WILLIAM WALLACE MEIN, known to his intimates as "Will" or "Billy", is a mining engineer who has taken the fundamentals of successful mining--operating, engineering, and financial-and applied them to the founding of new industries. Born in Nevada City, Calif., in 1873, Will Mein grew up in an atmosphere of mining, and began to develop his sound judgment in a practical way before starting his formal technical education. As a young man he supplemented his early observations by helping his father, Captain "Tom" Mein, on mining work in California and Alaska. He then went with his father to the Rand, and after a period of milling experience as operator and shift boss he became, in 1894, manager of the chlorination of gold ores at the Robinson mine.

The gold precipitate from the zinc-dust presses in the cyanide plant of the Alaska-Treadwell Gold Mining Co., Treadwell, Alaska, is treated, in the refinery adjoining, by the Tavener or lead-smelting method. About 3 or 4 tons of this precipitate is produced monthly having 'a gold assay value of $40,000 to $60,000 per ton. It was formerly the practice to treat the byproducts from this process, consisting of 2 tons of slag, 300 lb. of matte, 500 1b. of refinery refuse, flue dust, etc., in a 24-in. water-jacketed blast furnace. This practice was discontinued in the summer of 1914 by reason of the difficulty of keeping the lead-well open when treating a high-grade lead product; of preventing the loss of gold in the flue dust; and of avoiding injury to the general health of the refinery operators; a plain single-phase electric furnace was substituted for the blast furnace. The furnace was constructed from an old steel acid drum by cutting off the top and introducing a cable, made from strands of bare copper wire, through the bottom and spreading the strands out fan-shaped on the inside of the drum. Powdered graphite, obtained by grinding up old crucibles, mixed with 10 per cent. cement, was tamped wet into the bottom of the drum, around and completely covering the copper wires. The graphite was carried up to the bottom of the furnace, or lead-well, and acted as the lower electrode. The sides were built up of ordinary firebrick forming a melting chamber 14 in. in diameter by 20 in. high. The upper electrodes, of graphite or carbon, are 3 in. in diameter and 40 in. long, arranged with joints enabling new electrodes to be connected without shutting down or wasting stubs. A screw feed was arranged for raising and lowering the upper electrode. (Figs. 1 and 2.) The cover for the furnace had three openings, one for feeding the charge, one for the escape of gases, and one in the center for the introduction of the electrode. It was later found more practical to enlarge this center opening to 6 in. in diameter, to allow of a central feeding of the charge around the electrode.

Studies on hand-picked samples of chrysocolla from Arizona showed that heating in an inert atmosphere enhances greatly copper extraction by ammoniacal-ammonium carbonate solutions. Heating in hydrogen improves the extraction of copper even further and maximum extraction by ammoniacal-ammonium carbonate and by sodium cyanide solutions is achieved for samples heated at 350°C. Heating in SO2 atmosphere results in the simultaneous formation of CuSO4 and Cu2O; maximum reaction rate is also achieved at 350°C. At temperatures higher than 350°C, CuCO4 starts to decompose. Chrysocolla heated above 600°C either in argon, H2, or SO2, is rendered less amenable to leaching, supposedly due to the formation of insoluble copper silicates.

STUDIES relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon?

The rapid expansion of the natural gas industry in this country during the past three or four years has necessitated the construction of a number of long and comparatively large diameter high-pressure pipe lines This period of expansion and construction is still at high tide, and the current year will doubtless surpass all prior years in mileage and capacity of gas line installation. The fundamental economics of the business of long-distsrier transportation of natural gas may be briefly and simply stated, although most careful consideration must be given the actual determination and integration of the several more important factors which determine the ultimate success or failure of such a project. Reduced to its simplest form, a sound natural gas transportation project requires: 1. A competent source of gas, where the combination of quantity of gas available, cost of production, and longevity meet the given requirements. 2. A market, reasonably certain to endure in the face of any probable competition, of satisfactory size and price, and having a sufficiently favorable load factor. 3. A cost of installation of pipe line systen and an operating cost such as will, with honest and reasonably efficient management, afford a net operating return sufficient to attract the necessary capital required. In a11 new projects of this kind it is necessary that thehe three cssentials to ultimate success be assured. Hence the necessity of competent surveys of gas supply, and of market, both industrial and domestic. The prudent engineer will allow for "factors of safety" in reaching his conclusions just as he would in the design of a bridge. This paper deals primarily with but one of the major considerations enumerated above, I. e, the economic design of the pipe line system. It has long been recognized by blastfurnace men that correct top distribution of materials is very important in efficient and economical furnace operation. Thousands of experiments on top design, filling, sizing, and other operations have been carried out to improving furnace performance by securing uniform distribution. Many of these experiments have worked out satisfactorily and have been passed along to the industry. Many of them have been discarded and forgotten. It has been the custom to judge the results of such experimentation by the results shown in improved or lowered furnace efficiency. While the effect on furnace practice will have to continue to be the final criterion of experimental changes, it has always been a desire of blast-furnace men to ascertain the reason for failure or success. Efficiency in the blast furnace approaching the maximum can be measured in several ways: (1) by actual operating results as revealed in the coke rate and tonnage figures, and (2), in the degree to which the top gas approaches the limiting ratio of CO/CO2 for the reduction of iron oxide by CO gas. This ratio is shown in the equilibrium curve in Fig. I for the system Fe-O-C and CO2-CO-C. The closer the top gases approach this limiting ratio (set at 1.08 by Martin1 because of the effect of limestone calcination) the more efficiently we may expect a furnace to operate. The fact that low CO/CO2 ratios parallel eficient operating performance caused us to investigate the cause of good or poor distribution and the effect of filling and other changes on furnace operation. Heretofore it has been possible to take a sample of furnace gas (usually from the dust catcher) and from it determine how closely the reducing gases were to the ideal or limiting value as set by the equilibrium diagram. However, to find just where in the top area the distribution was distorted and the top-gas CO/CO2 ratios were distant from equilibrium values has been a difficult and expensive investigational procedure. In an effort to overcome this difficulty, apparatus was designed to take gas samples and temperatures across the top radius of the furnace. It was hoped that with the aid of this apparatus traverse sampling of the ascending gases could be simplified, and the cost of sampling substantially lowered. Routine experimenting could then be maintained and results checked with furnace operation. It must be emphasized that a traverse sampling is necessary for a true picture, as single samples at any one point are unreliable. This statement can be verified by an examination of Tables 3 to 6, showing results obtained at our furnaces in a large number of tests. Apparatus The design of the equipment for taking the samples was governed by the need for providing a simple, routine test that could be performed fairly quickly without adversely affecting normal furnace operation.

If he knows that certain minerals characterize any given geological horizon he naturally draws upon his experience of the same ores as met by him cinder similar geological conditions. This work was undertaken with the object of collecting plant data on rod milling, making laboratory tests on representative samples of the various ores, and arriving at a basis for comparing the relative efficiencies of different mills operating on widely different materials and under varying conditions. These efficiencies consider only power consumption and do not include the other elements of operating costs. The over-all economic efficiency may be quite different from the consumption efficiencies with which this paper is concerned. It is hoped that these collected data will be of value in indicating the most favorable conditions of rod-mill operation. Operating-plant data on 14 different installations from II plants throughout the United States and Canada were collected, and laboratory tests were made on samples of these ores. The plant rod mills were all operated wet, and either in open circuit or with circulating loads so small as to be negligible. Data were obtained on one roll-crushing operation at the Utah Copper Co., for comparison. The rolls were operated wet in closed circuit with 10-mesh vibrating screens, and with a high circulating load averaging about 600 pct. This particular roll operation can be considered as a model of efficiency. The collected plant data are necessarily incomplete in some instances. Each ore was assigned a code number, and the name and location corresponding to the code number are listed in Table I when permitted. The power data in every instance refer to motor input. Net power was reported by the operator for samples 1-30 and 1-45, and this was increased by 20 pct to compensate for motor losses and power factor. This paper states the theory underlying the design of two kinds of dimensionally scaled models of parts of idealized oil fields. One of these simulates an oil well and its surrounding sand for a distance of 16 ft. radially from the well. The other model simulates linear flow through layered sands. Construction and operation of the models are described and typical data are given. The unique features in the design of the models are: (I) the treatment of the permeability-viscosity quotient as a single variable and (2) the use of previously reported experimentally developed relations between relative permeability and saturation and capillary pressure, saturation, porosity, permeability and interfacial tension. The models at present simulate flow of oil and water only, through unconsolidated sands. They are superior to unscaled models, which may give rise to erroneous conclusions. The models are designed to study the desirability of various methods of well completion and the effects of various factors on recovery of oil from layered sands. Introduction Recent work on the fundamental behavior of flowing mixtures of fluids in sands has resulted in the development of some new theory in this field, much of which has been presented in previous papers.l-4 However, the application of this theory to the behavior of oil wells or oil fields has proved too complicated for ordinary mathematical techniques, except in very highly simplified cases. A practical solution to this problem appears therefore, to lie in the use of dimensionally scaled models of elements of oil fields. The object of this paper is, first, to present the theoretical and experimental basis of the design of such models, and, second, to describe their construction and operation. Experiments now under way on the models already built will yield material for other reports, which will be devoted to interpretation of the results in terms of oil-field behavior. So far, simple dimensional models of two kinds have been built and are being operated. These models represent different parts of an idealized oil field but obey the same underlying theory. The only fluids represented are oil and water, since certain questionable approximations are necessary for gas-liquid systems. General Theory Dimensional models have been used in other fields for a long time, and their theory is adequately given in the literature. 5 Here, it suffices to state that each physical element entering into a dynamic relation may be given a definite description in terms of three fundamental, but arbitrarily chosen, dimensions. These usually are mass, length, and time, symbolized here by the small letters m, I, and t. Two systems are said to be dimensionally similar or dimensionally scaled if for each element in one system there is a corresponding element in the second system and the ratios of the numerical magnitudes of corresponding elements are constant for all elements of the same dimensional type.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. Tround International Inc. is currently developing a hard rock drill that uses a salvo of three frangible projectiles to prefracture the rock ahead of a conventional tri-cone bit. This paper reports on a series of experiments conducted for Tround to study the fragmentation enhancement possible through the use of an optimally timed and spaced salvo of projectiles. In this study the complex three-dimensional problem was simplified to a two dimensional salvo impact problem in a transparent brittle plate of glass. The use of high speed photography and dynamic photoelasticity was then used to study the development of the impact damage zone and the various interactions of the stress waves.

THE highly publicized shortage of students enrolled in engineering curricula has brought about a rapid increase in the enrollment in engineering schools in many parts of the country. Though most of the various curricula in the mineral industries field have participated in this increase, the experience at Pennsylvania State University has been that the nonmineral types of engineering have been increasing at a much more rapid rate than those in the College of Mineral Industries. [ ] It has been a matter of some concern to the staff of the College of Mineral Industries that enrollment in the curricula of the school has not been increasing at a rate commensurate with that experienced in the College of Engineering. If the lack of trained young graduates for our vital mineral industries is to be overcome, this situation must be remedied.

During a session on coal and coke at the February, 1926, meeting of the American Institute of Mining and Metallurgical Engineers, the writer called attention to the important work on the X-ray analysis of coal1,2 being carried on in England by C. Norman Kemp and his associates. This aroused so much interest that a paper on the subject was requested for the October meeting. It has seemed advisable to make this paper a preliminary survey of the present status in the application of X-ray methods to coal problems and to follow it from time to time with further articles as the art develops. A survey of this sort naturally divides itself into two parts, radio-scopic analysis of the distribution of constituents through the body of the coal, and diffraction analysis of the state of association of the elementary components. In this article the subject matter concerning radioscopic analysis has been drawn almost entirely from the writings of Kemp and his associates and the illustrations have been sptcially furnished by him. It is a pleasure to record here a great indebtedness for this courtesy and cooperation. The first edition of this book appeared in 1877 and approximately twenty years later (1898) the second and revised edition was published. Now, again after more than twenty years, comes the third edition. The changes involved in the present edition are chiefly those of addition, the general character and form of the book having been retained unchanged. In the section on Crystallography the important change consists in the introduction of the methods employed in the use of the stereographic and gnomonic pro¬jections. A considerable portion of the section on the Optical Characters of Minerals has been rewritten in the endeavor to make this portion of the book simpler and more readily understood by the student. In the section on Descriptive Mineralogy all species described since the previous edition have been briefly mentioned in their proper places. Numerous other changes and corrections have, of course, been made in order to embody the results of mineral investigation during the last two decades. Only minor changes have been made in the order of classification of the mineral species. It was felt that as this book is so closely related to the System of Mineralogy it was unwise to attempt any revision of the chemical classification until a new edition of that work should appear. The description of the methods of Crystal Drawing given in Appendix A has been largely rewritten. A new table has been added to Appendix B in which the minerals have been grouped into lists according to their important basic elements. Throughout the book the endeavor has been to present in a clear and concise way all the information needed by the elementary and advanced student of the science. The editor of this edition is indebted especially to the published and un¬published writings of the late Professor Samuel L. Penfield for much ma¬terial and many figures that have been used in the sections of Crystallog¬raphy and The Optical Character of Minerals. He also acknowledges the cordial support and constant assistance given him by Professor Edward S. Dana.

National Minerals Advisory Council A meeting of the National Minerals Advisory Council on August 3rd in Washington, D. C., indicated the vitally important part that the mining industry is to play in the mobilization program. Director James Boyd of the Bureau of Mines told the Council that the Department of the Interior would review the recommendations of all the Council's commodity committees with regard for mobilization planning in the light of the changed international picture. The Council was requested to reactivate its commodity committees and have them gather all available data on supplies, their sources and availability and present and potential production of the minerals and metals represented on each committee. Data on labor, machinery, transportation, automotive and stationary equipment, power, fuel, lumber, water supply are a few of the important items called for in the reports, which are to be presented at a meeting of the Council on September 1 at Salt Lake City. The material in the reports will become the basis for discussing metal and mineral requirements at that time. Discussion at the meeting bared several $64 questions, probably the most important of which are the following: 1. Which of the war-essential metals and minerals and in what quantities can we reasonably expect to get them from abroad under threat of submarines? 2. How are we going to meet the manpower problem posed by (a) migration of labor from mining to manufacturing since the end of World War II and (b) the draft and the calling up of reservists? Opinion was expressed by industry spokesman at the meeting that the function of complying with mobilization requirements be left to those in the industry itself; that is, those having the "know how." This view contended that any administrating governmental agency should be kept as small and streamlined as possible. There was general sentiment against the reactivation of the wartime Premium Price Plan or other bonus plans as a stimulus to production. The thought was emphasized that what was needed was a change in the basic conditions which have fostered the decline in domestic mining activity in the postwar years. One such condition, long overdue for correction, is the tax structure as it applies to mining enterprises. Many quarters both in industry and in government favor tax relief along the lines suggested in the six tax recommendations by the Council to the Secretary of the Interior last December. The Council adopted a resolution expressing a feeling that the following tax recommendations are still feasible and desirable and will accomplish as much toward increasing exploration for new deposits (thereby subsequently increasing production) as will government loans for exploration: (1) Losses from unprofitable ventures should be allowed corporations, partnerships, or individuals as ordinary deduction against current income. (2) Development costs after discovery should be recognized as operating expenses. (3) Allowance for depletion should be made to the stockholder as well as to the corporation. (4) Income should not be taxed without full allowance for losses of loss years. (5) Adequate allowances for percentage depletion should be made. A discussion of the manpower problem led to the Council's acceptance of a resolution advising that "military authorities should proceed with caution in depriving the mining and metallurgical industry of its manpower." The resolution strongly urged that no personnel "directly engaged in exploration, development, production or supervision (of strategic and critical materials) should be drafted for the armed forces, at least until the anticipated demands upon these producers are clarified." Stockpiles The Munitions Board's "Stockpile Report to the Congress" of July 23, 1950 revealed: (1) The total estimated value of the stockpile objective is $4,051,714,510 at the close of fiscal year 1950. (2) The total value of the stockpile on hand, at the close of fiscal 1950 was $1,556,154,352 or 38.4 pct of the total stockpile objective. An additional $494,948,060 was on order, making a total of 50.6 pct on hand plus the amount on order. (3) Materials obtained for the stockpile by the ECA from January to June 1950 amounted to $13,112,085, while development projects by ECA during this period involved the expenditure of $9,322,000, mainly with counterpart funds. Shortly after the start of the Korean conflict it was felt that Congress ould appropriate greatly increased sums for the purchase of materials for the stockpile. This stimulus to the program may increase the dollar earnings of those European nations that are present or potential contractors in our stockpiling program. Such a development would mean that these nations could add to their gold reserves, thereby stabilizing their respective economies and hastening recovery. This seems to be the picture for the next six months anyway. The "bug" appears when it is realized that the increased threat of total world war actually may retard recovery in Europe as nations on the continent may feel inclined to devote more of their resources to defense programs. Industries Essential to Defense The Department of Commerce in response to a request by the Department of Defense issued on August 3, 1950 a "Tentative List of Essential Activities" as a "guide for calling up for active duty members of the civilian components of the Armed Forces." The list includes the following: Primary Metal Industries. Included herein are establishments engaged in the smelting and refining of ferrous and nonferrous metals from ore, pig, or scrap. Metal Mining. This category includes establishments primarily engaged in mining, developing mines or exploring for metallic minerals (ores). This group includes all ore dressing and beneficiating operations. Anthracite Mining, Bituminous Coal and Lignite Mining, Crude Petroleum and Natural Gas Extraction, Mining and Quarrying of Nonmetallic Minerals, Except Fuels. Challenge to the Mining Industry The source of our country's great strength lies in its capacity to produce. In times of stress such things as national morale and manpower are all-important but without a capable industrial machine we would be helpless. That machine must be fed with minerals and metals in order to generate and maintain momentum sufficient to insure success. Consequences of the lack of adequate supplies of essential metals and minerals to increase and sustain our industrial power are not pleasant to contemplate. It is absolutely imperative that we put forth Herculean effort to guarantee ample supplies of such essential materials as copper, lead, zinc, manganese, antimony, mercury, tungsten, tin, chromite, nickel, cobalt, iron ore and rubber. The mining industry faces a challenge more serious than ever existed before in the history of our country. The industry must be equal to the task.
