In 1888, Howard,1' working at the Watertown Arsenal on the tensile properties of ferrous materials at various temperatures, noted the curious fact that the stress-strain diagrams of low-carbon steels tested within a certain temperature range (200" to 350" C.) departed more or less from the normal regularity of such diagrams as secured by testing at either above or below these temperatures. This same jagged appearance of similar diagrams for steels has been observed by at least one other investigator, and de Forest2 has reported similar irregularities in the tensile testing of some nonferrous alloys. Recently again, this anomaly in diagram contour has been shown in a most striking fashion, apparently because of its accentuation by the method of testing employed, by Dr. Albert Sauveur.~ He described (for nonaustenitie steels) two quite distinct types of torsional stress-time diagrams: (1) those with a regular and smooth outline, derived normally by testing at temperatures above 300" C., or below 200" C. (as, for example, Figs. 4a or e); and (2) those presenting a decided "stepped" appearance, which are invariably produced when twisting is done within the 200" to 300" C. range (examples, Figs. 5a and b). The torsion test brings out so much more sharply (and convincingly) the irregularities occurring at 200' and 300" C. than does the tensile test that they can no longer be considered as resulting from simply idiosyncratic or accidental and inconsequential causes. Clearly, from the temperatures involved, the "stepped" type of diagram, or more accurately, the peculiar manner of response to torsional stress which manifests itself in the diagram, is an aspect of the "blue-heat" phenomenon. One's curiosity, if nothing else, prompts an inquiry as to the nature and significance of these "steps." What do they mean? What causes them To these questions there are no completely satisfactory answers. The following experimental observations are offered as suggestions towards the solution of the problem.

THE twenty-first birthday of the Rocky Mountain Club will be celebrated on April 11 by the Last Round-up; for, as announced at the annual meet-ing of the American Institute of Mining Engineers in February, the Club and the Institute have voted to con-solidate and formal approval by the court alone re-mains to be secured. The Rocky Mountain Club was organized some years since "to create and maintain good fellowship between the Rocky Mountain members and to further the in-terests of the Rocky Mountain States." From the first, mining men dominated it, as was natural in view of the prominence of mining in the Rocky Mountain region. A series of brilliant annual dinners were held and a site purchased for a clubhouse. A fund was raised to provide a home for the Club. Just as success was as-sured the war came and the members of the Club con-sidered it would be unpatriotic to spend money for such purpose at that time. In a spirit of patriotism the Club funds were devoted to war purposes, especially the Commission for Relief in Belgium and the caring for soldiers going to and returning from the front. So much of the money was used that at the end of the war the project for a clubhouse was out of the question with-out raising a new fund, and since 1923, the Club has been inactive. There is now in its treasury a substan-tial sum. The assets are for the most part the result of contributions made by W. B. Thompson, John Hays Hammond, and Edward H. Clark, all members of the Institute and all of whom wished to see these funds applied in a manner to leave some lasting memorial of the spirit which animated the founders and at the same time perform some useful function in the development of the region in which the Club's interest centered. It was thought that this could best be done through affilia-tion of the Club with the Institute and both organiza-tions have voted for the merger. The Club members not already in the Institute are to have the privilege of a special Rocky Mountain life membership, and the property of the Club is to be used to endow a Rocky Mountain Club fund to be used for purposes in accord with those of both the Institute and the Club and with especial reference to benefiting the Rocky Mountain region.

THOUGHTFUL people have raised questions as to how long nature's bank could continue to accept our drafts. These questions came to the fore so persistently, and there were so many evidences -such as the failure of natural gas in Indiana, the increasing scarcity of lumber in the Lake Superior region, the progressive sterility of Southern farm lands, the choking of the Sacramento River by tailing-point-ing to possible danger from overdraft or to misuse of resources and opportunity, that President Roosevelt called a conference which assembled at the White House on May 13, 1908, to consider these and related questions. This, the first great Conservation Congress, had a wide and beneficial influence on the thought of the world. It profoundly influenced the course of succeed-ing events and, while even yet there are sharp dis-agreements as, to the wisdom of much that has been done in the name of conservation, I believe that thoughtful men, and engineers especially, agree that the time had come when sharp attention was properly called to the waste that accompanied development of our resources. RESOURCES LARGE BUT NOT INEXHAUSTIBLE In 1908 there was a surprisingly large number of men, who should have known better, prepared to argue that our resources are "inexhaustible." No competent mining engineer, of course, believes that, as regards minerals at least. They may be, and, in most cases, fortunately are, large; as to many of them our knowledge is too general to permit measuring the reserves; but we know now, and I think the public appreciates, that there is a limit to our supply of gas, oil, coal, iron, and metals. Indeed, with the inten-sive study made necessary to meet the demands of the war, and the more careful accounting required by the newer systems of taxation, depletion has become a common word, and that mines are wasting assets has become a platitude.

REFINERY SECURITY "Highgrading, " a polite word for stealing gold and silver, has been a way of life since the metals in native form have been mined or produced. Unfortunately, in the past, highgraders were not always severely prosecuted or even looked upon unfavorably in their communities. Recent high metal prices with attendent world wide publicity, however, has made highgrading or thievery again a serious problem in mines and plants. When a small button of gold the size of the end of ones little finger has a value equal to about one week's wages, the safe-guarding of gold production by enforcing tight security measures becomes a prime responsibility of management. The higher the gold price, coupled with unrestricted owner- ship, the greater the temptation to “get-your-cut”, and diligence by management must become an integral part of plant security. Primary security begins by knowing the expected gold production and the sampling of a gold ore mill feed for this determination has proved not reliable. However, solution flows can be accurately sampled and measured thereby closely predicting the gold recovered each day as precipitate. The progressive record of total ounces of gold contained in the precipitation press, referred to in cyanidation plants as I1solution calll1 predicts the accumulated production. The "callH is an important adjunct to security and extreme caution must be used so that the pregnant solution meter and sample are confined in a security area. It should be recognized that this key sample may be the target for Ifdoctoring" by trusted insiders (assay office employees) as a preliminary step for stealing precipitates and/or metal. Security measures similar to the following were adopted after one operation experienced a sizeable theft of gold precipitate and metal by trusted employees. The refinery area where precipitates are handled and melted to bullion and all other gold products are kept should be completely enclosed with a tight security fence preferably of solid construction. Access to this enclosure should be through one of two electrically controlled gates, one for personnel and another for occasional truck entrance. Admittance should be restricted to essential personnel who are required to sign a register in and out with the date and time. I£ there is a "back gate" to the restricted fenced area, it should remain locked except in an emergency and then opened only by a supervisor. Television monitoring cameras viewing the gate entrance and other sensitive areas connected to a viewing screen located in the general office afford visual observation at all times.

In this investigation, polyethylene terephthalate (Mylar) was coated with various thicknesses of a vapor-deposited silvel- precoat followed by a uapor-deposited zinc using several orders of- magnitude variation in deposition rate of both the silver and zinc. The grain size and resistivity of the zinc film was primarily a function of the silver precoat thickness (in the range of 0.001 to 10 average Agprecoat thickness) and a secondary function of the zinc film thick-ness. The silver and zinc deposition rates were found to have a minor effect on the characteristics of- the zinc film. Electron and X-ray dilffraction results slwwed that all zinc films exhibited a fiber texture mith the (0001) axes essentially perpendiculav to the platze of the film When coating nonmetallic substrates such as paper or plastics with zinc metal vapors, it is found that the zinc will not condense unless extremely high evaporation rates or very low substrate temperatures are used. In 1931, Fraser' reported a procedure whereby zinc could be made to condense on nonmetallic substrates by depositing a very thin precoat of silver. Utilizing Fraser's method, the ermans' developed a commercial process of making "metallized film" capacitors during World War 11. The metallizing process, which was introduced in the United States shortly after the conclusion of World War 11, became one of the first large-scale commercial applications of vapor-deposited metal films and remains one of the larger applications in the electronics industry. The process, as developed by the Germans, consisted of depositing a thin precoat of silver on lacquered, kraft paper followed by a conducting layer of zinc. The resulting silver-zinc film was used as the capacitor The term silver-zinc will be used throughout thiz paper to mean a metal film formed by an extremely thi layer of silver, 10A or less in average thickness, and a zinc film IOOA or more in thickness deposited on the silver film. ---. electrode with the lacquered paper being the dielectric. When polyethylene terephthalate was marketed by E. I. Du Pont Co. in the early 1950's under the trade name Mylar it was substituted for the kraft paper in many capacitor applications. Even though manufacture of metallized paper and metallized Mylar capacitors has been a large commercial process for many years, little information has been published about the deposition parameters. A SURVEY of the status of ore dressing in 19231 placed particular stress on the need of research in the crushing and grinding of ore, especially on the need for a method of measuring the surface of the products obtained in crushing and grinding, and for fundamental data on the law of crushing, in order that intelligent conclusions may be drawn from actual crushing or grinding experiments. There has been no satisfactory means of determining the surface of crushed products. The results have been judged entirely by the amount of the various sizes produced, based on sieve sizing for particles above 74 microns in size and on microscopic measurement or elutriation for particles below 74 microns, a method which could give only a general idea of what had been accomplished. The fact that the long controversy between the followers of Kick and of Rittinger has resulted in no accepted conclusion is evidence of the need for fundamental data on the crushing law.

IN the course of a general investigation of boride systems, sponsored by the Office of Naval Research, various vanadium boride powders of relatively good purity were prepared which could be used for a determination of the phases present. The X-ray pattern of one of these lots showed, in addition to the known VB1 and VB22 phases, an additional phase, almost certainly of composition V3B4, isomorphous with Cr3B4, Cb3B4, Ta3B4, and Mn3B,. Its pattern fitted in well with the indices worked out by Kiessling for Mr3B4.3 The unit cell for this new compound is orthorhombic, with the dimensions a = 3.030A, b = 13.18A, c = 2.986A7 V=119.2A.' Table I lists the X-ray diffraction data for V.3,.

THE losses of gold and silver occurring during the conversion of the precipitate, resulting from the cyanide process, into bullion may occur in two ways: first, there may be mechanical losses during the handling of the precipitate up to the time that it is charged into the melting furnace; and second, there may be losses after the precipitate reaches the melting furnace. Much of the loss during the handling of the pre-cipitate can be eliminated, and in fact, in modern plants this loss is known to be very small; particularly since preliminary acid treatment of the precipitate with the attendant extra operations has been abandoned in all but certain plants where gold predominates and this extra step is still deemed necessary. The losses in the melting furnace are from dusting and volatilization; losses in the furnace bottom and linings; floor sweepings; and slag and matte. The gold and silver in the: products which do not: go out of the flue are readily recoverable by standard methods, and while there may be considerable gold and silver tied up at times, the ultimate loss with careful "work should be small. The losses resulting from volatilization and dusting in connection with the melting of the silver slime from copper refineries have been determined by standard methods, and the possible recovery: definitely estab-lished through the installation and operation of electro-static precipitation units. This subject has not been thoroughly investigated in connection with the melting of`. cyanide precipitate; at least, there are no published accounts of such tests. Experiments have been made in the past to determine melting losses by weighing and assaying the precipitate, but this method gives results which are uncertain on account of the difficulty of accurately sampling and assaying cyanide precipitate. Attempts to ascertain these losses by bubbling a measured sample of the gas through cyanide solution or, other absorbent have likewise failed to give depend-able results.

The competitive market potential for solvent-refined coal is estimated and the market advantages are enumerated. Markets are possible in combustion, railroad locomotion, and carbon electrodes. The combustion characteristics are consistent with expected air pollution restrictions on the emission of sulfur and particulate matter. A market potential of sufficient size exists to support the initiation of solvent refining in the United States. The market analysis should help fuel producers determine the advisability of their undertaking solvent refining of coal.

Introduction The stress field around a supported tunnel can be considered as being composed of: i) the virgin (pre-mining) stress in the rock ii) the (elastic) change in this stress field caused by creating the opening iii) the (time-dependent ) change in the stress field produced by (i) and (ii) as a section of the rock breaks up iv) the (time-dependent) influence of the stress build-up in the support. Several authors have examined the conditions necessary to produce static equilibrium between the support, the rock, and the regional (in-situ) stress field. The analysis used by Labasse (1) is typical. Consider a circular tunnel radius R in a hydrostatic stress field (P), and a radial pressure pi exerted by the support. We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

THE most intense earthquake on the Pacific coast in the last several years, and probably the second most intense shock to occur in Nevada since it was settled, was felt in many Western States shortly after 10 p.m. on Dec. 20, 1932. Be- cause the rifted area contered about the northern end of Cedar Mountain it is referred to as the Cedar Mountain, Nevada, earthquake. An idea of the intensity of the shock may be gathered from the distance at which it was felt: in Wyoming, Utah, Idaho, Nevada, Washing- ton, Oregon, California and Arizona. It is the strongest quake centering in Nevada since the Pleasant Valley earthquake on Oct. 2, 1915. Despite the strength of the vibrations and the large area over which they were felt, relatively little damage was done. The extent of the damage consisted of a few old stone buildings demolished as shown in Fig. 1, much cracked and fallen plaster, many chimneys shaken down and considerable cracking of brick walls. There were no deaths and four people were but slightly injured. The small amount of damage was due, largely, to the scarcity of structures within the area of strong vibrations, but an important factor was the aridity of the region (see Fig. 2) and the shallowness of soil cover so that there was but little water-saturated loose material in which strong secondary vibrations could be formed. Had this earthquake occurred in a region of heavy precipitation and dense population the damage to property and loss of life would undoubtedly have been large, with consequently much more newspaper publicity.

Since the composition and structure of the beach sand concentrates correspond so closely to what would be expected of ilmenites that have been altered by oxidation and leaching, there is no reason to postulate the existence of the hypothetical compound, arizonite, to account for the composition of titaniferous beach sand concentrates. The four concentrates studied are examples of the different products that can result from various degrees of alteration of primary ilmenite. CONSIDERABLE uncertainty is revealed in the literature regarding the nature of the titanium minerals which make up the bulk of the heavy, opaque fractions of numerous beach sand deposits of the world. An investigation was made, therefore, of beach sand concentrates of North Carolina, Florida, Brazil, and India. Magnetic concentration, X-ray, and microscope data were obtained which show that these concentrates consist essentially of ilmenite and its alteration products. The alteration, brought about by oxidation and leaching of iron values, has resulted in upgrading the ores to a range of 56 to 64 pct TiO², as compared with 52.7 pct in ilmenite of theoretical composition. Conclusions drawn regarding the nature of the dominant titanium-bearing mineral in beach sand deposits have been based mainly on chemical composition, specific gravity, and petrography. This material has usually been referred to as ilmenite or weathered ilrnenite.: It has also been referred to as arizonite because in chemical composition it resembles an Occurrence in in which was described by Palmer' in 1909. The material presented in this chapter is supplemental information on those significant aspects of open-pit copper mining that are to an extent unique and therefore not detailed in previous sections covering the fundamentals of open-pit mine planning, operations and maintenance. In addition, tabulated cost and operating data are presented for a variety of open-pit copper mines. 13.3-1 History. The history of the civilized use of copper began at the end of the Stone Age when man discovered that the red metal, in the form of native copper, could be readily worked into a variety of weapons and tools which simplified the primitive requirements for survival. Almost concurrently, the high value of these early copper products became so widely known that they soon assumed major importance as trading commodities. Copper and copper-alloyed artifacts, even though produced in very limited quantities by ancient miners and metalworkers in a few parts of the Near East and the Western Hemisphere, were so valuable that early warriors and traders carried them into nearly all the world's known areas of importance. As far as copper is concerned, the Bronze Age, at sometime around 8000 BC to 6000 BC, marked the vague, little-known beginning of metallurgy. Man learned to alloy the valuable red metal to make it harder and tougher; its use multiplied as did the variety of weapons and tools made with the gradually increasing metallurgical and fabricating skills. By 3000 BC bronze alloy products became relatively widespread ; copper mining activities assumed tremendous importance and the mines on the Isle of Cyprus developed into prized possessions of each Mediterranean empire from the times of Egyptian supremacy to well beyond the decline of the Roman Empire.

(with map on plate I.) THE coal-beds of Canyon City are situated six miles below the town, upon the Arkansas River. At this point the Rocky Mountains have thrown out from their main ridge two spurs. The one to the north, containing Pike's Peak and Cheyenne Mountain, is known as part of the "Rim Range;" the one to the west and south is known as the `1 Green¬horn Range." Against these syenitic mountains, the later rocks are piled and uplifted; at right angles to the direction of this main uplift is the axis of a lesser plication. On the north, west, and south, the pitch is steep, gradually flattening as it approaches the centre of the basin and rising again to the east at a pitch of about 5°, thus forming a perfect basin, the centre of which is only three miles east of the base of the Greenhorn Range.

During the past ten or twelve years, the average reader of newspaper and magazine articles has been led to believe that enormous deposits of high-grade coal exist in the northland and that these can be mined for practically nothing. But much of the reputed glitter and attractiveness of Alaskan coals disappears when viewed at close range. Many areas of coal-bearing rocks are widely distributed geographically from Cape Lisburne, on Bering Sea, to Admiralty Island, south of Juneau. Bituminous coal is found at Cape Lisburne, on the Bering Sea, at Five Finger Rapids on the upper Yukon, and at Herendeen Bay and Chignik Bay; lignite is found on the Kobuck River, along the Yukon River from points near the mouth to Tonakat, near Rampart, at Dawson, on the east shore of Cook Inlet, and in the Tanana Valley, 50 mi. south of Nenana. The Susitna and Matanuska Valleys contain coal ranging from lignite to anthracite, and in the Bering Lake district, there are coals ranging from semi-bituminous to anthracite. No effort will be made to describe all of these fields, but the writer will confine himself to the four principal fields, namely, the Nenana field! in the interior of Alaska, tributary to the Fairbanks district; the Matanuska field, in the Matanuska Valley; the Kachemak Bay field on the east shore of Cook Inlet; and the Bering River field, east of the mouth of Copper River. Nenana Coal Field The Nenana field occupies an area east of the Nenana River 70 mi. (112 km.) southwest of Fairbanks and approximately 50 mi, from the town of Nenana, which is located at the junction of the Alaskan Railway and the Tanana River. It is on the northern flank of the Alaskan Range and occurs within the foothills of that district. The elevations range from 1000 to 4000 ft. (304 to 1219 m.). Future developments may prove the field to extend from a considerable distance west of the Nenana River to the headwaters of the Tanana River. The coal measures are of Tertiary age and are probably Eocene. They are not badly deformed by folding, but portions of the field show

Columbia College has the honor of founding the first well-organized School of Mines in America. The University of Michigan, however, shared with her the honor of graduating the first class, in 1867. Prof. Thomas Egleston was the pioneer in the new movement. He drew up the original plan for the Columbia School of Mines in 1863, and was in 1864 appointed its first professor. The Massachusetts Institute of Technology turned out a class of mining students a year later, and others followed in the order of their first graduating class, as shown in Table I., condensed from the Engineering News of August 11, 1892. Besides those mentioned, mining schools have been organized in the States of Arizona and Nevada, and more or less instruction is advertised in connection with other engineering schools. It will be noticed that Columbia easily heads the list with reference to the number of graduates; the Massachusetts Institute of Technology stands second ; the California University third, and then follow Lehigh, Washington University, the University of Michigan, Lafayette College, Michigan Mining School, Missouri, Colorado and the others. The total number of graduates from these 16 schools in 26 years, has been 871, or an average of 33 per year; but as all these schools give a partial education to many who do not graduate, it is probable that from 2000 to 3000 mining students have received from them considerable training. An interesting comparison of the rate of growth of the engineering schools has been recently instituted by the Engineering News, for the period between 1860 and 1892. Table 11. shows that civil engineering had the advantage in numbers from the start, and maintained the advantage until 2890, when it was surpassed by mechanical engineering.
