown graphically in Fig. 1. Because the shorter lengths of steels are usually those that have been made from broken pieces of long steels or from steels that have worn down in service, rarely being made from new stock, those who are wont to suspect steel of tiring and crystallizing in its old age through fatigue are quite apt to see in this instance an argument in favor of their idea. As usual, a careful examination of these steels reveals defects of a character hardly to be overlooked in favor of such a cause. The steel in question was rolled with a sand core and was of the usual drill steel composition: Carbon 0.85 per cent., manganese 0.60 per cent., silicon 0.25 per cent., phosphorus 0.02 per cent., and sulfur 0.02 per cent., with the exception that in some specimens there was vanadium, not exceeding 0.20 per cent.

THE growing need of better methods for the recovery of zinc and other elements from complex sulfide ores has suggested an inquiry respecting a possible group separation of the elements by the aid of volatilization at more or less elevated temperatures. It 'is evident that if the zinc content of such ores can be completely separated, for instance, as pure oxide, by a volatilization 'method, there should be no difficulty in recovering the other elements by smelting and refining. Zinc burning" as applied to zinkiferous ores has advanced but little in practice since the invention of the wetherill grate-furnace process in 1852, as may be seen by reference to papers on the subject.' In other words the thermochemical reaction employed in effecting the volatilization of the zinc is essentially one of reduction by means of carbon, whether the ores treated contain their zinc in an oxidized form, or as the sulfide. The zinc vapors, liberated from the ores at a temperature above that required for the reduction of ZnO by C (about ,1100° C.) or for the volatilization of ZnS per se, (about' 1300°-1400° C.) are subsequently burned to ZnO or to ZnO + SOz, by contact with' atmospheric ,oxygen in the upper or posterior parts of the furnace chamber, or in a so-called "combustion chamber" after leaving the .furnace proper.

The empirical equilibrium constantsd the heat of reaction for the reduction have been determined from 300° to 500°C. The mechanisms of the oxidation of uranium and magnesium from dilute bismuth solutions have been investigated. The kinetics of some of the reactions were affected by air adsorbed on the uranium oxides. THE Liquid Metal Fuel Reactor studied at Brook-haven National Laboratory uses a solution of uranium in bismuth as the fuel. Corrosion and stability problems require that the fuel solution contain corrosion inhibitors and deoxidants. Of the additives tested, magnesium has been found to be the best deoxidant and zirconium the best corrosion inhibitor in bismuth. Some experiments1 indicate that magnesium may play a secondary role in increasing the effectiveness of zirconium in inhibiting corrosion. The work reported here was intended to determine the relative concentrations of Mg and U required to prevent oxidation of the uranium fuel in the event of an air leak. In addition, an attempt was made to identify some of the mechanisms of the oxidation and reduction reactions occurring in the liquid bismuth solutions. EXPERIMENTAL Apparatus and Procedure—The equipment shown in Fig. 1 was designed so that the reaction kinetics could be studied as functions of temperature, melt composition, pressure, and flow rate. At the start of a run, the 10-liter bell jar (F) is removed by opening the bottom Dresser fitting (L), and the bismuth and additives are placed in a pyrex crystallizing dish (I). The bell jar is replaced, the system is evacuated to 10-5 to 10-6 mm Hg and then the heater (J) is turned on. When the selected temperature is reached, the oxidizing gas is admitted to the system to the desired pressure as read on the manometer (D). Gas is introduced through the slide tube (Q) which has a pyrex frit (R) sealed to its bottom. Stirring is accomplished by immersing the end of the tube in the melt. To maintain a constant pressure under flow the input and evacuation rates must be equalized. To obtain this condition stopcock (C) is closed and flowmeters (B) are matched. The reaction is "stopped" by closing the inlet flowmeter and quickly evacuating the system. To obtain a liquid metal sample, the system is evacuated with the sampler positioned near the surface of the liquid. The sampler, Fig. 2, is then immersed until its thermocouple reading matches thermocouple (G) Fig. 1. The system is then pressurized with helium which forces the solution through the frit. Twenty to 30 min elapsed between the time the system was evacuated and sampled. During evacuation and pressurization of the system, the temperature variations did not exceed ± 5°C. While bubbling occurred the temperature remained constant to within 1/2 oC. The volume of the equipment was determined by adding a known volume of air at atmospheric pressure to the evacuated system and noting the resulting pressure.

The great majority of stokers used in residential heating installations are of the clinkering type. Because of inherent characteristics of the underfeed combustion process as it occurs in these small stokers, and because of the wide range of operating conditions encountered in residential heating schedules, not all bituminous coals can be used successfully in residential underfeed units. The problem of providing consumer satisfaction has been attacked by the joint efforts of the stoker manufacturers and the coal industry; the stoker manufacturers have been concerned with improving their product to permit the use of a wider range of coals, and coal operators have made every effort to market selected and better prepared coals. In view of the wide range of physical characteristics and chemical properties of bituminous coals, the problems are real and are receiving increased attention. Some twelve years ago a laboratory method was developed at Battelle Memorial Institute for the relative evaluation of coals for use in residential underfeed stokers. The method was developed in conjunction with work being done at that time for Bituminous Coal Research, Inc., and for individual coal producers, to obtain information on the characteristics of coal that determined the successful performance of the small stoker. Details of the equipment and test procedure were given by R. A. Sherman1 in a paper presented at the University of Illinois Fifth Short Course in Coal Utilization. During the past several years, the evaluation of over forty different coals has been determined by investigations sponsored at Battelle by coal operators in the eastern producing districts. The purpose of this paper is to compare the results and conclusions derived from the various tests with marketing experiences of the operators, and to discuss briefly the relationship of test results to standard laboratory determinations. Equipment Used in Tests Fig 1 shows schematically the equipment used in the evaluation tests. The stoker is a commercial model of conventional design, having a nominal feed rate of 30 Ib per hr. A special laboratory furnace is used, which is tightly sealed to prevent the entrance of secondary air. The complete stoker-furnace assembly is mounted on platform scales which permits the measurement of combustible weight losses occurring during the test. The furnace stack, in which are a thermocouple, flue-gas sampling tube, and smoke meter, is connected to the laboratory exhaust breeching through a friction-less connection. Through use of an auxiliary blower system, provision is made for the measurement of the air delivered by the stoker fan to the windbox. A water seal in the duct work eliminates inter-

BOULDER COUNTY, Colorado, ranked during the war years and until the end of 1918 as one of the foremost tungsten-producing districts of the world. In 1919 production fell off drastically, due to heavy importations of foreign ores from China, Burma and South America. So large were the imports that even after the enactment of a protective tariff in 1922 of 45c. per lb. on tungsten metal, equivalent to $7.14 per unit (201b.) of tungstic acid? (WO,), the stocks of metal in this country were extensive enough to supply the demands of industry, and prevent general resumption of mining by domestic producers. Even today there are only two producers in the Boulder district though at one time as many as twenty separate companies were in operation. About the same ratio holds for other tungsten-producing districts in the country, including California and Nevada. Total consumption of tungsten concentrate in terms of 60 per cent WO2 in the United States amounted to approximately 3790 tons in 1928, according to Frank L. Hess.' Of this amount, domestic mines contributed 1290 tons, and the rest, 2500 tons, was imported. Yet in 1917, with tungsten concentrate selling at $20 per unit, the Boulder district alone produced 2707 tons, indicating the effect of enhanced ore price upon production. It is believed by American tungsten miners that, given a sufficiently high tariff, all the demands of industry can be met by domestic production without placing a prohibitive burden on consumers. For instance, in steel manufacturing the percentage of tungsten entering into the manufacture is so small that, ?regardless of cost, it can constitute but a small fraction of the cost of steel to the buyer.

(Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. MINING the lead deposits of Southeast east Missouri has reached a high stage of technical development dictated by the scattered occurrences of low-grade ore through favorable horizons in the Bonne Terre formation. The rock-breaking, handling, and related practices described here have evolved as the best way of mining these particular deposits. These methods are applied in the production of about 19,000 tons of lead ore per operating day from four mines in Southeast Missouri. Development drilling Drifts 10 ft wide and either 8 or 9 ft high are driven in this district on contract. Miners are guaranteed standard wages plus a bonus on the footage advanced, if earned. Labor, fuse, caps, wire, and dynamite used are charged against the contract. Normally the cycle of operations in drifting is performed by a two-man crew, a motor operator and a shovel operator who first load out the rock broken by the preceding shift. The drift crew then sets up two vertical column and mounts the drills. Cleveland HC-10's are used which have a steel lug integral with the cylinder for connection with the air feed. All drilling in drifts is wet. Air pressure is 85 to 100 lb at the face. From 28 to 32 holes are drilled per swing in a pyramid cut. Cut holes

IN every commercial establishment,' it is customary and necessary to take inventory, periodically, and to account for profits and detect losses, to achieve productiveness and enhance efficiency. So, too, in the ordered life of every individual, there is the need of periodic introspection. The exercise of the Sabbath for rational thought, the utilization of pause, or rest, from the technique of daily occupation, orient the efforts. These are the constructive opportunities by which we grow always better than we were. Thus, also, there' is need of a periodic analysis of the organizations to which we belong and toward which we con- tribute. So we find' reason for the fitness of our loyalty. There seems to be no half-ground for the engineer. Whatever presumes to bear his name demands either the crushing pressure of his heel or the supporting pressure of his hand.

THE purpose of this account is to introduce to other engineers and geologists who use photography a means of interpreting topographic and geologic structure with the stereoscope. Anyone who finds this of sufficient interest to read it at all must cut out the pictures shown and have a good look at them through the stereoscope; there is no other way to appreciate what is meant. Most of us have been disappointed by the flatness of mountain pictures and by the lack of perspective in photographs taken to illustrate topographic and geo- logic features. The use of the stereoscopic principle was suggested by the work of the photographic division of the Air service during the war. Photographs of the battle line, taken from air planes, were mounted for stereoscopic study, with most remarkable development of topography, penetration of camouflage and, by the matching of pictures with a time interval between, sure revelation of new work by the enemy. Thus, two views taken from a plane flying at 10,000 ft., both of the same terrain but from different points, are mounted in proper relation and put into the stereoscope. If the distance between the two positions of the camera was 200 ft., the observer then sees the topographic and military features as though his eyes were 200ft. instead of 235 in. apart.. The result is startling in its revelation of features that are flat and unintelligible when viewed by the unaided eye or in a single photograph. THIS is a story of a mine discovered in the days of the Conquistadores but that remained unimportant until the second decade of this century. Without the usual legendary history of romance and fabulous riches it has become famous for the development of unexpected metals and unusual problems. These developments and experiences, exciting and interesting as any legend, are the substance of the San Antonio mine of the Santa Eulalia district in northern Mexico. Originally opened for its silver-lead content, it developed a tin deposit of singular economic importance and unique geologic interest, a vanadium orebody that for a few years placed it among the leading vanadium producers of the world, and now lead and zinc sulphide ores. It has been the seem of a disastrous flood that brought deep-sea divers into Mexico's desert mountains and raised important problems regarding ground water, demanding unusual measures. Geology and operating questions relating to the above matters will be discussed and much of it is recent history which has become a part of Mexican mining lore. History Dates Back to 1325 Santa Eulalia is the oldest of American cities, founded in 1325 by the Aztecs under the name of Tenochtitlan and devastated in 1521 by Cortes and his rapacious band of iron-willed adventurers. Their lust for gold burned through the Aztec empire and onward into most of North America. Santa Eulalia was in the path of conquest. In 1591 the district's first ore discovery was made near what is now the San Antonio mine. The ores carried no gold and the silver-lead content was unattractive to the early pioneers. Not until 1700 was real mining activity undertaken.

REPUBLIC STEEL'S new iron blast furnace in Alabama, shown on the cover of this issue, is the first to be completed of those authorized by the Government last year when a shortage of scrap became acute. In addition to the furnace, the new equipment includes a new battery of by-product coke ovens, a boiler plant, a generating unit, a 3-mile-long 60-in. water line, a huge gas washer, and precipitators in which the dust from the furnace is washed, separated from the water, and fed back into the furnace as raw material. The new unit is a cylindrical steel giant reaching 130 ft. into the air above the ground level. Because of the high humidity in the deep South, the furnace has been air-conditioned to avoid blowing eighteen tons of water into the furnace daily. Designed by Republic engineers who also had charge of the actual construction, the new furnace incorporates the best in modern blastfurnace practice. Orders to proceed with the construction of the furnace were received Sept. 22, 1941. The engineering crew, which was immediately organized, made more than 1500 drawings. Excavation started the next day, and simultaneously work was begun on demolishing existing buildings and preparing the site. The first concrete was poured Oct. 7 and the first piece of steel swung into place by a giant derrick on Jan. 30, 1942. It began operating May 28. A total of 70,000 cu. yd. of earth was moved and 30,000 cu. yd. of concrete poured.

This paper discusses the results obtained from high temperature, high pressure filter loss studies in which field samples of clay-water, emulsion, and oil base fluids were used. High temperature, high pressure tests of some premium priced emrilsion and oil base drilling fluids show filter loss peculiarities that are not predicted by standard API tests. It is recommended that high temperature, high pressure filter loss tests be used to evaluate the performance of such fluids. Apparatus is described which proved to be satisfactory for evaluating filter loss behavior over a wide range of temperatures and pressures. INTRODUCTION The petroleum industry spends large sums of money each year on chemical treating agents for lowering filter loss and on premium-priced low filter loss drilling fluids. While it is an accepted fact that low filter loss is advantageous during drilling operations, it is questionable whether the present standard method of determining filter loss gives a reliable indication of the loss to he expected under bottom hole conditions. The purpose of this paper is to show that high temperature. high pressure filter loss tests Should be used to evaluate filter loss behavior of fluids for deep drilling. Concern over possible effects of filter loss on oil well drilling and well productivity dates back to the early 1920's. During the years 1922 to 1924, filtration studies were reported by Knapp,' Anderson2 and Kirwan." These studies were the first to be reported in the literature on this subject. No further information was published on the subject until 1932 when Rubel' presented a paper in which he discussed the effect of drilling fluids on oil well productivity. In 1935. .Jones and Babson constructed the first laboratory tester designed to study the effects of temperature and pressure on the filter loss behavior of clay-water drilling fluids. In a discussion of their investigations, Jones and Babsons stated, "Performance characteristics of a mud can he evaluated with considerable reliability by a single test at 2,000 psi and 200°F. Exact correlation between the results of performance test5 made under these conditions and the behavior of muds in actual drilling operations is of course impossible." Jones arid Babson apparently were well aware that at best laboratory tests can give only qualitative answers to the question of what is the actual behavior of a drilling fluid when subjected to deep drilling conditions. Jones' presented a paper in 1937 in which he described a static filter loss tester to be used for routine filter loss tests. This instrument subsequently was adopted as the standard APl filter loss tester. In 1938, Larsen7 developed a relationship between filtrate volume and filtrate time that is in general acceptance today. Larsen was cognizant of the danger of estimating bottom hole behavior from filter loss measurements at room temperature. He tried to predict the effect of temperature on filter loss by relating temperature effects through the temperature dependence of filtrate viscosity. This was undoubtedly an over-sirriplification of the temperature dependence of drilling fluid filter loss. In 1940, Byck" published a summary of experimental results of filter loss tests made on six representative California clsy-water drilling fluids. He concluded that "no existing method will permit even an approximate determination of the filtration rate at high temperature from data at room temperature. It is necessary to measure filtration at the temperature actually anticipated in the well, or to make a sufficient number of tests at various lower temperatures so that a small extrapolation of these data to the anticipated well temperature may be applied." Byck's findings were presuma1)ly well accepted and recognized by drilling Fluid technologists, and yet, they did not lead to wide adoption of high temperature drilling fluid filtration equipment. This is evidenced by the fact that no addition information has appeared in print on the subject since 194). Study of Byck's data shows that there was a useful consistency in them. The fluids did not show predictable losses at high temperatures, but they did line up at high temperatures in approximately the same order that they lined up at low temperatures. That is, if a fluid appeared to be a good fluid with relatively low loss at low temperatures, it would also be a good fluid with relatively low loss at high temperatures. In the last decade. the above situation has changed. The drilling fluid art is markedly different from what it was. The outstanding change, as far as the present discussion is concerned, has been the adoption of wholly new types of drilling fluids. Oil base and emulsion drilling fluids have come in to wide use. It is, therefore, necessary- to re-examine previously satisfactory generalizations to see if they are still valid. It turns out. as might have been expected. that Byck's explicit generalization. already quoted, is still true. Filter losses at high temperatures cannot be predicted from filter losses at low temperatures. However, no further generalizations are valid now. Fluids of different chemical types show different general behaviors. No longer do the fluids line up approximately the same at high temperatures as they do at low temperatures. They may line up entirely differently. Special fluids exhibiting very low loss at low temperatures may have losses as high as those of ordinary clay-water fluids at high temperatures. This fact is highly significant, because premium prices are being paid for the special fluids.

In the marketing of mineral products, it is always highly desirable for both the producer and the consumer to be able to discuss things in a common language, and this can only be done if there are standard methods for expressing the properties of the raw materials. Having developed such a form of expression, the next step would be the making of specifications, which may serve as a basis for selecting raw materials. Considering the large number of non-metallic minerals that are used, there are not a few for which there are no standard laboratory tests to be used in determining their properties, or even standard specifications on which grades or market price may be based. Indeed in many cases the consumer simply requests the producer to submit samples, and rejects or accepts them without any explanation. Could the producer know in advance just what the consumer needed, time and money might often be saved. It appears to the writer that it is of the highest importance to devise standard laboratory tests wherever possible, as this enables the consumer to state definitely what he needs, and is of great assistance to the producer. It should also work to reduce misunderstandings and disputes. In the case of sands, we find that they show a wide variation in their character, ranging from those that are so coarse as to be of gravelly nature to those that are so fine that they might be classed as silt; and from very clayey ones to those that are practically free from clay. For this wide range of sands, we have a corresponding variety of uses, which are based mainly on the physical properties of the sand, although these are not always very definitely stated. The chemical composition need rarely be considered, if the sand is of siliceous nature. To determine and express these properties there should be standard tests, which are to be followed in all cases where the material is tested in the laboratory. THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

PRODUCERS of alloy steels recognize the importance of chemical composition in rela-tion to the hot-working properties and the typical surface defects found in their prod-uct. Each analysis of steel has its own peculiar characteristics. Under conditions of standard mill practice each analysis is susceptible to certain types of defects. Mill practice must be varied to obtain the best combination of surface and internal quality in the product. Chemical composition influences the cast structure and crystallization character-istics of the ingot. It also determines the rate of heating and cooling, the plastic hot-working range, and the phase structure of the steel at various temperatures as well as the tendency toward scale formation and decarburization, This paper endeavors to emphasize the manner in which chemical composition affects the various properties of steel, and to indicate the relative impor-tance of these factors in relation to the hot-working properties and surface charac-teristics of killed steel. The influence of chemical composition may be outlined as follows: I. Effect on the cast structure of steel, including: A. State of deoxidation, and type of inclusions. B. Gas content of steel. C. Freezing point and melting point of steel.
