Many producers of by-product coke have spent considerable time and given considerable thought to the use of a substitute for low-volatile coal as an admixture with high-volatile coking coal for charging high-temperature by-product coke ovens. Generally speaking, there are two principal reasons for this, one being occasioned by the lack, in certain localities, of low-volatile coal delivered at a cost sufficiently low to permit its use, and another being the desirability of finding a substitute product with a delivered cost lower than the cost of the low-volatile coal. It was for the first of these reasons that the Colorado Fuel and Iron Corporation was particularly interested in this subject. This paper deals with the experimental work and the results obtained by that company in producing and using low-temperature char. Overcoming Defects in Coke from Colorado Coals Colorado coking coals are all of the high-volatile type and were all laid down during the Cretaceous period, which makes them something like 80 million or so years younger, geologically, than eastern coals. They behave, when coked alone, something like the Pittsburgh-seam coals. They make a very brittle, highly cross-fractured, fingery coke of fair shatter value but quite low in resistance to abrasion. Mixed with a low-volatile coking coal such as Poca- hontas or certain Oklahoma coals, they make a coke that is equal to virtually any of the eastern cokes. The inferior quality of Colorado coke has long been recognized, and a considerable amount of time, effort and money has been spent upon investigations of means for improving its physical properties. While it has been found that some improvement in quality of coke can be secured by the adjustment and control of such variables as pulverization, moisture content, oven temperature and bulk density of charge, and through the addition of certain inert materials such as pulverized coke breeze, pitch, high-volatile noncoking or semicoking coal, the benefits so gained have been comparatively small. There are no low or medium-volatile coking coals available within a reasonable freight-cost distance. Therefore a substitute for low-vol-atile coal was developed through low-tem-perature carbonization—or, more correctly speaking, through the partial devolatiliza-tion—of high-volatile coals. The blending of this lower volatile char with the high-volatile coking coal distinctly improves the quality of coke made from Colorado coal. There is nothing especially new about this idea. In 1908 a Japanese patent was taken out by Kotaro Shimomura, whose claim was: The method of making a nonfingery coke out of bituminous coals, without using natural coals of low-volatile matter; according to which a certain coal is heated at a temperature between about 300°C. and about 600°C. so as to leave about 15 to 25 per cent volatile matter in the coal; this coal is mixed with the

THE industrial relations between the Tennessee Copper Co. and its employees have developed a number of interesting things and have been most, profitable to the employees and to the company. It is noteworthy that considerable has been done without a formal organization of any kind built up through the efforts of the company. From time to time there have been discussions regarding the advisability of a formal organization and the decision has always been in favor of the present method. In the year 1919, the company was dealing with its employees through union committees and, after an understanding was reached, satisfactory results began to be obtained, but as time went on the committees did not function and it came to a question of how to reach the men. For the past two years, about once a month, but at no stated time, there has been a meeting with a committee of employees consisting of 40 or 50 men out of 700. This committee is secured by notify-ing the locals. In addition, the Service Department notifies a number of men not represented in the union, so as to have a large representative committee. The meetings are on company time and the men are rotated, so that in time every employee attends , at least one meeting. All department heads and a number of foremen also are present. The operating plans and policy of the company are set out at the meetings and the market outlook for products is discussed. Explana-tions are also given of anything that has come up since the last meeting which affects the employees, and an effort is made to inform them of what will probably happen in the next month or two. Once a week there is a meeting of department heads with the manager, for discussion of all operations as a whole and such depart-mental details as seem advisable. When the depression started, it was necessary to curtail operations and the reasons were carefully explained; before the men were laid off, the employees as a whole were advised of the coming layoffs through these meetings. They were also advised generally who would be retained and given an opportunity to express their agreement or their. disapproval. In fact, an effort was and is being made to keep the employees advised in advance of matters affecting them and to give them full opportunity to express themselves.

During the past few years the underground mining industry and the big hole drilling industry have been involved in a flirtatious courtship, but until recently this courtship did not appear to be taken too seriously by either party. However, many of the promises made by the big hole industry are beginning to come true. Improvements have been made steadily in techniques of mechanical boring of large diameter shafts, raises and tunnels, thus making the big hole industry a more stable partner in the eyes of the mining industry. The mining industry too has made many changes in planning that make mining more attractive to the big hole industry. If there is to be a marriage between big hole drilling and mining, we should certainly take a look at the background of the big hole drilling industry, and examine the three main features of big hole drilling to determine how each applies to mining. Shaft Drilling Since 1950, numerous large diameter shafts have been drilled using rotary drilling techniques. Most of the larger diameter shafts have been drilled for the AEC for underground nuclear testing purposes. However, since 1960 several shafts have also been drilled for various mining companies, particularly in the United States. In 1967, rotary drilling shafts were either completed or in progress at the mining companies listed in Table I.

ON May 5, the Washington, D. C., Section, A.I.M.E., devoted its meeting to the many-sided and perplexing question of mineral stock-piling for peace. Opening the symposium, Harry J. Wolf, of the War Production Board, outlined the problem under six heads: (1) Technical. Mechanical, chemical, or metallurgical importance of specified materials, emergencies that might arise, relative scarcity, and critical value of stock piles during emergencies. (2) Economic. Cost to Government, influence of Government stocks on commercial relationships and markets, effect of availability of items as a con¬structive influence on industry, Administration policies now and during postwar period. (3) Legislative. Need for immediate legislative action, need for legislation on postwar conditions as well as on current requirements, a constructive basic policy to prevent political manipulation. (4) Military. Consideration of re¬quirements and supplies bearing on national safety and needed for manufacture of equipment, and adequate reserves of scarce materials for research or experimentation by military agencies. (5) International. Interests of the United Nations in contradistinction to those of the United States; effects of nonisolation policy on nature, location, and administration of stock piles. (6) Negative stock-piling. Question of United Nations' legislation to prevent stock-piling by Axis nations after the war and who shall purchase stock-pile materials and during what periods.

Small-scale continuous flotation tests are described in which the influence of 1) pulp density and 2) feed rate on the rate of flotation are investigated. The results provide further evidence of first-order kinetics for flotation and indicate that tests at different feed rates provide a particularly simple method of determining rate constants. Flotation kinetics are discussed in general terms. Over a period of many years numerous research workers have studied the rate of recovery of valuable materials from flotation pulps with a view to deter-mining the mechanism of the froth flotation process. Froth flo ation is fundamentally a collision process involviug at some stage collision and then mutual attachment between air bubbles and mineral particles. It is possible to draw analogies therefore between the flotation process involving mainly macroscopic particles and the ordinary processes of chemical reaction kinetics involving collisions between atoms, molecules and ions. By adopting this analogy we may postulate a general equation representing the kinetics of the flotation process: -dC/dt =K.CC ,Aa (1) The rate constant, K, will be a complex function involving reagent concentrations, particle and bubble sizes, induction times and no doubt flotation cell design. However, these are factors which can be kept constant in any series of experiments, permitting investigation of the exponents a and c, which determine the order of the reaction occurring in flotation. The various research investigations carried out so far have all aimed at evaluating a and c and in the majority of cases only since the concentration of air has usually been kept constant in a series of tests, so that a relationship of the following type has been investigated: -dC/dt = K1 Cc (2) The techniques of both batch testing and continuous testing have been used to investigate this relationship. The traditional financial objective for a single mine company has been to operate as frugally as possible and to pay out most of the earnings as dividends. If the business is cyclical (as it is for most metals) the dividends might fluctuate quite widely. When the mine is exhausted the company disappears. This is still quite a viable strategy for a single mine company. It is not however a viable strategy for the world as a whole. The mining industry is built by mine development companies who can mobilize the people and capital to bring new mines into production. Their skills must include marketing, engineering, finance and other politics. It is very rare for a property to be brought in without the support of a major company that can provide all these services. The exceptions will usually have some other form of big brother support, for example the U.S. government uranium contracts at guaranteed generous prices. The mine development company will seek as a minimum to perpetuate itself by developing new mines in order to replace those which are running out. The more common and more ambitious objective is to grow -- that is to add to its ore reserves and current production by developing more new mines. The financial objectives for that company are very different. Obviously if all the earnings were paid out in dividends there would be nothing left to work with. The first financial policy then is to spend an appropriate amount on exploration for new properties. The next is to retain enough of the earnings to provide the capital for new projects at least sufficient for the equity. There is no magic formula as to what proportion of earnings should properly be distributed as dividends by a growth-oriented mine development company. As a rough rule of thumb distributing half or more will probably leave too little to work on and 30% or so is probably a good balance. However the circumstances differ widely from company to company. It may be useful to set an objective for the rate of growth of a company's earnings. Some have picked rates such as 15% per annum compounded. Others have set a target in real terms which might appear as 10 or 11% plus inflation. Obviously the arithmetic of compound interest is very attractive; however in practice there is much variation. Indeed current returns from existing operations swing widely with the business cycle and there is no assurance that economic new properties will be found according to someone's arbitrary time schedule. For example, Western Mining Corporation Limited in Australia explored for 30 years with little to show for it, but then found the great Australian nickel deposits and more recently the huge Roxby Downs copper. That long dry spell could not have fitted anyone's arbitrary calendar of growth and yet they would not have found such orebodies without that long period of effort. Should they have abandoned the search? Once a new property has been found or acquired there has to be a threshold rate of return on the new capital to be invested against which to evaluate the property's economics. Conventionally this seems to be 15% after tax, a number common in other heavy industries as well. In some cases it is expressed as a lower number plus allowance for inflation. Discounted cash flow analysis is a very useful tool but it does not make the decision. In the end a "go" decision depends on judgment of many factors some of which are numbers used in the DCF calculation whose credibility must be examined. It is curious how frequently investment proposals come in with the rates of return very close to 15%. The project advocates know that a number much less than 15% will not fly and that a number much more is not necessary. With much higher nominal and real interest rates of recent years, even though before tax, logic suggests that the hurdle rate should also rise. The power of compound interest is so great that 20% is very hard to achieve in any cash flow projection but 18% may be a sensible yard - stick. Once again it is remarkable how many project proposals come in with an 18% return. On the record the mining industry as a whole has not been overly restrictive in choosing its hurdle rates of return. This is shown by the abundance of metals in recent years and the failure of metal prices to keep up with inflation. All of the foregoing is standard text book stuff.

The materials containing copper which are refined in the United Statrs, are, for the most part, the natiye noppers of Lake Superior. IJntil quite recently but little pig copper Was made for sale, and that came principally from the pure sulphorous ores of New England and the Sonth, and was generally sdd to reSneries not far from the ore filrnaceu. A stnall aiuoiint found its way into the'niarket which was produced either as the by-product of the treatment of gold and silver ores, or as the result of the treatment of impure copper ores; but both these grades, on account of the impurities they contained, were loolced on with stlspicion, and were not sought for. There are at the present time only three works which treat native copper, the two of the Detroit and Lake Superior copper Company, and the works of C:G. Hussey & Co., in Pittsburgh. Andrew Carnegie, America's best-known ironmaster and philanthropist, died at his home at Lenox, Mass., Monday, Aug. 11, after a three days' illness. A pioneer in the steel industry, he introduced into this .country the Bessemer process And formed the plans that have resulted in this country's supremacy in the steel markets of the world. Known throughout the world for his, gifts, he is also known to engineers as the donor of the home of their National Societies and as the founder of the Carnegie Institute of Technology, of Pittsburgh. For many years, also, he was an honorary member of the American Institute of Mining and Metallurgical Engineers, the American Society of Mechanical Engineers, and of the Engineers Club of New York. What he considered the secret, of his success is shown by the epitaph he wrote for himself, "Here lies a man who knew how to enlist in his service better men than himself." He was buried Thursday, Aug. 14, in Sleepy Hollow Cemetery, Tarry-town, N. Y., the funeral services being private, in accordance with his wish.

IT seems a common opinion among metallographists that all light-gray inclusions seen with the microscope in polished sections of steel are manganese sulphide. Examples of this belief are continually appearing, as for instance in the paper by Dr. Henry Fay on manganese sulphide as a source of danger in steel rails,1 and in Lieutenant-Commander Cook's paper on Metallography of Steel for U S. i2) twinning in poly crystalline magnesium does not usually occur homogeneously but is concentrated in localized regions or bands inclined at about 45 deg to the stress axis. These bands of twinning are in many ways similar to the Luders bands seen in mild steel alzd Al-Mg alloys. Within a hand the percentage of the volume twinned may approach 100 with no twinning outside the band. Bands are not produced in specimens of grain size a3 x 10-= in. or in samples deformed at temperatures 300°F. Annealing of heavily twinned regions leads to re crystallization textures markedly different from those found in the starting material. The exact preferred orientation appears to depend on the starting grain size, the amount of compres-sive strain and the manner in which it is introduced. MAGNESIUM, with its hexagonal crystal structure, deforms plastically at room temperature by a variety of deformation mechanisms, one of the most important of which is (1012) twinning. In single crystals such twinning occurs on compression parallel to the basal plane or tension perpendicular to it. In wrought polycrystalline magnesium, such as rolled sheet, the preferred orientation is such that almost all the grains have their basal planes nearly parallel to the sheet surface. Therefore, if sheet material is deformed by cold rolling or by tension in the plane of the sheet, deformation of the grains by (1012) twinning is not favored. On the other hand, twins form readily on compression parallel to the plane of the sheet as in a compression test, on the compression side of a bent sample, or at the outer rim of a drawn cup. The first part of this paper deals with the morphology of (1012) twinning in polycrystalline magnesium. Some aspects of this subject were covered by Barrett and ~aller.' Of direct bearing on the work to be reported here are the comments of Jetter' in discussion to Ref. 1. He shows that Mg + 1.5 pct Mn alloy sheet when bent about a transverse axis develops a pattern of transverse bands on the surface of compression. A longitudinal section through the sheet shows that the bands are wedge-shaped and inclined to the rolling direction. The bands were identified as "outcrops of regions in which deformation is localized as the result of the reorientation brought about by (1012) twinning". The second part of the paper treats the recrys-tallization texture of the specimens twinned by compression. Magnesium deformed and then annealed generally recrystallizes with no change in orientation.1'3'4 This statement is true provided that the amount of (1012) twinning occurring during deformation is small. In an isolated observation, Anse15 has shown that, when deformation produces much (1072) twinning, annealing causes new maxima to appear in the pole figure. The second part of the paper elaborates on this point. I) MATERIALS AND PROCEDURES All of the experimental work to be reported was done using the commercial sheet and plate alloy AZ31B (nominal composition: 3 pct Al, 1 pct Zn, 0.4 pct Mn, balance magnesium). This alloy is available commercially in two tempers, -0 (fully annealed) and -H24 (partially annealed), and specimens of both tempers were used in various experiments. The Pima mine lies 20 miles southwest of Tucson, Ariz., and 45 miles north of the Mexican border. It is located on a hillside overlooking Tucson, which allows for gravity flow generally through the plant. In April 1965, an expansion was authorized by the mine's board of directors. This will triple the mine's output to 18,000 tpd. At this rate, it is estimated that there is sufficient ore to last 20 years.

THE Tennessee Copper Company's operations are in the Ducktown Basin, in the extreme southeast corner of Tennessee. The ore is of the heavy sulphide type, the predominating sulphides being pyrite, pyr-rhotite, chalcopyrite and sphalerite. The gangue is a micaceous schist, with varying amounts of free quartz. The mining operation develops two classes of ore, each of which is concentrated by the flotation process in separate mills. Table 1 shows a typical analysis of the ore treated in each mill. This was gradually increased to 600 tons by 1926, to 900 tons in 1928, and to 1350 tons in 1938. Fig. 1 shows the crushing and grinding flowsheet in 1928, when the capacity was 900 tons; Fig. 2, the crushing and grinding flowsheet that was developed by 1938, for the treatment of 1350 tons per day. A comparison of these flowsheets reveals that this increase in tonnage, with a subsequent improved operation, was accom-plished with identically the same major equipment. Improving a concentrator's capacity, metallurgical results, and costs as time goes by is a commonplace practice, and is accomplished in various ways, depending upon the local conditions. HERBERT HOOVER had to sit through an hour and a half of eulogy of himself at Carnegie Hall last night, said the Sun and New York Herald of Feb. 19. When his turn to answer came he remarked that, although one of the speakers had referred to him as a modest man, he would never, in view of this experience, be able to prove it. The occasion was the presentation by the Civic Forum to Mr. Hoover of its medal of honor for distinguished service, the only recipients in past years having been General Goethals, Thomas A. Edison, and Alexander Graham Bell. Only by distortion of intent could there be said to be anything political in the affair, which was carefully described by the chairman, Charles E. Hughes, as non-partisan. Nevertheless, the praise bestowed on the former Food Administrator by the former Republican candidate for President, proved specially interesting to a much applauding audience which filled the hall to the uppermost gallery. A piece of real news was supplied by Horace V. Winchell, whom Mr. Hoover succeeded on Tuesday as President of the American Institute of Mining and Metallurgical Engineers. He said that Mr. Hoover, when in Europe after the . armistice, caused to be collected the literature of the war in all Europe.

SOUTHEAST Missouri is the largest and oldest lead-producing district in the United States. For the year 1941, the statistical picture of pig-lead production, stated in short tons (partly estimated by the Engineering and Mining Journal) is as follows. [Tons World production 2,000,000 United States production 460.000 Southeast Missouri production 242,000] The consumption of primary lead in the United States in 1941 was approximately 900,000 tons, or almost double the country's production. The largest previous year's consumption in the United States was 718,000 tons, in 1926. The largest quantities of lead are used for cable sheathing, storage batteries and white lead. During 1941 tetraethyl lead for auto and aviation gasoline consumed 50,000 tons of lead. The entire lead production of Southeast Missouri is now mined by the St. Joseph Lead Co., whose dominant position as the largest producer in the United States of lead directly from ores is best shown by the fact that in 1941 it produced approximately 31 per cent of the lead production of the United States from its mines in southeast Missouri, where 22,000 tons of ore, averag¬ing over 3.00 per cent lead, is mined per working day. It is known that lead was mined at Mine La Motte, Madison County, Missouri, by Renault in 1723. Other white men and Indians probably did some mining prior to that time. Since 1865, the recorded production to Jan. 1, 1942, shows that the St. Joseph Lead Co. and the various other companies that have operated in St. Francois County mined lead ore, which, after milling and smelting losses produced 5,00,000 short tons of pig lead. About 95 per cent of the present lead production of Southeast Missouri is mined in St. Francois County. The northern part of this area is 60 miles south of St. Louis. The remainder of the lead is obtained at Mine La Motte, about 25 miles southeast from the center of the producing area in St. Francois County. PROSPECTING In this district, most of the ore is discovered by surface and underground diamond drills and by prospect drilling underground with rock drills. Each 2-ft. length of the cuttings from these Jackhamer prospect holes is assayed for lead. These holes are marked and the records are entered on maps. It has been found that close drilling--100-ft. centers of holes, and sometimes less-is necessary in order to locate most of the smaller commercial ore bodies, many of which previously had been missed by drilling the areas with holes spaced 200-ft. centers or more.

Operations Research developments within the mining industry have evolved over the last few years through stages typical of any new technique. By 1965, most companies had passed from mere recognition of the usefulness of operations research techniques to cautious acceptance of and, in some in- stances, to confident utilization of this relatively new tool. This is reflected in the growing interest and increasing participation of mining companies in sponsoring individual papers on the subject published in mining journals or presented in full sessions at annual meetings. Chief among the sources which served, in 1965, as a barometer for measuring operations research progress within mining is the Annual Symposium on the Applications of Statistics, Operations Research, and Computers in the Mining Industry, which is now sponsored by the University of Arizona, Stanford University, Colorado School of Mines, The Pennsylvania State University, and the Society of Mining Engineers of the AIME. Two significant trends were evident in the applications of operations research techniques to problems typical of the mining industry. On the one hand, unique and imaginative O.R. applications were being developed by several companies, government agencies, and at the university level. These techniques were usually developed to solve specific existing problems. On the other hand, there was unmistakable evidence of attempts to look for problems which could be solved with those "operations research" approaches which would involve the use of the digital computer. In the latter instance, solutions may become applications or demonstrations of how the computer can be used in the reduction and interpretation of data, without the benefit of a decision model. This is a common tendency as most companies have computers, at least in their accounting sections, and many operations research solutions require the use of a digital computer. From the applications observed in 1965 and in prior years, the successful techniques have evolved.

At the eastern end of the Mesabi Range, 70 miles due north of Duluth, is the vast plant of Erie Mining Co. Operated by Pickands Mather G Co. for the mine's four owners-Bethlehem Steel, Youngstown Sheet and Tube, Inter- lake Iron, and Steel Co. of Canada-Erie Mining Co, has earned just fame as a pioneer and a leader in the mining, beneficiation, and agglomeration of the lean iron ores of the Lake Superior district. Some of US have been impressed with the need for a better understanding of the future place of the engineer in the petroleum industry. In academic work we are continually asked to advise students as to the opportunities in different directions, to guide them in their selection of professions, and it would be extremely helpful to those in academic lines of work to have the opinion of engineers from the industry relative to the need for petroleum engineers. IS the industry going to require a continually growing number of engineers in the future years, or have we perhaps reached equilibrium in that regard ? In anticipation of this meeting, I undertook to canvass opinion among a number of engineers of my acquaintance and I have been rather astonished to learn that the expenditure on engineering salaries in the producing branch of the oil industry is extremely low. I have figures from eight or 10 of the larger oil companies and it seems to be a fair statement on the basis of these figures to say that the average American oil company is devoting less than 2 per cent. of its gross expenditures in oil production to the payment of engineering salaries. A few examples will be of interest. I shall not mention names of individual companies, but one large Mid-Continent company is spending slightly less than 1 per cent. of its gross expenditure—that is, less than 1 per cent. of the total expenditure in the producing department—on engineering salaries and about as much on engineering research, which might properly be regarded as a phase of its engineering work. Another Mid-Continent company is spending about 11/4 per cent. on engineering salaries. A large California company is spending about l1/2 per cent. The largest figure that has come to my attention is that of an important Rocky Mountain and Mid-Continent company that is spending a little more than 6 per cent., but that is apparently an extreme case. THE Cerro de Pasco Railway Co., owned and operated by the Corporation, is a common carrier whose chief functions are transportation of ore and concentrates from the mines at Cerro de Pasco to the smelter in Oroya, and haulage of coal from the coal mines at Goyllarisquisga to the coal washery at Fundicion. Connecting with the Peruvian Central Railway at Oroya, the C. de P. Railway maintains joint, daily freight and passenger service from Lima and the port of Callao to Cerro de Pasco, terminal of the C. de P. main line and gateway to the Huanuco Valley. Extending from Oroya to Cerro de Pasco the main line is a standard-gauge roadbed of 70-lb. rail, 132 km. long with a maximum compensated grade of 2.25 per cent and a curvature of 16°, climbing from an elevation of 12,272 ft. above sea level at Oroya, lowest station on the line, to 14,208 ft. at Cerro de Pasco. The highest point reached by the C. de P. is on the coal branch at Alcacocha where the rails are 14,385 ft. above the sea.

The new, internationally-owned Savage River Mines iron ore mining, concentrating and pelletizing project, built and operated by Pickands Mather & Co. International, was dedicated March 6 at Port Latta, Tasmania, Australia. Construction of the $79 million project began in 1965 and involved an open pit mine and concentrating plant plus a complete town for about 350 employees at Savage River; a 53-mile pipeline to transport the concentrates; a pelletizing plant and shipping facilities at Port Latta, which is on Bass Strait separating Tasmania from the Australian mainland. The project has a rated capacity of 2.25 million Ltpy of high-grade magnetite pellets, which will be sold to five Japanese steel companies under 20-year contracts. The open pit mine is located in the central portion of the Savage River deposits. Mining equipment, capable of moving 10 million tpy of ore and overburden, consists of four 6-cu yd electric shovels and 12 50-ton trucks. The concentrating plant, with a design capacity of 5 million tpy of ore, will use magnetic separators to upgrade the ore, which averages 38% iron, to a concentrate averaging 67% iron.
