THE United States Smelting Refining and Mining Company maintains an ore-purchasing department for procurement of custom tonnages of milling and smelting ores and concentrates for treatment at its Midvale plant. Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. IN the course of the examination, at the Bureau of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undertaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the Jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed."

While the occurrence of phosphorus in coking-coal has assumed less importance with the development of the opeu-hearth method of steel-making, it may not be without interest to note the form in which phosphorus exists in one particular coal-seam. In the examination of what is known as the Big seam, which outcrops a few miles west of Columbiana, Ala., my attention was called to the distribution through the coal, in the form of minute veins and particles, of a resinous-looking substance. A small amount of this was selected, and was provisionally identified as evansite (Al6 Y2 O14, 18 Aq). Subsequently, through the courtesy of Dr. J. Sharshall Grasty, of the Geological Department of the University of Virginia, I was able to secure an additional amount of material, which was purified down to about 0.3 g. This was examined by Prof. John J. Porter, of the University of Cincinnati, and gave the following partial analysis: Per Cent. Loss on ignition,......... 37.43 Phosphoric anhydride,..10.33 Alumina,..........36.33 There was also a trace of silica, and quite a considerable quantity of lime and magnesia. Professor Porter was led to think that the material was not pure, but a mixture of several of the phosphates of aluminum carrying lime and magnesia. The material available did not permit of the convenient determination of the other ingredients. One form in which phosphorus occurs in coal is evidently as a hydrated phosphate of aluminum; and any coal which shows to the eye the occurrence of a light-colored resinous-looking material should be looked on with suspicion as being high in phosphorus.

The first Diesel-electric locomotives for the Mesabi iron range of the Lake Superior district were put into service last summer by the Oliver Iron Mining Co., U. S. Steel subsidiary. There were ten of these locomotives, rated 1000 hp. and weighing 125 tons each. They are designed for service from 16 to 24 hours per day to haul trains of loaded ore cars from open-pit mines, 200 to 400 ft. deep, on a two to eight-mile haul to the top of the pit. The locomotives push or pull the trains over switchbacks and up heavy grades with 5 per cent maximum against the load. High tractive effort, less smoke, and ability to negotiate sharp curves were among the reasons for the selection of Diesel-electric locomotives.

X-ray diffraction, differential thermal, ad rnetallo-graphic methods were used to establish the Dy-Pb Phase diagram. Lead additions lower the 1377°C transformation temperature of dysprosium to 1360°C leading to an inverted peritectic reaction. The 327°C melting point of lead is lowered by dysprosium additions to about 326°C yielding a eutectic reaction. A second eutectic reaction occurs at 13.3 at. pct Pb and 1200°C. The dysprosium-richest intermetallic compound DysPb3 melts congruently at 1695°C and crystallizes in the hexagonal Mn5Si3 (D8,) type structure. The peritectic decomposition temperatures for the remaining compounds are Dy5Pb, at 1555C, DyPb2 at 955C, and DyPb3 at 880°C. A fifth compound near the DyPb stoichiometry exists over a 310°C temperature range decomposing at 1130°C by means of an inverted peritectic reaction and melting incongruently at 1440°C. The crystal structures of the compounds are discussed. A systematic study of the rare earth-lead alloy systems is underway in an effort to supply information concerning the alloying behavior of the rare earth metals. The Dy-Pb phase diagram is the fourth system to be investigated in this study. The Yb-Pb,1 Y-Pb,2 and Eu-Pb 3 diagrams have been published recently. Utilization of the rare earth series of metals as a research tool in this manner should yield a better understanding of alloy formation. EXPERIMENTAL PROCEDURE Materials. The lead used in this investigation was obtained from Cominco Products, Inc., and was specified to be 99.99 pct pure. The dysprosium was prepared in this Laboratory by the calcium reduction of the fluoride followed by distillation of the dysprosium. The major impurities in the dysprosium in ppm are: A1 (<40), Ca (400), Er (<50), Gd (<200), Ho (<200), Mg (<50), Si (30), Ta (400), Tb (<100), Y (<50), 0 (651, H (15), N (not detected), F (430), C (35). Alloy Preparation. Most of the alloys were prepared by melting weighed amounts of dysprosium and lead in sealed tantalum crucibles. The tantalum crucibles were sealed by are-welding in a He-Ar atmosphere welding chamber. Thus the alloys are in contact with He-Ar at about 1 atm pressure. Homogenization was achieved by holding them in the liquid state for about 1 hr, cooling, inverting the crucibles, remelting, and repeating the process at least twice. Since these alloys were prepared in sealed tantalum crucibles, chemical analysis for final composition was thought to be unnecessary. No detectable reaction of these alloys with the tantalum crucible was observed by metallographic examination. Metallographic evidence was also used to confirm the homogeneity of some of the alloys prepared in this manner. The compositions of a few alloys, which were prepared by nonconsum-able are-melting, were corrected for the small weight losses involved by assuming that the weight loss is due to vaporization of lead. The specimens obtained from the alloy samples were prepared under a dry-argon atmosphere because they were rapidly attacked by air and moisture. Thermal Analysis. Differential thermal analysis methods were used to determine the liquidus curves and reaction horizontals of the system. Both Pt vs Pt + 13 pct Rh and W + 5 pct Re vs W + 26 pct Re thermocouples were used to measure the temperature. An X- Y recorder was used to record the specimen temperature and differential electromotive force between the specimen and molybdenum standard. The arrest temperatures were measured potentiometri-cally. The accuracy limits (* values) associated with the reaction temperatures obtained by this method were estimated on the basis of both the reproducibility of the particular temperature value and the accuracy of the thermocouple at a given temperature. Liquidus temperatures were obtained from cooling arrest data while both heating and cooling arrest data were used to establish the horizontals of the diagram. Heat treatments during the thermal analyses of the alloys between 40 and 70 at. pct Pb were necessary in order to approach equilibrium conditions. The samples were held at temperatures between the various peritectic horizontals for l to 2 hr before the thermal analyses were continued. The entire range of compositions was investigated at the expense of a minimum amount of materials by adding appropriate amounts of lead to master alloys. More than sixty alloys were analyzed by this differential thermal method and for each alloy the results given herein are taken from two or three heating and cooling cycles. X-Ray and Metallographic Methods. Slice specimens for metallography and powder specimens for X-ray diffraction were prepared from rod-shaped samples which had been melted in sealed 0.62 5-cm-diam tantalum crucibles. The specimens were heat-treated in sealed tantalum crucibles which were protected by sealing them in argon-filled quartz ampules. Quenching was accomplished by breaking the ampules in ice water after heat treatment. X-ray powder specimens were sealed in 0.3-mm-diam glass capillaries under a dry-argon atmosphere. Copper, iron, and chromium radiation were used to obtain the powder patterns for these alloys. More than 150 powder patterns were obtained for specimens of various compositions and heat treatments. Perhaps some light can be thrown on the matter by using the formulas derived by Dahlstrom. Let us consider several geometrically similar cyclones where the apertures e and b are equal and proportional to the diameter D and which are operated with the same pressure drop. Whatever the name used, the above equation shows a slow increase in the fineness of separation when the diameter of the cyclone decreases. For example, if a 14-in. cyclone gives a 400-mesh separation (37 microns), geometrically similar cyclones, having the same pressure drop will give separations at the sizes shown below.

FoR most of their practical applications metals are required to withstand stresses of appreciable magnitude: indeed, it id because they possess the quality of resisting stress without becoming permanently deformed that they find such extensive use in the service of man. Metals and alloys must, in service, usually behave as elastic substances—or nearly so. It is not difficult to satisfy this condition at ordinary temperatures. Iron and its alloys, especially the steels, are at normal temperatures excellent elastic bodies, capable of satisfying most of the mechanical requirements of the engineer: where electrical, chemical or other properties are impor-tant, which cannot be met by steels, it is usually possible to find a non-ferrous alloy such as nickel, copper or aluminum, which will prove satisfactory. When the metals or alloys are not inherently sufficiently elastic, cold-working or heat-treatment may develop elastic properties to a sufficient extent for practical needs. By means of relatively simple, rapid tests we can measure such properties as elastic modulus, limit of proportionality and proof stress, upon which design can be based with confidence. The case of the soft metals, such as lead and tin, is well known to be exceptional. They possess no definite limit of elasticity, and the value of proof stress or tensile strength depends to a great extent on the speed with which the test is carried out. Design here must be based on other considerations than a well-established theory of the proportionality of stress and strain. It is now generally recognized that steels and non-ferrous alloys possess at temperatures not greatly exceeding that of the atmosphere, characteristics quite different from those existing at ordinary temperatures, and that they assume qualities similar to those of the soft metals. Not only have they no limit of elasticity, but the proof stress and the ultimate stress depend on the time of application of the load. Flow under load may persist for long periods of time, possibly indefinitely, and the determination of a true maximum stress becomes a matter of great difficulty.

Six intermediate phases occur in the Nb-Zn sysThese phases form by peritectic reactions at 1120°, spectively. The Nb Zn 15 phase appears as the minor phase in the eutectic structure, and the terminal phases remain nearly pure niobium and zinc even at high temperature. Vapor -pressure measurements on the four high-temperature phases (Nb Zn to Nb Zn 3) permitted estimates of the composition limits of these phases and the calculation of approximate values of AFO, AH°, and AS°. 1 HE present study of the constitution of the binary Nb-Zn system was a part of an analysis of the mechanism by which coatings of the Nb-Zn intermediate phases protect niobium against oxidation at high temperature.&apos; Since the primary interest in these phases was in coating service, attention in this study was given principally to the four phases stable at high temperature with only cursory attention to the two low-temperature phases. The solubility studies of niobium in zinc by Martin, Knighton, and Feder2 and the reports from the present study of the Nb-Zn coating represent the only published data pertaining to this system. Previously Hodge, Evans, and Hoskins, in an experimental survey, had noted that niobium was not resistant to attack by molten zinc, but no further observations were reported. EXPERIMENTAL PROCEDURES a) General. The nature of the binary Nb-Zn system precluded the use of more conventional methods of determining the phase equilibria such as thermal analyses of a series of cast alloys. An extrapolation of the liquidus data of Martin, Knighton, and Feder2 to higher temperatures suggested that the solubility of niobium in zinc would remain low in the entire temperature range of interest. The preliminary results of the present studies showed that all of the high-temperature intermediate phases form by peritectic reactions. Thus the sluggish nature of this type of reaction and the steepness of the liquidus indicated that thermal analyses would not yield reliable data. The peritectic reactions, of course, precluded the direct formation of samples of the individual phases from the melt. b) Materials. The niobium and zinc used in the present studies were of high purity. The niobium, in the form of 0.1-in.-diameter rods, contained 30 ppm 0, 30 ppm N, and 15 ppm C. Manganese Products, Inc. has developed a chemical process for the recovery of high-grade manganese oxides from low-grade manganese ores. Ammonium sulphate is also produced. Manganese ore is leached with sulphurous-sulphuric acids. The impurities are removed with ammonia, heat, and air. Manganese oxides are produced by addition of more ammonia and air under pressure. Ammonium sulphate is recovered from the remaining solution.

MANY engineers currently are working harder than usual, in part because of the demands being made upon them for increased production in the war effort, and in part because engineers are in short supply so that there is more to do for those who are available. In some instances the question has come up as to what additional payment, if any, should properly be made for overtime work, and to what extent is such payment legally permitted under the rules of the Salary Stabilization Board. Most engineers employed in an executive, administrative, or outside salesman capacity are not paid for overtime. They are paid for doing a job instead of for the hours they put in, and are free to do all the unpaid home work they feel they should do after dinner, as well as to do a bit of thinking and worrying during wakeful hours in bed. But engineers employed in a strictly professional capacity normally have standard office hours. Some employers pay for overtime and some don&apos;t. Their practice as it existed on Jan. 25, 1951 may be continued. In the absence of such practice at that time, the Salary Stabilization Board says that the engineer may now receive additional compensation up to his straight-time rate for an extended work week. No formal approval of the Board is required. "A professional engineer," in the mind of the Board, "is a person employed in a professional capacity, who, by reason of his special knowledge of the mathematical and physical sciences and the principles and methods of engineering analysis and design, acquired by professional education and practical experience, is qualified to practice engineering." Inducted Engineers A letter from a young man just inducted into the service and fearful that his engineering training is not going to be utilized reached us last week from Fort Riley, Kan. The AIME, cooperating with the other Founder Societies, is doing what it can, through the Engineering Manpower Commission, to see that engineers are not being wasted in the military establishment. So we passed this young man&apos;s letter along to T. A. Marshall Jr., executive secretary of that Commission. Mr. Marshall tells us that the normal procedure now being followed by the Army in handling Selective Service inductees is to have them first complete 16 weeks of basic training before assignment to specialized categories. During that time they are classified. If one has an engineering degree he should be classified as scientific and engineering personnel at the end of the basic training period. He should then be transferred to a technical detachment and assigned an MOS (Military Occupational Specialties) reflecting his education. If a young man is looking for a commission, it might be added that the current policy in the Army is to transfer to OCS (Officer Candidate School) applicants for commissions in the infantry only. The local unit commander can give information on this point, based upon the aptitude shown in tests. In view of the current shortage of engineers, it is believed that a young man should seriously consider remaining in enlisted status unless he can obtain a commission in a branch of the service that can make full use of his technical skills. His work may thus be more to his liking even if his uniform is not. New York or Atlantic City? In which place is it preferable to hold the annual meeting of a professional society like the AIME-New York or Atlantic City? That is, a winter meeting. The American Society of Mechanical Engineers has held its recent meetings at Atlantic City, with increasing attendance and satisfaction. The American Institute of Chemical Engineers chose Atlantic City for its recent December annual meeting. Only twice has the AIME ever met in this famous seashore resort: in 1898 and 1904. Chief advantages of going to Atlantic City over New York are that technical sessions are better attended, there being little else to do there in Winter; the cost to members is less, and hotel facilities are better adapted to a large meeting. As to cost, take a banquet, for instance. The Chalfonte-Haddon Hall, which caters especially to winter conventions, charges about $7 for a banquet dinner of standard quality. A similar dinner at the Statler in New York would cost about $8.50, and about $10.50 at the Waldorf-Astoria. (The charge for tickets is somewhat greater than this because of the cost of music, programs, flowers, and other incidentals.) Rooms, too, are somewhat less at Atlantic City, two in a room being accommodated for about $7 per day each, compared with $7 to $10 at a headquarters hotel in New York. On the other hand, AIME headquarters is put to some extra expense for staff travel, food and lodging, and members living in New York and environs are forced to pay a hotel bill. New York, of course, has more varied amusements to offer, plenty of big stores, and the glamour of a big city. The choice may be discussed at the forthcoming meeting in New York. In the meantime if any reader cares to express an opinion one way or the other we shall be glad to hear it. College Scholarships Most parents of children in the later stages of high school find it necessary to give some consideration to the cost of a college education. Although salaries have increased substantially it seems that the cost of the necessities of life, such as food, housing, and maintaining the family automobile, have gone up even more, so the problem of financing the children&apos;s education is as acute as ever. Many overlook the possibility of scholarships, or feel that only a student at or near the top of his class has a chance to get one. As a matter of fact, close to 150,000 scholarships and more than 15,000 fellowships, worth some $42,000,000, are available in 1200 American colleges and universities. Those who are interested should send 55¢ to the Superintendent of Documents, Government Printing Office, Washington 25, D. C. for a 248-page publication just issued by the U. S. Office of Education, entitled "Scholarships and Fellowships Available at Institutions of Higher Education."

J. E. Harris (Berkeley Nucclear Laboratories, England)—Greenfield et al.11 attribute abrupt changes in slope of their log o/log i curves for heat-treated Mg/0.5 pet Zr alloy (zA) to &apos;atmosphere&apos; locking. It is proposed here that a more reasonable explanation of the apparent strengthening at low rates of strain can be based on precipitation either during the preanneal or during the creep tests. All the tests were carried out above 0.5 Tm where solute atmospheres are likely to be largely evaporated2 and can migrate sufficiently rapidly so as not to impose any &apos;drag&apos; on the moving dislocations. McLean3 has derived an expression for determining the temperature Tc above which, due to the high-migration rate of the atmospheres, Cottrell or Suzuki locking can play no part in determining creep strength. This expression, which holds for an applied shear stress of not greater than 5 X 107 dynes per sq cm is: Tc/Tm= 7/6.8 - log10? where i = secondary creep rate The values for T, corresponding to the maximum and minimum reported creep rates at each temperature have been calculated from the data of Greenfield et al. These are given in Table VII. All the test temperatures were above T,, the margin being greater for the higher temperatures and for the lower strain rates where the breaks in the log s/log ? curves occurred. Dorn and his collaborators14, 17 have studied systematically the effect of solute hardening on the creep properties of an A1/3.2 at. pet Mg alloy. In the temperature range where strain aging occurred in tensile tests, abnormally high-activation energies for secondary creep were obtained but at temperatures above 0.43 Tm, solute alloying did not have any effect on the creep parameters. Moreover, there have been no reports of any strain aging phenomenon during elevated temperature tensile tests with ZA material.18 Instead of the observed strengthening being due to atmosphere locking, it is now proposed that precipitates play an important role in enhancing the creep strength of the material. There are two possibilities—precipitation of zirconium hydride during the high-temperature preanneal and/or precipitation of the hydride or a-zirconium during creep. On the basis of the former the results can be interpreted in terms of a critical stress being necessary to force the dislocations through or over preexisting precipitates. From the latter, if the strengthening is due to pre- cipitation during the test then hardening should be associated with a critical strain rate. At low rates of strain, time is available during the tests for precipitation to occur either directly onto dislocations (thus pinning them) or generally throughout the matrix (which would impede dislocation movements). Examination of the data of Greenfield et al. suggests that both mechanisms may be operative since they observed precipitation during creep and also found that their alloys exhibited high-creep strength in the early stages of the low-stress tests, i.e., before creep-induced precipitation had time to occur. It is not easy to understand why they considered that precipitation of zirconium hydride is unlikely to occur at 600°C while it can take place in tests in air at as low a temperature as 200°C. Precipitation of the hydride during the preanneal cannot be ruled out merely on the basis of metallographic examination. Hydride precipitates in ZA type alloys are very small and can only be accurately resolved in the electron microscope.9 For example, in this laboratory20 hydride platelets with major dimensions <(1/10) µ have been observed by electron transmission through thin film specimens of hy-drogenated ZA material. Complex interactions between dislocations and such particles are illustrated in Fig. 12. Additional evidence for precipitation during pre-annealing is provided by the data presented in Greenfield&apos;s Fig. 1 and Table IT. These show that the creep strength at 200o and 400°C increases with the time of preanneal at 600°C. Such increases cannot be explained on the basis of increases in grain size alone for further improvements in strength were observed when the material was annealed for longer times than that required to stabilize the grains. Although the main discussion is confined to ZA material, similar arguments can be used against the strain aging hypothesis proposed to explain the binary Mg/Mn alloy data. In this case no precipitation is possible during the preanneal, but precipitation-hardening during creep can occur.

T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month&apos;s issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future&apos; fuel resources, the development and distribution of electrical power, all &apos;cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

(Cleveland Meeting, October, 1912.) THE practice of carbonizing steel for the purpose of case-hardening has assumed great commercial importance within the past, 10 years. Formerly, case-hardened steel was held in more or less contempt, since it. was considered a cheap substitute for tool-steel. This is no longer the case. The development of the motor-car industry, and coincidentally that of modern alloy-steels, has resulted in overcoming many difficulties formerly experienced in case-hardening. This result has been accomplished by increased knowledge regarding the analysis of the steel which would respond most readily to case-hardening, and by more careful methods of treatment of the carbonized steel. The ordinary method of carbonizing consists in packing the steel with the carbonizing-material in cast-iron boxes and placing them in a furnace at a temperature of from 1,500° to 1,900° F. for a time sufficient to give the required depth of cc case." The steel is then either quenched directly from the box, or is allowed to cool without unpacking, and finally given a single hardening-heat., or, for special work, two or three heats. During the year 1911, more than 100,000 tons of carbonizing-material was sold in the United States, at an average price of probably $55 per ton. More than 85 per cent. of this material consisted of granulated bone. Within the past four years, many manufactured compounds have been placed on the market, consisting largely of some form of carbon or carbonaceous material, with or without the addition of chemicals. Steel will absorb carbon placed in contact with it at the temperature of the atmosphere. The reaction is exceedingly slow, but. increases rapidly with increasing temperature. INTEREST in the use of graphite as a high-temperature engineering structural material has recently increased markedly. However, actual use of this material has been limited, in part because information about its high-temperature mechanical properties has been lacking. The information needed includes not only reliable values for the properties, but also how to control these properties. Malmstrom, Keen, and Greenl have reported on the tensile and creep properties of some graphites above 2700° F (1500°C). They observed measurable creep under tensile loading at 4000 OF (2200 °C) and higher, with elongations of about 7 pct at 4500°F. Their typical elongation-vs-time curve showed the normal three stages of creep found for many metals at elevated temperatures. The specimens used were heated by passing an electric current through them. This method of heating caused a significant difference between the surface and axis temperatures, and may have affected the results. More recent work by kattus, in which the specfinens were also heated by their own resistance, showed very little plastic deformation for either slow or fast tensile testing or for creep testing. Work at this Laboratory, already reported,3 showed that for temperatures above 4500 "F and under conditions of slow tensile loading some commercial graphites exhibited elongations up to 20 pct. The work reported here is the continuation of a study of the tensile creep behavior of some commercially available synthetic graphites at temperatures up to 5300°F, and is preliminary to a more systematic investigation of the variables governing the high-temperature mechanical properties of graphite. MATERIALS TESTED The tests were conducted on six blocks from four lots of synthetic graphite bearing four different commercial-grade designations. These blocks were selected because their tensile stress—strain properties had been determined in previous work.3 Table I pre- sents the available information, supplied by the producers, on the processing of these materials. Also included in this Table are the densities and the tensile strengths at room temperature and 4500°F determined by the authors. EXPERIMENTAL TECHNIQUE The furnace used to heat the specimens for testing is shown in Fig. 1. The heating element was a graphite tube, 3-in. OD by 2 1/2 in. ID by 24 in. length. Epitaxial layers of silicon have been grown on single-crystal quartz and alumina by two types of chemical reaction the hydrogen reduction of trichlorosilane and b) the pyrolysis of silane. These reaction systems are described. The cqsfallography of the two systems, as determined by electron and X-ray diffraction, is discussed, and epitaxial mechanisms suggested. The electrical behavior is briefly considered, and the design and properties of field-evert devices fabricated in the epilaxial material are also discussed. RECENT work carried out in these laboratories" has shown that it is possible to obtain epitaxial deposits of silicon on single-crystal quartz and alumina. The purpose of this paper is to describe the method of preparation of these layers using both the hydrogen reduction of trichlorosilane and the pyroly-sis of silane, to compare the crystallographic behavior of films on the two substrates, and to present some initial results of the electrical behavior of silicon layers on alumina. The structural study has been carried out using electron and X-ray diffraction and electron microscopy. The electrical assessment has been made in terms of conductivity and mobility determinations by the van der pauw3 technique, and by measurements on metal-oxide-semiconductor assemblies. 1) FILM PREPARATION Both quartz and alumina substrates, approximately 1 sq cm in area and 0.4 mm thick. were prepared from slices cut parallel to within a few degrees of (11.0), (10.0), and (00.1), and polished mechanically down to about 0.3 p diamond grade. Chemical polishing of alumina slices, using phosphoric acid at elevated temperatures, has also been used; epitaxial silicon layers have been grown on these substrates, but the process is not entirely reliable, possibly because the large strain present in the Verneuil-grown alumina crystal affects the chemically prepared surface. The two reaction systems are fairly conventional and are described briefly below. a) Trichlorosilane-Hydrogen System. The apparatus is shown schematically in Fig. 1. The substrate was heated by induction, with a fused-quartz encapsulated graphite hemicylinder as susceptor. AT the 1902 May meeting of the Iron and Steel Institute, the, authors presented a paper on " The Elimination of Silicon in The Acid Open-Hearth," wherein they recorded a few typical examples of certain Siemens charges out of a very large number specially watched for the purposes of that research. The main deductions drawn from those experiments have been accepted in all the intelligent criticism during or after the discussion on the paper. One opinion, however, was rigidly held by all who mentioned the matter, with the single exception, perhaps, of Mr. Lange, and that was the necessity for the attainment and the maintenance of an abnormally high temperature in order that the percentage of silicon in the metallic bath might increase, or that an unusually large proportion of silicon might be retained in the metal. The original decision was ar-rived at on the results of scores of trials, and has since been the subject of frequent experiment. The authors still retain their opinion that although, naturally, a higher temperature will accelerate the (probable) action between the carbon of the steel and the excess silica of the slag, they then fairly proved, and have now abundantly confirmed the fact, that around the temperatures occurring in Siemens steel-making practice the chemical composition of the slag, particularly with regard to its acidity, is the factor which determines whether the percentage of silicon in the molten steel shall increase or decrease. In the discussion in 1902 Mr. Saniter called attention to Mr. H. H. Campbell&apos;s work, and in the reply the authors also mentioned that of Messrs. Winder and Brunton of 1892, the two

A NOTABLE feature of the practice of the American mining engineer is the fact that &apos;his field has been world wide, and the results of his work may be found in all countries. For this reason, the mining engineer is particularly interested in any legislation tending to restrict his freedom in this respect. In their zeal to improve the status of the professional engineer, those responsible for the enactment of the registration laws now in effect in various of the United States may have introduced a practice that will result very much to the detriment of the American mining engineer. He is preeminently interested in the maintenance of the professional "open door," and fame may be the reward of him who calls the first "International Conference for the Limitation of Restrictive Legislation." There is no reason why these United States should be the only country to regulate the practice of professional engineering and, in fact, the movement is spreading beyond its borders. Already, it is necessary for the mining engineer to be thoroughly conversant with the various state laws in order to insure his right to pursue his calling. It may soon be necessary for him to make sure of his status in foreign countries before undertaking work in them.
