The 24-in. crude-oil line. and- the 20-in. petroleum-products line, built as a war emergency by the United States Government and running from points in Texas to the New York-New Jersey-Philadelphia area, were constructed only because of the inability during the war to continue nor-inal ocean tanker movements from the Gulf Coast to the East Coast. The postwar disposition of these lines may be considered as one of the important problems of the postwar readjustments in the oil industry, if not the most important one. In the first place there appear to be many complications in keeping the lines in crude-oil or petroleum-products service. This conclusion was reached also in a study by T. E. Swigart, President of Shell Pipeline Corporation.' Since the lines are too largc for any one company to utilize, and since it appears likely that a surplus rather than a deficiency of tankers will exist after the war, most companies probably will feel that they can achieve lower costs and more satisfactoiy results from the resumption of tanker movements to the East Coast rather than by endeavoring to take over or utilize the capacity in the large pipe lines under some tariff-rate structure. As for using the lines for making deliveries to the middle west or central eastern areas, it would appear that when the war is over and normal transportation arrangements can be resumed, there will be no need of any extra capacity for such deliveries. Therefore, the War Emergency lines could be utilized for this purpose only if privately owned pipe lines and other transportation facilities were to be displaced. Against this rather unprepossessing prospect for use in petroleum or product service is the fact that at or near the source of the lines lie the greatest developed gas reserves in the world, for much of which there is at present no satisfactory market outlet; and at the other end of the lines lies one of the greatest concentrations of population in the world, which is not now served by natural gas. These who have been fortunate enough to use natural gas can have little doubt of its desirability as a domestic fuel. An analysis of the market potentialities and comparison with other areas where natural gas is being distributed, and where it has displaced manufactured gas, makes it seem clear beyond question that the full capacity of both of the large-diameter lines could be fully utilized in this service, and this without creating any undue drain upon the gas reserves of the nation. On the basis of an estimated capacity of roo to 120 billion cubic feet per year, the gas that might be marketed through these lines would amount to only 3 to 4 per cent of the total con-

THE mine and plant of the United Verde Copper Co., located in Yavapi County, at Jerome, Arizona, have been described in various technical publications and, therefore, a brief outline of its essential features will suffice. The orebodies are of the schist replacement type, the main sulfide mass being a large lens-shaped body approximately 7 acres in cross-sectional area. In general, the mineralization is found along the iron-schist contact, with the orebodies extending-about 1000 ft. along this contact and varying from a few feet to 250 ft. in width. The mine is located on a mountain slope and has openings into it on three horizons, as follows: 1. Raises and ore passes open vertically into the shovel pit. These extend down to the 1000-ft. level, where they terminate as loading bins in the Hopewell adit. The main fan intake air shaft, which also extends vertically down to the 1000-ft. level, has its surface opening on the hillside at the extreme north end of the shovel pit, and the main mine air return exhausts through a raise at the extreme south end of the shovel pit. 2. The 500-ft. level adit. 3. The Hopewell adit on the 1000-ft. level. The mine has a vertical downward extent of 2000 ft. below the 1000-ft. level. Underground operations are carried on through two main shafts, both of which are wholly underground. Shaft 5 is the ore-hoisting shaft. It has three compartments and extends from the 800 to the 3150-ft. level. Shaft 6 is the service shaft, and is used for lowering and hoisting men and material. It has a large cage compartment and three smaller compartments for counterweights, ladderway, and pipe and power lines. This shaft extends from the 500 to the 2550-ft. level, and is now being extended to the 3000-ft. level. An air shaft for the downward movement of fresh air from the fan has been provided, and extends to the 2550-ft. level at this time. Work has been started to extend this air shaft to the 3000-ft. level. A return airway for vitiated mine air, in the form of raises and short connecting drifts, extends downward to the 2100-ft. level.

T HE preceding chapter has recorded the initiation of mineral industry education during the period 1890-1910 in numerous institutions that had not previously offered it. It should also be emphasized that in many institutions where instruction had begun before 1890, as recorded in earlier chapters, but had not yet become firmly established,, this period was one of marked growth and development. This was not universally true, however, for at the Universities of Pennsylvania, Michigan, Illinois, Wisconsin, Washington (St. Louis), Iowa, Vanderbilt and Tennessee, and at the Polytechnic College of Pennsylvania, mineral industry instruction was being dropped during this period, instead of gaining in strength. It is necessary to emphasize this, because writers on the subject have not infrequently , attempted to make a much too simple correlation between mineral -discovery or production and the intensity of student interest in mineral industry curricula. It would naturally be true that periods of large mineral production would, in general, coincide with cycles of business prosperity, and the latter are conducive to starting new ventures, educational as well as business. It should be equally evident that opportunities for business and professional success might, in such periods, appear to increase at a more rapid rate in industries other than mineral, or in the utilization of minerals rather than in their production. The author has not been able to perceive any simple and clear relation between interest in mineral industry education and mineral discovery, production, and utilization, or general business prosperity. On the contrary, the more the problem is studied the more complex the factors involved in it appear to be. In a later chapter an attempt will be made to analyze them in more detail.

The principle formulated by Grossmannl for calculating hardenability of steel by multiplying the ideal diameter of "pure" iron-carbon alloys by factors for grain size and alloying elements has been confirmed on many steels and has proved useful in designing substitute alloy steels. Grossmann found that the typical behavior of the multiplying factors was to increase directly in proportion to the amount of the alloy present in a steel. However, the multiplying factor for the effect of silicon on hardenability was found by Grossmann to increase to a lesser degree as the amount of silicon was increased. In view of the increasing use of silicon in heat-treating steels, the effect of silicon on hardenability is becoming more important. Calculation of the hardenability of high-silicon steels made at the Union Carbide and Carbon Research Laboratories, Inc., indicated that the multiplying factor for silicon increased directly in proportion to the amount of silicon present. A more extended study of high-silicon steels covering fairly wide ranges of grain size, carbon, manganese, and aluminum has confirmed that up to 2 per cent silicon the multiplying factor is directly proportional to the silicon content. Manganese and aluminum factors have also been! determined. The results of the study offer strong confirmation of the general validity of Grossmann's multiplying principle. Testing Procedure Steels on which the study of the effect of silicon on hardenability was based were made in high-frequency induction furnaces using Armco iron and standard alloying materials. The ingots were forged to bars, and sections were normalized prior to machining Jominy hardenability test specimens. The Jominy test was carried out under standard conditions.2 The depth of hardness penetration for determination of ideal diameter at "half hardness" was taken at the hardness level indicated in Fig. 29 in Grossmann's paper by the solid line for 50 per cent martensite in plain carbon steel. The depth of penetration of hardness on the Jominy specimen was converted to ideal diameter by the relation given in Fig. 28 of Grossmann's paper. Chemical analysis was determined on a sample taken adjacent to the Jominy specimen. Aluminum was determined as "acid-soluble aluminum" rather than as total aluminum, as it is probably more representative of the aluminum that is effective as an alloying agent. In addition to the elements nominally present in the steels, analyses were made for residual phosphorus, sulphur, nickel, copper, molybdenum and chromium on one heat of those made with the same materials during the same period. Actual grain size was determined by microscopic examination of small samples quenched in water after receiving the same thermal cycle as the Jominy hardenability specimens. Chemical analyses, heat-treatment, grain size, and hardenability are shown in Table I representing three ranges of composition.

Although this fact has been known for some time, the copper literature contains little or no information regarding it and the field seems never to have been properly investigated from a metallurgical standpoint. According to Greenawalt,2 cupric chloride, CuCl2, when ignited gives cuprous chloride; therefore cuprous chloride is always formed when copper enters into reaction with chlorine at a high temperature. Cuprous chloride melts somewhat below a dull red heat, and does not volatilize in closed vessels, even if strongly heated, but if heated in the air it goes off as a white vapor, Hofman3 gives the melting point of cuprous chloride

IT has been said that carbon is "ubiquitous" with reference to iron alloys. Certainly at temperatures where carbon and iron form the solid solution, austenite, it may be readily added to, or removed from, steel surfaces. Differences in concentration potential are the sole requirements for carbon flow. To measure the rate of carbon flow, a proportionality factor, D, is arbitrarily expressed in units of (length)2 X (time)-1. If the term used for carbon concentration is weight pct C, as is customary, then a factor must be found, changing this term to one of weight per unit volume when the diffusion coefficient, D, is used in flow formulae. The determination of D values for carbon is complicated since D varies with the concentration itself. The Matano method has often been employed for systems involving a variant D. This method expreses an evaluation of unsteady flow whereby .0 is given a relationship with the numerical value of C-X slopes. The author contends that this solution is incorrect, except when D is invariant. The primary purpose of this paper is to support this contention. Here diffusion is controlled under two conditions of flow. The first part deals with the steady state; the second part considers unsteady flow under definite restrictions. Beginning with the fundamental concept, the development is continued until equations for C-X curves are obtained. The solution is then subjected to experimental data. It is realized that a great amount of reliable data is required for a rigorous proof. No such research is claimed. Instead an attempt is made to set forth the physical significance of the diffusion mechanism, and particularly to express the factors which influence the flow of carbon in austenite. Of equal significance is the implication that gaseous media may be employed with reasonable accuracy in making these determinations. THE STEADY STATE DIFFUSION OF CARBON IN AUSTENITE The fundamental experiment defining diffusion in solid metals may be readily performed for carbon in gamma iron.1 For this experiment a thin plate of medium carbon steel is chosen. The surfaces of this plate may be taken as two parallel planes which may be considered infinite for points well in the center of the planes. These two planes are held at different concentrations of carbon at a constant temperature. This temperature, 1700°F for example, is one where the single phase, carbon in solution with gamma iron, exists. When these conditions are held for a sufficient time the concentration of carbon of the different points of the solid settles down towards its steady state value. At points well removed from the ends, the concentration will remain the same along planes parallel to the surfaces of the plate.

THE meeting of the A. I. M. E. at Wilkes-Barre, Pa., Sept. 12 to 15, inclusive, celebrated the fiftieth anniversary of the Institute. It was at Wilkes-Barre, in 1871, that the foundation was laid for the great institution that now includes in its roster the greatest names. in mining engineering in every civilized country of the world. The founders of the Institute, with rare prescience, established a common ground upon which all mining engineers, whatever particular branch they might consider most pertinent, could stand securely, assured of a deep-seated interest from their brethren similarly minded in other localities. So wise and clear was the vision of the founders that every engineer connected with mining has found it beneficial, not to say indispensable, to maintain his connection with the Institute and to increase his technical enthusiasm through the medium of the valuable technical publications. The little coterie of 1871 has grown to a strong body of more than 10,000 members in 1921, reflecting the glory of the founders in the record of the accomplishments written on the pages of the fifty years of the

SINCE it can be shown both theoretically'' : and experimentally that disordered Cu3Au has a greater internal energy than the ordered alloy, it might be expected that its chemical reactivity would be greater. Experiments were initiated' to test this hypothesis. This note will describe some recent results obtained in the study of the rates of corrosion of ordered and disordered polycrystalline Cu3Au by aqueous FeCl., The work of Robertson' has indicated that the attack by such solutions is intergran-ular and highly orientation dependent. It was of interest to see whether the order-disorder effect was great enough to overcome the variations from specimen to specimen which would arise from this type of attack. The polycrystalline alloy specimens (0.020 in. wire, 1¾ in. long) were preannealed in ½ atm H, at 700°C for 2 hr. The subsequent heat treatments to produce order and disorder were performed in M atm He. Disordered specimens were obtained by heating at 450°C for 2 hr and quenching in water. Ordered specimens were produced by heating for 2 hr at 450°, furnace cooling to 380°, and soaking at 380°C for 80 to 90 hr. Room temperature was reached by cooling to 150" at a rate never exceeding 7" per hr, and water quenching from 150°C. The specimens so produced exhibited electrical resistivities characteristic of the two states; of the order of 11.27x10 ohm-cm for the disordered, and 4.28x10 ohm-cm for the ordered specimens. The corrosion rates were studied at 30°C in ferric chloride solutions of several concentrations (?,¼, 1.5, and 1 molar). The specimens were attached to a stirrer during the tests. Tests were interrupted at intervals, and the specimen weight change was determined after washing and drying. Analysis of the solutions showed that the attack was limited to the copper. The higher corrosion rate for the disordered alloy, as illustrated in Fig. l, is typical of the results obtained. The effect of variation in ferric chloride concentrations is indicated in Table I for typical specimens. The variations in the ratio of reactivity for disordered and ordered specimens at the different concentrations are within experimental error, and the best value is estimated to be near 1.4. The experimental variation was due in part to the mode of attack, as mentioned, and in part to the fact that films were formed on the specimens under some conditions. Electron diffraction patterns of the films were very complex and indicated the presence of metallic iron, as did chemical analysis. In an attempt to eliminate the difficulties arising from the mechanism of attack, single crystal specimens were used. A greater reaction rate was again measured for the disordered specimens, but the reproduci-bility was no better than that for the polycrystalline metal. This would indicate that film formation was primarily responsible. It was concluded that the reaction with aqueous ferric chloride served to demonstrate that the reactivity of disordered Cu3Au is greater than that of the ordered alloy. However, the difficulties with film formation did not permit determinations of a precision great enough to warrant extension of the study to partially ordered alloy systems.

THrough the courtesy of Dr. James Douglas I am permitted to give a summary of some of the results obtained in leaching slimes tailings in a series of experiments conducted under my direction at Douglas, Ariz., during the past year. While the test run for which the data are given deals with a particular case, much of the work is general in its application and may therefore be of interest. This work was done upon the ores of the Burro Mountain Copper CO. A description of the geology of the district will be found in the paper by R. E. Somers published in this volume, p. 604. The mineral is pyrite and chalcocite very finely disseminated throughout the gangue and a characteristic of all the ores is the large amount of alumina present. A representative analysis of the particular ore under consideration would be about as follows: Cu, per cent..................... 2.35 S, per cent...................... 3.0 Ag, ounces per ton.............. 0.05 CaO, per cent.................. 0.5 Au............................ None K2O, per cent.................... 4.0 Fe, per cent..................... 1.50 SiO², per cent.................... 70.0 Alz²O³, per cent....................13.OO The leaching of the ore direct was early dismissed from consideration for the following reasons: 1. The ore would have to be quite finely crushed to liberate the mineral for leaching; concentrating after crushing would cost but a few cents a ton; and a higher total reeovery would result from leaching tailings rather than ore. 2. Rough concentration would yield a suitable material for roasting to make sulphur dioxide or sulphuric acid in connection with the leaching scheme. 3. Such a program put the question of cost vs. recovery on a basis where flotation and discarding of tailings were directly comparable. The raceway in front of the tuyere of the blast furnace has been studied quantitatively and a correlation obtained for the penetrastudiedtion of the blast. Some evidence is presented for the height and width of the raceway which suggests that all the raceways of a ffurnace overlap. The size of the coke in this zone has been measfurnaceoverlap.ured photographically during normal operation and results are given for the various areas. IN an earlier paper,' it was shown that a raceway exists opposite each tuyere of a blast furnace. This raceway is formed by the jet effect of the air emerging from the tuyere and consists essentially of a turbulence in which coke particles are recir-culated at high speed. Its presence was deduced originally from observations on movies taken with a high-speed camera through the tuyeres of various furnaces and was confirmed by experiments made on a model. In the model described,' this raceway was shown as operating in a vertical plane only, although there was a suggestion in the motion-picture film exhibited at that time that the raceway was three dimensional, unless artificially restricted. There was also some doubt then about the factors influencing its size. This paper describes the next steps in the investigation. Since the size of the raceway is obviously of importance in the operation of the furnace, it seemed worth while to study the subject more carefully. It is probably in this region that about half the coke in the furnace is consumed, so that the movement of the stock column may well be controlled by raceway behavior. Furthermore, there is some evidence to suggest that the coke is packed densely in the center of the furnace to form the "dead man" and more loosely above the raceway. It is therefore probable that the bulk of the gases passing up the stack flow from the top surface of this raceway. Clearly then, a knowledge of this critical zone is of interest to the blast furnace operator, and the first half of this report is devoted to a quantitative discussion of the subject. A further topic of interest among operators is the degree of breakdown of coke in the furnace, with which is inseparably linked the importance of a strong coke. Indeed, the whole question of the optimum size and type of coke may be as dependent on the condition of the coke in the bottom of the blast furnace as at the top. Attempts have been made from time to time to obtain samples of coke from the tuyeres and other furnace openings but they all suffer from the fact that the coke is filled to a varying degree with metal and slag and is probably broken up by the very act of taking the sample. It has proved difficult to make any reliable studies of coke size by these methods. However, it did seem possible to use the highspeed movies mentioned earlier1 to estimate the size of the coke. These movies provide an accurate record of individual coke particles so that, in theory at least, it should be possible to measure the size of the particles one by one and to obtain, for the first time, information on the coke being blown around the raceway under actual operating conditions while the furnace is performing normally. Such a study has been made and is discussed in the second half of this paper. The results obtained enabled the blast furnace data to be correlated with the model results given in the first half. Raceway Size In order to make a quantitative study of the size of the raceway it was necessary to devise some apparatus of laboratory scale, which could be handled quickly and easily. This focused attention on models, which in turn means that the laws of similarity governing this particular process must be ascertained. Method of Procedure: Since the work was to be carried out on a smaller scale than the blast furnace, the linear dimensions of the model became unimportant provided that the scale was known; it is only important to insure that the container does not affect the raceway being observed. LEAD stocks at the beginning of 1943 were comfortable when compared with those of other base metals such as copper, zinc and tin. This situation was early recognized by W.P.B. and other Governmental agencies and every effort was made to encourage the substitution of lead for these latter metals in all essential uses. Despite this apparently healthy condition, lead was not denied participation in the various measures inaugurated by the Government to relieve metal shortages. Thus in the Mexican trade agreement, effective Jan. 20, the tariff on two important classes of lead importss was halved. Similarly, in the setting up of B quota premiums, a B base was allotted to lead, with all pro¬duction above this figure receiving an additional payment of 2.75c. per lb., or a total payment of 11.75c. per lb. At about the same time it was announced that all quota transactions would be based upon the lead content as shown by the smelter settlement sheets. This basis was 86 percent of the lead content for all ores shipped to custom milling plants and 95 per cent for ores and concentrates shipped to custom smelting plants. The importance of this action can be appreciated when in the Coeur d'Alene it was estimated as equivalent to a 5 per cent increase compared to the previous base.

Changes in the ultrasonic attenuation in steel specimens have been observed during tensile tests. Samples of AISI 1020, 1045, and 1095 steel quenched and tempered to a spheroidized condition have been used. Both attenuation and microstrain measurements fail to reveal preyield dislocation motion in the as-tempered specimens. Upon reapplication of the load to samples in the strain-aged condition there is a large preyield attenuation increase but no observable micvostrain up to 90 pct of the flow stress. These and other observed changes can be related to changes in the free disloca-tion density and the average dislocation segment length. The results show that the increase inflow stress in the strain-aged condition is caused by increased fric-tional stresses rather than by dislocation pinning. Strain aging is found to proceed through three distinct stages. The second of these follows the t2,3 law and is characterized by an activation energy of 20 kcal per mole. RECENT years have seen substantial progress in the understanding of the sharp yield-point phenomenon in metals; the influence of solute atom pinning of dislocations, of dislocation multiplication, and of the stress dependence of dislocation velocity on the stress-strain curve has been investigated. Evaluation of the relative importance of these factors in the various metals and alloys is not complete, however, because observation of the stress-strain curve alone is not sufficient to determine the yield mechanism. In the experimental study of the sharp yield point it would be desirable to be able to directly observe the dislocations in a bulk specimen. Ideally, the observations should be made during deformation because of the rapidity of recovery processes in lightly strained metals. While direct observation of dislocations under these conditions is not possible, certain physical properties sensitive to the dislocation structure can be observed while a test specimen is undergoing deformation. Of these properties, one of the most useful is the ultrasonic attenuation. The total observed attenuation, a, is due to a number of causes: acoustic diffraction, scattering by inhomogeneities in the structure, heat flow, magnetostriction, and dislocation damping. Satisfactory measurements of the absolute a are difficult to make because all of these factors cannot be evaluated in any given specimen, but changes in a due to changes in the dislocation contribution alone can be reliably observed by appropriate technique. Because dislocation damping is sensitive to small concentrations of long, free dislocation segments, observation of acoustic attenuation due to dislocations is particularly useful in the study of the early stages of plastic deformation. In the experiments to be described, acoustic-attenuation measurements have been made on steel samples as these were pulled through their yield in tension. While many details of dislocation-damping phenomena in the bee metals remain obscure, the main characteristics of this type of internal friction are established. At low strain amplitudes and at frequencies well below that of dislocation resonance (the conditions of these experiments) the dislocation contribution to a is given by1 where A is the density of freely oscillating dislocation segments, L is the average segment length, B is the damping constant for a moving dislocation, w is the frequency, O is an orientation factor, C is the dislocation line tension, and t is a numerical factor relating average segment length to the distribution of lengths. Because of its fourth-power dependence on L, a is highly sensitive to changes in dislocation free segment length such as might arise from unpinning, recovery, jog formation, or dislocation intersection. The above equation is not valid near the resonant frequency of dislocations, but the segment length in steel is believed to be much too short to cause over-damped resonance near 10 Mc; this will be discussed later. In the present experiments plastic-strain measurements with a sensitivity of 2 x 10-5 were also made during the early stages of loading in order to detect preyield strain. The concentration and activity of oxygen in liquid copper has been measured by the reversible galvanic cell: at 1100°and 1200°C for the concentration range of oxygen of 3 to 5600 ppm Measurements for approximately thirly alloys at each temperature indicate that the activity of oxygen roughly follows Henry's law, the activity coefficients of oxygen being 0.12 and 0.205 at 1100° and 1200°C, respectively. These results compare javorably with the results of seven other electrochemical and gaseous equilibrium studies on this system, the free energy of the solution reaction 1/2 O2 = O (7 at. pct in Cu, liq) being -18.10 * 0.30 kcal per gfw at 1200°C. Estimates of the standard molar free energy of formation of CupO(S) are also made. Praclicul consideration of this cell as an oxygen sensor for liquid metals is discussed briefly. SOLID mixed-oxide electrolytes which have a defect structure in the anion sublattice have recently become a very popular means by which the chemical potential of oxygen is measured at high temperatures. Since the pioneering work of Kiukkola and Wagner1 such electrolytes have been used in numerous cell studies for determining the thermodynamic properties of metallic oxides and oxy compounds, the partial pressure of oxygen in vacuum systems and other atmospheres, and the properties of oxygen dissolved in metals and alloys. The use of a solid electrolyte in a cell for a fast reliable method of oxygen determination in liquid metals would be a very important tool to the process metallurgist. In copper, for example, the oxygen content of the molten metal in the cathode furnace is a prime factor in determining the "set" or solidification profile of cast wire bars. Waterhouse announced that the fall meeting will be devoted to alloy steel. This meeting will be held in Chicago the week of Sept. 22 in connection with the National Metal Congress. He also announced that oxygen in steel will be the central idea of the meeting which will be held in New York next February. The first paper, entitled "Sintering Limonitic Iron Ore at Ironton, Minn.," was presented by Perry G. Harrison (T. P. 284), the author. Sintering was first un¬dertaken in 1024 to treat Cuyuna range iron and manganiferous ores low in silica and high in moisture and containing objectionable qualities of fine... A Dwight-Lloyd machine was first installed. This machine was replaced by a larger one having a width of 72 in. The power cost was decreased from about $11.22 per ton of sinter on a 42-in. machine to about X0.14 for the 72-in. machine. The tons of sinter per man-shift was increased from 11.86 to 16.77. Improvements embodied in the larger plant reduced the cost of sintering to $0.41. The analyses of iron ore and manganiferous ore and the sinter produced from these materials was used to show the increase in value at the mine resulting from sintering. A study has been made of the use of ThO2-Y2O3 solid electrolytes to determine activity of chromium in Fe-Cr and Ni-Cr alloys in the temperature range 1300° to 1700°K. This method has been shown to give results which agree with the best vapor pressure measurements. SEVERAL investigations1"5 have been made of chromium activities in Fe-Cr alloys. Most of these have been made by vapor pressure measurements using knudsen cell techniques while one has been made using gas equilibration with H2/H2O gas mixtures. In the present investigation electromotive force measurements have been made on this system using a thoria yttria solid electrolyte. This system was -chosen to establish the technique of measurement at low oxygen potentials, before extending it to Fe-Ni-Cr alloys. The cell used was Pt Cr • Cr2O3 ilThO2 • Y2O3 llalloy • Cr2O3 IPt Since the oxygen pressure of the chromium-chromic oxide mixture lay in the range 10"19 to 1027 atm in the temperature range investigated, thoria yttria electrolytes were used. It was soon found during the investigation that considerable care was required to prepare satisfactory electrolytes and a study was made to find the best method of preparing pellets of TI1O2-Y2O3 solid solution of as near theoretical density as possible. Various compositions in the range 2 to 15 mole pct Y2O3 were studied but the experimental measurements were made with electrolytes containing 4 to 5 pct Y2O3. The method of preparation finally adopted was to use thorium oxalate and yttria as raw materials. The thorium oxalate was decomposed at 900°C for 6 hr to give a reactive powder. This powder was then mixed with the appropriate amount of yttria and ground in an agate mortar for about 4 hr. The powder was moistened with absolute alcohol as a lubricant and pressed in a metal die at a pressure of 7 tons per sq in. The pellets were then heated at 1100°C for 24 hr followed by 24 hr at 1250°C. After this firing cycle the material was reground and repelleted and again fired at 1100° and 1250°C followed by heating for 7 days at 1600°C. It was found in later experiments that a further firing of 4 hr at 2000°C improved the density further and gave pellets of only 2 pct porosity. After firing, the pellets were polished on emery paper and finally with the 2 µ diamond paste. The polishing was followed by a final firing of 24 hr at 1500°C. Investigation showed that this final treatment minimized reaction between the electrolytes and chromium oxide. It was believed that this was because of a lowering of the surface energy of the electrolyte surface. In more recent years the procedure has been developed further in the course of the extensive valuation work required for Federal taxation purposes. However, in valuing oil and gas properties the method used for discounting future revenues differs somewhat from that adopted for mines, owing principally to the nature of the re- source. production from oil and gas properties usually declines from year to year, whereas coal and ore de- posits are adapted to a more uniform rate of output.

WITHIN the past thirty years the United States has been involved in two tragic, vicious, and costly world wars. To make the world safe for democracy was the reason given for our participation, but the confusion and misunderstanding that prevails all over the world today suggests that war is not the proper approach to the attainment of that utopia. These conflicts were conceived and prosecuted by nations far advanced in civilization and culture. Their best manhood was sacrificed, a staggering tax burden was saddled on their peoples, huge financial losses were incurred, destruction of property was appalling, and cultural and peaceful scientific advancement received a setback that may require centuries to retrieve. Therefore, some basis is established for the conclusion that progress in the past fifty years has been most outstanding in the development of instruments used for death and destruction, and that progress in this direction between the two World Wars would indicate that the next war will go far toward total destruction of world civilization.
