(Glen Summit Meeting, June, 1911,) DURING April, May, and June, 1910, I was in charge of an examination of the greater part of the Moa iron-ore area in Oriente Province, Cuba, on the north coast, near the east end of the island. My instructions, on arrival at the properties, were to check former estimates of tonnages and grades, and to re-examine the ore comprised in claims covering 44,727 acres. This work included .the running of lines dividing the properties into co-ordinate planes, the boring of many thousand feet of holes spaced at the intersections of these co-ordinates, the taking of samples of the ore penetrated, the analysis of these samples for their various constituent minerals, and the determination of the results as to tonnages, depths, and grades, both for individual properties and for the entire group. Each section of every one of the thousand holes drilled was to be compensated for depth and grade with every other, a series of simple arithmetical calculations of no slight magnitude, the mere mechanical labor of which consumed much time, but finally resulted in giving a complete average of all the essential facts for the entire area of 18,000 hectares. Had it not been for the more than willing, active, and able co-operation of the officers of the Spanish-American Iron Co., from Charles F. Rand, President, and Jennings S. Cox, General Manager, down to the most humble water-carrier, the work would have consumed far more time than it did. Papers prepared by others, and to which my present paper may be considered an addendum, elucidate, more fully than I could hope to do, the origin and geological character of these ores. I will confine myself to the situation, method and expense of exploration, and to probable courses of development and mining, with some attention to the cost of the ore delivered in the United States.

ACTIVE participation by the United States in the war acted as a stimulant on the Annual Institute Meeting in New York rather than a retardant as feared. Attendance was about 10 per cent under the all-time high reached last year, but considering the number of men who could not possibly come because of active military service and the additional number who are devoting their whole time and effort to turning out vital war materials, the registration was really greater than might have been expected. But all in all the Institute put on a show that taxed the capacity of the Engineering Societies Building as well as the capacity of the visitors to find time to attend everything that promised to be of interest.

THE losses of gold and silver occurring during the conversion of the precipitate, resulting from the cyanide process, into bullion may occur in two ways: first, there may be mechanical losses during the handling of the precipitate up to the time that it is charged into the melting furnace; and second, there may be losses after the precipitate reaches the melting furnace. Much of the loss during the handling of the pre-cipitate can be eliminated, and in fact, in modern plants this loss is known to be very small; particularly since preliminary acid treatment of the precipitate with the attendant extra operations has been abandoned in all but certain plants where gold predominates and this extra step is still deemed necessary. The losses in the melting furnace are from dusting and volatilization; losses in the furnace bottom and linings; floor sweepings; and slag and matte. The gold and silver in the: products which do not: go out of the flue are readily recoverable by standard methods, and while there may be considerable gold and silver tied up at times, the ultimate loss with careful "work should be small. The losses resulting from volatilization and dusting in connection with the melting of the silver slime from copper refineries have been determined by standard methods, and the possible recovery: definitely estab-lished through the installation and operation of electro-static precipitation units. This subject has not been thoroughly investigated in connection with the melting of`. cyanide precipitate; at least, there are no published accounts of such tests. Experiments have been made in the past to determine melting losses by weighing and assaying the precipitate, but this method gives results which are uncertain on account of the difficulty of accurately sampling and assaying cyanide precipitate. Attempts to ascertain these losses by bubbling a measured sample of the gas through cyanide solution or, other absorbent have likewise failed to give depend-able results.

Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. The requirements of coals for the manufacture of coal gas, water gas and producer gas will be considered sparately and a short description of each gasmaking process will be given. In this report the term "gas coal" is confined to coals suitable for the manufacture of city gas in horizontal, inclined or vertical retorts. The report does not refer to coke-oven practice.' Briefly, the process of manufacture consists of distilling the coal at high temperature in an externally heated retort out of contact with the air. The products of distillation, consisting of gas, tar, ammonia, etc. are collected and purified. The residue consists of coke, which is removed from the retort at the end of the carbonizing period. To supply the heat required in the process, a portion of the coke produced is converted into producer gas, which is burned under the retort settings. Qualities of Gas Coals The chief qualities that coal must possess in order to be classified as a gas coal are as follows: 1. Gas Yield.—The coal must be capable of yielding gas in sufficient volume and of a satisfactory quality. The yield depends considerably upon the temperature of distillation; a higher temperature will give a larger yield of gas, but the qualit,y of gas (now measured by the British thermal units per cubic foot) will be lower, while a lower carbonizing temperature will give less gas of higher heating value. The true measure of the yield is the number of British thermal units produced in the gas from a given quantity of coal. This number is obtained by multiplying the cubic feet of gas from 1 lb. of coal by the British thermal units per cubic foot of gas; it is called B.t.u. feet per pound. It is found that the

BENTONITE deposits are known to occur in Texas within the Jackson group of formations. This group represents the uppermost Eocene age sediments found in the coastal plain area of Texas. It outcrops across this area of the state in a narrow band of some 4 to 20 miles width. The outcrop pattern roughly parallels the present Gulf of Mexico shore line and is some 100 miles inland from the Texas shore, Fig 1. The principal bentonite deposits are found in the areas where this outcrop pattern cuts across the south-central Texas counties of Karnes, Gonzales, and Fayette. In these deposits, the better quality bentonite is found in the lower or bottom layers of the volcanic ash deposits in which they occur. Some of these better quality bentonites develop very light colors upon firing and therefore justify their being classified as "white firing." The deposits in Karnes and Gonzales Counties apparently occur in commercial quantity, whereas the white firing strata so far uncovered in Fayette County have been too thin to be classified as yet as "commercial." A study of the ceramic properties of the weathered ash in Gonzales and Karnes Counties was reported in 1941.1

High-temperature heat contents of InSb, GaSb, and AlSb were measured over the temperature range 400" to 1450°K using a diphenyl ether drop calorimeter. Smoothed ualues of the thermal properties, H$ - H:9s, have been derived and are tabulated at even temperature intervals. The heats of fusion of the three compounds were determined as, respectively, 5707 *100, 7780 * 100, and 9800 5 3011 cal per g-atorn at the determined melting points of 797" l°, 985" * , and 1330" * 5°K. The calculated entropies of fusion are, respectively, 7.16 0.12, 7.90 * 0.11, and 7.37 * 0.23 cal per deg per g-atotn. The heat capacities increase substantially on tnelting in contrast to the behauior of structurally related germanium and silicon. Deriations from the Kopp-Neumann rule are negative for solid compounds and positive for the liquid phases. Previously obsevrrd "post melting" in InSb is confirmed. The high-temperature thermal properties of 111-V compounds are presently not well-established, despite the technical importance of these semiconducting cbmpounds. Uncertainties in available heats of fusion and heat contents have seriously hampered thermo-chemical evaluations' and thermodynamic analyses of phase equilibria2"" in these systems. This paper reports results of high-temperature heat content investigations of InSb, GaSb, and AlSb measured in the range 400" to 1450°K employing a diphenyl ether drop calorimeter. Similar measurements for InAs and GaAs will be reported in a following publication.~ EXPERIMENTAL PROCEDURES Samples. High-purity samples of the compounds InSb and GaSb were supplied in the form of crushed crystal fragments by Dr. Carl Thurmond of the Bell Telephone Laboratories and in the form of single crystals by Dr. A. Strauss of the M.I.T. Lincoln Laboratory. Single-crystal samples of semiconductor-grade AlSb were supplied by Dr. W. P. Allred of the Bell and Howell Research Center. Chemical analyses indicated that all compounds were stoichiometric to *0.1 at. pct, which is within the experimental uncertainties of the analyses. Samples were crushed, weighed, and encapsulated in evacuated, thin-walled, fused silica capsules. The capsules were nearly identical in external shape, 2 cm by 2 cm diam, but varied in weight due to differences in wall thickness. One sample of AlSb was contained in a thin-walled, high-purity alumina cup encapsulated in silica and used for heat content determinations of liquid AlSb. The capsule materials showed no visual evidence of reaction with any of the compounds. The sample and capsule weights are given in Table I. Calorimeter. A Bunsen-type calorimeter, similar in design to a previously described instrument6 but employing diphenyl ether (C6H5)'0 as the calorimetric substance, was used for measurements of heat contents above 300.0°K, the melting point of diphenyl ether. Heat input to the calorimeter caused isothermal melting of diphenyl ether, and the resulting increase in volume was measured by displacement of mercury from the calorimeter into a 200 cm horizontal, calibrated capillary, 1.25 * 0.01 mm diam, or into a weighed beaker. The advantages of diphenyl ether over water have been previously pointed out7 and include: i) an increase by a factor of 3.5 in sensitivity as measured by the ratio of the volume change to the enthalpy change on fusion, ii) the smaller required extrapolation from the melting point to the standard temperature of 298.17"K, and iii) the positive volume change on fusion of diphenyl ether in contrast to the contraction which occurs on fusion of ice. Diphenyl ether was purified by fractional crystallization to 99.95 mol pct as determined from the melting point depression with fraction crystallized. During assembly of the calorimeter, the ether was repeatedly outgassed under high vacuum to remove dissolved air. The calorimeter receiving vessel consisted of an 8-in.-long by 1:-in.-diam copper tube with twelve horizontal 3-in.-diam radiator "fins" for dissipating heat to the surrounding mantle of diphenyl ether. Producers of alloy steels recognize the importance of chemical composition in relation to the hot-working properties and the typical surface defects found in their product. Each analysis of steel has its own peculiar characteristics. Under conditions of standard mill practice each analysis is susceptible to certain types of defects. Mill practice must be varied to obtain the best combination of surface and internal quality in the product. Chemical composition influences the cast structure and crystallization characteristics of the ingot. It also determines the rate of heating and cooling, the plastic hot-working range, and the phase structure of the steel at various temperatures. as well as the tendency toward scale formation and decarburization. This paper endeavors to emphasize the manner in which chemical composition affects the various properties of steel, and to indicate the relative importance of these factors in relation to the hot-working properties and surface characteristics of killed steel. The influence of chemical composition may be outlined as follows: I. Effect on the cast structure of steel, including: A. State of deoxidation, and type of inclusions. B. Gas content of steel. C. Freezing point and melting point of steel. D. Crystallization characteristics and segregation. 11. Effect on the hot-working properties and surface characteristics of steel, including: A. Plastic hot-working range. B. Phase structures at hot-working temperatures. C. Rate of heating. D. Cooling characteristics. E. Scale formation. F. Surface decarburization. EFferect of Chemical Composition on Cast Structure of Steel State of Deoxidation and Type of Inclu-sions.—The state of deoxidation is limited by the final chemical analysis desired in the finished product, and is controlled primarily by carbon, manganese, silicon, and aluminum, and to a lesser degree by chromium, titanium, vanadium, or other deoxidizing elements. The degree of deoxidation affects the density of the cast structure and broadly classifies the steel as killed, semikilled, or rimming. This in turn manifests itself in surface characteristics. The manner and extent of deoxidation also controls the amount, type, and distribution of nonmetallic inclusions formed. The equilibrium of manganese, silicon and aluminum with the slags and pouring refractories with which the metal comes in contact is important, especially in regard to inclusions of fire-clay origin. Some surface Seams and hot-working difficulties can be traced to nonmetallic inclusions.

Expeximental viscosity and density data of lour natural gases are presented for temperatures from WO to 340F and pressures from 100 to 8.000 psia. A correlation is also discussed and results reported. INTRODUCTION This investigation is one of several efforts by the authors to provide viscosity data for pure hydrocarbons and mixtures. Results of some pure hydrocarbons and their mix tures have been presented." Several predictive methods and correlations have also been reported.'," This paper presents the experimental viscosity and density data of four natural gases and confirms a correlation in a previous study. APPARATUS The viscometer was described previously. 2,6 A bank of stainless steel pycnometers was included to determine density in conjunction with the viscosity measurements (Fig. I). DATA AND MATERIALS The natural gases were furnished by the Atlantic Richfield Co. (Samples 1 and 21, the Continental Oil Co. (Sample 3) and the Pan American Petroleum Corp. (Sample 4). Table 1 shows the composition of these gases obtained by mass spectrometer analysis. The pure component viscosity data used in the correlation have been published."".'"', '" Experimental and calculated viscosity data for the natural gases are presented in Tables 2 through 5. CORRELATION Starling and Ellington"' have reported several semi-empirical expressions based to a certain extent on the theory of viscosity advanced by Born and Green.' (4) Y = 1.11 -r 0.04 X ........(5) Over the pressure and temperature range studied in this investigation, this equation represents the data on methane, ethane, propane, n-butane and four methane-n-butane mixtures with a standard deviation* of ? 1.89 per cent. Density data by Sage and Lacey" were used to fit the equations. Eq. 2 gives reliable values of the viscosity of light hydrocarbons without prior knowledge of experimental viscosity values, but accurate density data must be available. Eq. 2 was used to predict viscosity values for the natural gases studied in this paper. The particular set of parameters contained in Eqs. 3 through 5 gave values that reproduced experimental data within 25 per cent. Needless to say, in using Eq. 2 better density values will give better viscosity results. However, those engineers who do not have accurate density values at hand or the time, or such facilities as a library, computer, etc. readily available, may feel uneasy in using Eq. 2. Therefore, the authors sought the easiest but by no means best density prediction method, which was reported by Kaf 30 years ago. A set of density values, which were calculated based on Kay's method, and a generalized compressibility factor chart were used to fit Eq. 2. The results are:

A formulation is Presented and solutions are given for the problem of transient heat conduction in a sphere that undergoes a spatially uniform radiative heat exchange with its environment. The solutions were obtained by the numerical integration of the appropriate Partial differential equation and are Presented in a graphical form by Plotting a dimensionless average temperature against the Fourier number with the radiation number as a paranreter, for various initial sphere and environment temperatures. In addition to these numerical results asymptotic analytical solutions are also given. PROBLEMS involving the transient heating or cooling of droplets and particles frequently arise and are of importance in metallurgical operations. Spray refining, vacuum degassing, high-temperature gas-solid reaction systems, and pebble heaters are but few of the numerous examples that may be quoted. The practical interest in these problems from a design or operational point of view is to evaluate the change in the particle temperature with the time given its physical properties, initial temperature, and that of the environment. At the high temperatures encountered the principal mode of heat transfer between the particles and their environment is by thermal radiation; in case of vacuum degassing due to the very low thermal conductivity of the gas space the convec-tive components are negligible and radiation is the only heat transfer mechanism. Although much work has been done on transient heat conduction problems, the special class mentioned here, in which thermal radiation is specified at the bounding surface, received little attention to date. One contributory factor to this situation may be the nonlinearity of the radiation term in temperature, which in general precludes the use of analytical techniques and requires numerical or analog solution of the appropriate differential equations. In fact the only solutions of general nature that are available at present pertain to semi-infinite media and slabs.'-3 The work on which the paper reports forms part of a program aimed at the theoretical and experimental study of transient radiative heat exchange between particles and their environment. The purpose of the present paper is to develop a formulation and solutions to the problem of transient heat conduction in a sphere that undergoes a spatially uniform radiative heat exchange with its surroundings. The solutions, obtained by the numerical integration of the appropriate differential equations, will be presented graphically, by plotting dimensionless parame- ters covering the range of variables relevant to metallurgical interests, thus affording a ready reference for design calculations. In addition to these results, approximate analytical solutions are also given which represent asymptotes, corresponding to extreme values of the variables mentioned. FORMULATION Consider a spherical particle of radius, a, initially at uniform temperature, Ti (T measured on the absolute scale), having a thermal conductivity, k, density, , specific heat, C, and thermal diffusivity, a. At time = 0 let this particle be exposed to an environment which is at a temperature T, and subsequently let there be a purely radiative heat exchange between the particle and the environment resulting in a spatially uniform heat flux at the surface. If in addition to the above we make the assumptions that the sphere is a gray body radiator, homogeneous, isotropic, and opaque, and that the physical properties are independent of temperature, conservation of heat in the sphere may be written as follows: The boundary condition contained in Eq. [3] states that the initial temperature of the sphere is considered uniform, equalling Ti, whereas Eq. [4] is readily obtained from symmetry considerations. Eq. IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. DURING the comminution of a brittle material in the presence of dry air, no known phase change or chemical reaction takes place. The energy changes associated with the comminution are those of the transformation of kinetic energy into heat energy and the energy absorption represented by the actual rupture of molecular and/or ionic bonds. The random nature of the actual grinding process in a tumbling-mill often precludes the effective application of a rupture force on each individual particle of brittle mineral present. The result must be a great deal of useless vibration on an atomic scale in both the brittle mineral and the grinding medium below the elastic limit, which vibration is eventually manifested as heat energy in the mill. The actual rupture of molecular, or ionic, bonds creates new surface on the brittle minerals; each square centimeter of this new surface then must possess a number of potential bonds, each of which could reform theoretically with the release of energy. The sum total of this potential energy of bonding per unit of new surface, minus bond satiation effects of the enclosing gas or liquid, must be the surface energy of the mineral. If the comminution of the brittle mineral were carried out within the chamber of a calorimeter, the energy released as heat could be determined rather accurately. Moreover, the total kinetic energy input to the comminuting mass (mineral and medium) conceivably could be derived by a suitable torquemeter and revolution counter if the whole calorimeter were revolved. National Societies Our first joint activities were in collection with the celebration of the eightieth birthday of "Uncle John" Fritz in 1902, and it is of interest to note that two of the members of the original celebration committee, Messrk. . Ambrose Swasey and Jesse Merrick Smith, will be members of the official deputation to England in June. Mr. Rice, also,' was .a member, of the original committee.

The textures produced in zirconium by cold and hot rolling, and by recrystallization above and below the transformation temperature were determined. Thermal expansivities were measured in the thickness, transverse, and rolling directions of preferentially oriented zirconium and were correlated with the texture scatter in these directions. REVIOUS investigations have indicated that minor differences between hexagonal close-packed metals of similar axial ratio may appear with respect to the textures produced both on cold rolling and on subsequent recrystallization. In the case of magnesium, beryllium, and titanium, metals of axial ratio similar to that of zirconium, the ideal orientations produced by rolling are fundamentally the same, although marked variance is reported in the degree and type of scatter about the mean orientation; in those instances where recrystallization textures were observed, they were reported to be similar to the rolling textures. Measurement of the anisot-ropy of thermal expansion of both rolled and re-crystallized zirconium could not be correlated satisfactorily with the textures reported for the above metals, and therefore a study was made of the preferred orientations produced in zirconium. Reported below are the textures produced in zirconium by cold and hot rolling, and recrystallization above and below the transformation temperature, together with the results of thermal expansion measurements. Determination of Preferred Orientation Two types of zirconium were investigated: 1— "crystal bar" zirconium obtained from the Foote Mineral Co., produced by the thermal decomposition of zirconium tetraiodide, and 2—zirconium ingot obtained from the Bureau of Mines prepared by melting sponge zirconium in a graphite resistor vacuum furnace in a graphite crucible. The major impurities present in the two materials used are listed in Table I. Several of the pole figures were later checked with 0.03 pct hafnium crystal bar material and the results were identical with those to be shown for the 1.5 pct hafnium material. The materials were cold rolled to 0.014 in. in thickness as shown in Table 11. Specimens were cut from the 0.014 in. thick rolled sheets and etched to thicknesses of 0.002 to 0.010 in. Such specimens were used for exposures up to a 50' to 60" angle between the beam and plane of the specimen; for higher angles a wire shape, similar to that described by Bakarian,' was formed on an end of the original 0.014 in. sheet. A fine-bladed abrasive cut-off wheel was used to slot the sheet and to form the cylindrical cross-section. The wire shaped ends were then etched to 0.006 to 0.010 in. in diam. Although absorption of X-rays in the wire-shaped specimens does not vary with angle of rotation, the line width around the diffraction rings was not uniform, because the wire was narrower than the X-ray beam, and this condition caused some uncertainty in the estimation of azimuthal intensities. Furthermore, scanning was not practicable with this type of specimen so that spottiness of the rings due to large grain size was excessive for specimens which had been heated above about 650°C. Nevertheless, satisfactory information could be obtained for high angle exposures from the negatives by the use of both types of specimens. Transmission Laue photograms were taken using unfiltered molybdenum radiation (47.5 kv, 18 ma) and a 0.025 in. pinhole. With the film 8 cm from a 0.005 in. thick specimen exposures of about 30 min were adequate. For specimens with a coarse grain size, a device that scanned about 0.15 sq in. of sheet surface was used. An attempt was made to plot the pole figures by use of an X-ray spectrometer as described by Norton.' However, for the particular technique used, the intensity variations obtained were not considered definite enough to give reliable results, especially for the large grained recrystallized and transformed specimens. This method was therefore abandoned in favor of the standard photographic method. Nine exposures were taken of each specimen: seven exposures with the beam perpendicular to the rolling direction and at 0°, 10°, 20°, 35", 50°, 65", and 80" to the transverse direction, and two exposures with the beam perpendicular to the transverse direction and at 60" and 80" to the rolling direction. Additional exposures were then made where necessary. The intensity variations of the diffraction rings were estimated by eye. It was usually possible to estimate 3 degrees of intensity from the photograms but in some cases 2, 4, or 5 degrees were estimated. Experimental Results The preferred orientation was determined for the following treatments: 1—cold-rolled, 2—low temperature rolled, 3—cold-rolled surface layer, 4— cross-rolled, 5—hot-rolled, 6—recrystallized below the transformation temperature, and 7-—recrystallized above the transformation temperature. TEACHING engineering students how to write and speak effectively -is one of the greatest problems facing the technical schools today. No phase of engineering education has received more criticism, and rightly so, for the criticism is justified. Year after year we continue to graduate men that are indifferent to the use of a tool they will need every day of their lives. Our young engineers cannot write a clear, concise report, and their business letters are a disgrace to the profession that takes pride in precision. The problem is not new. The remark ascribed to Sir James Barrie, that "The man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it" is as uncomfortably true today as it was thirty years ago. The records of meetings of engineering educators and the transactions of the engineering societies show that the inability of the engineer to communicate his ideas has been discussed for years. Engineering educators, prodded by industry, have recognized that the problem exists, but they have not solved it. Instead they continue to expose the student to composition and rhetoric, hustle him through English and American literature, and then blame his high school because he does not know enough English grammar to write a clear sentence. We must face the fact that the graduate is not going to reflect on the high school, but on his college. If the high school has shirked the job, the responsibility for correction rests on the faculty of the professional school.

In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters.
