THE New Cornelia Branch of the Phelps Dodge Corporation is at Ajo, Pima County, Ariz. It is at the southern terminus of the Tucson, Cornelia and Gila Bend Railroad, which connects with the Southern Pacific Railroad at Gila Bend, Ariz., approximately 43 miles to the north. HISTORY Early history of the Ajo district has been related by A. W. Allen1 and by T. A. Rickard.2 Briefly, steps looking to the large-scale development of the ore body were instituted as early as 1912. This work culminated in the equipment of the property for open-pit mining by steam shovels. Ores initially mined carried economic amounts of copper carbonates as the principal copper-bearing mineral. Treatment methods developed for the extraction of the copper content involved leaching and a 5000-ton leaching plant was constructed and placed in operation in early 1917. Description of methods and equipment employed in this plant has been given by A. A. Tobelmann and James A. Potter.3 As exhaustion of the carbonate ore body neared, and mining operations exposed an adequate tonnage of sulphide ores, a 5000-ton concentrator was constructed for their treatment. That plant has been described by H. Kenyon Burch.4 Construction was completed and the plant was placed in operation in early 1924. Changes made in the original plant to improve practices and increase production will be the subject of subsequent paragraphs of this paper.

Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Perhaps the general expectation was that a rather pronounced decline in the level of industry petroleum operations would take place shortly after the end of the war, with the impact felt mainly on the economy of the United States- It is of interest now, nine months after V-J day, to take inventory of the near-term situation and see what significant forces are at work. With this as a starting point, it should be possible to engage in something more satisfactory than pure speculation concerning trends in the immediate future and 10 to 20 years ahead. Pill Florida hard-rock field extends from Suwanee and Columbia Counties in northwest Florida to south of Croom, Florida, in Hernando County this area is approximately 100 miles long and varies from 2 to 30 miles 1n width Florida hard-rock phosphate was discovered at Hale Springs, about one mile northwest of the town of Dunnellon Marion County, in the year 1888, by Albertus Voight who lived within a few hundred yards of the spring Soon after this discovery there was a great influx of land speculators and wildcat operators into the vicinity of Dunnellon A few years later phosphate was found in Alachua, Levy, Citrus and Hernando Counties, and a great number of small crude plants were built from Newberry, Alachua County, all the way to Croom, Hernando County Phosphate was found in many places as "outcrops " Looking for outcrops was the first method used by the early prospectors in searching for deposits Several years passed before any systematic method of prospecting was used EARLY MINING The early method of mining hard-rock phosphate was with picks and shovels, wheelbarrows, mules and wagons The pick-and-shovel method was used altogether until about 1900, when some of the larger operators began to use railroad-type steam shovels of from 1/2 to 1-yd capacity Picks and shovels, with negro labor loading the phosphate ore (called "matrix") into wooden side-dump skip-cars, was continued until about 1907 From the discovery of hard-rock phosphate until approximately 1905, overburden was removed with mules and scrapers At some places, the overburden was loaded into side-du nip skip-cars by negro laborers and the cars were then pulled up an incline with a steam hoisting engine The maximum depth of overburden that could be economically removed by hand labor mules and scrapers was approximately 15 feet About 1905 one of the companies erected a producer-gas powerhouse near Dunnellon and generated its own electricity and about the same time the larger companies began using hydraulic methods for the removal of overburden From the year 1888 through the year 1939, approximately 75 companies were operating at one time or another in the hard-rock territory, on approximately 500 locations The hard-rock deposits are more irregular and have higher mining costs than the pebble-rock deposits, therefore they have not been competitive in the domestic market, but because of the higher grade of the hard rock it is in demand for the export trade Discovery of phosphate outside of the United States has made it increasingly difficult in recent years for the hard-rock companies to survive, so today only three companies are operating These

INTRODUCTION ACCORDING to the classical theory of elasticity, the elastic portion of the stress-strain curve is represented by a straight line. Such a representation implies that there is a linear relationship between strain and stress and also that strain is a single-valued function of stress and vice versa. Actually, such a one-to-one correspondence between strain and stress does not exist in real metals. A well-known example is the elastic after-effect on unloading. Another familiar example is damping or internal friction, that is, the dissipation of energy attending vibration. In an extensive review of such phenomena, Zener1,2 has proposed the term "anelasticity" to denote that property of a solid in virtue of which strain is not a unique function of stress in the non-plastic region. The phenomena arising from anelasticity are called anelastic effects. The measurements on inelastic effects are, important in many fields of metals technology. Thus, in precise instruments such as watch springs, difficulties often arise from the slight dimensional changes after fabrication. The internal friction or damping capacity of metals is often an important factor in deciding whether they are appropriate for instruments in which there are accompanying vibrations.' However, for metal scientists, the study of anelastic effects furnishes a powerful tool for understanding many properties of metals in terms of their microstructures or atomic interactions. In order to utilize the anelastic measurements to their fullest extent for acquiring such information, the experimental studies of anelasticity must be interpreted by appropriate mathematical analysis. For a great many problems, however, the necessary information often can be obtained by general qualitative arguments. From the definition of anelasticity, any physical changes occurring in a specimen as a result of the applied stress will cause anelastic effects if such physical changes are accompanied by a delayed change of elastic strain. Under these circumstances, we have the condition that strain lags behind the stress. We may mention the stress-induced transportation phenomena as examples. These include the stress-induced thermal diffusion," the stress-induced diffusion of particles,8-12. and the stress-induced viscous slip along the microelements in metals.12-15 The differential equations describing the microscopic mechanism in these phenomena lead to relations in which stress is linear with respect to strain (and/or their derivatives). Thus if we can - demonstrate that the superposition principle is valid under the circumstances in which the anelastic effects are observed, we would expect in. the macroscopic relation a linear relationship between stress and strain and their derivatives. The term "electrocapillary amalgamation" is used in this paper to designate amalgamation processes that depend upon electrocapillary phenomenon; i.e., the action of an electric current upon the surface tension of mercury at the contact with aqueous solutions. Electro-capillary amalgamation is selected as a name for these processes because the electrocapillary phenomenon has been found to be the effective agent in the use of sodium amalgam, as well as in the various processes using an electric current from a source outside of the amalgam. Amalgamation processes that depend upon supplying an electric current to the amalgam from an outside source, such as batteries and generators, have previously been called electrical amalgamation processes. There has been a tremendous amount of experimental work done on amalgamation processes involving the use of an electric current, as shown by the large number of patents issued on these processes: the earliest in 1885 and the latest in 1934l. Regardless of all the experimental work, the fundamental principles causing the operation of electrocapillary amalgamation processes have not been described. The explanation usually given is that an electric current keeps the amalgam bright and clean. Patent No. 328532 states: It is well known that when amalgam plates are used for collecting gold and silver from their ores the surfaces of these plates are liable to become tarnished or sickened by certain substances contained in the ores or in the current of water which is employed to carry the ore over the plates, and that in this condition they are unfitted for amalgamating the particles of gold and silver. To prevent this and to keep the surfaces of the amalgamation plates always bright and in a better condition for catching and amalgamating the particles of gold and silver I employ electricity in the following manner: . . . A similar explanation is given 49 years later, in patent No. 1953364: The sodium (Na) ions lose their charge at the cathode becoming sodium atoms, which do not react with the electrolyte, but follow the grounded electrical current through the mercury body producing in their passage sodium amalgam and liberate themselves in the amalgamation compartment when brought in contact with the fed

Discussion of the paper of C. H. MATHEWSON and ARTHUR PHILLIPS, presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 1 to 50. ZAY JEFFRIES, Cleveland, Ohio (communication to the Secretary*).¬The authors are to be congratulated for this interesting and valuable contribution. The paper as a whole shows very careful experimentation coupled with rare judgment in drawing conclusions. I have been working along similar lines for the last two years with other metals and alloys. In a short conversation with Dr. Mathewson about July 1, 1915, he mentioned the fact that different degrees of cold work greatly affect the temperature of recrystallization on annealing, Later I determined the recrystallization temperatures of iron, mild steel, and copper, with different degrees of cold work and found that the greater the degree of cold work, the lower the temperature of recrystallization on annealing. In the course of these experiments, I conceived practically the same ideas regarding the reasons for recrystallization as those advanced in the article under discussion. After a metal has been reduced by cold work to about one-fourth of its original area, the differences in orientation of different parts of a given grain can be seen plainly at a magnification of about 1,000 diameters. It is interesting to note that in Fig. A, Plate I, the lines of deformation are not parallel. For example,. in the large grain at the lower left corner of the micrograph, if the lines of deformation about 3g in. from the left edge are continued in a straight line, this line will intersect a straight line drawn as a continuation of the lines of deformation on the extreme right of the grain, at an angle of about 20°. Similarly, if the lines of deformation at the extremities of the large grain in the right central portion of the micrograph are extended, the lines intersect at an angle of about 35°. The individual lines of deformation are not straight. In some of these the parts of the broken lines intersect at angles as great as 15°.

Butte Meeting. It is expected that the technical program of the Butte meeting will be a sufficient attraction to draw to that point every member who can possibly get away long enough to attend. Attention is particularly called to the papers already sent in by the Committee on Precious and Base Metals, and the papers which they are undertaking to secure for the meeting, as published on pp. ix and x. In addition to these papers, and in addition to those published in this Bulletin, the office of the Institute already has in hand several papers, which will be published at an early date, and presented in abstract and discussed at the meeting. Of the discussion of these papers a special feature is being made. Therefore, let every member come to Butte who can do so. A meeting of the Board of Directors of the Institute will also be held at Butte. In the May Bulletin, we stated for the information of members the railway excursion rates for two suggested tours in connection with the meeting, which included Glacier Park before the meeting and Yellowstone after it. The itineraries there given and rates quoted were planned and offered by the railway agent bureaus in New York. Circulars have been sent to the members of the Institute by A. E. Vaughan & Co., a tourist trip agency of New York City, containing details of tours nearly identical with those outlined in the Bulletin, and quoting rates covering, the expenses of the whole trip. Members can easily compare these rates with the rates offered by the railroads, and published in the last Bulletin. In order that no misapprehension may exist, the statement is here made that the Institute and its officers have no connection whatever with Vaughan & Co.'s proposals and that any such tours will be strictly personal matters between said company and the members of the Institute who take them. Nevertheless, the Board of Directors calls to the attention of members the circumstance that tours such as these will afford an opportunity for members to travel together to the meeting.

Formulas for calculating relative permeability from pore size distribution data are derived from basic laws of fluid flow ill porous media. The tortuosity factors that appear in the equation5 are described in. terms of the physical properties of tile medium and the saturations of the contained fluids. Procedures for calculating and methods for measuring the tortuosity factors are discussed. Values of relative permeability calculated by the formulas art: compared with results obtained by experimental measurements I INTRODUCTION Recently, several investigators have derived relative permeability equations from Darey's and Poisenille's Laws in which some, physical factor or factors describing the porous system appear. The factor that has caused the greatest amount of comment, and which is probably least understood, is the tortuosity of the fluid {lath ill the porous sample. Values of the tortuosity factors appearing in the equations range from a constant for all condition- of the fluid flow system to an inverse function of the pore radii. It is the purpose of this paper to compare wine experi~i~cntslly determined relative permeability curves with those calculated by a method which utilized capillary pressure infortmation. The capillary pressure data were obtained prefer.. ably from pore size distribution information as determined by mercury injection but. in some cases, in the absence of suitable mercury injection information. data were taken from measurements made by the porous semi-permeable diaphragm method. The physical significance of certain tortuosity concepts is inferred and the determinations of the tortuosity factors from pore size distribution data and by electrical measurements are discussed. A SPRING meeting is to be held at Cleveland this month under the joint auspices of the Iron and Steel Committee and the Ohio Section with the cooperation of the neighboring sections in Pennsyl-vania, Illinois, and the other States of the Great Lakes region. The discussions will be focused on just one subject, that of manganese, but will cover that thor- oughly as is indicated by the following list of papers. Nearly 14 pounds of manganese is needed for every ton of steel made. Estimates indicate that the total reserves of ore in this country suitable for making ferro would hardly supply domestic requirements for ten years, even if it could all be mined in that time. The grade of ore called for by present practice must come from abroad. The present tariff policy of this country is stated to cost industry $8,000,000 in order to force production of manganese ore to the extent of $600,000. What is the wise thing to do? Should a stock be accumulated? If so, how? Is it feasible to change practice and use low-grade ore or to beneficiate the ores of this grade and meet our requirements? What progress is being made in this direction? ,These and similar questions are raised in the various papers that have been submitted and will be open for dis-cussion.

IN processing magnetic taconites several steps of crushing, grinding, classification, and magnetic separation are required to produce a 60' pct Fe concentrate. Usually the final concentrate is in a slurry form of 55 to 70 pct solids by weight and is further characterized by a particle size of 60+ pct —325 mesh. In taconite plants already completed or under construction the conventional method used to obtain pellets suitable for blast furnaces is to filter the concentrate slurry, ball the filter cake, and then harden the green pellets in a traveling grate or in a vertical shaft furnace. Large tonnages must be handled in minimum floor space, with reduced maintenance and lowest possible operating cost. Filtration must therefore achieve two objectives: I) high filtration rate—in terms of pounds of dry solids per hour per square foot of filtration area—at a low filtrate solids concentration, and 2) a filter cake moisture that will always permit efficient balling within the normal fluctuations of ' plant operating conditions. If moisture contents are too high, balling may be impossible or result in a mushy ball .without enough green strength for the firing operation. Development work has met these objectives. At low investment and operating costs, filtration rates of 250 to 600 dry lb per hr per ft2 have been attained for concentrates of 60' pct —325 mesh. By combining the disk-type continuous filter with proper agitation, the Agidisc filter produces a homogeneous filter cake, easily discharged from the disk sectors. This application provides the lowest initial cost per square foot of filtration area, minimizes floor space, reduces down time for changing filter media to a negligible factor, and simplifies process control and maintenance for the operator. It is now possible to predict very closely the taconite concentrate filtration rates for a wide variety of conditions—either by experience or with a few simple leaf tests. When balling and pelletizing operations began on a continuous basis, it became apparent that moisture content of the filter cake was a critical factor and must always be controlled by the filter operator below some maximum allowable value. Accordingly the Reserve Mining Co. and the Eimco Corp. joined in a study of the many variables affecting filter cake moisture content. The study was conducted at the Reserve Mining Co. taconite plant at Babbitt, Minn. To process plant tonnage the Babbitt plant utilizes a 6-ft diam Agidisc filter with six disks and an 8-ft diam drum filter with 10-ft face. However, most of the plant filter investigations were made on the Agidisc because of its superior performance. A considerable amount of small-scale test work was first carried out to study more closely the individual variables and ascertain their effect on filter cake moisture content. A general correlation method was then developed which allowed reasonable prediction of moisture content at any operating conditions. This step was made necessary by the fact that in full-scale filtering, operating variables usually interact to produce a combined rather than a singular effect. Studies were then made on the full-scale filters to prove the validity of the correlations developed, and past operating records were examined to ascertain whether or not significant variations could be traced to any single factor or to a combination of factors.

NUMEROUS investigators have observed that internal friction accompanies cold-working of metals and the effect of annealing is to reduce this internal friction.1,2 However, - most of the experiments were made at high stress amplitudes and the principal purpose was to study the increase of internal friction as a result of the applied cyclic stress during measurement. In order to study the internal friction introduced by cold-working applied prior to the measurement, the stress level applied during the measurement of internal friction must be sufficiently small. The results of measurement are significant and can be used for a base of comparison only when the applied cyclic stress is so small that the internal friction is independent of stress amplitude. Internal friction of cold-worked metals under small stress level has been studied by a number of workers8 -" he internal friction was measured around room temperature with a frequency of vibration of the order of kilocycles per second. The purpose of this paper is to report a study of the change of internal friction when severely cold-worked aluminum was annealed at successively higher temperatures until it was completely recrys-tallized. The measurements of internal friction were made over a range of temperature extending from room temperature up to the temperature of prior anneal. The frequency of vibrations used was about one cycle per second. The apparatus used for the internal friction measurements to be reported in this paper was a torsion pendulum with the specimen in wire form as the suspension fiber. The description of this apparatus and the method of measurement have been previously given.7,8 The applied stress was sufficiently small SO that the magnitude of internal friction is independent of stress level at each temperature range concerned. Corresponding to this stress the maximum shearing strain on the surface of the specimen is of the order of l0-5 and lower. The in- ternal friction (Q-1) is reported as 1/p times the logarithmic decrement. Internal Friction Versus Temperature of Anneal: Fig. 1 shows the internal friction measurements performed upon 99.991 pct aluminum subjected to 95 pct reduction in area. The final diameter of the wire is 0.033 in. This figure gives a general survey of the effect of temperature of anneal and of temperature of measurement. The internal friction of the cold-worked specimen was first measured at room temperature. It was then annealed at 50°C for one hour and the internal friction measured at 50°C and at room temperature. The same wire was successively annealed at higher temperatures for one hour and measurements were taken at the annealing temperatures and lower temperatures as before. Such a procedure was followed in order to stabilize the internal friction at the temperature of measurement so that during the measurement which generally takes about half a minute, there is no detectable change in internal friction. This series of measurements .was made up to 450°C. After each annealing a short test piece of the specimen, which had received the same past thermal and mechanical treatments, was taken out for metallographic examination. It is seen from fig. 1 that up to the annealing temperature of 250°C we have the following observations: for any given temperature of measurement, the internal friction is lower the higher the temperature of prior anneal. When the annealing temperature is 290°C or higher, the internal friction at the annealing temperature drops abruptly to a value which is much smaller than that for the previous curve. Metallographic examinations showed that the recrystallization of the specimen was completed after the annealing at 290°C. Fig. 1 shows that, as far as internal friction is concerned, there is no abrupt transition between the processes of recovery and recrystallization. Averbach has also reached the conclusion that recovery may be a process analogous to recrystallization on the basis of X ray extinction measurements in brass." The effect of annealing temperature upon the internal friction at room temperature is shown by curve I of fig. 2. The mining companies on the page opposite are among the elite industrial 500 in Fortune magazine's June Directory of U. S. firms that rang up the largest dollar sales volume in 1967. The companies are listed according to their 1967 sales rank, which is given along with their 1966 rank for comparison. Mergers played an important role in the addition and deletion of several companies to the list. Tenneco, Occidental Petroleum and Gulf & Western Industries made the list of mining companies by their purchases of Kern County Land, Island Creek Coal, and New Jersey Zinc, respectively. In turn, these three companies disappeared from the list. General Aniline & Film acquired Ruberoid, and Ideal Cement is now a part of Ideal Basic Industries -a name change only. Only two companies, St. Joseph Lead and U.S. Smelting, Refining & Mining, were actually displaced from the list. The mining industry increased its sales 14.5%, placing fourth among the 22 industrial classifications listed in the Directory. However, among the ten biggest losers in sales were four mining companies-Kennecott Copper, -33.8% ; Asarco, -21.8% ; Amax, -16.5%; and Anaconda, -15.1%.-which was mostly a result of the copper strike, except for Amax which suffered strikes at its molybdenum and aluminum operations. Mining heads the list of industries for return on sales and assets per employee, while it rests at the bottom with respect to sales per dollar of invested capital.

INTRODUCTION This review deals with the controls exerted by unconformities on the stratigraphic and areal distribution of gold (and uranium) in Precambrian conglomerates. The relations described are drawn mainly from Precambrian basins in southern Africa, particularly the Witwatersrand Basin. The mining industry of South Africa started in earnest with the discovery of diamonds in 1866. Gold was first discovered in 1870, and in March of 1886, two out-of-luck prospectors stumbled across what was to become the world's greatest goldfield, in the vicinity of Johannesburg. George Harrison and George Walker sold their claims for a pittance and were heard of no more. The Witwatersrand goldfield has been in continuous operation since that time, some 150 mines having operated at one time or another. Deep mining technology developed here has allowed operations to proceed to depths approaching 13,000 feet. The Witwatersrand has produced some 55% of all the gold ever mined, and currently produces 60% of the world's supply, some 650,000 kg Au per year. To 1971, the Witwatersrand had produced some $32 billion of gold and $2 billion of uranium (when average prices were less than $35/oz. for Au and $10/lb. for U308). At present prices, the annual Witwatersrand production of close to 700,000 kg would be worth about $10 billion. Uranium was discovered in the Witwatersrand in 1923. A theoretical analysis of alloy solidification in which the effective partition coefficient, k, of the solute is allowed to vary as a function of interface position is performed. A variety of solute distm'butions in the solid is predicted depending upon the functional dependence of k with interface position. Conversely, the variation of k with interface position required to produce a particular solute distributzon in the solid can be calculated. These preciictions have been tested by controlling the width of the momentum boundary layer in the liquid as a function of interface position with a rotating mugnetic field. One of the objects of controlled solidification is to utilize the freezing process for the preparation of crystals of specific materials containing a predetermined distribution of solutes. For example, a thermoelectric power generation material may exhibit a figure of merit, 2,' as a function of temperature, T, and solute concentration, C, as illustrated in Fig. 1. If we wish to use this material in a device between the temperature limits T1 to T2 a significantly greater efficiency will result from the device if the thermoelectric element illustrated in Fig. 1 consists of a range of solute concentrations appropriately located with respect to the temperature distribution rather than using a sample of constant solute concentration. The Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. Gilpin County itself produces for the most part the pyrites of iron and copper rich in gold, with a small quantity of galena and blende, which is rich in silver. In

No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

Introduction The methods used in surface, mining vary throughout the world, depending on many variables such as: the types of over- burden materials, the depth of the overburden, the thickness of the seam, and other operational choices, both financial and functional. However, the stripping machines are typically draglines, stripping shovels, excavators, scrapers, loaders, and bulldozers. In all cases the economic feasibility of mining thin seams depends on the market needs, the market location, the equipment used, the mine management, the quality of the coal, and the labor market. Slight negative combinations of these parameters have closed many mines while positive combinations allow others to exist. The limited mobility or slow movement of large stripping shovels, draglines, and bucket wheel excavators make them more economically fitted to areas where large quantities of overburden are to be moved. This is necessary to keep the transfer and setup time between pits a negligibly small percent of the total operational time. Equipment such as the scrapers, loaders, backhoes, trucks, and bulldozers that are either very mobile or can be trailered is more versatile and can be used in the smaller area mines.* Mobile equipment is also more practical in areas with shallow overburden because of the constant movement required while removing overburden. In thin coal seams the equipment is usually paired such that the operational equipment can be listed as: (1) dragline-loader, (2) shovel-truck- loader, (3) scraper-loader. (4) loader-truck-loader, or (5) loader-loader. In these operations the overburden is removed with the first machine(s) of the pairing and the loader or loaders are used for coal production. Recent articles in Coal Age (Chironis, 1978) and Mining Engineering (Wiebmer, 1978) have discussed varying philosophies in mining similar seams of coal. One operator uses draglines for competitive mining while the other uses scrapers for the same purpose. Both cite strong cases sup- porting their choice of equipment as good sound economic decisions and their success supports their choices. The drag-line operation is adding new larger draglines to decrease the cost of mining, rather than to increase coal production.
