The industries engaged in winning minerals from the earth, because of their widespread dissemination, are faced with perhaps as wide a variety of labor-management problems as may be found in any other broad sphere of productive activity. Those problems are continually increasing in volume and complexity, and management has become aware of their growing importance. For the past quarter century at least, labor-management problems have largely been union-management problems. During this period tremendous assistance has been given labor unions through legislation and administrative and political action. In the United States, legislation favorable to unions has come about in the form of the now defunct National Industrial Recovery Act; the Wagner Act, most of which has been carried forward in the Taft-Hartley Act; the Norris-La Guardia Act; the Wage and Hour Law; the Walsh-Healey Act; and others. The result has been to transfer from the hands of management to those who direct the affairs of the unions a large share of control over the industry and to hamper in many ways the remaining control left to management. In the United States there are many examples of the power of unions to injure whole industries seriously with- out regard to the interests of management, the employes, or the public. This chapter deals with the various phases of labor-management relations as they affect the principal segments of the mineral industry in North America. To the greatest extent possible available data is presented pertaining to the unions involved, their relative strengths, labor law, compensation and fringe benefits of employes, working conditions, and related matters. As background, the historical development of union-management relations in the respective segments is included where possible. The practice of the cyanide-process of gold-extraction has brought to light many important contradictions of familiar chemical analogies, which still obscure both the theory and the practice of the art with distinctions subtler and more difficult to make or follow than those which delighted the heart of the old-time metaphysician. Yet Nature herself has drawn these distinctions; and if we hope to succeed in this modern search for the Golden Fleece, we must be able to follow her through the winding labyrinth. There are so many phases of this question that I shall attempt to touch on only one of them at this time, but it is one that lies at the root of many others. In reviewing my paper on " The Solution and Precipitation of Cyanide of Gold,"* Mr. E. B. Wilson contends† that" in the solution of gold by means of alkaline cyanides the various reactions are determined, as to their order and intensity, by the relative position of the elements concerned in the electro-chemical series, or series of voltaic tension." In a modified form this statement is probably true. That is to say, the difference of electrical potential in any closed electrical circuit determines the nature of the reactions which ensue. But the matter is not so simple as Mr. Wilson assumes. Recent investigations show that the order of the metals in the electro-chemical series depends not only on the nature of the elements themselves, but also on the chemical composition of the solution in which they are placed; its degree of concentration; its temperature; and, in the case of gases, on the pressure. The application of the camera as an adjunct to topographic mapping began practically with its invention, and it has been employed with varying success since that time. With the exception of the camera to be described, the plate-camera has been universally used in this work, thus giving a projection of the area photographed on a flat surface. From such projections or photographs, by the rules of geometry and of perspective, points defining topographic features and seen from at least two camera-stations may be projected upon a ground-plane—the map.' In 1904 I employed the plate-camera for this purpose in Alaska, but found that the labor necessary to plot the maps, even in a general way, was long and tedious. In 1905 a small Eastman panoramic camera was fitted with spirit-levels, a sight-alidade and a transparent scale, introduced inside the camera to register the degree-points in the sky-line of the film-negative ; also, arrows to indicate the horizon-line. This was, on the whole, successful; but the details in the topography were not brought out in the views with sufficient clearness, aid the photographs were too small. These difficulties were overcome by obtaining a larger and more carefully constructed instrument, which was satisfactorily employed in the field during the year 1906. A panoramic view is made up of an integral number of perspective views upon flat surfaces, and logically is the most accurate and direct means to obtain an impression of a field of * Published by permission of the Director of the U. HAVING suggested magmatic waters as the probable agents of vein- and ore-deposition in southeastern Alaska in a paper entitled, The Geology of the Treadwell Ore-Deposits,1 it is with particular interest that I note W. Lindgren's application of the hypothesis of igneous emanations to the gold-quartz veins of Victoria and of California.2 Mr. Lindgren says: "In the above paragraphs I have repeatedly called attention to remarkable similarities in vein-filling and metasomatic action between the Victorian quartz veins and those of Sierra Nevada. Another striking similarity is that in both of these regions the veins were formed just after the intrusions of vast masses of granite or dioritic magma into crumpled and compressed sediments. I am convinced that these similarities are due to closely similar modes of formation. With some confidence, I would formulate the hypothesis that the gold and the quartz in this type of veins have been deposited chiefly by `eruptive after-effects;' in other words, chiefly by hot ascending waters originally contained in the granitic magma and released from it by decreasing pressure, due to its eruption into the upper parts of the lithosphere. It is quite possible that atmospheric waters may have played a certain part by aiding the precipitation and by effecting certain forms of concentration in the deposits." There are many reasons for extending this hypothesis to southeastern Alaska. This region and the Sierra Nevada belt of California are undoubtedly parts of one geologic province, throughout which the main events of geologic time are evidenced by identical or closely similar records in the rocks. As a raw material, prereduced pellets can be considered symptomatic of the quiet revolution taking place in the quality and grade of blast furnace burdens for the past decade. In 1954, the average analysis of ores from U.S. ranges in the Great Lakes area was 50.86% Fe (natural), 10.22% SiO2, and 10.90% moisture; ten years later, the average was 56.67% Fe (natural), 8.13% SiO2, and 6.17% moisture. The advance in Canada was even more pronounced in a lesser number of years. In 1957 the average product of Canadian ore-producing areas was 51.62% Fe (natural), 8.59% Si02, and 8.02% moisture; in 1964, the average grade was 59.59% Fe (natural), 6.27% SiO2, and 3.94% moisture.2 These dramatic data are testimony to the giant strides made in iron ore improvement, and the next logical step is prereduction. Prereduction can well be considered as a beneficiation step in which oxygen is the gangue. Since the ultimate objective of milling and smelting is iron metal, non-metallic constitutents in general, whether oxygen or silica, are contaminants. The past and continuing attack aimed at lowering the silica content of concentrates is succeeding. One need only thumb through the Grade Name listings of the American Iron Ore AssociationVo note that virtually all commercial pellets contain less than 8% silica, many are lower than 6%, and a few below 45%. With natural technical evolution, it is expected "many" rather than "few" will ultimately be in the last category and further mechanical concentration will have reached the point of diminishing returns. At this level, oxygen would constitute the only major diluent worthy of attack.

STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

So far as the writer is aware, no detailed investigation into the behavior of ores or rocks when subjected to crushing under digerent conditions has yet been made. He cannot himself claim to have carried such investigations very far; but the results of some studies which he has been pursuing for a couple of years, as opportunity permitted, seem sufficiently interesting and suggestive to warrant a brief statement of them, preliminary to nildertaking a more exhaustive course of experiments. Criticisms and suggestions are earnestly invited, with a view to making these studies as instructive as possible. As a part of the examination of ores, preparatory to concentration, my students have been required to take lots of 100 pounds each, and crush them. These are then screened through a series of hand-sieves, 15 inches in diameter. The products remaining on each screen are weighed, and from the results is plotted a curve, called the sizing-curve. It was assumed at first that different ores would yield, under like conditions of crushing, curves showing unlike characteristics as to the quantities remaining on the various sieves. After a number of such curves had been obtained it became evident, as often happens, that this a priori reasoning was faulty. The curves presented practically identical characteristics, and only by varying the crushing-conditions were variations in the curves obtainable. Another peculiarity, which was as little anticipated, appeared by inspection of these results, namely, that successive crushing to smaller sizes did not greatly augment the quantities of the filler products, so long as the machines employed applied the crushing-force to the ore-particles in the same manner. In these experiments the fines were not eliminated between successive crushings. I believe it will be readily admitted that rock can be crushed

Probably few, if any, of the many serious problems confronting malleable foundries have been more difficult of solution than the question as to why malleable that is ductile, black in fracture, and normal in all respects before galvanizing should, by that process, be rendered brittle, brilliantly crystalline or "white" in fracture, and of low resistance to shock. So far as we are aware, the technical literature contains no data or discussions on this subject, except two referencesl,2 of a general character. It is apparently a question that every one concerned, producer and consumer alike, has been willing to evade as far as possible. Various theories as to the cause of the deterioration have been given but such checking of these theories as we have done indicates that there was no sound basis for most of them. This work on the galvanizing of malleable was first undertaken in 1916, and has continued until the present time. We now feel that for all practical purposes we have reached a solution and are glad to be able to offer it in a form that can be readily applied to production processes. THE ores of mercury of North California are composed of metallic mercury and cinnabar. They are found in serpentine, and are very often associated with chalcedony, in masses more or less irregular, often concentrated enough, however, to furnish ores yielding from three to ten per cent., and sometimes richer. This deposit makes its appearance in Vallejo where it has been worked. North of here the mines are more developed. Most of the quicksilver mines, how¬ever, are situated in Sonoma and Napa Counties. On its outcrop the serpentine rocks have become decomposed, and have often been washed away to a considerable depth, so that in many cases in their neighborhood, what is apparently nothing but ordinary dirt, will frequently contain from two to three per cent. of metallic mercury, with but a trace of cinnabar, in which case, as at the Sonoma mine, it is made up into adobes and distilled. Such material does not require to be mixed with dirt to be made into adobes. Very often, also, the outcrop of the rock, where it is not decomposed, is filled with metallic mercury, so that by striking a pick into it, as at the Rattle-snake mine, a pound or more of mercury at a time will sometimes spurt out. Such rock as this is found in several localities in every stage of impregnation, and usually makes very rich ore. There is generally, however, very little of it, and it is found only in the first workings ; the ore in depth is always cinnabar. At the Rattlesnake mine near Pine Flat, where large quantities of metallic mercury are found, the rock contains so much petroleum that it has been necessary to make special arrangements to burn the carbides of hydrogen, since the distillation of the petroleum causes an extra quantity of poor soot to be formed in the condensation-chambers. At the Geysers the ore is associated with large quantities of sulphur and gypsum, so that in a hand specimen there is often more sulphur than cinnabar, which is a serious impediment to working, especially for the modern style of furnace with iron condensers, and causes so much soot to be formed that it has been known to penetrate as far as the blower, and to so completely clog it as to prevent its revolution. The ore coming from the mine is more or less hand-picked. In one or two cases attempts have been made to treat the poorest, and especially the very fine ores, mechanically as at the California works.

AUGUST began with a reminder that warfare was still in progress in the world, in that the Greeks, still at war with Turkey, threatened Constantinople in spite of the small British and French forces of occupation and opened a vista of international dangers. There was in this, moreover, a recollection that religious questions in India had prevented the British from permitting a real settlement of the Turkish question, wherein the absence of Russia as a great power is missed. Civil warfare also continued in Ireland and China. Even in the military way the world is far from being at peace. Bloody fighting between the Fascisti (anti-communists) and the com-munists in Italy led to several provinces being put under martial law, but after a while these disturbances were quelled. In the latter part of the month the assassination of Michael Collins in Ireland produced a great shock. From China, however, there came rather favorable news, indicating the early reintegration of that country, which sooner or later ought to play an important part in world affairs. Economically, instead of there being any improve-ment, there grew a clearer perception of how bad things really are. Italian politics were in chaos through inability to find anyone to accept the premiership and assume the all but hopeless task of averting national bankruptcy. The French, too, began to see their own position in true colors, and especially to see how in reconstruction they had incurred debts on the strength of what they hoped to collect from Germany, with at last the understanding that the Germans could not pay and that France herself was thereby put in a desper-ate economic position. As for the Germans, them-selves their Reichsbank defaulted on ordinary bills early in August. As the month wore on the value of marks fell more and more and at the end it appeared that Germany was on the verge of economic collapse. On Aug. 7, another international conference (with America again absent) was assembled in London, this being the thirteenth since the war, and there was a general feeling that it would be the last. The prime question was what is to be done about the German reparations, but underlying was the whole subject of the entente. The conference opened like a meeting of importunate creditors, doubtful whether the debtor had any tangible assets. On Aug. 14 this conference broke up without coming to any useful conclusion. Indeed, the acrimony among the premiers was so sharp that even the entente between Great Britain and France was endangered. The international situation was saved only by the Reparations Commission excusing the Germans from the payment of 50,000,000 gold marks that come due on Aug. 15 But although the entente was nominally preserved there is no longer any illusion about the interests of Great Britain and France being different and that henceforth they will play their own hands. The London conference was really an effort to maintain the partnership, and it failed.

During World War II the Pocos de Caldas bauxite deposits of Minas Gerais in Brazil yielded some 60,000 tons. Since then they have maintained a small but almost continuous production. Known for many years, the deposits have been reconnoitered by a number of geologists,1-4 but no dimensional study has been possible because there have not been enough exposures to show clearly the depth, bedrock, and habit of occurrence. The deposits are somewhat unorthodox in their occurrence mainly on steep slopes of mountainous terrain. Although the parent rocks are a sequence of alkalic intrusions that bauxitize readily under the proper conditions, bauxitization has not been the dominant weathering process in the area. It is limited to certain localities where important volumes of bauxite have formed by laterization of several rock types, each yielding a distinctive type of bauxite. Bauxitization may be observed in several stages and in both direct and indirect cycles of formation. The deposits are unique in being of demonstrably recent age, so that the conditions under which the bauxite formed are essentially those of the present time. The bauxitization sequence is postulated in Fig. 1. Pocos de Caldas district is situated at approximately 21" 50' south latitude and 46" 30' west longitude in southwestern Minas Gerais, near its boundary with the state of Sao Paulo. It lies within the Eastern Plateau physiographic province of Brazil, occupying a prominent highland area that rises some 2000 ft above the surrounding country. The central portion of the Pocos de Caldas highland is characterized by gently undulating topography, with generally sluggish drainage, and is surrounded by a rim of hills rising above 1000 ft above it. In cross section the highland resembles a truncated cone with a depressed central area. The rim has been sculptured into a more prominent and abrupt topographic pattern than the central area, and streams that are of low to moderate gradient in the central plateau plunge over the rim in a spectacular series of cascades and falls. GEOLOGIC SETTING The Pocos de Caldas highland owes its physiographic expression mainly to the differential erosion of a complex intrusion of alkalic rocks into gneiss and sandstone. Erosion was guided somewhat by faulting. The highland is almost circular, and its limits, except in one locality, coincide with the periphery of the intrusion. The alkalic intrusions largely control its shape and extent, aided by some subsidence through faulting of the central portion. The mountainous rim of chilled phase, the later intrusions, and the indurated intruded rocks have resisted erosion more effectively than the central portion of the intrusion, which is composed of more coarsely crystalline alkalic rocks that form a central basin in the highland. Gneiss and sandstone are found coincident in elevation with the topographically highest intrusions. BAUXITE TYPES Most of the bauxite, which varies in physical type, is on the top and steep slopes of the northern rim. The only alumina mineral is gibbsite, definitely crystalline but iron-stained unless of secondary origin. Clay particles occurring with the bauxite are kaolinite. Some types of bauxite are an index to their origin. There are four general physical types of bauxite or bauxite laterite: 1) Surface Rubble: This partly nodular and partly fragmented type, usually less than 3 ft thick, results from surface weathering of massive bauxite or may form by superficial enrichment of nodular bauxite with a clay matrix when the interstitial clay is removed by surface runoff.

IN a recent survey of the literature, the author has found evidence incompatible with prevalent views regarding the technical cohesive strength and yield strength of metals. Some of the evidence regarding the technical cohesive strength was presented in a previous paper,21 and views were presented that are believed to be in better accord with the evidence. In that paper, it was shown that the technical cohesion limit (contrary to prevalent views) varies with the combination of principal stresses,† and that the influence of plastic deformation on the technical cohesive strength is not in accordance with prevalent views. In this paper, consideration will be given to both the technical cohesion limit and the yield stress as affected by the combination of principal stresses. Evidence will be presented that the variations of the yield stress and the technical cohesion limit with the combination of principal stresses are not in accordance with prevalent views. Consideration will also be given to ductility and work-hardening capacity, which depend on the initial difference between the technical cohesion limit and the yield stress. By the "technical cohesion limit" is meant the mean stress at actual or potential* fracture. An example of a technical cohesion limit is the "true" breaking stress of a tension-test specimen, the breaking load divided by the sectional area at fracture. The cohesion limit thus obtained for a ductile metal, however, has been greatly altered by the plastic deformation. It is important to consider the cohesion limit of the metal prior to this deformation, and the variation of the cohesive strength with plastic deformation. The relation between the cohesion limit and the corresponding flow stress† determines the ductility of a metal and the energy that it will absorb before fracture. In this paper, as in the previous paper,21 tensile stresses will be viewed as positive and compressive stresses as negative. The algebraically greatest principal stress will be designated S1, the least principal stress will be designated S3, and the intermediate principal stress will be designated S2. In the previous paper, attention was confined to stress combinations with two of the principal stresses equal (with the intermediate principal stress S2 equal either to S3 or S1). In this paper, consideration will also be given to the effect of stress combinations with all three principal stresses unequal. OIL quenching of steel, in good commercial practice, is carried out using a great deal of agitation in the quenching bath. Many of the tests reported in the literature represent the results obtained on steels quenched into still oil. Scott1 describes three stages of cooling in liquid quenching baths, namely: "State `A'-Vapor Blanket Cooling-In this, the first stage, a thin stable vapor film surrounds the hot metal. Cooling is by conduction and radiation through the gaseous film and is therefore relatively slow. "Stage `B'-Vapor Transport Cooling- Termination of the `A' stage is marked by wetting of the metal surface. Vapor forms copiously in bubbles and is carried away by gravity and convection currents to condense in cooler surrounding liquid. This is the fastest stage of cooling. "Stage `C'-Liquid Cooling--The `B' stage ends as the surface temperature of the metal approaches the boiling point of the quenching liquid. Vapor no longer forms, so cooling is by conduction and convection and the temperature difference is greatly decreased. This mode of cooling is slower than that of the `B' stage." Mechanical agitation of the quenching medium will accelerate all three stages of cooling. The greatest effect, however, will be noted on stage `B' because the removal of the bubbles from the surface of the steel will not be entirely dependent upon gravity and natural convection currents. The method employed in this investigation for evaluating the oils was the end quench test. The various oils were substituted for water as the quenching liquid and hardness determinations were made at various distances from the quenched end. Most of the tests were run using a 3/8-in. orifice with a 2 ½ -in. stream height. However, to check the effect of other velocities two additional conditions were used, namely: (I) A 3/8-in. orifice and 1-in. stream height, and (2) a ½ -in. orifice and a 3 ½ -in. stream height. In all cases the samples were suspended so that the quenched end was ½ -in. above the orifice. The steel used was an NE 9450 having the following analysis: [ ] Some tests were run on an NE 8740, 3312, and a 4340 steel. The results obtained on these steels confirmed those obtained on the NE 9450 and have therefore been omitted' from this paper. The test bars were machined from 1 1/8 -in. stock to 1-in. diam by 4 in. long.

The Moffat tunnel passes through the continental divide about 50 miles west of Denver, Colo., on the Denver & Salt Lake R. R.: It is 16 ft. wide, 24 ft. high, and 32,383 ft. long, a distance of a little more than 6 miles. The advantages accruing from its construction may be briefly summarized as follows: The tunnel eliminates 27 miles of grade averaging more than 3.5 per cent. and actually running well over 4 per cent. in many places, and changes the steepest grade from 4.5 to 2 per cent. It reduced the peak of the railroad from 11,660 to 9249 ft. which enables one engine to pull four times as much freight as it could before the tunnel was built. If the Denver & Salt Lake R. R. completes its line, this road will shorten the distance between Denver and Salt Lake City by 200 miles and will have no steeper grades than the lines now connecting the two cities. The proposal to drive the tunnel through the divide dates back about 25 years and D. H. Moffat, who was the leading spirit in the organization of the Denver & Salt Lake R. R. spent much of his time and energy in efforts to raise money for the tunnel that bears his name. He was unsuccessful and died before the work was started. In 1920 an effort was made to obtain state legislation favoring a bond issue to finance three important railroad tunnels in Colorado but the measure was defeated, largely through the efforts of the citizens of the region near Pueblo. A few years later devastating floods caused the Pueblo voters to seek relief from the state and at this time they withdrew their objection to the tunnel bond issue. As a result, a $6,720,000 bond was issued to finance the Moffat tunnel. Construction bids were so high that the work was finally allotted on a scheme analogous to a cost-plus basis. The contract was awarded to Hitchcock and Tinckler, who are paid a fee of $140,000 for driving the tunnel. All bills are paid by the Moffat Tunnel Commission. The contract was let Sept. 19, 1923, and Hitchcock and Tinckler agreed to complete the work by July 19, 1927. Apreliminary investigation has been carried out on the annealing behavior of explosively deformed copper as compared to that of conventionally deformed copper, using hardness, stored energy, and the sharpening of X-ray spots on Debye rings as the measures of annealing. Some metallographic observations were also made. Two purities of copper were studied. The first was tough pitch copper obtained as a small piece from the guard ring of a sample explosively deformed to approximately 500 kbars.* The second consisted of mentedand deformed these samples quite badly so that only a few small fragments were available for the annealing experiments. As a result, little in the way of quantitatively significant data was gleaned from the measurements. However, several important qualitative differences between the annealing of explosively deformed and conventionally deformed copper have been observed. It is these effects which are described in this report. Fig. 1 presents the results of hardness and stored energy measurements during the annealing of the high-purity copper after explosive and after conventional deformation. The data for the conventionally deformed copper were taken from the work of Gordon;' in this copper it is evident that most of the stored energy is released concommittantly with the hardness drop. As shown in orddon's' investigation, these effect:: are definitely associated with recrystal-lization. In the case of the explosively deformed copper, on the other hand, a large fraction of the stored energy is released before any appreciable hardness change takes place. At 160°C about 40 pct, and at 170°C about. 80 pct, of the stored energy appears to have been released prior to the onset of softening, i.e., undoubtedly prior to recrystallization. In view of the facts that the hardness and energy measurements were made on separate samples and that there is reason to suspect that the intensity of the explosive deformation from sample to sample may not have been uniform, a check run was carried out in which both energq release and hardness changes were measured cnn the same sample. The results of this run, shown in Fig. 2, confirm the conclusion that much of the stored energy is released before the hardness begins to change appreciably. In an effort to obtain some idea of the activation energy associated with the early release of energy, a single callorimetric sample was annealed in two steps, first at 149.5"C and then at 159.5"C, Fig. 3.

SILICON, germanium, and tin occur with both the white tine-type structure and the diamond cubic structure. In the latter form these elements are semiconductors; in the former they are metallic. The metallic form of germanium and silicon is obtained only under high pressure.' For all three elements the transition from the semiconductor to the metallic state is accompanied by a decrease in the atomic volume of somewhat more than 20 pctily2 Table I. At such a large compression the widening of the s and p bands is sufficient to make the energy gap of 1.1 ev, or less, of the semiconductor disappear, giving rise to the metallic state.*
