It is a time-honored custom in this, as in other kindred bodies, for the retiring President on giving place to his successor, after a year of official duties which have been the means of directing his attention in a more than usual degree to the work and interests of the Association, to report the results of his observations from this outlook, and the thoughts that may be suggested by the view. In looking out over the many fields of activity within the range of this Institute, the attention may be arrested by special features marking recent progress and development, or such as by their meager outline or lack of important detail stand in less pleasing contrast, or. even form unsightly objects in the view. It may be that the special field and particular work in which one is engaged will, when observed from the more distant standpoint, or in the light of the whole outlook of the profession, assume a different aspect or develop features of new interest and importance. In this way some special object may suggest to the observer a, fitting theme for the occasion. To others, again, an outline of the whole view may seem a more useful subject for study and review. All fields are examined and the wide horizon of the whole profession scanned to note and report whatever is new in knowledge and practice—the new permanent bench-marks that appear near the horizon designating ground definitely located; the stakes which mark reconnoissance into new territory, and even the prominent objects that faintly appear through the mist of the distant atmosphere, and which may serve later on as points of attachment for the advancing lines of survey into the unknown. The importance of concentration of iron ores too low in grade to be smelted direct is shown by Table I, showing 1940 ship- ments from the Lake Superior district. Canadian ores are omitted. Only in Minnesota is concentrating, other than crushing and screening, prac- ticed at present. Tonnage produced by various methods of concentration is shown in Table 2. The curves in Fig.. I show the gradual increase in tonnage of concentrated ores shipped, compared with total shipments from Minnesota. Most of the concentration work is performed on the Mesabi Range. This range is about 100 miles long, and not over 3 miles wide from the line at which the formation tapers out to a feather edge on the north to the place on the south at which, some 600 ft. thick, it is overlain with slates. Classes OF Ore The Mesabi Range contains three classes of iron ore. First is the unaltered taconite, or banded iron-bearing chert. It is estimated that there are some 60 billion tons of this material, which contains, roughly, 25 to 30 per cent iron. This material is virtually untouched, since no commercially successful method has yet been found for concentrating it to a grade suitable for the blast furnace. Intensive exgerimental work is in progress, and the problem is gradually being solved. In 1922 the Mesabi Iron Co. spent several million dollars erecting a large-scale pilot plant for concentrating and sintering the magnetic taconites on the east end of the range. An important tonnage of high-gade sinter was shipped to lower lake furnaces, proving that the taconite can be concentrated to a satisfactory grade. INTRODUCTION Purpose of Wall System There were 2379.88 m (meters) of tied back wall along Interstate 77 in the Capitol Complex area in Charleston, West Virginia. The main purposes of this wall system was for aesthetics, reduction of excavation, saving the forested slopes, and control of sloughage of the back slopes onto the Interstate. Failure At 1 PM on Thanksgiving Day, 1982, 3 wall panels fell from the insitu position onto the interstate in a matter of seconds. See Fig. 1. The total length of wall that fell was 29.25m. The height of the three panels varied from 10.06m to 10.36~1 and each individual panel had a length along the highway of 9.75m. These were abutting panels that were approximately in the middle of a section of wall 165.81m long. The panels separated from the remainder of the wall at 2 expansion joints that occur at the ends of every 3rd panel. The reinforced portland cement concrete panels were designed on a 76.2mm (millimeter) batter. See Fig. 2 for Wall Dimensions. The footer for these panels was lm wide, was keyed into sandstone bedrock 0.30m and was approximately 1.52m below the portland cement concrete pavement and shoulder. Thirteen of the 17 panels in this section of wall were tied to the sandstone bedrock behind the wall by either 25.4mm or 34.93mm hollow rock bolts. Two panels on each end of the wall were cantilever type walls. The panels that failed had 25.4m hollow rock bolts. A portion of each panel adjacent to both sides of the failure was pulled out from the rock face and appeared to be in imminent danger of also failing. All of the 21 rock bolts in the panels that fell were separated either at the backface of the wall, in the extension from the wall to the rock face or at the rock face. None of the rock bolts had been pulled out of the bond length in the sandstone bedrock. After considering the condition of the wall and

The most effective means of controlling the dust in the drilling of rock has been found after careful investigation to be collection of this dust at the source. By direct collection, all the dust is collected at the collar of the drill hole and deposited into suitable containers. Equipment for handling this work can be either portable or stationary, depending upon the particular requirements and the application. For most work the portable unit is found most advantageous, and with a capacity capable of handling two drills operating simultaneously. Such a portable unit would consist of a metal cap, or hood, placed against the face of the rock through which the drill steel would be inserted. This hood is connected by a flexible rubber hose to a primary separator, where the bulk of the dust is collected. From here a second length of hose connects to the secondary stage of separation, where the fine particles of dust are collected and which is built in as an integral part of the vacuum producer. Hoods are adapted for vertical, horizontal or stope drilling, and mounted so as to become immediately effective when collaring the hole and remain in place continuously. Such dust collectors can be used with either wet or dry drilling. However, in view of the fact that when drilling dry and using the dust collector, the dust count can be maintained within safe limits, wet drilling becomes unnecessary. Furthermore, it has been found that when using the dust collector not only has the dust hazard been eliminated, but also increased footage can be obtained. Samples taken under a wide variation of conditions indicate that where the dust count required is below five million particles per cubic foot, dust collectors will be required. Opreators, in general, accept the use of this additional equipment favorably, and it is generally felt that such means of collecting the dust will soon be universally adopted. Tests made by the Connecticut Department of Health Bureau of Occupational Diseases show dust counts reduced from 203 million particles to 6.05 million by the use of the dust collector, when drilling dry.

This paper describes the sources of funds required by the petroleum industry to finance capital expenditures and also presents a discussion of the effect of rising construction costs on these expenditures. The petroleum industry obtains its capital funds from several sources: (I) internal, from retained cash earnings; and (2) external, from borrowings and the sale of securities to the public. The upward trend of capital expenditures of the petroleum industry is caused in the main by the influence of two powerful factors: (I) the physical growth in the demand for oils; and (2) the rising cost of drilling wells and constructing refineries, pipe lines, and other facilities. The segregation of these factors is accomplished by deflating the actual capital expenditures so that they are shown in terms of 1939 costs and then subtracting the adjusted series from the actual figures to yield a set of data representing the expenditures made on account of higher costs. Rising costs affect prices and the portion attributable to this factor had to be generated from the cash earnings of the industry, which called for higher oil prices. Introduction Capital may be defined as "wealth employed in or available for production." All production requires capital. Expanding industries require more capital than static ones, and technological industries employ more capital than. those in which little equipment is needed. The petroleum industry is both rapidly growing and highly technological, and, being a large industry, its capital requirements are prodigious, amounting to about one-seventh of the total of all American business, excluding agriculture.* Capital formation may be defined as the method by which the wealth or capital needed in the productive processes is created. There are various ways in which capital funds may be obtained but there is only one way in which capital can be created—out of production in excess of consumption, that is, savings. The physical realities are simple, but the monetary concepts are complicated because the mechanism of credit can draw upon future savings. Having had for many years the management of magnetite mines, and having noted the various admixtures, such as jasper, " green rock," actinolite, etc., that occur so frequently in the deposits and make the fine ore so difficult as well as expensive to sort by hand, I studied the different ways of mechanical sorting, but found none eatisfactory—the universal objections being the expense, the small quantity that could be handled per hour, and the low grade of ore produced after all. Feeling that some means would be discovered ultimately for concentrating the small ore, I began at the Michigamme mine, at Michigamme, Lake Superior, Michigan, to separate it from the larger and richer lumps, by placing in all the shaft-houses screens of round iron bars set 1/4-inch apart, on which the skips were dumped as they were hoisted; the coarse ore going into one stock-pile or into cars, and the small ore, from 2 or 3 inches diameter down to powder, going into a special stock-pile, to be treated as soon as some proper means was found to separate the ore from the rock and ether impurities. Careful investigations showed that neither dry nor wet concentration was the right process for us; and I finally studied the magnetic process. Not knowing of any magnetic separator in this country that would handle such large pieces of ore as I wished to treat, I looked abroad and found in Sweden the Wenstrom separator. One of these machines was brought to the United States and tested in New Jersey and other places. (See the papers of Messrs. Cook and Birkinbine, Trans., xvii., 599 and 728.) This original separator, having 15-inch face of drum, I brought to the Michigamme mines, and, no one having confidence in it, placed it in operation at my own expense. Finding that in this way large ore could be treated much better by magnetic separators than by hand, and with much greater enrichment of the product, I put up a small, crude mill with several series of screens, so as to size the material and

IN the pressure die-casting of zinc alloys it is customary to force the molten alloy under high pressure into a permanent steel die by means of a plunger moving in a bushing that has a clearance on the diameter of the order of 0.002 in. Successful operation of the plunger type of machine requires the presence in the zinc alloy of certain percentages of aluminum. Without these aluminum additions, the normal reaction of molten zinc on ferrous materials causes sticking of the plunger and a complete shutdown of the equipment. All of the zinc alloys used for pressure die-casting today contain approximately 4 per cent of aluminum, which is more than sufficient to make plunger operation feasible. The clearance between the plunger and its bushing is an important matter. As the space becomes larger, there is a loss in effective metal pressure. Ordinary gray cast iron served fairly well and is still used in some machines. However, the rate at which the plunger clearance increases with this material is considered by many to be far too great. There is, therefore, a serious interest in finding new materials more capable of retaining the desired clearance during long periods of use. Today many die casters are using special materials for plungers and bushings selected by the somewhat expensive and time-consuming test of actual experience. An analysis of the problem reveals two possible end points of plunger operation: (1) the building up of zinc-alloy plunger-material reaction products in sufficient bulk to cause sticking and (2) rapid solution, wear or erosion, all of which will increase the clearance to an undesirable extent. If neither of these takes place, the plunger will operate for a long time, of course. The authors have developed a laboratory apparatus in which the action of a plunger moving in a bushing immersed in molten zinc alloy could be simulated closely. Such a machine made possible a more rapid and less expensive survey of the available construction materials and an analysis of the specific alloying reactions taking place in the clear-ance area.

Barite, although not a glamour mineral and probably little known to many of those in the mining business, is produced in the US. in very respectable quantities and is an important factor in the mineral economy of this country. The scope of the various uses of this mineral is perhaps one of the most misunderstood things about it, for it is surprising how many of those with a casual knowledge of the subject speak of its primary utilization in terms of paint pigments and barium chemicals. The life blood of barite utilization, however, is the petroleum industry by virtue of its dependence on this high specific gravity, inert mineral as the weighting material in its drilling fluids. From 80 to 85% of barite usage in the U. S. is accounted for in this manner-in fact, its role in oil well drilling is the only excuse for some of the large-scale barite production facilities which have been developed. Other uses are important and widely varied, but comparatively they are of small scale. They include fine crushed barite of low iron content as a component in glass manufacture, barite as a source material for manufacture of barium chemicals, finely divided barite as a component of some rubbers and ground, bleached barite in pigments. The formerly substantial use of barite in lithopone, however, has declined markedly because of replacement of lithopone by titanium pigments

In Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screening of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated draglines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient operations, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the Gulf coast. The geology1 of these phosphate pebble deposits may be described briefly. A fairly pure limestone was altered to a secondary apatite.

To mine very weak carboniferous schists subjected to high ground pressures the underhand cut-and-fill stoping method was proposed using an artificial plate roof. An experimental stope was mined using three consecutive levels. Rock pressures, deformation of the reinforced concrete plate, and the quality of stowing were evaluated. It was found that roof deformations were minimized if the reinforced concrete plate and uncemented backfill were replaced with cemented backfill containing reinforcement near the bottom. The mining method prevented the occurrence of high rock pressures at the face. The method is suitable for mining subvertical ore bodies with large horizontal areas.

The Basinki-modified Seeger equation for deformation of metals by means of thermally activated intersection of dislocations was used to ascertain the various factors responsible for the strain hardening of poly crystalline aluminum and a series of a solid solutions of magnesium in aluminum. The analyses were based principally on the rate of change of strain rate with stress and the Cottrell-Stokes ratio. From measurements of these quantities on a series of strain-hardened states, the force displacement diagram for intersection, the density of dislocations in the entanglements, and the contributions of the athermal local stress and long-range stress interactions were deduced. Poly crystalline aluminum was observed to have the same force-displacement diagram for intersection as single aluminum crystals, and the corresponding diagram for the magnesium alloys differed in a manner that suggested that small amounts of magnesium may decrease slightly the stacking fault energy of aluminum. Although poly crystalline aluminum had about the same initial density of dislocations as the single crystals, the density of dislocations increased much more rapidly with strain in the polycrystals. This factor and the higher back stresses generated in the poly crystalline aluminum were the major factors responsible for the higher strength of the poly crystalline aluminum, As the magnesium content of the alloys was increased, the initial density of the dislocations also increased. Most of the alloy strengthening arose from this factor; alloying effects due to short-range order strengthening, Suzuki locking, Cottrell pinning, and so forth, were estimated to be quite small. The gveater rate of strain hardening in the alloys was deduced to be due primarily to the greater increase in the density of the dislocations with strain as the magnesium content was increased. It is the purpose of the present investigation to shed additional light on the average plastic behavior of a grain in a polycrystalline aggregate, by analyses, based on dislocation theory, of appropriate experimental test results. These deductions when compared with those from single-crystal data will then serve to illustrate the major items of difference between the plastic behavior of single crystals and the average behavior of a grain in a

Isothermal sections of the pseudo-ternary carbide systems TiC-VC-ZrC, TaC-VC-ZrC, and NbC-VC-ZrC have been examined. The sections contain an inverted U shaped two-phase field whose maximum extent is 77 molecular pct for Tic, 64 pct for TaC, and 51 pct for NbC. lsoparametric lines were determined which show the curvature of the single-phase field and the direction of tie lines in the two-phase field. It was not possible to show any relationship between atom size and the extent of the two-phase field. REVIOUS work' on the solubility relationship of several pairs of refractory cubic monocarbides from the group Tic, ZrC, VC, NbC, and TaC has shown that, with the exception of the system VC-ZrC, they all form continuous series of solid solutions. It was demonstrated that the limited solubility in the case of VC-ZrC system was primarily a question of the size factor, the size difference between vanadium and zirconium being greater than the limiting value of about 15 pet. It is interesting to consider the results of combining these isomorphous carbides in groups of three and to determine the isothermal section of the pseudo-ternary diagram at, for instance, 2000°C, a temperature that will assure an equilibrium structure in a reasonable length of time. In the ternary systems where the three pairs form complete solid solution series, it is probable that the isothermal ternary section would be a single- phase field, although this is not necessarily the case. However, if one pair of carbides has a very limited solubility, then there must be a two-phase field of some extent, and it is the purpose of the present work to examine the extension of this field and to determine if it can be related to the nature of the third carbide. This condition is fulfilled if the VC-ZrC pair, which has only limited solubility, is combined with Tic, TaC, or NbC. The relative sizes of the metal atoms undoubtedly play a role in the extent of the single-phase field, and the values obtained from the pure carbides, assuming close-packing between metal and carbon atoms and a carbon atom diameter of 1.54A, are

Equilibrium and kinetic segregation coefficients for the dilute high-temperature system tantalum in iron have been experimentally determined in a levitating zone melter. The equilibrium segregation coefficient, ko, is 0.43 * 0.03. Planar interface solidification is possible up to a freezing velocity of 4 in. per hr but not at 6 in. per hr. Precise concentration control of the solid is possible over this range of freezing velocities. The momentum boundary layer thickness, and the diffusion boundary layer thickness, 6, are such that either 6, > 6 or ALTHOUGH considerable data exists in the literature concerning the stability of planar-solidification fronts, little data exists for high-temperature metallic systems. The study of fundamental aspects of solidification in high-temperature iron-base systems is complicated by the extensive solvent power of liquid iron. In order to minimize such effects a levitating zone melter was used to study the segregation of tantalum in iron.' The solute tantalum was selected because: 1) the ko value was, according to the literature, initially thought to be less than 0.1, thus increasing the precision of the method used;2,3 2) the vapor pressure and is a constant, fixed by induction stirring, 6, the diffusion boundary layer, is 5150 u. At 400 rpm and 6 in. per hr freezing velocity the cast structure exhibits circular macroporosity and banding concentric with the axis of the rotation of the interface. Electron-beam microprobe analyses indicate that the tantalum content is highest at the center of rotation (1.2/1) and decreases with increasing radius as the fine-grained bands become sharper. This entire structure exhibits microseg-regation of tantalum. of tantalum in 1 atm of H2 is small, assuring conservation of solute during redistribution; and 3) spec-troscopic analyses were available for the appropriate range of tantalum considered. Additional objectives were 1) to determine kinetic segregation coefficients for well-stirred zones with constant boundary conditions and thus quantitatively calibrate solute-segregation behavior in the levitating zone melter, and 2) to examine the range of freezing velocities over which smooth solid-liquid interfaces could be controlled in an iron-base alloy under the restrictions of the thermal gradients imposed while levitating a zone. The single-pass zone-melting method was used to calculate individual k values.'

THE decision of the Supreme Court of the United States not to review the findings of the lower courts closes an interesting chapter in the mining litigation that has arisen as a result of the extralateral feature of the mining law. The time seems opportune to record some of the important geological features, and also some of the legal features, of the controversy, in the hope that these will be permanently accessible to members of the mining profession. After many rumors of litigation, the Utah Consolidated Mining Co. sued its neighbor for the ore that had been, it was alleged, wrongfully extracted from its so-called Yampa limestone lode. This ore lay beneath Utah-Apex surface and was claimed by virtue of the extralateral rights conferred on the Utah Consolidated Co. through the ownership of certain specific mining claims, one of the principal claims being the Yampa. Previous to bringing suit, the Utah Consolidated Co. had strengthened its position by purchasing the Old Yampa mine and by making an agreement with the Utah Metal & Tunnel Co., which gave it clearer title to the outcrop of the Highland Boy limestone. Access to the workings of the Utah-Apex Co. was secured and reciprocal privileges gave Utah-Apex representatives the right to enter the properties of the Utah Consolidated Co. This resulted in the Utah-Apex immediately bringing countersuit for ore alleged to have been wrongfully extracted from under its surface in the Leadville country, see Fig. 4. Six cases came up for consideration: five related to the original suit and the countersuit, and one related to the Dana extralateral claims of the Utah-Apex Co.

A phase diagram showing boundary curve and quantity of liquid in the two-phase region was determined for a mixture of natural gas and natural gasoline in the region of its critical conditions. The temperatures and pressures of phase measurements were in the range of 85 to 212 F. and 1300 to 2600 Ib. per sq. in., respectively, with the critical conditions at 169.5 F. and 2615 Ib. per sq. in. abs. Color phenomena were observed in the region of the boundary curve from 102' to 192 F. Approximate densities of the single-phase and two-phase regions and analysis of the system are included. Boundary curves between the single-phase and the two-phase regions have been determined for several binary mixtures containing hydrocarbons. 2,3,4.6,7,10,11,12,14 These investigators did not report the relative amounts of liquid and vapor within the two-phase region. The equilibrium values obtained from the dew-point and bubble-point data can be used to compute the lines showing percentage of liquid on the pressure-temperature phase diagram8 but the positions of the lines near the critical temperature and pressure are uncertain. Relative amounts of vapor and liquid were obtained for a gasoline and a naphtha1 within the two-phase area but not in the region of the critical temperature and pressure. A phase diagram showing boundary curve and quantity of liquid in the two-phase region was determined for a mixture of natural gas and natural gasoline in the region of its critical conditions. The temperatures and pressures of phase measurements were in the range of 85 to 212 F. and 1300 to 2600 Ib. per sq. in., respectively, with the critical conditions at 169.5 F. and 2615 Ib. per sq. in. abs. Color phenomena were observed in the region of the boundary curve from 102' to 192 F. Approximate densities of the single-phase and two-phase regions and analysis of the system are included. Boundary curves between the single-phase and the two-phase regions have been determined for several binary mixtures containing hydrocarbons. 2,3,4.6,7,10,11,12,14 These investigators did not report the relative amounts of liquid and vapor within the two-phase region. The equilibrium values obtained from the dew-point and bubble-point data can be used to compute the lines showing percentage of liquid on the pressure-temperature phase diagram8 but the positions of the lines near the critical temperature and pressure are uncertain. Relative amounts of vapor and liquid were obtained for a gasoline and a naphtha1 within the two-phase area but not in the region of the critical temperature and pressure. The range of chromium content of stainless steel is, in most cases, included in the limits 11 to 14 per cent., or the middle part of the range, 9 to 16 per cent., specified by the discoverer. For some time after the steel was produced commercially, the carbon content was about 0.3 to 0.4 per cent. and occasionally higher; only rarely was material with 0.25 per cent. carbon or less produced. The reason for this is obvious from the nature of the alloys of chromium available for making such steels; as the lowest carbon content generally available was about 1 per cent., and this in conjunction with a chromium content of about 60 per cent., the production of a 12-per cent. chromium steel with less than 0.25 to 0.30 per cent. carbon was impossible. The advent, on a reasonable commercial scale, of carbonless ferrochromium has modified this condition, however, so that for the last three years stainless material containing 0.1 per cent. or less carbon and the normal amount of chromium has been on the market. As far as the author is aware, the material was first made on a commercial scale by the firm with which he is associated in June, 1920, when a 5- or 6-ton cast of material containing 0.07 per cent. carbon and 11.7 per cent. chromium was made and cast into 12-in. ingots. The necessity for using a totally different raw material, carbonless ferrochromium, instead of the ordinary low-carbon ferro (0.6 to 1.0 per cent. carbon) has led to the idea that stainless iron is a quite distinct product and quite different from stainless steel. While this may be true from a commercial aspect, it is wrong metallurgically. The name stainless iron is unfortunate as the material is a very mild stainless steel and forms the lowest carbon member of a series of steels of continuously varying content which are, in many respccts, the counterpart of the series of ordinary carbon steels ranging from "dead soft" to tool steels. In an article on stainless steel in the Journal of the Society of Chemical Industry, November, 1920, the author said "Just as in the far-off days 'steel' was regarded as a hard product of iron, and little or no attempt was made to grade it into harder or softer varieties, so at present stainless
