Recent experimental work has demonstrated (1)2 that ammonia and oxides of nitrogen are formed during the aging of smokeless powder. This is significant in connection with the problem of "season cracking," or stress corrosion of brass cartridge cases in view of other work(1) indicating that stressed and "stress- relieved" cases stored with small quantities of added ammonium nitrate crack on firing. The deterioration of stressed brass by ammonia has been known for some time(z) and it appears therefore that stress- corrosion cracking of brass cartridge cases is intimately associated with the so-called "powder volatiles," ammonia and oxides of nitrogen, both of which are decomposition products of smokeless powder. Working on the hypothesis that any barrier which prevents the powder volatiles from reaching the brass surface will reduce the incidence of stress-corrosion cracking, it was considered desirable to investigate the use of organic resin films to accomplish this purpose. The possibility of formation of ammonia within the nitrocellulose powder charge and by reduction of nitrogen oxides on the surface of the brass case requires that the barrier film be resistant both to ammonia and oxides of nitrogen. THIS paper gives a short account of plastic deformation as observed in single crystals of zinc, zinc having been selected for the experiments described herein because the phenomena are comparatively so simple and can be studied throughout such a wide range. It is hoped that the paper will serve to show the type of information which studies of single crystals afford and will contribute toward the solution of the general problem of metallic behavior. PRODUCTION OF ZINC SINGLE CRYSTALS The method of Czochralski,1 as modified by von Gomperz,2 was used to produce the crystals studied. The equipment is shown in Fig. 1. Molten zinc is held in a crucible at a temperature which is not far above its melting point, as measured by a pyrometer. A lava disk floats on ,the melt, and is provided with a central hole about 1 mm. in diameter. A glass tube, drawn into a capillary at the lower end, is suspended from a string which is wound up by an electric drive at the speed desired. At the start, the glass capillary is let down into the melt and the hoist is started.. The capillary brings up a small quantity of molten metal with it to a point just above the lava disk. At this point, a jet of hydrogen cools it and causes it to crystallize, with the result that a small crystal forms. As the hoisting is continued, more molten metal is drawn up, in turn to be solidified by the jet of hydrogen. This additional metal continues the growth of the crystal already formed, and a long, cylindrical crystal results. The speed of hoisting used was generally between 0.1 and 0.5 mm. per sec., and the crystals were from 4 to 6 in. long and about 1 mm. in diameter. By varying the conditions, crystals of quite different orientations were obtained and were used in the study of the phenomena to be described.

THE aggregate number of "papers" read within any one year before more or less bored and bewildered audiences is simply appalling. We have seventy to eighty engineering societies alone, not to speak of the many hundreds of societies of every other imaginable kind. And each meets at least once a year to tell what it has found out since the last meeting. All this is very fine and fortunate, at least in the case of the scientific and technological societies; for if even only one significant discovery, one new truth, one new idea comes out at the meeting, the session has been abundantly justified. To many of us, not scientists or technologists, the scientific and technological societies seem to release by far the most useful and important information. What they have to say is often of prime importance directly to human life and to industry, and is perhaps even more important indirectly in its final influence upon social and economic conditions, thus ultimately determining the course of what we like to call civilization. The paper read by that quiet, unpretentious man on the platform ma; mean the revolutionizing of a great existing industry, the creation of an entirely new industry, the gain of millions of dollars to some persons, the loss of millions to others. The a-p type alloys are subject to a loss of tensile ductility with increasing hydrogen content. No hydride phase is visible in embrittled a-B type alloys. The embrittlement encountered appeared to be of the strain-aging type. Both compositional and structural factors are shown to influence the hydrogen tolerance of a-B type alloys. IN previous papers by the authors, the effects of hydrogen on the structure and mechanical properties of high-purity and commercial-purity titanium were described. It was shown that the presence of hydrogen in these materials results in a hydride phase having low solubility at room temperature. This insoluble phase had little effect on the room temperature tensile properties, but did decrease the notch-bar toughness to a large degree. The binary Ti-H systemz indicates that hydrogen is much more soluble in £ than in a-titanium. Hence, it is not expected that the embrittling effects of hydrogen in a-fi alloys will be similar to that found in a alloys. Materials of this type studied in the present investigation included two commercial a-/3 alloys, Ti-8Mn and Ti-4A1-4Mn; three high-purity Ti-Mn alloys containing 3, 6, and 9 pct Mn; and four high-purity Ti-Mo alloys, Ti-SMo, Ti-10.9M0, Ti-13.1 M0, and Ti-20M0, of the a-B and B types. Materials and Fabrication—The high-purity base alloys, composed of iodide titanium and high-purity metals, were prepared by double arc melting under argon in a water-cooled copper crucible, using a water-cooled tungsten electrode. Radiographic examination showed homogeneous Ti-Mo alloys. The analyses of the alloys used in this investigation and their as-fabricated hydrogen content, where determined, are listed in Table I. The two commercial alloys were 1/2 and % in. diam bar stock. No analyses other than hydrogen content were made. In order to maintain the a-B relationship existing in the two commercial alloys, vacuum annealing and hydrogenation were carried out in the B field prior to final fabrication. Fabrication then was done by The three high-purity Ti-Mn alloys were forged to 3/4 in. diam rods at 1600°F, and hot swaged to 1/2 in. diam at 1380°F. Machined and degreased bar stock was vacuum annealed or hydrogenated, fabricated to 1/8 in. diam rod by hot swaging, annealed in argon for 1 hr at 1380°F !75O°C), and water quenched. The six yz lb Ti-Mo ingots were forged to Wi in. diam rods at 1600°F and then hot swaged to % in. diam. Machined and degreased specimens were vacuum annealed or hydrogenated in the /3 field, prior to fabrication, by swaging to Y4 in. rod at 1400°F. After fabrication, the 5 and 10.9 pct Mo alloys were annealed in argon for 16 hr at 1290°F and water quenched to give equiaxed a-B structures. The higher molybdenum content alloys were argon annealed 4 hr at 1470°F and water quenched to give all £ structures.

Nepheline syenite is a silica deficient crystal-line rock consisting of albite and microcline feldspars and nepheline, together with varying but small amounts of mafic silicates and other accessory minerals. Nepheline-bearing rocks are widely distributed around the world but only in Canada, Norway, the Union of Soviet Socialist Republics, and the United States are deposits worked commercially, Because of its low melting point and fluxing ability, nepheline syenite was investigated in the early 1900s by many students of glass and ceramics. Although the nepheline syenite deposits in Methuen Township, Ont., Canada, were discovered as early as 1897 it wasn't until 1935 that the first mill was erected to produce nepheline syenite products. In Canada, nepheline syenite deposits are worked by Indusmin Ltd. and International Minerals and Chemical Corp. (Canada) Ltd. who have combined production capacity in excess of 1800 stpd. Between 1935 and 1972 seven million tons valued at $78 million were produced from the Methuen Township deposits. In Norway, the Norsk Nefelin Div. of Elkem Spigerverket has produced nepheline syenite from a deposit on Stjernöy Island in western Finland since early 1960. Production has increased from 8 kt in 1961 to over 200 kt in 1980. Nepheline syenite has been under investigation in the Union of Soviet Socialist Republics (USSR) since at least 1928. In 1951 the first commercial alumina works was brought on stream at Volkhov, near Leningrad, utilizing nepheline concentrates from the Kola peninsula as mill feed. Since then two others have been completed and more are planned. Large quantities of portland cement, sodium carbonate, and potassium carbonate are produced in conjunction with the alumina. A material called nepheline syenite, but actually a pulaskite, is produced in Pulaski County, Arkansas, by the McGeorge Construction Co. for construction aggregates and by the 3M Co. for roofing granules. The Dome Fill Co. purchases the fines and uses them in the preparation of enclosed construction fill. Production is over 2,000,000 stpy. Chap. 16 on "Feldspar, Nepheline Syenite, and Aplite" in the 3rd ed. of Industrial Minerals and Rocks (Castle and Gillson, 1960) and Nepheline Syenite Deposits of Southern Ontario (Hewitt, 1960) contain excellent accounts of earlier commercial development of nepheline syenite as a glass and ceramic material. As in the 4th ed., this chapter deals mostly with the period since 1960 and with matters not previously reported in detail. An English monograph on Nepheline-Syenite and Phonolite (Allen et al., 1968) is a complete survey, at the time, of nepheline syenite which, with its very complete list of references, is an excellent source book. End Uses Nepheline syenite from the Canadian and Norwegian producers finds use primarily in the manufacture of glass and ceramics. One producer also makes several grades of nephellne syenite that are useful as extender pigments and fillers in paint, plastics, and rubber. In the Soviet Union nepheline is used in increasing quantities in the manufacture of alumina, alkali carbonates, and portland cement and to a lesser degree it is used in the manufacture of colored container glass.

The following tables showing the output of coal during the year 1913 have been secured y R. H. Morris, of Pocahontas, Alberta, Canada, for the use of the Committee through the kindness of John T. Stirling, Chief Mine-Inspector of Alberta. The principal mining districts are, Crow's Nest Pass, Calgary, Lethbridge, and Edmonton, the outputs from which were as follows: Tons Crow's Nest Pass 1,849,435 Calgary...: 627,461 Lethbridge ; 966,020 Edmonton 863,430 Total 4,306,346 Of this quantity there was exported to the United States, principally from the Crow's Nest Pass district, 138,201 tons of 2,000 lb., that being the ton used throughout the Province. This production consisted of lignite, bituminous coal, anthracite, coking coal and coal used in making. briquettes, as follows: Tons "Lignite coal" (lignitic?) 1,763,225 Bituminous coal 2,374,401 Anthracite coal 168,720 Coking coal 104,012 Coke produced 65,167 Briquettes produced 130,861 The only district in which coke was made is the Crow's Nest Pass district, and the entire product was consumed in Canada. An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. RESULTS of investigation of corrosion-fatigue of metals at the U. S. Naval Engineering Experiment Station, Annapolis, Md., have been discussed by the writer in several recent papers. 1.2.3.1 In those papers references were also given to the work of Haigh in 1917.6 Efforts by the writer to obtain a better understanding of some of the factors involved in corrosion-fatigue finally developed into a general investigation of the effect of time and cyclic stress on corrosion of metals. Corrosion fatigue of Metals As described in the papers mentioned, rotating-cantilever specimens, conically tapered so that the stress is nearly uniform over a length of about 1.5 in., were subjected to simultaneous fatigue and corrosion. For this purpose a stream of water was diagonally applied so as to sweep the specimen from the outer to the inner fillet and surround the stressed surface with water. The fresh water is a calcium carbonate water, the composition of which has been given in a previous paper .2 The salt water is Severn River water having a saline content about one-third that of sea water. The previous papers described results obtained with ferrous and nonferrous metals. As cold working is an important feature in a great many of the fabricating processes now applied, this paper presents some ideas of the nature and results of the plastic deformation produced in this operation. The art of manufacturing metal for practical uses is very old and has undergone very great development. The science of metals has also developed very rapidly recently and the various processes to which ,metals are submitted are much better understood now than they were even a short time ago. All the knowledge that can be obtained on this subject is useful because it promotes efficiency in converting metal into finished articles. ATOMIC ARRANGEMENT IN CRYSTALS In the solid state all metals are crystalline. The atoms are arranged in, a definite symmetrical configuration, which is repeated at regular intervals, and thereby defines what we may term a lattice. Presumably . the atoms exist as positive ions. The dissociated electrons place themselves between groups of positive ions, and thus define a second lattice, an "electron lattice." From such a point of view, the crystalline forces which hold a metal together are the electrostatic attractions between positive ions and negative electrons. The particular type of lattice into which a metal crystallizes depends on the number of these lattice electrons given up by each atom, and is thus connected very closely with the chemical valence of the metal.

A GROWING uneasiness in the oil fields indicates that doubts are arising as to the efficiency of the present technical, economic and legal arrangements affecting production. Recent documents of the federal government, debates in state legislatures, editorials in the daily press and statements of oil company executives re-echo the notion that the present methods of producing oil satisfy neither the business man nor the public. Such intimations are of utmost importance, since oil is a vital clement in modern industry and dependence upon it increases as new uses develop. SECTION I-PRESENT SCHEME OF COMPETITIVE EXPLOITATION IS WASTEFUL The oil industry has convinced itself, for very good reasons, that the present scheme of competitive exploitation results in losses, both in terms of quantities of oil and in terms of profits. The story of these losses is familiar enough, and it is necessary only to distinguish and summarize briefly certain factors that are of importance to the following argument. Oil pools are exploited under a competitive economic system based on private ownership and contract; the hope of profits attracts capital and enterprise, and competition is supposed to serve as a regulative factor. Whether such a scheme of industrial organization works is partially dependent on the ability of the producer to withhold or produce is commodity as he sees fit, in accordance with the dictates of market demand.

THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author's attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months' operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses' of typical lime scale samples are as follows:

Uranium, discovered in 1949 at Rum Jungle, 40 miles south of Darwin, N. T., was mined and processed to U3O8 from 1954 to 1963 by the Territory Enterprises Pty. Ltd. TEP is a Government company managed by Conzinc RioTinto of Australia Ltd. During this period, the uranium oxide was sold under contract to the Combined Development Agency, a joint Anglo-American uranium procurement agency. When the contract terminated in 1963, more than 31/4 million pounds of uranium oxide had been delivered which had been mined from three open pits. Copper ores, found with the uranium, necessitated the addition of a copper circuit to the concentrator. Copper concentrates containing 12,981 pounds of copper were also produced. Rum Jungle was the largest single industrial enterprise in the Northern Territories and, as such, was an important economic and social factor in this sparsely settled tropical region. To stretch out the life of this enterprise for the above reasons, and with the added possibility that the uranium market might improve, the Commonwealth mined out and stockpiled 650,000 tons of ore containing 9.6 lb of U,O, per ton, which is sufficient to sustain the treatment plant at 200 tpd until about 1971. In the plant, uranium is recovered from solution by solvent ex- traction. Current output is being stockpiled pending suitable market conditions.

A well known but unexplained experimental fact is the observation1 that aluminum shows a pure <111> wire texture, in contrast with other fcc metals, which have a mixed <100> <111> texture at moderate reductions. A possibly related single crystal observation on aluminum is the following:2 under tensile deformation <111> single crystals are stable (maintain their original axial orientation), while <100> crystals are unstable at room temperature and become stable at lower temperatures. This suggests that at room temperature, as proposed by Yen and Hibbard,3 the single <111> texture obtains be- cause <100> orientations are unstable in the poly-crystal. It also implies that for wire drawing at lower temperature a <100> component of the texture might be expected since that orientation is then stable. This possibility has been examined by wire drawing at temperatures near 77°K. The apparatus was designed to be used with an existing draw-bench, a steel trough acting as die holder and containing sufficient liquid nitrogen to immerse the wire entering the die. The trough is insulated by a styrofoam container to prevent excessive boiling of the bath. The wire emerging from the die enters a polyethylene tube, into the far end of which the grips are inserted. THE Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present to the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated- in-fact, considerable data have already been accumulated-that next year complete maintenance costs by districts can be presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies through- out the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. The increasing emphasis upon the use of refractory metals has resulted in a closer look at some of the properties of these materials. In the course of a study of the Nb-N system it became necessary to re-examine one such property, the spectral emissivity, e. Experiments were performed in order to determine e for solid niobium as a function of both temperature and nitrogen content. The results of these experiments, which indicate a small but significant correction to the spectral emissivity of pure niobium, are reported herein. In addition, data on the total emissivity, et, of niobium and the spectral emissivity of the nitride Nb2N are given. To this author&apos;s knowledge, neither of these emissivities are as yet reported in the literature. Previous studies of the spectral emissivity of niobium have been few. In 1915, Burgess and Waltenburgl obtained a value of 0.49. Whitney? in 1935, used a Mendenhall V to obtain the commonly accepted value of 0.374. A recent investigation of sintering of niobium graphically reported a value of about 0.36= using a solid block of the metal with a blackbody hole drilled into it. In the exploitation of large porphyry type deposits where a cut-off has to be applied and where "internal waste" exists, planning people ask the geologist for the estimated grade of small blocks. Comparison with actual production figures and blast hole assays shows that any kind of weighted average of neighboring DDH (diamond drill hole) samples provides an excessingly smooth picture of reality, resulting most of the time in overevaluation of tons of ore. Solutions based on examination of Past production data exist14 but it would be necessary to have a solution which can be applied before production starts as the preceeding problem also results in an overestimation of the total reserves, often by as much as 20%, thus changing the mine life accordingly and destroying any "optimum planning" which could have been done. The proposed alternative is to forecast the grade distribution of small blocks in a larger block, sufficiently well documented. Several Possible ways to estimate these distributions are reviewed and emphasis is placed on recently developed methods (source G.
