WTHIN the next month all members of the Institute will be given an opportunity to vote for a new President, two Vice-Presidents, and five Directors. All of the candidates nominated by the official committee are well known to certain groups of the Institute membership but a brief record of their professional lives will be given here for the information of those that will vote. Not since 1927, when Everette DeGolyer guided the destinies of the Institute, has a member of the Petroleum Division been a candidate for President. John Meston Lovejoy has been a Director since 1930, and a Vice-President as well for the last year: In the three years 1932-4 lie was also chairman of the Admissions Committee. Dir. Lovejoy graduated from the Columbia School of Mines in 1911, just before lie was 22 years old, and began his professional career as a copper miner at Chuquicamata. Chile. Silver and gold mining later claimed his % attention, and it was not until 1914 that lie gut into the oil business, as geologist for the Standard Oil Co. of N. Y. This took hint to China and he later worked for the company in Wyoming. In 1917 lie joined the Army where lie rose to be captain of Field Artillery. Upon his return to the United States he went to work for the Amerada Petroleum Co., of which he later became vice-president and general manager, with headquarters in Tulsa. Since coining to New York he has been president of the Petroleum Bond & Share Cu.. and is currently president of the Seaboard Oil Co.

FOR many years geologists have felt that mining companies should adopt a more liberal policy in the publication of their reports. The increasing usefulness of the geologist to the mining profession in recent years demands that consideration be given to this question. Prior to 1900, the call for geologists of high reputation by mining companies was probably mainly in connection with lawsuits arising from the interpretation of rights or ownership as defined by the "Law of the Apex," and from problems such as finding the continuation of the vein or whether the vein followed was the main one or a branch. MORE improvements have probably been made in the diamond-drill field in the past decade than were accomplished in the entire prior period since diamond drilling was discovered in 1864 by a French engineer named Leschot. True, machines were improved, and new accessories were adopted from time to time up to 1929, but no radical changes were made. The basic principle instituted during the early years of the industry were still in use in 1929. At that time, practically the only diamonds used were "black diamonds" or "carbon." These came from Brazil through a rather round- about route, and by the time they got to the drilling trade their cost was excessive-$175 per carat and even higher at the peak. Perhaps because of this. or perhaps because of increased competition, the industry sought ways to reduce expenses even in the face of constantly increased labor costs due to higher wages and reduction in hours worked. The solution seemed to rest in two things-use of a cheaper cutting medium to replace the carbon diamond and the development of new machines to drill faster and thus produce more hole per shift of operation.

The inherent difficulties of zinc smelting arise from the fact that metallic zinc is volatilized at the reducing temperature of zinc oxide and thus is liberated in the form of a vapor. This vapor must be subsequently condensed to obtain metallic zinc, first in molten and eventually in solid form. Zinc vapor is sensitive to oxidation not only by air but by combustion gases containing carbon dioxide. It is, therefore, necessary to carry out both the reduction and the condensation operations in a closed system consisting of an externally heated muffle with attached condenser from which extcrnal oxidizing agencies are excluded. However, the reoxidation of zinc vapor cannot be entirely prevented by excluding external sources of oxidation. Internal sources of oxidation are necessarily present when oxidic zinc ores are reduced by a carbonaceous reducing agent. The reduction reactions themselves involve, first, the production of carbon monoxide in an amount at least equal in volume to the zinc vapor produced in the reaction, and, second, the formation of carbon dioxide. Not all of the carbon dioxide is reduced again to carbon monoxide by the excess carbon in the time available, and the slightly oxidizing condition, which results, seriously affects the efficiency of the condensation of the zinc vapor to the metallic state. In the past the difficulties arising from these causes have limited practical zinc smelting on an industrial scale to the use of small retorts equipped with small condensers. The retorts had to be small, because a closed refractory container capable of excluding oxidizing gases from the heating chamber surrounding the retort could not be built in large dimensions. The size was also limited because ordinary refractories when thin enough to conduct heat readily are not capable of sustaining a heavy load of charge at high temperature. Moreover, a loose charge of zinc ore and carbonaceous reducing material such as fine anthracite coal or coke breeze is a poor conductor of heat, thus limiting the cross section of the retort. The anthracite-producing region is in the northeastern section of Pennsylvania, and has an area of approximately 484 square miles. It is divided geographically into three separate fields, known as the Northern, Middle and Southern. The Northern field, with Wilkes-Barre approximately at its center, is a basin about 60 miles long and almost 6 miles wide at its greatest distance across. Generally speaking, it may be said that the coal measures in this field lie horizontally, or on slight pitches, and consist of from 11 to 19 veins of coal, varying in thickness from several inches to several feet. The intervening strata between veins may be composed of slate, clay, rock or shale, or a combination of several, and are sometimes very thin. This condition often causes a treacherous roof, therefore roof support and the attending hazard of mining are problems of concern. The Middle field is made up of a number of small basins of not very great depth, and the measures, which are in like number to those of the Northern field, are varying inclinations running from nearly flat to steep pitches. The Lower, or Southern field, is made up of basins of great depth, some being 4000 ft. deep, and its measures are mostly on very steep pitches. In certain sections this Southern field is being mined at an elevation of 1300 ft. below sea level, on a pitch ranging from 50' to practically vertical, and because of the tremendous pressure and the inherent gas in the seams, outbursts of coal frequently occur at the face, locally known as "bumps." These outbursts are accompanied by a rumbling noise, after which gas is usually found. This condition makes mining a difficult and extremely hazardous undertaking, and unusual skill is required on the part of the miner to drive and maintain openings necessary to the production of coal. Miners working in such seams on the heavy pitch must carry face batteries (Fig. 1) to afford proper protection while working at the face, because of the outbursts and free running coal. The term " pipe-vein " has recently been applied in this country to certain deposits of lead ore in magnesian limestone. The use of the term has been twofold. It has been revived as a term found in textbooks on mineral veins, with the implied or declared assertion that the ore-deposits thus named in this country are similar to those which have borne the title abroad. It has also been advanced as an appropriate name for a new class of deposits, even if such a class had not previously been recognized. In either case, the assumption is that pipe-veins form a group or class by themselves, and are not merely interior and subordinate features in larger deposits. The peculiar mining law of the United States, which regards " the vein," whatever that may be, as the basis of title, lends a special interest to these claims. But the object of this paper is rather to discuss the subject from the standpoint of geology and technical literature. I shall briefly answer two questions: (1) What are pipe-veins as described in technical literature? and (2) Is the name appropriate or necessary for a new class of deposits ? AN appraisal of the activities of the mining geologists during 1936 clearly indicates the ever in- creasing utilization of geology in the search for ore. Few men with geo- logic training are idle at present; this is particularly true regarding recent graduates. Many have accepted employment in distant fields, such as the Philippines and South America, and greatly increased mineral production from these places reflects their activities. In North America, regions of intense mineralization formerly important are being restudied in greater de- tail and with better understanding; as a result, new mineral wealth is being found in many such districts. Much is being done by private companies and individuals, and it is to be hoped that mining companies will increasingly make available the purely scientific results of such studies by permitting their geologists to publish. On such generosity to a large extent will future advances in ore finding depend.

PROBABLY everyone is well aware that from April 1 to September 11, 1922, anthracite production was completely suspended; during those 163 days not one ton of coal was produced in the anthracite region. The production loss was about 30 million tons, and although production is now at its peak, there is no possible way by. which, within any short space of time, that deficiency can be made up. During that time the miners sacrificed in wages something over 100 million dollars. The anthracite companies paid out in cash, keeping their mines in condition to operate when mining should be resumed, something like 30 million dollars without taking in one cent of revenue. The tonnage of domestic sizes included in that lost output was about 21 million tons. The anthracite operators figured that between September 11, 1922, and March 31, 1923, they would possibly be able to produce about 60 per cent. of the tonnage that was mined the preceding year, that is, from April 1, 1921, to March 31, 1922. The problem then arose as to how that tonnage could be distributed equitably throughout the United States and Canada. We had in our records in Phila-delphia the distribution by communities, about 20,000 of them, to which anthracite had been shipped during the last five years, so that we were well posted as to what each community should be entitled to receive. We allotted to each of those 20,000 communities 60 per cent. of the tonnage that it had received during the preceding coal year, and we have endeavored to see that whatever tonnage we have been able to produce should be equitably distributed on that basis. It was a matter simply of voluntary cooperation by the anthra-cite operators who placed the distribution of their tonnage practically in the hands of the Pennsylvania Fuel Commission; the anthracite companies have almost without exception acceded to every request that we have made of them. When communities were reported entirely out of coal, a telegram or letter to the directors obligated to that community has resulted in some anthracite being shipped there, so that we have thus far kept the distribution on a fairly equitable basis. Prior to the suspension of mining operations, pre-liminary negotiations were carried on for the renewal of the wage scale, the operators thinking that it could be adjusted satisfactorily, and that the same method of procedure would be followed as during the 20 years succeeding the strike of 1902. At every termination of the wage agreement since that date, until last year, an agreement had been reached early in the season that mining operations should be continued, with the under-standing that any new agreement should be retroactive to April 1. At the meeting of the committees of anthra-cite operators and miners, on March 21, 1922, the opera-tors were presented with an ultimatum by the miners to the effect that unless an agreement were reached within ten days, mining operations would cease. That was protested against by the committee of operators as being unfair, not only to the operators and the public but to the men themselves. In spite of this protest the suspension occurred and, as you know, continued until September 11.

By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

THE problem, of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community, without placing the cripples into competition with any existing class of workers.

THE Columbia Chemical Division of the Pittsburgh Plate Glass Co. is at Barberton, Ohio, 35 miles south of Cleveland. For many years large tonnages of limestone have been brought to the Barberton plant from distant points. The stone is here burnt in vertical kilns, the resultant product then hydrated and the hydrated lime used in chemical processing. To eliminate the expense of these shipments, the company decided to investigate a limestone bed known to exist on company property at Barberton, where the stone is used. The bed lay at a depth of more than 2000 ft. and was known locally as the "Deep Lime." Chemical analyses of sludge from churn-drill holes made some years ago proved that the limestone was of sufficient purity to warrant diamond-drill exploration. Four diamond-drill holes were put down at well-spaced intervals, to represent fairly an area of four miles by one mile. Cores logged as to chemical and physical conditions were found to compare closely, and to corroborate the earlier evidence that the limestone was of superior quality for chemical use. A plant of 300 tons per hour was subsequently decided upon. SITE The yard at the chemical plant was already so congested that location of the projected mine within its area could not be considered. Eventually a site was selected 2 miles northwest of the plant, near the main line of the Erie Railroad. Here 412 acres were owned outright by the company and stone rights were obtained on 250 additional acres. This location required a transportation line of nearly 2 miles (8800 ft.), crossing two major highways, and to avoid interruption of deliveries to the plant, overpasses were planned. GEOLOGY The limestone in the immediate vicinity lies about 2200 ft. below the surface. Geologists* identify this stone as Delaware of Devonian age. It is overlain by 18 ft. of unconsolidated (sand and gravel), 100 ft. of water-bearing sandstone, and finally 2080 ft. of shale into which sandstone in thin layers is interbedded. The contact of shale and limestone is abrupt, flat-lying and very pronounced. Berea sandstone, often found at 520 ft., is absent, but Euclid sandstone was encountered, together with a seepage of oil and a small amount of methane gas. The limestone bed itself is 345 ft. thick, and overlies 200 ft. of gypsum. The lower part becomes dolomitic as it approaches the gypsum. A detailed study of the drill cores indicates that the upper 50 ft, are highest in lime and reasonably low in silica. The physical make-up shows several separating cherty layers. PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

The Ebliden Company, originally entering the field of mining with the workings of the gold-copper-arsenic deposit at Ebliden, commenced zinc benificiation at Kristineberg in 1940 and lead mining at Laisvall in 1943. During the three last decades a number of mines has been developed for production, Today the Mining Division of BOLIDEN produces ore from 22 mines, operates 7 ore dressing plants and produces: [ ] Over two thirds of the lead contents are treated in the lead smelter of the company at Ri6nnskarsverken. The other part of it is sold abroad. The zinc content of the lead concentrates is recovered from the lead smelter at Ri6nnskarsverken. The zinc concentrates are shipped abroad to European smelters in Norway and Germany. Today BOLIDEN has its plants in the northern and the middle parts of Sweden. Figure 1. Straight lead ore, lead-zinc ores, lead-zinc-copper bearing ores and complex lead-zinc-copper and pyrite ores are treated in local and central plants with a capacity of 8.600 tpd. BOLIDEN also operates the low grade copper ore at Aitik at 7.000 tpd.

The present tribute to a great pioneer in the steel industry, with the accompanying remarks upon the town of Sheffield, which has remained to this day what his invention made it, an important center of that industry, originally formed a part of the paper on "Iron Alloys," prepared, at the invitation of the Council of the Institute, for the Chicago meeting of August, 1893. That paper, begun with the intention of dealing with many alloys of iron, became, of necessity, through the limitations of time on the part of the writer and of space in the Transactions of the Institute, mainly a discussion of the principal modern commercial alloy of iron, manganese-steel; and much introductory and general matter was consequently omitted. The Secretary suggested, however, that this particular portion would be interesting and appropriate as a separate contribution, and I therefore present it as such, offering the foregoing statement simply as an explanation of its incomplete character. If I had undertaken to write a paper upon this subject alone, I should have felt myself bound to bestow upon it more elaborate research and to treat it with more abundant details. It was in the immediate neighborhood of Sheffield that the first successful process for the fusion of steel on a commercial scale saw the light. The late Dr. Percy, a leading authority in general metallurgy, says: " Formerly, so far as I am aware, steel was never melted and cast after its production; and in only one instance, viz., that of wootz was it ever molten during its production.....Now, by the fusion and casting of steel after its production its heterogeneousness is remedied, and ingots of the metal may be procured of perfectly uniform composition throughout; and for the practical solution of this important problem we are indebted to Benjamin Huntsman, of Sheffield." As a recent American journal appropriately remarks: " Huntsman's patient efforts, at last rewarded with success, entitle him to an elevated niche among the heroes of industry. The general usage of engineers, manufacturers, and merchants, is gradually, bat surely, fixing the answer to this question. In every country rails, boiler-plates, and machinery bars, whether hard or soft, are almost universally called steel, when they are made from cast ingots. Other names for the softer steels, such as " homogeneous metal,'' "Bessemer iron," " Martin iron," and the like, have failed to obtain general recognition. The meaning of the term steel, before it was enlarged to cover newly developing varieties, has been traced, by a recent writer, down through Percy, Shakspeare, and the Bible, in a most interesting manner, from an archœological point of view. Undoubtedly, it did characterize hardness arid other qualities imparted by carbon. It is within the memory of most of us, that all steels were tool steels, and that the soft, structural varieties were introduced—varieties which harden but little, which bend cold, and which, in many physical properties, are akin rather to wrought-iron than to tool-steel. But, since both the hard and the soft steels are made by the same processes, and have their great, distinguishing structural feature in common, viz., homogeneity resulting from fluidity, it has come to pass, despite every other proposed nomenclature, that all the compounds of iron which have been cast in malleable masses, are called steel, the term wrought-iron being still confined to malleable iron made from pasty masses, and hence laminated in structure. No inconvenience has been found, so far, in distinguishing between the more or less carburized products, in general, by the terms " highsteel," "low-steel," "tool-steel," etc., and, in particular, by prefixing the percentage of carbon and other ingredients, to the terra steel. Steels which contain distinguishing ingredients other than carbon, are called "chrome-steel," "titanium-steel," and the like, just as variously compounded bronzes are called " phosphor bronze," " aluminium bronze," etc. Thus the combination of several words or symbols, and figures, may completely disclose the characters of the metal, in terms that are subject to no misunderstanding. But inasmuch as several high metallurgical authorities and clever writers have of late proposed to disturb this natural and somewhat settled nomenclature, it seems important to consider the claims of the various classifications. The place of the young engineer in the mining industry has been the subject of a large number of keynote addresses, magazine articles, and papers in the past year. One of the best of these was the keynote address given by Mr. J. C. Kinnear, Jr. at the Fifth Annual Intermountain Minerals Conference in Vail. Colorado. Mr. Kinnear presented as part of his address the statistics of a Canadian survey Instigated to find out why young engineers and geologists are leaving the mining industry. The results of the survey showed four main reasons for leaving: 1) insufficient money 2) slow promotion 3) lack of association with senior engineers, as well as insufficient opportunity to keep abreast of technological development 4) geographic isolation

THE properties and casting characteristics of sand-cast Mg-Al-Zn alloys, used commercially in this country and abroad, have been discussed in a number of articles during the past few years.'-" In addition, broad surveys of many compositions in the magnesium corner of the Mg-Al-Zn diagram between 0 and 12 pct A1 and 0 and 6 pct Zn have been presented by Busk and Marande7 and by Fox." The purpose of this paper is to furnish a comprehensive survey of the changes in tensile properties, micro-structure, and dimensional stability of two magnesium alloys, AZ92A and AZ63A,+ as a function of aging time and temperature after solution heat treatment. Rates of precipitation in Mg-Al-Zn alloys are slow enough so that a substantially homogeneous, supersaturated solid solution can be maintained even when these alloys are air-cooled from the heat-treating temperature. Consequently, even though it has been demonstrated9 10 that significantly higher strengths can be developed in some alloys in the aged condition by quenching rather than air cooling from the heat-treating temperature, general practice is to air-cool magnesium alloys. All the work discussed in this paper is based, therefore, on aging studies performed on material air-cooled from the heat-treating temperature. This investigation was intended to be a study of commercially practical aging cycles; the tensile properties were determined, therefore, up to aging times of 25-hr duration. The alloys, used in this investigation were prepared in the laboratory by remelting commercial ingots of the appropriate composition according to the procedures described in a previous paper" as the "crucible method." All melts were given the standard superheating treatment in order to insure the maintenance of a uniform grain size of 0.003 to 0.004 in. Standard test bars, 61/2 in. long with a 2½ in. long reduced section having a diameter of Y2 in., were cast from these melts in green-sand molds using a four-bar pattern. We wish to congratulate the authors on a fine presentation of a difficult and interesting problem. We fully support the findings that liquid or even mushy center reduction has no place in the production of quality steels. We also agree with the findings, or implications, that internal bar quality is not made in the rolling stands, but in the caster. This is the main reason why Inland caster exclusively uses the submerged casting technique after a few months of familiarization with open casting. The metallurgical advantages of combining in-line reduction with a caster are actually indirect. The use of submerged casting and refining powder permits casting of fine grained aluminum killed steels without resorting to expensive grain refiners and cuts down or eliminates reoxidation during casting. Immersion of a snorkel into a small mold may lead to several operating difficulties. Hence, the presence of in-line reduction enables the section to be cast into a large mold, at high output rates, while obtaining some product size flexibility. The capital and operating costs of a caster-- in-line mill are lower than those of the traditional installation with a separate reheating furnace and billet mill. Admittedly, in-line reduction represents an additional challenge to the steelmaker, maintenance man, and metallurgist.
