BY this time almost everyone knows, in a general way, the corporate income distribution policies of the 1936 Revenue Act, and many of the practical problems arising there under. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

THE relationship between hardenability and weldability has been mentioned many times. The ease of making a hardness survey has led to its wide use as a criterion [ ] of weldability and with a given class or series of steels for which the ductility under weld heat-treatment is known the test is entirely suitable. However, in studying a new steel the hardness survey is of less value, since it is based on the assumption that there is a correlation between hardness and ductility. Several attempts have been made to derive indices for weldabilityl and hardenability from the chemical analysis. In most of these proposals the effects of the different elements were considered to be additive, but recently Grossmami2 proposed a novel method of calculating the hardenability of a steel from its chemical composition. In the [ ] method proposed, a steel is considered as having a base hardenability due to its carbon content and grain size, and this base hardenability is multiplied by a factor for each chemical element present, The final product is the hardenability. The purpose of the present study is to point out the possible relationship between hardenability and the effect of welding on hardness and ductility for a number of plain carbon and low-alloy steels. The composition of the 25 steels reported in this paper as determined by chemical analysis is given in Table I. To eliminate the effect of variations in finishing temperatures, the 1/2-in. plates were normalized after heating for one hour at 1650°F. in a controlled-atmosphere furnace.

HIGH subsurface temperatures and pressures are making cementing operations more difficult as deeper producing horizons are being sought. Recorded bottom-hole temperatures above 200°F. and pressures in excess of 12,000 Ib. per sq. in., obtained by combining hydrostatic and pump pressures, are not uncommon. Insufficient time is available for proper placement of standard Portland cement, because of the shortened setting time produced by these excessive temperatures and pressures, therefore special types of cements have been developed to overcome these difficulties. From the standpoint of placement, the ideal slurry would be one that would remain fluid long enough to be placed, then harden rapidly, so that there would be a limited amount of contamination and the well could be placed on production in a minimum of time. It is highly desirable, therefore, that some method be devised to measure accurately the time that any slurry will remain in a fluid state while being pumped into the well. To study the effect of elevated temperature and pressure on fluidity, the authors have developed the pressure-type consistometer (Figs. I and 2) described below, and are presenting data obtained with it, using slurries of both quick-setting and slow-setting cements. Studies were made over a temperature range from 110° to 270°F., and a pressure range from atmospheric to 3000 lb. per sq. inch. APPARATUS The fluidity of cement slurries at atmospheric pressure is usually determined with the Halliburton consistometer1 or the Thickening Time Tester.2 These instruments are similar, in many respects, to an ordinary ice-cream freezer. The slurry to be tested is placed in a container that is rotated at a constant speed with an electric motor. Constant temperature is maintained by surrounding the container with a thermostatically controlled bath. The torque on the paddles, which is proportional to the force needed to shear the slurry, is indicated on a scale. The Halliburton instrument is calibrated from 0 to 100 poises against fluids of known viscosity. To permit direct correlation of observed elevated pressure data with those published at atmospheric pressure, the authors' designs of the slurry container, paddle, and torque indicator closely resemble those used on the Halliburton instrument. Duplicate results may be obtained at atmospheric pressure in either instrument. Instead of the atmospheric constant-temperature bath, one was built from a high-pressure steel bull plug. A Uni-Bolt union equipped with a blanking plug serves as the top, permiting the instrument to be opened or closed in less than one minute. The slurry container is built from Shelby steel tubing. A wrench socket welded to the bottom of the container engages a hexagonal nut on the top of the steel shaft that rotates it. This acts as a universal

The kinetics of sulfation of single crystals of lead sulfide to lead sulfate have been studied between 969" and 1073°K in gas atmospheres of known composition using a thermobalance technique. The data are described by an equation derived on the basis that diffusion outward through the Product layer is the major controlling step. The rate of sulfation is linearly related to the logarithm of the sulfur trioxide partial DESPITE its industrial significance the oxidation of lead sulfide has received limited attention. The oxidation reactions have been studied using beds, briquettes, single crystals, or thin films of lead sulfide. Lead oxide and lead sulfate (PbSO,) were formed when Mclntoshl and Gardner2 roasted beds of galena pressure and the temperature coefficient of reaction is 40 ± 5 kcal per g mole. Gold marker experiments show that the sulfate layer grows by outward movement of ions through the sulfate layer. Initially the PbSO, adheres to the PbS but later forms an irnpewious spheroidal envelope; PbS vaporizes and pb2' ions diffuse through the envelope to react at the external surface. in air at temperatures up to 800°C. In a more extensive investigation, Tchizhykov3 obtained Pb, PbO, and PbS04 in accordance with Eqs. [1] to [4], when a bed of -200 mesh galena was oxidized in O2-N2 mixtures at 700° to 900°C.

New Mexico, after several years as the sixth ranking oil-producing state, was surpassed by Illinois and for 1939 ranks seventh in the United States. Oil production for 1939 was 36,746,840 bbl. Production for 1938 was 35,510,176 bbl., a gain of 0.033 per cent. Production for the year would have been greater had there been a pipe-line outlet for the Vacuum field. The complete shutdown during the latter part of August covering a period of 15 days meant a production loss of over 1,500,000 bbl. of oil. Daily production allowable as set by the Oil Conservation Commission has followed very closely the recommendations of the Bureau of Mines. It has been found that the recommended allowables as quoted by the Bureau of Mines do not always reflect the actual demand, as there is a considerable lag hetween the recommended amounts and the current demands. During the year the various operating companies have done considerable remedial work in setting packers to reduce the gas-oil ratios in the various fields. Six new fields were discovered in New Mexico during 1939; three in Lea County, two in Eddy County and one in Chaves County. In the early part of 1939 a committee composed of the various engineers and geologists recommended subdividing the old Artesia area into various producing pools. This division was accepted, therefore the total number of producing fields in New Mexico is considerably greater than the number of fields in 1938, but does not represent new fields discovered during the year. The southeastern area continues to he the largest producer of oil. During the year 2,716,551 bbl. were produced in Eddy County and 33,690,996 bbl. in Lea County. Total production ill the northwestern part of the state, which includes San ,Juan and McKinley Counties, was 338,293 bbl. At the beginning of the year the daily average nonmarginal well allowable for Lea County was 48 bbl. At the close of the year it was 49 bbl. The daily average production for the year was 97,313 bbl. During the year, 659 wells were drilled in the state, of which 565 were producing oil wells, 15 gas wells, 6 carbon dioxide gas wells and 73 dry holes. The temperature dependence of the microscopic yield stress (the stress to produce a plastic strain of 2 x 10-6 in. per in.) and the stress-plastic strain curve of polycrystalline Cu 1.9 wt pct Be have been measured for the solution treated condition, an intermediate condition containing G.P. zones and ?' precipitate and the overaged ? precipitate condition, in the range from -58° to 200° C. A transition in micro -yield behavior and a large temperature dependence were noted for the intermediate condition, which are interpreted in terms of the interaction of glide dislocations with two differently sized zones. In comparison the microscopic yield stresses of the solution treated and overaged conditions were less sensitive to temperature variations and are satisfied by the Mott-Nabarro and dislocation bowing theories, respectively. A determination of the temperature dependence of the yield stress of a precipitation hardening alloy has provided a powerful tool for evaluation of the operative deformation mechanism. There is a marked contrast between the effect of temperature on the yield behavior of a metal containing coherent zones or intermediate precipitates, which can be "cut through" by mobile dislocations, and a metal containing a dispersion of noncoherent particles, through which dislocation "bowing out" is the dominant role of deformation.' These studies have in general been confined to single crystals, as it was considered that similar experiments on polycrystalline material did not produce good data because of the lack of sensitivity with which the yield stress could be determined. However, this objection has been removed by the introduction of mi-crostrain techniques, with which the yield stress in polycrystalline materials can be measured to a strain sensitivity of 10-6. Such measurements have not only shown that the deformation of polycrystalline precipitation hardening alloys can be examined with the same detail as single crystals, but also that some unexpected results are obtained.' In this paper the results obtained from a study of the temperature dependence of the microscopic yield stress (the stress to produce a plastic strain of 2 x 10-6 in. per in.) and the stress-plastic strain curve of a polycrystalline Cu 1.9 wt pct Be precipitation hardening alloy (Berylco 25) are discussed. The temperature dependence of the alloy was measured for three different conditions: 1) The solution treated condition (a supersaturated solid solution of a containing ~12 at. pct Be3) which is obtained by water quenching the alloy from 800° C. 2) The condition of y' intermediate precipitate, to- gether with some G.P. zones,' which is produced after an aging treatment of 2 hr at 315°C from the solution treated condition. (The alloy was cold rolled to 40 pct reduction prior to aging to minimize grain boundary precipitation effects.)4 3) The condition with equilibrium ? precipitate structure2 which is developed after an aging treatment of 24 hr at 425° C. EXPERIMENTAL PROCEDURE Tensile specimens of gage length 1 in. and with rectangular cross section of 0.18 by 0.06 in. were prepared from the solution treated, cold rolled alloy and were either resolution treated for 1 hr at 800°C, followed by water quenching, or aged for 2 hr at 315°C and 24 hr at 425° C to produce the desired precipitate structures. The microstrain characteristics of the aged specimens were determined at temperatures from —58" to 200° C and those of the solution treated specimens from -58° to 30° C. Each temperature was controlled to ± 0.2°C, which was a level of stability sufficient to eliminate thermal expansion effects from the measurements (~1.2°C temperature increase produced an extension of 2 x 10-6 in.). The microplastic behavior of the specimens in the temperature range below 82" C was measured with a standard Tuckerman strain gage,5 while at temperatures above 82°C a modified Tuckerman gage with a reduced strain sensitivity (4 x10-6 in. per- in.) was used. A load-unload technique was used to establish values of the microscopic yield stress. The specimen was strained at a constant cross head speed of 2 x 10-2 in. per min to a given stress level, at which the total strain was measured. Then the specimen was immediately unloaded at the same rate and any residual plastic strain determined. This procedure was repeated for an increasing series of stress levels until the microscopic yield stress was established by a direct measure of the stress to produce a residual plastic strain of 2 x 10-6 in. per in. (It should be noted that, as reversible dislocation motion occurs at stresses less than the microscopic yield stress,2 the plastic strain rate at this level was not constant.) In an ideal test, the microscopic yield stress would be determined from a continuous stress-strain measurement, rather than from a load-unload sequence, in order to eliminate mechanical recovery effects.6 However, it was found experimentally that mechanical recovery was negligible in Cu 1.9 wt pct Be at small plastic strains for all the temperatures investigated, as the microscopic yield stress was independent of the number of load-unload cycles employed (i.e., the values measured for specimens subjected to different numbers of cycles was within the experimental scatter determined for specimens tested in an identical manner). Therefore, it is reasonable to consider the microscopic yield stress determined in the load-unload

VERSATILITY is perhaps the outstanding characteristic of the subject of this sketch. He is author, golf-player, musician, public speaker, philatelist, German scholar, and has been a school teacher; but these are incidental. Oliver Ralston's professional forte might be described as beneficiating solid minerals and he has dealt in an important way with practically all of them. To this work he has brought a fertile mind stimulated by keen imagination but kept on the track by a sense of economic balance. An indication of his versatility is evidenced by his career with the Bureau of Mines, which he first joined in 1912, when the Bureau was just one year old. Except for two excursions into industry-Hooker Electro Chemical Co. (1917-20) and United Verde Copper Co. (1928 to 1935)-his entire professional career has been with the Bureau.

AS PREVIOUSLY announced, the semi-centennial meeting of the Institute is to be held at Wilkes-Barre, Pa., on Sept. 12, 13, 14, and 15. An interesting program of technical sessions and excursions is now being prepared by the Local Committee. At the time of going to press the program had not been completed in sufficient detail to permit its being pub¬lished in this number. The detailed program will be published in the September MINING AND METALLURGY, which will be printed in time to be distributed before the Wilkes-Barre Meeting. It may be said in advance, however, that the Com¬mittee has progressed so far in its work that we are assured of one of the -most notable meetings the Insti¬tute has held and that members will miss a rare .treat if they do not attend. The many trips and excursions, as well as the banquet, will be -given to the members as a compliment from the members of the Local Com¬mittee. . . The paper by Howard Eavenson on the Lynch Plant of -the United States Coal and Coke Co. will be illustrated by lantern slides and moving pictures. One of the most appropriate discussions will be that opened by Prof. J. F. Kemp on the Stratigraphy of the Anthracite Region; this also will be amply illustrated.

WHEN the new sulphide plant started to roll at Chuquicamata last July, we broached the matter of looking in on this historic event to Burr Wheeler, then executive vice president of Chile Exploration Co. (Chilex executive offices are housed with the parent company, Anaconda, at 25 Broadway which is 23 hours and 15 minutes closer to the AIME office than the mine, counting air and automobile travel). Mr. Wheeler was at Chuqui when they turned the first shovelful of earth, has an understandable pride and affection in the mine, and kindly offered to make all arrangements. As a guest of Chilex, physical exam, injections, police clearance, passport, and airline reservations on the crack Panagra airline are procured swiftly and almost painlessly. Winter clothes were advised by Mr. Wheeler and D. M. Dunbar, who is the former's assistant and a seasoned Chuqui-ite. Both of these gentlemen obviously prefer Chuqui climate, with 364 days of sunshine, 1 ½ -in. rainfall, rare atmosphere of 10,000 ft elevation, Christmas-time earthquakes, and howling winds through June and July to the vicissitudes of New York weather. Panagra's de luxe DC-6 noses in toward land at Antofagasta, Chile, the supply and embarkation port for Chuquicamata. The Coastal Range, completely barren of green, thrusts a spur far out into the Pacific creating a crescent-shaped and protected harbor at Antofagasta. Beach gives way to pampa, to hills, and the only variation in scenery is in topographic relief. Chilex's reception committee in the person of the alert and amiable Bob Condit, assistant port agent, takes care of everything: immigration, interviews by the local press, baggage, transportation, and introduction to Chilean cuisine. The drive up to Chuqui takes about three hours, on the only two lane highway in northern Chile; hard surfaced, with a few kilometers of repair work in progress. We were fortunate to make the trip with manager Charles Brinckerhoff, who arrived the same day at Antofagasta from the seat of government at Santiago where he goes frequently to keep in touch with the company's Santiago office.

It is, of course, expected that manufacture of the various metal powders should involve numerous methods adapted to the specific characteristics of the metals themselves. Several methods for powdering a particular metal may be available, but the physical characteristics of the powder as produced by the several methods may be quite different. In the final analysis, the application of the metal powder dictates the physical properties that the metal powder must possess, and this, to a very large extent, will determine which of several possible methods of manufacture is adopted. Sometimes powder of the same metal is produced by more than one method, each powder having specific characteristics that make it particularly suitable for its application. For purposes of classification, the various methods of powdering metals can be grouped as follows: 1. Machining. 2. Milling (by ball mills, stamps, attrition mills, etc.). 3. Shotting (pouring molten metal into water, air, etc.). 4. Granulation (by stirring molten metal while solidifying). 5. Atomizing (disintegrating by steam, compressed air, etc.). 6. Condensation of metal vapor. 7. Reduction of oxide powders. 8. Chemical precipitation. 9. Electrolytic deposition. 10. Sintering (for producing alloy powders). 11. Formation of an alloy followed by dissolving or otherwise removing one of the alloying constituents. Machining Turnings, cuttings, filings, etc., are, of course, produced as by-products in machine work of various kinds, and find certain applications as metal powders. For example, iron powder so produced is used extensively as a reducing or precipitating agent and as a constituent in certain hard-finish cements.

THE Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Grossmann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al .4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be expected that similar results would be obtained. Crafts and Lamont, in their second paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater5 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors underevaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. [ ] More recently W. Steven6 has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. Liedholm7 found that, using either the Grossmann or the Crafts-Lamont multiplying factor values, not only were

THE session on milling methods on Monday afternoon.* with G. H. Clevenger, chairman of the Mining Methods Committee presiding, was well attended. However, none of the authors of the papers presented were present except Messrs. Taggart and Ince. The paper on "Elements of Operations of the Pneu¬matic Table," by Messrs. Taggart and. Lechmere-Oertel, was presented by Professor Taggart as was the paper on "Calculations in Ore Dressing," by Luyken and Bierbrauer, due to the absence of the authors.

The results of a study of the open-hearth process from the physicochemical viewpoint are given. This study includes experimentation in small laboratory furnaces and in standard 100-ton furnaces. The behavior of manganese, carbon and phosphorus are quantitatively explained. The action of "residual" manganese is discussed with reference to its relation to iron oxide dissolved in the metal. The solubility of CO in steel and its relation to dissolved FeO and carbon is given. The equation for phosphorus elimination has been tested out on a 200-ton furnace and the results are given in the text. The effect of temperature and slag composition on the elimination of metalloids in the basic open-hearth process has been qualitatively understood since the early days of steel making. The quantitative effect has, however, only recently been brought to attention. The effect of slag composition has received more attention than that of temperature, primarily because the range of finishing temperatures in the basic open-hearth process is small compared to the large variations found in the composition of the slag at different periods during the process, and to the variations occurring with the use of raw materials of different degrees of impurity. The effect of slag composition on the elimination of metalloids has been studied by Styril from the thermochemical standpoint. This method is open to serious errors, in that thermochemical data at 2900' F. are very inaccurate and in many cases completely lacking. Feild2 has calculated equilibrium constants from the rate at which the metalloids are eliminated. The effect of slag viscosity on rate of elimination will affect the constants calculated by this method. Whitely,a Colcough4 and others have used slag compositions as the basis for calculation of constants by which the extent of elimination may be calculated.

Since the original paper, two methods have been introduced to compute the parameters of the three parameter size distribution equation: [ ] Both of them are based on graphical means, which are time-consuming and of little statistical significance. A program has been developed, using the Gauss-Newton method to compute by nonlinear regression analysis the parameters of the equation. Although the method is quite general in curve-fitting applications, it does not appear to be used in the field of size analysis, and a brief description is given. As applied here, the Gauss-Newton method involves the minimization of the least squares: [ ] where n is the number of sieves used. Y.-On discussing this paper I am open to the criticism of "bringing coals to Newcastle," as I, a zinc man, am bringing new ideas on steel to Pittsburgh. But still the view of an outsider can be valuable to the insider. Any multistage process, where each apparatus operates on its particular part of the work at a high efficiency, constitutes an advance in the state of art. But in multiplicity there can be complication and ensuing loss and inefficiency. The duplex steel process is not the pronounced success which was predicted for it by its adherents, for several of such plants have reverted to plain open-hearth methods. If we regard broadly refining processes, such as the Bessemer, open-hearth, puddling, copper refining, lead cupelling, nickel refining, we find that in general refining processes are intermittent and 'concentration processes are continuous. (This generalization I believe to be original with me; it was communicated to Dr. E. F. Roeber, editor, and appeared as an editorial in Metallurgical and Chemical Engineering, March, 1905.) Where we desire primarily quality in a metallurgical operation we must put a batch of metal in the furnace, work on it until we get it to the required purity, test it, and take it out; whereas, if we desire primarily quantity we shove ore into a furnace and smelt it as fast as possible, allowing conditions to make a non-uniform product provided only we get tonnage. From general commercial principles, I believe that the weak point of the duplex process is that the operation is not a money maker unless the plant is kept at. 90 to 95 per cent. of its rated capacity, or unless the Bessemerizing is done so often that it is practically continuous. For in some manner the operation should be made continuous and the control on the tonnage should be commercially flexible. The commercial rigidity of having to control purity exactly increases operating costs without a corresponding gain. Conversely, the chief reason for failure of "steel from ore direct" is that it makes a final operation continuous, which should be naturally intermittent.
