USE of a hydrometallurgical approach to the oxidation of sulfide ores and extraction of metals therefrom may have advantages over the more common smelting techniques when a low grade deposit is difficult to concentrate or the subsequent separation of metals, coexisting in the ore, is laborious by any known smelting operation. For economic reasons, the most promising oxidants are either atmospheric oxygen or electric power. The use of oxygen, or air under pressure, has recently been revised. Pyrrhotite has been converted to iron oxide and elementary sulfur' and a variety of sulfides have been treated by Forward and co-workers.2-4 Generally sulfate is the end form of the sulfur but with galena in an acid medium, elementary sulfur can be formed." For economic reasons chlorine and ferric iron salts are about the only possible alternatives to the atmosphere as oxidizing agents for base metal sulfides. If aqueous solutions of chlorine or ferric iron are employed, the reduction products can be oxidized electrolytically in situ and used again, thus acting as catalysts for electric power as oxidant. The use of ferric salts for this purpose is established hydrometallurgical practicea but, although chlorine gas has been employed in the dry state at an elevated temperature, its use in aqueous solution at or near room temperature has not found favor. The reaction of chlorine water with the soluble sulfide ion has been studied by several workers,7-9 and both sulfate and elemental sulfur are found as end products, the latter being favored by the presence of a low concentration of oxidant relative to that of sulfide in solutions of about pH 9 to 10. Of direct bearing on the work in hand are an early American patent" and a recent Austrian patent." The former advocates stirring powdered ore with an aqueous solution of ferric chloride chlorine oxides and chlorine. In the latter it is claimed that both metal and sulfur can be obtained by electrolysis, in a diaphragm cell, of a metal ore slurry in brine. Details in these patents are scant and no data or explanation is given for the mechanism of the reaction which, in the Austrian work, is attributed to the (unlikely) action of nascent chlorine at the anode surface. No mention is made of possible differences in behaviour between various ores. Apparatus A complication encountered when working with chlorine water is that a serious loss of chlorine occurs by gas partitioning unless an enclosed system is used and any air space in the apparatus is kept very small and constant. Arrangements were made, therefore, to take out samples for analysis without letting air into the system to replace the liquid removed. For convenience in studying a heterogeneous reaction the apparatus was so designed that a reproducible controlled stirring rate could be maintained and the ratio of surface area of ore to volume of solution was approximately constant throughout any experiment. The apparatus used is shown in Fig. 1. The ground ore was placed in the horizontal cylindrical vessel, A, of about 1 liter capacity, heated by a constant temperature circulating bath pumping water through the concentric jacket, B. By adding chro-mate to this water, an ultraviolet radiation filter effectively surrounded the reaction vessel, greatly reducing any possible photochemical decomposition of chlorine solutions. Stirring was effected by glass paddles, C, attached by an axle to a magnet which was rotated by another powerful Alnico magnet, D, outside the glass end, this magnet being itself rotated by an electric motor electronically controlled to constant speed. Speed could be varied from about 150 to 900 rpm and was measured and held to within 1 pct of a given value. The end of the reaction vessel remote from the stirring magnet was closed by another one-ended glass cylinder, E, connected by thin polyethylene bellows, F, clamped by screw clamps and watertight rubber gaskets to the main vessel. Through E, a glass electrode and calomel electrode projected into the solution and a hypodermic syringe pierced a small bung and allowed acid or alkaline to be added to maintain a constant pH. By pushing the fully extended bellows until the two cylinders touched, from 50 to 100 ml of solution could be forced out through a sintered disk into the three-way tap system, G, either to waste (for flushing purposes) or up into a 10 ml burette where the solution could subsequently be measured out for analysis. The ore samples were introduced at H, the tube being stoppered by a thermometer of —1 to +52ºC range, graduated to 0.1°C intervals. Being a portion of the President's Address at New Haven, February 23d, 1875. As I have attempted briefly to show you, gentlemen, the present position of the mining and metallurgical industries of this country offers in several respects most important indications of radical change. This is an epoch for more than one branch of these industries. We are commencing again to export copper; we have shifted the main production of lead from the Mississippi Valley to the far West, besides developing a new production of that metal in Missouri; we have seen the price of quicksilver go up, and the price of iron go down to such an extent as to affect profoundly, on the one hand, the great business of extracting silver by amalgamation, through the Washoe process in this country and the patio process in Mexico, and, on the other hand, the various manufactures employing iron as a raw material ; above all, the manufacture of steel. But the epoch which has occurred in the relative value of gold and silver, in consequence of causes which I shall attempt to explain, and among which the extraordinary increase in the silver product of Nevada is not the least ; this epoch is, perhaps, the most striking feature in the review of our situation. Since my official duties in connection with the mining industry of the Pacific slope and the Great Interior Basin have led me to pay particular attention to this subject, I have thought it not inappropriate to lay before you a somewhat extended account of its history. It is a topic of peculiar interest, because of the general use of these two metals as standards of value in the exchange of commodities. 1. INTRODUCTION The Bond method(1.2) for sizing tumbling ball mills has been used successfully for many years. The primary purpose of the Bond calculation is to predict the mill size and mill power to give a desired capacity (Q tph) from a wet overflow ball mill in normal closed circuit operated with a circulation ratio of 2.5. The input to the calculation is the make-up feed size characterized by the 80%-passing size in micrometers (xG), the desired circuit product size characterized by the 80%-passing size (xQ), and an empirical grindability number (the standard Bond Work Index) determined by a standard test. A series of empirical correcting factors(2) are used to convert the results to open-circuit or dry grinding in grate discharge mills. The Bond method has two major engineering advantages: (i) it is very simple; (ii) experience has shown that it works for many circumstances, as a reasonable approximation, because it is based on direct conversion of test data to results measured on industrial mills. There are four main disadvantages of the Bond method. First, there will be a range of error for any specific mill and material and set of operating conditions because the method does not explicitly include several variables which are obviously important: (i) recycle ratio and classifier efficiency (ii) mixture of ball sizes in the mill (iii) variations of residence time distributions with mill geometry and slurry density (iv) lifter design (v) slurry rheology (vi) different underfilling or overfilling of the mill as flow rate is changed. Second, the Bond method explicitly assumes that specific grinding energy E is not a function of ball load, whereas industrial practice and laboratory tests(3) show that the specific grinding energy (to go from a specified feed to a specified product) is less for lower ball loadings than the ball loading for maximum mill capacity. Third, the method uses only the 80% passing size of circuit feed and product to characterize the size distributions, whereas mill capacity in general must depend on the shape of the feed size distribution and the product size distribution. The prime example of this is the use of the reverse closed circuit which removes some fraction of the make-up feed before it is

REAGENT control in flotation is more an art than a science. Operators vary the amount of reagents used according to the metallurgy obtained. The amount of collector may be increased, for example, if tailings losses are high and decreased if concentrate grades are low. Often control decisions are based on only one assay, such as the tailings analysis by microscopic or quick assaying techniques. This method of control has given reasonably satisfactory results but is clearly far from perfect. No adjustment in reagent addition can be made until information is received that metallurgy has deteriorated, that is, until the optimum time for adjustment has already passed. The first adjustment probably will be an overcorrection or an undercor-rection, and time will be required to establish the best new addition rates. The seriousness of the problem depends on variability of the ore. In ore of continually shifting composition and complexity, mill results will shift back and forth from excessively high concentrate grades and high tailings losses to excessively low concentrate grades and low tailings losses. Economic incentive for improved control also increases with increasing size of mill. Even a small improvement in percentage recovery in a large mill pays for expensive control equipment. The Sullivan concentrator of The Consolidated Mining & Smelting Co. of Canada Ltd. at Kimberley, B. C., treats 11,000 tpd of complex lead-zinc ore, a scale of operations which justifies an extensive research program on automatic control. Work has followed two separate lines: 1) development of faster analytical methods for pulps, and 2) study of metallurgical control by measurement and control of reagent concentrations in flotation solutions. Although work is incomplete in both phases, a progress report can be given on the development of reagent control. The primary requirement in flotation is selective attachment of particles of one mineral to air bubbles while the other minerals remain detached. Hydrophobicity of mineral surfaces is established by the collector, which coats the minerals by adsorption. The requirement of selective affinity for air bubbles is therefore equivalent to requiring selective adsorption of a collector. Adsorption theory, supported by abundant experimental evidence, shows that the amount of a reagent adsorbed at a surface must be a function of its residual concentration in solution. As the concentration in solution rises, the amount adsorbed increases, usually following some type of logarithmic curve. Selective adsorption must depend on a natural difference in the minerals, but ordinarily the differences in affinity are not great enough to obtain complete coverage of one mineral while the others are completely uncoated. An optimum concentration will exist, below which coverage will not be great enough to float enough of the valuable mineral, and above which too much unwanted mineral will float. The purpose of this investigation was to further study some of the factors affecting the air oxidation of sulfide minerals. Data obtained from laboratory studies on the effect of temperature, concentration of iron salts, pH, and other catalysts on the biological and nonbiological oxidation of sulfide minerals are presented. The oxidation of copper sulfide minerals and subsequent leaching of the soluble copper has long been a profitable operation. The chief oxidizing agent is oxygen from the air. This reaction is influenced by a number of different factors such as temperature, light, hydrogen ion concentration, oxidizing agents, and various catalysts. Sullivan1 found that copper sulfide minerals are slowly oxidized by the air and that dilute sulfuric acid and iron (111) increased their solubility. At that time it was not known that bacteria were involved in the oxidation of the sulfide minerals. It has been shown that pyrite, molybdenite, free sulfur, and the copper sulfide minerals found in the waste rock dumps in Bingham Canyon, Utah, are largely oxidized by chemosynthetic autotrophic microorganisms found in the leaching streams.2-6 Similar organisms have been isolated in other mining areas7,8 and from the effluents from coal rnines.9 The following are some of the questions that have arisen regarding the mechanisms of the reactions involved in the leaching process. How dependent is the leaching operation upon the biological reactions? How does the temperature effect the biological and non-biological reactions? How does the concentration of iron (II) and (111) effect the rate of oxidation of copper (II) sulfide? Does the iron act as a catalyst? Does activated carbon act as a catalyst on the oxidation of sulfide minerals? What effect does the hydrogen ion concentration (pH) have on the above reactions? The purpose of this paper is to report the results of laboratory studies on these problems. EXPERIMENTAL The apparatus used in this investigation was an air lift percolator described in our earlier work.' The percolator consisted essentially of an air lift which enabled the leaching solution and microorganisms to pass freely through a suspension of mineral (substrate) in Ottawa sand. The air lift served the additional purpose of maintaining an ample concentration of oxygen and carbon dioxide in the nutrient (leaching) solution. (See Fig. 1.) The percolators were so constructed that they could be immersed in liquid constant temperature baths for temperature studies. The thermostats were controlled to +0.5°C. The reactions were all run in the dark. The percolators were charged with one to three g of mineral, dispersed in 100 g of Ottawa sand and 100 ml of nutrient or leaching solution. The sand was purified to remove traces of iron by digesting with concentrated hydrochloric acid and washng with distilled water until free from chloride. After drying, the sand was ready for use. The compressed air supply was regulated to 5 psi and bubbled through an aerator containing distilled water, which was maintained at the same temperature as the bath used. The nature of certain pernicious dusts commonly encountered in the removal of iron ore from the underground mines of the Lake Superior district is recognized, and appropriate measures for the protection of individuals subjected to these dusts have been applied in most mines for more than 10 years. Undoubtedly the principal concern has been demanded by dusts that contain as a constituent silicon dioxide in its free or uncombined state, the mineral we all know as quartz or chert. Investigators1 agree that among the factors that determine injurious exposure are: the composition of the dust, the concentration suspended at the breathing level and the duration of the exposure. We have on hand data that describe the experience of several underground iron-ore mines in the Upper Peninsula of Michigan and Wisconsin in regard to these factors, which in a large measure also reflect the general experience of the other mines of the area. We believe that a discussion of these data will indicate the effectiveness of the dust-control methods that have been considered good practice and that have been employed over a long period of time. A silicosis-prevention program was ini- tiated by the iron mines of the Upper Peninsula in 1934 and records of mine dustiness are available from that date to the present time. For dust conditions previous to 1934 the results of observations conducted in other industries can be utilized together with local information pertaining to the development and initial application of rock-drilling equipment. Development of Rock DriI,I.s Thc earliest percussion rock drill that later had any industrial use was patented in this country in 1851.2 This machine was later modified and improved in many respects but its Piston-Type design remained standard for drilling equipment in most mines for the next 63 years.3 The piston drill was operated either by air or by steam. It employed a solid drill steel, fastened directly to the reciprocating piston. The drilling was done dry except in holes directed at an angle below the horizontal. For these water was manually injected into the hole and the pumping action of the rod expelled the sludge. The dry cuttings from drillings inclined above the horizontal fell from the hole by their own weight. A development of major importance from the standpoint of dust generation and control occurred with the invention by J. G. Leyner of a hammer-type rock drill that embodied the essential feature of a drill steel with a hollow core. His patent was secured in 1897. The machine was a radical departure in drilling method. IN THE past year, Jaffee and Campbell&apos; and Finlay and Snyder2 reported on the mechanical properties of titanium-base alloys, some of which were in the same ranges of composition as are covered in this paper. In this paper, evidence confirming that given by Finlay and Snyder on the effects of carbon, oxygen, and nitrogen on titanium will be presented; and, in addition, new data will be given on the effects of these elements on the flow properties and phase transformation of titanium. Materials and Preparation of Alloys The preparation and general properties of iodide titanium have been adequately described elsewhere.&apos; , As-deposited iodide titanium rod, prepared at Battelle, of Vickers hardness less than 90 was employed as the base metal in the present work. This was the same material as that used by Finlay and Snyder.2 The probable analysis reported by them for standard quality metal holds here also: N 0.005 pct, 0 0.01 pct, C 0.03 pct, Fe <0.04 pct, A1 <0.05 pct, Si <0.03 pct, and Ti 99.85 pct. Carbon was added in the form of flake graphite supplied by the Joseph Dixon Crucible Co. Oxygen was added in the form of c.p. grade TiO, powder, produced by J. T. Baker Chemical Co. Nitrogen was added in Ti3N4 powder, supplied by the Remington Arms Co. Individual ingots weighed 7 or 8 g. Carbon, oxygen, or nitrogen was added by placing the corresponding powder in a capsule made from as-deposited iodide titanium rods and melting the capsule with the balance of the charge. The charge was are-melted with a tungsten electrode on a water-cooled copper hearth under a partial vacuum of very pure argon (99.92 pct minimum). Melting was practically contamination free. Vick-ers hardness increases of less than 10 points were normal for unalloyed iodide titanium control melts. Nitrogen analyses of are-melted iodide titanium showed a nitrogen content of 0.005 pct, about the same as is present in the as-deposited rod. No tungsten pickup was found in a melt of iodide titanium analyzed for tungsten. Weight losses in melting nitrogen-free alloys were very small and varied consistently from nil to 0.015 g (0 to 0.2 pct). This permitted the use of nominal composition for these alloys. Chemical analyses made for carbon, which can be analyzed conveniently by combustion methods, justified this procedure. Where nitrogen was added, considerable splattering took place. Here it was necessary to analyze for nitrogen by the Kjeldahl method. The ingots were hot rolled at 850°C to about 0.045 in. thick. After hot rolling, the strips were descaled by mechanical grinding, and then given a cold reduction of 5 to 10 pct to insure a uniform thickness throughout the length of the specimen. The edge strips and the tensile strips were annealed in a vacuum of 1x10-4 mm Hg pressure for 3 1/2 hr at 850°C and furnace cooled. Methods of Investigation Hardness Measurements: At least five Vickers hardness measurements were taken using a 10-kg load on each sample in the following conditions: (1) top and bottom of each ingot, (2) top and bottom surface of as-rolled and annealed sheet, and (3) on cross-section of annealed sheet and all quenched specimens. Tensile Tests: Tensile tests were conducted on Baldwin-Southwark testing machines having load ranges of 600 or 2000 lb. Tests were made on 1-in. gauge-length specimens, 3 1/4-in. overall length, 1/2 in. wide, 0.040 in. thick, with a reduced section 1 1/4 in. long and 0.250 in. wide. Two SR-4, A-7 strain gauges, one mounted on each side of the specimen, were used to measure the strain over a limited range to determine the modulus of elasticity. After the modulus of elasticity readings had been taken, load vs. strain readings were taken, using only one strain gauge, at increments of 0.0001 in. until the yield points were passed and then at 0.001-in. increments to the limit of the strain-gauge indicator (0.02 in.). Strain readings above 0.02 in. per in. were taken every 0.01 in., using dividers to measure the strain between the 1-in. gauge marks until the maximum load had been reached. Crosshead speed, when using the SR-4 gauges, was 0.005 in. per min, and, when using dividers, 0.01 in. per min. Flow Curves: Flow curves were determined using the true stress-true strain data obtained during the tension test. The usefulness of this type of information has been dealt with very adequately elsewhere by L. R. Jackson,&apos; J. H. Hollomon,6 and many others. Flow curves of true stress vs. true strain could be converted to the more conventional cold-work curve of 0.2 pct offset yield strength vs. percentage of cold reduction by means of the transformation, 1/1 = 1/1-R, where R is the fraction reduction in cold working. Thus, the true strains corresponding to percentage reduction can be calculated, and the 0.2 pct offset yield strengths scaled off the — 6 curve by taking the true stresses corresponding to the values of 6 + 0.002 strain. Heat Treatment: For the transformation studies, the alloys were heat treated in a horizontal-tube furnace using a dried 99.92 pct argon atmosphere, and quenched into water. Copper concentrate smelting has been the subject of significant improvements during the last three decades. Several new processes are being successfully applied at industrial scale, and probably no new copper smelter will be built with the old-fashioned reverberatory furnace. However, because of financial reasons, the existing reverberatory furnaces, which smelt a significant part of the copper produced worldwide, are likely to last at least another decade. Some improvements have been introduced in reverberatory smelting practice, the best known being the use of oxyfuel burners. However, efforts to optimize the reverberatory furnace operation through automatic control have not been reported. The complex and semi-continuous nature of the process makes it dificult to find a suitable strategy for its automatic control. Many factors, like fuel economy, productivity, boiler capacity, refractory wear, converter slag return, copper losses in discard slag, etc. are interconnected. The chosen control strategy should take into account all these factors to achieve good economic results. A detailed discussion of these problems is presented.

In this section it is proposed to discuss operating methods considered good practice under the various field conditions commonly encountered. The cost of mining during the past history of these mines has been excessive, principally by reason of the inefficiency of labor under the wage-system. The amount of labor performed per man was unsatisfactory; and Mr. Edmund B. Kirby, the general manager, decided to adopt the contract-system as a remedy. For this purpose the method now in use was devised by the writer (then and now the superintendent), as best adapted to the local conditions. IN this paper it is proposed to follow the developments in the design of the lead blast furnace at Port Pirie from the time The Broken Hill Associated Smelters Pty. assumed control in 1915 to the present time, with special reference to the development of the system using two superimposed rows of tuyeres as is now in operation. Lead smelting operations first commenced in 1889, when the British Broken Hill Pty. Ltd. started its first furnace. This was followed by installing two more furnaces during the same year and another the following year. In 1892, Broken Hill Proprietary Co. Ltd. acquired the smelting works and combined operations with those at Broken Hill, New South Wales; by 1897, the whole of the smelting operations had been transferred to Port Pirie and thirteen blast furnaces were built to treat the Broken Hill ore production. In 1915, The Broken Hill Associated Smelters Pty. Ltd. took over from the Broken Hill Proprietary and have carried out operations since that time. From its inception, the present company started on a long range program of reconstruction, in which the development of the lead blast furnace has played a prominent part. A definite trend in plant development has been towards the simplification of plant control by a reduction in the number of operating units. The great advantages of technical control which resulted from the very simplified flowsheet established in the continuous refining process stimulated the desire to extend the principle to the smelting operation. Thus in the sequence of furnaces described here, it will be noted that the trend has been towards larger and, of course, fewer units. With each such development it is significant that the operating conditions and metallurgical results have shown steady improvement. Standard Furnace In 1920 there were seven furnaces operating, five of a type subsequently called the standard furnace and two of the original thirteen smaller furnaces, the latter type being used for the treatment of drosses, etc. produced from the refinery section, while the standard type carried out the main, lead-smelting operations. The standard furnace (figs. 1 and 2) had the dimensions given in table I.

AS far as could be ascertained, no one had previously investigated the creep strength of silicon poly-crystals. Literature has appeared showing evidence for plastic deformation in silicon single crystals and whiskers.*1"6 Also the fact that germanium, a material of similar crystal structure to silicon undergoes plastic deformation under stress at temperatures above about 60 pct of its melting temperature, has been known for some time.2"4&apos;7 This investigation was performed for the purpose of determining the strength and ductility of silicon polycrystals under creep conditions that would give fairly long times to rupture. PROCEDURE The silicon specimen blanks were obtained by first placing granulated transitor grade silicon (99.999 + pct pure) in a silica crucible. The crucible was surrounded by a graphite susceptor, and induction heating was used for melting the silicon in a vacuum furnace. Blank specimens were formed by freezing molten silicon onto a polycrystalline seed of silicon in a vacuum furnace. The seed was attached to a motor driven revolving rod. As silicon solidified, this rod was gradually withdrawn from the melt. A shape with a contracted center section was obtained by varying the rate of withdrawal from the melt. Specimens for the creep-rupture tests were ground from these "pulled" blanks. Creep-rupture tests were performed in spring loaded machines under constant load at 1800" and 2000° F. RESULTS AND DISCUSSION A test specimen which was sectioned longitudinally is shown in the photomacrograph in Fig. 1. Very little deformation has taken place in the portion of the specimen shown, however, slip lines from several slip systems within the same grain, and deformation band formation was seen. The elongated appearance of the grains is due to the method of growing the specimens. One of the most interesting aspects of the results obtained from the creep-rupture tests was the high strength and the accompanying large amount of ductility. The data obtained is listed in Table I which shows the stress to rupture in 100 hr at 2000°F is between 8000 and 9000 psi. This indicates that silicon&apos;s strength at 2000°F is about equal to that of the best commercial super-alloys. It is important to mention that silicon has less than 1/3 the density of iron-, nickel-, and cobalt-base alloys. The usual type alloys for high-temperature applications

The unstable metal market during 1949, with resulting lower metal prices, has focused every mine operator&apos;s attention on the problem of reducing operating costs. Improvement in mining, methods, use of modern mechanical mining equipment, and increasing the efficiency of the labor force are the tools with which we will have to work. Careful planning is necessary to coordinate all phases so that no one phase is overdone. A mine may become over-mechanized if, for instance, capital charges against new equipment exceed the savings in labor costs, or where a large enough tonnage is not produced. The cooperation, of labor is essential to any mechanization program. There have been too many instances where mechanization and improvements have done nothing more than make up for a decrease in labor efficiency, thus bringing the production of labor back to its old standard. The operator has gained little and labor has gained only a "softer job." In any mechanization program there are gains to be had by both the operator and labor. By the efficient application of modern equipment and improved mining methods the operator should gain by decreased costs, and labor may profit by receiving a share of these decreased costs.

THE partial excess entropy of interstitial solutes in metals, SXS , has usually been interpreted as being principally vibrational ever since the initial statistical treatment of hydrogen in metals by Fowler and Smith-ells. The vibrational entropy is considered being due to the optical modes of the light interstitial atom. Little attention has been given to the magnitudes of the values of SXS&apos;. Leiser and Witte2 and Ebisuzaki and O&apos;Keeffe3 have noted that for hydrogen in metals Si is approximately constant for different metals. On the other hand if it is assumed that the interstitial solute is an isotopic defect then, as shown by McLellan, SXS should vary from metal to metal as follows: where S is the standard entropy of the solvent and Mi, M, are the masses of the interstitial and solvent atoms. respectively. Fair agreement with this equation was found for oxygen in silver and nitrogen in iron4 and for carbon in iron.= Ln a subsequent analysis of metal- hdrogen systems McLellan&apos; found a variation of $&apos; from metal to metal but not in a manner expected from the isotopic impurity equation. However, a possible correlation between the energy of solution, Ei, and sf was noted. Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth&apos;s Hospital and the Freedman&apos;s Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect&apos;s Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

The conditioning of semifinished steel products such as billets, blooms, and slabs to remove surface defects before further processing to finished products is a necessary accompaniment to steel mill rolling operations. A knowledge of the kinds of defects which occur and of the conditions in melting, teeming, and rolling that may lead to their occurrence is favorable to the production of quality products. Surface defects may be classed as either of mechanical origin such as those that occur in the heating and rolling operations and include breaks, tears, guide marks, mechanical laps and the like, or they may have been in the ingot before heating and rolling. Examples of the latter are ingot cracks, blow-holes, scabs, and inclusions which lead to the numerous known types of seams and surface flaws. Most of the common types of surface defects and methods for their identification by visual examination or by the aid of macro-etch tests are well known. The conditions which caused their formation are also appreciably understood and this knowledge has been instrumental in the establishment of methods for metallurgical control. There are, however, defects of doubtful origin. In any endeavor to trace the causes for their occurrence, the question of first concern is: I. Whether they were formed in the rolling procedure. 2. Whether they existed in the ingot prior to rolling. In the case of semifinished products which are rerolled to finished products there is also the question of whether they were formed in the primary or in the secondary rolling. In metallurgical laboratories where numerous or routine examinations of the quality of rolled products are made over the course of time, there will doubtless be many puzzling cases of defect origin. Microscopic examination of the defects may, however, reveal a characterizing condition that can be used to classify them broadly with respect to their origin. Such a condition has been observed and, after detailed investigation, is described here with the thought that it may offer a usable and relatively simple solution to a bothersome problem. Basis For Classifying In this discussion the term "mechanical type defects" will be used to designate those that have occurred as a result of the rolling operations such as in rolling from the ingot to billets, blooms, or slabs or in rerolling to finished products. The term "steel type defects" will be used to designate those that were present in the ingot prior to primary rolling or that were in the semifinished product prior to secondary rolling to finished product.
