In many civil or mining engineering works, the stresses and deformations of natural or excavated slopes due to the combined effect of self-weight and initial stresses are of interest. Because of the mathematical complexities of this problem, however, no complete exact solution exists for the simplest case, that of assuming the stress-strain relation of the rock to be perfectly elastic. Efforts have therefore been directed toward numerical and experimental technique. The stresses within an elastic slope have been obtained by LaRochelle,1 using the photoelastic and finite difference method to determine the difference and sum of principal stresses. Subsequently, Finn,2 Hoyaux and Ladanyi,3 and Duncan and Dunlop4 attempted to solve the same problem by using the finite element method. The problem was also investigated by Brown and Goodman5 and Brown and King6 who emphasize the importance of the effect of loading or unloading procedure on the stress distribution within the slope. Although the geometry of the slope and the boundary conditions involved are identical or similar, the results obtained by these various authors by no means agree. It is therefore necessary to review briefly the results of elastic analysis in order to lend credence to the methods used in the solution. Although the stress-strain behavior of some rocks may be reasonably approximated by the elastic modrl, other rocks generally exhibit an elasto-plastic behavior with strain hardening or strain softening as shown in Fig. 1. TRENDS IN MINE FINANCE Reviewing historical trends may help in dealing with future funding strategies. The first trend is the increase in the use of debt to fund corporate America. Surprisingly, when comparing that with other corporates in the global marketplace, the U.S. does not look too poorly. Japanese, in particular, but also German companies, are much more leveraged than their U.S. counterparts. Note that in Japan and Germany the government and the consumer have shown substantial restraints when it comes to credit. Not so in the U.S. where the savings rate (4%) is much lower than that in Japan (20%) and in Germany (14%). As a result, the cost of leverage is substantially lower in Japan and in Germany than in the U.S. Lower debt costs in these countries allows one to obtain more of it for the same price. The close relationships between financial institutions, corporations and governments in Japan and Germany also make the risk of leverage more bearable and understandable. Also note that interest rate volatility in these countries is more subdued. The investor base in common stock is also changing. Private pension funds have been net sellers of equities during the last few years while public pension funds have been net buyers. Individuals are basically out of the market. It is estimated that over $330 billion of equity was retired in the U.S. through 1986-1988. The reasons are well known: restructurings, buy-backs, takeovers, mergers, and buy-outs. This de-equitization is likely to continue as the cost of equity capital is higher than the cost of debt capital, even on a before-tax basis. Because there has been no market for equity since October 19, 1987, junk bonds have replaced equity capital in the corporate finance structure. The non-investor-grade borrower has access to the public markets through high-yielding debt securities that often look like senior equity. Deregulation has also provided 24-hour markets; securitization can now liquify assets that before were rusting on balance sheets; information processing and communication tools give facts that are instantaneously available, creating the need for products to cover risk and exposures unknown before the start of the information and technology explosion. Thus we now have swaps, options, futures, options on futures, caps, as well as program trading, portfolio insurance, index funds, etc. Globalization will be unstoppable. Today's environment demands it. Corporations are now global competitors, even though they may have never shipped a product off-shore. Boundaries are disappearing and impediments have been removed. Stocks can be issued in a global offering with distribution in all major financial centers of the world. The high leverage of Japanese companies has made common stocks very scarce, which with the high savings rate, makes equity capital inexpensive in Japan. If markets were perfect everyone would issue stock in Tokyo and buy it back in New York. This would certainly stop the bleeding on the balance of payments. With the deficit balance of payments in America, it is no surprise that the cost of money is expensive here. The risk-return relationship on U.S. equity is not favorable enough to appeal to Japanese equity investors. The Tokyo-market, helped by a stronger yen, surpassed New York as the most important equity market in the world. The question is, will the Tokyo market hold up when Japanese domestic consumption increases at the expense of savings? In the U.S. debt markets, the plain vanilla debenture is making a comeback after a period of absence. Commercial paper has replaced short term bank borrowings for working capital funding by larger corporations. METALLURGISTS have been studying the chem-ical behavior of sulfur in steelmaking for many years in order to have a better control of the sulfur content of finished steel. During the refining period in the open hearth, molten steel is separated from a gas phase by molten slag. Chemical reactions occur principally at the slag-metal interface and at the slag-gas interface. A need for physical-chemical investigations of reactions between sulfur-bearing gases and steelmaking slags was recognized some time ago.'.' From the early work, it can be qualitatively concluded that increased sulfur content and low partial pressure of oxygen in the gas phase favor the passage of sulfur from gas to slag. Using radioactive sulfur S Koch and Fink' have demonstrated the rapid rate of exchange of sulfur between gas and slag in an open hearth furnace. Gurry and Darken and Darken and Shields (as reported by Derge and Marshall') have equilibrated lime-iron oxide slags with SO—O2 gas mixtures. The major conclusion from the reported results is that sulfur content increases with increasing lime content in lime-iron oxide slags equilibrated with a gas of high oxygen pressure (10-2). The data were interpreted as indicating the presence of SO, and S,O, ions. Richardson and Fincham' have conducted the most extensive experimental study of sulfur equilibria between gas and slag. Their results confirmed many of the conclusions drawn from calculations of Richardson" and Withers. Richardson and Fincham's data fitted very well into the sulfur scheme represented by the reactions 1/2 s2 (g) + (0) melt - 1/202(g)+ (S) melt [II 1/2 S, (g) + 3/2 O (g) + (0) melt - (SO,) melt. [2] At oxygen pressures greater than 10 to 10 they found that reaction Eq. 2 was predominant while reaction Eq. 1 was controlling at oxygen pressures less than 10." to 10.". The slag compositions and gas mixtures used in their investigations were different from those used in the present study. Wherever possible, comparison has been made between their results and these, and agreement is excellent. It is evident that the distribution of sulfur between slag and gas depends upon the oxygen pressure of the gas. In FeO slags, a change in oxygen pressure produces a change in ferric oxide content, and a knowledge of this equilibrium is a prerequisite to studies of sulfur distribution. The data are found in the work of Darken and Gurry" on the FeO system and the more recent experiments of Gurry and Darken" and of Larson and Chipman" on FeO slags containing lime and silica. The effect of oxygen pressure on the ratio Fe /(Fe" + Fe ), the so-called j-ratio, reported by these investigators will be used in interpreting the results which follow. Experimental Method The purpose of the experimental program was to determine the equilibrium sulfur content in slags exposed to gases of known oxygen and sulfur pres- sures. The slag compositions selected for study were from the lime-silica-iron oxide system. Additions of magnesia were made to some of the slags. Apparatus—The apparatus used by Larson and Chipman was modified slightly to accommodate the addition of SO2 to the gas mixtures. As in their work, slag samples of 0.5 to 2.0 g were held at temperature (lcc) in platinum crucibles under a steady stream of gas, 100 to 200 ml per min, for several hours and then rapidly lowered to the bottom of the furnace where they were quenched in mercury. THE IRON HUNTER. By Chase S. Osborn, pp. 316, Ills. 10. The MacMillan Company, New York. 1919. An autobiography, the story of a Hoosier boy who fought his way to manhood and power through early misfortune and poverty, from street urchin and newsboy, to editor and author; from lumberjack and dock walloper to statesman and Governor of Michigan. The reader has the measure of the man in the first chapter, a dramatic recital of how the fighting boy editor cleaned up a lawless mining camp of 40 years ago. The thread of the narrative is the author's life-long devotion to outdoor living, ex-ploration and travel. Residing in Sault de Sainte Marie, Mich., in the heart of the Lake Superior country, he took his delight and, incidentally, found his fortune in prospecting the north woods for iron ore; eventually, extending his travels to the continents and many of the islands of the world, he discovered what, he believes-to be a great iron range in Madagascar. In this book there is plenty of anecdote, a great deal of wholesome social and po¬litical philosophy and some interesting sidelights on the characters of some of the author's prominent contemporaries in the political life of Michigan. The style is direct and animated, flavored and illuminated with the vernacular of Hoosierdom and the woods country of the North. The author levies on the vocabulary of the sciences and the classics for many a noun and adjective and, with Rooseveltian license, now and then coins a word. The Government has for disposal a large stock of horse-drawn vehicles that were produced during the war to transport and handle all kinds of army supplies. These vehicles consist of escort wagons, also the axles and wheels; ambulances, model 1909; sprinkler, wagons, buckboards, combat wagons, hand carts, water carts, ration carts, and medical carts. These vehicles are adapted to numerous commercial purposes. All were produced under the strictest Government rules, specifications, and supervision and are first class in every way.

Computer use in mine planning has evolved from theory to practical application at the Bingham mine of Kennecott Copper Corp.’s Utah Copper Division. Traditional mine planning methods have been combined with computer technology to produce a more realistic calculation of ore reserves and mining plans. The techniques used are not revolutionary but are an expansion of previous mine planning methods using the calculating power of the computer. These methods can readily be adapted for planning use by practical mining men.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the inter-disciplinary area they call "geostatistics."

Samples of copper-lead concentrates from the mine of Cia Minerals Santander, Inc., a Peruvian subsidiary of the St. Joseph Lead Co. were recently subjected to special analysis. This concentrate was known to contain bismuth which, under some circumstances, might have incurred a smelter penalty. In this case, customers for the concentrate accepted it and requested a higher concentration of bismuth. Although chemical analysis would disclose the presence of the metal, it was not possible with equipment available at the mill in Peru to determine the mode of occurrence in the fine grained ores.

The Pennsylvania Dept. of Transportation is actively engaged in the utilization of coal mine refuse in the construction of highway embankments. Long-held objections for utilization are invalidated by research, laboratory data, and construction performance. Laboratory, engineering, construction, and environmental impact analyses are presented from the construction of the Cross Valley Expressway embankment at Forty Fort, Luzerne County, Pa. Comparisons of laboratory data and construction measurements are given. The refuse embankment is the first of its size in Pennsylvania, and possibly the U. S., covering 1.5 million cu yd.

The selective flocculation, desliming and flotation process developed by the U.S. Department of the Interior, Bureau of Mines, as part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs is described. The application of the selective flocculation and cationic flotation process to three oxidized taconites from the western Mesabi Range in Minnesota is discussed. Data from the operation of a 408-kilogram-per-hour (900 lb/hr) pilot plant employing reclaimed water are summarized for the three types of oxidized taconites.

The fundamental problem concerning the fracture of both crystalline and noncrystalline solids is the divergence between the actua1 and the theorcticallY computed fracture stresses; the stress required for fracture, computed from the forces between atoms, is many times that actually observed with commcrcinlly available materials. Computatiolls have been made,,2 indicating that the theoretical fracture stress should be from 100 to 1000 times that actually observed. There are other incidental problems that have arisen, perhaps the most importallt of which is the problem of size effect often observed in the measurement of the fracture stress of non-metallic solids, such as glass. Another effect conccrns the relation between deformation and the stress required for fracture, Experiments recently made with pearlitic steels indicate that the tensile fracture stress increases with increasing tensile deformation and decreases with increasing prior com-pressive deformation, This marked ani-sotropy of the effect of deformation on the fracture stress is in contrast with the essential isotropy of the flow stress. Early experiments on rock salt crystals by Joffe, et al.3 have illustrated the effect of tensile strain in increasing the tensile stress required for fracture. A consistent theory must be constructed that will explain not only the divergence, of the measured fracture stress from the theoretical value, the size effect, and the ergence of deformation; but will also explain and predict the effects of combined stress, of temperature, of strain rate, and of metallurgical structure. With respect to this last variable, it has now been relatively well established that the carbide particle is the clement of structure controlling the fracture of steels. In steels carbide particles vary in shape from plates to spheroids. It has been found that not only docs the magnitude Of the Fracture stress depend upon the size and shape of these particles. but also its dcpendencc upon strain is affected by changes in 'hap' an' size Or the particles. The precipitate resulting from the age hardening Of duralumin also modifies the fracture stress of this alloy. Nonmetallic inclusions greatly lower the fracture stress of all metals. The magnitude of the lowering depends 0' the size and shape of the included particles. In glass, the major source of the low fracture stress has been fairly conclusively demonstrate' by Griffith4 '0 arise from real flaws or cracks present in the material. He showed that the stress concentration at the end of a defect was of suficient magnitude to raise the stress at this location to a value comparable with the theoretical strength Of the material. If the cracks were reduced in size, Griffith showed that the observed fracture slrength the by virtue Of the decrease in stress concentration. During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification.
