The paper discusses an approach to geotechnical monitoring of a geological repository constructed for the purpose of isolation of high-level nuclear waste, and describes the conceptual framework for development of an integrated monitoring scheme that is initiated during the earliest phases of site investigation and continues through facility decommissioning. The approach that is proposed recognizes the need to provide specific data to support the licensing process for the repository while avoiding adverse impact upon the system performance. Further, it recognizes present and inherent limitations in both the instrumentation and techniques that night be used within a monitoring scheme.

When Duval Sulphur & Potash Co. awarded pre- mining stripping and early mining at Esperanza to an independent contractor, it was agreed that monthly payments for excavation were to be made on a truck count. At six-month intervals, however, adjustments must be made on the basis of actual excavation or cut from the pit area. It was estimated that it would be three times more expensive to have the pit sectioned by chain and transit survey than to use photogrammetry, since it would take two crews of three men approximately two weeks to do the field work, another two weeks to plot the sections, and additional time to establish a control network. Therefore it was agreed to have the mine area mapped by photogrammetry for both the premined surface and for semi-annual check surveys necessary for intermediate settlements. A triangulation net was established with a maximum distance of 900 ft between control points. In about 30 working days a two-man survey crew, using a theodolite, set up and triangulated 30 stations and calculated their results. For ease in spotting on the photographs, control stations were marked on the ground with white-painted tires centered over the survey pins.

THE increased use of sintering for the beneficiation of iron ores and the reclaiming of flue dust creates a lively interest in sintering costs and, economics. The character of material sintered and geographical location of plants so radically alter sintering costs and economics that it is well to understand at least the basic elements which control such changes. Payne, New York City: Prof. Blake's inference that magnetic separation may be successfully employed upon smithsonite and iron oxide, after a preliminary roasting, is confirmed by the fact that this separation has been carried on with entire success for over a year at the works of the Wythe Lead and Zinc Mine Co., Austinville, Va. The ore mined on this property is a mixture consisting chiefly of galenite, smithsonite and limonite. The crude material is crushed, screened and washed in log washers for the removal of clay, and then jigged for the separation of the galenite. The zinc-and iron-ores are then roasted in reverberatory furnaces, being turned and moved towards the bridge-end of the hearth by manual labor. The roasted material contains from 20 to 26 per cent. of metallic iron. The slight difference in the specific gravities and the friable condition of the ores after roasting prevent the separation of the oxides by means of jigging. It was therefore the practice, previous to the use of magnetic separation, to charge the roasted material directly into the retorts of the zinc-furnaces. The rapid cutting of the retorts under this practice proved a serious inconvenience and expense. In the spring of 1892, the writer built for the Wythe Lead and Zino Mine Co. a magnetic separator which embodied several novel features and which was designed to treat the roasted zinc- and ironoxides. This separator has proved entirely successful for the purpose for which it was designed. During the first nine months of its operation, 1415 tons of 2240 pounds of roasted material were passed through the separator, producing about 675 tons of heads carrying from 50 to 55 per cent, of metallic iron, which are sold to a neighboring blast-furnace. The tailings, which contain the zinc, carry from 4 to 6 per cent. of metallic iron. For magnetizing the iron-ore previous to separating it from the zinc-ore, no change whatever mas made in the form of the reverberatory furnace previously employed. INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lake-land, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern pro-ducers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This informa-tion has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered.

THE object of this paper is to describe briefly the practical results obtained in several problems of civil engineering by resistivity measurements of the underground. It is intended for the mining engineer, as well as for the construction engineer; the stratigraphical problems discussed are general and frequently are encountered in mining exploration. Resistivity measurements have been used in mining and oil exploration for a number of years.1 Their introduction in the field of civil engineering, on the contrary, is rather recent. It was applied for the first time in the spring of 1928 near Littleton, N. H., in the survey of two dam sites for the New England Power Assn .2 Since then, the geophysical firm with which the author is connected has had an opportunity to develop this field of activity, and more than 20 investigations at dam and tunnel sites have been carried out in the United States and Canada. A part of this work has been verified by underground or drilling exploration. This paper deals with but a few of the results, which we are permitted to make public now. The theoretical and technical sides of the processes employed will not be discussed; they have already been described in various technical. .publications. A few general points will be mentioned, to make clear the practical examples given.

Iron oxides are unique in that they are the only significant colored mineral found in a natural state suitable for use as a pigment after it has been pulverized to pigmentary size. The current world production of iron oxide pig¬ments is estimated by the author to be between 450,000 and 550,000 tons based on 1969 data. The fact that highly colored natural deposits of iron ore are found throughout the world ac¬counts for its use in prehistoric man's artistic cave paintings. These early artists did not realize that they had established man's first paint test fence which now has some 20,000 years of exposure. In addition to abundance, constituting about 7 % of the earth's crust, iron oxides have the advantages of low cost, permanency, and are not toxic. Through the centuries, succeeding civilizations have utilized iron oxides as a major source for decoration and protection when coloring was desired. In the last century the chemical industry has improved on nature by developing a complete range of synthetic iron oxide pigments which surpass the pigments pro¬duced from natural iron ores in uniformity, color quality, and chemical purity. In the United States alone, the combined production of natural and synthetic iron oxides produced sales of over $28,000,000 in 1970 (Stipp, 1970). Nomenclature With the increasing importance of the syn¬thetic iron oxides it is necessary to make a distinction between the natural or mineral pig¬ments and the synthetic pigments. Natural pigments are those products which are derived from selected ores and should not be confused with iron ores mined for steel production. Iron ores that are mined for steel must be capable of being mined and reduced to iron on a com¬mercial basis. These ores are selected on the basis of iron content and processing economics. It is therefore unusual when iron ores for steel production are suitable for use as mineral pig¬ments. Natural pigment ore sources are se¬lected for their special physical-chemical prop¬erties and can command a premium price. Synthetic pigments, and in this instance iron oxides, are those pigments produced from basic chemicals. Through chemical synthesis pig¬mentary sized particles are produced as opposed to comminution, the major procedure common to all natural iron oxide pigments.

An attempt to duplicate Rawdon and Mutchler's experiments showing a reversal of hardness with continued rolling gave negative results, indicating that the phenomenon is not general but depends, probably, on local conditions of rolling. IN A recent paper, Rawdon and Mutchler1 gave some exceptionally interesting results on the Brinell and scratch hardness of severely cold-worked metals. In their work, they found that, on continued cold rolling, the metal hardened up to a particular point and then reversed and became softer; this was true for both Brinell and scratch hardness values. The generally reported behavior2 of metals, with respect to Brinell tests on cold-worked material, is that the metals harden up to a certain point and then, on further cold rolling, no change in Brinell hardness occurs. Jeffries and Archer3 state that there is little difference between the scratch hardness of annealed and cold-worked metals; the work of Faust and Tammann4 also indicated no difference between-the hardness of annealed and cold-worked copper. Rawdon and Mutchler found, when they plotted the reduction ratio (initial thickness divided by thickness after rolling) against the hardness value for the cold-rolled material, that the hardness number increased up to a reduction ratio of about 3 and then decreased and became even smaller than that for the annealed metal. This behavior was reported for both scratch and Brinell hardness; Figs. 1 and 2 show their results for Brinell hardness on the metals for which they published data. In recent years many new appliances have been introduced into German steel-works and rolling-mills for the purpose of improving working-methods, and of creating and maintaining increased production, and satisfying the ever-growing demand for metal of closely specified hardness, strength and form. One result of the improvements has been to aid very effectively in demonstrating the real superiority of ingot- over wrought-iron for almost every possible purpose, and in dispelling the last vestiges of prejudice unfavorable to the new metal. If, nevertheless, no marked decrease in the number of puddlingfurnaces has yet been noticed, the cause of their survival must be attributed to the greatly increased consumption of all kinds of ironmanufactures. Several large new works for the production of ingotiron are now, however, in course of erection in the Rhenish-Westphalian district, and upon their completion a rapidly diminishing output of wrought-iron may be anticipated. The present aim of all large works manufacturing ingot-iron is to work the molten blast-furnace pig into a finished product without any further fuel-consumption than is required to furnish steam for the rolling-mill. Though practice has established the feasibility of this principle, no works can yet point to its complete adoption, partly because of the limitations imposed by existing conditions and plant, and partly, also, on account of the highly-diversified character of the finished products. The Bessemer-works were the first to feel the influence of the basic process; but of recent years a similar influence has affected the open-hearth, and the owners of works possessing both a converterand an open-hearth plant are now seeking to arrange them for combined working, in charging as well as in casting. THE MIDLANDS of England contain large areas of important oil lands, which, however, will not become of commercial importance for at least 5 years, because the ownership of the oil has become a political issue. In Great Britain, except in certain special areas, all minerals, except for gold and silver, belong to the surface owner. The leasing of minerals on the large estates is a very complicated business, as the family solicitors have many forms and formalities that must be observed. In the case of one of the large estates, the principal revenues of which for several hundred years have been from coal leases, the average time between the agreement on terms for a coal lease and the signing of the same has been 8 years. In 1916, one coal lease on this estate had been pending for 15 years, and was still unsigned, although the important terms had been agreed upon 15 years previously. Under war conditions, and considering the extreme importance that the production of petroleum in England would have had, such delays could not be tolerated. Most of the British landlords, relying on the almost, universal opinion of their own countrymen that there were no commercial deposits of petroleum in Great Britain, were prepared to give all their oil rights to the government, but they feared that such action might establish a precedent with respect to coal. For years the Labor Party and extreme radicals have protested against the payment of royalties to landlords on coal. The government, therefore, introduced a bill taking over all the oil rights and providing for the payment of a small royalty to the landlords, to safeguard the principle of compensation in case the coal mines should ever be nationalized. The provision of this bill, with respect to the payment of royalty to landlords, was defeated by a vote of 44 to 35 in a night session of the House of Commons on Oct. 25, 1917, when most of the members were absent, but when a group of labor members and extreme radicals were present. The resubmission of the point to the House of Commons was prevented by the labor members of the coalition government, who reminded the cabinet that the agreement

FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

As bizarre an example of competitive salesmanship to be imagined took place last June in Western Australia. A half dozen world renowned mining groups received a Japanese iron and steel investigatory mission. Geologists, engineers and businessmen, all specialists in iron ore, representing elements of the Japanese government and steelmakers, politely grilled each iron ore group for technical information and plans for property development. At stake were sales contracts with Japan for many millions of tons of iron ore. Since approximately two dozen visitors were involved, it was necessary to divide them into four groups for dispensing information, transportation and accommodations at the remote exploration camps. In a continent noted for its wide open spaces, the hinterland of Western Australia is spectacularly lacking in settlements. The state has better than one third of Australian land and statistically 0.8 persons per sq mile. In reality, however, over 400,000 of the 800,000 population reside in Perth. Under such circumstances, properly receiving and feting these important visitors would seem to be difficult but the competing exploration groups vied ingeniously to outdo each other in hospitality.

WHENEVER electric and open-hearth steel men discuss the relative advantages of their respective methods, the question of temperature is always discussed, so that this paper is written in the hope that definite data may settle some of the questions and encourage further investigations along these lilies. The writer has had the opportunity of taking the tapping temperatures of steel from electric furnaces of different sizes in various plants and from a number of open hearths handling the same kind of steel. All temperature measurements were made with the same disappearing-filament type optical pyrometer and the corrections for emissivity applied were those worked out by Burgess,1 which are 0.40 for steel streams and 0.65 for slag. The correction is applied by calculating the curve giving the relation between the true and apparent temperature in the following formula: Log E = CZ log e( 1 _ 1 x \T2 T1) in which E = emissivity; C2 = 14,500; e = base of Napierien logarithms; ? = wave-length of light used = 0.65/4; T2 = true temperature, in degrees absolute; T,1 apparent temperature, in degrees absolute. The curve showing the relation between true and apparent temperature for steel and slag arc given in Fig. 1. For the purpose of comparison of open-hearth and electric furnaces, there are given in Table 1 the tapping temperatures of two 25-ton Heroult electric furnaces and one 6-ton with one 50-ton acid, one 40-ton basic, and one 65-ton acid open-hearth furnace, all making nickel ordnance steel for guns. The two 25-ton Heroult electric furnaces were finishing steel refined by the triplex process and the 6-ton Heroult finished steel that was partly refined in an open hearth.. INTRODUCTION Summary of Factors Influencing Comminution Circuit Design The selection of an appropriate comminution circuit for a specific ore is one of the most important decisions in the design of a processing plant. The importance is related to the fact that the capital and operating costs for crushing and grinding plant generally represent, as is well known, the major portion of the plant costs. This chapter will, therefore, identify as many as possible of the factors which influence the selection of a comminution circuit. The number of factors which will have to be considered for any comminution project will depend, among other things, on the type of project. If, for example, the project is an entirely new mining development, then most, if not all, the factors identified will have to be analyzed. If the project is an expansion of a developed mining operation or if the new orebody is adjacent to a viable operation, then the existing operation will influence the choice of factors or design constraints which need to be considered. The existing infrastructure or supporting systems may be quite adequate to accommodate the requirements of any expansion or new development. Hence, those factors may not have to be considered. To cover, however, the widest spectrum of projects, the factors which have been identified in this chapter are those which will have to be considered for the most complex of projects, that of developing an entirely new mining operation. The range of factors is as broad as the range of different ore types. Thus, each development must be treated with individualized care. The most important step in the development is the analysis and understanding of the ore characteristics. The hardness of the ore, its abrasiveness, friability, moisture content, grade, mineralization including gangue mineralization, liberation size, chemistry, and other characteristics should be the first to be analyzed in the investigation. The next should be the determination of factors such as plant size, throughput, location, climate, accessibility, and availability of water. The use of coke in metallurgy, to any important degree, dates from the middle of the 18th century. Its utilization came most opportunely for European civilization. The forests of Europe, except in the most remote and inaccessible regions, had been largely fed, in the form of charcoal, into the smelting furnaces. For a hundred years—the middle of the 17th to the middle of the 18th century—there .was a stationary condition of population corresponding to the exhaustion of European forests. This situation, which was particularly evident in Great Britain, was due to the fact that the forests had been depleted and the practical utilization of coke had not begun. The coking industry is essential for our metallurgical industries, which in turn are basal to healthy economic progress. But coke is of great importance, not only on its own account, but for its byproducts, which enter fundamentally into all the arts of peace and war. The dyestuff industry and the manufacture of explosives are intimately connected with one another, as was shown by the recent war. The subject of coking coal, therefore, is well worthy the serious attention both of practical industry and the scientific investigator. The most valuable coking coals, from the metallurgical standpoint, are derived from the coals of highest ranks. Coals, for example, that have a carbon ratio of from 70 to 80 per cent. yield the most valuable coke for the blast furnace. The difficulty of investigating these coals, however, is great, for they are rather friable and delicate and possess a high carbon content, which makes them difficult to manipulate. They present, on account of their high carbon content, a considerable degree of opacity when examined, in thin sections, under the microscope. The tenderness of structure and blackness of such high-grade coking coals as those of Connellsville and the Pocahontas region make them extremely difficult to investigate. Two of my colleagues, who are taking part in this discussion, will describe the valuable results that have been reached by studying coal by the methods of the mineralogist. During the past three decades an ever increasing number of uses for underground storage space has been developed. In some instances, the value of the space created has been so great that the host rock has been wasted. The preferential use of salt to host underground cavities is based on numerous factors, the primary two being low extraction costs and low permeability. Both dry and solution mined cavities have been created for the storage of a variety of materials. As the demand for underground storage and disposal grows, so must our selectivity of the materials to be stored.

This paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not, deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of the property will suffice to repay its original cost—or its value as of Mar. 1, 1913, if acquired by the taxpayer before that date—less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable post-war conditions. Claims for amortization must be unmistakably differentiated in the returns from all other claims of depreciation. The taxpayer is also required to furnish full information with the claims for amortization to the full satisfaction of the Commissioner. Further reference is directed to the specific rules and regulations for making these claims.

OIL-WELL depletion curves, to be of value, should show when a well or lease may no longer be operated at a profit. The difference, at any time, between the total expenditures and the total income of a lease or well may be called the lease status. Plotting this lease status against time will give a curve subject to more accurate and different interpretations than the barrels-time curves. According to the hypothetical barrels-time curves shown in Fig. 1, well A, at the end of 16 mo., is producing twice as much oil as well B and will continue to produce for another year whereas well B will cease producing in about 6 months. THE questions as to what grades of ore it pays to conserve for the future, and the valuation of low-grade reserves, are becoming immediate and definite as applied to individual ore deposits, and seem to call for some sort of quantitative answer. Both opinion and practice involving these questions differ widely. The number of variables in this problem is so large that final solution will perhaps never be agreed upon, yet there seem to me to be certain controlling factors which can be placed in quantitative relation and serve to reduce the number of variables which it is necessary to consider in a given instance. I assume that it will not pay either for the individual or for the State to conserve any ore when the present cost of conservation (by stock piling or otherwise), when compounded at 6 per cent. interest for the number of years which would elapse before this ore is used, will exceed the profit which the ore will yield when it is used. It may be urged that any loss to the individual may be made up in gain to the State. This might be true if there was any definite limit to the amount of iron ore, but when we remember that iron makes up .4 per cent. of all the rocks of the earth and the amount of rock carrying iron in excess of 20 per cent. is for practical purposes, unlimited, it is apparent that posterity is assured of its iron ore. The changes will be mainly in methods and cost of extracting the ore. Therefore, any expenditure of money or effort now, which when compounded will exceed the worth of the effort or money needed in the future to utilize the iron, is a net loss both to the individual and to the community.

THE manganese ore reserves of Lake Superior, because of their location and nature, have recently achieved a marked degree of importance as compared with the world's manganese reserves. To appreciate fully the significance and the adequacy of this reserve, one should understand how such ores are used, where obtainable, the quantity used, possible avenues for increasing use or application, and the chemical and physical characteristics of the available ores. Only with that data at hand, is it possible to arrive at a convincing answer to the question whether the reserves of manganiferous iron ores are adequate to satisfy the annual demand of the presently known iron ores for the full life of the latter. That they should last is vital; and to ascertain whether they will last was the purpose of the present investigation, which marks the first attempt to study these Lakes Superior reserves. The Lake Superior region possesses and supplies the full assortment of iron ores needed for the conversion of ore into pig iron and steel ingots and castings. These ores are named bessemer; low-phosphorus and high-phosphorus non-bessemer, manganiferous and siliceous; and to include the term aluminiferous, would be in keeping with the most recent no men clature adopted by some dealers. About 35 or 40 years ago, perhaps less, most of the Lake Superior ore which is being used today was the material then considered either useless or too poor for immediate use; perhaps it was considered no more than a future reserve. An examination of the analyses of ores and the guarantees in the sales of those older times, convinces one that the opinions of those days must have been governed by only small differences in analyses. Some grades of ores used today in substantial amounts were used most sparingly only one or two decades ago. The relative quantities of the different ores used is ever changing; and, bit by bit, the metallurgy and the opinions are every changing and the prejudices against certain ores and practices decrease.
