Members of the Institute have already received a special pamphlet descriptive of the United Engineering Society building, and wilt doubtless be interested in the progress that has been made up to date-February 24th-in erecting this home for the engineering profession. The old buildings on lots Nos. 25 to 33 W. 39th St., New York, were,' removed many months ago, but final contracts for the new, building were not let until the summer of 1905. The size of the building is 115 ft. on 39th Street, and 88 ft. in, depth; the height from, the sidewalk to the top of the parapet is 220 feet. The cubic contents of the building from the. bottom of the basement floor, to the top of the roof, including the pent houses, is 2,290,000 cubic feet. The number of light's, in the building will be between 4,000 and 4,500. The air supply for Auditorium and Lecture. Halls will amount to nearly 10.0,000 cu. ft, per minute, and the exhaust. to 90,000 cu. ft. per minute. In excavating for cellar and foundations, the average depth where good rock was. found was 37 ft.-it varied, however,: from 27 to 65 ft., due to an old water-course having run through the center of the lot; this condition, and the presence of soft rock, which rapidly disintegrated when exposed to air and water, made the foundation-work very difficult. As two of the column-footings of the building have to sustain a weight of 3,000,000 11) each, the most substantial foundations are necessary; 13,000 cu. yd. of earth were excavated for the foundation and basement; and 1,600 cu. yd. of concrete were necessary, to build up the footings. In the completed building there will be about 3,500,000 bricks. Owing to the number of auditoriums, and their location, and the placing of the library on the top floor; where allowance will have to be made for the enormous weight of 300,000 books, the structural steel work has been unusually complicated in this building. SEVERAL systems have been investigated by Bates, Wald, and weinstein&apos; to determine the compatibility of pure PbTe with various metals. This was accomplished by experimentally determining the direction of the reaction given by Eq. [I]: The direction of this reaction is very important if alloys of the PbTe system are to be used in thermoelectric generators because the presence of free lead in the matrix, followed by incipient melting in the vicinity of the hot junction, could cause a bonding failure. According to anssen,&apos; the Au-Te system contains only one stable compound, AuTez. The initial alloy which was reacted was therefore of the composition AuTez + 2Pb. Ten-gram samples of PbTe plus 1, 10, 20, 30, 40, 50, and 70 at. pct Au were encapsulated in carbon-coated quartz capsules in vacuo. All materials were of semiconductor (99.999+ pct) purity. Carbon coating was used to prevent reaction of the quartz with any of the alloying constituents (the solubility of carbon in the constituents of the alloys is negligible). Each capsule was then placed in a thermal analysis furnace, melted, and cooled through the transformation region. Thermal arrests were monitored on a strip chart recorder. Each sample was subsequently examined microscopically after standard grinding and polishing techniques were applied. For better contrast between the phases, the samples were etched in Murakami&apos;s etch; however, both phases could be identified without etching. Several of the samples were ground into powder, stress-relieved, and X-rayed in a Debye-Scherrer camera using nickel-filtered Cu-Ka radiation. The phase diagram shown in Fig. 1 indicates that the pseudobinary system exists as a simple eutectic with no measurable (<I pct) solid solubility at either limit. Figs. 2,3, and 4 are photomicrographs of the structures obtained with 20, 40, and 50 at. pct Au, respectively. At higher concentrations of gold (>40 pct) slight divorcement of the eutectic occurred, apparently due to a) the difference in density between gold and PbTe (19.6 and 8.25 g per cu cm, respectively) or b) the nonideality of the liquid as noted by the curvature of the liquidus lines. An informal discussion on the application of physical chemistry to steelmaking was held during the Annual Meeting of the Institute in February, 1929. Alexander L. Feild presided. In opening the session, Mr. Feild said: We are all familiar with the cooperative mining and metallurgical studies that were begun in 1920 by the U. S. Bureau of Mines, the Carnegie Institute of Technology, and the Mining and Metallurgical Advisory Boards, and in particular with the work on the physical chemistry of steelmaking which was launched under the technical direction of Dr. C. H. Herty, Jr., in May, 1926. It was this work at Pittsburgh more than anything else that was the immediate cause of the formation within the Institute of a committee on the physical chemistry of steelmaking. During the latter part of 1927 a small group of Institute members interested in. the general subject of the physical chemistry of steelmaking undertook the organization of a subcommittee within the Iron and Steel Committee, to foster an active interest in this comparatively new field among the Institute membership and to obtain papers for publication in the Transactions, covering the various phases of the general subject. This plan was conceived by C. E. Meissner, to whose active efforts at the outset as well as during the past year is largely due whatever measure of success the plan has thus far attained. The subcommittee, now a committee of the Iron and Steel Division, was recognized and formally made a part of the Institute&apos;s organization at the February, 1928, meeting. As originally organized and as const,it,uted during the past year the committee has been made up as follows: C. H. Herty, Jr., C. D. King, A. B. Kinzel, John Johnston, C. E. Meissner, L. F. Reinartz, R. B. Sosman, and A. L. Feild, Chairman. Dr. C. H. Herty, Jr. has just been elected chairman for the coming year and C. E. Meissner has been reelected as secretary. From the outset it has been the settled policy of the committee to make membership an annual rather than a permanent matter and to reconstitute in part the membership of the committee each year by dropping a certain number of members and adding new members. During the latter part of the year 1931, the Republic mine of the Republic Steel Corporation, at Republic, about 4 miles south of Brownsville, Pa., was mining coal along four rib or fracture lines. One of these lines, the west butt rib line, was retreating towards a concrete-lined air shaft, 320 ft. deep, which had been sunk in 1911 for ventilation purposes. With the normal rate of mining at that time, it was expected that this rib line would pass the shaft in three or four months and the shaft would then be abandoned and allowed to cave. Realizing the opportunity presented for the study of an unusual case of ground movement, the question of conducting the study was presented by the junior author to thechairman of the Institute&apos;s committee on Ground Movement and Subsidence, Mr. George S. Rice, who presented the matter to Mr. G. H. Morse, General Manager of the Northern Mines, Republic Steel Corporation, and he agreed to cooperate with the Bureau of Mines in making the study, the results of which arc presented in this paper. Acknowledgments are due to Mr. Morse for his full cooperation in this work and to Mr. G. S. Rice and Mr. J. W. Paul, both of the U. S. Bureau of Mines, for their advice and guidance during the course of the work. The authors are indebted to Mr. B. F. I HAVE now the duty—the very pleasant duty—to perform, of presenting to the Hon. Abram S. Hewitt the Bessemer gold medal for distinguished services to the iron and steel trade. When this matter was brought under consideration in London it was well known that, as Mr. Hewitt would be the first to acknowledge, there is more than one man in America upon whom we would gladly have cm ferred this distinction, and to whom this merit might be justly at tributed ; but Mr. Hewitt has been long known to our distinguished members on the other side of the Atlantic as one of the most active minds in the investigation of new methods of manufacture, and one of the most enterprising metallurgists on this side of the Atlantic. Well, gentlemen, we proposed to Mr. Hewitt that he should receive this gold medal, but I think it is quite right, and is his due, that I should state that he at once declined to receive it; and he declined in a manner which rendered it impossible to any one but very per sistent friends and very obstinate Englishmen to refuse. When we heard that our American friends had conferred once more upon Mr. Hewitt the distinction of President of the American Institute of Mining Engineers, and particularly with reference to our contem plated visit, and when we heard that he had been elected unani mously to that position, we felt that we had received the stamp of approval from this side. Gentlemen, as I said before, Mr. Hewitt has long been known to many of us in England as an advocate of scientific education. A report which he made of the metallurgical products at the Paris Exposition in 1867 was one of the matters which drew very clearly and distinctly the attention of the English iron and steel trade to the necessity of further improvement in our technical education as to iron and steel; and it was one of those beginnings which led ultimately to the foundation of the Iron and Steel Institute. "In the mines producing over 500 tons per day, skips have replaced the old method of hoisting ore by cars run onto cages. In the car and cage method, two men (station tenders) trammed the loaded cars onto the one-deck cage, and as the production increased the one-deck cage was increased to two decks and later to four decks. Landing chairs at the underground stations were necessary in this method and were the cause of many serious accidents by being carelessly left in the shaft by the station-tenders when leaving one station for anotherabove. The labor and time occupied in loading the leaving cages were con¬siderable, and, at times of rapid hoisting, four men were necessary in taking off empty and caging loaded cars. This also required at the surface landing, as many as ten men on a shift to remove the loaded cars and replacing them with empties, and tram the loaded ones to the surface ore bins, where the railway cars were loaded.The skips used in Butte are generally of 100 cubic feet capacity and hold five tons of ore, and weigh 7,500 lbs. The cage above, to which the skip is attached, weighs 2,300 lbs. The skips dump automatically into a pocket of 50 tons capacity. Two men are with the skips underground and load them from 125 ton capacity ore-pockets, under each station, the bottoms of the pockets having an inclination of 50 degrees from the horizontal. At the bottom of these pockets a gate is operated by compressed air. The labor of loading the skips amounts only to the opening and closing of a valve in the air-line, the ore running by gravity into the skips.Besides the saving in labor, the use of the skips has removed the necessity of underground landing chairs in the shaft and the accidents which are inevitable where such chairs are used."

THE Directors of the Institute at the May meeting voted to take a referendum of our members on the subject of licensing engineers. At the June meeting, this action was rescinded, it being felt that the proportion of the members of this Society who would respond to such a referendum at the present time would not be large enough to give the data for which the referendum was intended. It was deemed advisable in its place to publish in this issue of Mining and Metallurgy arguments in favor of and against licensing. Two arguments by proponents of the movement follow. Many articles against licensing have appeared in these columns, in the last two years, covering most of the arguments on the negative side so that the sole contribution herewith is a summary of a referendum taken by the Mining and Metallurgical Society in 1920-21.-EDITOR.

The purification of iron ores by means of hand magnets dates back more than 100 years. The first record in the United States Patent Office of a machine for the magnetic separation of ores shows that on Feb. 20, 1849, U.S. Patent 6121 was issued to Ransom Cook for improvement in electromagnetic ore separators. The patent covered the use of a revolving cylinder, or drum, with poles of electromagnets in its periphery for the purpose of separating magnetic oxide of iron from substances with which it might be associated, by causing the electrornagnets when revolving as component parts of the cylinder to be successively charged to take up the ore and discharged to part with it. Since this patent was issued the science and technique of magnetism have advanced more than most other fields of endeavor. The development of electrical machinery has required and obtained better and better magnetic materials, and the science of applied magnetism is as completely and satisfactorily developed as any branch of physics. Nevertheless, the patent of Ransom Cook, issued in 1849, comes close to covering everything that is now being applied in magnetic separation. The cynic may conclude that this proves the uselessness of modern science and may point in confirmation to flotation, which has grown in a few years, practically without benefit of science, to be the most versatile and useful of concentration methods. On more careful study, however, it appears that an accurate determination of the magnetic properties of minerals and their amenability to control by mechanical and heat treatments has not heretofore been made. The first essential, therefore, in the design of improved magnetic separators has been missing. In spite of this hiatus in scientific data inventors have been busy, and patents are on file covering mineral separations by means of nearly all known magneto-mechanical effects. Because of a lack of knowledge of mineral properties, most of these inventions never worked well enough to find commercial use. The Metallurgical Division

Recently, Messrs, Mills and Wells1 published a thorough chemical study of the waters associated with oil in parts of the Pennsylvania, Ohio, and West Virginia region. Many of their conclusions are of general application and the writer wishes to discuss some of these. Messrs. Mills and Wells show that the composition of the deep brines oi the Appalachian fields is such as would be produced by the evaporation of sea water and the precipitation of sodium chloride, combined with reactions with hydrocarbons and other substances. The brines are altered, also, by considerable mixing with meteoric water. They give good reasons for believing that the concentration of the brines was produced by evaporation in the rock pores induced by migrating gas, much of which probably escaped to the surface of the ground. This hypothesis was considered by the writer in a former paperJ2 in which main stress was laid on a second hypothesis, that the excess of chlorine in the deep brines may have been due to the entrance of solutions rich in magnesium and calcium chloride which ascended from a deep, possibly intratellurie, source. Messrs. Mills and Wells present good arguments for the first hypothesis. Underground evaporation by ascending gases probably will be accepted as the best available explanation of the concentration and composition of deep well waters. They have not considered the possibility that salt waters in deep sands may be concentrated by the diffusion of water vapor through gas into shale. The writer has given reasons3 for believing that capillary forces concentrate gas and oil in the larger openings of rock, such as the pores of sandstones embedded in shale. The gas underground must be nearly saturated with water vapor at all times, because it always is in contact with the interstitial water of enclosing shales and of the sandstone. With today&apos;s technological advances in mineral processing equipment, there is an increasing demand for accurate system control. This can only come about through representative sampling. The purpose of this paper is to guide in the selection of sampling equipment and outline design parameters for the cutters used in dry and wet sampling without adding redundant mathematical probability formulas. Special attention will also be given to the equipment wed in conjunction with samplers and sampling system, such as feeders, crushers, chutes, launders, and controls.

In 1930 the late Dr. Reinhardt Thiessen set up a method of microscopic analysis and type classification of coal that has since been followed as standard practice in the coal-petrography laboratory of the Bureau of Mines. Thiessen&apos;s terminology which designated the constituent parts of coal in terms of botanical origin was introduced in 1920.1 The technique, however, of preparing a completely representative series of thin sections from a column sample of coal for use in making quantitative determinations of coal components with a microscope was developed about 10 years later by Thiessen and coworkers G. C. Sprunk and H. J. O&apos;Donnell.2 Complete thin-section analyses subsequently have been made of 126 column samples of various ranks and types of American coals. The data and information were assembled from these thin-section studies and published in a large number of reports dealing chiefly with investigations of the coking and hydrogena-tion properties of certain American coals. In the years following adoption of Thies-sen&apos;s method, a considerable amount of work was done in collecting column samples of many coals, making routine thin-section analyses of these, interpreting the results, and finding practical application for the information in other fields of coal research. The many reports and papers covering the work in coal petrography, however, offer very little discussion that can be considered as critical appraisal of the technique. Criticism outside the Bureau most often has voiced questioning opinions concerning the accuracy of the method used of measuring coal components microscopically and classifying the coal into arbitrary types on the basis of the quantitative determinations. The principal purpose of this paper is to discuss in some detail and present data showing the results of certain investigative work done in the petrography laboratory on the accuracy of the Bureau&apos;s method of microscopic measurement of components in coal thin sections. Data from microscopic analyses on file made by G. C. Sprunk and H. J. O&apos;Donnell were freely used in the investigation, and a table of columnar analyses from an unpublished manuscript by Sprunk is included in this paper for reference. In the course of the experimental work a method was developed for measuring in-strumentally with a planimeter the components shown in micrographs of selected thin sections. Measuring coal components with a planimeter furnished useful information for studying the accuracy of microscopically measuring the same components in thin sections. DURING July 1941, a study was initiated at the Boulder City Experiment Station of the Bureau of Mines on proposed methods for the production of magnesium metal. The major emphasis was placed upon development of a process that required minimum reliance upon the sale or utilization of by-products to meet economic competition from processes already in operation. It was felt that only through the development of such a process could the nation&apos;s vast resources of dolomite and low-grade magnesite that are contiguous to large blocks of firm power be properly utilized. During the course of exploratory tests on electrolytic and electrothermic processes, it was noted that fused magnesium chloride would dissolve appreciable quantities of magnesium oxide in the presence of small amounts of boric oxide. The use of such a solution in an electrolytic cell employing a graphite anode and a steel cathode caused the deposition of magnesium at the cathode and the evolution of carbon oxides at the anode with minimal amounts of chlorine The original results were sufficiently encouraging to justify further investigation on an enlarged scale, since the process seemed to present advantages over other proposed processes 1.2 for the direct use of magnesium oxide in a fused chloride electrolyte. When work on a larger scale was initiated it was found that the addition of boric oxide to the electrolyte resulted in dispersion of metal and constantly decreasing current efficiency. However, by this time solubility studies had shown that magnesium oxide was sufficiently soluble in magnesium chloride melts containing no boric oxide to effect the same anode reactions, and development work was continued. Over two years of development work have been carried out, and considerable work remains to be done. It is desired to emphasize the fact that many of the difficulties met require a long period of continuous operation before they become serious enough to affect operation of the cell. BRIDGMAN has listed five possible transitions in bismuth at 25°C which were observed as volume changes. He was unable however to detect the last three transitions by electrical-resistivity changes. Kennedy and LaMori have verified the pressures at the Bi 1-11 and Bi 11-111 transitions. They suggested however that the 125-kbar transition previously reported by Bundy3 actually corresponds to the 90,000 kg per sq cm transition observed by Bridgman.1 Jura4 reported a well-defined drop in resistivity at 92 kbar obtained by a four-lead method. The Bi 111-IV and Bi IV-V transitions have not been reported in any of the above-mentioned references.&apos;-&apos; Bundy3 observed a small dent in the low-temperature boundary of the Bi Vll region which is consistent with the presence of a 111-IV boundary. Zeitlin and Bray-man5 were the only ones to report small but well-defined drops in resistance of bismuth at 44.0 and 63.8 kbar, corresponding to Bridgman&apos;s 111-IV and IV-V transitions, respectively. High-purity (99.99 pct) 0.020-in.-diam 0.5-in.-long bismuth wire was used to calibrate the Uniram tetra-hedral high-pressure apparatus used in the present work. The bismuth phase changes at 25°C were correlated with changes in electrical resistance as a function of pressure. The output of a sensitive bridge constructed of carbon resistors and kept at a constant temperature of ±°C during the measurements was fed to the Y axis of a MoseleyX-Y recorder and the X axis was used for time scans. Specimens were pressurized using a hydraulic press with maximum capacity of 200,000 lb. Load was applied in increments of 2000 lb and held for about 3 min. The resistance was recorded at the end of this time period. Good contact was established below 20,000 lb. Typical recorder charts are reproduced in Figs. 1 and 2 which show that resistance fluctuations were practically nil during each time scan. Well-defined discontinuities in resistance were observed at 58,000 and 82,000 lb, Fig. 1. Two small but definite "blips" are noticed at 92,000 and 122,000 lb, Fig. 2. The opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron .manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, arid whom he had had the pleasure of meeting on the shores of Lake Champlain. The use of such a solution in an electrolytic cell employing a graphite anode and a steel cathode caused the deposition of magnesium at the cathode and the evolution of carbon oxides at the anode with minimal amounts of chlorine The original results were sufficiently encouraging to justify further investigation on an enlarged scale, since the process seemed to present advantages over other proposed processes.1,2 for the direct use of magnesium oxide in a fused chloride electrolyte. When work oil a larger scale was initiated it was found that the addition of boric oxide to the electrolyte resulted in dispersion of metal and constantly decreasing current efficiency. However, by this time solubility studies had shown that magnesium oxide was sufficiently soluble in magnesium chloride melts containing no boric oxide to effect the same anode reactions, and development work was continued. Over two years of development work have been carried out, and considerable work remains to be done. It is desired to emphasize the fact that many of the difficulties met require a long period of continuous operation before they become serious enough to affect operation of the cell. Although preventive maintenance is not a new concept and has many proven applications, it is believed that the Pittsburgh & Conneaut Dock Co.&apos;s Computerized Preventive Maintenance System is the first and possibly the only application related to heavy duty bulk material handling equipment. This paper is presented to describe the development, installation, and application of a Computerized Preventive Maintenance System applied to an 18 million t (20 million st) coal and iron storage and reclaim facility located on the shores of Lake Erie at Conneaut, Ohio.

ALL types of commercial phosphate rock produced throughout the world contain fluorine in quantities ranging from approximately 0.4 to 1.3 per cent in the Curacao and Christmas Island phosphates to 3.1 to 4.2 per cent in the phosphates of the United States and North Africa1. For a given type of rock, the fluorine content is usually roughly propor-tional to the phosphorus content. SIGNIFICANCE OF FLUORINE IN PHOSPHATE ROCK On the basis of chemical and X-ray diffraction studies, Hendricks and co-workers2 concluded that fluorapatite, Ca10F2(P04)6, is the essential phosphatic constituent of the commercial types of domestic phosphate rock. On the other hand, Bredig and co-workers3 have recently advanced the opinion, also based on X-ray diffraction studies, that the mineral phosphates usually contain carbon dioxide in the apatite lattice, and that the phosphate rocks of. the United States are really fluorcarbonate apatites. However, the domestic types of phosphate rock do not seem to differ greatly from coarsely crystalline fluorapatite in their behavior toward chemical reagents in general, and for the purpose of this paper it will suffice to consider fluorapatite as being the essential phosphatic constituent of these types of rock.

GRIM, CHAIRMAN-Has anyone a particularly fruitful point to make or question to ask on any of the papers that have been presented at the two sessions held on Monday and one held this morning? GENESIS OF ENDELLITE T. S. LOVERING-I think we are all a little bit embarrassed when we are asked if we have any particularly fruitful point for discussion; I just have a point. I believe that yesterday Bates said that he had found endellite in only hydrothermally altered rocks-he did not find it in sedimentary rocks-but this morning I heard Victor Allen say something about it as the normal product of weathering, and I am confused. My question concerns the genesis of endellite. I want to know whether endellite is found as a normal product of weathering. I understood from the paper by Bates that it was not a product of weathering and in the paper by Victor Allen* endellite was said to be a product of normal weathering. Did I misinterpret these two papers? T. F. BATES-I did not intend to state or imply that endellite is formed only under hydrothermal conditions. We have been studying the North Carolina deposits extensively and I feel that they illustrate very well the result of normal weathering processes acting on pegmatitic material. The resulting clay seems to be largely endellite or halloysite, almost to the exclusion of kaolinite. I may have misled you in the statement I made toward the end of my talk, to the effect that of all the kaolinic clays we have investigated with the electron microscope, we have not yet found halloysite or endellite in samples from clay deposits that are definitely sedimentary in origin.
