McKune, superintendent of the Open-Hearth Department of our company. Many of you will remember Mr. McKune for his long attendance at these meetings, for the intelligent interest he took ill them, as well as for his innovations in steel-production practices.

IN all probability the mining and metallurgical industry as a whole can demonstrate a larger ecorlomic return from installation of dust-control equipment than any other major industrial group. This fact has partially accounted for the marked increase of dust-control installations made during the past decade. While the primary objectives for installation of dust-collecting systems are improved working and operating conditions for men and equipment, the fact that an economic return can be anticipated on salvageable materials is an added advantage which shows in partial or complete equipment write-off. The conditions apply to most phases of the mining, milling, and smelting industry, both non-metallic and metallic. As with any mechanical devices, selection of suitable dust collector equipment involves evaluation of available products with characteristics most nearly meeting conditions of the application at hand. When there is valuable product to be collected, and/or when there are possibilities of air pollution or public nuisance, collector selection is often guided by the maxim of "highest available collection efficiency at reasonable cost and reasonable maintenance." A brief review of dust collector designs will permit outlining of major characteristics of each group. Final selection will involve detailed data against a background of the problem under consideration. The dry centrifugal collectors, see Fig. 1, represent a group of low cost units with minimum maintenance. They are subject to abrasion under heavy abrasive dust loads and to plugging with moist materials. Efficiency drops off rapidly on particle sizes below the 10 to 20 micron group. Because of the large amounts of —10 micron particles in most mining dust problems, they will normally be used as primary collectors and will be followed by high efficiency units. This combination is cspecially popular where the bulk of material is desired in a dry state with wet collection indicated for the final cleanup portion. In remote plant locations, dry centrifugal~ can be used alone if product in dust form has no value or if dust loading is light enough to eliminate a nuisance in the plant area. Where high efficiency dust colleotion equipment must be selected, choice will normally involve fabric arresters, wet collectors, or high voltage Electro-Static precip-itators. Fabric arresters, see Fig. 2, rely on the passing of dust-laden air at low velocity through filter fabric. Velocity ranges from 1 to 3 fpm for the usual installation and may be as high as 10 to 20 fpm in arrangements where automatic frequent vibration or continuous cleaning of the filter media is employed. Fabric is normally suspended in either stocking type or in an enlvelope shape. Collection efficiency is excellent even on sub-micron particle sizes. Equipment is bulky, must be vibrated to remove the collected dust load, and is restricted in applications from temperature and moisture standpoints. Condensation of moisture on the fabric filter mcdia causes plugging of the passages with great reduction in air flow. Temperatures for the usual medias of cotton or wool are 180" and 200°F maximum, although the introduction of synthetic materials such as nylon, orlon, and glass cloth have increased the possibilities of this type of collector for higher temperature applications. The wet-type collector may employ a number of different principles so that entering dust particles in the gas stream are wetted and removed. Principles usually include impingement on collector surface or water droplets, often in combination with centrifugal forces. Variety of wet collector designs is indicated by typical collectors illustrated in Figs. 3 and 4. Collection efficiency is a function of the particular design, although the better collectors will have high collection efficiency on particles in the 1-micron range. Wet collectors have the advantage of handling hot or moist gases, take up small space, and eliminate secondary dust problems during the disposal of the material. At times collection of the material wet is a disadvantage. Wet collectors may also be subject to corrosion and freezing factors. The high voltage Electro-Static precipitator, see Fig. 5, is probably the most expensive type of high efficiency collector. It finds its applications generally in problems in which collectors previously discussed cannot be employed. Its collection efficiency is based on its design features and can be excellent on the finest of fume particles. Material is normally collected dry. Gas temperatures are of no great concern as long as condensation does not occur within the dry type of precipitator and the temperatures do not exceed the limits for materials used in its construction. Graphic methods have long been used to advantage in dealing with diverse phases of fuel technology and research. Not only are graphs convenient for presenting data and making calculations, but they are invaluable for deriving generalizations from a mass of data. This is particularly true when relationships are obscure and numerical correlation is poor. This paper describes a new form of graph, the Multibasic Coal Chart, which has been developed to facilitate the study and comparison of coals of all ranks from peat to anthracite on any moisture and purity basis. This type of chart is of unique value for coal classification purposes, since it permits a direct visual comparison of the results obtained when coals are classified by the various systems which have been proposed. Coals are highly variable in character as a result of wide differenees in original vegetal ingredients, degree of metamorphism, and nature and amount of associated impurities. For nearly 100 years, attempts have been made to devise a satisfactory method of classification, and many tables, formulas, ratios and graphs have been suggested. Many of the suggested systems possess considerable merit and have found a limited use, thus promoting a better understanding of coal. However, objections have been raised against each system, and none has received general adoption. When the various systems of classification are compared, it is found that there is an apparently almost hopeless confusion due to: 1. Serious lack of agreement as to the proper moisture and purity basis on which to classify coal. More than ten different bases have been proposed, each of which requires complete recalculat.ion of the analysis data used. 2. Lack of agreement as to what chemical and physical properties are most important and best to use for classification purposes. There is too little knowledge of the degree to which these properties can be correlated.

The plasticity of unalloyed P plutonium was studied by evaluating the strain-rate-hardening exponent, m, in the equation Values of m up to 0.33 and tensile elongations up to 680 pct were obtained for ß plutonium formed directly from the a phase. Casl bars that were cycled and tested had lower flow stresses and higher values for than uncycled bars , hut their total plastic elongations were not as great as expected because of premature failure at voids formed during cycling. Flow stresses were higher and m was lower (m = 0.15) for 9 plutonzutn formed from the y phase. ThE strain-rate-hardening exponent for plastic flow of p plutonium was determined as a function of strain rate, test temperature, and heat-treating history, and it was related to the rather large plastic elongation found previously for some plutonium tensile samples. Gardner and ~ann' obtained tensile elongations of up to 620 pct for P plutonium samples which had been completely transformed from the low-temperature a phase to the P phase before testing. Such a large percentage elongation is unusual for unalloyed metals or single-phase alloys.' The a phase is stable below approximately 112°C and (3 is stable between approximately 112" and 190"c.~ Both phases have mono-clinic structures. A temperature of 160°C is 0.58 of the effective absolute melting point, 475°C) of the p phase. The effective melting point is obtained by considering the enthalpy and entropy changes associated with the higher-temperature phase transformations and it is not the same as the experimental melting point of the highest-temperature allotrope of unalloyed plutonium. Nelson, Bowman, and Bierlein observed a striking difference between the ductility, as well as other mechanical properties, of p plutonium formed from the next higher-temperature phase (y) and the ductility of /3 plutonium formed from the a phase. The total elongation of /3 plutonium formed from the y phase was less than 5 pct. Earlier, the creep rate of 13 plutonium formed from the a phase was shown to be 200 to 500 times faster than the rate for 0 formed from y for the same test temperature and stress.

A method has been developed for evaluating acid treatments in fractured limestone fields by breaking down pressure drawdown into three component parts: (I) pressure differcntial across "skin" near the borehole face, (2) pressure differential due to flow resistance in the coarse communicating fissures and (3) pressure differential between the fine voids and the coarse fissures. It is apparent that in most successful acid treatments the first term, skin resistance, has been reduced or eliminated. Further, it is often possible to estimate the volume of coarse fissures associated with the second term, coarse fissure flow resistance. In cases where this volume is comparable with practical acid volumes it seems likely that this resistance also may be attacked with a suitably retarded acid. INTROD UCTION Acid treatment has been successfully applied as a general practice in the limestone wells in the Mara/ Maracaibo districts of Venezuela for some 10 years. At the same time the need has been felt for a more precise method of: (1) evaluating the effect of an acid job and (2) selecting wells which should benefit from an acid treatment. The following method, based on an analysis of build-up curves for wells producing from fractured limestone, provides a means of forecasting the effect acid will have on a well and in many cases the probable order of production rate increase which may be expected. In certain cases it is also possible to calculate the fissure volume through which the acid has to be displaced for best results. Various approximations are introduced in the method, but within the limitations of these the analysis gives an indication of how a well, whether previously acidized or not, may be expected to respond to acid treatment. Suitable build-up curves cannot be obtained on "tight" wells which do not give sustained production and the method is not applicable to such wells. Figs. 1 through 7 illustrate various types of build-up curves obtained from limestone wells in Western Venezuela. Curves are included showing (1) both skin and coarse fissure resistance, (2) skin resistance only, (3 and 4) reduction of skin resistance by acidization, (5) fissure resistance only, (6) reduction of coarse fissure resistance by acidization, and (7) acidization failure. This theory has been successfully applied for over three years during which 22 acid treatments have been carried out specifically to reduce skin resistance and three treatments to reduce coarse fissure resistance. The method has been found to be a useful aid in the selection of wells for acidization.

The writers have no new system and no new principle of taxation to propose. The general subject of taxation is as old as governments are and as familiar to taxpaying Americans as the general thesis on the inalienable rights of man. We believe, therefore, following the committee of the National Tax Association, that improvement in the general conditions of taxation, including mine taxation, maybe brought about mainly through a better adjustment of known and tried principles and methods of taxing to modern complex forms of property and income, and that not much is to be expected from abandonment of experience for new ways and means, methods and principles, should anything new be discovered, which in our opinion is very doubtful. The committee referred to has constructed the general framework of its Model System of State and Local Taxation1 on familiar forms of taxing, by eliminating some that ' have proved bad, suggesting improvements in others, and adopting the best, leaving plenty of room for the accommodation of the general plan to the varying conditions of taxation in the several states. Unfortunately, the taxation of mines is dismissed by the committee with the statement that the subject has been reassigned for further investigation and report by a special sub-committee, frankly recognizing that the peculiar difficulties of this phase of the subject require special study and investigation. Much may be hoped for from the labor of this sub-committee if the problem is approached from the viewpoint of recommendations already published. In this paper, the writers state their opinion on some of the broader aspects of mine taxation with too little attention to the grounds on which they rest. Contrary to inclination space requirements compel them to resort to summary statements without adequate discussion for a satisfactory presentation of the whole subject. All they can do is to qualify the witnesses and record the testimony. As the time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W. Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.' Colombia requires foreigners to agree to be bound by its alien law. In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. alongitsland

Cavities in massive salt for the purpose of storage of liquid hydrocarbons have assumed a prominent position in recent years. This paper describes a program to facilitate leaching operations for the formation of specifically shaped storage cavities. Various forms and sizes of cavities may be possible through use of the techniques developed. INTRODUCTION The creation of large under ground storage facilities for natural gas and liquified petroleum gases has been practiced for many years. Use of cavities obtained through solution of salt for this purpose is a fairly new and novel approach, but has gained increasing importance due mainly to the economics of this type of mining operation opposed to hard rock mining or surface and pit storage.1 The idea of controlling the shape of any cavity dissolved from massive salt has not been a prime consideration of companies engaged in the formation of storage space. This has been due mainly to an insufficient knowledge of the mechanics of the leaching process and a dearth of published information dealing with both the desirability and ease of control possible for this type of operation. Two distinct advantages are readily ascertainable. From a stability standpoint (i.e., the ability of the completed cavity to withstand stress imposed by overburden pressure and lateral tectonic stresses) a controlled cavity may be generated which will yield the most favorable attitude to these external forces and remain in operable use for longer periods of time.2 A second advantage is that for a given volume, a sphere (which is one controlIed shape possible) represents the minimum surface area exposed. This may become more important in the future when dealing with refrigeration and product losses in underground cavities. The basic solution mining process, without regard for controlling the final shape, is quite simple in that the equipment and materials required to dissolve a cavity in a salt dome or layered salt section are a source of fresh water, a circulating pump, several strings of tubing and a means of disposal of the return brine. To add control measures involves the use of an inert blanket material above the position at which solution proceeds. Initially the annulus of the largest wash pipe is filled with this blanket down to the top of the proposed cavity. The bottom of the proposed cavity is determined by the depth of the original drilled hole or a blanking plug. The blanket material is added incrementally in stages and displaces the water in the enlarging cavity downward. Where the blanket material has displaced the water, no further solution takes place. The rate at which to add this controlling blanket material so as to be able to form specifically shaped cavities of any particular size is of considerable importance. THE PROBLEM It is desirable to have as much information as possible as to the behavior of the mining operation since visual observation obviously is impossible. It would be advantageous, for example, to have a step-by-step program showing how much salt is to be removed, at what rate and the time required. This type of program would facilitate procurement of surface equipment and provide for proper management of manpower requirements, as well as yield a host of intangible benefits. As mentioned earlier, only rule-of-thumb estimates were available until recently and made this type of pre-planned operation haphazardous at best. Recent work3-' has done much to clear up the ambiguities and inaccuracies attendant to solution mining of salt and has helped to place the operation on a more scientific basis. This study attempts to correlate much of the information thus far developed into a complete mining program; to extend the idea of controlled solution mining to include not only spheres, but solid conic sections of the ellipsoidal variety; and to refine the computation of the rate of removal of salt during the various stages of mining. Weiss Transit and Level The illustrations shown are the transits and levels manufactured by the Weiss Instrument Co. of Denver, Colo:, and they state that city and mining engineers are securing satisfactory results. It is claimed that their patented prismatic telescope gives increased illumination with an astronomical eye-piece. The prisms are set in a milled seat for this purpose, and cemented in so they can never come loose or out of adjustment. All adjustment for collimation is clone with the cross-hairs. This telescope is 8 in. long for magnifying power of 20 diameters against 12 in. for regular old style. The field is 1° 45' with a clear aperture of 1 1/8 in. The Light Mountain Transit of the same type, Fig. 1, has a telescope 6 ½ in. long, magnifying power 17 diameters; field 2° 15'; clear aperture 1 1/16 in.; weight 9 lb. The Mine Transit made by this ?company is interesting because it may be sighted directly down a shaft.. The principal advantage claimed for this type is the arrangement by means. of which vertical' sights can be had without an additional telescope.. As illustrated in Fig. 2 the telescope is in the position of a regular transit, and used exactly the same.

Aqueous SO2 (sulfurous acid) is an interesting chemical compound. It functions as a reagent in various hydrometallurgical systems, but also represents an undesirable constituent in gyro- and hydrometallurgical effluent solutions. When present in such streams, SO2 can be oxidized to the more stable sulfate form to avoid exsolution of SO2 as a source of fugitive emissions and to simplify standard water treatment plant operation. This study provides information on the stoichiometry, kinetics, and mechanism of SO2 oxidation using oxygen and an iron salt catalyst with solutions containing 0.05-20 g/L (0.002-0.7 oz per gal) SO2. The effects of iron salt concentration, oxygen pressure, temperature, degree of agitation, and pH on SO2 oxidation are also described.

I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

Discussions of processes for the manufacture of white lead generally open with the statement that white lead is the oldest chemical pigment known to man. This fact is of more than historical interest; in the light of the present extensive use of white lead, it indicates that the compound possesses characteristics that make it unique among white pigments, and superior to all in its particular field. A greater variety of processes have been proposed for manufacturing white lend than for any other one chemical compound. Only a few of these processes have come into commercial use, however, and a large part of the present production here and abroad is made by the process used in ancient times. The outstanding disadvantages of the old process are that it is slow and laborious, affords no control of the product, and yields at best an impure material lacking in uniformity. Improved processes, sometimes classed all together as "quick processes," have had as their main object the shortening of the time required. Most of them accomplish this and some have yielded a superior product as well, but only two or three are now in use commercially. For centuries the manufacture and mixing of paints have been treated as an art, and the practice has been much influenced by tradition and precedent. There is a reluctance to abandon old materials for this purpose, and as few new uses for white lead have been developed, the adoption of the quick processes has been slow. The electrolytic production of white lead is not new, a large number of processes and forms of apparatus have been proposed and patented within the past 25 years, all directed toward the production of white lead, wholly or in part, by electrolysis. One or two of these processes were tried commercially but proved unsuccessful. Process The Sperry process, used by the Anaconda Lead Products Co., is the invention of Elmer A. Sperry, and was worked out to a commercial basis at the East Chicago plant. It resembles, in a general way, earlier methods, but embodies the features that make it possible to operate

IN the biographical notice of Thomas F. Witherbee, published in Bulletin No. 32, August, 1909 (p. xxv), it is said that ". he is believed to have been the first manager in America to use the chemical laboratory for the purpose of controlling the regular running of the blast-furnace." Since the year is not given, I cannot decide as. to Mr. Witherbee's priority; but the statement leads me to contribute a bit of history, showing an early departure from the "rule-of-thumb " blast-furnace work to the employment of a chemist. In the autumn of 1868 the department of mining and metallurgy was established at the Rensselaer Polytechnic Institute. In connection with the assay-department a laboratory was equipped for making general commercial analyses. In January, 1869, Alexander L. Holley, the manager and builder of the Bessemer plant at the Rensselaer Works of John A. Griswold & Co., the first plant erected in the United¬States under the Bessemer patents, began to send me samples of ore, pig-iron, and steel for analysis. Early in 1869 I was regularly retained as chemist for the Rensselaer Works; and while the laboratory was not located at the works, for all practical purposes it was the works-laboratory. The increase in work soon made it necessary for me to secure an assistant. I applied to Prof. Charles F. Chandler, who recommended Dr. August Wendel, who had been an assistant of Rammelsberg and had lately landed in New York. Dr. Wendel remained with me until 1873, when I left Troy. My leaving made necessary the erection of a laboratory at the Rensselaer Works, which, was done under my supervision, and Dr. Wendel was employed as chemist. WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

"With a total value to date of well over $200,000,000.00 for its ore production, the Tintic mining district, which is about 100 miles southwest of Salt Lake City, ranks as one of the three main ore producing areas of Utah. In it are located the biggest silver mines of the country, silver having been the chief metal produced in the camp since its start. Tintic's silver production to date has a total value of over $ 100,000,000, approximately half of the value of the camp's ore production, the balance being roughly divided among lead, gold and copper.Discovery of the camp was made in the late sixties. Lack of transportation and ore reduction facilities delayed extensive development of the area for nearly a decade.In recent years Tintic's ore production has ranged from 350,000 to 400,000 tons annually. In 1 924 the camp produced one-eighth of the silver produced in the nation with an output of 7,729,700 ounces. Its lead production was 77,765,000 pounds and its gold production 26,285 ounces.The known mineralized area of the district is found in a broad syncline striking north and south. The west limb plunges sharply and extends for a distance on its dip of approximately one and a half miles to the trough. The east limb raises gently through a distance of about two miles to the east limit of known mineralization. This general structure is broken by local faulting throughout the district, the local structural conditions playing an important part in the ore deposition. The north end of the fold is obscured by a rhyolite flow and the south end stops against a monzonite stock."

THE investigation of aluminum alloy systems prior to 1923 was severely handicapped by the low purity of the best aluminum available. However, by that time, the electrolytic purification of aluminum had been developed by the Aluminum Company of America,(1)? and in May, 1923, there was initiated, under the direction of E. H. Dix, Jr.,(2) a program for the investigation of the aluminum-alloy systems using the purest electrolytically refined aluminum. Up to the present time 15 papers (a) have been published, most of which are on the binary aluminum systems. Work is now in progress on the ternary systems, and it seems probable that most of the future work will be on ternary systems. Therefore this survey of the binary aluminum systems investigated up to the present time (the sixteenth paper of the series) concludes the first phase of this program. Certain qualitative relations between corresponding portions of the various binary diagrams as well as between different parts of the same diagram were noted some time ago by R. S. Archer.(4) In the present . paper these relations and others are considered quantitatively by the application of well-known thermodynamic equations or by newly discovered empirical relations No attempt will be made here to present the history of the develop-ment of the thermodynamic equations defining equilibrium or their application to metallic systems, although a list of references is given at the end of this paper for those who are interested in this phase of the

Hard as the Revett quartzite are conditions governing the deep mines of the Coeur d'Al6ne. In fourscore years of mining, heat and pressure have been the rewards of preseverance. Such obstacles are the natural concommitant to search for ore at depth. But high cost and shortage of miners is a creeping frustration of the decade. These grim observations were made on a trip to the mines of the Coeur d'Al6ne in the first week of May. But the bouncy optimism of competent mining engineers and geologists overrides by far the tough conditions. This is the story of what they are doing. I think they are setting the stage for the wonder mines of tomorrow. I didn't meet all the people or see all the mines, so there are unfortunate gaps in the story. Then too, sometimes the muck and water blotched my notes, or I couldn't write fast enough or I was too tired. No matter. There is much to tell and, because it is basically a human story, I am flouting the rules of technical journalism and couching it in the neglected "I" person. First then, a little history . . . .

AN outstanding development in the field of education for the mineral industries during the past year has been an unprecedented eagerness by young men for college training in this field. The enrollment of students in the 53 mineral technology schools in the United States in 1936-'37 reached the all- time high of 7190. This represented an increase of 43 per cent in two years and was about ten per cent of all engineering students. Of these 7190 students only 980 graduated and were available - for positions in the industry. That the supply of graduates did not equal the demand can be substantiated by every school dean and by the personnel agents of many mining, metallurgical, and petroleum companies.
