IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

The manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In certain respects they have a strong resemblance to those of India and Brazil, as contrasted with those of Tertiary age in Georgia, but in this paper no careful comparison with them can be made. Viewed from the present condition of the manganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments. Youngest are the products of decay and degradation with the concentration of manganese oxide in the rocks of both groups. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate degree of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flows, largely of basic types. This has been named the Birrim System. Its age is unknown, for no definite fossils have been discovered in it. Since these non-fossiliferous strata at many plaees are of a character which in many parts of the world are suitable for the preservation of fossils, and which contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim System have normally a northeast-southwest strike, and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed diagonally across their strike for upwards of 600 miles, to the extreme northwestern corner of the Northern Territories. Thence they probably extend much farther into French territory.

Probably no metallurgical process in the history of the mining industry has been responsible for such increased mineral production as has flotation. It has made possible the economic treatment of low grade and complex ores which, with the old methods of gravity concentration, would have been classed as worthless. Starting with the sulfide ores of copper, lead, and zinc, the process has been applied to almost all metallic and nonmetallic minerals. Today, the sulfides of the common metals not only can be readily recovered, but can be separated from each other. Thus, three or four mineral recoveries from the same ore, such as galena, chalcopyrite, sphalerite, and pyrite, are possible. Molybdenite is recovered initially with copper sulfides and the two are subsequently separated. Flotation of metallic gold and of native copper and graphite is being commercially practiced. The carbonates of some of the base metals, principally those of lead, can also be concentrated. Flotation of the oxides, silicates, phosphates, and other so-called non- metallic minerals represents the greatest advance in the art in the last few years. Today, commercial plants are successfully treating such minerals as feldspar, garnet, ilmenite, muscovite, cassiterite, cement rock, fluorspar, phosphate rock, sylvite, and a host of others. Flotation of the various types of iron ores along with other concentration methods is today the subject of a tremendous amount of investigation on the iron ranges. EARLY PATENT HISTORY OF FROTH FLOTATION Although what we call the froth flotation process as distinguished from bulk oil processes was not used commercially until 1905, many investigators had recognized its possibilities long before the twentieth century. The principal patents issued throughout the years give us a method of recording early flotation history. BULK OIL PROCESSES: In 1860, William Haynes patented (British Patent 488) a process for separating oil-wetted sulfide minerals from water-wetted gangue minerals by agitating the dry ground ore with oil and then the mixture with water. In 1877, the Bessel brothers patented (German Patent 42, Class 22) a process where a mixture of graphite ore was mixed with 1 to 10% oil; after adding water, the

A computer system was developed by Texasgulf's Corporate Data Center (at Raleigh, North Carolina) to evaluate the economics of proposed new projects and to determine the incremental expansion effects of existing projects. The Corporate Treasurer, Controller, and Senior Staff Members of the corporate office guided the project with advice from the Chairman's office. After consideration of commercially available programs, the decision was made to develop an in-house investment system. The main specification was that the program must do the accounting calculations on the computer exactly as done by hand in the corporate office. No average "approximations" or values were allowed. Also, the capability to change the calculation procedures quickly was a must. The experience gained in developing a program to evaluate Gulf Coast off-shore oil lease-bids was used to develop an investment system. Several ideas were taken from A Programming Language (APL) concepts. An investment functional language was developed, and computer programs were written to process the functional language. One feature is a print-out of the model in English. The English print- out assists the debugging and documentation of a model. The major expansion at the Kidd Creek mine was the test case for the new system. After the results were approved and accepted for the base case, many sensitivity runs were made. Numerous additional models were developed to reflect the investment opportunities at other sites. An existing edit program was used to build the models and to systematically organize all the data for different projects. Remote input-output capabilities were added to the system, allowing data to be prepared and submitted at one Texasgulf site with the results printed at another location within minutes. The project has been well accepted by Texasgulf's senior management. Growth of the system is now in the areas of (1) merging individual projects into the corporate financial statements, (2) use of classical forecasting to project future costs, and (3) coupling the investment program to mine planning and general ledger systems. Also, the system is now being installed on an interactive computer system to provide faster turn-around time and more flexibility.

Payne, New York City: Prof. Blake's inference that magnetic separation may be successfully employed upon smithsonite and iron oxide, after a preliminary roasting, is confirmed by the fact that this separation has been carried on with entire success for over a year at the works of the Wythe Lead and Zinc Mine Co., Austinville, Va. The ore mined on this property is a mixture consisting chiefly of galenite, smithsonite and limonite. The crude material is crushed, screened and washed in log washers for the removal of clay, and then jigged for the separation of the galenite. The zinc-and iron-ores are then roasted in reverberatory furnaces, being turned and moved towards the bridge-end of the hearth by manual labor. The roasted material contains from 20 to 26 per cent. of metallic iron. The slight difference in the specific gravities and the friable condition of the ores after roasting prevent the separation of the oxides by means of jigging. It was therefore the practice, previous to the use of magnetic separation, to charge the roasted material directly into the retorts of the zinc-furnaces. The rapid cutting of the retorts under this practice proved a serious inconvenience and expense. In the spring of 1892, the writer built for the Wythe Lead and Zino Mine Co. a magnetic separator which embodied several novel features and which was designed to treat the roasted zinc- and ironoxides. This separator has proved entirely successful for the purpose for which it was designed. During the first nine months of its operation, 1415 tons of 2240 pounds of roasted material were passed through the separator, producing about 675 tons of heads carrying from 50 to 55 per cent, of metallic iron, which are sold to a neighboring blast-furnace. The tailings, which contain the zinc, carry from 4 to 6 per cent. of metallic iron. For magnetizing the iron-ore previous to separating it from the zinc-ore, no change whatever mas made in the form of the reverberatory furnace previously employed. He was a member of Sigma Nu; Theta Tau, an honorary professional society; Blue Key, honorary social society; the glee club and quartet, and a member of the student council. He has been a mucker, driller, flotation operator and mill shift boss for the Clear Creek-Gilpin Co., Idaho Springs, Colo.; Geologist, chief engineer, and chief geologist for Patino Mines & Enterprises Consolidated, Inc., Bolivia; appraisal engineer and part-time geology student, Denver; office geologist for Geology Dept., special Engineering div., Sea Level Canal Studies, Panama Canal; and geologist, div. of Raw Materials, USAEC, Grand Junction, Colo. He is currently chief of the Denver Exploration Branch, div. of Raw Materials, USAEC, Denver. Towle was at one time a tournament golfer, playing three and four times a week. While working in South America he played in numerous tournaments. Today, although playing only occa sionally, he shoots in the low eighties.

Prior to any detailed discussion, I'd like to say that Dr. Aplan has made direct hits on two important considerations: 1) The most demanding need in Fine Coal research is to develop improved methods of sulfur reduction. 2) The areas of particle (impurity) liberation and froth flotation hold real near-term promise as techniques for improved sulfur removal. Digressing for a moment, I thin kwe can all remember the time when the biggest problem facing coal research was simply defined - "No money!" In the mid 70's we suddenly found ourselves dealing with a product worth five to seven times the value it carried in the mid60's. All of a sudden, we're talking about a high-profile, high- value commodity. The coal industry still hasn't made the complete psychological adjustment - especially in the operating areas (prep plants included). We have a valuable material at hand which is, in' many cases still being processed as though it were a two or three dollar per ton item. Simply put, I think that while the industry has made some major strides during this transition, a stronger commitment of attitude (and finances) needs to be made toward deeper definition of beneficiation work. Back to specifics - Dr. Aplan has really highlighted three areas where strong research efforts are needed. 1) Liberation processes - not limited to mechanical comminution - must be more fully studied.The industry certainly needs a better handle on value returned (improved ability to beneficiate) for dollars spent on improved liberation. 2) Flotation processes probably hold the most promise for near- term improvement in fine coal beneficiation technology. A history of gravity classification shows the development of many types of equipment with several prominent types continuing in use today. Part of the development and evolution is the spiral classifier. Data will be presented showing characteristic size separations in a closed circuit grinding operation. Comparisons with hydro- cyclone operation will be shown including operating cost comparisons. Effects of variables will be shown in spiral classifier operation. Finally, other uses for spiral classifiers will be described.

Laboratory relative permeability data on reservoir rock are obtained on samples which are not subjected to overburden pressure during the permeability measurements. These data are then used for calculating the performance characteristics of reservoirs in which the rock is under the pressure of the overburden. Recent observations have shown that the permeability and porosity of reservoir sandstones are decreased by application of overburden pressure. These observations led us to a study of the effect of overburden pressure on the relative permeability characteristics of sandstones. A previous note from this laboratory1 showed that overburden pressure, simulated by applying hydraulic pressure to the outside of a plastic mounted core. caused a reduction in permeability of the core by as much as 50 per cent at 10,000 psig. In a multiphase fluid flow system, the relative permeability at a given saturation will change if the permeability or the effective permeability changes but not if both permeability and effective permeability change by the same ratio. The tests described in this note were made to determine the effect of overburden pressure on permeability and effective gas permeability in the gas-oil system. The gas-oil system was chosen because the available equipment was best suited for studying this system. The resultant data can be applied to other systems of interest because the gas permeability in the gas-oil system is the permeability of the nonwetting phase and, as such, is equivalent to the gas permeability in the gas-oil-water system and to the oil permeability in the oil-water system. EXPERIMENTAL METHOD Cylindrical test plugs, one in. in diameter and one in. long, were cut from sandstone core samples from three different reservoirs. After extraction in toluene, the plugs were mounted in Lucite by conventional core mounting methods.3 The core properties are given in the legend in Fig. 1. The mounted cores were machined to fit the apparatus shown in Fig 4. Air permeabilities as a function of overburden pressure were measured by connecting lines (1) and (2) to a conventional air permeameter. To measure porosity changes as a function of overburden pressure, the lines leading to (1) and (2) and the core were saturated with kerosene; line (1) was capped and a small bore precision calibrated pipet was connected to (2). Changes in pore volume of the core as overburden pressure was applied were noted by reading the amount of kerosene produced into the pipet. To correct for the change in volume of the lines inside the hydraulic cell as a function of pressure, a pressure-vs-volume run was made with a solid Lucite cylinder substituted for the core. The change in volume of the lines was about 10 per cent of the change in pore volume of the core. No correction was needed for the permeability measurements because there was no measurable pressure drop in the lines at the maximum overburden pressure. Relative gas permeabilities were measured by the stationary liquid method described by Osoba, et al.' The mechanism of activation of ZnS by metal ions and the subsequent flotation induced by xanthate has been considered as a surface redox reaction. By ultraviolet (UV) irradiation of ZnS suspensions, the normally inert ZnS is caused to react with xanthate in the absence of activator. By similar UV irradiation, the rate of adsorption-exchange of activator ions at the ZnS-H2O interface is also increased. Mechanisms of these reactions are proposed and compared to current electrochemical and semiconducting models of sulfide flotation.

Anodic polarization curves for iron dissolution and cathodic polarization curves for copper deposition and ferric and hydrogen ion reduction were studied. These results were used to predict the relative rates of the reactions: The rates of the first two reactions were found to be first order with respect to the reacting ion, and the rale-controlling step was diffusion of the ions to the callzode surface. The rate of hydrogen ion reduction in an oxygen-free solution is dependent on the reciprocal of the square root of the hydrogen ion activity. In solutions containing oxygen, the rate of hydrogen reduction becomes dependent on the square root of the partial pressure of oxygen. At equal concentrations copper precipitation occurs about twice as fast as ferric ion reduction. In an air-saturated solution containing 0.01 M cupric ion at pH 2, the rate of hydrogen ion reduction zs about 10 times slower than that of copper precipitation. At pH values below 3, the rate of hydrogen reduction in oxygen-free solutions is very slozu. COPPER cementation has been utilized industrially for many years as a means of recovering copper from aqueous solutions. There are many different types of cementation plants, but all simply provide a means of contacting iron with relatively dilute copper solutions. In the past little or no attention has been paid to rates or mechanisms of the reactions involved. As a result, this and other studies'-3 have been undertaken recently to establish the important parameters in this system. The reactions involved in copper cementation by iron are: Since transfer of charge is involved in every case, these reactions should be considered from an electrochemical point of view. In any electrochemical system involving electrolytic conduction, passage of electrons necessitates ion transfer to the respective electrodes according to Faraday's law. The current in the system will be proportional to the rate of ion transfer, and, therefore, when the current in the galvanic cell is known, the rates of the reactions involved can be determined. Galvanostatic electrode measurements5" are applicable for these electrochemical studies, in that with this technique polarization curves (current density vs electrode potential) are established by impressing a constant current through an electrode and measuring the electrode potential. Once the current density, electrode potential, and reacting area are known for each reaction in this cementation system, the rates of the iron-consuming reactions can be determined. EXPERIMENTAL MATERIALS Several metal electrodes were used in this investigation; they are shown in Table I. Solutions were made with reagent-grade salts and conductivity water. Air, nitrogen, and oxygen were employed. All of these gases were saturated with water and degreased prior to use. EXPERIMENTAL PROCEDURE The experimental work was divided into two general areas. The first area involved galvanostatic measurements, which were used to determine the rates of reactions as a function of various parameters. The second area comprised actual cementation experiments to check the rates predicted from the electrode measurements. Galvanostatic Electrode Experiments. Polarization curves were obtained using a standard galvanostatic technique5'= with the apparatus shown in Fig. 1. The various electrode polarization experiments were run the same way except for changes in solution composition, polarity, and type of measured electrode. The general procedure involved the following steps: 1) a solution was made 0.5 M in sulfate ion and to the desired cation concentrations; this solution was placed in a constant-temperature bath and saturated with the desired gas; 2) the electrodes were cleaned and placed in the electrode holder; 3) the previously cleaned apparatus was assembled and immersed in a constant-temperature water bath (temperature controlled to ± 0.05"C); 4) the electrode was then positioned; the solutions were introduced, and the polarization meas-

The selective flocculation, desliming and flotation process developed by the U.S. Department of the Interior, Bureau of Mines, as part of its goal of maintaining an adequate supply of minerals to meet national economic and strategic needs is described. The application of the selective flocculation and cationic flotation process to three oxidized taconites from the western Mesabi Range in Minnesota is discussed. Data from the operation of a 408-kilogram-per-hour (900 lb/hr) pilot plant employing reclaimed water are summarized for the three types of oxidized taconites.

In speaking of the mining and economic conditions prevailing at the present time on the Rand, it is not my intention to go into the details of the mining practice, since this has been already well described both in the Transactions' and elsewhere,2 but rather to take a more comprehensive view of the industry and its surroundings as a whole, marking its general development and the lines of its future progress. In a paper entitled Deep-Level Shafts on the Witwaters-rand, with Remarks on a Method of Working the Greatest Number of Deep-Level Mines with the Fewest Possible Shafts,' presented to this Institute in August, 1900, I drew attention to the great cost of sinking the very deep vertical shafts that were then being seriously proposed as necessary for the development of the deeper areas, pointing out the strong advisability of working this ground by means of inclines to be sunk from the existing shafts of from 3,000 to 4,000 ft. in vertical depth. In this paper it is stated (p. 975): '" In short, practice upon the Rand now tends towards fewer vertical shafts and more underground inclines, especially for the very deep mining about to be undertaken." In consequence, the 6,000-ft. vertical shafts, at one time so much discuesed, have never been started, and they do not now seem likely ever to be.
