THE Province of Ontario in recent years has come strongly to the front as a producer of metals, especially nickel, copper, silver, and now gold. Of the last named, the output for 1922 was in the neighborhood of $20,000,000. The law governing the mining industry in a community where such develop-ments are taking place will be of interest, therefore, in other places where mining laws are up for revision The first mining of importance done in this province was for copper on the north shore of Lake Huron, where the Bruce mines were opened in 1846. These deposits of copper sulfides, notwithstanding the remoteness from markets and the cost of transportation, were vigorously worked for 12 or 15 years and also intermittently later, but the active career of the mines came to an end in 1875. From first to last, a little less than 10,000 tons of copper was produced, valued at $3,300,000. All the product was shipped to England as dressed ore, contain-ing up to 13 per cent. of the metal. In. 1866, a rich pocket of gold was found on the Richardson farm near Madoc, Hastings County, but was not followed by further discoveries of a like kind and in time the excitement it caused died away. Rich silver ore was found in 1868 on Silver Islet in Lake Superior, a speck of land not larger than a good-sized ball-room. The assemblage of minerals here was practically the same as that at Cobalt, discovered 35 years later, namely, native silver, cobalt, nickel and arsenic; in addition, there was considerable argentite, which has always been scarce at Cobalt. In all, the silver produced amounted to about $3,500,000. The belief persisted that the deposit was not mined out, and in the summer of 1922, some rich ore was extracted from the roof, perilously near the bottom of Lake Superior.

SHERRITT Gordon Co. was formed in 1927 to exploit a copper zinc orebody located in the bush 90 miles north of The Pas, Manitoba. The mine went into production in 1931, operated for a year and a half, and closed because of the low price of copper. Reopened in 1937, it operated continuously until mined out in 1951, producing 8.5 million tons of ore. From 1937 on Sherritt Gordon conducted an energetic prospecting program throughout northern Manitoba, giving particular attention to the belt of favorable greenstone rocks north of the Churchill River. From 1937 to 1941 a number of gold showings were located but nothing of economic value was found.

BASH, Philadelphia, Pa.-In order to make a definite check on the emissivity of crucible steel under works conditions, a test was planned and executed by the plant of the Midvale Steel Co., by a Sub-committee, as follows: Five crucibles were put in a crucible furnace with-the normal charge and were treated in the same manner as a number of others that were charged at the same time; the only difference was that the five cur-cibles had lids with.2-in. holes in the center. It was thought that after the crucibles were removed from the furnace a reading could be made through the hole in the lid with the optical pyrometer and that such a reading would give the true temperature of the steel as black-body con-ditions should prevail inside the crucible. If after obtaining the true temperature, the crucible lid were removed and the steel poured into the ladle, the apparent temperature could be taken by sighting on the steel stream and the emissivity obtained from the two temperature values. Such a test was carried out with five crucibles. About a third of the crucibles charged into the furnace with the five experimental ones were first drawn from the furnace and poured into the ladle. GAYLER, Teddington, England (written discussion).-At the National Physical Laboratory, the writers have made a number of researches on the relation between the constitution and mechanical properties of aluminum alloys of various types; the results obtained were in good general agreement with those of the authors. The writers, however, did not think that increasing the copper content of sand-cast low-copper duralumin to 4 per cent. necessarily caused a drop in the elongation to 1.5 per cent., as stated on page 9. In the case of sand-cast copper-aluminium alloys they had obtained much greater elongation, in some cases as great as 13 per cent. in heat-treated castings. For example, in a sand casting containing 3.5 per cent. of copper, a strength of 12 tons per square inch and an elongation of 13 per cent. were obtained; in a casting containing 4.5 per cent. copper, a tensile strength of 13 tons, and an elongation of 9 per cent. were obtained. These values were the maximum; the elongation varied considerably, being as low as 5 per cent. in some cases. In the writers' opinion, such variations are due more to unsoundness in the sand casting than to any other cause.

The importance of grain size and its control in wrought brass needs no lengthy discussion, since specifications so often make exact control imperative. Aids to this control are therefore of interest. The effect of a number of different elements on the grain growth of brass under various conditions of annealing has been reported in the technical literature. In particular, a paper by Cook and Miller1 a few years ago, with the discussion that followed, gave valuable information on the effects of iron, phosphorus, manganese, aluminum, aluminum plus nickel, and aluminum plus silicon. Price12 in his discussion of that paper, added a description of some commercial brasses that exhibited a grain-refining effect owing to the presence of 2 per cent A1 and 1 per cent Ni. Gibson and Doss3 have recently given data on the effect of iron on annealing high brass. No comprehensive study, however, has been given to the effect of additions of chromium. It has been the purpose of this investigation to determine the effect of adding various amounts of chromium to a plain cartridge brass, particularly in regard to the effect on grain growth in various annealing treatments after cold-working. Prepakation of Alloys Alloys of high-purity brass of 68.5 Cu, 31.5 Zn composition were made containing from 0 to 0.17 per cent Cr. These were produced in induction furnaces, using unlined graphite crucibles to hold the charge. The melts were cast into rectangular chill molds giving ingots about % by 3 by 10 in. in size.

Activities of aluminum in solid Fe-Al alloys have been determined between 0 and 75 at, pct Al and 1100" and 1400°K by an isopiestic method in which iron specimens, heated in a temperature gradient, are equilibrated in a closed all-ceramic system with aluminum vapor. The activity of aluminum in these alloys shows a strong negative deviation from Raoult's law at low concentrations but increases rapidly above 40 at. pct Al. The enthalpy and entropy of mixing me both negative. For an alloy with equiatomic composition the values are: HM = -7300 cal and SM = -0.85 eu. Sodium chloride has been added at lower temperatures to accelerate the evaporation of aluminum. Equations have been derived to calculate activities of aluminum from experimental data. THE Fe-Al system has been the object of a great number of investigations.' Most of these studies have been concerned with the phase diagram and specifically with the order-disorder reactions in the range of solid solutions of aluminum in iron. The results have been compiled by Hansen2 and presented as a complete phase diagram, Fig. 1. More recently, Taylor and ones' have found that both ordered and disordered alloys can exist in the a field up to the solidus curve separated by a line starting at 18.75 at. pct Al at room temperature up to 37 at. pct Al at 1375°C. Chipman and coworkers4-7 have studied repeatedly the activity of aluminum in liquid dilute Fe-Al alloys. They have measured the distribution equilibrium of aluminum between liquid iron and

As originally built, the plant of the American Zinc and Chemical Co. at Langeloth, Pennsylvania, was based upon the Joplin and Wisconsin fields as primary sources of zinc ores, the ores being the then normal jig and table concentrates. Construction incorporated standard Matthies-sen and Hegeler kilns without regenerators. With the development of differential flotation, zinc concentrates produced by that process became the basis of operation. These concentrates were very fine, upwards of 90 per cent passing a 300-mesh screen, and had a comparatively low fusing point with marked caking and crusting characteristics. Difficulties and losses quickly developed. In roasting, the ore went through a decidedly fluid state, and spills became serious. Caking and crusting on hearths was severe and dust losses throughout became intolerable. Acid recoveries dropped from the normal ton-for-ton level to 0.85 tons per ton of ore, and choking of Glover towers and acid lines became a problem. In 1926 and 1927 a two-unit sintering plant was built and placed in operation in accordance with the Baelen process for finishing desulphuri-zation with admixture of carbon. This had its beneficial effect in smelting, but the other problems remained. The problem presented was the roasting of Pecos flotation concentrates at the rate of 200 tons daily to a sulphur content suitable for finishing in the sintering plant. Specifications had to be governed by the existing acid plant of four chamber sets built in units of two, rather widely separated, and the sintering plant built in the space between the existing pairs of kilns, of which there was one on the center line of each of the four chamber sets. The problem contained elements of pioneering and experimentation. A thermal analysis and heat balance clearly demonstrated a possibility of accomplishing autogenous roasting, well worth the attempt, because of high fuel costs and resultant economies in operation of the acid plant due to decreased gas volumes and a consequent release of capacity for increasing acid production, a problem also faced.

IN the course of some experiments on the analysis of pig iron, I heated, in a platinum crucible, some borings of a graphitic pig iron with sodium carbonate. When the crucible was at a full red heat and the carbonate was thoroughly fused, I noticed a lively ebullition of the mass, and an escape of gas, which burned on the surface. On investigation this gas proved to be carbonic oxide, and on examining the borings in the bottom of the crucible after an hour or two, they were found to be perfectly malleable, although unchanged in general form and appearance. Analysis showed that the carbon was completely removed. I then repeated the experiment, to ascertain whether the silicon and phosphorus were affected, and found that these elements too were largely removed, and could be found in the fused mass as alkaline silicates and phosphates. In order to ascertain whether the removal of the silicon and phosphorus was merely a surface action or whether the reaction really extended into the mass of the iron, I tried the following experiments : A number of bars of pig iron were cast about one foot long and planed down-accurately to one inch section. These were immersed in a large wrought-iron pot full of molten sodium carbonate made by fusing the commercial bicarbonate of soda. Through the kindness of Mr. Frank Firmstone, Superintendent of the Glendon Iron Works, Easton, I was enabled to keep this pot at a reasonably constant high temperature for a long time in one of the hot-blast ovens. One of the bars was removed from the pot every twenty-four or forty-eight hours, according to the rapidity of the action, and after cooling was broken and the fracture examined. The change from pig iron to malleable iron was progressively inwards and always sharp and easily recognized, the rate of progression being in a decreasing ratio with the time. The position of the three-phase field between the alpha and the beta phases was established. The exact location differs from previous assumptions. The extremely high strength and hardness values were found near the phase boundaries of the ternary compositions. IN 1929, UenoL investigated vertical sections of the Ag-Cu-Zn diagram at constant silver and zinc values. From the evaluation of cooling curves and microscopic studies, he concluded that there was no evidence of a three-phase field in the solid state between the a and ,8 fields. The failure to find evidence for this field was due to the fact that it exists only in a very narrow range of compositions and requires special methods of heat treatment to establish phase equilibrium. In a later publication on the same subject Keinert2 rearranged Ueno's diagrams to conform with the basic phase rules. The existence of a three-phase field was postulated in the solid state between the a phases and the homogeneous ,9 phase between the Cu-Zn and the Ag-Zn binary border systems. The approximate location was based on a few microscopic observations of the structure and it was pointed out that the exact position could be determined only by a larger number of experiments. In the twenty years following these investigations alloys of Ag-Cu-Zn have become of general interest due to various technical applications, principally for brazing. In the course of an overall investigation of the physical properties of ternary Ag-Cu-Zn alloys the author found extremely high values of hardness and strength in alloys of compositions between the a and the yS fields. The exact location of the intermediate phase fields was established by the evaluation of more than a hundred cooling curves and microscopic mountings. THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the pegmatites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cassiterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant.

Pilot-plant and laboratory tests were made on blends of steel plant flue dust and portland cement to determine whether the flue dust could be pelletized for use as a source of iron in dry process cement manufacture. Strength and setting time results showed that an acceptable agglomerate can be made with a Type II portland cement binder. Abrasion-resistant and well-sized pellets were made in a horizontal drum, using a simulated closed circuit, with a binder content of 7.5% and a moisture content below 15%. Pellet quality was found to be relatively insensitive to changes in binder concentration above 5%. Simulations of stockpiling and weathering indicate that little difficulty would be encountered with use of the flue dust pellets in cement plants.

Introduction and Previous Work In the search to find a copper-base alloy with high strength properties, it was considered that the addition of a small amount of an age-hardening element to a binary system with useful strength properties might result in a series of alloys of theeretical and practical importance. The copper-nickel system was selected for its basic properties and chromium was added as the age-hardening element in view of the small percentage involved and its decreasing solubility with decreasing temperature. A study of the Cu-Cr binary alloys was undertaken as a preliminary investigation. However, in view of the response of these alloys to heat treatment, the scope of this phase of the investigation was widened.

Through close cooperation with geophysical and geological test work by Texas Gulf Sulphur Co. in Beaufort County, the Asheville Minerals Research Laboratory assisted in the evaluation of North Carolina's most valuable mineral resource, the Pungo River phosphate deposit. After a core evaluation study, the flotation process for the concentration of North Carolina phosphate was demonstrated in a 500-lb per hr pilot plant in Asheville. Tonnage samples of phosphate concentrate were produced for customer evaluation in the United States, Europe, and the Far East. Plans for a larger pilot plant to be erected at the plant site at Lee Creek were prepared for TGS. The larger pilot plant was operated by TGS in conjunction with a test dredging operation which led to the adoption of a dragline dry mining method to move 90,000 tpd of material for the production of 10,000 tpd of phosphate concentrate in the all-flotation phosphate concentrator. Calcining, dry grinding, and byproduct studies complimented the construction of one of the world's largest and most modern fertilizer raw-feed complexes on the eastern North Carolina seaboard.

Discussion of the paper of H! M. CHANCE, presented at the Pittsburgh meeting, October, 1914, and printed in Bulletin No. 91, July, 1914, pp. 1461 to 1466. R. V. Norris, Wilkes-Barre, Pa.-In his resume of coal-taxation methods Mr. Chance has apparently confined his investigation to bituminous coal, so a summary of the anthracite situation as to coal assessment should be of interest. The anthracite region of Pennsylvania in its 484 square miles of measures lies in the counties of Wayne, Lackawanna, Luzerne, Carbon, Schuylkill, Northumberland, and Dauphin, and in each of these different methods of assessment have been adopted. The assessments for taxation in Pennsylvania are made under Acts of the Legislatures of 1841 and 1842, under which the assessors are re¬quired to "assess rate and value every subject of taxation according to the actual value thereof, and at such rates and prices as the same would bring at a bona fide sale after due notice." Under this general law coal land has been assessed as such, but up to about 25 years ago the coal was assessed at rates so low as to be unimportant, though the rates in each township and municipality, even in the same county, showed no agreement or ascertainable basis. In the late '80s, the need for greater revenue drew attention to the possibilities of collecting much larger taxes from the coal lands and, spurred by public demand, the assessing authorities in some counties undertook a reassessment of coal. The method pursued was to demand from each owner a statement of the area and average remaining thickness of coal on his lands. On this return, made in some cases under oath, an assessment based on foot-acreage was levied, with a resulting great increase in valuation, but the valuation per foot-acre was low and no serious objection was made. This assessment with occasional increases of rate remained in force until 1907, when, in the triennial assessment of that year, a complete revision of the valuation was again attempted, engineers were employed by the counties to check the accuracy of the returns from the owners, and, based on the foot-acreage thus obtained, an enormous increase, to $65 per foot-acre, was made in the valuation. This assessment was resisted in the courts by appeals resulting in very extensive litigation, and a final determination of the validity of the 1907 and all subsequent assessments has not yet been obtained. In the first appeals tried the rate calculated on a foot-acre valuation was reduced by the Luzerne County court to about $45, while the. Lackawanna County courts reduced a larger rate to $67. This paper discusses recent technology dealing with the use of computer graphics in the mining industry. It presents a newly developed computer software package specifically designed for use in underground mining operations. This software package, developed under a US Bureau of Mines contract, 1) displays mine ventilation schematics and other representative illustrations for a real time data acquisition system and 2) uses the Bureau-owned Minefire and Ventilation Code for display of ventilation and contamination predictions on the microprocessor system. The package uses a unique system of display indexing that provides a simple yet efficient method of recalling a series of mine schematics detailing an underground operation and an alarm acknowledgment scheme that provides an effective method of identifying problem areas that may exist in the mine network. The package was written in Fortran for a 64-kilobyte, Z80-based microprocessor computer.

FOREWORD-Back in October of last year, I approached three of the largest commercial banks in the country to solicit an article about the role of commercial banks in mine financing. "We'll be delighted to cooperate with you in any way we can," was the stock response. As the September 1975 deadline approached, however, every bank officer I had contacted almost a year earlier informed me that he couldn't write such an article be- cause of "prior commitments," "an excessive workload," or "vacation schedule," etc. This was not a total surprise. Any commercial banker will be truly delighted in talking with you, if you have a good mining prospect, a good reputation, a good batting average in your business-and if he has the capital you want to borrow. But what happens when banks themselves are illiquid? Much as they would like to help you, they simply can't. And most of them clam up.
