Introduction The profitability of an open pit operation depends to a large extent on the use of the steepest pit slopes possible, provided they do not fail during the life of the mine Optimum pit slopes can be designed by using rock mechanics technology. Such technology includes gathering and analyzing pertinent data prior to pit design, rigorous application of rock mechanics principles during the design process, remedial actions to improve slope stability, and monitoring slopes during the life of the mine. Ignoring rock mechanics technology in pit design may place the entire mining enter- prise in jeopardy Disruption of mining operations and safety hazards caused by slope instability can be severe. A classic case in point is the major slope failure (Seegmiller, 1972) that occurred at a southwestern US copper mining operation in 1970-1971 Minor slope stability problems initially amounted to no more than a nuisance, but in time, the unstable zones became larger, causing greater disruption of production and threatening safety Mining at or near the slide toe had continued throughout the period of slope failure, aggravating the already unstable condition The original plan for this pit called for mining the overall pit slope to 37.5" Mine operators were forced to lessen the back- slope angle in the hope that the failing rock mass would stabilize. However, stabilization did not take place, and when mining in the area of failure was completed, the overall slope had been reduced to approximately 27" Mining had been successful in removing only a small portion of the ore body at a high stripping ratio.

Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared for these tests by high-temperature methods, especially by crystallization from borax melts.

Production of crude oil in Tennessee during 1941 was slightly more than 15,000 bbl., about the same as in the preceding year. Two thirds of the total was from the Mississippi limestone pools in Scott and Morgan Counties. About a dozen small scattered wells in Clay, Pickett, and Fentress Counties, pumped irregularly, produced approximately 5000 bbl. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The production by counties is shown in Table I. Drilling activities in the state fell to the lowest stage since 1933. Twenty-seven wells were spudded in during 1941, of which six were drilling or only temporarily suspended on Dec. 37, 1941. Of the 22 completions, four were gas wells of undetermined quantity, but are classed as commercial, and 17 were dry or near-dry holes. One well encountered oil, but it has not been tested. The total footage drilled during the year was 29,916 ft.; the average depth of wells was 1359 ft. The more important wildcats are listed in Table 2; the distribution of tests according to physiographic divisions is given in Table 3. East Tennessee.—One well was drilled to 3480 ft. in northwestern Anderson County, in the highly disturbed Appalachian area, a region long considered the most unfavorable in the state for the accumulation of oil and gas. Another test is now drilling below 2000 ft. in this general area. Cumberland Plateau.—There were two completions in the Cumberland Plateau area. One test, drilled in northwestern Scott County in an area of former Mississippi limestone production,' encountered a considerable amount of free oil at 850 ft., about the same horizon as in the old abandoned wells. No pumping tests have been made to date. A well at Oneida, Scott County, found gas at 1579 ft. in a sandy limestone of lower Mississippian age. INTRODUCTION TO SAMPLING THEORY Before specifically discussing mineral sampling and sampling procedures, let us briefly consider broader and more universal concepts of modem sampling theory. A sample is de- fined as a representative part or a single item from a larger whole, being drawn for purpose of inspection or shown as evidence of quality. In modem theory the sample is a part of a statistical population whose properties are studied to gain information about the whole. The theory of sampling is built around the concept that if enough representative units of a larger overall population are selected without bias, the average value of the units will approximate that of the total population. Modem theory attempts to answer the question of how many samples are enough, given certain limits and constraints, and seeks to apply methods of sample selection and of estimation that provide, at the lowest possible cost, estimates that are precise enough for the purposes at issue. In order to meet these objectives the designer of a sample survey must rely heavily upon statistical theory. Statistics has been defined as the collection, presentation, analysis, and interpretation of numerical data. Statistical methods are primarily concerned with making valid inferences about a population based upon samples taken from the population. For most statistical applications, the total sample is in terms of number of items, attributes, or things; whereas mineral samples are usually in terms of weight or volume of mineral particles. Certain steps are involved in a well designed sample survey without regard to the particular field of application. Because the desired characteristics of an unmined mineral deposit can- not be known other than by sampling, we will consider these principle steps in terms of a mineral sample survey: 1) Clear definition of the objectives of the survey. In the case of mineral sampling this step is so apparent as to be almost ridiculous. However, it is surprising how often the overall objective of a sampling program is overlooked when decisions are made on a day-today basis. 2) Definition of the population to be sampled. The word population is used to designate the aggregate from which the sample is chosen. A sampling program may be designed to determine the grade of a single stope within a mine, the grade of a particular zone within a complex ore body, or the total value and extent of a mineral deposit. A dc field was applied to liquid BI-Sx or Au-Ge alloys of eutectic composition. The liquid alloys were kept at a temperature slightly above the eutectic. The concentration changes due to electrodijfusion are large enough to cause nuclcation and growth of the primary phases at the respective electrodes. Nearly complete separation of Bi-Sn eutectic was obtained as well as substantial separation of Au-Ge eutectic. A direct current, passed through a liquid-metal solution, can cause substantial concentration changes by electrodiffusion. The magnitude of the change depends on the difference in ionic mobilities of the atomic species in solution. Electrodiffusion has been studied in many binary and ternary liquid alloys.&apos;y2 It was found that the rate of material transport decreases with time for a constant applied field, as a concentration gradient is established in the solution. A steady-state concentration profile is achieved when electro-diffusion is compensated by chemical diffusion. This may seem to limit the use of electrodif fusion for metallurgical application. However, a way of utilizing the effect of electrodiffusion is to combine it with crystallization or controlled freezing. rakin was first to propose this as a new method of separating metal alloys of eutectic composition at temperatures slightly above the eutectic temperature. It was possible by this method to separate Bi-Sn and Bi-Cd eutectics into their component phases. Angus et al discussed the possibility that the effective distribution coefficient, keff, could be varied by proper application of an electric field during solidification. The combination of electrodiffusion and solidification, called field-freezing, was discussed in detail by Pfann and aner. It was shown that field-freezing can be used as a crystal-growth process, an efficient method for eutectic separation, and a new means of changing the effective distribution coefficient. k,ff, beyond the usual range of ko < k,ff < 1. The activities of SiO2, FeO, and Fe2O3 are calculated from previous experimental data on the activity of oxygen in Fe-Si-O melts at 1550°C. Using the oxide-activity data, the free energy of formation of fayalite from its oxides is evaluated for 1550°C. A number of investigators1-4 contributed to the study of the state of oxidation of iron in SiO,-FeO-Fe,O3 melts and the phase equilibria in the system Fe-Si-O. In a more detailed study, Schuhmann and Ensio5 and Michal and Schuhmann% easured the state of equilibrium in the SiO,-FeO-Fe,O3 melts saturated with y-iron or silica or both under low-oxygen potentials and within the temperature range 1250" to 1350°C. Similar measurements were also made by Turkdogan and Bills7,&apos; over wide ranges of composition and oxygen potentials at 1550"C. Using the experimental data on the oxygen activities in the ternary system, Schuhmann&apos; calculated the activities of silica and ferrous oxide in Si0,-FeO-Fe2O3 melts for 1350°C. Adequate knowledge on the activities of the constituent oxides of melts is essential in the study of reaction-equilibria and reaction-kinetics in oxide-melts. With this in view, the activities of oxides in SiO2-FeO-Fe2O3 melts at 1550°C are computed using the experimental data of Turkdogan and Bills7&apos;8 on the oxygen activities in these melts.

Axial expansion has been determined by X-ray diffraction up to 600° to 760°C in a titanium and four high-oxygen alloys. Expansion data cannot be fitted to the usual quadratic expression and anomalies observed are believed indicative of the changes in the bonding configuration of the valence electrons. Furthermore, there is significant disagreement between data obtained on poly crystalline and single crystal powder specimens. The major disagreement occurs within the temperature range (-470°C) where both mechanical and electrical properties also show markedly anomalous behavior. X. HIS work forms part of an investigation of physical properties of pure titanium and its osolid solutiono alloys with oxygen and nitrogen. In view of the anomalies observed in both the electrical resistivity&apos; and the susceptibility behavior it was decided accurately to determine the thermal expansion behavior of the pure and alloyed a titanium. PREVIOUS WORK The axial expansion coefficients reported for pure titanium are listed below. As can be seen, there is a marked discrepancy between the axial expansion and the experimentally determined coefficients on poly crystal line material. Thus, if we take the most recently reported axial expansivities3,4 we obtain perature interval of 25o to 700°C. The experimental value reported for polycrystalline metal is, however, of the order of 9.7 x 10o6 per OC. EXPERIMENTAL I) Pure Titanium. High purity titanium powder of -325 mesh was used throughout most of this work. “IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet &apos; with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

The principal event during 1936 was the sale of Mosul Oilfields, Ltd. to Mosul Holdings, Ltd., a British company with French and American participation, and the expansion of its wildcat activities to untested structures on its West Tigris concession. Mosul Holdings continued the exploration of its low-gravity Qaiyarah-Najmah-Jawan-Qasab field. The Iraq Petroleum Company&apos;s systematic exploration and exploitation of its Kirkuk field was continued on a scientific unitized basis. Pressures and gas-oil ratios remained satisfactory. All wells were produced by flowing. A stabilization plant large enough to supply the 4,000,000-ton pipe line to the Mediterranean was completed at Kirkuk about the close of the year and only sweet oil is now being exported. The Khanaqin Oil Co., Ltd., a subsidiary of the Anglo-Iranian Oil Co., Ltd., continued the normal exploitation of its Naft Khaneh oil field, refining and marketing through the Rafidain Oil Co., Ltd. for local Iraq market. This field lies partly on the Iraq side of the boundary and partly on the Iranian side, the latter portion being known as Naft-i-Shah. Only the Iraq side is considered in this paper. Slightly more than 30,000,000 bbl. of crude was produced in Iraq during 1936. The I.P.C. exported all crude sold outside of Iraq and showed an increase of about 2,500,000 bbl. over the preceding year. Crude production in Iraq for export in 1934 was 7,096,669 bbl.&apos;; in 1935 it was 27,014,904 bbl. and in 1936 it was 29,521,053 barrels.

J. P. Zannaras (U.S. Tungsten Corp., Congress, Ariz.) —In the investigation described in the paper by Bernard York and John J. Reed, the 8x8x8-in. square block was subjected to compressive forces from three sides, top, side, and rear. Let us refer to the stresses set up by these forces as Sz due to top pressure, Sy due to side pressure, and Sx due to rear pressure. At the section across the 2-in. hole (when failure occurred at 317 psi) the compressive stress Sy was equal to 317 x 8/6 = —422 psi, the top compressive stress S; is of the same intensity, —422 psi, and the rear compressive stress S, equals —317 psi. 1,. C. McCABE*-—An increased derliand for coal in the west is to be expected because of the growth in population and industry during the past ten years. The author calls attention to the increased mechanical cleaning of Utah coal between 1938, when no cleaning was being done, and 194.7, when more than 24 pct of the production was cleaned. This is essentially the Period of most rapid growth of the Pacific Coast. area altliough the growth and, no doubt, the general trends in coal production and cleaning continued at a less accelerated rate during 1948. The Pacific southwest increased 37 pct in population between 1940 and 191.7 while the United States showed only a 7 pct increase in the same period. it has been estimated that there will be an additional 15 pct increase in population between 1947 and 1950. The conclusion that more coal and more mechanicak cleaning capacity will be required appears to be well founded. Mr. Westerberg discusses the cco- nomic advantages of coal cleaning reflected in freight savings, in lower cost per million Btu, and lowered ash and sulphur content. In view of the limited occurrence of coking coals in the west it would be interesting to know whether significant beneficiation in coking strength can be expected from mechanical cleaning of Utah coals. This has been demonstrated for some eastern and midwestern coals. One can readily agree to the desirability of recovering the fine coal that has heretofore been lost in washery slurry. ABOUT three years ago at a coal mining institute meeting, it was predicted that mechanical load-ing underground would progress faster than either the electric coal-cutting machines or electric loco-motives had in previous years. This prediction has proved correct so far. In 1925 over 6,000,000 tons of,coal was loaded mechanically underground in the United States and it is estimated that the 1926 tonnage will reach 10,000,000. The use of electric mining machines and locomotives .has prepared the way for quick results. Most coal mines are now equipped with electric power and have a competent staff who understands its use. In spite of this advantage the introduction of the loading machines brings many new problems. Im-proved and concentrated transportation; doing the drilling, shooting, tracklaying and face timbering with company men instead of the former tonnage men; doing the work on the new basis in an economical and efficient manner; altering or modifying mining systems where necessary to further improve the work and reduce oper-ating costs; improving the percentage of lump coal and reducing the slack content where desirable; improving the cleaning of the coal and obtaining a more dependable .and uniform output are a few of the problems that must be met. Each of the different types of loaders now on the market has its particular advantages and disadvantages for a given mining condition. Even with the same mining conditions one type will work well under one ;system of handling, whereas another may favor another system or mining method.

Strategic because suitable substitutes for many of its alloys have never been developed. Strategic because of certain uses and potential uses of a classified nature in our nuclear energy program. In this field, substitutes have been developed, but only at the expense of a reduction in efficiency.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

Although grinding mill liner life has been the subject of extensive studies, evaluation of the effect of liner design a power consumption, a far more significant part of total grinding costs, has been less comprehensive. The factors that effect ball mill energy efficiency are reviewed, and attention is then focused on the mechanism of grinding. The trajectory of the outer row of balls, with different lifting face angles, is derived. Basic recommendations for mill speed and liner configuration are also presented
