THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

INTRODUCTION Rock mechanics engineers are seldom concerned with obtaining the tensile or fracture strength of brittle rock at low mean stresses. The reason for this is two fold. Firstly, the behavior of many excavations in brittle rock is controlled by the inherent discontinuities in the rock mass. Because of the jointing and faulting, tensile strength is usually taken to be negligible. The second reason that tensile strength is seldom obtained in the laboratory is that the technology of utilizing this strength measure in design is undeveloped. Despite the fact that tensile strength of brittle rock is often ignored, there are a number of applications in rock mechanics wherein the knowledge of tensile strength is of fundamental importance. The apparent tensile strength must be known in a hydraulic fracture experiment if the state of in situ stress is to be determined from the initiation of the hydraulically induced fracture. In certain underground situations, the apparent tensile strength of intact rock beams defined by jointing or bedding planes is important in determining required rock bolting. Numerous other situations require a knowledge of apparent tensile strength including such high technology uses of underground space as geothermal energy extraction and LPG storage. Three observations are invariably made when intact rock samples are taken into the laboratory and tested to determine tensile strength. The first light of dawn was appearing through the window of the giant Pan American Boeing 747 as we crossed the Irish Coast on course into London's Heathrow Airport While still over Ireland, the plane began its descent and a few minutes later an announcement on the public address system informed us that we were coming up on Lands End. Cornwall, and would then begin our final approach into London. Barely visible below through the WISP). clouds were the Seven Sisters Lighthouse and the rugged cliffs of Lands End and Cape Cornwall, the westcrnmost point of England. Start at Lands End To a displaced Englishman, it seems amazing that technology has brought us to a point where large jet aircraft use Lands End as the starting marker for final approaches into London. It was not so very long ago that we considered the eight-hour car journey or the 12- hour train trip from London to Lands End as a major undertaking. Today, with the 180,000-lb thrust of four engines, this enormous aircraft transports 350 or more passengers that distance in a matter of a quarter of an hour. The incongruity of the situation is that the technology leading up to the development of the powerful jet engines used on: today's aircraft started with the ; invention of the steam engine which found its first commercial use some 300 years earlier in the mines of Cornwall 20,000 ft below.

DURING the past 5 years, five new copper-smelting plants have been built and put into operation in the State of Arizona. The monthly copper output from these plants averages from 5,000,000 to 18,000,000 lb. Previously, there never was as much activity in copper-smelting plant construction in the same length of time in all the rest of the world. Naturally, in this amount of work, some new problems were met and new features in plant design and. equipment developed. Some of these features are described in this paper. CONCENTRATE HAULING, UNLOADING AND SAMPLING SYSTEM (a) Concentrate Car The International Smelting Co. has provided at its plant at Miami specially designed cars for hauling the concentrates from the mills of the Inspiration Copper Co. and the Miami Copper Co.. The car has a bottom that is readily made tight to hold flotation concentrates and is quickly and cheaply unloaded. Figs. 1, 2 and 3 show views and details of the car. The main feature of this car is the slot in the bottom throughout its length, which is closed by means of short planks that overlap like ship-lap as shown by Fig. 1. At one end of the car an iron gate operated by a screw and hand wheel is provided, which clamps or presses the planks together, making the bottom tight. A removable tapered plug rests vertically over this gate when the loading of the concentrates at the mill commences.

ALTHOUGH the unmined anthracite will last for approximately A 150 years, most of the thicker and cleaner coal beds have been almost entirely first-mined and pretty well robbed, leaving much of the present and future production to come from thin and dirtier beds. Herewith is a section of one of the dirty beds being mined in the Wyoming region This section shows that 45.8 per cent of the bed is made up of impurities and that the 45 in. of coal in the bed is in five benches, the thickest of which is 19 inches. In some localities of the anthracite region there are 14 beds of minable coal. Orderly and proper mining of the coal makes it necessary to rob or second-mine-almost all beds have already been first-mined-in sequence from the top downward. Therefore the robbing of the few remaining portions of the thicker and cleaner beds is in many instances being held up by the mining of the overlying thin and dirtier coal beds. Impurities Impurities consist of fire clay, slate, rock, and bone. The latter, which is black, contains 40 to 60 per cent carbon and often resembles good coal. In some beds there are also bands of "blue" coal, which, as the name implies, is of a bluish slaty color. Although much of this "blue" coal has a carban content almost as high as the good anthracite, it is not

GEOPHYSICAL methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satis-factory results, but the static method entails serious errors when vibra-tions are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"? is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping.

This study was undertaken primarily to determine the reasons for certain varia-tions in the soundness of gravel aggregate taken from a number of widely separated points on the Tennessee River. Under laboratory tests, concrete made with these various aggregates it some cases exhibited marked differences in specific gravity, crushing strength and durability. Gravel was studied in detail from Chattanooga to the mouth of the river and to a lesser extent from Chattanooga to Knoxville. The causes of variation were determined, and variational curves were constructed, which accurately predict the composition of aggregate at any point on the river and therefore its relative suitability for use in concrete. The aggregate at any point is suited for making sound concrete; the variance of suitability is due to varying percentages of sandstone and weathered material, which are less sound than other constituents.

HAVING demonstrated to you above the practice of bringing silver to its ultimate fineness and perfection, it now remains for me to describe how the two kinds of metals that are found in the smelting product that you made from the ores are to be brought to their end: One is copper and the other lead, and perhaps a third is gold, if per-chance the silver that you refined in the cupeling hearth contained any. It would be almost impossible that it should not contain any, because either a little or a lot is almost always found as an admixed substance not only in silver but in. every one of the other metals as well. But in order to continue in sequence, you must suppose that there is some gold and that, of the two materials you have that I mentioned above and told you to save, one is the matte (calling it according to the usage of Germany, * since I do not know a more exact or better word for describing it to you) and the .other is the litharge that you took from the cupeling hearth. In addition, the hearths themselves are saturated and full of lead. If these things should remain in their present condition they would be useless bodies without any perfection. First, taking one of the three said parts, as a material of greater quantity and also as a thing that needs greater labor, and because, being reduced to the point I have told you with smelting and evaporation, it is nearer to its end, I shall tell you what must be done in order to bring it to pure copper. As I have told you, there are two materials on hand, one of which is the matte and the other the litharge. Each at first sight seems a half-burned thing; one has already been finished metal and the other is to be, but in my opinion the matte is nearer to its end than is the litharge because the latter has been dried by the power of the fire and re-formed from another body. Now leaving aside the discussion of this thing, after the matte has been well evaporated and reduced, it is taken and put on a forge. In front of the tuyère a receptacle is made of stones that neither calcine nor melt, or of coals and powdered clay, in the form of a little cradle that is longer than it is wide and not very deep. The ores of the region are contained in rocks of pre-Cambrian age, which, for most of the country up to recent years, have usually been referred to as “crystalline schists” or “crystalline complex;” and regarded principally as a metamorphosed basement-unit upon which the sedimentary rocks, beginning with the Paleozoic, were laid down. In the Lake Superior region this pre-Cambrian complex presents an' unusual variety of rocks with determinable relations. It has been possible, with the large expenditures which the magnitude of the iron-mining industry warrants, to work out their stratigraphy to a larger degree than bas been possible in almost any other area of pre-Cambrian rocks. [The portion here omitted contains descriptions of the Archean, Algonkian, and Keweenawan rocks of the several districts, their structure, distribution, correlation, and succession. The mechanism of strain hardening was discussed in connection with some recent observations on the stress-induced motion of dislocation boundaries and on the simple shear deformation of zinc, cadmium, and copper crystals. THE nature of work hardening accompanying plastic deformation of metals has long been the subject of speculation. As early as 1925, Becker' suggested a thermodynamic process to explain slip based on the statistical probability for the occurrence of local glide steps. The theory that plastic glide was due to the presence of lattice defects known as dislocations was first introduced in 1934 by Taylor: and Orowan, and Polanyi.4 Taylor presented a rather complete analysis of the behavior and interaction of dislocations. He assumed a certain type of stress field to be associated with a single dislocation, and postulated that work hardening would result from plastic flow in two ways. First, dislocations following one another across a slip plane might encounter a barrier which would impede their movement, thereby gradually diminishing and eventually stopping plastic flow on that plane. The second mechanism involved the concept of dislocations traveling in opposite directions on nearby planes attracting one another to form a meta-stable lattice. The interaction of dislocations in such an array was shown to be large enough to require an increase in stress before plastic flow would continue. Kochendorfer5,6 extended the concept of work hardening involving a back stress due to an accumulation of like dislocations on a slip plane. He suggested that the formation of a new dislocation is hindered by those dislocations already present. The hardening resulting from the interaction of newly forming dislocations with bound dislocations was designated as "formative hardening," and indicated to be the only type of hardening necessarily connected with the slip process. In another detailed picture of work hardening, Mott and Nabarro7 assumed that sufficient dislocations are primarily present in the crystal as a consequence of growth irregularities (mosaic structure) to initiate slip. Work hardening resulted from the interaction of migrating dislocations with localized internal stresses produced during deformation. More recently, however, Mott8 as modified his treatment to include the generation of dislocations at Frank-Read sources and he accounts for the hardening by the formation of sessile dislocations. It has been widely accepted that metals of hexagonal structure, usually possessing only one set of glide planes, exhibit mechanical behavior markedly different from those having cubic structures. However, the differences in behavior of the two classes may be less fundamental than suggested. Rohm and Kochendorfer9 have shown that a single crystal of aluminum subjected to approximately simple shear gives the type of stress-strain curve associated with the hexagonal metals. Similar behavior has been demonstrated for gold and silver crystals by Andrade and Henderson.'" Thus when glide in cubic metals is restricted to one plane, the strain hardening characteristics closely resemble those of the hexagonal metals. It would appear, therefore, that an investigation of some of the strain hardening properties of single crystals sheared in simple glide might provide a more complete understanding of the phenomenon of work hardening. This report relates a number of recent observations made on single crystals of copper, zinc, and cadmium tested in simple shear. In addition, pertinent observations of effects accompanying stress-induced movement of dislocation boundaries are reported. A study of the mechanics of shear failure of rock under pressure has been made. The transition from brittle to ductile failure occurs when the friction along the fracture surfaces exceeds the shear strength of the rock. A machine has been developed for measuring both the shear strength of rock and the friction along rock fracture surfaces. In this shear machine, the fractures are forced along definite planes; as a result, the rock is stronger than in compression tests where the fractures choose the weakest paths through the specimens. Friction is composed of several forces: (1) the forces to slide irregulurities on surfaces over each other; (2) forces to shear some of these irregularities; (3) molecular attractions across the fractures; and (4) forces required to break bonds resulting from melting and welding at the tips of irregularities on the surfaces. Friction along rock fracture surfaces is not proportional to contact pressure as usually assumed; instead, it increases as the contact pressure raised to the 0.4 to 0.8 power. INTRODUCTION It is difficult to produce tensile stresses under the high compressive stresses present in the earth; therefore, in deep drilling and geological faulting, shear failure predominates. This shear failure mechanism is complicated because rock is a heterogeneous material containing pore spaces, microfractures, elastic discontinuities and other imperfections. A study of shear failure of rock under pressure has been made to obtain a better understanding of this complex mechanism. A machine has been developed and used to measure the shear strength of rock and friction along sheared surfaces. This machine has certain advantages over the compression test — shear properties can be measured under low normal stresses and shear stress and normal stress can be varied independently. The first part of this paper is a description of shear failure of rock under pressure. The role of shear strength and friction along fracture surfaces in the shear failure mechanism will be discussed. The second part consists of a description of the shear machine and a discussion of the shear strength and friction data obtained using this machine. It will be shown that shear strength depends upon the size of the stressed zone, and that friction does not increase linearly with contact pressure as usually assumed. Attempts are made to relate some of the new concepts to tectonic failure and to dril ling. SHEAR FAILURE IN ROCK TRIAXIAL TESTS The shear failure mechanism is illustrated by the triaxial test shown in Fig. 1. In this test, a cylindrical rock specimen is subjected to a confining pressure, PC, and an axial pressure, pa. These external pressures produce normal a and shear T stresses on inclined planes within the specimen equal to1 where 0 is the angle between the specimen axis and a normal to the inclined plane. AT a recent symposium on thermodynamics in physical metallurgy1 two opposing theories of the austenite-martensite transformation were presented. Both theories agreed that this type of reaction involves a nucleation process which requires activation and that the activated nuclei develop into the well-known martensite plates with tremendous speed. However, there were essential differences in the two points of view concerning the nature of the nucleus and the mechanism by which the nucleus propagates. According to Cohen, Machlin, and Paranjpe,' the nucleus is a strain center with sufficient elastic energy to initiate a cooperative displacement among the atoms of the parent phase when a sufficiently low temperature is reached. This displacement propagates as a wave in shear-like fashion to transform the austenite into martensite without benefit of diffusion. On the other hand, Fisher, Hollomon, and Turnbull3 regard the nucleus as a solute-poor region (in the austenite) of a size which becomes supercritical relative to coherent growth into martensite when an appropriately low temperature is reached. This growth process is taken to be an atom-by- atom transfer from the receding austenite lattice to the advancing martensite lattice through the coherent interface that exists between the two phases. The present paper is not conceded with the divergent views as to the nature of the nucleus but describes some critical experiments which differentiate between the two proposed mechanisms of propagation. Fisher' has summarized the latter issue in the following way: According to the cooperative displacement theory, the speed of formation of mar-tensite plates should not be decreased by lowering the temperature, and martensite should form with extreme rapidity at very low temperatures; whereas with the alternate growth process, the speed of the martensite transformation should be retarded at very low temperatures, decreasing to zero at the absolute zero. The atom-by-atom growth mechanism predicts a marked slowing down of the reaction rate with decreasing temperature because the rate of self-diffusion in the austenite is involved in this picture. For example, Fisher, Hollomon and Turn-bull5 estimate that the activation energy for this growth process in steel is (0.34)2(0.36)* times the activation energy for self-diffusion in y-iron. The two most recent determinations of the latter quantity are 67,900" and 74,2007 cal/mol, which may be averaged as 71,000 cal/mol. This, in turn, gives a value of 3000 cal/mol for the activation energy of the atom-by-atom process, and hence the rate of growth should vary as e 8,000/RT where R is the gas constant

THE CHAIRMAN (ALBERT SAUVEUR, Boston, Mass.).-I am sure we are indebted to Prof: Hayward for his addition to our knowledge of the influence of sulphur on steel. As he has said in this paper, sulphur has had many defenders in recent years. It seems to me, however, that, while it may be old school to believe in the detrimental action of sulphur, it is not yet old school to believe in segregation; that while it may be that 0.1 per cent. of sulphur has no very great effect on the physical properties of steel, a ladle analysis of 0.1 per cent. of sulphur may readily result in 0.2 or 0.3 per cent. sulphur being present in the segregated portion of the ingot, and that, it seems to me, might be a rather serious matter. J. S. UNGER, Pittsburgh, Pa.-Prof. Hayward has presented the results of an investigation along a line to which I have devoted considerable time and attention, and I am particularly pleased to note that his results are in accord with my own and further tend to prove the fact that the old, established prejudice against sulphur is based more on belief than actual facts. I have felt for years that tooo much stress was placed on the harmful influence of certain elements in steel such as sulphur, phosphorus, copper, etc., but it has only been within recent years that efforts have been made to, establish the truth. Practically all the investigations made to date have proven that these elements within reasonable limits are harmless and, in fact, that for certain purposes the addition of these elements is beneficial. In referring to copper, J. E. Stead, Vice-President of the British Iron and Steel Institute, said at their last meeting: "Even today one comes across steel specifications in which copper is barred, which can only be regarded as ail indication of ignorance, if not stupidity, of those who prescribe the composition of steel, for it has been long ago proved that copper in steel, instead of being an evil, is quite harmless, and is sometimes distinctly beneficial." Sulphur owes its evil name to the early days of the manufacture of steel. Chemical analyses were crude, and failure due to either poor raw materials or metallurgical treatment were many. Sulphur being a comparatively easy element to determine with reasonable accuracy, particular attention was called to the amount of sulphur, and the failure was attributed to it, without giving any consideration to other causes. The Parkes process lead refinery of the International Lead Refining Co., at East Chicago, was built by the International Smelting & Refining CO. to treat the lead bullion produced by its Tooele plant, at Tooele, Utah. The plant was designed and constructed under the direction of the writer. Ground was broken Apr. 16, 1912, and exactly six months later the plant was in operation and lead was being cast. The capacity of the plant, running 25 days per month, is 5,000 tons. The four products of the plant are common lead, corroding lead, antimonial lead, and Dore bullion. The site is an area, 64 acres in extent, lying north of 151st Street, between McCook Avenue and the Canal. The Indiana Harbor Belt Railroad, Baltimore & Ohio Chicago Terminal, and Pennsylvania Railroad enter the yard at the plant. There are five storage tracks and space for storing 100 cars in the yard. the main lead to the storage tracks passes over a 100-ton track scale on entering the yard.

This paper describes part of a geotechnical program which was instrumental in obtaining information for the design of large oil shale pillars. The work was carried out during 1971 and 1972 in the experimental mine of the Colony Development Operation. Colony is an oil shale venture formed between Atlantic Richfield Company, Operator; The Oil Shale Corporation, Cleveland-Cliffs Iron Company, and Sohio Petroleum Company to conduct research and development in mining and retorting of oil shale. The property is located in the southern edge of the Piceance Creek Basin in northwestern Colorado, approximately 250 miles west of Denver. Mining was conducted by the room-and-pillar method in a 60-ft high portion of the Green River formation at a depth of 600 to 850 ft. Pillar dimensions are approximately 60 ft by 60 ft. The mine site is in the eastern face of the canyon containing the Middle Fork of Parachute Creek. The distance from the mine to the side of the mountain varies from 500 to 1200 ft, and its height above the stream floor is approximately 700 ft.

Inquiries are frequently made concerning the chalk- and clay-beds of Arkansas, usually with a view to the manufacture of Portland cement. The chalk-deposits were first described by Professor R. T. Hill in the annual report of the Geological Survey of Arkansas for 1888, vol. ii., pp. 153-162. Since the publication of that report I have visited localities then unknown, and have accumulated considerable additional information concerning these deposits, dl of which is brought together in the present paper. My report upon the clays of the State has never been published; only a few of the more conveniently available deposits are mentioned in the present paper. The Chalk-Deposits. Stratigraphic Position of the Chalk.—The chalk-deposits of Arkansas belong to rocks of Cretaceous age. The Cretaceous rocks are confined to a single definite area in Southwest Arkansas. Beginning on the Ouachita river, a little northeast of Arkadelphia, its southern or upper margin follows a line about five miles southeast of, and approximately parallel to, the St. Louis, Iron Mountain and Southern Railway from Arkadelphia

This somewhat misnomered "continuous" face section is, in most mines today, still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners as long as their performance is tied to that of the shuttle car. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Co. working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form an unbroken link between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor and an Extensible Panel Conveyor.

AN increased demand for brown iron ore in the Birmingham district during the past 18 months has caused renewed activity both in prospecting and mining these ores. In recent years the production in Alabama has ranged from 41,559 tons in 1932 to 639,351 tons in 1928. During the last 9 years about 83 per cent of the total brown ore produced in the United States has come from Alabama (Tables 1 and 2). PROSPECTING Two methods of prospecting are used in this district: (1) test pits, (2) churn-drilling. Usually there is certain quite definite information on an area to be prospected; some of the indications are float ore such as small gravel or small and large boulders known as "dornicks" scattered over the surface, and ore exposed by erosion in gulleys and ravines, which have cut or eroded through the overburden. Often these natural erosions furnish an indication of the thickness of the ore and to some extent of the area of the ore body.

YOUR speaker has long sought an opportunity to review the many differences between the subject matter called economic geology and the duties of a practicing economic geologist. As the subject was taught in my student days, professors teaching courses in economic geology paid little attention to what we now call industrial minerals. Certainly they were not concerned with problems involving production and marketing, but only with the origin of such mineral deposits as the Stassfurt potash deposits; with other evaporites, such as salt, gypsum, and Chilean nitrate; with the possible modes of formation of sulfur in salt domes; and the causes of asbestiform mineralization. Of course, much time and thought was given to the mineral identification and sequence of deposition of the minerals in pegmatites. The fact that such deposits actually produced commercial feldspar, mica, beryl, and lithium minerals for sale in industry was of minor importance. These observations lead us to pause to inquire, perhaps facetiously, what is and what is not to be included in the science of economic geology?
