SINCE the inception of dredge mining, the attention of engineers and operators has been directed primarily toward mechanical improvements and refinements calculated to, reduce operating costs and to increase recoveries. The result has been to develop an efficient excavating and value-saving machine, which, in some instances, has an actual capacity of 15,000 cu yd. per day. Steel hulls and superstructures minimize the risk of destruction by fire and lengthen the life of the plant. Dredges now restore, to some extent, agricultural possibilities to mined ground. Large buckets, with correspondingly heavy parts, are able to handle heavy wash and massive boulders. Mechanical weaknesses have been strengthened. The use of manganese steel in bucket lines and tumblers permits the application too the bank of a digging force that can be withstood only by solid material, such as rock, cement or frozen ground. Various alloys of steel have been applied to certain duties and experiments in their heat treatment are still progressing. Haulage by tractor or truck is in common use. Discarded and worn steel parts are repaired or rebuilt by the use of the oxy-acetylene flame and the arc-welding machine. Gold and platinum saving is more efficient, although still subject to improvement. Dredging for tin ore is in successful operation. Crews are now highly specialized and experience has developed improved methods of work; particularly in the manipulation of dredges to build levees of tailings and to leave open waterways where desired. To sum up by the distribution of overhead expense over several units, ground under favorable conditions can now be dredge-mined for 5)2 c. per cu: yd., in spite of the increase in cost of supplies, power, and labor during, the past few years. Improvements in prospecting methods, however, have not kept pace with mechanical developments. Standard practices of ; testing ground today produce only wide approximations of values; although they obtain information concerning the character of the deposit and bedrock. It is interesting to note that few important changes in the methods of ten years ago are .to be recorded; the latest comparisons between pros¬pecting results and mined recoveries-have been at such variance as to cause confusion to the operator, and, in a degree, the sacrifice of the confidence of the capitalist. This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

THE- impression which the public has of northern Canada is that it is a' vast wilderness of forests; river's, and. lakes, sparsely inhabited by. a few Indians and `containing a few, scattered trading posts of the Hudson Bay Co. This is far from the facts. The building of the Canadian Pacific Railway led to the discovery, in 1883, of the nickel deposits of Sudbury, Ont.; these are the largest known nickel deposits in the world and produce about 90 per cent. of the world's output of nickel. The building of the Temiskaming and Northern Ontario Railway north, from North Bay, to open up farming lands along Lake. Temiskaming, resulted in the discovery and development of the great silver deposits of the Cobalt area, Ontario. Since the discovery of these deposits in 1903 to Dec. 31, .1923, Cobalt has produced a total of ' 327,301,897 oz. of silver, valued at $212,668,434, and paid in. dividends $88,338,185. In 1923 the production of Cobalt amounted to 10,285,247 oz. of silver. Just south of Cobalt, in South Lorrain,. a. new silver district has recently been developed and mills have started production. These deposits are of such extent that 'a branch railroad is under construction from Cobalt to that area. Northwest of Cobalt is the Gowganda silver area which is also a producer of silver ore and is now attracting outside attention. This area is not connected by railroad.

INTRODUCTION The accurate sampling of coal, as with most minerals, is a difficult task. Coal is a heterogeneous material made up of different types of coal and varying amounts of mineral matter. The product as mined may contain all the layers of coal and impurities found in the seam as well as portions of the stratas above and below the coal seam. The preparation plant is the device to size, crush, and/or remove impurities so the coal may be shipped as a salable product. Sampling may be needed at many stages in the preparation process. Although this chapter is primarily concerned with sampling in connection with preparation processes, the principles apply to all coal sampling. The main reasons for sampling in connection with coal preparation are: 1) To determine the washability characteristics of the raw coal by means of float and sink tests. These may be used for the design of a preparation plant, prediction of results to be obtained, or monitoring raw coal delivered to the plant. 2) To check the performance of various operating units in the plant, either by float. and sink tests or chemical analyses. 3) To determine the analytical characteristics of the products produced, such as moisture, ash, Btu, sulfur, etc. HISTORY The earliest accepted methods of sampling coal in the United States were given in US Bureau of Mines (USBM) publications by J. A. Holmes,l G. S. Pope,2 and A. C. Fieldner.3 The American Society for Testing and Materials (ASTM) more or less adopted the methods proposed by USBM in their Standard D-21-1916 and it remained a standard for many years. Briefly, this standard called for a 500 lb (227 kg) sample for coals less than 94 in. (19 mm) in size and a 1000 lb (454 kg) sample for all coals over 94 in. (19 mm) in size. Believing that the results accomplished in the mill of the Churchill Milling Co., Wonder, Nev., during the fiscal year ended Sept. 30, 1914, will be of interest, I am presenting the more prominent facts and figures showing the progress made in treating this ore with especial reference to tonnage, supplies, costs, and extractions. The mill is situated at Wonder, Nev., in the Wonder mining district, 55 miles east from Fallon, Nev., the nearest railroad point. All supplies are hauled this distance by freight teams, this method of transportation having been found more reliable for continuous service than truclis, the price paid for hauling being slightly under one cent per pound. In this mill are treated the ores of the Nevada Wonder Mining Co. Ore is Unusually Hard The company which tested this ore before the mill was built reported "This ore is an unusually hard, tough, oxidized quartz, carrying a small percentage of high-grade sulphides, containing good values in both gold and silver. None of the rebellious silver minerals appear to occur in appreciable quantities." ... "In regard to the mill tonnage this ore is unusually hard and tough, and a high stamp duty cannot be expected. Using a 20-mesh screen and 1,050-lb. stamps, our best work was three tons per stamp per 24 hours." It is very probable that the ore delivered to the testing plant was harder than the regular mill run has proved to be. However, at present the mine is developed to a depth of 1,000 ft., and still shows hard ore in places at this depth in about the same proportion as on the upper levels from which the test ore came; during this year's work, ore was treated from nearly all levels. Together with this hard ore in the mill feed a considerable proportion appears to be broken down and tending to crumble, thus making an ideal mixture for stamp milling. A small proportion of talc is also noticeable, which sometimes increases in amount to the point where it is very troublesome in the thickeners.

If by this Mr. Scott means that Huygens and Picard first devised and applied cross-hairs to the focus of the telescope, the writer cannot agree with him. IN six years the construction of Hoover Dam and the power plants probably will have reached the operating stage and this vast new source of power will then be continuously available for industry. The height of the darn will be 580 ft. and the average annual flow of the Colorado River is calculated at approximately 24,000 cu.ft. per sec. If this full head and average flow can be maintained the year round, about one million horsepower will be generated. The U. S. Reclamation engineers, taking into consideration the probable range in flow and head, have set the figure for power contracts at 660,000 firm horsepower, which can be assured at all times of the year. During the months of heavy run-off of water from the Colorado River Basin the power plants should be able to generate the full 1,000,000 hp. capacity of the power plants, so there will be 340,000 excess or secondary horsepower. The cost of firm power at the switchboard will be close to 2.15 mills per kw.-hr., equal to $14.05 per hp.-yr., and the cost of the secondary or off-peak power will be close to 0.8 mills per kw.-hr., or $5.22 per hp.-yr. In no place in the country can such cheap power be obtained today. The electrochemical industry is in a state of flux because the power costs from its old sources have increased so much (to $30 per hp.-yr. at Niagara) that the industries have had to seek new sources, so they have gone to Canada and Norway and built new plants.

THIS review of the progress made in iron and steel metallurgy during the past year is confined to developments in this country. It attempts to give examples to illustrate progress made rather than to appraise results. As a result of the gradually diminishing supply of rich iron ores and of predictions made as to the probable life of the iron-ore reserves of the Lake Superior District, attention of iron and steel executives was directed to the question of beneficiation of iron ores. Laboratory and plant-scale experimental work was conducted on the wash ores .of Minnesota and an investigation, was, begun on the Old Range low-grade ores.

UNFORTUNATE evasions of metals specifications recently brought to public attention through news items and editorials have caused executives of at least two great corporations to set up defensive procedures and to re¬affirm the patriotic purpose and conscientious effort of their plants in this battle of production. Whatever the exact conditions affecting these cases, in which the public interest has been safe-guarded by vigorous action, my reaction to such offenses in general is a feeling that they arise from the pressure and limitations that afflict our overextended war effort and that inevitably there will be more of them, doubtless more and more expertly conceived and less and less subject to detection as simple faked, or substituted analyses or tests. To the ladies, who doubtless are already beginning to ac¬quire a sense of painful resignation to a dry technical talk, may I say that the cookbook is full of specifications which customarily are varied within rather wide limits but it is generally recognized that the proof of the pudding is in the eating without regard to its exact composition or some scientific evaluation of its texture.

HERACLITUS, a sage of antiquity, called the dark philosopher, who refused a throne, preferring a hermit's cell, propounded, twenty-four centuries since, the maxim : [ ] War (or strife) engenders all things. This, though probably intended by Heraclitus to apply especially to the internal forces of nature, is often said, with equal reason, of the affairs of men. Controversial strife, whether fortunately or unfortunately, is a crucible through which all new discoveries in science, and all technical applications of science must pass-a test which they must all endure before they can become so vitalized as to germinate, so to speak, take root in the human mind, grow tip, and overspread the earth. The greater the number and the power of the elements arrayed against such a growth, and of the influences hostile thereto, the greater should be the inherent vitality of the germ, the more strenuous, skilful, and persistent its cultivators and upholders. During the decade last past we have had, in spite of the severe stringency of the times, an active growth of this kind in progress, whose prospective importance it would now be difficult to overrate. This is the movement which has for its motive the idea that, generally speaking, fuel should be gaseous in form, and which has for its goal the introduction into general public use of gaseous products, made by cheap and rapid processes and on a gigantic scale, distributed throughout our cities and towns in distribution-systems which shall be proportionately gigantic, and sold at prices which will bring such fuel within the means of the poorest householders. The names of Members who have accepted election during March and April, 1908 (new members), are printed in italics., By a simple method of cutting out these names and addresses, and pasting them directly over the corresponding names in the annual list of members, the record can be kept practically up to date and the value of the list correspondingly increased. For this purpose the changes of address have been printed only on one side of the page. The names of new members, being in italics, are readily distinguished from the others, and can be pasted in approximate alphabetical order on the margins of the pages of the list.

IN accordance with the custom of recent years, the Institute joined with the Western Division of the American Mining Congress in holding a joint meeting at Joplin on Sept. 28, 29 and 30. Actually the meeting might be said to have begun on the 27th, since the Engineering Education Committee held two sessions on that day, which are reported on another page. In addition to these sessions there were informal gatherings in the Hotel Conner, which was the headquarters, on the golf links and elsewhere of all those who had arrived by Sunday morning. The technical sessions were formally opened on Monday morning by Robert E. Tally who, after suitable preliminary remarks, introduced A. Scott Thompson, of Miami, Okla. Mr. Thompson in welcoming the visitors to the Tri-State district said that it had come to be known as a poor man's country and at the present price of zinc did not find it difficult to live up to its name. He also referred to the work Mr. Tally had done for the stabilization of the mineral industry. H. Foster Bain, in responding to this address for the Institute, said that mining men generally felt at home in Joplin, that the solutions of their problems and the general practice that had been developed in the district were not only of great interest to them, but that visitors could learn much

Proving up any large, open pit ore deposit by normal exploration drilling under the best of conditions is a noteworthy accomplishment. But, when adverse conditions preclude standard drilling methods, and the same end result is achieved by a relatively new and little known type of drilling, special comment is in order. Three major problems confronted exploration drilling at the Questa molybdenite mine of the Molybdenum Corporation of America-sampling, terrain and time. Surface and underground longhole drilling provided the needed solutions, thus making the greatest single contribution to an exploration and development program that was successful in proving a major, open pit molybdenum deposit.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.

IN all mining operations a considerable portion of the work performed, especially underground; is accomplished under artificial light, yeti this subject is often not given proper attention. Poor illumination decreases mining efficiency, impairs the sorting or grading of ores, and increases the risk of accidents. In the beginning, and for several years afterward in the metal-mining industry of Butte, Montana, candles placed in candlesticks were carried by the men. Sconces or holders for candles were also provided at stations and curves in drifts to furnish better light for men engaged in. hand tramming. It was also common practice to place clusters of candles on the ground, with no provision for guarding against an underground fire other than the exercise of sufficient care by the men themselves. An accumulation of candle grease from this source was the direct result of the first serious fire in the Anaconda mine, in 1889.

(Wilkes-Barre Meeting, June, 1911.) OF the several extensive deposits of brown iron-ore in Cuba, including those of Mayari and Moa, that of Mayari was the first to be systematically explored, and was selected as the scene of the first operations in the development of this class of ore. Construction-work, begun in the spring of 1907, involved the building of 16 miles of standard-gauge railroad and two large double-track inclines, the installation of mining-machinery, a nodulizing-plant, power-plant, shops and shipping-facilities, and the dredging of an extensive basin for deep-draught vessels. Unusual weather-conditions delayed the completion of portions of this work so that the entire plant was not in operation until December, 1909. The ore in its natural state contains a very large percentage of water, which increases to some extent with the depth below the surface. Near the surface it is red in color, with somewhat granular structure. The color gradually changes with depth, finally reaching a bright yellow. The consistency also changes towards, the bottom to a clay-like, sticky mass. The relative proportion of red and yellow ore is quite variable; in some places the yellow reaches close to the surface, while in others the red extends almost to the underlying serpentine. Fig. 1 is a map showing the Mayari division of the Spanish-American Iron Co. The ore lies on an irregular plateau about 15 miles long and 5 miles wide at the widest point, entirely covered with pine trees and brush, which grow directly on the ore. The elevation at the northern extremity, which is approached by the railroad, is about 1,700 ft. above sea-level. At the southern end the general elevation is about 2,000 ft. Ore is removed by means of scraper-bucket excavators and steam-shovels, these machines loading into special standard-guage, side-dump steel cars of 100,000 lb. capacity. A short haul

I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

WHEN we want to interpret some problem which faces us at the present, if that problem be a social or political movement, we turn to the pages of history for 'information. If the problem be one of science or of industry we turn to the library of the subject and endeavor to translate the present from the experience of the past. I wonder if you would bear with me for a few minutes as I look back to the time when I was going through mining school and looking forward with hope, it is true and with confidence also, but still with some trepidation and an occasional qualm, to the month of June when the class of 1897 would be hunting jobs. Those were the years 1893 to 1897. Those years saw the Treasury of the United States so empty of gold that the President had to appeal to financiers to accept the country's promises to pay in return for $100,000,000 in gold. And the invectives that were hurled at both their heads for such a betrayal of the people sound strangely similar to those you read today being daily written and screamed at another President for taking us into the League of Nations or for not issuing bonds in huge amounts for unemployment relief, or for not adopting somebody else's particular specific for the relief of hard times.
