ALMOST every metallurgist who has given the Howe Memorial Lecture has had a personal contact with the distinguished gentleman to whose honor this hour is devoted. Unfortunately for me, such personal contacts were not possible. However, in the preparation of a thesis on the open-hearth process, one of my earliest tasks was to make a survey of the literature, and it was from Professor Howe's Metallurgy of Iron and Steel that I drew a number of references to previous work which formed the foundation for my reading. In his volume there is such a complete exposition of the then current thought on the subject of slags and on their role in the elimination of phosphorus from steel that I feel no hesitation in discussing in this Howe Lecture the subject of "Slag Control." In the present era of close specification, the drive for uniformity of product, and the close inspection of the product and of the cost sheet, the utmost efforts must be made to control the steelmaking variables to the best advantage of the steel producer. One of the major variables is the slag in the furnace and its effect upon the composition and quality of the metal. What advantages are to be gained from slag control? In the broad sense the advantages must be tremendous, because the very foundations of good steel melting are based on "shaping up" the slag to a point where, with proper temperature, the heat is ready for the final additions. Every melter works toward these ends through his experience with innumerable heats of steel. The elimination of undesirable constituents such as phosphorus and sulphur is entirely a matter of slag composition and physical nature, a point well known for over half a century. The role played by the slag in assisting in proper heat transfer from roof and flame to the steel has been equally well known. In more recent years there has come the problem of oxygen control in the more accurate gaug-ing of additions for making high-grade rimmed steel for the new strip mills, and in the deoxidizing additions for grain-size control and cleanli-ness of forging steels, both carbon and alloy. In this problem the oxidiz-ing characteristics of the slag are of prime importance.

BLOCK CAVING HAS BEEN DEVELOPED to a high degree of efficiency in the last two decades and more particularly since World War II. At the Jeffrey mine of Canadian Johns-Manville Co., in the Eastern Townships of Quebec, several innovations have increased production and decreased costs. Asbestos ore is produced at the rate of 10,000 tpd from an underground operation supplemented by a large open pit that has been mined since 1881. The orebody consists of asbestos veins in a fractured and serpentinized peridotite. Hardness and structural strength of rock vary from soft shear zones at one extreme to a small amount of hard granitic inclusions at the other. In general the ore is weak and deteriorates on exposure to air, so that it is difficult to maintain underground openings for any period of time. Permanent workings are lined with concrete and temporary ones are driven mini- mum size and supported with steel sets as required.

The Secretary of the Treasury, acting through the National War Savings Committee, soliciting the support of patriotic associations in America in the sale of War Savings Stamps, has addressed the following letter to the President of the Institute: It is particularly desirable to have you urge the members of your association to give their assistance wholeheartedly, and to this end we urgently request that you write a letter to each of your members, outlining the aims of this campaign. That you may more easily draft your letter, we mention a few things in which your members could render a special service. Agencies and Sales Stations.-We desire immediately to establish several hundred thousand agencies and sales stations. It is as easy to sell a War Savings Stamp as it is in ordinary postage stamp, and we have launched a great drive to establish sales stations everywhere. The plan is simplicity itself! Your town, city, county or State Director can furnish you with supplies, posters and publicity matter. You can get the stamps from your post office or bank. Such stations should be at every pay window of manufacturing, industrial and mercantile establishments, and at every retail counter in the country. These stamps should be the easiest bought merchandise in the world, and when these agencies are established this end will have been accom-plished. Therefore, please lay extra pressure on the thought of immediately establishing these sales stations.

Japanese wartime economy demanded domestic cobalt production. This paper describes a process operated for two years at the Besshi mine and smelter on extremely low grade (0.1 pct Co) pyrite concentrates obtained from copper ore. 'The steps in the process were roasting, leaching, precipitation, reduction fusion to crude cobalt, and finally refining by electrolysis to 99+ pct. COBALT ore deposits in Japan are all small and of poor grade. In the past, a small amount of cobalt has been produced from the best portions of a few of these deposits, and very little production is expected in the future. In addition to these lean cobalt ores, cobalt is present in the cupriferous pyrite which is fairly abundant although of low grade, as is shown in Table I. Considerable cobalt is expected from these deposits because of their extent. Cobalt cannot be exclusively recovered economically from ore of this type; however, if means could be devised to recover it as a byproduct of copper production, a fairly large production at reasonable cost could be expected from Japanese sources. It was along this line that the research work was done. Selection of Suitable Process The process for extracting cobalt differs from ore to ore according to their composition. The difficulty in cobalt metallurgy arises from the fact that chemically cobalt resembles many such common metals as Mn, Fe, Ni, Cu, and Zn, associated with it in the ores. In the present case the most serious difficulties were: 1—Extremely low grade ore, 0.1 pct Co. 2—The large proportion of iron accompanying cobalt and its close similarity in chemical behavior. 3—The fairly large proportion of zinc and manganese and their chemical similarity to cobalt. The recovery of cobalt oxide as a byproduct of the hydrometallurgy of copper had been attempted in Japan but was stopped after a short period because it proved uneconomical. The literature disclosed no method for the recovery of cobalt from cobaltiferous copper pyrite and it was therefore necessary to devise a new process. The following basic principles were considered in selecting the process: 1—A major alteration in copper production methods should not be necessary. 2—The first step should be the extraction of cobalt leaving the large quantity of iron unaffected. For this purpose wet metallurgy would be preferred.

THERE are a number of different types of power plants. Some use coal to generate steam, others use oil or gas either in the form of steam or internal combustion equipment, while still others avail themselves of water power as a source of energy. A general comparison of the relative power production with different sources of energy in the United States, for several different years is set up in Table 1. This table shows that coal was used to generate 85.6 per cent of the total heat power requirements of 1909, and only 59.2 per cent of the 1930 requirements. The increasing proportion of modern heat energy generated by the use of fuel other than coal is apparent. If coal is to maintain its importance as a source of heat energy, the necessity for its improved perform-ance, in which preparation plays an -important part, cannot be stressed too strongly.

Fine particles in liquid suspension can be agglomerated by a number of mechanisms. Well-known methods include the addition of electrolyte to reduce the zeta potential and allow mutual adhesion arid the use of polymeric flocculants to bridge between the particles. A more recent technique, "spherical Agglomeration", is the subject of this paper. The process involves the addition of a second liquid which is immiscible with the suspending liquid and preferentially wets the particles to cause particle adhesion by capillary liquid bridges. Progress in the application of spherical agglomeration to a number of distinct technological fields is reviewed in this paper. The areas of interest include the formation of dense, highly spherical agglomerates, the separation of solids from suspension and the fractionation of complex, multi-component solids mixtures, such as ores. Some of the more interesting recent applications in the energy and environmental fields, such as the beneficiation of' coal and tar sands, are highlighted.

The progress made in testing the strength of rocks and minerals as they are encountered in mine operation is reviewed. An attempt is made to correlate these physical measurements with abrasive hardness, grindability, and behavior in comminution on one hand and fracture of rocks in pillars and roof control on the other. THIS paper reviews the progress made in testing the strength of rocks, ores, coal, salts, and other minerals as they are encountered in mine operations. It attempts to correlate the results of these physical measurements with technological properties more useful to the mining engineer: abrasive hardness, grindability, and behavior in comminution on one hand, and roof control, fracture of rocks in pillars, and mining methods with controlled caving on the other. In the following pages, the materials discussed will be referred to as rocks. Basic to rock mechanics and comminution are the problems of strength, elastic behavior, and failure, common to all brittle materials. A distinction will be drawn as to theoretical and applied research, and discussion of the progress made in each field will include test data obtained by the U.S. Bureau of Standards,1-1 the U.S. Bureau of Mines," the Iowa Engineering Experiment Station,"." the Committee on Geophysical Research at Harvard University,'" Basic Industries Research of the Allis-Chalmers Manufacturing Co.,11,12 by Philipps,13 and by Mueller," to name only a few. With refinements of testing methods and increased standardization. more useful and more comparable results have been achieved. This is especially important in testing a material like rock, as the inherent heterogeneity demands careful and exacting procedures. New measuring procedures that appear to supersede well known standard methods have contributed to faster and less costly testing yet have introduced new concepts, with implications as to comparability of results which must be watched. Reference is made to the sonic method for determining elastic properties," to be discussed in detail below. Basic Investigations Historically, all work in the field has started with the simplest determinations such as those for crushing strength, abrasive hardness, and grindability. These serve the limited objectives in the researcher's field of specialization: building construction, road ballast, roof control in mines, comminution, and seismic prospecting. Occasionally, fundamental properties like the modulus of elasticity E and Poisson's ratio v have been determined with the idea that they might have some bearing on the technological properties of the material under investigation. But it was not until the work of Philipps,13 of Harvard University,'" and of the U.S. Bureau of Mines"' that sufficient basic data were collected to allow researchers to go beyond the technological test and find the fundamental laws behind the behavior of rocks in mine and mill operations. The properties to be looked for are those that describe the elastic behavior of any material, the modulus of elasticity E and Poisson's ratio v being the ones determinable with least difficulties. Only two such properties are required to compute any other property such as the shear modulus, the modulus of rigidity, and the bulk modulus, all of which are related to each other according to well known equations of the theory of elasticity." In spite of their heterogeneous character, all rocks tested have possessed elastic properties. This does not mean that rocks of the same type always have the same modulus of elasticity, which varies exactly as the crushing strength or any other physical property of a rock can spread over a wide range. This has been explained by imperfections of the material always found in rocks, but to some extent this scattering of data is caused by inaccuracies inherent in the testing methods. Modulus of Resilience, a Criterion of Failure Increased availability of E values should allow us to test the validity of the quantity of strain energy theory which has been used in the solution of roof control problems by Philipps13 and by Holland.'" Recently Bond and Wang12 have applied this theory to explain the failure of an elastic material in comminution. Actually it is a very old theory, proposed as far back as 1885 by Beltrami.16 By its assumption the condition of yielding is determined by the term S2 M, = — x volume. Here M, is the modulus of 2E resilience, and its dimension is inch-pounds per cubic inch, that is, work per unit volume. Its numerical value is equal to the area under the stress-strain diagram. In the foregoing equation S is the yield stress (in psi) in tension or compression, whatever the case may be. E, the modulus of elasticity, is in psi. The great appeal of Beltrami's concept of stored energy lies in the fact that the two properties which seem to influence failure most, strength and elasticity, occur in the formula for the modulus of resilience. As an illustration of this, the moduli of resilience in compression of some typical materials tested by the U.S. Bureau of Mines" have been plotted in Fig. 1. The sample of concrete of conventional mix is shown only for the sake of comparison. Its determination was made in the Department of Mining and Metallurgical Engineering, University of Illinois. AT the December Board meeting, the report of the William Lawrence Saunders Medal Committee, recommending the award of the medal to John Hays Hammond, was received and unanimously approved. The citation is: "For his notable work as an engineer and developer of mines at home and abroad, his industrial leadership and his public services." The medal will be presented as usual during the meeting in February, presumably at the annual dinner at the Waldorf, on Feb. 20. The other medals to be given on the same occasion are the James Douglas, which goes to Paul D. Merica, and the Robert W. Hunt, which is awarded this year to Edgar C. Bain, as already announced. This will be the third award made of the Saunders Medal for "Achievement in Mining," previous recipients having been David W. Brunton in 1927, and Herbert Hoover in 1928. The list is a distinguished one and Mr. Hammond's name is appropriately included. His career is so widely known that it is not necessary to repeat the account, published in MINING AND METALLURGY last April.

THE two chemical compounds, natural sodium carbonate and sodium sulphate, in their anhydrous condition are dealt in as "soda ash and "salt cake”-names from an earlier day that are not as precise as the present accepted terminology. Once a large part of the sodium carbonate recovered was in the ash of seaweed, so it was logically called soda ash, and the corresponding potassium carbonate, once mainly recovered from wood ashes, was called potash. The term "salt cake" was applied to the sodium sulphate resulting from interaction of sodium chloride with sulphuric acid or sodium bisulphate, to form hydrogen chloride gas and an anhydrous cake of sodium sulphate. It was called "salt cake" and also "glassmaker's salt cake" because much of it was used in the production of glass. The two salts occur in nature in a variety of forms, but whereas an- hydrous sodium sulphate (thenardite) is fairly common, the anhydrous normal sodium carbonate, Na2CO3, is almost never found in nature. The monohydrate (thermonatrite), Na2CO3.2H2O, is seen occasionally, but it is never a major constituent in natural "soda" deposits. The high solubility of normal sodium carbonate is one reason for this. While both compounds occur widely in brines, the solid salts found in nature are usually trona (Na2CO3.NaHC03.2H2O) and thenardite (Na2SO4). The natural brines containing workable quantities of the two sodium salts are largely found in the arid and semiarid portions of the western United States and other countries. The classical discussion of the resources of these brines are those of Clarke,5 Chatard.4 Packard,19 Gale,11 and Wells.28 From North Dakota to California and from Arizona to the Canadian provinces of Alberta and Manitoba, saline lakes, dried-up lakes, playas, and similar land-locked depressions contain accumulations of saline matter. In discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual experience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has .not been sufficiently appreciated by us, and that our tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 19061 supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.): " What has been already commented on in previous reports about the slowness of manufacturers to change from the better known but wasteful beehive practice to the by-product recovery method of coke manufacture is particularly emphasized in the statistics presented in this chapter. For it would appear from the table following that the construction of by-product ovens had about come to a standstill, especially when the records for the preceding five years are taken into consideration. At the close of 1901, when there were only 1,165 by-product ovens completed in the United States, there were 1,533 in course of construction, 498 of which were completed during the following year. At the close of 1902, 1,346 retort ovens were building, 293 of which were added to the completed plants in 1903. At the close of 1903, 1,335 new ovens were building and 954 of these

FOLLOWING the presentation of the papers by Messrs. Mahan and Butler, the discussion printed below ensued. A. C. LANE* With particular reference to the New England con-sumer, I entirely agree with Mr. Mahan that intelli-gent marketing methods will do a good deal, but there is more than one way of improving them. For instance, coal can be shipped best to New England about this time of year-after the storms of the winter and before the movement of crops in the summer. For that reason there ought to be seasonal freight rates. This will be agreed to by most coal men if you will ask them, especially those who are connected with large concerns like the Metropolitan Coal Co., and yet they do not get seasonal freight rates partly because the railroads are afraid if they once reduce them they will never have a chance to get them back again. But it would be an improvement to have seasonal freight rates. Another thing: When we are buying in New England we want really a certain amount of heat value in our coal. There is no great advantage in our buying ash, nor is there any particular advantage in the railroad shipping ash and clogging the circulatory system of the body politic any more than clogging the circulatory system of the physical body. It would be desirable if the wholesaler, and to some extent the retailer, could guarantee the amount of ash or sell their coal on heating value. If you are interested in that you will find some interesting charts, in "Anthracite Coal Costs Analyzed," a pamphlet issued by the Anthracite Coal Consumers Association, Inc., New York City, as to rates from various and sundry points for bituminous and anthra-cite coal from the field to New York, Buffalo and Chi-cago. Here in New England they are both up against the competition of oil. About 3 or 3 1/2 bbl. oil will do the work of a ton of coal. One of my millionaire friends who is well posted on the situation is putting oil in his Commonwealth Avenue house because it is the most economical. Moreover, we can get Welsh coal from across the water (and help equalize this matter of exchange with Europe) in close competition with Penn-sylvania coal.

THE Franklin Laboratory was designed mainly for the analysis of the products from the two concentrating mills situated at Franklin and Sterling Hill, the most important determinations being the zinc, iron, manganese, lime, moisture and silica contents of the ores. Within the last 4 years, however, it has been found advisable to examine most of our supplies, and therefore additional space and equipment was allotted for the examination of such substances as oils, greases, soaps, alloys, fuels, paints, explosives and water. The building as shown in elevation (Fig. 1) and plan (Fig. 2) consists of a main or routine laboratory, an experimental laboratory, a water FIG. 1.-WEST ELEVATION. analysis room and the other accessories such as stock room, library, sampling and drying rooms and office. The main laboratory is further divided into a balance room and zinc analysis room. As the greater part of our determinations are volumetric, good light is a very important factor and with this in view the interior walls of the building were constructed of white enameled brick laid in Keene cement. These also have the additional advantage that they give a clean and attractive appearance to the room. The windows are large, being 76 by 44 in. and even on very dark days the light is good throughout the whole laboratory. Our zinc titration requires a constant light and as, on many days, especially in winter, the light is variable, we installed two Artificial

1. Brinell tests at progressively increasing temperatures are given for a representative lead-base and a representative tin-base babbitt, showing that the former has superior resistance to deformation at the working temperatures of bearings. 2. Small squares of bearing bronze, tinned and then babbitted with a representative lead-base babbitt and a representative tin-base babbitt were subjected to compressive loading. The lead-base babbitt showed less average compression than the tin-base babbitt. Compression did not materially increase the Brinell hardness of the babbitts. 3. A process and a tool are described for giving smoother and more accurate surfaces to bearings than has heretofore been possible. The following experiments have recently been carried out in the chemical laboratory of the Westinghouse Electric and Manufacturing Co., Pittsburgh, Pa. While the work is incomplete, it is described at the present time because data on the comparative merits of lead-base and tin-base babbitts are of interest in connection with the present shortage of tin. BRinell Habdness of Babbitt at Increasing Temperatures Bearings fail because of wiping, or deformation. Hence tenacity is desirable in a bearing metal, especially tenacity at high temperatures. The Brinell test is commonly regarded as a measure of tenacity. In fact, it has recently been proposed to substitute for Brinell hardness number the expression " tenacity number."l It seemed, therefore, that the Brinell test was especially adapted for the tests described. Disks, 4 in. (101 mm.) in diameter and 1.5 in. (38 mm.) thick, were made of the babbitts to be studied, designated A, B, C. They were poured into metal molds, pyrometer leads being soldered in the center of each disk. The composition of the babbitts was as follows:

THE properties of the metal molybdenum have been the subject of recent investigations1,2 = which have included studies of the changes that occur in the metal when it is annealed after having been cold worked. Most of the data which have been reported have pertained to only one aspect of annealing, that is, the conditions under which recrys-tallization has been observecl. The process of recovery which may precede recrystallization docs not appear to have been investigated, and it is the purpose of this note to report observations on the recovery process in cold-worked molybdenum as determined by changes ill the thermoelectric power which occur as the metal is annealed. The measurements were made on commercially pure molybdenum wires which, after annealing at 1035°C in dried hydrogen for 1 hr, were swaged to give a series of reductions up to a maximum of 84.5 pct. The variously cold-worked wires were then annea1c.d in dried hydrogen for periods of 16 hr at progrc:ssively highel. temperatures from 200" to 1000 c with a final annealing treatment of 70 hr at. 1100°C. After each annealing treatment the ther.ma1 emf's were determined against a length of original unwo~,ked material that had received the initial hydrogen anrit,aling treatment. The difference in temperature between the hot and cold junctions was maintained at about 75'C. and. the thermal emf's were measured with a potentiometer that could be read. to 0.01 microvolt. Fig. 1 shows the thermoelectric power. (dE/dT) in microvolts per C between annclalcd and cold-worked molybdenum as a function of the degree of cold work. The effect of annealing is shown in Fig. 2. The general shape of the curves in both figures is similar to results which have been obtained for copper." It was observed that after annealing at temperatures as low as 200°C recovery was well under way. The rapid changes irt thermoelectric power observed near 900 C are probably associated with recrystallization, since such a relation has been observed with copper. In order to explore the possibility of predicting reservoir performance from laboratory data, behavior of a hypothetical low-permeability reservoir has been estimated by applying data and methods currently available in the literature. A method of calculating decline in productivity index is discussed, and recoveries by internal gas drive, external gas drive and water drive are estimated. Introduction During the life of a producing oil property an operator is faced with many perplexing problems. Any attempt to determine proper well spacing, optimum rate of production, or the desirability of pressure maintenance requires the evaluation not only of a host of economic and practical operating factors but also of the future performance of the reservoir. Although in some cases economic or operating con-siderations may be of primary importance in planning a development or production program, the anticipated effect on ultimate recovery is more likely to be the decisive factor. The soundest basis for evaluating reservoir performance is past experience with oil fields, but pertinent data are difficult to obtain or apply under conditions normally encountered in California fields. Many of these fields are characterized by thick sections of alternating sands and shales complicated by faulting and rapidly changing lithologic conditions. Further compli- cations are introduced by haphazard development and production practices resulting from competitive conditions, changing demand for oil, and insufficient knowledge of structural conditions during early development. Even in the rare cases where development has been systematic and adequate, production policy has usually been controlled by economic and competitive factors rather than a desire to obtain information for use in future operations. In other words, comparable reservoirs in which development and production practices have been systematically varied are seldom found. In the light of these conditions, conclusions based on experiences usually lack the certainty required for decisions involving large sums of money. Some other method of attacking these problems is needed to supplement and orient field experience. Progress in laboratory investigations of the flow of oil, gas, and water through sands has been so rapid in recent years that these data may furnish such a supplementary approach in the near future. In order to explore this possibility the author has attempted to predict the behavior of one type of reservoir by applying published data and methods. Basic Data and Assumptions Calculations outlined in this paper are dependent upon a detailed knowledge of the properties of oil, gas, and water present in the reservoir and the portion of the total pore space originally filled by each. It is also necessary to know how the permeability of the sand to oil, gas, and water varies with the saturations of these fluids 20

Book Review MANAGEMENT AND MEN. By Meyer Bloomfield, Boston. The Century Co., New York, 1919, pp. 584, H.X. 5 1/2. $3.50. This hook is an exposition of English efforts to solve the problem of labor unrest in England. The first six chapters are reprinted from articles published in the Satur-day Evening Post, for whom the author went to England to study the problem at first hand. These articles deal with housing, increased production, eliminating the internal friction in the industrial machine and a chapter each devoted to the view-point of employer and employee. These chapters are written in the easily readable magazine style and give a complete general survey of the particular solution being tried. Perhaps their greatest., certainly not their least, worth lies in the fact that they form a vehicle for unusually voluminous appendices containing in full the famous Whitley Reports which are the basis of the new movement, together with various reports, which, except for this publication, would be largely inaccessible to those inter-ested in this country. The Whitley scheme considers each industry a unit and proposes to establish therein a Joint Standing Industrial Council composed of representatives of employers and employees to consider appropriate matters affecting the industry at large. There is to be a District Council for each industry which will, as its name implies, deal with the clatters pertaining to that interest in. the particular district. The third and last body in this scheme of Industrial Parliament is the Works Committee, which is com-posed of representatives of the management and of the workers employed in particu-lar plants or mines to act in close cooperation With the district quid national machinery. The Whitley or similar schemes have been tried in many communities in England and the book contains interesting comments on the result obtained, it being notable that most of the objections conic from plants which have not tried the scheme.
