THE technical sessions at the Regional Meeting of the A.I.M.E. in San Francisco are to be de- voted LO changes, current or predictable, which may be expected to alter today's practices in mining and metallurgical engineering. Our present condition may be summarized as follows: Capacity to produce is excessive for domestic needs in molybdenum, copper, iron, and oil; sufficient in lead, zinc, and potash; deficient in aluminum, manganese, tungsten, chromium, and tin. Gold and silver are complicated by their use as money. Or, to look at it in another way, the "growth curles" of production, as C. K. Leith emphasizes, characteristically rise slowly at the beginning, show a second stage of rapid growth, and a third stage of leveling off. The third stage is already reached here in coal. copper, iron, lead, and zinc. But still in the second slage are oil, molybdenum, potash, and others.

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

I. INTRODUCTION AND GENERAL STATEMENT OF RESULTS. The field-work upon which this paper is based was done in the summer of 1910, and was made possible by the courtesy of the Imperial Copper Co., which gave me access to its property. For their kindness in this respect I wish to express my thanks to W. F. Staunton and Meade Goodloe. Moreover,. B. F. Smith and G. B. Gentry, mining engineers in the employ of the company, gave invaluable assistance by placing maps,. etc., at my disposal, and by discussing with me the problems of the district; and it is a great pleasure to acknowledge this indebtedness to them. In order that the significance of some of the details that follow may be better appreciated at first reading, a general outline of the conclusions reached is given here. In the Silverbell mining-district a series of Palaeozoic limestone blocks is completely surrounded by post-Palaeozoic igneous rocks, intruded in the following order: alaskite, alaskite-porphyry, biotite-granite, andesite, and quartz-porphyry. The biotite-granite is believed to represent a differentiation of the. magma from which the alaskite-porphyry came ; and this conclusion-has an important hearing on the origin of the ores. The intrusion of both alaskite-porphyry and biotite-granite was followed by the emission of magmatic waters, which sericitized and silicified the alaskite-porphyry and granite, and produced in the limestone, by the addition to it of silica, iron, and alumina, great masses of garnet, quartz, and wollastonite. Following close upon these solutions came metal-bearing magmatic waters, which impregnated porphyry, granite, and alas kite with cupriferous pyrite, and deposited in the garnet zones chalcopyrite and copper-bearing pyrite that make important bodies of contact-metamorphic ores. Secondary enrichment has taken place in the disseminated ores in the igneous rocks,. raising their copper-content to 2 per cent. in some cases,. and extensive drilling has been undertaken to block out these deposits. East of the contact-metamorphic deposits there is a fissure-vein of lead-silver ore in the quartz-porphyry. This rock is distinctly younger than the alaskite-porphyry and the granite; and the lead-silver ores belong, therefore, to a period of mineralization distinctly later than the copper-deposition.

I. INTRODUCTION. THOSE who deem the subject of this paper an old and super¬seded one may recall with advantage the words of the great proverb-maker, bidding us to seek the new in the ashes of the old. The manufacture of wrought-iron began with the small hearth built upon an eminence, and relying on the wind for blast. Next came, either the hearth about 12 in. in diameter by 2 ft. in height, blown by a man operating two goat-skins for bellows, or, a hearth of greatly varying diameter and about 10 ft. high, depending for its blast upon natural draft. The former appeared in India, the latter in Burmah; and both were in operation until quite recently, though their origin is lost in prehistoric times. The Catalan forge was the evolutionary descendant of the foregoing, and the parent of the Blase-ofen, which in turn led to the high bloomary or " Stückofen," the father of the blast-furnace, as a producer of cast-iron. The production of cast-iron checked the growth of the direct processes; and led to the introduction of various hearths, such as the Walloon, for low-silicon irons; and the South Wales process, combining the run-out fire with the finery, for higher-silicon irons. Some of these are still in operation in localities possessing the necessary raw materials; and their product is used for purposes requiring wrought-iron of exceptional quality, the supply of which is still smaller than the demand. We have to look back but a century and a quarter to see the introduction of the puddling process by Henry Cort; a process which, reinforced by the iron-oxide bottoms and fettling of Hall, was not less revolutionary in character, and more revo-

THE HIGHLY SPECIALIZED heavy air transport services to mining regions, such as exist in the New Guinea gold fields and in northern Canada, have been even more essential in the development of mines in Peru. Few nations have been con- fronted with greater natural obstacles to transport than has Peru, and without the plane it would have been impossible to get the machinery and supplies for the construction of power plants and mills to many of these interior mines, situated as they are over high mountain ranges, with muleback the principal means of transportation. As the mines within a district become important producers and warrant the expenditure, the mule trail is being replaced by automobile roads to connect with the railway stations and with the airports.

AT THE beginning of May the German government offered to the French and Belgians the payment of 30 billion .gold marks as indemnity, accom-panied by rather involved terms, among which was the ability of the Germans to finance the foreign loan. This offer was promptly and summarily refused by the French and Belgians. Since then there have been more palavers between the two parties, while the occupation of the Ruhr continued without especial incident, except some socialist riots and workmen's strikes. The renewed conference between the Allies and the Turks at Lausanne continued, without apparently getting anywhere. The Turks demanded an indemnity from the Greeks, which the latter refused to pay, threatening a resumption of hostilities rather than to do so. A. Bonar Law, the British premier, resigned his office soon after the middle of May, owing to poor health. The King appointed Stanley Baldwin as his successor. This. Attainment to the premiership of Great Britain by a business man is a noteworthy event. It is, moreover, to be remarked that Mr. Baldwin is personally acquainted with America and is well known to be a friend to Americans. The Irish rebellion came to an end. Economically there was some improvement in the situation in Great Britain during May, which was reflected in diminution in the number of unemployed. Nevertheless the aggregate of the unemployed in Great Britain continues at a very high figure. In Germany there has been an increase in the number of unemployed ever since the French occupation of the Ruhr, which naturally has been choking German industry. Previous to this the percentage of unemploy-ment among German workers had been low ever since the Armistice. A noteworthy domestic event was the non-stop flight of an airplane, May 2-3, bearing two aviators from New York to San Diego, California, in about 27 hours.

THE construction of rescue-apparatus on the principle of furnishing the wearer with air from a tank containing it under high pressure was given up by inventors about 20 years ago. Such an apparatus must supply continuously, for not less than two hours, nearly 50 liters of pure air at atmospheric pressure per minute, or a total of 6,000 liters (210 cu. ft.); and a cylinder containing this amount of air, under 2,000 lb. pressure, would weigh 180 lb. or more. Although apparatus has been recently constructed utilizing liquified air, no experiments have been made to determine the regularity with which the air is generated, nor has its chemical composition been determined. Moreover, the chief objection to such an apparatus is the' difficulty and cost of keeping on hand a large quantity of liquified air. The system of furnishing the wearer of a breathing-apparatus with air which has given the best results, and has found employment in all the devices now in practical use, is that in which the air contained in the human lungs at the beginning of the work is regenerated by the apparatus. By means of chemicals, such as caustic potash and caustic soda, the carbonic acid gas, CO., exhaled is absorbed, and the oxygen that has been consumed is replaced from a tank containing this gas under high pressure. The pressure of the oxygen (which is 1,875 lb. in the two cylinders at the beginning of the work) is automatically reduced to 75 lb., and is sufficient to keep the air inside of the apparatus in constant circulation, and to force it to pass through the chemicals provided for the absorption of the CO, gas. WHEN operations were first started at Climax in 1917 by the Climax Molybdenum Co., they were pioneering in the molybdenum industry for little was known relative to the uses of molybdenum or the metallurgy of molybdenite concentration. Concentration of molybdenite is relatively simple today but in 1916, when the Climax deposit first attracted attention, it presented serious difficulties. Little was known, in fact, even about the assaying of such low-grade molybdenum ores. Mine samples were sent to at least a dozen of the best laboratories in the United States and average values reported varied from 0.4 per cent to 1.0 per cent MOS2. Owing to the wide variations in MoS2 content obtained from reliable chemists, the actual value of the ore was most uncertain. This variation occurred repeat¬edly over a period of six months in 1917. It was finally decided, as a last resort, to cut several tons of sample from the tunnel and have a mill test made, using the recovered MoS2 per ton as the grade of the ore, for a small error in the assaying of the concentrate would not materially affect the results. These mill tests were made by the General Engineering Co. (Callow) at Salt Lake City. The results proved an ore of commercial grade and indicated the flotation process for the best metallurgy. Elder, of the Alabama Under¬ground Gasification Experiment at Gorgas, Alabama, for their unfailing patience and effective support. The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago. NINETEEN Thirty-Six was the biggest year in volume in the history of the oil industry, and unquestionably the best since 1929 in respect to profits. The quota of new and difficult problems to face seemed a little smaller during 1936 than in most recent years, and a somewhat better balance existed between the different branches of the industry. 'Domestic consumption of gasoline in 1936, estimated at about 475 million barrels-the highest on record, was approximately 11 per cent above 1935, and 26 per cent above 1929. Demand for crude oil increased in about the same proportion: over 1935, and the average production, of about three million barrels daily,' constituted a new high level.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

Until recently, probably the best means of sampling airborne dusts has been the impinger method. Dust-laden air is drawn into a sampling tube, and the particulate matters separated from the air and collected in the liquid in the impinger. A sample of the suspension is prepared on a slide and counted through a projection microscope. This method is simple and reliable, but it does suffer drawbacks. Since the collected particles must be counted visually, results of the dust count are taken. This seriously impedes studying the effectiveness of dust inhibitors, such as water sprays, or making adjustments in equipment. Greatest disadvantage of all, however, is the tedious task of counting particles in the sample. With the growing desirability of taking more samples, the effort involved in making these counts is a real factor in the cost of dust control. Finally, it is generally recognized that impinger dust counts can be related to health hazard only for specific kinds of dust and under similar conditions. This is because the rather complex mechanism of dust damage depends so much on size distribution of the dust. Counts determined by impinger samples cover a limited size range that does not necessarily correlate with retention by the lungs and upper respiratory tract.

MANY of you who are interested in the manufacture of iron and steel, have no doubt heard of the "Wheeler process for combining iron and steel." Mr. Wheeler has formed a company, styled the "Combination Trust Company," whose business is to grant licenses for the use of this patent process in producing what he calls "iron-clad steel." It has been proposed to apply it in the manufacture of car or wagon axles, also to shafting, having steel cores or centres covered with iron; to tubes of steel with an inner and outer skin of iron ; to structural purposes, such as girders and beams; bridge and tie-bolts, where the strength of the iron and the rigidity of the steel would be desirable. In answer to a request from Mr. Wheeler, permission was accorded him to make some experiments at the rolling mill of the Philadelphia and Reading Coal and Iron Company, at Reading, Pennsylvania, with a view to manufacturing some steel-headed rails. In making this kind of a rail two difficulties are encountered. If the iron is brought to the requisite heat to weld properly, the steel is likely to be burned ; if the steel is cared for, to prevent burning, the several layers of iron are not brought up to the proper welding heat. Mr. Wheeler claimed that the steel slab covered with iron which be furnished for the head of the rail could not be injured by any heat to which it might be subjected in the ordinary course of heating the rail-pile. He claimed, also, that by this method the porosity, which he thought was characteristic of all solid rails of Bessemer steel, would be overcome. Four steel slabs were furnished for this experiment, being Bessemer steel of .61 carbon, made at the Edgar Thomson Steel Works, and covered with iron in one of the Pittsburgh mills. The slabs were in section seven inches wide by three inches thick, and the iron covering was one-eighth to three-sixteenths inch thick. Each slab was placed on a pile of iron made up in the ordinary way for a rail fifty-six pounds per yard and thirty feet long. The heating was under the personal direction of Mr. Wheeler, and

§ 22. THe results published in Professor Howe's paper10 of our determinations on the Ac3 and Ar3 points for a series of commercial carbon steels " containing manganese in varying proportion, represent the average temperatures found by taking several (4 or 5) heating and cooling curves. The accompanying curves, Figs. 6 and 7, are, for each steel, the first heating and cooling curves as obtained by the inverse-rate method of Osmond, using a cylindrical chronograph sensitive to 0.1 sec. for recording time. Simultaneous observations were also taken by the differential method with a platinum neutral and plotted by Rosenhain's derived differential method and gave substantially the same results, the curves having sensibly the same contours in both cases.12 The observations were taken in vacuo on cylinders 5 by 1 in. in length bored to center with a 1/8-in. hole to receive porcelain insulated thermo-couple, and inclosed in an out- and in-glazed Berlin porcelain tube heated electrically by platinum foil wound on the tube. The vacuum was usually better than 0.1 mm. The heating and cooling of the furnace was automatically controlled by a salt-water rheostat with shaped electrodes, giving a uniform rate of heating and cooling.

OF THE 92 elements generally accepted by chemists as constituting the primary building blocks of matter, all but the very rarest have been investigated with a view to employing them in steel manufacture. The surprising thing is that so few have been found commercially acceptable. Despite the relatively small number of elements involved, the use of alloys in steel making is one of the most complicated and probably one of the least well understood of modern industrial enterprises. The action of individual elements in steel making has been described often and a profuse and somewhat acrimonious literature covers pretty much the whole field of ferroalloy ore supplies. In the middle ground between the miner and the -steel maker developments are less carefully watched by most observers and except for an occasional description of the technique of some conversion process or the tariff hearings in Congress, little is said about them. The present paper has been submitted in the hope that it will stimulate broader constructive economic thinking. It undertakes to describe in' relatively nontechnical terms this great and growing though highly complex industry and to study its relations to national progress.

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. This paper discusses a study performed to evaluate the feasibility of transferring formal system safety assessment technology to the mining industry. A representative listing of formal techniques was evaluated to select the most useful methods for the mining industry to implement. Criteria for selecting methods included the interests, needs, and requirements of mine safety officials. This paper describes one of the selected methods, preliminary hazards analysis (PHA), and illustrates the analysis procedure for a mining example. This study also includes an assessment of the adaptability of selected methods to a user-interactive computer system for use by mine safety personnel. This paper includes a description of a conceptual computerized PHA-type safety program that facilitates performance of the safety analysis and can accommodate updates and revisions as necessary.
