SPECIFICATIONS for clays serving raw materials in the ceramic industry usually contain the following items: (1) Chemical analysis, sometimes with mineralogical structure determined by microscopic investigation. (2) Maturing temperature and firing range, usually expressed in terms of pyrometric cone equivalent. (3) Shrinkage (drying and firing shrinkage separately). (4) Degree of plasticity. AT a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr.. C. B. Dudley, in his presidential address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective require¬ments of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical experts lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the, finished product. Chemical knowledge in steel-making is far in advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. The function of a preposition is to show the relation of one thing to another; it is necessary therefore for the writer to select the preposition that indicates the particular relation, otherwise he will fail to express himself clearly. Is it against common sense' to suggest that a Government is justified, morally as well as constitutionally, in preventing the decay of an industry by insisting upon the amalgamation of the prosperous with the needy? All these seven prepositions are used correctly. With the first dredge introduced in Russia, of Werf Conrad, Haarlem, make, this method of alluvial dining became important. Here the prepositions "with", "in", and "of" are used wrongly. He means: "This method of a1lu;ial mining sprang into importance shortly after the first dredge, made at the Werf Conrad, Haarlem, was introduced into ;Russia." The statement itself ii not true, but for that I am not responsible. Once, while I was serving with him, we were frozen in out of sight of land in the Gulf of Pichili in the North of China. Admiral Fisher wrote thus. He has used nine prepositions in making this brief statement. The sequence of three prepositions "in out of" is particularly awkward.

The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

The dictionary defines 'jargon' as "barbarous or debased language". This description does not suffice. Quiller-Couch has said, it is "a kind of writing which, from a superficial likeness, commonly passes for prose in these days, and by lazy folk is commonly written for prose, yet actually is not prose at all ". The two main vices of jargon, he says, are "that it uses circumlocution rather than short straight speech", like the Babu who reported his mother's death by saying: "Regret to inform you, the hand that rocked the cradle has kicked the bucket ". Its other chief' vice is that "it habitually chooses vague woolly abstract nouns rather than concrete ones", like the newspaper statement; "He was conveyed to his place of residence in an intoxicated condition", instead of saying, "He was carried home drunk ". Jargon is "an infirmity of speech", it is not journalese, but akin to it. "Like respect- ability in Chicago, jargo4 stalks unchecked in our midst" and renders much technical writing ridiculous. It deals in periphrasis instead of going straight to the point, it loves the abstract rather than the concrete, it dabbles in words of sound rather than of meaning. Avoid it, despise it., if you purpose earnestly to write well. "III literature as in life he makes himself felt who not only calls 4 spade a spade but has the pluck to double spades and re-double." * Jargon is rampant in technical publications. Catalogues and other advertisements are conspicuous offenders, but with these the critic is not concerned, except in so far as such 'write-

IT has been said the British Empire was built on British Coal. In all the postwar planning for Great Britain the necessity for producing cheap coal and the prosperity of the coal industry are given first consideration. On Jan. 23, 1945, there was released in London a "Report to the Colliery Owners" which had been awaited with great interest. This was entitled "A Plan for Coal" and was the recommendation of Robert Foot, chairman of The Mining Association (Colliery Owners), prepared at their request. Presentation of the "Plan" at this time is particularly significant as it is an answer to the demand for nationalization of the coal industry by the Labour Party and at the same time is a carefully considered program for postwar reconstruction, prosperity, and stability. In the words of Mr. Foot, If the coal industry for the first ten years after this war is to find itself in a situation similar to the one it occupied for the ten years following the last war, with its record of disputes, strikes, stoppages, short-time working, unemployment, and, with it all, a completely insufficient margin of profit, and all the insecurity and instability in our basic industry that was brought with them, it is goodbye to any real prospect of full employment, social security, and high standard of living. 1. INTRODUCTION. THE anthracite coal trade, with a shipment averaging about 70,000,000 tons per year, differs essentially from other coal business, in the fact that the larger sizes, comprising about 65 per cent. of the total, are used almost exclusively for domestic purposes, principally during the winter months; and that for proper combustion close-sizing is imperative, so that eight sizes are made; broken, egg, stove, and nut, known as prepared sizes, and pea, buckwheat, rice, and barley, known as steam sizes. These sizes are made in the regular course of preparation, and but little variation in the natural percentage of each is practicable. Thus it is necessary either to work the collieries intermittently, or to dispose of all the varying sizes in their fixed proportions. Unfortunately, the market does not at all times absorb the coal in proper proportions, and rather than interfere with the regular operation of the mines it has been found economical to provide storage for the excess. While the cellars of the consumers are the great storage-plants of the country, this capacity is not under the control of the trade, except so far as reduced prices during the spring and summer months may tempt the use of this reserve. The same remark applies but with less force to the retail yards, which,, though usually small, store in the aggregate a large amount of anthracite. While every effort is made to utilize to the utmost the individual storage-capacity of the country, there still remains the necessity for taking care of the irregularities of the market by the construction of storage-plants under the direct control of the producers. Such plants are usually the property of the railroads, and are situated at points most convenient from a traffic stand-point.

THE motive for merging or consolidation today is conspicuously different from that actuating business men in the late eighties and early nine- ties. Then they combined to secure added productive capacity and to monopolize their respective industries with a view to exploiting the consumer. So flagrant were some of these cases that they brought about their own correctives via retaliation on the part of the public and the subsequent restrictive legislation and legal curbs. The objective of the present-day merger, writes W. R. Hill in Printers' Ink, December, 1927, is summarized as follows : "In the golden days when an industry was being cut to pieces, the prevailing cure was to combine. The reason for such trusts was to strangle competition and by creating a monopoly, dominate the market, raise prices, regardless of economic business methods, and simply force larger profits.

A Discussion of the paper by Mr. James P. Roe which was read at the Washington meeting, May, 1905. MR. C. EDWARD STAFFORD, Chester, Pa.:-During all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horse-shoes and in the making by Dr. Otto Wuth's process extremely pure low phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces to make extra locomotive fire-box steel. I have also seen the Dank's puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Dank's blooms were made solely for open-hearth melting-stock to which they were well adapted ; the unavoidable presence of bits of ore-fix imbedded in the mass of the, metal always prevents the profitable manufacture of merchant iron from Dank's blooms. With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a. height of 17 or 18 ft. above the general level; the oscillation (65° each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

(San Francisco fleeting, October, 1911.) DURING the past two years California has developed a new and important oil-field : I refer to Midway. This field produced the famous Lake View gusher, which is credited with a total production in excess of 8,000,000 barrels. Fortunately for the oil industry of the State, this well is now a thing of the past, and nothing save a great crater-like opening marks its location. The pipe is entirely worn away and gone ; and it is a matter of serious doubt if there can be anything done that will cause the well to produce again. Fortunately, also, there have been no, other wells in that field or elsewhere throughout the State that in any way compared with the Lake View. Midway is noted for large wells, of from 500 to 2,000 barrels production; but the decline is rapid, and a few months serve to bring the output down to a few hundred barrels. In the oil-territory heretofore blocked out as proved and probable, there have been, during the year, many changes. Some areas which were expected to be fairly productive have apparently failed; others, more strictly "wild-cat," have come in; while in some of the older fields there are properties which are beginning to show evident signs of exhaustion. The total area of proved territory will therefore probably suffer but small increase, when balances are struck off. The increase of new area has come from extensions of the Midway field, the development of a field in Lost Hills and Belridge, and extensions of the Fullerton-Whittier field in southern California. In these later developments, down to date, the fresh area absolutely proved is not much in excess of 3,000 acres. Recent developments in Coalinga indicate the possible extension of that field to the south, but at great depth. Coalinga is still the most northerly field of any consequence in the State. During The Night-Time,' The Rain, If Gentle, Will Usually Last Until Dawn, And Sometimes An Intermittent Drizzle Will Keep Up All Day As Well, Although, As A Rule, It Rarely Rains During The Day. The Rise Of The Rivers, Due To The Rain-Fall, Varies From A Few Inches To Several Feet. THE Boston meeting, August 29-31, was in many ways one of the pleasantest the Institute has enjoyed in years. Much hard work had been done by the committee, and with excellent results. The program had been purposely restricted with the idea that a smaller, more homogeneous audience formed the best basis for a regional meeting, and the event fully justified the plan. The one hundred and sixty-three members and guests attending were dominantly interested in geophysical methods or their application, and, despite the highly technical character of the papers and the unusual heat, attendance and interest in the technical sessions were well sustained. The exhibition of geophysical instruments and aerial maps added greatly to the meeting.

A LARGE proportion of the coke used is made in the by-product oven from the high-volatile coals mined in the adjacent district. At the beginning it was feared good by-product blast-furnace coke could not be made with our coals. By experimenting with various mixtures of coals, coking time, oven design, and coking temperatures, much has already been accomplished. The results show that a hard, dense coke, not easily broken by handling, can be produced. In its present state it is not all that could be desired, but it is being constantly improved. Such coke has been used alone as the fuel on several of the blast furnaces producing the highest daily production in the Pittsburgh district. Many of the coals in the Pittsburgh district when coked in the by-product oven yield a gas which contains a high percentage of sulfur, which is objection- able for many metallurgical operations. As this fuel is gradually replacing the ideal fuel, natural gas, which is becoming less plentiful, studies are being made of the best methods for purification. Some metallurgists believe sulfur to be a very injurious element in steel. Recent investigations by Government bureaus, scientific bodies and private firms, seem to indicate that a reasonable amount of sulfur may exist in steel without detriment. THE atmosphere, which plays such an important part in the manufacture of iron and steel, is the most variable element involved in its several processes; and particularly is this true of the blast-furnace process, which consumes air in large quantities. At no time since the blast-furnace became an important and widely used apparatus-even when it was operated in the most crude manner-have the variations in composition of the raw materials used been as frequent and as great as the variations in humility of the atmosphere. Important, improvements have been made in the blast furnace and its accessories, such as the hot-blast stoves, the increase in size and change in the shape of the furnace, more efficient blowing engines, the increased protection given to the bosh walls, and the careful preparation of' the raw material, all of which have exerted a pronounced influence on the furnace-operations from a metallurgical standpoint. But during the past eight years little advance has been made in this direction; the fuel-consumption has not diminished, nor has there been any material increase in production. Within that period, however, there has been witnessed the greatest development in appliances for the economical handling of material. So complete has been the work in this direction, that, except in isolated cases, in this country at least., a further extension does not hold out much promise of a satisfactory return on the investment required. William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.
