The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

UNQUESTIONABLY the Coal Division has never had a meeting in which so many outstanding technical papers were presented of immediate practical application to problems of personnel, mining, safety, preparation, combustion, and carbonization. Should there have been those present with the lingering idea that all that was needed for success in the coal industry was a strong back and a weak mind they must have had a rude awakening.

WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

The Illinois-Kentucky mining district has, since 1880, accounted for 80 per cent of all U.S. production of fluorspar. The ore deposits are of two types: vein deposits formed by fissure fillings along faults and bedding-replacement deposits formed by the replacement of strata at certain favored stratigraphic positions along minor faults and fractures. Fluorite is the chief valuable mineral in the deposits. Sphalerite and galena commonly are present in small amounts but, in some ore bodies, may form a substantial part of the valuable constituents of the ore. Calcite is the chief gangue mineral; quartz and barite Exposed strata range from Devonian are present in various amounts. through Pennsylvanian in age. Igneous intrusive rocks occur as mafic dikes and sills and intrusive breccia dikes and plugs. Structurally, the district is situated on a generally northwest- trending arch that has been sliced into a series of long, narrow blocks by normal faults that trend northeastward. The structural The localization of the ore deposits by faults and fractures, the association of fluorite mineralization with intrusive breccias, and various lines of petrographic and geochemical evidence indicate that the fluorite-zinc-lead deposits were epigenetic and deposited by solutions emanating from a deep alkalic magma.

The hypereutectic Al-Si alloys 390 and A390 have wear characteristics superior to any of the more common aluminum casting alloys. This excellent wear resistance, coupled with good mechanical properties, high hardness, and low coefficient of thermal expansion, has made these alloys candidates for the all-aluminum internal combustion engine, the application for which they were primarily developed. A390 alloy is intended for sand and permanent mold casting, and requires a lower iron ccxltent (0.5 pct maximum) than its die casting companion 390 alloy (0.6 to 1.1 pct Fe). The 17 pct nominal silicon in these alloys provides sufficient quantities of the hard primary silicon phase to assure a high degree of wear resistance, yet little enough of this phase, to minimize the casting and m achining problems associated in the past with the hypereutectic alloys. The mechanical and physical properties of 390 and A390 alloys are competitive with the best of the common aluminum casting alloys with the exception of low ductility. This low ductility is not considered a detriment, since in many applications these alloys replace cast iron. Corrosion resistance is similar to the standard alloys 380 and 333. Numerous parts, of varying degrees of complexity, have been cast of alloys 390 and A390, including engine blocks and heads. The deviations from normal good handling and casting practices that are required for the alloys are those associated with the presence of the primary silicon. To obtain optimum strength and machinability, the molten alloys should be treated with phosphorus to refine the primary silicon phase. Care must be exercised to properly control the pouring temperature and rate in order to minimize primary silicon growth and segregation. AUTOMOTIVE engineers have for years recognized the advantages of lighter weight and better heat transfer that aluminum could offer as material of construction for engine blocks. These advantages alone, however, are insufficient justification for acceptance of aluminum engines by the automotive industry. To be acceptable, an aluminum engine first must pass all tests to which cast-iron engines are subjected, and, in addition, must represent no cost penalty in manufacturing. None of the conventional aluminum casting alloys have sufficient wear resistance to withstand the tests to which cast iron is subjected as a cylinder bore material, and recent attempts to manufacture aluminum engines with cast-in-place iron sleeves could not compete costwise with the equivalent cast-iron engine. The prerequisite to an acceptable aluminum engine seemed to be a casting alloy with a high degree of wear resistance that would eliminate the necessity of cast-in iron sleeves or liners. The hypereutectic A1-Si alloys 390 and A390 have met this challenge.' Combined with modified pistons and a patented cylinder bore surface finish,2 the performance of these alloys in more than 1300 cold start and cold scuff tests, over 3500 hr of dynamometer wear and endurance tests, and more than 350,000 miles of road tests leaves no doubt as to the feasibility of running on bare aluminum cylinder bores. ALLOY DEVELOPMENT The desirable characteristics of the hypereutectic A1-Si alloys have been recognized for some time. Their excellent wear resistance and low coefficient of thermal expansions have been used to advantage in the production of diesel-type pistons in Europe and to a limited extent in this country. The major contributor to the good wear resistance of these alloys is the extremely hard primary silicon phase in the microstructure. Although the percent silicon used experimentally has been much higher, most commercial alloys have ranged from about 14 to 25 pct. Generally, as the silicon content is increased, wear resistance increases, and the coefficient of thermal expansion decreases. With increases in silicon, however, machinability and cast-ability tend to suffer. The development of a satisfactory aluminum engine block material at Reynolds involved the testing and evaluation of many alloys, covering a wide range of silicon contents and numerous variations of iron, copper, magnesium, manganese, and other alloying additions. THE proposal has been made in a bill introduced into Congress at the last session by Representative Jones of Michigan that an import duty of 6 c. per lb. shall be placed on copper. This action is urged after eighty years of prosperity for the industry in this country; during most of which copper has been on the free list, and during all of which a tariff would have been without real effect. To comprehend the general situation upon which this action would be imposed, we must refer to the past history of the industry and its trends at the present time. The following table supplies us with a picture of the physical growth of the industry in this country and its relation to that of the world as a whole down to Jan. 1, 1921:

A recent survey of existing analytical results, and an attempt to correlate them with each other and with the known history and behavior of the samples, indicated that none of the commonly applied methods could be considered established as intrinsically reliable. It was. therefore, desired to attempt to establish the reliahility of some one method by external evidence. If this were to be accomplished, other methods could then be evaluated in terms of the method establibhed. The correct method was accordingly to be chosen without regard for cost, speed, or convenience; with the requirements for routine application to be reserved for 1ater consideration. The method of total combustion was chosen and submitted to a limited number of tests against primary standard samples. Considerable experimental difficulty was encountered, indicating that additional work on the experimental arrangements is desirable. While the work to (late by no means represents a completed investigation, it is helieved that the combustion method is basically sound and that its development should be continued. Choice of Method Of the several available methods, mechanical disintegration. electrochemical methods'2'3 modifications of the Sieverts experiment,% and vacuum fusion, were all judged to contain one or more factors of un- certainty not at present completely cvaluated or suhject to complete control. These methods, therefore, were considered currently unsuitable for referee purposes. Solid evolution was considered to be of doubtful significance when conducted in the alpha range. A reasonable chance for a true analysis was found for evolution in the gamma range. Preliminary tests have indicated a very slow rate for evolutioll from gamma iron. indicating a running time of possibly 100 hr. for a one-centimeter sample. Difliculty in distinguishing such slow. evolution from blank gas was anticipated, hence the method was not consitlerctl the most suitable for the present purpose. The combustion method was evaluated as being most sound on fundamental principles. The only important unknown would be to determine that the iron oxide formed did not occlude water at the tcmperaturv of the combustion.with the odvious precautions of using a sound and clean specimen, providing a system sufficiently tight to give acceptable blanks in longtime runs, and providing a suficicntly sensitive measuring system, reasonable, precise, and truthful analytical results could be logically expected. Apparatus The equipment as originally operated is shown in Fig. I, and the glassw-are in its latest modification in Fig. 2. The purpose of this paper is to present data obtained from an investigation conducted on the grindability of coal by the American Society for Testing Materials Tentative Standard ball-mill method. This investigation has been conducted over a period of a year, during which time several hundred tests were run on a wide selection of different coals coming from Pennsylvania, Ohio, West Virginia and Kentucky. The data herewith presented tend to show that the tentative standard ball-mill method might give results that are misleading and that a volume measure might be more indicative of the true grindability of materials of varying specific gravity. A means whereby the time element might be reduced has been studied and other phases of this work such as preparation of samples, mechanical screening, reporting results and duplicating tests have been investigated. It is hoped that all criticism offered in this paper will be taken as constructive, with the purpose ill mind of perfecting the method now tentative to show the true conditions 2nd of making optional the manner in which certain parts of the test might be conducted to meet diversified laboratory conditions. Weight and Volume The results of grindability on extraneous material from the coal scam obtained with the present tentative standard ball mill method indicate easier grinding of these materials as compared to most coals. Varying amounts of these impurities in the coal therefore may cause a raising of the grindability index and may lead to the erroneous conclusion that coals containing large amounts of these foreign materials are easier to grind. For a true comparison of grindability, it would seem necessary to grind to the same particle weight. If material were sized in a commercial mill by means of an air current set at a velocity to remove 1.60 sp. gr. float coal ground to 80 per cent minus 200 mesh, any 1.60 sink particles would be left behind, and in order to remove this 1.60 sink material by the same current it would be necessary to grind finer and produce a

R. H. Sweetser, Sault Ste. Marie, Ont. (communication to the Secretary*):—The recent work of furnace No. 1 of The Algoma Steel .Co., at Sault Ste. Marie, Ontario, using for fuel, first all charcoal, then a mixture of charcoal and coke, and finally all coke, upsets the estimates given by Mr. Hall in the last two paragraphs of his interesting paper. Furnace No. 1 was built for a charcoal-furnace, and it was run on charcoal fuel from March 6 until July 9, 1905; then, for a week, a mixture of charcoal and coke was used, and, since then, coke alone has been the only fuel. It is to be regretted that at no time, during the run on charcoal, was there enough charcoal on hand and " in sight" to warrant blowing the furnace as hard as it should have been blown. During April and May the supply of charcoal limited the amount of blast to about 8,000 cu. ft. of air per min.; in June, to about 8,900 cubic feet. For a few days in July about 10,000 cu. ft. were blown, and then the maximum daily output, 173 tons (2,240 lb.), was reached. At all times the quality of the charcoal was poor, having been made from wood cut from three to four years before. Doubtless this furnace could have produced 200 tons of iron per day, even with this quality of charcoal, provided the supply had been sufficient; and with

Tensile properties of Aluminum Powder Metallurgy (APM) products at 600°, 800°, and 1000°F were lowered by cold reductions of as little as 10 or 20 pct. The detrimental effect of cold work on yield strength at elevated temperatures increased with temperature. Heating cold-worked products at 850° to 1150°F removed the structural effects of cold work through the process of recovery and restored, at least partially, the strength at 600°F to the level of hot-worked material. Material containing 5 pct A1203 was recrystallized by cold reductions of 97 pct or more followed by annealing at 1100°F. Recrystallization lowered sharply the strength at room temperature, but raised the strength at 600°and 800°F relative to that of the cold-worked state The high strength of Aluminum Powder Metallurgy (APM) products at elevated temperatures'-4 is well-known. In this paper, some conditions of processing that can affect this important characteristic are presented. The following nomenclature will be used to identify different alloys: All of the above alloys are of the aluminum-aluminum oxide type made from milled powders of commercially pure aluminum with the exception of M486, which is fabricated from atomized A1-Fe alloy powder. The products made from milled powders are hardened by a dispersion of aluminum oxide par- ticles in the aluminum matrix, while the intermetal-lic compound FeAL is the dispersion hardening agent in M 486.' The process used for making all APM products involves the application of heat and pressure to form a compact from powder which is fabricated into an extrusion, sheet, strip, or wire by standard techniques. Probably the most common cold-worked APM product is sheet. Cremens, Bryan, and rant' determined the room-temperature tensile properties and the 600°F stress-rupture properties of XAPOOl and XAPOO3 sheet and reported that there was little difference between the as-extruded, cold-worked, and annealed at 1200°F conditions. On the other hand, Emmons6" found that the tensile and stress-rupture properties of XAPOOl and XAPOO3 sheet at 600" and 800°F were lower than those of extrusions. The tensile properties of XAPOO3 sheet were also determined at elevated temperatures by Doyle' and ~ayward.' According to Friske" and Kendal et a1.," cold working by swaging, rolling, and tube drawing reduced the tensile and creep-rupture strength of XAP 001 Recrystallized aluminum powder metallurgy products are rare because the dispersion in the aluminum matrix is usually too fine, uniform, and concentrated to permit recrystallization. However, Lenel12 was able to recrystallize wires made from aluminum powders containing about 1.75 and 3.0 pct oxide and found that the tensile properties at room temperature remained higher than those of annealed commercially pure aluminum because of the dispersed oxide particles. Westerman and Lenel13 found the kinetics of recrystallization of the powder products were very different from those of cold-drawn commercially pure aluminum wire. The alloy containing 3.0 pct oxide recrystallized to a very coarse grain size was more creep-resistant at 400" to 600°C (752" to 1112°F) than in the as-extruded, fine-grained condition, according to Ansell and weertman.14 Ansell and aenel" further studied creep at 500" to 620°C (932" to 1148°F) of recrystallized 1.75 pct oxide wire and confirmed the creep model of Ansell and Weertman. IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway tyfanage1-s determined 011 and have long applied a test of 1000 pounds falling 101/2 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails fro; our most reliable makers, break under a G foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 138 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent. of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. I n England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. This test has been found satisfactory under heavy traffic on average road-beds, and has been invariablyPILLAR of coal, which are designed and left in our mines as the means of supporting the overlying strata of our coal-beds, and securing protection to the miner, are not only insufficient for these purposes, but the most objectionable means of providing the desired security to life and property. Though such pillars are left at a great sacrifice to the owners of collieries and mineral lands, loss to the resources of the commonwealth, and ultimate privation to the public, they defeat the very ends for which they are designed, and not only do not secure life and property, but are as fatal to the one as ruinous to the other. Propositions.-It is eminently desirable that the resources of the Common wealth-particularly our mineral wealth in anthracite coal, which is limited-should be carefully utilized and made available, not only to ourselves but our posterity. Yet, speaking as an anthracite miner, we are wasting our resources of coal with a recklessness which will bring ruin in the end, unless checked, not only to the iron manufacturing interests of the East, whose chief protection, in competition with the iron-masters of the interior, lies in a cheap and abundant supply of anthracite furnace fuel, but to the best interests of the State. It is, consequently, not only desirable, but necessary, that we should realize every ton of coal from each colliery, and every acre of coal area, in order that our resources may not be wasted at present, to breed want in the future, and to realize the greatest present benefit to the mine, the miner, and the public. It is not possible, however, to secure these ends, if we continue to leave, as we do at present, from one-third to one-half our resources in anthracite as pillars in our mines. But our sad bills of mortality, our abandoned collieries, and our yawning mountain-sides, present ample evidence that even this enormous waste of coal, though left for the purpose of protecting life and property, is as totally inade-

Increasing realization of the importance of dust control, and the recommendations of various agencies, have led the mining industry to become actively concerned with this problem. The background and necessity for adequate dust-suppression measures have been discussed in a number of publications, including those of the U. S. Bureau of Mines, and the use of spray water to reduce dust at the face and on roadways has been recommended. The problem resolves itself into obtaining adequate dust reduction at a reasonable cost. Inasmuch as the term "adequate dust suppression" has never been clearly defined, nor have permissible limits of dustiness (in terms of dust count) been established, it is apparent that any method selected may be required to meet additional demands. Until the industry has been given some indication of permissible limits of dustiness, no permanent solution is possible. Progress will be somewhat handicapped until such information is available. In addition, dust reduction must be obtained without the addition of any excessive moisture to the coal, since consideration must often be given to: I. Quality standards, particularly reduction in heat value. 2. Handling characteristics, particularly in regard to unloading from railroad cars and bins. 3. Application of dry methods of coal cleaning. 4. Necessity for fine screening within specified limits of oversize and undersize. Little detailed information is available as to the advantages and disadvantages of the several methods of water distribution, the location and protection of sprays, operating data on pressure, quantity of water, and so forth, and results obtained. In 1940 an investigation was undertaken to determine and evaluate the principal factors involved. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. Classification of Dust Sources The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these—namely, undercutting. This paper constitutes a progress report on this work and cannot in any way be regarded as complete on any one of the several phases. Classification of Dust Sources The various sources of underground dust may be classified as primary or secondary. A primary source is one associated with appreciable degradation of size, that is, where the greater part of the actual fines capable of becoming air-borne dust are produced. A secondary source may be considered as one in which the greater part of the fines have been produced at some previous operation and are in such condition that they can be dispersed as air-borne dust. These conceptions appear to be of practical significance, as experience indicates that when dust is controlled at the primary sources the importance of secondary sources is minimized. For these reasons, investigations to date have been concerned principally with the primary sources of dust, and this paper is concerned particularly with one of these—namely, undercutting. I. INTRODUCTION. OF primary importance in mine-installations is the hoist, which has a very direct bearing on the successful operation of a mine. Conditions vary greatly with different mines, and especially in different localities. Such factors as depth, incline, the number of levels, permissible or desirable speeds, conditions of ore, etc., are always more or less special in each case. Veins of ore are never exactly duplicated, and the nature of the ground through which shafts are sunk may considerably modify permissible values. As mining-laws are made by the different States, they necessarily vary somewhat, and, even when not fully observed, they introduce factors which qualify the conditions of hoisting men and ore. The amount of timbering required is often of importance as relating to hoisting-conditions. Methods of loading ore affect the time required, as also does the question of the use of cars or skips. Safety-precautions must be very carefully considered, and the number of men in each mine, the number of compartments, and often the method of removing water from the mine, must. have careful consideration. While a general discussion of the subject. of hoisting is possible, most cases are entirely special, and can be considered only in connection with the peculiar conditions pertaining to that particular installation. The cost of installation of the hoisting-plant may be an appreciable amount, while the cost of raising the ore may be but a small part of the total operating-charge. Three years ago we attended the V International Mining Congress in Moscow. This year we attended the VI International Mining Congress in Madrid. By almost any criterion, this was a most successful convention. There were 1717 registrants, not counting the ladies. I don't know how many of the latter there were, but they certainly made a welcome addition to the group. Once again, the International Organizing Committee put together a very impressive technical program which the Spanish National Committee backed up with a brand new Palacio de Congresos admirably equipped with simultaneous translation devices and an organization that provided an excellent social program, a tremendous set of post- meeting excursions, and very impressive opening ceremonies, entertainment and closing ceremonies. There was also an exhibit on the subject of Spanish and Spanish American mining history in the Palacio de Congresos.
