WITH coal-preparation plants becoming more complex and containing widely diversified types of equipment and processes, it is necessary that considerable control be exercised in their operation. Rising mine costs make it imperative that close check be made of plant efficiencies to assure a minimum loss of coal to the refuse bank. Further, much of the coal sold today is sold on a competitive specification basis, and this makes it necessary to provide frequent analyses and inspections. Many ' plants are required to operate on a two or three-shift basis, and as a con- sequence an efficient organization is required to eliminate down time and provide for smooth low-cost operation. ORGANIZATION Probably the most important item for successful operation of a preparation plant is a capable, properly organized staff, with the individual workers properly informed and well trained for their particular jobs, clear-cut lines of authority among the supervisors and in general a standard operating procedure for most conceivable conditions that may occur. The idea of placing the older, partially disabled and generally incompetent coal miner in the cleaning plant, as was the practice on the earlier tipples, is entirely inadequate in a modern complex cleaning plant. The new plants require intelligent, alert, and reasonably educated men. With perhaps millions of dollars invested in an installation, it is poor business to use other than a well organized, well trained, and properly supervised force. Organizations naturally must vary with the size of the plant and local conditions; whether it is a central cleaning plant at a distance from the mine organization or one of several cleaning plants operated by the company. Smaller operations can be operated by a washery foreman, under the supervision of the mine superintendent or perhaps the "outside" superintendent. Large installations should have a plant superintendent either responsible to the mine superintendent or preferably, where possible, responsible to a preparation manager or engineer. INTRODUCTION The economic analysis (Chapter 3), the engineering studies (Chapter 10), the credit structure (and the consequential funding sources) - Chapter 11, and the overall feasibility structure for any venture are all directed to determining one major decision element: How much and how certain is the reward for taking these risks? Risk assessment is a surprisingly weak area of analysis and is usually addressed in a checklist fashion. It is much preferable to deal within a risk system so that the inevitable tradeoffs among risks are correctly made. DEFINITION The first step toward risk definition must be to ascertain all of the risks to which a project or a company is exposed; otherwise one will remain ignorant of the possibility of a financially crippling loss until it occurs. (Carter and Crockford, 1974). However, simply stating what "risk" is can lead to debate. For example, risk could be (adapted from Vaughan, 1982): -the chance of a loss - uncertainty of loss -possibility of loss - uncertainty -dispersion of actual from expected results - probability of an outcome different from the one expected - possibility of an occurrence of an undesirable contingency -a condition in which a possibility of a loss exists. For the minerals industry financier, the last definition is probably the most appropriate. However, from a mineral company's point of view the definition might well include the possibility of not achieving the expected financial return. RISK CLASSIFICATION Risk identification will be readily agreed as the all-important first step. There are five major "branches" of risk classification. These are: -Statistical -Modellers -Checklist -Project Financing -Insurance The Statistical set discovered probability theory and any risk discussion soon deteriorates into a mathematical jungle (Megill, 1977; Hartman, 1976; Reutlinger, 1970; and Pouliquen, 1970).Their use of terminology tells its own story: coin toss (binomial distribution), gamblers' ruin, delphi (oracle) techniques, monte-carlo simulations, random walks, etcetera. These techniques inadequately represent the judgements necessary in an increasingly complicated and interrelated world. The risk Modellers have turned to the computer to handle these inter-relationships but soon find barriers because of "simultaneity". Certainly the computer has its uses to conduct various analyses (marketed as "sensitivity" analyses) but very often one finds that this involves changing one or two variables at a time, all other things being equal. Many hundreds of publications have appeared during the past 78 years that treat the subject of hydrogen in iron and steel.l05 but conclusions regarding the functions of hydrogen in causing some important defects in steel are still unsatisfactory to many; and other hydrogen-caused phenomena yet remain to be identified with this gas. The most widely discussed of these defects is hydrogen embrittlement, but the conception, perhaps the popular one, that embrittlelnent is due to hydride formation aoes not conform to the known facts.l04 The true identity of hydrogen embrittlement seems instead to lie in a mosaic nature of metal crystals, which is a concept not Yet accepted by most metallurgists. A study of hydrogen embrittlement therefore provides new viewpoints in regard to the crystalline substructure of steel.

FOLLOWING the discovery of a body of ore that appears to have commercial possibilities there is a period of development work to determine its extent and grade and the most economical method of mining it. Laboratory tests are made in an effort to determine the most practicable and economical treatment for the extraction of the valuable constituents of the ore and these tests are carried farther and checked in a pilot or test mill. The rate at which the ore is to be mined and the daily capacity of the plants that are to treat it will depend on a number of important factors such as: The size of the orebody; the capital available for building the plants; the market or demand for the final product; the supply of skilled and common labor available for the construction, operation and maintenance of the plants; the quantity and quality of available water, and the amount and cost of power that can be purchased or that can be economically developed. Having decided on the treatment that is to be given to the ore and after full consideration of the above factors the management decides to erect a reduction plant of a given capacity.

Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

Rotating drill pipe passing through dog-legs suffers fatigue damage due to cyclic bending stresses. Curves of the cumulative fatigue damage incurred in either steel or aluminum drill pipe going through Such dog-legs are presented. These curves provide means for properly planning the rate of angle build-up in directionally drilled wells and allow discarding of drill pipe which has been fatigue-damaged in dog-legs. INTRODUCTION Drill pipe which is subjected to bending as it rotates, experiences a cyclically varying bending stress. If this bending stress is sufficiently large, the drill pipe is fatigue-damaged by each revolution, and ages as fatigue damage accumulates. Drill pipe can be bent intentionally, as in the case of directionally drilled holes, or unintentionally due to unde-sired changes in hole direction caused by variations in formation properties, weight on bit, etc. These changes in hole direction, whether intentional or unintentional, are called dog-legs. The theoretical limits of dog-legs which are permissible before the drill pipe begins to fatigue can be calculated.' However, in wells where the maximum permissible dogleg is exceeded, the concept of cumulative fatigue damage can be used to estimate damage suffered by the drill pipe. This concept has already been used to estimate the cumulative fatigue damage of drill pipe due to drilling vessel roll.' The purpose of this paper is to extend the usage of the cumulative fatigue damage concept to drill pipe in doglegs, and to draw conclusions which may be beneficial in preventing numerous frustrating and expensive drill pipe failures. FATIGUE OF STEEL DRILL PIPE IN IDEALIZED GRADUAL AND LONG DOG-LEGS It is taken for granted that, if necessary, the reader will become familiar with the definitions and concepts which follow by examining the reference cited in each case. For Ref. 1, it will suffce to read only through the section Abrupt Dog-Legs. 1. Concept of the two extreme kinds of idealized doglegs: gradual and long dog-legs and abrupt dog-legs,' 2. Concept of why the bending moment in drill pipe un- der tension is the largest in the vicinity of the tool joint,' 3. Concept of why dog-leg severity which drill pipe can withstand decreases with an increase in tension,' and 4. Definition of the rate of change of over-all hole angle (dog-leg severity)." Figs. 1 and 2 indicate the aging (fraction of life expended) of steel drill pipe passing through a gradual and long dog-leg. Both figures have a left-hand ordinate scale labled Length of Drill Pipe Below Dog-Legs. This scale can be used for cases in which the drill collar weight is applied to the bit and does not contribute to the tension in the drill pipe. It can be used for either 3 1/2-, 4 1/2- or 5-in. drill pipe. This is due to the fact that, if the drill collars do not contribute to the drill pipe tension, then the effect of pipe tension on bending due to a change in pipe size is nearly compensated for by a corresponding change in pipe rigidity. On the other hand, if drill pipe is rotated off bottom, then drill collars contribute to the tension in the drill pipe and this increase in tension is not compensated for. In this case, one of the three right-hand ordinates must be used (the one which corresponds to the correct drill pipe size). In the right-hand ordinates, tension should be understood as the weight in mud of the portion of the drilling string below the dog-leg, minus the weight on bit.

In the face of a highly competitive iron ore market, the Cleveland-Cliffs Iron Co. developed a process now being practiced at the company's Republic mine in Michigan's Upper Peninsula. By this process, a specular hematite crude ore is being beneficiated to produce a high iron-low silica concentrate with a suitable size structure for the production of a high quality pellet. This process involves crushing, primary grinding and primary flotation, followed by regrinding, heating and refloating the primary flotation concentrate. The ores consist predominantly of specular hematite with relatively minor amounts of magnetite and martite in a recrystallized chert gangue. A wide variety of silicates have been identified, particularly in association with intrusives of various description. The more abundant of these are sericite, talc, grunerite and chlorite with some carbonates, primarily calcite.

WHEN gold was discovered in California, and San Francisco grew almost over night from a handful of people to many thousands, one of the first difficulties experienced was the lack of money. Gold dust in considerable quantities was rushed into the city from the various mining camps but there was no money. Purchases were paid for by weighing out dust in hand scales. We can appreciate' the difficulty of paying for a drink or buying a postage stamp under these conditions. All this gold was in the form of dust from placer workings and the first metallurgists were the assayers' who melted and refined this gold, casting it into bars which were weighed, assayed, stamped with fineness; value, and the name of the assayer. Many .of these plants were of considerable size, handling shipments that were accumulated by banks and express companies throughout the "Diggings" and sent to San Francisco to be shipped by water to the eastern states. MINAS DE MATAHAMBRE, S.A. is a Cuban mining corporation with mines located in the Matahambre district about 100 miles westerly from Havana in the Province of Pinar del Rio. The port of entry is the subport of Santa Lucia on the north coast of Cuba. The mines are located six miles inland at the town of Minas de Matahambre. Minas de Matahambre and Santa Lucia are connected by a 9-mile automobile road, and a 30,000-ft. Leschen aerial tramway. At the subport of Santa Lucia the company maintains docks, concentrate bins, tugs, lighters, and miscellaneous shipping equipment. The power plant of the company is also located at Santa Lucia. Connection between the power plant and the mine is effected by a 30,000-ft. transmission line. In the town of Minas de Matahambre are located the mines, concentrator, shops, and warehouses. The con-centrates are transported to Santa Lucia by the Leschen aerial tramway. The mines are equipped with three shafts, viz., Nos. 1, 2, and 3. (Fig. 1.) No. 1 Shaft is a three-compartment vertical tim-bered shaft and has reached a depth of 1825 ft. This is the present main hoisting shaft. No. 2 Shaft is a four-compartment vertical shaft lined with steel sets and native hardwood lagging. Certain portions where the ground is heavy have been lined with re-inforced concrete. Practically all production will be hoisted eventually through this shaft. No. 3 Shaft is a three-compartment vertical timbered shaft. It has reached a depth of 1090 ft. Its purpose is for prospecting, ventilation, and handling men and sup-plies through the north section of the mine.

A FEATURE of the International Geological Congress to be held at Pretoria, South Africa, in the summer of 1929,. will be a symposium on the gold resources of the world. In this connection the U. S. Geological Survey and Bureau of Mines have been asked to prepare a report, showing production in the United States, describing the geology of its principal gold- producing districts, and estimating reserves (a) assuming a continuation of presen6economic conditions, and (b) assuming lower costs. This report will not be completed before April 1, but data thus far assembled are here presented with the hope of profiting by discussion and by information from those well informed on any of the important gold-producing districts. Gold production in the United States rose to a maximum exceeding $100,000,000 in 1915 and then rapidly declined to about $52,000,000 in 1920. Since then it has fluctuated, but on the whole slightly declined. Reviews of the eight leading states afford the following tentative conclusions :

The area over which active mining is being done extends about six miles in a northeasterly direction and is about three miles wide. Barite production in Georgia began about 1907,1but the existence of the mineral was known much earlier. At present four companies are operating washing plants and three other plants are operating on leases from those companies. The chief impurities in the ores are silica and iron oxide. The silica is easily washed and jigged out and gives little trouble. Any gravity separation between the iron and the barite is generally poor, owing to the slight difference in specific gravity. Two operators have turned to magnetic separation as the solution to the problem and have made remarkable improvements in the finished product. By very close sizing prior to jigging, the separation between iron and barite has been greatly improved. In some localities manganese occasionally appears as an impurity, but is fairly easy to eliminate by gravity methods. A considerable percentage of iron and silica is eliminated by being broken free in crushing. Until methods for the recovery of fine ore were introduced a minimum of crushing was done, but modern methods allow more than formerly. The depression years brought about the need for increased recovery of ore handled on the part of the producers and a demand for a higher grade of product on the part of the buyers. Improvements in milling and mining practice have had a far greater effect, however, than merely the production of a better grade of ore with greater recovery. They have opened for mining large areas that a few years ago were considered noncommercial deposits because of their inaccessibility and their high iron content. It is no exaggeration to say that the new methods have more than doubled present known reserves of barite ore of economic value.

FOR a number of years European investigators have used laboratory methods of predicting the probable strength of coke made from coal, and recently several investigators in the United States have reported the use of various tests for this purpose. There is at present no method accepted as standard, however, nor is there even agreement as to the general type of test that should be used. Furthermore, because the details of most of the tests have not been worked out carefully, one investigator can not hope to duplicate the work of another. The extension of coke manufacture to new localities in the United States, and the increasing need for cokes of exceptional qualities made from the most economical mixtures, made it desirable to have some simple laboratory test which will determine whether given coals, alone or blended with other coals, are more satisfactory from the standpoint of coke strength than others of different cost. The work described herein has resulted in the development of a simple laboratory test which, it is believed, can be generally adopted in coal laboratories, and which will give concordant results even though performed by different investigators in different laboratories. The general method of predicting whether a coal or a mixture of coals will produce a strong coke, resistant to crushing and shattering, has been to correlate the known strengths of the cokes produced in commercial ovens with some measurable constituent or with some property of the coals, and then to use the relationship so found for forming an estimate of the coking strengths of coals unknown. Several such correlations have utilized the percentages of the various ultimate constituents of coal, such as the oxygen content and the hydrogen-oxygen ratio;(39)§ other correlations have involved the proportion of a, (3 and y compounds, (17'21,30 or of "oil and solid bitumens."(16,30) Also a relationship has been traced between the coking properties of coal and the rate of change of the resistance offered to the flow of an inert gas by fine particles of the coal while being slowly heated. THE 131st meeting of the American Institute of Mining and Metallurgical Engineers was held in New York on Feb. 16 to 20, 1925, with the largest registration of any previous meeting, the total being 1320 compared to 1276 in 1924. The technical sessions were more largely attended and aroused more discussion than ever before. There were joint meetings with the Mining Section of the National Safety Council, under the auspices of the Industrial Relations Committee of the Institute and two very important lectures, the Howe Memorial Lecture, under the auspices of the Iron and Steel Committee, and the lecture by Dr. Carl Benedicks, of Sweden, on Corrosion, under the auspices of the Institute of Metals Division. The Petroleum Division conducted its annual Symposium on Oil which will be published later in book form. At the annual business meeting on Feb. 17, the following ticket was elected, and the reports of the President, Treasurer, and Secretary 'were presented:

The amount of vertical subsidence occurring over a longwall operation is a function of the thickness of material removed, the quantity and quality of any fill material, the width of the extraction, and the depth. The relationship between these variables is empirically determined, and subsidence can be predicted using only a few easily established constants which are subject to local conditions, such as the angle of draw. Associated with the vertical subsidence are both tensional and compressional horizontal strains. The component of strain in the direction of face advance is temporary, while the component perpendicular to the direction of working is permanently retained by the ground. It is these horizontal strains and the vertical strain (tilt) which result in damage to surface structures. It is possible to ameliorate the consequences of mining subsidence by utilizing the well-proved techniques described in this paper in the underground operations and on the surface. INTRODUCTION In the past, American mining practice in stratified deposits has been mostly restricted to production by the room-and-pillar system where a sizable percentage of the salable product is left in place as pillars. These pillars are usually regularly spaced and provide a permanent support for the roof of the mine and the surface above. The longwall system employs an advancing face which may be as much as several hundred yards long and some sort of breaking and loading machine which moves back and forth along the length of the face. The roof is supported behind the face only to a distance required to provide working space for the production machine. The supports are then withdrawn and the roof is allowed to cave. The longwall system therefore possesses the various advantages of complete extraction, thus effectively increasing reserves, while at the same time eliminating the necessity and cost of installing artificial supports such as roof bolts and heavy steel girders over large areas. Longwall mining has long been practiced in Europe, where it has undergone an involved development, culminating in the recent perfection of powered-loading machines and automatic self-propelled supports, offering high productivity. RECRYSTALLIZATION textures-the orientations of grains after recrys-tallization-have been studied extensively not only because of their metallurgical importance but also because of the information they yield regarding the atomic movements during recrystallization. Recrystallized grains must possess the same orientations as the submicroscopic nuclei from which they have grown, and thus they offer a direct road by which experimenters can penetrate the submicroscopic realm. Many perplexing results have come of these studies, but one of the most striking has been the apparent difference in behavior between single crystals and polycrystalline grains. For example, Burgers and Louwerse have shown' that when single crystals of aluminum are deformed by compression and are recrystallized (at 600° C.) the new grains appear with orientations that are different from the orientations of the deformed crystal in which they grew; but polycrystalline specimens, on the other hand, appear to have a [110] fiber texture both before and after recrystal-lization and thus to retain their texture during recrystallization. This apparent difference between the habits of single crystals and small grains is the subject of the first part of the present research and has been explained by findings reported herein. A similar situation appears to exist for aluminum when elongated or drawn into wires, for single crystals alter their orientation2,3 and polycrystalline wires retain their texture 4,1 6 upon recrystallization after elongation (at least with high-purity alumi-num), and it is possible that the explanation found in this paper for compression can be extended to cover elongation and other types of deformation as well. The second part of this paper deals with the theory of recrystallization textures. In the most successful theory for aluminum recrystallized after compression,1 much weight is given to the orientation of highly stressed nuclei in the deformed material. Taylor's "local distortions" are assumed to exist along the slip planes where displacement has occurred, consisting of fragments rotated in a specific way with reference to the slip plane and slip direction; namely, about an axis lying in the slip plane perpendicular to the slip direction. 1,7,8,9

(communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.
