INTRODUCTION FOR a number of years Russia, India and Brazil have outranked .all other countries as producers of manganese ores. During the 5 years immediately preceding the European war, the average annual production of Russia was 844,000, of India 694,000 and of Brazil 200,000 long tons. Since the outbreak of the war there has been a considerable falling off in the Russian and Indian production, particularly in the former, whereas the production of Brazilian ores has been greatly increased, amounting in 1914 to over 250,000 tons and in 1915 to nearly 350,000, with conditions favorable for a still larger production in 1916. Manganese is one of the few industrially important metals that are not produced in the United States in quantity commensurate with our needs, so that we have been compelled to import annually about 300,000 tons, having a value of over $2,000,000, and these ores have been obtained from the three countries mentioned above. Their rank as contributors to our imports of manganese ores was India, Russia, Brazil; and in 1913, Brazil contributed only one-fifth. During the past 2 years Brazil has furnished rapidly increasing quantities to this country, and, with the falling off of imports from India and Russia, has become our principal foreign source. In 1914, Brazil furnished two-fifths of the imports and more than India or Russia, and in 1915 over nine-tenths. The manganese ores of Brazil are consequently of more than usual interest to us at this time.

IT is the object of this paper to oppose unnecessary changes, and the introduction of new and confusing terms. From the earliest times of which we have any record on the subject, iron has been divided into general classes. Whether iron was first known in the form of wrought iron or of steel, is a matter of no importance; but at the time when cast iron first became a prominent article of commerce, wrought iron and steel were old products¬steel, at that time, being generally made from wrought iron by the process of cementation. As steel was then properly defined as iron containing more carbon than wrought iron, so cast iron was appropriately defined as iron containing more carbon than steel. Until the year 1776, when Huntsman first began the manufacture of a new kind of iron by melting wrought iron and steel in crucibles, the above definitions were all that could be desired. At first, probably, owing to imperfect appliances, only a highly carburized iron was melted in crucibles, and this led to its being called cast steel. If our ancestors had found a name for this material not involving the use of the word steel, we would have been saved the trouble of the present discussion. As the arts developed, new uses were found for steel, and the products of the crucible were varied, until at the present day it is quite common to find steel containing no more carbon than average wrought iron, and other steel containing nearly or quite as much carbon as some cast iron. All of these various products of the crucible have retained, or received, the name cast steel, usually abbreviated to the simple word steel, without causing any confusion among producers or consumers in regard to terms or their meaning. In 1855, twenty-one years ago, the Bessemer process was introduced ; this was followed in a few years by the Siemens-Martin process, and the products of both were at once, and have ever since been, called steel, from the fact that they were identical in chemical and physical properties with crucible cast steel. A special meeting of the Board of Directors was held on July 25, 1916, pursuant to notice duly given according to the By-Laws. This special meeting was for the purpose of giving authority for the signing of a contract with the American Society of Civil Engineers, as mentioned in another place in this Bulletin. The interest in the matter is indicated by the attendance of 11 members of the Board, some of whom came from a long distance. An invitation was received from the St. Louis Section of the Institute and from members in and near St. Louis to hold the 115th Meeting of the Institute in and near St. Louis in late September or early October, 1917. This invitation was accepted. Announcement was made that the Mexican Institute of Mining and Metallurgy had been dissolved and reorganized as the Mexican Section of the Institute.

When an excavation is made underground the original rock stresses are removed from the surfaces of the excavation. These surfaces converge to partially close the excavation and the superincumbent rock mass moves down towards the excavation. If the convergence of the surfaces of the excavation were controlled, energy generated by their motion against the controlling forces could be extracted. Since the total forces in the rock mass are not significantly affected by the excavation, stress concentrations arise around the excavation, which compensate exactly for those stresses no longer transmitted through the excavation. These phenomena give rise to two general principles which provide the basis for analyzing the effects of making any underground excavation. The first of these is that the total force resulting from the stresses across any plane in the rock, including any plane through the excavation, must be the same before and after the excavation is made. The second of these is that energy must necessarily be released as a result of making an underground excavation. It is instructive to consider the implications of these two principles for two extreme cases of material behavior between which the actual behavior of rock must lie, namely, the behavior of a fluid and the behavior of an elastic solid. For the purpose of analysis in this paper, an underground excavation is defined as an excavation in which the smaller horizontal dimension of any open void at a particular horizon is less than the depth of that horizon below surface. In the case of a fluid, any unsupported excavation would fill immediately, as a fluid cannot sustain shear stresses. For the same reason, stress concentrations could not arise and the forces across any plane would necessarily be the same before and after excavation. To a very large extent the quality of a mild steel ingot is determined by the manner in which it is poured into the ingot mold and its behavior during the first few minutes after it has been poured. The formation of the solid rim of metal around the periphery of the mold, the effervescent action of the liquid steel within this solidified rim and the upward or downward movement of the metal level are indications of what is going on beneath the surface of the liquid metal, especially at the interface at which solidification occurs. Observation of this "rimming action" enables an experienced observer to predict the thickness of the sound skin of the ingot and the location and extent of cavities or "blowholes" caused by entrapment of gases. The control of rimming action at the hands of a skillful steel pourer is a vital part of the control of quality in mild steel sheet, and the behavior of the liquid steel during the rimming period is a useful criterion of the melting and refining practices employed in the open hearth. The behavior of rimming steel during solidification depends primarily upon the evolution of gases from the molten metal and it is therefore a problem of considerable interest to determine the nature and amount of the gases evolved. A number of attempts to determine either the amount or the analysis of the evolved gases have been reported. Klinger,1 in 1925, analyzed the gases extracted from rimming, semikilled and killed steel ingots and found that the chief constituent of the rimming gas was carbon monoxide. The relatively large amounts of nitrogen reported in his first few samples may have been due to incomplete removal of air from the gas-collecting mechanism. McKune2 reported similar studies of rimming ingots from which surprisingly large proportions of nitrogen and hydrogen were evolved. Ameen and Willners3 determined both the amount and composition of gases extracted from unkilled ingots with the aid of diminished pressure. . Their ingots weighed only 80 kg. ASIDE from being the youngest of the Porphyries-from a producing, not a geologic standpoint-Andes probably presents the most finished piece of engineering, considering the enterprise as a whole: The various units of the mining and reduction works are well designed and efficiently operated, but that is true also at most of the other properties. Some mills or smelters may be superior to those at Andes; but as a complete mechanism for the exploitation of a big copper orebody, the Andes plant stands in a class by itself in many respects. Chuquicamata and Braden, as well as the properties in the United States, grew piecemeal. Capacities were increased and new plants were built as expansion progressed. Andes, on the other hand, existed on paper essentially as it is today before a start was made on actual construction of the reduction plant. More than $35,000,000 had been spent in developing and equipping the mine, and in building the concentrator and smelter, before the first ton of blister copper was produced on January 14, 1927. And another $12,500,000 was spent during the next two years in building the leaching plant and completing other construction. The orebody had been fairly well developed and tentative plans for the erection of reduction works had been made when the post-war depression descended on the copper industry and dictated deferment of the construction of a plant. This delay, however, gave the engineers opportunity to study the problems thoroughly in preparation for the design of the reduction works. The task was performed at Anaconda, Montana, under the direction of Frederick Laist, metallurgical manager, and Wilbur Jurden, chief designing engineer, of the Anaconda Copper Mining Company's staff. THE spirit of this age encourages the substitution of mechanical for hand labor wherever possible, experience proving that the employer, employer and consumer share alike in the resulting benefits. Through the efforts of the inventor, millions of the laboring class have been raised from being mere contributors of muscular force to be brain workers and directors of those ingenious contrivances now so widely used in the various branches of agriculture, manufacturing, printing, etc. While the genius of invention has accomplished so much in other departments, it seems remarkable that she has not long ere this descended into the coal mine with her wheels, levers, and eccentrics, and provided the toilers there with some device by which their unusually laborious work could be lessened. Until within a very few years, however, little special attention was given to this subject, owing largely, no doubt, to the fact that coal miners as a class were prejudiced against innovations of this kind and ignorantly clung to muscle as the only means of wresting from nature her treasures stored within the coal measures. Thanks, however, to the enterprise and skill of some Scotch and English mine proprietors and inventors, the present decade has seen rapid strides in the right direction, and mechanical coal mining has become a fixed fact in some portions of Great Britain. Making her acknowledgments to the mother country for these earnest and successful efforts, America now comes forward with the Monitor Coal-Cutter as the result of a trial on her part to advance the common cause of economical coal production; for upon cheap fuel the future greatness of both nations largely depends. ALL viscous or plastic flow of incompressible matter is the result of shear strain; the changing shape of any body that is being plastically deformed can be completely described in terms of the shear strain occurring at each point in the body.[t] Furthermore, the relative amounts of shear strain occurring in different parts of a body under stress depend upon the relative rates of shear strain at those different points, so that if the dependence of the shear rate of any material on the temperature, shear stress, previous history, etc., were understood, the principles of plastic deformation would be known, and we could calculate how a body made of a given material, having a given shape, and subject to a specified system of forces, would change its shape with time. It may be said, then, that the problem of plasticity resolves itself into, first, the problem of the rates of pure shear processes, and second, the application of what is known about pure shear to actual cases. It is the purpose of this work to investigate the former problem -i.e., the dependence of shear rates on temperature, stress, etc.-from the standpoint of recent developments in the field of chemical-rate theory and with particular reference to the phenomena occurring in the creep of metals and in the plastic flow of crystalline solids in general. It is left for the mechanical engineer, and perhaps the expert in hydrodynamics, to deal with the problem of applications1 RESOLUTION OF MACROSCOPIC SHEAR INTO MICROSCOPIC MOVEMENTS; RESEMBLANCE TO CHEMICAL REACTIONS Just as any large body is made up of many small units, or atoms, so macroscopically observable shear is the result of many microscopic unit shear processes; just as the understanding of the behavior of large bodies demands the understanding of the atoms of which it is made, so the understanding of macroscopic shear demands the understanding of these fundamental unit processes. The study of shear from this "atomistic" point of view has made considerable progress. There has been fairly complete understanding of shear processes in gases for a long time, at least for nonturbulent flow, as a chapter on gaseous viscosity in any text on the kinetic theory of gases will prove. California had a record year in production and drilling activity, but the results have not been sufficient to keep up with the enormous increase in demand due to war activity. During the year, 164 dry wildcats were drilled, 80 dry wells in proved areas, 31 gas wells, and 1158 successful oil-well completions for a total of 1433 wells, compared with a total of 765 in 1942. With new discoveries of only 20,000,000 and production of 283,000,000 bbl. for the year, total reserves of California oil have decreased more than 250,000,000 bbl. However, revised estimates of the reserves of old fields indicate an increase in the state's reserves of I00,000,000 barrels. The completion of 1158 wells has served only to maintain the maximum efficient daily rate of production at 800,000 barrels. There is evidence in many fields that oil is being withdrawn too rapidly to obtain the maximum recovery, and more rapidly than is conducive to good production practice. Statistics for 1943 as compared with I942 are shown in the table in the next column, Supply and Demand Steadily mounting needs of the military forces and increased industrial consumption raised total demand for all petroleum products on the Pacific Coast to 914,000 bbl. daily in 1943. That all-time record demand was 149,ooo bbl. daily higher than in 1942 and 214,000 bbl. daily above 1941 demand. Despite restrictions due to shortages of critical material, crude-oil production was boosted from 680,000 bbl. daily in 1942 to 779,000 bbl. daily in 1943, the highest level in 15 years. However, the new crude supply plus natural gasoline production and imports from other states totaled only 840,000 bbl. daily, leaving a deficiency between supply and demand of 74,000 bbl. daily. That shortage had to be made up by withdrawals from inventories, which had been steadily depleted during the previous four years. Aboveground reserves, which totaled 159,574,000 bbl. on Jan. I, 1939, were down to ~8.000,000, bbl. at the end of 1943. Significantly enough, the greater part of that decrease occurred during the last six months of I9437 when more than 23,000,000 bbl. was taken from inventories of both crude and products. THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, .as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. The Meggen mine and the concentrator plant of the Sachtleben Bergbau GmbH are located in the southern part of the Ruhr district of the Federal Republic of Germany. The mine has been in operation for more than 100 years, but the concentrator described in this paper was started up in January 1963. The Meggen orebody is of sedimentary origin and occurs in a zone of limestones, graywacke and shales of Devonian age. The average thickness of the deposit is 3 meters and due to an intense folding of the area, the mineralized zone dips steeply at 80º towards the north.

The Anaconda Co.'s Geological Department at Butte, Mont., was started early in the Company's history because of litigation involving vein ownership and extralateral rights. The problems, some of which were resolved in courts, were many because of the large number of veins and lode locations. Defensive action was required to prove ownership and protect against illegal exploitation of the downward and extra-lateral extensions of the ore bodies. In many cases it was necessary to define the outcrop of the vein and to show that its apex was within the boundaries of the lode claim. Exhibits illustrating geology were needed to present the cases clearly, and these could be made only after careful inspection and mapping of the underground workings by competent geologists. Also, The Anaconda Co. was one of the first companies to recognize the worth of skilled mining geologists and the value of accurate records in the search for new ore. The department was organized in 1900 by H. V. Winchell who, with D. W. Brunton, worked out the methods. Reno Sales was Chief Geologist from 1906 until 1948 when he was succeeded by V. D. Perry, the present Chief Geologist. Under their direction, F. A. Linforth, M. H. Gidel, C. H. Steele, E. P. Shea, C. C. Goddard, Jr., and W. A. O'Brien enlarged the scope of the work and improved the technique.

AS a result of the study of social problems to which so much thought has been given in this country and Europe in the last half century, many employers of labor have come to think that some provision should be made for their workingmen in case of injury. There has been a growing tendency so to administer the laws governing industrial pursuits in these countries as to add self-interest on the part of capitalists, to the plea urged by humanity, that every possible care should be taken to guard the workers from accident; but as no care can guarantee immunity, there is a necessity to supplement these precautions by some method of providing pecuniary aid that shall be available when disabling accidents do occur. It was once a favorite idea of theorists on political economy, that in the ideal state of society every man should take care of himself, and that the less care or control there was assumed by any man over others' private affairs, the better; but this gospel of selfishness has had its day, and it is now generally recognized that in the existing state of affairs the stronger and richer cannot escape the duty of being to some extent, the keepers of their less fortunate brethren ; and, on the other hand, that an assumption of care for them involving to some extent an exercise of authority, is not a thing to he necessarily and always resisted.
