Reading in the AIME annual reports that certain activities have been financed by the Rocky Mountain Club Fund, less senior members of the Institute may wonder. "What's the Rocky Mountain Club?" Less youthful members will not have to wonder. They will recall the Club as an intriguing, almost fantastic organization, largely of western mining men, that flared across the New York horizon, flamed brilliantly for a little more than two decades, then sputtered out of existence- glorious even in its last flash. It was the only product of its mold, a fabulous group of magnanimous men who unhesitatingly sacrificed a cherished dream for which they had raised millions of dollars so that the money, instead of creating a magnificent club house, could be used instead to save the lives of starving Belgian children in World War I.

TO THE BOARD OF DIRECTORS OF AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-I have the honor to present the following, report for the calendar year 1920. The activities which seem to call for special comment are: THE NEW FORM OF MAGAZINE MINING AND METALLURGY appeared every month during the calendar year and has been developed until it contains some ten departments. It has brought forth more commendatory letters than have been received at headquarters on any other subject throughout the year. Less than a dozen letters unfavorable to the change have been received, and the indications are that the magazine has met a want deeply felt, especially by members distant from headquarters. The technical papers printed by the Institute are published in abstract in the magazine and opportunity is given to members who desire them to receive full copies of any or all papers published. The Bound Volumes, as usual, contain all the papers in full and discussions thereof. FINANCES The greatly increased cost of paper and printing has put a tremendous burden on the Institute's finances, since the dues of $12 per year are only 20 per cent. greater than the members paid when the Institute was founded forty-nine years ago. This has resulted in a temporary deficit, similar to that encountered by many of our sister engineering societies. The fact that our Institute has lower dues and gives more in the way of publications to its members than any other of the national engineering societies has rendered the situation more difficult for us. MEETINGS The Annual Meeting in New York, the Field Meeting in the Lake Superior District, the meeting of the Petroleum and Gas members at St. Louis, and of the Institute of Metals Division in Columbus, Ohio, have all been described in full in the magazine.

IT is not my purpose to write a lengthy article or to attempt the solotion of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably bee treated, at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see acid estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that, the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. Cowles, Cleveland, Ohio (commuaication to the Secretary*):—Mr.Gillette's paper and his deductions seem to me of the very greatest importance, if the validity of his conclusions and figures can be confirmed. His work seems to solve an unfinished problem that I attempted to solve on the same lines about two years ago, at a time when I was preparing a paper' on another subject for the American Electrochemical Society. The following paragraph is quoted from the paper referred to: "I feel convinced that a further study of the heats of combination now known for so many compounds, which merely express in other terms their voltages of disruption, will show us the allowance that must be made as a departure from unity in the case of each element, for the intrinsic charge of its elementary molecule, and thereby render possible the creation of a table of apparent relative atomic capacities for electricity, similar to the table of atomic weights. Roger A. Markle was sworn in as director of the US Bureau of Mines on September 27, 1978, ending a 20-month period during which the Bureau was without a leader. Some Bureau observers wondered out loud if this delay was a signal that Interior was slowly pulling the rug out from under the agency. When Markle was finally tapped for the director's position-coal industry executive to lead an agency that had been stripped of its fossil fuel R&D functions as well as its safety and health enforcement role--the speculation was fast and furious: One camp had it that Markle was brought in to phase out the Bureau; others said that Markle's directive was to revitalize the organization by charting a new Bureau course. In March, with the proposed Department of Natural Resources making headlines, ME went to Washington to interview Markle about his first six months as director and the goals he has set for the Bureau's future.

TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen: - I herewith present a report of some. of the more important activities of the Institute for the year of 1922. The outstanding feature of the year is the optimism felt by our members despite the continued depression in the mining industry. January 1, 1921, found many of our members out of employment or drifting into other industries to tide them over the depression, but almost universally the feeling has been that this was but a temporary condition and that sooner or later the necessary production of raw materials would enable these members to return to their former activities and renew their participation in Institute affairs. As the year passed conditions improved and, before it ended, many had found employment in their previous occupations. Bearing in mind that this depression has been very real, we have reason to be well satisfied with the work that the Institute has been able to do. The loss of members through inability to pay, dues has been large, and income has been correspondingly reduced, but it proved to be materially in excess of that anticipated early in the year, so that a substantial and unanticipated balance was carried forward toward the activities of 1923. PUBLICATIONS Following the example of other technical societies, and to conserve our resources, no Year Book was published in 1922. The lack of an up-to-date membership list for the use of our members was regrettable, but the saving of $5000 proved to be worth while. During the year, Volumes LXV, LXVI, and LXVII were printed and sent to members. These volumes were composed largely of the papers of 1920 and 1921, publication of which had been delayed partly through lack of funds and partly for the purpose of segregating into volumes those papers dealing with the same general subject. The segregation of papers had been suggested by a number of members who had advised that they were not primarily interested in all subjects

This establishment being now in full working order, it has seemed of considerable professional interest to collect together, in a concise form, the various points as to its plan, method of dressing, and equipment. The data contained in this paper have been largely drawn from the able paper of E. Kutscher, constrnoting engineer of the works, contained in the Zeitschrift fur Berg-HÜtten-und Salinenwesen im Preussischen Staate, 1873, supplemented by some personal memoranda made while the works were under construction and by memoranda on the works appearing in various German technical papers from their completion up to date. This is probably the largest dressing works in the world devoted to the beneficiation of argentiferous lead ores, and it is doubtful if any establishment for the concentration of mineral of any description can compare with it in size. As showing the final practice adopted in an old and very conservative mining region, in which the concentration of ores has been a matter of constant practice and experiment for a very long period, these works are of peculiar interest. The fact that the Clausthal ores strongly resemble a very large and abundant class of ores found in the United States has always attracted the attention of American mining engineers and mine owners to the methods employed in dressing and smelting them. A pulse technique is described for the measurement of bar velocity. A low frequency sine wave pulse is used which allows the wave-length to become much larger than the lateral dimensions of the test specimen. The low frequency pulse method has been tested and compared with the resonant frequency method and the results show that both methods give, on the average, equivalent velocities.

The Parachute Creek member of the Green River formation in the Piceance Basin, Colorado, contains vast reserves of oil shale, nahcolite, dawsonite, and other accessory minerals. The dry alkali process of sulfur dioxide removal using nahcolite (naturally occurring sodium bicarbonate) has great potential A room and pillar mining scheme has been designed to extract a nahcolite zone occurring at a depth of 472 m, from the lease application area of the Yankee Gulch joint venture. Geotechnical parameters affecting mine design will be discussed. A preliminary development plan for mining at the rate of 1000 t/d will be described in detail.

As described in a previous presentation and in various patents, the Minerals Sciences Div. of UOP, Inc., has developed a modified reduction roast ammonia leach process for nickel laterites. This process gave considerable improvement in extraction over the conventional Caron approach as practiced in Cuba, Australia, and the Philippines. This greatly improved response was obtained with a wide variety of ores. This paper describes the pilot plant flowsheet and reviews the design features unique to the UOP process. Operating results from pilot plant campaigns are compared with bench scale results. Operating problems and their solutions are also discussed.

Rapid growth rate of surface mining for coal has caused many states to increase the rigor and complexity of their surface mining codes. The promulgation of federal surface mining standards may cause those states containing federal land to amend their codes also. Presented is an up-to-date review of these codes with tabular summaries that divide the codes into operative functions. These summaries will be of use to new operators, multiple-state operators, and state officials. Suggestions are made for industrial efforts to present workable and acceptable amendments to these codes.

At Sumitomo Metal Industries, technologies for manufacturing metallurgical coke have been developed, under the names of Sumicoal System and DKS formed coke processes. Sumicoal System is the process utilizing approximately 70% conventional fine coal, 30% briquettes charge, and 2-3% caking substance. This technology was industrialized in 1975, and now the blending ratio of non-coking coal has reached up to 20%. On the other hand, a large scale demonstration plant using the DKS process was constructed and operated over one year. As the result of that test, it is thought that the DKS process has also reached the stage of industrialization. This paper will describe these new coking technologies.

In aqueous solution, an oxide surface is considered to consist of positively charged surface sites, MOH, neutral surface sites MOH, and negatively charged surface sites MO-. From the mass action law, equations for the distribution of these sites have been derived in terms of the hydrogen ion concentration in solution and the point of zero charge of the oxide. Experiments on the flotation of futile were carried out with sulfonates and amines which are collectors that physisorb, and with oleate, which is a collector that chemisorbs. Flotation response was found to correlate with the site distribution model. A similar correlation was found with published data on iron oxide potation.

Few authors of treatises and papers on engineering subjects hare given adequate attention to topographic maps. The statement applies especially to mining engineering in all branches. Even those who have discussed such maps have treated the subject only in a general way. Therefore it is proposed to outline in this paper a few of the uncommon yet important relationships which topographic maps and their by-product, structure-contour maps, have to modern methods of mining investigation and development when the facts depicted on such maps are properly interpreted. Topography, as suggested by the etymology of the word, means a detailed description of particular places. Written descriptions have been found less effective than the pictorial representations, therefore attempts have been made in various ways to picture the surface features of places. Lines and shading have been used, hachures drawn, and, finally, the contour topographic map. To a large extent this style of map is the result of the demands of engineers. It is designed to meet their needs far more than those of the man untrained in engineering. In fact,. the average man obtains a better idea of the topography of an area from the hachure system than from contour maps. Since the maps have been made chiefly for the use of the engineer, they ought to meet his demands on the one hand, and, on the other, should be used by him to the fullest extent. Such maps, when properly made, accurately portray a portion of the earth's surface and should present the topography better than a personal examination of the area without a map could present it, because the person making such examination views only a limited portion of the surface at a time, and estimates distances only roughly with his eye. Let the engineer consider carefully the fact that in many instances the topographic map is superior to a personal examination of the surface features of a property because the map is based on careful instrumental measurements, whereas the eye gives imperfect data because it can be used merely for the estimation and

Selective flocculation studies carried out with iron ore tailings generated at Kudremukh iron ore plant indicate that a concentrate containing 63% iron can be obtained from the tailings containing 34% iron with around 60% recovery. This opens up the possibility of recovering most of the iron lost in the tailings generated at 2 kt/h (2200 stph) while processing 22 Mt (24 million st) ore per year. This would mean that the productivity could increase by around 50%. In these studies, it has been established that caustic degraded tapioca starch is a most effective agent for selective flocculation. While potato starch after caustic degradation can also be used, neither the parent starch nor the amylopectin compound is as effective.

LONGHOLE drilling with a heavy type percussion Leyner drill, jointed steel rods, and a tungsten carbide insert bit was investigated while drilling and working a quartz barite brecciated rock. Procedure and practice were developed and its suitability for tackling pillar and sill recovery proven and extended to regular stoping at Torbrit. Torbrit, as the name implies, is a contraction of the Toric property and the Britannia Mining & Smelting Co. Ltd., the former owners. This silver property, with minor amounts of lead, zinc, and rarer sulphides of little or no economic value, was discovered in 1916 from an outcrop in the Kitsault River, 18 miles north of Alice Arm Post Office, in the Portland Canal Mining District, B. C.

Tantalum Mining Corporation of Canada Limited has been mining tantalum ore from the Bernic Lake pegmatite dyke since 1968. The shallow nature of the dyke and relatively high strengths of the various rock types led to the choice of a room and pillar mining method. Rock mechanic studies have indicated that the original pillar dimensions of 50 feet x 50 feet are conservative for existing rooms. Therefore, a plan to reduce the size of pillars using rock mechanics instrumentation to monitor the resulting stress on pillar remnants and stope backs was devised. The paper describes the test work done on the rock types within the pegmatite dyke. The use of Irad stress cells and extensometers in monitoring the stress in pillars is described. The actual results of the program to date are presented.

INTRODUCTION The overall importance of the minerals industry during the next 20 years was highlighted In "The Global 200 Report to the President" (Barney, 1982) in the following terms: "The industrial and agricultural processes that are taken for granted today would be severely disrupted of any one of dozens of critical minerals ceased to be available in dependable, reasonably priced supply. Supply in turn has become highly energy intensive and international In scope ...... because resources are not uniformly distributed geographically, political considerations (also) become an Important determinant of price and trade patterns." In attempting to determine Australia’s contribution of bauxite raw materials to the world of the future, this paper necessarily also concerns itself with the alumina and aluminium industry to which it supplles the raw material. It is an industry which is energy intensive, International in scope and heavily influenced by political considerations. The aluminium industry has shown a remarkably rapid growth during the past 20 years (Fig. 1).

The storage and retrieval of geological information is represented by a "Babel" of systems. If the energy and expense that is being expended is to be fully exploited by the earth science community, a common language and common practise is required. Interfacing, applicable in the crossover of scientific disciplines and of polyglot data collections, is neither practical nor economic in the handling of English language information. Whether a single input/output center or a locus of interlocking subcenters is established, is irrelevant. The capture of fugitive information and recapture of lost data is paramount. Existing national committees and international commissions are cognizant of the problem and are engaged with it. The time required to reach agreement may merely complicate the problem. It may prove necessary for a group of individuals to face up to the situation and take the indicated action -- facing the criticism that will probably fall on their heads. The cost of rectifying immediate mistakes may be far less than the delayed execution of a long studied plan. System designs are considered in terms of input elements and output products, various mechanical operating modes are presented, and the economics of organization and maintenance are discussed.
