The increasing number of problems of the modem mine manager has led the author to discuss the art of management. He lists the principles concerning selection of personnel, exploitation and development, new equipment, process improvements, new processes, maintenance, operating cost data and public relations. Application of the principles to problems of mine startup, operation and rehabilitation are described. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science - the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures. In addition to his ability to select and train operating personnel, Jackling possessed, to a degree unmatched by many of his contemporaries, broad, analytical powers covering both the economics and operating phases of large scale mineral extraction. His breadth of vision found its greatest expression at the time he analyzed the Utah copper deposit. Fortunately, Messrs. Penrose and Gemmell had enough faith in his analyses to furnish the capital needed to begin operations. The result, as is well known to all of you, was Kennecott's lucrative Utah copper mine — and the beginning of the open pit porphyry copper era. The Utah copper mine, and Jackling's subsequent similar successes in Arizona, New Mexico and Nevada, had one thing in common —all of these large porphyry deposits were worthless until open pit, large daily tonnage schemes were developed for their exploitation. The successful development of such schemes made vast new mineral resources available for economic exploitation. But at the same time, the trend away from smaller high grade operations in favor of the far more complicated operations required to handle large deposits of low grade ore have greatly altered a mine manager's problems. We are all familiar with the saying "mines make managers." There is still some truth in this statement, but far less than there used to be in the days when high grade properties were the rule rather than the exception. INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

Automatic recording of the radioactivity of the earth's formations provides a log of relative intensities that, if properly interpreted, can be applied to oil-field engineering. Production, engineering, and geological departments regard the radioactivity log as a forward step in the securing of more conclusive information for successful well completions. Explanations of the technique, together with some of the problems to which radioactivity logging have been applied, are presented in this paper. Introduction Those responsible for the completion of new oil and gas wells, or with planning workover operations on old wells, have followed closely the development of radioactivity well logging because they are interested in reducing the number of unknowns that usually are present in such work. Many operators have made use of the log, or are acquainted with at least one of the applications, but it is unlikely that any one operator is familiar with all of the many applications that are possible. The purpose of this paper is to present a representative example of each of the many applications, wherever the information has been released by an operator, and to illustrate by hypothetical examples other applications, releases for which have not been given. In this way, it is hoped that a better understanding of the scope of this new engineering tool may be obtained. Although the literature contains many references that describe in detail the theory, development, and application of radioactivity well logging, a brief discussion of the technique may be helpful to those who are investigating the subject for the first time. All rocks contain radioactive material in varying concentrations. In general, shales contain relatively more radioactive material than sandstones or limestones. These radioactive materials disintegrate with time into other materials of lower atomic weight, and in that process of disintegration the rocks are emitting many rays, the most penetrating of which is the gamma ray. The intensity of emission of the gamma ray is proportional to the quantities of radioactive materials present. A higher rate of emission would be observed, therefore, opposite a shale than opposite a sandstone or limestone. Since measurable intensities of gamma rays are capable of penetrating as many as five concentric strings of casing, and as the gamma-ray intensity is relative to the formations, the measurements of variations in gamma-ray intensities offer a means of identifying cased-off formations in their proper stratigraphic sequence. The Gamma-ray Curve The measurement of gamma-ray intensities is accomplished by means of an ioniza-tion chamber that consists of a heavy cylinder, about 3 ft. long, that contains two insulated electrodes and is filled with an inert gas under high pressure. C. W. MERRILL*—Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably. a matter of vital interest. Your Chairman, Mr. Romanowitz, in his introduction, referred to the fact that I had been a member of the United States delegations to the three meetings of the International Tin Study Group. Some cominents on the Group's objectives and deliberations may be of interest. When it appeared that the International Tin Committee, the prewar producer's cartel, might soon revive its operations and extend its control agreement beyond the expiration date of Dec. 31, 1946, the United States Government became interested in some kind of an international trade organization concerned with tin which would give the consumers' interest equal representation with the producers' interests. An international meeting was called in London in October 1946 to consider this problem. The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. The centrifuge has come into general use in the oil fields and in the establishments where lubricating and fuel oils are used. Probably centrifugal machinery will be found more useful in the refinery when the operators are more familiar with'the principles of modern centrifuga-tion and when centrifugal engineers better understand the refinery emulsion problems. It is not generally realized that centrifugal force and gravity have two distinct functions: First, subsidence wherein the suspended globules are brought into contact; second, coalescence (when this is possible) by rupturing the films around the globules. In the case of a water-in-oil emulsion, an exercise of the former function alone would yield: (1) oil, free, or as free as desired, from water; and (2) a concentrated water-in-oil emulsion—concentrated in the sense that it contains a relatively large percentage of the internal phase. An exercise of both functions will yield: (1) water-free oil and (2) oil-free water. Centrifugal force is much better than gravity for subsidence because, in the case of industrial emulsions where the suspended globules are visible under a microscope, subsidence is directly proportional to the force applied. Centrifugal force is only slightly better than gravity for coalescence. A minute trace of a proper reagent will immediately do more to nullify the interfacial surface tension opposing coalescence than an indefinite application of the highest attainable centrifugal force. No mathematical analysis has been made to explain the failure of high centrifugal force to induce a decidedly more rapid and more complete coalescence than is obtained by gravity. The adjustment of the centrifuge rotor depends more on the extent of coalescence that is desired or is possible than on any other factor. One reason for this dependence is to be found in the curious relation between the specific gravity and the hydrostatic pressure of emulsions. IN many of the important problems of the petroleum engineer, it is necessary to know accurately the laws governing the flow of gas and liquid mixtures in vertical' pipes. Although much work has been done along these lines, no satisfactory solution to the problem has been found. A good theoretical discussion of the energy balance in a gas¬lift has been published-by Versluys.1 One of the most important factors affecting the efficiency of the flow of oil and gas mixtures is slippage, and in most of the experimental work that has been done no provision has been made for the measurement of this quantity. As Versluys pointed out, since there is no method now known to estimate it from the data usually taken; slippage must be determined empirically. This paper presents the results of some work carried on to, measure slippage in short experimental gas-lifts. As shown herein, slippage can be easily calculated in a vertical pipe carrying a mixture of oil and gas if the fractions of the pipe occupied by liquid and gas respectively are known. In this work, the fraction of the pipe occupied by the liquid was measured under a wide variety of conditions and the relationship between this fraction and other quantities, which are easily measured in ordinary work, was determined. It was hoped that the quantitative relationship obtained from this work could be used-for making accurate calculations in flowing or gas-lift wells, but unfortunately it did not check satisfactorily when applied to actual wells. Apparently flow in long flow pipes is mote efficient than in the short ones used for the experimental work. Nevertheless, it is felt that the data themselves are of interest; that the method of attack may be of value in future work and that the relationship derived between slip and the relative velocities is a contribution toward the solution of the gas-lift problem.

The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself5 at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final reporta being made in 1910. It was my fortune to be the secretary of both of those committees. The American Society for Testing Materials, organized in 1899, took up the consideration of rail specifications and is still giving attention to that subject through its established procedure of investigations by committees. This chapter discusses the evolution of high-speed shaft sinking in the South African goldfields. Whether we are talking of an additional shaft at an existing mine or the opening of a new mine, the increasing depth of the ore-bearing reef and the unremitting inflation of costs have provided the compelling incentive to shorten the time taken to sink a shaft and start earning revenue. The high costs of sinking a modern shaft system in South Africa are indicated by the recent example of a deep-level mine in the Orange Free State where the cost was nearly $22!42 million. This was for a single large shaft of 33 ft 6 in. diam (in all cases, shaft diameters refer to the finished diameter of the shaft, e.g., inside the concrete) and 7600 ft deep with a prestressed concrete brattice wall dividing the shaft into upcast and downcast compartments. Higher costs and the consequent demand for increased tonnages, deeper shafts with higher rock temperatures, which necessitate highly sophisticaled ventilation and refrigeration requirements, have all accentuated the importance of time in a shaft-sinking operation. Rectangular shafts with their simple design and comparatively reasonable sinking speeds remained popular for many years until greater mining depths combined with a host of the other allied problems inevitably led to changes in shaft design. Circular shafts appeared to offer many advantages, particularly when considering ventilation, strength, mechanization, and sinking through bad ground and heavily watered zones. However, these advantages were largely offset by the slow rate of advance necessitated by the need to stop sinking in order to line the shaft. The development of the curb ring which enabled lining to take place above the bottom of the shaft and the use of multideck stages allowing sinking and lining to be carried out concurrently resulted in a major break- through. Rectangular shafts, which are still popular elsewhere, have been superseded in South Africa by circular shafts which are almost without exception the only shafts sunk in our goldfields today.

ELECTRICAL investigations carried out in regions containing sedimen-tary rocks showed that sediments generally are good electrical conductors, a fact which at the present time is used for structural investigations by electrical methods. It is of fundamental importance, not only for these investigations but also for electrical prospecting in general, to know the electrical properties of various soils and rocks. It will be useful, there-fore, to discuss this question with the hope that the general points of view discussed in this paper will perhaps be, completed by further observations and determinations of material from various localities. This paper is based principally on the study of literature, and the purpose is primarily a discussion of the main factors that determine the electrical conductivity of soils and rocks. It will follow, however, that the factors discussed here also frequently decide how far a certain orebody can be regarded as a good electrical conductor compared with the sur-rounding rocks. All-rocks are more or less porous; and the pores are filled with liquids and gases. Their electrical conductivity, therefore, depends on the following factors: 1. The electrical conductivity of minerals composing the rock. 2. Electrical conductivity of the liquid filling the pores. 3. Proportion of the volume of liquid filling pores of the rocks to the solid rock material. 4. Shape of the pores. 5. Arrangement of the particles of gas and liquids. 6. Temperature. Dry minerals, with the exception of certain ore minerals, are complete nonconductors from the point of view of applied geophysics; in the present investigation we deal with rocks which have no conducting minerals, and factor 1, therefore, is not important. The same is true of soils. The liquids contained in soils and rocks in most cases are waters, some-times oil. As oil is a nonconductor of electricity, the impregnating waters will determine the electrical conductivity of soils and rocks.

In many of the important problems of the petroleum engineer, it is necessary to know accurately the laws governing the flow of gas and liquid mixtures in vertical pipes. Although much work has been done along these lines, no satisfactory solution to the problem has been found. A good theoretical discussion of the energy balance in a gas-lift has been published by Versluys.1 One of the most important factors affecting the efficiency of the flow of oil and gas mixtures is slippage, and in most of the experimental work that has been done no provision has been made for the measurement of this quantity. As Versluys pointed out, since there is no method now known to estimate it from the data usually taken, slippage must be determined empirically. This paper presents the results of some work carried on to measure slippage in short experimental gas-lifts. As shown herein, slippage can be easily calculated in a vertical pipe carrying a mixture of oil and gas if the fractions of the pipe occupied by liquid and gas respectively are known. In this work, the fraction of the pipe occupied by the liquid was measured under a wide variety of conditions and the relationship between this fraction and other quantities, which are easily measured in ordinary work, was determined. It was hoped that the quantitative relationship obtained from this work could be used for making accurate calculations in flowing or gas-lift wells, but unfortunately it did not check satisfactorily when applied to actual wells. Apparently flow in long flow pipes is more efficient than in the short ones used for the experimental work. Nevertheless, it is felt that the data themselves arc of interest; that the method of attack may be of value in future work and that the relationship derived between slip and the relative velocities is a contribution toward the solution of the gas-lift problem.

AT A MEETING of the Shareholders of the Russo-Asiatic Cons. Ltd., in London, Oct. 23, 1922, LESLIE URQUHART, chairman of the com- pany made the following statement:* I come now to our recent negotiations with the Soviet Government and to the agreement which has resulted from them. You will remember that the conference at The Hague broke up without having achieved anything very definite. It was not, however, a failure. It elicited from M. Litvinoff an offer which will, I think, come to be regarded as a milestone in the progress of Russia from a ruinous and unpracticable Communism towards a modified form of capitalism. The offer made by M. Litvinoff at The Hague amounted in effect to this: that in return for political recognition on our part the Soviet Government would first acknowl-edge its liability for Russia's national foreign debts, and, secondly, would give the original foreign owners of property in Russia effective compensation. A very great advance that. It showed-and there have been many other signs to confirm it-how real and persistent has been the internal evolution of Russia during the past year from Marxism to the economics of the Western world. I will not now detain you with the reasons why M. Litvinoff's highly promising and significant offer came to nothing. The fact that it had been made and the further fact that The Hague Conference had separated indefinitely were the important things. The first fact seemed to indicate that the Soviet rulers, after all, proved to be people with whom one could do business. The second fact rather emphatically showed that the way to do business with them was not by unwieldy poly-glot conferences of ministers, officials and experts representing a few dozen different governments and a few dozen different sets of national interests. That method had been tried at Genoa. It was tried again at The Hague. Each time it failed, and having failed it left the road clear for a simpler and more direct approach.

This investigation of low copper-nickel silvers was untiertaken to check the work of Lèon Guillet on special brasses and to determine, more accurately, the effect of the addition of nickel on the mierostructure of the binary alloys of copper arid zinc. It was hoped that the results could be successfully applied to the practical production of low copper-nickel silvers. To explain the results of his investigations on special brasses, Lèon Guillet evolved his conception of "fictitious compositions." He states,' in his general conclusions, that on the introduction of a small amount of a third metal to a copper-zinc alloy, it enters into solid solution with the normal constituents up to saturation, but by so doing it brings the ternary alloy into a state microscopically equivalent to a binary copper-zinc alloy of fictitious composition, and physically more nearly like the latter than the brass containing copper-zinc in the ratio actually present. The physical properties of the ternary alloy, when compared to the same properties of an actual brass of the fictitious composition, are modified by the natural properties of the third element. Beyond the point of saturation, a special constituent appears and the above generalization no longer holds. For example, if a 60:40 brass has 4 per cent. of tin substituted for 4 per cent. of zinc, the actual composition would analyze 60:36:4. Assuming that 1 per cent. of tin plays the same part as 2 per cent. of zinc, the proportions of copper and equivalent zinc may be stated as 60 parts of copper and 44 parts of zinc, which, figured to 100 per cent., gives an analysis of 57.7 per cent. of copper and 42.3 per cent. of zinc, the fictitious composition for a 60:36:4 tin brass. The relation between ternary alloys containing copper and zinc together with a third metal, and the microscopically equivalent binary alloy of copper and zinc, may be expressed mathematically.

C. W. MERRILL*—Mr. Hughes' paper not only is very well presented but is most timely in that it covers a subject of vital interest to the United States. Tin is one of the strategic metals which has not been found here in appreciable quantities. The total United States tin output since the first recorded production over 100 years ago would not supply current consumption for a fortnight. On the consumption side, tin is extremely important in national defense because of its use in tin plate which, in the form of tin cans, makes it possible to feed properly the armies that the United States recruits from its civilian population in emergencies. Moreover, the internal combustion engines so important in powering tanks, planes, and other war machines, require large quantities of tin alloys for bearings and for soldering. These considerations, along with the fact that Malaya, historically, has been the leading source of tin to the United States, make the kind of information that Mr. Hughes has presented so ably. a matter of vital interest. Your Chairman, Mr. Romanowitz, in his introduction, referred to the fact that I had been a member of the United States delegations to the three meetings of the International Tin Study Group. Some comments on the Group's objectives and deliberations may be of interest. When it appeared that the International Tin Committee, the prewar producer's cartel, might soon revive its operations and extend its control agreement beyond the expiration date of Dec. 31, 1946, the United States Government became interested in some kind of an international trade organization concerned with tin which would give the consumers' interest equal representation with the producers' interests. An international meeting was called in London in October 1946 to consider this problem. Although the ore microscopist routinely examines polished sections to determine the mineralogy and texture of ores, his importance to the solution of problems peripheral to geology is not always fully realized. The techniques which he uses can be applied with little modification to the solution of a wide variety of beneficiation problem. By extending his studies beyond those normally considered to be of interest to the geologist, he can include examinations of polished sections of selected mill products. This is a logical extension, because the minerals and textures in the polished sections of ores are the same as those in millproducts. The mill dressing engineer should be more aware of the types of beneficiation problem that can be solved by the ore microscopist and what the ore microscopist can do for him. A greater degree of cooperation between the ore microscopist and the mill dressing engineer can be of significant mutual benefit. Ore microscopy holds an advantage over chemical analysis, because the interrelations and combinations ofthe mineral constituents of an ore or mill product can be visually determined. This advantage provides solutions to many beneficiation problem. Locking is a type of beneficiation problem that is particularly amenable to ore microscopy. The percentage, type, and distribution of locked particles can be readily determined with the aid of an ore microscope and an estimate made of the extent of additional grinding required for liberation. The extent of intimately locked types, which no reasonable amount of grinding will liberate, can also be evaluated. Mineral coating conditions, free particles of a deleterious mineral, and free particles of a valuable mineral held in flocculated clusters of gangue are other features that can readily be observed. In some instances, visual examination may show that the problem is not one of locking. Photomicrographs illustrate the variety of beneficiation problems for which the ore microscope is applicable. These problems and their resolution demonstrate the importance of the instrument and show the value of close coordination between the mill dressing engineer and the ore microscopist.
