DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

On the basis of metallographic analysis, incipient melting data, thermal analysis work, and X-ray diffraction, phase relationships in the 0 to 50 atomic pct alloy content were carefully resolved. Phase relationships in the higher alloy content regions were outlined. A single intermediate phase, peritectically formed, of the form ZrX2 was established in each system. A eutectic and a eutectoid were found in the zirconium-rich region of both systems. Appreciable solubility of molybdenum and wolfram was found in ß zirconium, but only a slight solubility in a zirconium. PREVIOUS work on these systems was limited to X-ray investigations of the intermediate phases1, 2 and preliminary surveys of the zirconium-rich alloys." The diagrams presented were determined principally by metallographic, thermal analysis, and incipient melting techniques. In accordance with the Atomic Energy Commission contract requirements, phase relationships up to 50 atomic pct molybdenum or wolfram were carefully resolved, while only a limited amount of work was done to outline the 50 to 100 atomic pct alloy region. A description and analysis of the metals used in the preparation of alloys for this study are included in Table I. A "low-hafnium" zirconium crystal bar, produced by the decomposition of a volatile iodide onto a hot filament, was employed for these studies. Westinghouse "Grade 3" crystal bar was used for all alloys. The zirconium, as received, was coated with corrosion product from a standard autoclave test by which its grade designation is determined. This was removed by a sand-blasting and HF-HNO, pickling technique developed by the Atomic Energy Commission. The bars were cold rolled to approximately 1/32 in. sheet, pickled for iron removal, sheared to 1/4 in. squares, washed with acetone, and stored for furnace charge. Molybdenum sheet. 0.003 in. thick, 0.001 to 0.005 in. wolfram wire, and M in. wolfram rod crushed to granular form, from Fansteel Metallurgical Corp., were used as alloying stock. Melting Procedure A nonconsumable electrode arc furnace identical to that described in detail by Hansen et al.4 was used. The source of power for melting Zr-Mo alloys was a 400 amp dc welding generator, while a 900 amp dc generator was used for preparing Zr-W alloys. Electrode tips of the same material as the alloy addition were employed in both systems, i.e., molybdenum tips were used for Zr-Mo alloys, and wolfram tips for Zr-W alloys. This precluded any possible electrode contamination during arc melting. Ingots of 20 to 30 g of Zr-Mo alloys were melted under high purity helium in the cavity of a copper block insert in a spun copper crucible. Homogeneity was insured by remelting all ingots four to six times without opening the furnace. Due to the large difference between the melting points of wolfram and zirconium, direct melting of the charged metals as above generally yielded ingots containing unmelted wolfram particles. This was overcome, after many variations in technique, by melting a pure wolfram charge at high power levels (700 to 900 amp) and slowly adding zirconium to form a master alloy. Single crystals of Pbl-xSnxTe have been grown from nonstoichiometric, cation-rich melts with the objective of producing as-grown, bulk material containing carrier concentrations ranging from 1016 per cu cm to 1018 per cu cm. Three specific crystal composi-tions were investigated in detail; x = 0.00, 0.10, and 0.17. Pull rates of from I to 3 mm per hr were used. Single crystals were successfully pulled from melts containing as little as 30 at. pct Te. Hall coefficients, resistivities, and carrier mobilities of these materials were determined. The relationship between the composition of the melt and the carrier concentration in the as-grown crystal has been studied for the three crystal compositions of interest. BULK single crystals of Pb,-,Sn,Te have previously been grown from stoichiometric melts.1,2 Such crystals are p-type and have relatively high carrier concentrations ranging from -9 x 1018 per cu cm for PbTe to -8 x l020 per cu cm for SnTe at 77°K. These carrier concentrations result from deviations from stoichiometry (lead vacancies) in the as-grown crystals. Since lower carrier concentrations are desirable for electrooptic device applications, these crystals are usually subjected to long-term, isothermal anneals.' This paper reports on the growth of Pbl-xSnxTe single crystals from nonstoichiometric melts with the primary objective of producing as-grown material containing relatively low (1016 to 1018 per cu cm) carrier concentrations and also reports on the general characteristics of these crystals. The phase relationships in the Pbl-xSnxTe systems are such that materials solidifying from nonstoichiometric, cation-rich melts will have smaller deviations from stoichiometry than materials grown from stoichiometric melts. Fig. 1 is the T-x phase diagram for PbTe in the vicinity of the stoichiometric composition.3 A crystal grown from a stoichiometric melt will solidify at a melting point maximum at which the solid will contain -0.5002 atom fraction of tellurium. PbTe single crystals grown in our laboratories from stoichiometric melts have carrier concentrations of 9 x 10" per cu cm, indicating that the excess tellurium in the crystals is as expected from this phase diagram. However, growth of PbTe from a lead-rich melt will result in material having a more nearly stoichiometric composition. Although the addition of Sn to the melt shifts the solidus curve further toward the tellurium-rich side,4 the general discussion given for PbTe applies to the Pbl-xSnxTe systems as well. EXPERIMENTAL Single crystals of Pb1-xSnxTe have been grown in our laboratories from nonstoichiometric, cation-rich melts using the Czochralski technique and boric oxide liquid encapsulation. The details of the growth apparatus and growth technique have been reported in a previous paper on growth of these alloys from stoichiometric melts.2 In the present study, three specific crystal compositions were investigated in detail; x = 0.00, 0.10, and 0.17. Growth of alloy crystals from nonstoichiometric melts requires considerable care, and good quality single crystals were obtained in this study only by optimizing the mechanical and thermal stability of the growth system and by using pull rates of from 1 to 3 mm per hr (Pbl-xSnxTe crystals are easily pulled from stoichiometric melts at rates of from 5 to 10 mm per hr). The liquid encapsulation technique was found to yield near-ideal conditions, since the B2O3 layer increased the thermal stability at the growth interface, permitted easy attainment of near-ideal thermal gradients, and dampened vibrations at the melt surface. The hygroscopic character of the B2O3 was a slight problem and vacuum heat treating was necessary to completely remove the water from the boric oxide. During initial growth, the seed diameter was reduced and a narrow neck (1 to 2 mm diam) of several millimeters length was grown. THE results of an investigation of the ternary system iron-chromium-ilicon were reported in 1936 by the present authors.1 Partly for the sake of theoretical interest, and partly because of the possible commercial importance of these alloys, the present investigation was undertaken to determine the effect of some of the commoner elements likely to occur, deliberately or otherwise, in such alloys if made on a commercial scale. The elements thus added were carbon, nickel or manganese. The alloys studied were, therefore, parts of quaternary systems. This investigation was concerned primarily with the effect of these additional elements on .the alpha-iron phase and the boundary between this phase region and the alpha plus sigma two-phase region. The sigma phase is a ternary solid solution based upon the compound FeCr. The work was performed mainly by X-ray methods, but a number of microscopic examinations were also made and are reported. While isolated alloys in the composition ranges studied may have been discussed in metallurgical publications, no systematic investigation of any assistance to us was found. Of the earlier work, the investigations on the iron-chromium-carbon system and on the chromium carbides by Westgren and his coworkers,2,3 enabled us to identify the carbide phase. Several articles appeared after the present experimental work had been completed. Lucas and Wintrup4 determined the solubility of carbon ill molten iron-chromium-silicon alloys. Tofaute and his coworkers5,6 have made detailed studies of the iron-chromium-carbon system, which will he referred to later.

Identification and analysis of mining hazards involves the correlation of accident, injury and illness information from all segments of the mining industry. It would not be feasible to process the volume of data involved without substantial reliance upon a computerized information system similar to that maintained by the Health and Safety Analysis Center. Numerous statistical programs are applied to the computerized accident-injury-illness data base to identify those mining tasks and associated activities which are responsible for most of the injuries and occupational illnesses. These programs are used to flag those mining tasks or conditions at specific mines or segments of the mining industry where either a significant increase in the injury/illness trend has been reported or where the number of injuries/illnesses related to specific mining tasks or conditions are high. Upon identification of those mining hazards which warrant further analysis, a computerized search of the coded accident data is performed to correlate the predominant categories by cause of injury or illness, source of injury, nature of injury, type of accident, etc. From this correlation, those factors most common to the conditions responsible for the hazard may be identified. Based upon analyses of this form, recommendations are made regarding the appropriate engineering, training, and/or operational improvements necessary to alleviate the hazard. In addition to mining hazard analysis, the computerized data base also has application in the area of optimum resource allocation. Computer programs have been developed to assist management in allocating resources based upon organizational requirements and historical accident - injury trends.

INTRODUCTION The Japanese dependency for mineral raw materials from foreign sources increased rapidly within the 20 years since the Korean war. During this 20 year period Japan has attempted to industrialize and develop her economy while depending mostly on heavy import of nearly all kinds of mineral raw materials. She has fabricated them using energy generated mostly by mineral fuel that are also imported. Fabricated goods are either used domestically to accelerate more fabrication industry or exported after adding more refinement or fabrication. In this paper iron ore as a major raw material for the Iron and Steel industry, three major base metals, copper, zinc and lead, and petroleum as a major energy source have been selected as examples to represent the general features of various kinds of mineral raw materials that are imported. Among other important mineral commodities for which Japan dependa upon foreign sources are: Aluminium, nickel and cobalt, potash and phosphorous 100 percent dependent and tin, tungusten, chromium and molybdenum over 95 percent dependent. IRON ORE Statistics for the important iron and steel raw materials, namely iron ore, coal and scrap iron are shown in Tables 1, 2 and Fig. 1. Iron ore is by far the most important and basic among these three commodities. There has been practically no steel or iron imported as a metal into Japan during this period. Iron ore, including aggregate such as pellets, and metallurgical coal are mostly transported in large ore cargo boats to the port where very efficient port facilities unload them directly at the steel mill site. The figures herein presented show that during the year 1938 drilling in the Texas Gulf Coast continued at a slightly lower rate than during 1937. In 1938 there were 21 new oil fields added to the Texas Gulf Coast; also numerous extensions and new sands in old fields. This report for 1938 cannot be compared with the report for 1937 in Volume 127 of the Transactions, because the area covered by this report is less than that covered last year. The cross-hatched area on Fig. 1 shows the limits of this report. Of the new fields, Cordele, in Jackson County, Eureka Heights and Fairbanks, in Harris County, Francitas, in Jackson County, LaRosa, in Refugio County, and League City, in Galveston County, have the greatest promise of prolific production. The 1938 production for the Gulf Coast area was 92,530,467 bbl. as compared to 94,019,355 bbl. for the same area in 1937. This shows a decrease of 1,488,888 bbl. during 1938, regardless of the increase due to the 21 new oil fields. This decrease was caused mainly by the Saturday and Sunday shutdowns (68 days during 1938) and by cut in allowables. The 68 shut-down days amount to approximately 18.6 per cent of the 365 days possible for production. The decrease in the 1938 production amounted to approximately 1.58 per cent. Therefore there was actually a potential increase in the year's production. During the past year, 1637 wells were completed as oil wells, 68 as gas wells and approximately 461 dry holes, as compared to 1672 oil wells, 83 gas wells and 448 dry holes in 1937 on the Texas Gulf Coast. Total wells drilled were 2166 in 1938 and 2203 in 1937. Condensate. sands in old fields and new fields are continuing to increase in importance from the standpoint of retrograde condensation and pressure maintenance. The following fields had major extensions during the year 1938 from the standpoint of increased areas of old sands and new deeper sands:

The Cb-rich boundary of the (Cb,Al) a phase field at 1250OC is near 41 pct Al. The Al atoms tend to occupy the C. N. 12 sites in this structure. A homologous (Ta,Al)a phase was identified. No a phase was found in the Mo-Al system at 1200°C. The first binary o-phase with a non-transition element as a major component was found1,2 in the Cb-Al system. The composition of this phase was reported2 as approximately 34 at. pct Al, based on X-ray diffraction patterns taken of alloys in the as-cast condition. Further study of the composition of this o-phase, therefore, appeared desirable. Since Si was previously found3,4 to occupy preferentially the lowest C.N. sites (I and IV) in the a phase, and preliminary resultsa indicated that Al may show similar ordering, one of the aims of the present work was to obtain more complete information on ordering in (Cb, Al) o. Among the binary systems of Al with Ti-, V-, and Cr-group elements, the Ti-Al, Zr-Al, V-Al, and Cr-Al systems are known to comprise no o-phase. In the present work a Ta-Al and a Mo-Al alloy were studied in an effort to find additional o phases with Al as a major component. EXPERIMENTAL PROCEDURES AND RESULTS An alloy with the intended composition of Ta + 40 at. pct Al was prepared by arc melting in He atmosphere. In both the as-cast condition and after annealing for 10 days at 1250°C and quenching in cold water this alloy consisted of two phases, as seen in the X-ray pattern and the microstructure. One of these phases was identified as the o-phase; the observed and calculated d-spacings are shown in Table I. The lattice parameters of this o-phase are a = 9.972 A, c = 5.214 A and c/a =0.5228, as determined from a Debye-Scherrer pattern using Fe K a radiation. The d-spacings for the unknown second phase are given in Table 11. The alloy contained approximately 25 pct of the unknown phase after annealing, as estimated on the basis of microscopic examination. A Mo-Al alloy was prepared by arc melting, with an intended Al-content of 35 at. pct. The alloy button was annealed for 7 days at 1200°C and water quenched. The X-ray pattern of the alloy in both the as-cast and the annealed state showed the reflections of Mo3Al (Cr30 type structure) and an unknown phase different from a. Six Cb-Al alloys were prepared in the composition range 30 to 50 pct Al. All alloys were arc melted in He atmosphere. After annealing for three days at 1175oC in evacuated silica capsules and quenching in water, the alloys with 30 to 40 pct Al contained three phases, namely the o-phase, Cb3Al (Cr3O-type structure) and an unknown phase. The alloys with more than 40 pct Al contained two phases, namely, what appeared metallographically, the o-phase and the same unknown phase. In the alloys containing less that 38 pct Al, the unknown phase was not present after annealing for 4 days at 1250°c,

LET us return and follow our first intention of discussing the art of melting. Since I have demonstrated to you how large works are made, you may have thought that the way to the small ones was also open to you, and you would not have been mistaken. But in order to avoid work and expense there are shorter and easier ways to be used, both because the things can be handled more easily and because it is not necessary to have so much regard for the forces of small materials. Therefore, wishing to make a distinction for you, I shall call this the small art of casting. Before speaking of this, I shall tell you of several methods of making powders for moulding. Then I shall also tell you of the methods of moulding in boxes and in frames, and how the said powders are to be prepared for casting either dry or green. Then I shall tell you some methods that are held as secret by the masters for handling the metals in melting and making them flow readily, so that you may easily fill the cavities of your moulds.

T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

Group 2 and 15 arc but little outside of the limita of error. Rail 923 of group 9 is obviously abnornlal. This is probahly due to its being overheated, which the chemical analysis shows might easily be the case, and which the physical tc~ts and its low specific gravity tend to c-nfirm. We inry say, then, thnt 13 of these 16 groups fairly indicate, if they do not definitely point out, th:kt, under the same condition% tbe harder rail gives the slower wear. (communication to the Secretary): When, at the New Pork meeting, February, 1899, Mr. Douglas gave an abstract of his highly interesting paper on the Copper Queen mine, he invited the members of the Institute, in his usual progressive spirit, to make a full scientific investigation of the region of that mine during the prospective excursion to Bisbee, Arizona. I volunteered to examine some of the metallurgical processes and products of the works, and obtained from Mr. Douglas a valuable series of samples. Upon the issue of his paper, however, I found that he had already a considerable volume of analyses of those products, and that little was left for me to do in that respect, except to duplicate his results, the importance of which work would not have been commensurate to the time and labor involved. I selected, therefore, only some points which he had not made entirely clear, or concerning which I was skeptical. The details of most of my work will appear in a future paper. From Mr. Douglas's figures I have calculated the values for the elimination of impurities in the so-called Leghorn converter, introduced by him at the Copper Queen works, and have found them to be as follows: Percentage of Elimination of Impurities in Pour Blows of a Converter. The ancient copper-mines of Lake Superior, having been destroyed or covered by modern mining-dumps, are not accessible to the present inhabitants of that region, and, since no more are likely to be found, some account of those already discovered, from one who has seen them, may be acceptable to the Institute. Early in May, 1855, I took a party of men to open an ancient pit on the Quincy mine-location. Mr. C. C. Douglas was the " Agent," as mine-managers were then called on Lake Superior. The Quincy Co. had previously done work on a fissure-vein, several hundred feet west of the Amygdaloid lode (afterwards called the Pewabic lode), on which was the ancient pit herein described. 'It was at this pit that the Quincy main shaft was subsequently sunk. The ancient pit showed an apparent depth of about 4 R., but when cleaned out it was shown to he 14 ft. deep, having been filled up by the sliding-in of material composed largely of broken rock, taken out in sinking the ancient shaft, and left near its mouth. Midway of the shaft, and below water-level, was found a scaffolding of white-birch poles, which had been used as a landing, to assist in removing the excavated rock. The shaft was 7 ft. in diameter. The excavation had been done by first building fires in order to disintegrate the rock, as was proved by the abundance of charcoal found; then breaking the softencd rock with hammers of diorite, such as is found in the greenstone range on Keweenaw point. WE can, I think, rightfully claim, irrespective of our faults, that engineers must, in order to last as engineers, possess the qualifications of integrity, stead- fastness of purpose, ability to think straight, and to apply these qualities consistently and continually in their everyday work. All engineers know this, most of them conform, and in order to drive it home I might, if 'clothed with proper authority, preach to you at length, but I shall not take the chance. So I only want to make a suggestion or two to the young engineers. Have an ideal and work toward it. You will have your disappointments and your temptations but keep your record clean, and if anyone says you are foolish or ugly, or homely, or that you need a guardian, take the criticism with a smile, for he may be able to prove his contention; but if he attacks your integrity, strike at once and fight hard, for he has assailed not only your character but your principal asset as an engineer.

Petroleum has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and ('burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil, which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D., the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.' (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the Japanese, however, still dug the wells by hand. Toward the end of the '80s) an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. Ellsworth Daggett, who joined the Institute in 1873, and had beeu a prominent figure in the mining profession of Utah and other Western states for many years, died in San Francisco, Jan. 5, 1923. Mr. Daggett was a contemporary and intimate friend of Clarence King, James D. Hague, R. W. Raymond, and other Nestors of the mining engineering profession prominent in the last quarter of the nineteenth century. He was born at Canandaigua, N. Y., May 24, 1845; graduated from Sheffield Scientific School in 1864; pursued post-graduate courses there for two years, and for one year at the Bergakademie, in Berlin. He was in active practice as mining engineer from 1866 to 1914, but devoted most of his time during the World War to the perfecting of a submarine torpedo. He was connected with the United States Geological Exploration of the Fortieth Parallel in 1870. The plates illustrating mining industry, Volume III of the reports of that survey, were engraved from drawings obtained in the field during progress of the survey and prepared for the engraver by Mr. Daggett. He operated the Winnamuck mine and smelter at Bingham Cation, Utah, in the early seventies; the mines and mill at Cusihuiriachic, Chihuahua, 18867; and the Berlin mine near Austin, Nevada, 1904-6. On June 24, 1874, Mr. Daggett married Miss June Spencer, of Salt Lake City, who survives him, residing in New Haven, Corn. Appointed United States Surveyor General for Utah by President Harrison, in 1888, he was the first engineer to hold that office in Utah. He reorganized the mineral division of the office, required the courses of mineral surveys to be referred to the true meridian determined by solar or stellar observations, and did much to improve the accuracy and reliability of such surveys. Mr. Daggett was a member of the Alta and University Clubs of Salt Lake City, and president of the latter from 1890 to 1892; he was also a member of the Century Club, New York. Through his instrumentality, irrigation was brought to considerable tracts of land in northeastern Utah, and Daggett County of that state is named for him.
